How to Swiem Swimming can look very very too much intiemiedating if you never lenned how to swiem, but it is for sure possiebull for anyone to do it. Playing in wata can maybe upset the old piepol, but it can make you incrediebull happy, and knowing
to swiem can save your life if you find yourself in trabull. All you have to do is get comfortabull in the wata, len the basic strokes, and then move on to more complicated biesnies when you are reddy. Part 1 of 3:
Getting Comfortabull in the Wata 1. Aowa, don’t be scared. A lot of piepol neva swiem becos they scared of drowning. Just liesen to me, you will not drown! Neva swiem alone. Swiem with mlungu, they can save you, they can swiem. Start swiemming in a pot hole, not a riva, but a small pot hole ne! Neva swiem in rain, you will get wet, and swiem in summa, not in winta. 2. Get used to floating. When you in the wata, hold on to the side and let your legs float, even if you are too fat. Try thies on your stomak and on your back, don’t warry, you will float. 3. Neva panic. Just float nê! 4. Practice exhaling underwata. Neva inhale, you will get a big cough! 5. Wear goggells (optional). Like when you wear sunglasses inside the house, but a speshall ones for swiemming. Part 2 of 3:
Beginning Strokes and Treading Water (Don’t warry, this is not the same as the stroke Gogo had last year)
1. Practice kicking your legs. Kick like Bafana Bafana, but use two legs, not one. 2. Learn how to do a crawl. Like nwana. 3. Tread wata. Like rannieng, but in the wata. 4. Use your arms. Not to wave for mlungu to

Aowa, this one is very diffikalt, first len how to swiem.
Tips • Always swiem with mlungu when you start. • Using goggells make you look cool. • For safety it is betta if you don’t eat for before you swiem, unless you eat baked beans or cabbage, then you float better. • Always sweim close to the edge so you can hold on. • If you are scared, don’t swiem. • Remember you can always put your foot down if you get scared, sure, you can put your foot down on the bottom, really. • If you are very very scared, get a life jacket. • Don’t rush things! Lenning to swiem is a process, not an event.

GTM reshuffles Exco The Greater Tzaneen Municipality’s council meeting to appoint new Exco members was recently held. A new Speaker, Mr Cassius Machimana, was elected and inducted by Magistrate Mukansi. In his acceptance speech Machimana said “I am very humbled and know that the position comes with big responsibilities; I hope to get all the support from the mayor, directors and managers to realise sustainable, integrated service delivery and partnerships”. Mr Maripe Mangena was appointed as the new chief whip of the ANC with Mr Moses Mahasha taking over as head of corporate governance. — Elliot Mathye elliot@bulletin.us.com

Stanford Lake College’s Gr 8 ‘Twin Peaks’ Trek was yet another very successful outing for staff and pupils alike. The pupils covered 80 km of mountain hiking in the beautiful Wolkberg Mountains. The group climbed both the Iron Crown and Serala, the two highest points in the Wolkberg Mountain Range. They also performed a much needed environmental project while on Serala, removing over three thousand small Pine, Bluegum and Blackwood trees in an effort to preserve the rare grasslands

Anneli Nel, a Gr 12 genius of Merensky High School, has been invited by the prestigious Allan Gray Orbis Foundation to join them on a student selection camp next week, with the aim of becoming an Allan Gray fellow. To be amongst the chosen few, Anneli had to write a national benchmark test, as well as pass a rigorous interview, where she had to convince the panel of her intellectual imagination, resourcefulness, entrepreneurial skills, determination, research procedures and impact on our society. The national “circle of excel-
lence” initiative was launched in 2008, and promotes development of educational standards and provision of quality schooling. Circle of excellence schools receive recognition, support and encouragement from the foundation to ensure their continued provision of quality schooling. Merensky and Stanford Lake College are the only two partnering schools in the Tzaneen circuit, selected as circle members. The two schools give stature to the circle’s motto: “from excellence to influence”.

• Snelstrikke by vals waarskuborde •
A new political party, the Independent Body of Communities (IBC), has been formed in Giyani to contest the ANC in the 2016 local government elections. According to its president, Mr Pat Mabandla, the party aims to ”rescue Giyani Municipality (GGM) from a series of problems which the ANC government has failed to rectify in its twenty years of governance; we used to have mines and farming schemes where our people worked, but all of that has disappeared. Our infrastructure, especially buildings such as the previous parliament building, have been neglected”, he said. “We don’t care about the national vote; all we need is a two-third majority from Giyani voters to enable us to take over and run the GGM in a way that would create jobs for our people,” he said. Asked about their plan for better governance, he said their strategy was to govern with the traditional leaders so that the issue of land would disappear and open ways for land development. Seen here are (below) Messrs Ruben Mabunda (the chairperson), Pat Mabandla (president) and Noel Mashimbye (deputy president). On top are Ms Sylvia Chavalala, Mr Peter Chavalala and Ms Lucent Mahori.

Magoebaskloof bags another win Magoebaskloof Hotel is making waves in the country’s tourism, hotel and hospitality industry by winning their fourth accolade for 2014. The hotel has just claimed the coveted Lilizela Award for the Best Three Star Hotel in the accommodation sector of Limpopo. This award is testament to Orion’s commitment to quality service for their guests. The hotel’s general manager, Mr
Jacques Slabbert, said he is extremely proud of this achievement. “At Magoebaskloof Hotel we make sure that not a day goes by without providing the best service to our guests and this award is proof of that. The award comes as a great surprise — one that brings a smile to my face, because we are not here to compete with anyone and we always come out on top. “It is great to be acknowledged
for the hours of work we put in. On behalf of the Orion Group and my dedicated staff, I would like to thank the Tourism Grading Council for this great award and we are looking forward for the national judging for 2014,” he said. The Lilizela Tourism Awards give national recognition to establishments and raise their profile both here at home and around the world, too.

Radio station gives back to loyal listeners Limpopo’s popular radio station, Capricorn FM, will charm the community of Tzaneen when they host their “Win a car competition”, tomorrow at the Tzaneen show grounds. The competition, which started airing on the 30 July 2014, has been involved in many community outreach programmes, road shows and activations in and around Limpopo. They have been embarking on a “giving back” kind of project to keep their listeners tuned to their favourite station. Capricorn FM’s public relations and content coordinator, Mr. Peter Bopape said that the station has been interacting with its listeners by surprising them at shopping centres and public roads, giving away flyers and exciting hampers such as t-shirts, caps, squeeze bottles, umbrel-
las, pens, kettles and many more. “We are very much in touch with our listeners and this competition is a token of appreciation to them. We wish everyone who entered the best of luck”, said Bopape. Die Boodskap Dr Jan Truter Ned Herv Kerk Letsitele
Procrastination What is it with South Africa’s public servants that they so regularly and volens nolens allow matters to deteriorate to the point where the citizenry have to accept a collapse of infrastructure? What is it with our politicians that they allow the civil service to sit back and watch failure and ruination develop and finally engulf ratepayers (especially in business and industry)? What is it with the economists in government that they cannot convince their comrades of the huge cost of the regular and rather spectacular failures that cause the potential fatal erosion of our economy? What is it with our community leaders that they arrogantly push ahead with their mostly equivocal agendas, showing disregard for the aspirations and needs of the population? And finally, what is it with our people that that they accept this maladroit state of affairs with such a devil-may-care atttude? We wish we had the answers to these questions, especially since our country desperately needs to stop the rot that has already set in. The residents of Tzaneen, as the capital of Limpopo’s Lowveld, should wake up and get involved in launching actions to demand clean, transparent, well-planned and wellexecuted local government programs. Programs that will ensure proper service delivery, proper accountability and the responsible and sensible spending of our hard earned tax money, to maintain expensive infrastructure and to invest in durable new infrastructure. If the laissez-faire approach to local government is sustained, we will witness an implosion causing hardship to all our people, regardless of race, age or gender.
Are there racial cultures? As we last Wednesday celebrated Heritage Day, I recalled Ugandan president Yoweri Museveni’s signing of the country’s anti-gay bill earlier in the year. Rhetorics of how homosexuality is unAfrican surrounded the signing as praise from mainly fellow Africans with similar views. Personally, I made a decision to respect every individual’s right to opinion, as long as the opinion does not impinge on another person’s humanity. However, in this case, other than what one would argue is a ridiculous bill aimed at criminalising what would otherwise make us uncomfortable with our own sexual-identities, I asked myself, what is this African culture we keep hearing about. I appreciate that in South Africa we have a day/holiday in which we remember and celebrate our distinct cultures. In this country alone, we have nine recognised distinct-black/ Bantu tribes, which, although similar, are essentially not one.

For crying out loud By Joy Mojela joy@bulletin.us.com
Uganda, itself, has multiple distinct tribes, which, considering the individuality of our own tribes, one would argue are also essentially not one. Moreover, in history, I dare say, the only time when people, everywhere in the world, came together as of one skin colour was at the face of a different skin colour. The different European cultures/tribes/groups of people we, today, call nation-states could testify no louder against the notion of a single white/Caucasian culture. Likewise, racial groups all over the world, from the Asians and the American Indians to the Australian Aborigines and Southern Africa’s San people, are composed of many distinct tribes and ethnic groups, which all essentially embrace different cultures. I am, therefore, appalled and almost
offended by the insinuation of a single racial culture. By all means, I do not want to undermine the role racist structures, which are arguably still very significant today, have played in our lives. I neither want to undermine social classes and privileges attributed by racial identities even in today’s society. However, let us stop forging a false racial unity, as this, in my opinion, is another structure of racism. It is true, we share knowledge, lifestyles and ways of communication as we live in proximity and interact with each other. It is also true that we fall into conflicts with each other and may not agree or like each other regardless of a shared skin colour. Let us instead acknowledge our uniqueness as distinct tribes/peoples even within our races. In a more raceless society, if one could call it so, not only will we not judge each other according to our skin colours. We will also not form cultural identities according to the same.

Teachers attend symposium Two staff members of Merensky High School, Mss Yolande Potgieter and Elza van Wyk, attended a Literature Symposium in Bloemfontein and were left inspired. These days, amazing educational tools are just a Google search away. Resource sites from colleagues are also available. Yet attending a symposium in the flesh is more than just a pretty slideshow — it stirs something within. Perhaps it’s a combination of the senses: the slow progression of a discussion on film study by Leon van Nierop, the sound of professionals excited about what

they do, or the passion with which a lecturer presents poetry. These elements are part of the lasting effects of an experience that can’t be captured by simply logging in on or surfing the web. Of course, on occasion a
quintessential learning experience can be ruined — perhaps by poor presentation or more commonly and unfortunately the fact that the facilitators simply don’t know what they are talking about. That’s why it was such a delight to discover SAOU’s Literature Symposium to be inspired, creative and most importantly filled with relevant, important and useful information. The two teachers expressed the hope that agencies involved in this endeavour, continue to pool their resources and present excellent material for teachers who are passionate about education.
Not even specialists earn as much as MM With countless reports of municipalities across the country seriously under-performing, one becomes surprised at the amount of tax-payer’s money used for municipal managers’ salaries — as well as directors’ and senior managers’ remuneration packages. Recently, the Limpopo provincial health department advertised head of clinical department and clinical unit posts for the Polokwane Hospital. The posts, which included the hospital’s neurosurgery and urology departments amongst others, offered remuneration packages, ranging from R1 254 957 to R1 568 991 per annum for qualified persons. While on the other hand, former Greater Tzaneen Municipality’s municipal manager, Mr Masiye Mankabidi, received a total of R1 546 887 for his
annual 2012/2013 salary package, according to the GTM’s financial report. In this case, GTM’s municipal manager is paid almost as much as, and more in some cases, as some of the highly paid medical specialists in the province. To specialise in a particular medical field, one spends not less than ten years studying. Moreover, in this case, the provincial department of health’s head of clinical departments posts called candidates with at least three years experience. Mankabidi, on the other hand, according to GTM’s July-August 2013 Bulletin, has a three-year Bachelor of Commerce degree, a Diploma in Fundamental Project Management and a couple of certificates in management and finance. The suspended municipal
manager, whose appointment was coupled with controversies from his previous employments at the Greater Letaba Municipality and the Mopani District Municipality (as Bulletin earlier reported) was suspended early in the year due to allegations of misconduct. In his address to the presidential local government summit at the Gallagher Estate in Midrand, co-operative governance minister Pravin Gordhan said more than half of the municipalities across the country poorly performed in the previous year. The Auditor General’s local government audit results found that R815 million was spent in fruitless and wasteful expenditure by municipalities throughout the country. — Joy Mojela joy@bulletin.us.com
The school’s Drummies was in top form and entertained the visitors. It is amazing to witness the activities, facilities, discipline and atmosphere at this school. Headmaster Ramodike has managed to build this school from nothing to a model school. He has appeared on eTV’s South African Heroes programme earlier this year, after Bulletin had nominated him.
School celebrates pupils Marumofase Full Service School in Lenyenye celebrated their 89 pupils with disabilities on Casual Day. The children entertained invited guests on a number of items. The SGB’s representative, Ms Khumalo, said that Casual Day raises funds for people with disabilities; and it also raises awareness of opportunities for full inclusion of people with disabilities into the community. She reminded the community that being disabled is not a curse. “Our children are special people who need special treatment,” she said. Adding to the show school principal George Ramodike recited a poem he was taught in his youth. He said: “Our school has grown from strength to strength. As the only Full Service School in the district, we are proud to be celebrating our special children. We hope to increase the number of our pupils to more than hundred
next year”. Thabina’s Circuit Manager, Mr Kgomo, extended his sincere thanks to Ramodike for his determination in making the school the best in agricultural activities and studies in their circuit. The day ended with the handing over of certificates to the most hardworking pupils, with Phindile Maenetja scooping the award for Best Pupil. She walked away with five certificates (best performance in Gr 7 English, Maths, Natural Science and Sepedi). Phindile is no stranger to the spotlight as she made an appearance on eTV’s South African Heroes earlier this year, for her undeniable scholastic progress. She aspires to do her high school at Meridian College. — Elliot Mathye elliot@bulletin.us.com

Drama at Letaba Body found in the debris in the aftermath of the fire at Letaba Hospital
An as yet unidentified body was found at Letaba Hospital on Wednesday, after a fire gutted the hospital’s psychiatric ward late on Monday afternoon. The fire is said to have started around 16:50 and 45 patients were evacuated by 19:00. The patients
The debris and destruction at the entrance to the psychiatric ward
were transferred to the Van Velden, Kgapane and Dr CN Phatudi hospitals for evaluations and treatment for smoke inhalation and to be able to inhale oxygen. Fire fighters from the Mopani District Municipality’s Disaster Centre assisted in containing the fire from spreading to three more wards, which were affected but did not catch fire. They include the Maternity Ward, ICU and the Nursery. According to Limpopo Health Department spokesperson Macks Lesufi, the evacuated patients will remain in the other hospitals for ninety days. Nurses from Letaba will for the time being work in the other hospitals, to assist in taking care of “their” patients. He added that the cost of the damage is estimated at R4 million. Lesufi rubbished claims that other patients were taken to the Mankweng and Polokwane hospitals. Limpopo’s Police spokesperson, Col Ronel Otto, told Bulletin that a forensic team is still on the scene, investigating the cause of the fire. She added that should the team suspect foul play, a case of arson will be opened. “Our forensic team is working tirelessly to establish the cause of the fire. They are collecting samples, rubble or any other leads which will help us to find the source of the fire. Should we discover any foul play, a case of arson will be opened”, Otto said. In a press statement issued yesterday by the Health Department, “a quick programme of action to repair the hospital in a short space of time” was mentioned. Two weeks ago a delegation of the National Council of Provinces visited the hospital and met the management team of the Letaba Hospital. They logged horns in a heated debate about the dilapidated state of the hospital. The hospital’s budget, the attitude of staff and a shortage of medical practitioners were amongst the issues discussed by the two groups. It was said that service at Letaba was poor and should be enhanced. — Elliot Mathye

Do you know of the new parking meters? Residents of Tzaneen are up in arms over the totally inconsiderate lack of communication by the Greater Tzaneen Municipality about the new parking meters in the town. The new parking meter system — so far only in Danie Joubert Street but Morgan Street to follow soon — causes confusion and certainly great inconvenience. When the meters became operational on Wednesday morning, motorists were outraged and the Bulletin’s switch board operator could at one stage not cope with the calls from dismayed motorists. A farmer from way outside town had a dentist appointment and when he parked his bakkie, was warned that a hefty fine could wait on him should he not “feed” the parking meter (one meter serves four parking spaces). He in turn threatened to knock over the meter with his bakkie (fitted with a heavy bush breaker). To obtain parking in the CBD, motorists will have to buy smartcards for at least R20, of which only R5 can be used for parking. Each card carries a refundable deposit of R15. The system is run by a private company, BCIT of Johannesburg, after a tender was issued by the GTM in 2012 to reinstate parking meters in Tzaneen. The contract was awarded to the company in May last year. According to Mr Neville Ndlala, spokesperson for the GTM, the company has trained seven traffic wardens
who will assist motorists with the meters and monitor parking in Danie Joubert and Morgan Streets. Instructed by the GTM’s law enforcement manager, Mr Johannes Malatji, 135 parking spaces will be involved initially, as it is still a pilot project. At this stage only 25 meters have been installed in the main street. The smart cards are available at the municipal offices and selected shops such as Hlulani Communications, 4u Cellular and Electronics, Computer and All and other outlets still to be negotiated.. The traffic wardens have powers to issue traffic fines for violation of the system, starting at R150. Many unanswered questions about the new parking system remain: • How could it be called a “pilot project” if a tender has been awarded? • Why did the GTM not inform the public properly about the new system? • How will tourists be treated if they need/want to make a quick stop in town and they don’t know where to go to buy a smartcard? • Etcetera. ** Attempts to obtain more facts and information from the GTM were unsuccessful and the Bulletin will submit further questions to the GTM in the week to follow — Editor.
The GTM and NGO’s honor the elderly Government cannot be able to do everything on its own. We, as the GTM, will by all means try to fund the NGO’s who come up with good initiatives to benefit our people in Tzaneen. The Greater Tzaneen Municipality has reiterated that it will do all it can to support NGO initiatives aimed at giving back to the communities around Tzaneen. So said acting GTM mayor Cassius Machimana during a handover of wheelchairs and acknowledgement of the elderly over 100 years. “Government cannot be able to do everything on its own. We, as the GTM, will by all means try to fund the NGO’s who come

up with good initiatives to benefit our people in Tzaneen. One such a NGO is the Monye-Le-shako Old Age Exercise and Home based HIV/AIDS Nursing”. Machimana also mentioned that most NGO’s are not able to function properly, as they lack funding to enable them in assisting the needy communities. Eleven wheelchairs and a number of blankets were handed to the grannies by various organizations, amongst them Famsa, Two Mountains, the Rotary Club and Letaba Hospital. Mr Joshua Mathebula of Monye-LeShako Old Age Exercise and Home Based HIV/AIDS Nursing could not hold back his joy. He said that the initiative of doing “something for the elderly” was inspired by former Pres Nelson Mandela. He said “this will now become an annual event to coincide with Mandela’s birthday”. “Our organisation was established in 2006 and since then we have been involved in a number of projects. We have already taken 21 grannies to the Home Affairs office to get their smart cards as part of an initiative. We are
very grateful to all stakeholders, especially the GTM, for showing undying support for us. We also thank all the organisations who took part in the initiative”. Mathebula stressed that some of the grannies who received wheelchairs were not
disabled. “We have noticed that some of our elderly, because of age, can no longer walk longer distances like they used to in their youth”, said Mathebula. — Elliot Mathye

Onnies oorwin hindernisse
Ja! — mooi so. Nee? As spanne nog wil inskryf, moet hulle nou vinnig spring. Die toernooi begin om 14:00 en vir navrae en inskryfvorms kontak Johan Steyn by 083 287 5839, Pieter Human by 082 553 5887, Johan Smit by 061 041 3020 of Gawie Du Plessis by 083 299 9797.

Vossies slaan PHS flenters

“A battery of field artillery is worth a thousand muskets” — William Tecumseh Sherman
