waarvoor wettige dokumente opgestel is.

Nou waar’s daai balletjie nou?

Vlieg is diep bekommerd!

GTM has to be more transparent, says MP A previous Tzaneen town councillor and currently a member of parliament, Ms Desiree van der Walt, says she is going to leave no stone unturned in her relentless efforts to find out exactly how much money is or has been wastefully spent by the Greater Tzaneen Municipality. In an exclusive interview with the Bulletin, Van der Walt stated her case: “My point departure is the article in your newspaper on 3 April: ‘Pure Nonsense’ by the GTM’s spokesperson, Neville Ndlala. “As a citizen of Tzaneen I would like to comment on Ndlala’s statements. Firstly, let us not forget that he is the spokesperson of the GTM and it is his job to always defend his bosses. “Secondly, we should always give credit when credit is due. This must be one of the quickest responses I have ever read from the GTM, after they had been criticised in the media. I trust that he is also providing 100% accurate information — which I am sure my colleagues will verify through Parliament. “I am particularly interested in the GTM’s spending on legal fees. Mr Ndlala quotes an amount of R10,2 million for the 2014-15 financial year. He also quotes that “a bulk of the legal cases dates back to as far as 2008”. “During March I asked the Minister of CoGTA, Pravin Gordon, how much each municipality in Limpopo spent over several years on legal fees, what the cases were for, number of cases, number of cases won, number of cases settled out of court etc. “Note that the GTM did not provide any of the above information to the Minister’s ofice. Why not?

“I have raised the issue of legal action with Minister Gordhan and MEC Makhurupetjie, as the officials in municipalities think they have an ‘open cheque book’ with the rate payers money to do as they please. “There must be criteria on when a municipality takes legal action, when they can appeal, how they appoint their legal teams and at what rates as I believe in most cases in Limpopo rates are inflated. “But it starts by appointing qualified staff, awarding of tenders to those who will deliver appropriately and on time; and by focusing on the functions of a local municipality, which is service delivery to all its citizens and maintenance on current infrastructure. “It will be helpful if Mr Ndlala also informs the citizens when their Web page will be functional as www.tzaneen.gov.za is ‘down for maintenance; please check back again soon’. Will the GTM as per law, upload all the documents and info citizens need to be informed on? Then, whilst Mr Ndlala is so kind to offer us (citizens have the right anyway) insight into their financial statements, etc please can he also tell us why the GTM did not submit their financial statements for the 2012-13 on time as required by legislation? What audit opinion did the GTM receive from the Auditor General for 2012-13? We know that the GTM received a qualiied opinion in 2010-11 and regressed to a Disclaimer in 2011-12. “GTM, if their were no citizens, you would not exist — quality service delivery and transparency should be your only goals,” she said.

Aged man robbed at Sasol filling station in Tzaneen An 84-year-old man was allegedly attacked and robbed of a large amount of cash at Sasol filling station opposite Ben Vorster High School on Tuesday at about 10:00 in the morning. The man was reportedly driving from the filling station to a bank to deposit more than R200 000, when a white Volkswagen GTI with no registration numbers and five occupants blocked his way. The man reportedly attempted to drive over the pavement in an effort to

escape, but the robbers fired a shot through the right back door of the vehicle. No one was injured. However, the robbers drove off with the money which was in a bag. Their identities are still unknown and no arrests have been made. Investigations are underway. Three of the five men in the car had their faces covered with balaclavas. — Elliot Mathye

armed robbery, 47 for shoplifting, 26 for theft and 21 for housebreaking. The Commissioner of the SAPS in Limpopo, Lt Gen Fannie Masemola, commends and thanks all members of the SAPS who worked long hours over the weekend to ensure travellers on the provinces’ roads, visitors to the province and the people of Limpopo remained safe and secure. However, he says not enough is done to educate communities on the dangers of alcohol. “Looking at the number of arrests made where liquor played a role, it is clear community leaders will have to become more involved in educating their communities as well as working with the Police to prevent these crimes from happening,” he said. According to Masemola, Operation Paseka (the Easter Operation) will continue for the rest of the month. Members of the Police will conduct road blocks, stops and search operations on a regular basis. He urges members of the community to work with the Police to ensure perpetrators are brought to book to keep communities safe.

Mokgoloboto is hotspot for accidents

The mayor of the GTM, Ms Dikeledi Mmetle, and her entourage are seen here with accident victim Tiyiselani Bvuma (in the wheel chair) during the visit to the families of accidents in the area.

In a recent road safety campaign by the Limpopo department of roads and transport, senior manager Gregory Mkhabela identified the R36 along Mokgoloboto, near Nkowankowa, as a hot-spot for road accidents in the greater Tzaneen area. During the kick-start of the 2015 Easter Arrive Alive Campaign, the department, in collaboration with the Greater Tzaneen

Traffic officers and the GTM’s mayor attended a briefing at the Mopani Disaster Centre in Tzaneen, before travelling to Mokgoloboto for the campaign.

Municipality, the Road Accident Fund and the Limpopo traffic department, visited five families of victims of road accidents along the R36. The families were encouraged and educated on how to claim accident funds. The Bvuma family was one of the families visited, where 11-year-old Ms Tiyiselani Bvuma was left with broken legs after being hit by a car on her way to fetch water

GTM mayor Mmetle “conducted traffic checks” on mini-bus taxis, while handing out goodie bags

earlier in the year. Bvuma is currently in a wheelchair, donated by an NGO, and occasionally goes for check-ups at the Letaba Hospital. Her mother, Ms Rachel Bvuma, told Bulletin that the people responsible for the 11-year-old’s accident have since taken responsibility and offered R600 to help cover medical expenses. Mmetle, however,

noted that the amount is not enough. “We acknowledge that the people responsible for her accident came forward, but she will also need serious medical care or even a private hospital,” she said. The mayor promised that the municipality will seek ways to assist accident victims. — Elliot Mathye elliot@bulletin.us.com

Roads upgrade to commence soon, GTM The communities of Nkowankowa, Sasekani, Petanenge, Mariveni and Muhlava — which are all under the jurisdiction of the Greater Tzaneen Municipality — will be delighted to know that major roads in their areas will soon be reconstructed. The GTM recently announced that funding for the upgrade project of the incomplete Sasekani to Nkowankowa road, which passes through Muhlava and Petanenge, is soon to commence. According to GTM’s spokesperson Mr Neville Ndlala, a contractor has already been appointed and work on the road

will soon resume. The National Treasury, through the Municipal Infrastructure Grant, has allocated R24 million for the projct to be completed. The project was delayed back in 2012 when a High Court battle ensued between the GTM and a bidder known as MacP Contruction CC, who questioned the fairness of the procurement process leading to the appointment of another bidder who was at the time already on site. MacP later secured an interdict and construction had to be halted. As the court bat-

tle continued, the struggle for the residents was prolonged with MacP emerging as the new contractor. His stay was, however, shortlived, although having worked longer than the previous contractor. According to Ndlala, the GTM council worked tirelessly to ensure that the project is resumed. Meanwhile, Road Agency Limpopo (RAL) has advertised a tender for precautionary maintenance and rehabilitation of D5011

(Nkowankowa via Mariveni to Letsitele Road). The tender, according to Ndlala, will close on 22 April. “This road has been a headache for many motorists and residents and we hope that with this new development, some notable changes will be noticeable,” he said in a recent press statement. — Elliot Mathye

A critical, independent and investigative press is the lifeblood of any democracy. The press must be free from state interference. It must have the economic strength to stand up to the blandishments of government officials. It must have sufficient independence from vested interests to be bold and inquiring without fear or favor. It must enjoy the protection of the constitution, so that it can protect our rights as citizens. Nelson Mandela spoke these words to the International Press Institute Congress in February of 1994. His words ring just as true today as they did back then.

Kaalvuis-geveg

“Regrets! I had a few, but then again too few to mention” These are the words of an old song, but is it true of many of us? Do we only have a few regrets or do we allow these regrets to overwhelm us? We have just celebrated Easter and I wonder how those who called for Jesus’ blood felt after He was crucified? Did they have regrets? I think many did, for here was an innocent man who was put to death, a death that was so horrible that even the vilest criminal feared it. Yet a tremendous amount of good came from it. A lamb was used for sacrificing for the sins of people, to take the blame upon it so that human sacrifice was not needed. Christ was the lamb that died for us. He took our sins upon Himself, yet He was human, thus He paid the ultimate price for us and our atonement. This was not a selfserving sacrifice but a sacrifice for others. He obeyed His Father to the letter. I wonder how many of us would do the same for others and if we did not would we have regrets? In today’s world we are often self-serving, thinking only what it means to us. We often forget how others feel about our ac-

tions, words and thoughts. Do we spread love to all or is it just reserved for a certain few? Christ loved us all no matter who we were, He still does it today. Yet we all find it difficult to love others without reserve. It is true, that we often go through difficult times and people disappoint us time and time again, but does this mean that we must stop loving them, cast them aside, is this the Christian way? Each of us has an unique personality and although it might differ from others, Christ commands us to love them just as we love ourselves. If we then find it so difficult to show our love for others, why don’t we pray for them, or are the not worthy of our prayers? Fortunately, there is only one that can change us all and that is Christ, through the Holy Spirit. We need desperately to ask Him for guidance, to enter our spirit and make us whole again. This takes a firm belief in His Almighty powers. Often we do not acknowledge that it is by His power things can be changed for our benefit. The power of prayer is enormous, embrace it and believe. Blessings.

Kontak haar by 084 414 6166 of 015 307 5029 vir navrae.

Diagnose van depressie by kinders is moeiliker, omdat depressie by kinders anders lyk as dié by volwassenes.

If all else fails, hell, boycott, rebel or defy!

There are a couple of things in my life I know I am boycotting. While I may not as readily rebel or defy, I know boycotting is my main form of silent protest. Amongst others, I know I am boycotting sports -- supposedly all kinds -- because of the sexism, what else? I hate the way participating in sports is mainly seen as a male thing. The world pays more attention to sports played by men than sports played by women. Think of the media’s coverage of sports, the state’s focus, general funding and sponsorship and the general discourse around sports.

* Aanvullende leesstof: Henk & Ansie Gouws. 2009. As ‘n kind se lag verdwyn. Almost every time a woman participates in sports she is noted. She is called a female athlete, female soccer player, female rugby player and so on. It arguably classifies women participating in sports as unique/unusual from general sports participants. So the plan is to not follow, like watch the stupid sports; which makes me feel better inside. Or rather, it is really just to block it out of my existence; which I confess, with the general frenzy around sports, I am not always successful at doing. I know I am also boycotting the

Some 13 000 students get tablets The University of Venda’s Vice-Chancellor and Principal, Prof Peter Mbati, handed over more than 13 000 tablets (to promote-learning) to all registered students at a recent event, “signalling Univen’s intention to be a quality driven, financially sustainable higher education institution”. “We recognize the important role that the electronic media plays in the growth and development of public higher education institutions and we

Big Bang Theory, a very funny (in my opinion) American comedy series. I love to laugh. At one point I had downloaded copies of the first five seasons, which I have now deleted. I find the series too sexist and racist (towards India and its people) to stomach. There is a point where funny is no longer funny when it offends and encourages demeaning stereotypes about a group of people.

I know deleting my downloaded (practically stolen) copies after I had watched them so I could not re-watch them (which I often do with other things), and fighting to not watch anymore on TV has zero impact on the series. However, I guess it is the same thing as with sports. I boycott to block the nonsense from my existence. I also boycott people, often, for pretty much the same reason. I am an introvert, and so it comes easily for me. Late last year I boycotted a convenient store next to my place in Nkowankowa. The cashier (man)

He knew me because I frequented the store. He was laughing and had a smug look of “I got you” on his face as he said it. I told him I would never return to the store, but after about two months I went back, as it was the most convenient store for me. But although I did not forever boycott the store, ever since I returned, the cashier treats me with some great sensitivity. It is more than I could have asked or imagined. The way I see it is that certain perceptions in society might never change. Sometimes one has to force one’s views (see it as diversity) into being recognised. Hence some of us protest, silently or otherwise.

generation of heritage producers and managers. During the six months it held sessions with three schools in the area, namely Kgapane High School, Makgoletša High School and Masalanabo High School. The opening of the exhibition brought together 350 pupils from the schools who took part in the project, for a conference that will also provide career guidance — while the final phase of the project will involve putting together an exhibition which will consist of a historical and heritage archive material donated by the UCT. The university was motivated to donate an iPad to each of the schools that had taken part in the project. The three iPads used in the projects were thus officially donated to the schools. The projects’ research assistant, Mr Masutane Modjadji said, “During the exhibition, learners got to learn about the importance of cultural heritage, with the hope that they will follow heritage management studies to preserve the Balobedu Culture”.

skerm wanneer mediese of ongelukkatastrofes intree. Die vraag ontstaan of jou verdienvermoë (jou grootste bate) beskerm is in so geval? • Mariette is ‘n gelisensïeerde adviseur by Koos en Riekie Smit Makelaars

Only five Limpopo towns have electrical engineers Only five of thirteen municipalities in Limpopo that have a licence to distribute electricity have suitably qualified electrical engineers in place, Minister of Cooperative Governance and Traditional Affairs Pravin Gordhan has told Parliament. DA MP Desiree van der Walt asked in a written parliamentary question which of the thirty Limpopo municipalities have appointed “appropriately qualified electrical engi-

neers” in charge of electrical networks. Gordhan reported that Greater Letaba, Ba-Phalaborwa, Greater Tzaneen, Molemole and Makhado local municipalities have appointed qualified electrical engineers. However, the municipalities which have not responded to the parliamentary question include Blouberg, Elias Motsoaledi, Lephalale, Modimolle, Mogalakwena, Musina, Polokwane — the provincial capital — and Thabazimbi. Gordhan promised that the information would be passed on when these municipalities P.O Box 36, Modjadjiskloof, 0835 • Tel (015) 309 9246/7/8, respond. NOTICE

NOTICE ON THE APPROVAL OF THE OVERSIGHT REPORT ON 2013/14 ANNUAL REPORT AND REVIEWED SERVICE DELIVERY, BUDGET AND IMPLEMENTATION PLAN 2014/15(SDBIP) Notice is hereby given in terms of Section 129 (3) of the Municipal Finance Management Act, Act 56 of 2003 and Section 54 (3) of the Municipal Finance Management Act, Act 56 of 2003 that Greater Letaba Municipality has approved the Oversight report on the 2013/14 Annual report and Reviewed Service Delivery, Budget Implementation (2014/15) in its Special Council Sitting held on the 31st March 2015. Copies of the Oversight report on 2013/14 Annual Report and reviewed Service Delivery, Budget and Implementation Plan (SDBIP) are available at the main office Modjadjiskloof, Mokwakwaila sub-office, Kgapane sub-office and Senwamokgope sub-office and the municipal website: www.greaterletaba.gov.za from the 7th of April 2015.

of these municipalities’ electrical departments to fulfill their duties with regard to finances, personnel and equipment, and what shortages each municipality has with regard to these resources. Gordhan reported that Greater Letaba appointed an assistant director: electrical with a diploma in electrical engineering with effect from 1 March 2015. Noting that the municipality does not receive electricity-related grants “and uses (its) own funds for operation and maintenance of electricity infrastructure”, Gordhan reported that the electricity personnel structure has twelve positions of which eight are filled. Equipment includes a crane truck, bucket truck, two bakkies and trailers. He acknowledged that the Letaba network is “aged” and that the municipality has a small revenue base and licence area. Ba-Phalaborwa has a general machine regulation engineer and is reported to have sufficient staff and equipment. Tzaneen and Molemole have reasonable finances and staff. Tzaneen is reported to have no shortages of finances, equipment or personnel. Gordhan reported there is inadequate funding to upgrade aged networks and the municipalities have shortages of suitable vehicles, including crane trucks and “cherry pickers”. In reply to Van der Walt, who also asked whether municipalities in Limpopo have a designated person in a full-time capacity to monitor the use of machinery, Gordhan replied that Polokwane has a designated full-time person to oversee those premises where machinery is used. He is a certificated engineer. Musina also has a “certificated” engineer to oversee machinery, he said.

Plasies shine at Presidents’ Awards Merensky High School’s President Award members attended the Limpopo Bronze and Silver Award Ceremony of The President’s Award for Youth Empowerment. This auspicious function was attended by nine schools in Limpopo, and was held at The Kings Court Christian School in Modjadjiskloof. Merensky High School initiated the programme under leadership of Ms Willemien van Niekerk, towards the end of 2013. Up to date more than sixty Plasie pupils have enrolled for the programme and so far thirty have managed to receive silver or bronze awards. At the function Gr 12 pupil Andrea Devenish was one of the four award winners that gave testimonials about the importance of this programme in their lives.

“Personally I have felt my character develop, becoming more self-confident and outgoing as I have progressed from bronze to silver and now gold. I believe this is a journey more than a destination, and although gold is the final level in the President’s Award, I do not view this as the end of my journey of personal development,” Andrea concluded. Merensky High School pupils who received awards at the ceremony were Nwanaga Mboveni (bronze), Michelle Stevens (bronze), Jenna Devenish (bronze) and Andrea Devenish (silver and bronze). Ms Willemien van Niekerk received the award for the “most efficient and effective award leader in the President’s Award programme for youth empowerment in 2015”!)

On the far left is Mr Bryan Dawson (CEO of Round Square International), Mr Sibusiso Maseko (National Department of Correctional Services) and Ms Palesa Motuludi (President Award Programme Manager). RIGHT: Speechmakers at the awards ceremony were Muhammad Ayob, Samuel Makobela, Sun Yang and Andrea Devenish. With them is Ms Janine Hausen, Operations Director of the Presidents Awards.

Drie trap lekker by Meerkat

Marathon runners likely to suffer from bout of depression post race... The vast majority of the 27 000 runners that participated in this weekend’s gruelling Two Oceans Marathon, is likely to suffer from a phenomenon known as Post-Marathon Syndrome (PMS). This is according to a leading pharmaceutical company that specialises in central nervous system conditions (CNS) such as depression and anxiety. Mariska van Aswegen, spokesperson for Pharma Dynamics, says marathon runners undergo an incredible amount of physical and mental stress during a race and once the ‘runner’s high’ — which is typically experienced for about 24 hours after a race – has worn off, it is common for post-marathon depression to present itself in the days and weeks after a big sporting event, such as the Two Oceans Marathon. International research conducted by sports exercise psychologists in the US also supports this notion. Fifty-six marathon runners of an average age of 36 having had more than eight years of running experience participated in the longitudinal study, which confirmed that immediately following a marathon, runners felt more depressed, fatigued and confused when compared to before the race. Van Aswegen says it’s likely that a runner’s mood altering state could to some degree be another symptom of overtraining that commonly plagues athletes after a race. “Overtraining tends to disrupt the brain neurotransmitters that influence mood. Some theories suggest that as a symptom of overtraining, depression is the brain’s way of telling you to not overexert yourself again too soon.

“It’s also important to remember that during the training period, a runner is constantly stimulating the body to release endorphins. These endorphins typically improve a runner’s mood, which continues throughout the training period and peaks on the days leading up to the final run. After the run, there is a sudden drop in endorphins, which adds to the unexplained feeling of emptiness.

...depression is the brain’s way of telling you not to overexert yorself again too soon... “However normal it is to experience an episode of mild depression in the aftermath of a major sporting event — something that runners have spent many months planning and training for — it could turn to chronic depression if not managed appropriately,” she says. Typical symptoms of post-marathon depression, includes minimising your marathon achievement — especially if you didn’t come close to the time you wanted, feeling lost if you don’t train, generally feeling sad, pessimistic and worthless, disinterested in setting a new goal, finding it difficult to concentrate on day-to-day tasks and plagued by chronic fatigue.

“It’s important to allow your body adequate time to rest and recover, but try to avoid too much ‘empty’ downtime,” says Van Aswegen. She suggests the following tips to help you best deal with depression in the days following the race: • Be prepared for feeling low and recognise that many marathon runners go through post-race depression • Review your race by keeping a training log. Don’t dwell on the negative, try to emphasise the positives and learnings from each event, and then move on • Do all the things you wanted to do, but sacrificed during your training • Set new and meaningful goals, and plan something exciting following the race that you can look forward to. This doesn’t necessarily have to be another race • If it is a race, try something new, like a triathlon that requires different training • If you don’t feel like training for another big event just yet, try running at a slower pace, hiking, cycling or even yoga to vary your routine a bit. Have fun exploring different workouts, before picking up where you left off with your running schedule. “To put things in perspective, only a small fraction of the population is fit enough to complete a marathon, so remember to congratulate yourself on your accomplishments. Once you have successfully managed to work through your post-race blues, you will be a much stronger runner physically and mentally when going into the next race,” counsels Van Aswegen.

“Optimism is the madness of insisting that all is well when we are miserable.” — Voltaire
