A major breakthrough in the development of the Koi fish industry in South Africa, generating millions of rands, will be spearheaded by the Greater Tzaneen Municipality (via GTEDA, the GTM’s development arm). The colourful Koi (Cyprynis carpio) will be produced on a large scale by a few selected local authorities in Limpopo and exported to Brazil and European countries, earning much needed foreign exchange for their treasuries. The current world market price is US$1 000 (more or less R14 500) for a Koi of 30 cm. The Koi is a karp and can reach the age of a hundred years. When commercially bred, the life span is between 20 and 35 years.

Tzaneen goes fishing • More details regarding the use of the municipal swimming bath for the new venture on page 6 Tzaneen was selected as the first of three municipalities in Limpopo, initiated by a consortium of German businessmen, to launch the international project in SA, due to our weather conditions. Confidential negotiations between the GTM’s parks division and the SA Koi Keepers Society (SAKKS) in Gauteng is well under way regarding the regulations and desired species for Koi farming, while at least two Koi specialists from Nishikigoi in Japan will be contracted to run the operation.
This opportunity came as a lifebuoy for the GTM to recover the R17 million expenditure wasted on the new unattended swimming bath, which will be used in the initial phase of the project. Researchers established that the size and depth of the bath will be ideal for the Koi venture. Full details of the development will be announced on 25 May during the National Koi Show, to be held at Val Bonne Country Estate in the Modderfontein Nature Reserve.
Metal Man saves a life
A Tzaneen man, affectionately known as “Koos Scrap” or “Sterk Kosie”, may very well have saved the life of a stranger on Tuesday afternoon. The incident occurred in the parking lot outside Adam’s Cafe’s outlet in the Old Industrial area in Tzaneen. According to witnesses, a courier vehicle stopped outside the café at around 16:30. When the driver exited the vehicle, he suddenly collapsed and hit his head on the tarmac. Koos van Niekerk, who was in the parking lot at the time, saw what happened and immediately rushed to his aid. “There was so much blood,” said Mina Kruger, Adam’s Café manager. “We know the driver very well as he is a regular here at our store. Such a friendly man too. We were horrified to see him like that and so we shouted for help. Koos happened to be in the shop at the time and he immediately rushed over to the man, picked him up and carried him onto the sidewalk in front of our store.” Van Niekerk held the man on his side so as to prevent him from chocking on his own blood, all the while shouting for someone to bring him water. “He was so gentle and calm with the man, and the whole time he held his head in his arms and poured water over

his wound. He wiped the man’s face with a damp cloth and made sure he was comfortable until the paramedics arrived. “The rest of us, including myself, were panicking at the sight of all the blood, but Koos took control over the situation.” Kruger said

that she particularly remembers him applying pressure to the man’s chest because he said that he could no longer feel a heartbeat. Paramedics were soon on the scene, but Van Niekerk remained at the patient’s side until he was loaded into the ambulance.
“He is such a gentle soul and now, he appears to be a lifesaver too.” The following day, after the incident, Van Niekerk returned to Adam’s Café to find out how the man he had helped, was doing. Van Niekerk and his partner, Gerda, are well known in Tzaneen. Locals talk of the strong man who walks the streets with his engine-less motorbike, collecting scrap metal all over town and transporting it to scrap metal dealers in the industrial area. He doesn’t really talk to passersby and appears to live happily in the life that he has chosen. “I was just in the right place at the right time, and when I saw the man fall down and hurt himself, I couldn’t just stand there and let him bleed in the street,” said Van Niekerk. “The man needed help and I was nearest to him so I picked him up and helped as best I could. I just hope he is alright now.” It is not clear which hospital the man was transported to and at the time of going to print it was unclear whether the man had suffered a heart attack or an epileptic fit. Nog ‘n eerste vir die MediClinic Tzaneen A memorial service was held in Nkowankowa for GTM traffic officer Hector Butana Mlondovodzi yesterday (Thursday). He died in a hit and run accident on Sunday. A large group of family members, friends and colleagues attended the service a the Tivumbeni centre. The funeral will be held tomorrow (Saturday). His bereaved wife, Makhanana, is second from right. Farmer’s rights in respect of the expropriation and rehabilitation of gravel pits for road construction The rehabilitation of parts of the Georges Valley route may soon start. It is a given that gravel could be needed for road works on certain stretches of the road. AgriSA has supplied
Authority for the expropriation The authority of SANRAL to source gravel for the construction of roads from nearby farms comes from section 41 of the South African National Roads Agency Limited and National Roads Act 7 of 1998 (SANRAL Act). Section 41 reads as follows: “Expropriation of land for purposes of national road 41. (1) Subject to subsection (2) and to the obligation to pay compensation, for which the Agency will be responsible, the Minister, if satisfied on reasonable grounds that the Agency reasonably requires— (a) any land for a national road or for works or other purposes connected with a national road, including any access road, the acquisition, excavation, mining or treatment of gravel, stone, sand, clay, water or any other material or substance, the accommodation of road building staff and the storage or maintenance of any plant, vehicles, machines, equipment, tools, stores or material, may expropriate that land for the Agency; (b) gravel, stone, sand, clay, water or any other material or substance on or in land for the construction of a road or for works or any of the purposes mentioned in paragraph (a), may take it for the Agency or authorise the Agency to take it; (c) the right to use land temporarily for any of the purposes for which the Minister is competent to expropriate land under paragraph (a), may take that right for the Agency or authorise the Agency to take that right. Subsection (b) clearly permits the Minister of Transport to source gravel from surrounding properties. Subsection (a) permits the Minister to expropriate the land for that purpose if need be and sub-section (c) permits the Minister to temporarily expropriate land for those purposes if need be. The process that must be followed is regulated by the current Expropriation Act of 1975. Once the Expropriation Bill currently before parliament is passed, it will regulate the procedure that must be followed (notice of intention to expropriate, notice of expropriation, offers and counter offers of compensation etc.). An important addition to that process is contained in subsection of the SANRAL Act (2), which obliges the Minister to first attempt to acquire the gravel, temporary use or portion of the land as the case may be through negotiation with the owner. In other words, before expropriation can take place, the Minister (or his designate) must first attempt to “buy” the gravel, land or temporary use of land as the case may be. A similar provision is contained in the Expropriation Bill. Subsection reads as follows: (2) The Minister may not exercise a power in terms of subsection (1) unless satisfied on reasonable grounds that the Agency is unable to acquire the land or anything mentioned in paragraph (b) of that subsection, or the right to use the land temporarily, by agreement with the owner of the land or the holder of any relevant right in respect of the land, as the case may be.”
Initial negotiations
The first step in the process would therefore be for the land owner and SANRAL to negotiate a price. During these negotiations, it is important for the land owner to remember that he is not obliged in any way to agree to prices or stipulations offered by SANRAL. Despite the fact that SANRAL is a state entity, and that they are empowered by statute, these negotiations are completely voluntary and should be treated as such. The owner should not permit him or herself to be bullied or intimidated in any way as the process
valid and valuable information regarding the authority of SANRAL (the SA National Roads Agency Limited) to source gravel for the cosntruction of roads (including gravel for road
is completely voluntary. If the owner is not happy with price or any other stipulation proposed by SANRAL, he or she can simply reject the offer. In this event SANRAL could decide subsequently to expropriate however this is a separate administrative process that should not be confused with the initial, voluntary negotiations. Expropriation Expropriation is an administrative procedure. This means that the state is obliged to follow a prescribed procedure which includes the delivery of a notice of intention to expropriate, a notice of expropriation as well as offers of compensation with the opportunity to make counter offers. The detailed procedure is contained in the current 1975 Expropriation Act which will be replaced by the procedure contained in the Expropriation Bill as soon as that Bill is promulgated in the near future. Once the Bill is promulgated Agri SA will make a guideline available to its members wherein the detailed process is unpacked. It will therefore not be attempted in this document. Should land be expropriated for the purpose of sourcing gravel, either permanently or temporarily, compensation must be payable. In this regard it is absolutely crucial for property owners to know what exactly it is that will be compensated for. As will be explained below, where the land taken was not currently used to mine gravel, the owner is entitled to compensation for the land (or temporary use thereof) based on its current use, and not for quantity of gravel removed. In the case of Du Toit v Minister of Transport , the then South African Roads Board issued a notice in terms of section 8 (1) of the Nation-
repairs) from nearby farms. Farmers in the area are thus advised to read this explanation of why farmers cannot refuse SANRAL’s rights to source gravel from nearby farms.
In this case, the starting point was therefore the market value of that portion of undeveloped farmland and other factors applied to adjust it slightly. The costs incurred by SANRAL to rehabilitate the land was also taken into consideration. The principles laid out in the Du Toit case are still relevant, however another factor that has been introduced since the facts in the case came to light which may also have an impact is the promulgation of the Minerals and Petroleum Resources Development Act (MPRDA). In terms of the MPRDA, South Africa’s mineral resources belong to the ‘nation’ with the state acting as ‘custodian’. The minerals therefore no longer belong to the owner of the land. Gravel falls within the definition of a ‘mineral’ to which the Act applies. In this regard, a mineral is defined as: “‘mineral’ means any substance, whether in solid, liquid or gaseous form, occurring naturally in or on the earth or in or under water and which was formed by or subjected to a geological process, and includes sand, stone, rock, gravel, clay, soil and any mineral occurring in residue stockpiles or in residue deposits, but excludes(a) water, other than water taken from land or sea for the extraction of any mineral from such water; (b) petroleum; or (c) peat;” As a result, the gravel underground no longer belongs to the owner of the land anyways. The issue of compensating the owner for the gravel therefore becomes almost moot the gravel does not belong to him or her in the first place. The effect is that owners will whose land is expropriated, either temporarily or permanently, will be receive just and equitable compensation based on the current use of the land, and not the potential value of the gravel.
Environmental aspects
al Roads Act (Act 54 of 1971) indicating their intention to expropriate land temporarily to dig a gravel pit for road maintenance. Section 8 (1) of the National Roads Act has since been repealed and replaced with section 41 of the SANRAL Act, the contents and object of which are essentially the same. As a result, the court’s interpretation is still relevant. When it came to calculating the amount of compensation, the owner argued that he should be compensated for the amount of gravel removed, whereas the state argued that he should be compensated for the loss he suffered as a result of not being able to use that land. The court stated that the object of expropriation is to place the owner in a similar position as that which he was in before the expropriation took place. As such, he should receive just and equitable compensation for the farmland that he lost. Since he was not exploiting the gravel deposits himself, the value of the amount of gravel removed was ‘hypothetical loss’, whereas the loss of that portion of his farmland was his ‘actual loss’. The compensation should therefore place him in a similar position by compensating him for the portion of farmland that he lost. The court furthermore adopted the approach whereby market value serves as the point of departure, and then any other factors (either listed in section 25(3) or not) can be applied to add or subtract from the value.
Although ‘Gravel’ falls within the definition of ‘Minerals’, the activities in question has been specifically exempted from the operation of the MPRDA, although this exemption is qualified. Section 106 of the MPRDA states that private owners are exempted from the operation of the MPRDA whilst an organ of state may be exempted but still have to submit an environmental management programme as required by the National Environmental Management Act (NEMA) to the relevant Minister. In this regard section 106 and section 38 of the MPRDA states: “106. Exemptions from certain provisions of Act (1) The Minister may by notice in the Gazette, exempt any organ of state from the provisions of sections 16, 20, 22 and 27 in respect of any activity to remove any mineral for road construction, building of dams or other purpose which may be identified in such notice. (2) Despite subsection (1), the organ of state so exempted must submit an environmental management programme for approval in terms of section 39(4). (3) Any landowner or lawful occupier of land who lawfully, takes sand, stone, rock, gravel or clay for farming or for effecting improvements in connection with such land or community development purposes, is exempted from the provisions of in subsection (1) as long as the sand, stone, rock, gravel or clay is not sold or disposed of.” “38A. Environmental authorisations (1) The Minister is the responsible authority for implementing environmental provisions in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) as it relates to prospecting, mining, exploration, production
or activities incidental thereto on a prospecting, mining, exploration or production area.” This requirement will seemingly have to apply irrespective of whether the owner and SANRAL can come to an agreement on a price for the gravel extraction or if the owner is expropriated In terms of section 24N the NEMA, an en-
vironmental management programme must outline mitigation and remediation measures that must be applied by the relevant organ of state. In this regard section 24N (2) and (3) reads as follows: “(2) The environmental management programme must contain— (a) information on any proposed management, mitigation, protection or remedial measures that will be undertaken to address the environmental impacts that have been identified in a report contemplated in subsection 24(1A), including environmental impacts or objectives in respect of— (i) … ; (ii) … ; (iii) … ; (iv) the rehabilitation of the environment; and (v) … ; (b) details of— (i) … ; (ii) … ; (c) … ; (d) … ; (e) … (f) as far as is reasonably practicable, measures to rehabilitate the environment affected by the undertaking of any listed activity or specified activity to its natural or predetermined state or to a land use which conforms to the generally accepted principle of sustainable development; and (g) a description of the manner in which it intends to— (i) modify, remedy, control or stop any action, activity or process which causes pollution or environmental degradation; (3) The environmental management programme must, where appropriate— (a) … (b) contain measures regulating responsibilities for any environmental damage, pollution, pumping and treatment of polluted or extraneous water or ecological degradation which may occur inside and outside the boundaries of the operations in question;” In other words, even though the digging of gravel pits by SANRAL will not be considered a mining activity, it still has to prepare an overarching environmental management programme to be submitted to the Minister of Mineral Resources. The plan must outline the mitigation measures as well as any remedial measures where possible. This plan will be generalised in nature and not specific to any instance. In other words, SANRAL will have to prepare a policy of sorts that addresses these environmental concerns, however they will not develop a new environmental management programme for each gravel pit. A land owner can request to see the relevant programme from SANRAL in order to gain insight into the mitigation and remedial measures that they intend to implement. In addition, where peat soils are removed from a watercourse, the Environmental Impact Assessment regulations to the NEMA also require an EIA to be conducted and an environmental authorisation to be obtained. The environmental authorisation can also stipulate specific rehabilitation and mitigation measures that must be complied with.

Menace on the roads It is hoped that the traffic authorities in the Mopani region — provincial as well as municipal — will be heedful of the menace on our roads and in out streets, called inconsiderate and reckless drivers. The untimely death of a respected and well-liked traffic officer of the GTM will hopefully open the eyes of traffic officials in and around Tzaneen. Motorists in general and the drivers of mini bus taxis seem to think that the laws and traffic rules don’t apply to people when they drive in and around Limpopo’s second biggest town. The traffic flow in and around Tzaneen has become increasingly hectic in the past number of years and there seems to be a growing attitude that this area has become lawless. However, it is not a case of lawlesness, but rather a matter of motorists challenging the traffic authorities and the rules of the road. Traffic lights are only respected when green. Red means you stop and go if there is not oncoming traffic and amber means you increase speed, to enable you to get through the crossing before the light turns red. It is time for real action!

The Message
Correction Today we have a look at the front page of the Bulletin dated 2 April 2004. The headline news was about the “merciless and senseless killing” of a prize hippopotamus bull in the Harmony Block near Ofcolaco. It was alleged that the hippo caused a threat to local residents. Good news was that the first full time general surgeon, dr Gideon van Wyk, joined the MediClinic team in Tzaneen. The first winner of a special project to honor and reward helpful, friendly and polite police officers in the Tzaneen area, launched by the Bulletin, was also announced on the front page of this particular edition of the newspaper.

A tangled mess: local elections in real jeopardy By Stephen Grootes With so much of the political posturing currently on display by the political players, it is sometimes missed that this year’s local government elections are in grave danger. The Tlokwe case, soon to be argued before the Constitutional Court, could reach a conclusion where judges decide it is not possible to hold a free and fair election in South Africa right now. It may not have seemed so just two weeks ago, when the Independent Electoral Commission submitted its papers, but the arguments submitted by the independent candidates who started this whole process are seriously strong. This is a Gordian Knot that will require all the wisdom of our Constitutional Court judges to untangle. Two weeks ago, just hours before Mcebisi Jonas started another national convulsion by confirming what we already knew, the Independent Electoral Commission (IEC) submitted papers to the Constitutional Court in the Tlokwe case. Technically, this is the IEC appealing against an Electoral Court judgment. That judgment ruled in favour of a group of independent candidates from Tlokwe, who said the IEC had not complied fully with an earlier Constitutional Court ruling (in a case referred to as “Kham” after Xolile Kham, the candidate in whose name the first case was brought), which specified it must include the addresses of voters on the voters’ roll. That ruling was careful to talk about people registering to vote in the future, from the date of the ruling, and said there must be “sufficient particularity” about the address given by the potential voter, so as to ensure
that that voter was not cheating. The reason these candidates brought all of these cases is that they believe the ANC was trying to move voters around to make sure it won particular wards in Tlokwe by-elections. In its application the IEC made several major points, but said first that it would not be possible to comply fully with the Kham judgment and hold local government elections this year. It said that it would take until about 2020 to get all of the address information specified, and that it had a duty to ensure that no one lost their right to vote through all of this. At the time, many people, including this reporter, thought they had a strong case. It’s almost unanswerable: everyone must have the right to vote, and no one should lose it through some legal red-tape palaver. Well, I can’t remember the last time my view on an issue has changed so quickly. It’s a simple argument really, summed up in the candidates’ papers like this: “There is simply no substance of having the right to vote, in the widest sense possible, if such right is to be exercised in rigged elections. Voting becomes a mere formality with a certain outcome.” There’s more: “It is tantamount to reducing the important local government elections, due in 2016, and the General Elections, due in 2019, to a formality, where the constitutionally-enshrined right to participate in free and fair elections should be sacrificed at all costs on the altar of the right to vote.” It’s a pretty simple argument. What’s the point in having the right to vote if the
whole thing is rigged in the first place? Why bother? One of the major frustrations these candidates have, and it comes through in fairly abrupt legal language, is with how the IEC just doesn’t seem to care about the possibility of this fraud occurring. The nature of these elections is important in local government polls: one of your two votes is for your ward, the geographic space in which you live. The concern these candidates have is that people will be moved into certain wards to ensure they vote for a particular party, and that party will retain the control of certain councils as a result. There is also a very strong criticism of the lack of effort the IEC has made in trying to deal with this issue. The candidates’ attorneys did a simple thing, they used the information they had available, from various databases, and were able to come up with addresses for a random sample of voters. But the frustration clearly shines through when they point out that “more strikingly, some of the addresses confirmed the fears of the Independents (the candidates) that these people are not resident in the wards where they are registered”. They also point out that which every South African knows, to get a cellphone SIM card you have to be able to provide proof of address. And the requirements there are actually stricter than the requirements the Constitutional Court has spelt out for the voters’ roll. On Thursday last week two motor vehicles collided next to Karibu Leisure Resort outside N’wamitwa. A cyclist was also hit in the incident. The drivers of the vehicles and their passengers were not injured, but the man on the bicycle was slightly injured and taken to Letaba Hospital for treatment. It is alleged that the driver of the light delivery vehicle (photo below) fled after the accident , but he later re-appeared and it is assumed that it could have been due to shock. Murder charge against traffic officer’s hit and run accused

Hy het gesê dit sal meehelp om stabiliteit in die sitrusbedryf te verseker. Die bestuurder van die GDC is mnr Lukhanyo Nkombisa.
A motorist will appear on a charge of murder in the Tzaneen Magistrate’s Court this morning (Friday), after the hit and run incident on Sunday which claimed the life of traffic officer Butana Hector Mlondobodzi (40) [photo left]. Akani Brendon Mgimeti (22), was arrested on Sunday night on a charge of culpable homicide. During his first court appearance on Tuesday the charge was changed to murder, due to the extreme serious circumstances of the offence. Additional charges such as reckless and/or negligent driving and failing to stop after an accident were also added. Mgimeti, who stayed in detention, is the son of a former magistrate’s court prosecutor in Tzaneen. It is alleged that the accused refused to stop after being confronted by traffic officers moments earlier on Sunday. They alerted Mlondobodzi, who was on duty on the R36 near Macdonalds, on the approaching speedster. Sadly he was knocked down while trying to stop the car. A memorial service for Mlondobodzi was held at the Nkowankowa Stadium yesterday. The burial will be tomorrow at Mhlaba Cross. Police are investigating the motive behind the accident, as it is alleged that the accused and the victim are somehow related. They said that no stone will be left unturned on the matter. — Gittel Baloyi

A tangled mess: local elections in real jeopardy • Continued from page 6 officials exactly where they live. This, they say, will make it easy for people who cannot read to explain where they live, and provide the “sufficient particularity” that the judges have previously asked for. Time and time again in these papers comes through a perfectly legitimate complaint that the IEC is simply not even bothering to try. They “find it very interesting to note” that through all of the advertising by the Commission to encourage people to register to vote, there has been no warning that the Commission “might not have an address for them that could bar them from voting or urging voters to update information with the Commission. One would expect that the Commission, knowing that it faces this predicament, would have done so”. It is actually amazing, this. The IEC has known about this issue for some time. Surely, as a precaution, it would make it clear to voters that this is an issue, and at least make sure it gets all the information it can from people during its registration weekends. And that means it’s probably right for the candidates to accuse of the IEC of wanting to “hold the same court and the country at ransom to rectify its mistakes”. The IEC is also accused of trying to “literally ambush the above Honourable Court to succumb to the pressure of offering a devastating and unrealistic solution for a problem the Commission has created for itself in its failure to implement and comply with the relevant provisions of the Electoral Act over a period of several years”. That’s strong stuff. And it makes the point that it’s only the fault of the IEC that it has not done what it should have done 13 years
ago, when the current voting legislation was brought in. To go through this argument is, for me at least, to be swayed pretty strongly in the direction of the candidates. But there are several massive problems that this case may generate. First, the Constitution is clear, we have to have elections by 16 August this year. (Sure, we don’t all turn into pumpkins the day later, but some will say we might turn into a banana.) Second, the IEC is bound to say that for all of this argument to hold weight, it has to be shown that vote-rigging is going to occur. But that is probably not the point – the point is to make sure that it will not occur, and that the IEC is following the law. And no doubt the IEC will simply say it has no choice, it doesn’t have the time and the resources, even using Google Maps, to fully comply with the Constitutional Court’s Kham ruling, as interpreted by the Electoral Court. But the judges will surely be right to feel that they are being held to ransom here, that the IEC is not playing fair. And that it should not be allowed to get away with it. The question then, as always, is what then? Could they really put the local government polls on hold? Could they go ahead with a flawed election? Or will they do what South Africans always do, come up with some fudge and hold our collective thumbs? This is turning out to be a very important case indeed. For our democracy, for our people, the future may be decided by the way top judges of the land untangle the small case from a small city in the north-west corner of South Africa that over the years grew into a Gordian Knot, all but impossible to solve gently, or wisely. Three other adults were injured in the accident‚ one of them a woman who was in a critical condition. “Paramedics treated the patients and provided the critically injured patient with advanced life support interventions. The injured were taken to Kgapane Hospital for treatment”. “Upon arrival at the hospital‚ the critically injured patient succumbed to her injuries‚” Meiring added. Three people were injured on Friday afternoon when the vehicle they travelled in rolled multiple times at Tarentaalrand, according to an ER24 spokesperson. ER24 paramedics and members of the provincial emergency services arrived on the scene and found the light passenger car on its side amongst the bushes on the side of the road. “Paramedics found that all three occupants had sustained only minor injuries. Paramedics treated the patients and then they were taken to Letaba Hospital. The cause of the incident is being investigated.

The other two, Lucky Mashatola (24), was re-arrested between Tzaneen and Modjadjiskloof on Wednesday and Goodwill Marana Sekhwela (26), was re-arrested in a village outside Tzaneen while in hiding. His arrest followed on a tip-off from members of the community,” Ngoepe said. The search for the remaining escapees continues.

It is alleged that the two suspects assaulted the deceased with various objects and stabbed her with sharp objects. “When the police arrived at the house, the deceased was found lying in a pool of blood with her legs and hands tied. She had multiple stab wounds. She was identified as Tsakane Victoria Rachiligane (71) and she was a retired nurse. Police investigations continue.
Three killed, one injured by Dagga valued R50 000 seized in Tzaneen flood waters Three people died and one maintained serious injuries when their car got stuck and was later swept away by heavy flood waters on Tuesday last week. The incident took place in the early hours of the morning, when four people were travelling in a passenger car between Ga-Kgapane and Mokwakwaila. Three people died instantly and one sustained serious injuries. He still being treated in the Ga-Kgapane Hospital. The deceased were identified as Refilwe Mashao (25), Abraham Mashao (27) and Bontle Mkansi (20), all of them from Bolobedu.
Six killed in R36 accident
Six people, including three children, were killed and two others injured on Saturday night, when a SUV rolled on the R36 near Mooketsi, ER24 spokesperson Russel Meiring announced. ER24 paramedics‚ along with provincial emergency services‚ arrived on the scene to find the SUV lying against a large tree. The vehicle was severely damaged, and left trail of debris from the road to the tree.“On inspection‚ paramedics discovered numerous bodies lying around the scene that had apparently been ejected from the vehicle”. Sleeping rapist to re-appear in court
An alleged rapist was caught sleeping by the police, after his victim managed to escape and called for help. Police spokesperson Lt Col Moatshe Ngoepe said the victim was dragged by thes suspect to the nearby bushes and raped. He then fell asleep and the victim managed to escape and called the Police and the suspect was arrested while still sleeping. The 26-year-old suspect is expected to re-appear in the Bolobedu Magistrate’s Court today.

Inspirational women to be honoured Acclaimed animal rights photojournalist, Ms Jo-Anne McArthur from Toronto in Canada, was in South Africa briefly to meet, interview and photograph inspiring women at the forefront of animal advocacy. Together with her co-author Prof Keri Cronin, a historian and professor of Sociology and Feminism in Toronto, they will produce the book “Unbound Project”. McArthur has and is meeting some two hundred women who are changing animals’ lives for the better and Unbound Project will highlight the most inspirational. Unbound Project brought McArthur to Letsitele and to the Vervet Monkey Foundation to interview The Limpopo Department of Economic Development, Environmental Affairs and Tourism is in the final stages of developing an Environmental Outlook Report for the Limpopo Province. The purpose of the 2016 Limpopo Environmental Outlook (LEO) Report is to provide scientifically credible, timely, policy-relevant information on the current

ing because of us, as we don’t see beyond our noses.“ Ten years of investigative work culminated in the book “We Animals”. It illustrates and investigates animals in the human environment. She provides lessons about human treatment of animals, makes animal industries visible and accountable and widens the human circle of compassion to include all sentient beings. She joined Capt Paul Watson’s Sea Shepherd and helped intercept and save five hundred whales from Japanese slaughter that year. The sights have affected her and she’s gone through two bouts of depression and a diagnosis of PTSD. McArthur says

Raga Bolo continues to be a big ‘jol’

The third round of the Raga Bolo Street Soccer promotion was held over the Easter weekend and the Bulletin’s Joe Dreyer was in attendance to capture some of the action moments. The crowds attending this tournament grow every week and it is clear that the street soccer could become very popular. Teams taking part in the tournament come from all over the country. They play in various divisions. The winners of the Limpopo league will have to meet the winners of the Mpumalanga league at the end of April. The winning team will take home R100 000! Teams are associated with local taverns and the taverns will also share in the prize money. Tomorrow the next round in the Limpopo league will be played at Sheshego.

The Easter weekend did little to dampen the spirits of the four Mbombela-based street soccer teams who faced off in the capital. This was part of the ongoing Smirnoff 1818 Raga Bolo Street Soccer tournament held nationwide. Mbombela falls under the same district as the Polokwane leg of this exciting tournament. The winners of the Mbombela series will face the winners of the Polokwane league in three week’s time, to determine which team will go on to compete in the semi-finals to be held in Gauteng. The ultimate prize of R100 000 seems within reach of the Polokwane teams, as they head the log tables at the start of the third round.
