Until reality takes effect

The mayor of the problem-ridden Mopani District Municipality, Ms Nkankareng Rakgoale, issued a statement earlier this week, promising the dawn of a new day upon the residents of the Mopani district. She reckons the problems of alleged large scale corruption, nepotism, wasteful expenditure and gross mismanagement will be rectified almost overnight. Meantime the municipal manager and the manager of water affairs in the MDM have been suspended, and there is no CFO etc. • Read her statement (verbatim) on page 3, and our comment on page 6.

‘MDM will completely move out of the woods’ The mayor of the Mopani District Municipality, Ms Nkankareng Rakgoale, issued a statement about the MDM’s state of affairs earlier this week. We publish her statement herewith verbatim

“Sharing what we have with the less blessed communities is our mission as a church,” said Jim Whitfield, the leader of the delegates from the Willow Christians’ church in Chicago, currently helping communities in the Mopani district. At Mnghonghoma village the church donated various agricultural seeds to the Redemption Missionary Church and drilled a borehole for water to enable the church’s congregation to grow vegetables; and supply veggies to the rest of the community. “The borehole that

we drilled here is not only meant to service the church alone, but the community at large,” Whitfield said. “We also plan to equip one of the government’s boreholes in the village that is currently not in use, in order to ease the pressure on the existing new borehole. However, we need to obtain government’s permission to do so”. Past Ezekias Simango of the Redemption Missionary Church thanked the delegates from the Willow for what they have done for his church and the community.

“In recent times our municipality ran the gauntlet because of its historical financial distress. The municipality’s financial accounting faired below standard. We could not honour salaries payable and accounts payable on time. We suffered net loss due to implementation of projects which were outside legislative mandate. Today we feel thrilled to announce that we are no longer under a cloud. The cloud has receded and our finances have stabilised. The institution is willing to turn the tables around by providing better services and enhance service delivery to its community members. The storm has finally cleared despite trials and tribulations due to financial woes that faced the municipality in the past years. Some of the challenges faced by the District Municipality included issues of compliance and adherence to budget and treasury transactions, which has led to delaying of a process to transfer equitable shares to the municipality. We commend council for remaining resilient and demonstrating collective leadership spirit as we navigated our way out. Through concerted efforts by council we managed to resolve the shortfalls and finally our share have been transferred as well as MIG funds. Again, council has taken a decision to complete all unfinished projects, including those that were abandoned by the contractors during the previous financial year. Similarly, council has resolved to appoint

Forensic Audit firm to investigate financial mismanagement which has occurred in the municipality. COGHSTA has stood us in good stead by arranging secondment of Mr Nare Ngoepe as the Acting Municipal Manager on impermanent basis. Mr Ngoepe is attached to Provincial Treasury as a Senior Manager and has got vast financial background and wealth of experience. With him, we can see far because we have stood on shoulders of a giant. All the above interventions have assisted us to regain financial stability within a short period of time. We have re-advertised the positions of CFO, DCS and PMU Manager. The filling of these vacancies will make our service delivery value chain meaningful. Mopani District Municipality will completely move out of the woods once we start addressing accounts receivables, especially in the area of water. We are going into a Strategic Planning from the 12 -13/03/2015 to deal with planning and controlling of business activities of the municipality and accounts receivables will feature predominantly on the agenda. We hold a conviction that the financial distress of the municipality is increasingly becoming a thing of the past as we forge a wayforward to a new era of working together to achieve a better society. Our reputation has now been restored.” • Read “Our Opinion” on page 6 — Editor

Pot of gold The relatively new mayor of the (bankrupt) Mopani District Municipality released a statement on Tuesday that can be read on page 3. We publish it verbatim. Has it not been such a serious matter, the statement would have been laughable. It is a synical political faux pas by an amateur politician, confirming the scary shallowness of leadership in our area (country?). Her worship the mayor makes promises about an almost instant turn around of a district municipality that has recently suspended its municipal manager (allegedly for mismanagement and corruption), that needs a Chief Financial Officer, who suspended its manager of water affairs for alleged misrepresentation of her qualifications, etcetera, etcetera. In short, the MDM is almost in tatters. But the mayor reckons a clearly visible rainbow extends across the sky over Mopani, with the proverbial pot of gold waiting to be emptied for the benefit of Mopani’s residents. Our madam mayor is in for a hell of a shock and we have no sympathy whatsoever for her. She is busy with cheap politics on the eve of the next round of municipal elections next year — when she will be sized up by the electorate. The Swiss Government’s Remarkable Report on Homeopathic Medicine. They concluded that it is efficient, cost effective with better patient-physician relationships. It was published in book form (Bornhoft & Matthies-

Whose fault is it when a mentally disabled man rapes a 3-year-old child? A mentally disabled man from Rita Village in Maake was recently arrested for raping a three-old girl two years ago. Some time ago I woke up in what seemed like the middle of the night at the sounds of my bedroom window opening and found a boy, who could not have been older than seventeen, staring at me while I sleep. He had been visiting his grandmother not far from my place. A mentally disabled man once approached me from behind at a shop and tried to force himself on me while I paid for my items. He felt it

was funny and so did the shop-keeper. I feel like my cry is more than me saying I am a feminist. When is society going to start taking responsibility for the neglect, the unsafe world it has conditioned for women? I know very little about mental disorders. However, perhaps mentally disabled people cannot tell right from wrong. Perhaps they only do what they see other people do. They react to stimuli the way they see other people react to stimuli. Maybe this is what we all do. Who is to blame when violating women is just the way things are, even mentally disabled people

“Time the silent herald of life or death; the unseen power that measures one’s destiny” these lines came from a serial that was broadcast on Springbok radio many years ago. Time is something we often do not take seriously enough: “Oh! I will get around to it just now” or “When I get older I will be more serious about my religion, I just want some time to enjoy myself” If we look at the sorry state the world is in today, I often wonder if I will be ready if God called me? Would I ask Him for extra time, time to make amends, time to say sorry to those I have offended in any way, time to tell someone how much I really love them? We are told in Romans 8:1 “Therefore, there is now no more condemnation for those who are in Christ Jesus.” Jesus knows how much time we have and even if we wait until the last moment to acknowledge His love for us He will accept us. But my question is “Why wait until the last moment to enjoy what He has in store for us?” Many have said “If only I accepted Jesus earlier I would not have been through all the problems I have had on my own” God is always there and His timing is perfect. Believing in Him is easy, staying in Him is difficult, because we are always ready to look for excuses to go off the path. One of them being “I am to busy at the moment I will get to it later” when later comes maybe it will be to late. Are you prepared to suffer the consequences of your decisions, or will you like so many blame God? Remember, when you accept Christ as your Saviour there is no condemnation, He will readily forgive you time and time again. So get down on your knees and pray to the Almighty, or speak to Him and tell Him how you feel, He will answer you and your prayers. The Lord’s prayer is one of the most powerful tools you have, it is simple yet, it contains all that is needed. Blessings.

“We don’t need to share the same opinions as

ages, should suffer before we realise the situation never has anything to do with a woman’s behaviour, dress code or physical appearance? Would the Police have arrested the disabled man sooner than after two years if he had raped a daughter, niece, sister or cousin of one of them? The mother of the now fiveyear-old who was raped when she was three says she reported the rape just after it happened, two years ago. The then three-year-old described every detail of the ordeal to the police, from the man who raped her to everything he did to her, and the suspect was known.

He stayed in close proximity to them. The police, however, took their time to arrest him. Would they have taken as much time if the proof was as stark against a woman to a man, a young boy? How about the quality of life women live? Should I take self-defence classes to protect myself from the good guy who has been pursuing me, but would rather die than take ‘no’ from a woman? What if I kill him the next time he forces his way on me, unsuspecting of my acquired ability to fight, hurt and destroy? Will society then open its eyes when I have killed him? • You may write to Joy to air your agreement or disagreement with her on matters that she addressed.

— Louis Roux louis@bulletin.us.com

REAL DEAL

SPECIAL!

Letters | Briewe No thanks for Bingo • Continued from p 6 Tzaneen and at month end you see people, (normally poverty struck), queuing up to try their luck on the horses and the slots in the hope of hitting the “big time”. (Also known as “soft gambling”). The town also can’t support another 200- seater restaurant. Are you joking? Or are you just arrogant?

The fact that the Gambling Board would allow a gambling license to be granted in the middle of a residential area to my knowledge, is not normal procedure and I’m sure, abhorrent to many residents. It will attract undiserables, especially as the developers are planning a restaurant that no doubt will serve liquor. Looking at the photo’s adds insult to injury. In my opinion, the decor looks cheap, nasty and kitsch. Sies man! I don’t want that on my doorstep. The R10m injection into the project is not a “favour” to our micro- economy. It is not a “job creator”. It is another city-based company who know their business and want to take advantage of yet another community buckling under financial pressure and unemployment and will take all the profits into their own fat -cat pockets based out of Tzaneen. Its amazing how these sort of companies always drop in the bit about how “socially responsible” they are. Your first social responsibility should be to do some market research to find out if people in the neighbourhood find it acceptable to have a gambling den on their front lawns. Having lived in Tzaneen for decades, I also know that their shelf life will be about as long as the rotten apple it is. Countless entities have gone bankrupt over the years due to lack of support from the community. To name but a few examples is the short -lived Ocean Basket, Blitsbal and the Movies. Forty 9ers, do us all a big favour and stay away. I for one find your concept abhorrent and object strongly to it.

My pa woon op Mookgophong. Elke dag sms ‘n vriendin: “Geen water. Pyp gebars.” So gaan dit vir byna drie jaar lank. Iemand het gesê: “There can be no daily democracy without daily citizenship.

Abou Ben Adhem

(may his tribe increase!)

Awoke one night from a deep dream of peace, And saw — within the moonlight in his room, Making it rich and like a lily in bloom — An angel, writing in a book of gold. Exceeding peace had made Ben Adhem bold, And to the presence in the room he said, ‘What writest thou?’ — The vision raised its head, And, with a look made of all sweet accord, Answered, ‘The names of those who love the Lord.’ ‘And is mine one?’ said Abou. ‘Nay, not so,’ Replied the angel. Abou spoke more low, But cheerly still, and said, ‘I pray thee, then, Write me as one that loves his fellow men.’ The angel wrote and vanished. The next night It came again with a great wakening light, And showed the names whom love of God had blessed, And lo! Ben Adhem’s name led all the rest.

SKOLE NUUS

Follow the footsteps of Louis Trichardt Recently 54 Gr 9’s of Stanford Lake College left on their first expedition. The hiking section took them on the route that the Voortrekker Louis Trichardt took in 1838! They even walked on a section of road they built to get down the mountain. The group experienced from hot and humid conditions to strong winds and heavy rain during the hike. Day 3 was the worst and longest day of the hiking section. They were lucky with the weather and it wasn’t as hot as it usually is when they go through the notorious gorge. In Penge on the last day of the expedition, the shop was a big hit (as always) where the group got to buy some ice cold soft drinks and anything other than camp food! This is

also where they met up with the rafts Samango monkeys, unusual being in the middle of the bushveld. Day 3 on and started the rafting section. Day 1 on the river was hard because the water was a short day, which gave them the time at the camp to practice some swimming techniques in fast flowing water. This was to prepare the group for the last day’s rapids that lay ahead. They left Boabab Beach early on the last day and paddled straight into the Olifants gorge. At the end of the gorge was the first big rapid named ‘Rent-okill’! After that they had rapids like ‘double trouble’, ‘corner post’, ‘long of the low water level. They had to drop’, ‘no name rapid’, ‘simple Sipaddle around all the sand-banks mon’ and the last one, ‘roller coaster’. It was once again a very successful and zigzagged their way to camp. During the night, the water level expedition with many learning opcame up a bit and that made Day 2 a portunities for the pupils and a wonlot easier. At Camp 2 they spotted two derful privilege to be out in the bush.

The headmaster, Mr Ian Houston, welcomed the parents by playing the bagpipes. “We are celebrating the milestone of 21 years as an independent school and most of the grandparents here were a big part of this journey,” said Houston. He thanked the moms’ committee and the foundation phase teachers for coordinating the event, as well as Ms Zelma van Rensburg for teaching the children the morning song and drum routine. Each foundation phase class sang songs. Afterwards the grandparents had tea whilst the learners ate fresh doughnuts. The morning event ended with learners spending time with their grandparents at the Travelling Bookshop. been going on for a while with no solution until a DA representative in the village spotted them. “Even though the school understood my predicament and did not send them back home when they were not in uniform, they did not feel comfortable attending school because other kids would laugh and make fun of them,” she said. She also battles with two of her other children who are slow learners needing special education. Makamu lives in a one room house with her six kids, four of whom are on government grants. “For me, moving around looking for a special school comes at a huge sacrifice since I have to use the same money that I’m supposed to feed my kids with,” she said. Meanwhile Malatsi said now that they had managed to get uniforms for the kids, they would also consider the other needs of the family. “With regard to the issue of a need for a special school, I will write to the MEC of education and see if the government could not help find them a special school,” he said. — Orlando Chauke

hibition at Masalanabo High School in Bolobedu. The project has for the past six months been engaging with Grade 10 history and Grade 9 arts and culture pupils, with the aim of encouraging a new generation of heritage producers and managers. During the six months it held class sessions with three schools in the area, namely Kgapane High School, Makgoletša High School and Masalanabo High School. The opening of the exhibition brought together 350 pupils from the schools that took part in the project for a conference that will also provide career guidance, while the final phase of the project will involve

putting together an exhibition which will consist of a historical and heritage archive material donated by UCT. The university was convinced to donate an iPad to each of the schools that had taken part in the project. The three iPads used in the projects were thus officially given to the schools. The projects’ research assistant, Masutane Modjadji, said, “During the exhibition, learners got to learn about the importance of cultural heritage, with the hope that they will follow heritage management studies to preserve the Balobedu Culture”. The exhibition will run until the end of March. —Elliot Mathye elliot@bulletin.us.com

Merensky archers perform Merensky Archery club recently participated in two SANAA 3D (Bowhunter) Championships. 3D Archery takes place on a range set out in a natural hunting environment. The range comprises 22 butts set out at various distances between ten and sixty meters. Archers shoot from pegs in the ground, and have to estimate the distance. There are 11 x 2D targets and 11 x 3D targets. For 2D ten points are scored for a kill, eight points for a wound in a marked area and five points for a hit on the rest of the animal. 3D targets are rubber moulded animals near lifesize, also with marked scoring areas. The distance of the range varies between 1 km and 4 Seen here are in front, Canell Jackson, Carissa Ivy, Ryan Jackson and Janco Theron. Behind them are Yolandi Potgieter, Simone Smith, km. Participants are grouped (on average four Beneche Jackson, Ricus Warmenhoven (captain), Marietjie Harmse and Dawie Theron and at the back are Ruan Genis and Renart Botha. archers) that walk and shoot together. The average time to finish a 3D round is six hours. Sixteen Merensky archers participated in ten Luan Schambriel, a Gr 9 pupil of Merensky High School, took top honours when he came first in the junior division of the Polokwane motocross race. Letaba bult hul spiere Letaba 49 – Pietersburg Dorp 15 Ditsem!

Wys waartoe julle in staat is!

At the back: Sabrina’s mom, Jon Hyde (team manager), Jacques van Schalkwyk, Ashley Murray, Denise Wilkie, Jenny Murray (support and mascot), Graham Wilkie, Shani van den Heever, Karin Pohl, Dave Protter (support and paramedic) and Leon Joubert. In front are Robyn Gilbert, Liesl Joubert, Lindy Joubert, Wendy Hyde and Sabrina’s dad.

Politsi pedlars show their mettle The Politsi Pedlars, a small group of cyclists from the Letaba area who train together, showed their mettle at the Cape Town Cycle Tour (for many years best known as “The Argus cycle tour). Jon Hyde, the owner of Trophy Toyota Motors in Modjadjiskloof, organized and managed his team of cyclists for a wonderful outing to partake in the 2015 Cape Town Cycle Tour last week Sunday. It is rated the largest cycling race in the world, with over 34 000 riders who took part this year. The race was shortened to 47 km as a result of the devastating fires in the Cape Town area, but still had a 565 meter climb. The team supported the charity “Sabrina Love Foundation” and in doing so assisted physically disabled children, in memory of a young girl (Sabrina) who passed away at the age of nearly 7. Ashley Murray, a teacher from Dr Annecke
