“Sou jy geld gegee het as ek eerlik was?”
The infrastructure of the abandoned Tzaneen Municipal swimming bath is showing visible signs of deterioration. The neglect is in at least one instance even posing a dan-
ger to human life, as the GTM remains mum over the fate of this expensive, and now unutilized, endeavour. Bulletin has damning photographic evidence of the dilapidated
state of this facility which we will publish along with a full report in next week’s issue. — Joe Dreyer

Construction on sinkhole has begun, but...
True to his word, the contractor appointed to plug the George’s Valley sinkhole started work on Monday this week. Despite a community elated at the prospect of this reparation, the R528 route remains a contentious issue. Discussions around the future of this road, combined with shock testimonies and claims of financial constraints from community members, local governing bodies and national institutions have caused this topic to become a hot potato in the mouths of decision makers. What lies ahead for the R528 along with the implementation and sustainability of proposed plans for the route is still open for discussion as local government departments appear to have reached a stalemate. The rehabilitation of the sinkhole on the Georges Valley road is in full swing. On the right is Mr Vic Khumalo, who is fighting tooth and nail for the GV route to be made safer. Business rescue for farmers as bankruptcy in agri is increasing It is expected that the number of South African companies filing for bankruptcy during the first quarter of this year will increase by 53%, most of these being in the agricultural sector. A possible solution for farmers might be business rescue proceedings tailored specifically for the agriculture sector. So says an Audit Manager at BDO South Africa. In this article he unpacks how business rescue proceedings work and the special parameters around business rescue in the agricultural sector. According to BDO South Africa it is expected that the number of South African companies filing for bankruptcy during the first quarter of this year will increase by 53% from 119 to 182, most of these being in the agricultural sector. The recent drought throughout SA has had, and will continue to have, a dramatically detrimental effect on SA’s agricultural production. This is according to Werner Gerber, an Audit Manager at BDO South Africa. “We might very well be at the brink of the next big recession — if not already in it,” says Gerber. According to the Economic Review of the SA Agriculture 2014/15, farming debt has increased from R75 billion to almost R126 billion over the last five years. In an average year South Africa will typically record a 2 million tonne maize surplus, generating about R6 billion in export revenue. “However, due to the harsh drought South Africa will need to import 770 000 tonnes of maize at a cost of R2,2 billion. This is only one of many examples of the drought’s impact on our already struggling economy,” says Gerber. Farming Debt The total farming debt as at the end of June 2015 is estimated at R125 712 million, compared to R115 117 million at the end of June 2014 - an increase of 9,2%.

“Recently the prime lending rate increased and the country’s credit ratings are at an alltime low, meaning it is becoming more expensive to obtain funding and service debt. Taking this all into account — along with the increasing inflation rate — the future for SA farmers is looking very bleak.” Gerber advises that a possible solution for farmers might be business rescue proceedings tailored specifically for the agriculture sector. “In American Football there is a term called a ‘Hail Mary Pass’. The Oxford dictionary describes it as being ‘a long, typically unsuccessful pass made in an attempt to score late in the game and consequently winning it’. This is exactly what business rescue is — it is a last resort to save a company.” According to Alex Eliott, a business rescue expert, one of the main reasons for the failure of business rescue proceedings is the lack of experienced, skilled company turnaround strategists in the country. “Business rescue experts assisting farmers need to have an in-depth knowledge of the agricultural sector — both the financial and non-financial aspects,” says Gerber. “The current drought and the consequent high number of farmers expected to go bankrupt has opened up a whole new market for financial advisory firms in the form of business rescue practitioners specialising in agriculture. To ensure that business rescue plans are successful, practitioners will need to have a good knowledge of the sector, otherwise bankrupt farmers will just become a new scary statistic.” A business rescue expert servicing the agricultural sector needs to know: • How the different seasonal cycles work. These will determine when funding is needed and when the necessary cash flow should be available to pay debt. • Which Act is applicable and when. Different Acts are applicable to different farms. For instance The Agriculture Produce Standards Act will be more applicable to farms exporting produce than farms producing for South African use only. • How to improve cash flow through the diversification of cultivars. Different cultivars of the same fruit may differ in:
1. Life cycles — from planting to maturity to harvest. The shorter this period, the quicker the farm will be able to generate cash flow. 2. Different harvesting times. If we take citrus as an example: Clementines can be harvested in May while something like Tambor will normally be harvested in September. Using the correct methods and creating the ideal environment it could be possible to have both these cultivars on one farm. Consequently the cash inflow period will increase. • How to account for the different classes of biological assets. The classification of biological assets between non-current and current assets might have a significant influence on the financial position of a company. A stronger financial position will lead to credit suppliers being more lenient towards the company. • How environmental developments will influence the present and future economic situation of farms. If we think about environmental developments we tend to immediately think about the climate and we forget about environmental factors such as disease and pests. Some of these include sirex (wood wasps), fruit flies, melanose, potassium deficiencies and mold. The business rescue specialist should know the financial implications of a disease or pest on a farming operation. • The different carrying norms for different produce. Different cultivars have different carrying abilities. It is very important to know what the norm per cultivar is for better budgeting purposes. Better budgeting will lead to better cash management. • What the B-BBEE requirements are for agricultural exports. The practitioner should also be aware of the B-BBEE requirements for doing business offshore, better ratings could lead to more income streams. • What the requirements are for government grant applications and how to account for this. Farms may apply for government grants, especially for socio-economic development of farms and the laborers working on farms. • BDO in South Africa is the SA member firm of BDO International. BDO is the brand name for the BDO network and for each of the BDO member firms. The global BDO network provides audit, tax and advisory services in 154 countries, with over 64 300 people working out of 1,400 offices worldwide.

GV road: ‘A challenging project’ Mr Jomo Mashiane
Work has started on the George’s Valley road sinkhole. Earth moving equipment and workers of Polokwane based Batlagae Investments arrived on site early Monday morning, to start the repair work on the R528 connecting Tzaneen and Haenertsburg. The contractor, Mr Jomo Mashiane, was appointed to repair the dangerous stretch of road last month and remained true to his word when he promised that work would commence this week. When Bulletin spoke
EXCLUSIVE
to him on site last week, Mashiane outlined their plan for the reparations which included the clearing of the surrounding shrubbery and trees to construct a temporary access road for residents around the affected area, while the excavation of the sinkhole is underway. “This is going to be a challenging project, but we will start early and I am confident that we have made the necessary plans to complete this project even ahead of schedule.” Mashiane expressed concern over the number of vehicles and trucks that refuse to heed the road closure warnings at both entrances to the R528 and continue to use this road at their own peril. “The road users need to understand that this is a very dangerous situation and that by
being reckless they are endangering not only their own lives, but those of the road workers at the site as well. If an interlink truck driver ignores the warning signs and travels up this road to the sinkhole, where will they be able to turn that truck around? There is no space and they will have to sleep here at the site for a few weeks while we work.” Mashiane has said that they will enforce strict measures to ensure the safety of everyone during this project. In the run up to the eventual appointment of a contractor to repair the sinkhole on this infamous stretch of road, Bulletin has yet to receive any comment from the Roads Agency Limpopo (RAL). Phone calls to their office or mobile numbers remained unanswered for weeks. On Tuesday
morning we managed to finally make contact with Mr Moses Malungane, whom we were told was the agency’s spokesperson. He was unable to answer any of our questions and referred us to Ms Anastasia Lekalakala, the agency’s media liaison officer. She, in turn, referred the matter to her Communications Manager, Mr Maropeng Manythela, who is yet to answer his phone. An email enquiry has been sent to Manythela and Lekalakala containing several questions regarding the project. At the time of going to print we had received no response. • Watch a video interview with Mashiane on our website at www.bulletin.us.com and follow us on Facebook to stay updated. —Joe Dreyer joe@bulletin.us.com

Startling revelations were made during a ouring their mandate. “The fact of the matter meeting between members of the George’s is that it is impossible for us to enforce the Valley Residents Association (GRVA) and law on the R528, because of the way in which the leadership of Roads Agency Limpopo. the road is designed. AgriLimpopo reacts on Expropriation Bill An urgent submission on a series of “deficiencies” in the government’s Draft Expropriation Bill was compiled by AgriLimpopo and sent to the portfolio committees of Agriculture, Public Works and Local Government. The CEO of AgriLimpopo, Mr Willem van Jaarsveld, pointed out several clauses in the draft bill that needs to be revised to prevent unfair treatment of individuals in future expropriatrion deals and secure food security in South Africa. About fair and equitable compensation he said that no individual should be left in a position worse than before he was expropriated. He added that valuation of land should be done properly, otherwise it is bound to disrupt land markets and wreck agricultural financing. Land owners or the holder of rights with objections must also have the opportunity to extend the procedure for longer than the
prescribed twenty days, as such extension is only applicable on the expropriation authority (state). The owner needs more time to weigh up his options and get legal and financial advice. The costs of court cases had been a burden in the past, hampering production and development of agricultural land due to uncertainties. According to AgriLimpopo this led to the loss of 36 000 jobs on farms between 2004 and 2009. The state should also pay for litigation in expropriation cases. Van Jaarsveld said AgriLimpopo also request that agricultural land be excluded from any category of assets that the state may become the custodian of. Land forms the basis of agricultural financing, and under state control this will not be possible. “The Act should also compel the state to pay for expropriation in full and well in advance of the date of transfer,” according to the submission.

So sê hul senior bestuur.

Greetings in the name of Christ our Lord. Firstly, let me apologize for not submitting my article last time. Now I can make many excuses, but as the Bulletin’s motto is “Fearlessly the truth” I simply forgot. How often do we tell white lies to enable ourselves to overcome embarrassment? Make excuses to hide our real feelings, or even lie about something that happened so that we get noticed? So how can we be believed?
Now Atheists deny the existence of God and say they believe in Science and evolution and we as Christians have faith in God, a God we have not seen, yet we profess this as a true fact. So who is lying? Here is what I see as a fact: My belief in what happened and that there is a God who loves us has been proven over and over again, it is not just a theory but a fact. The Bible is my source of reference. Here facts have been recorded over time by people who actually experienced them. People have tried to discredit the Bible but have failed to do so. History can be proven time and time again and we can thus be assured that the Bible is factual and not a work of fiction. Yet one can argue that it was written by humans that were perhaps influenced by the things happening around them. But how come, different writers often say the same thing? The Bible was not written in one sitting but over a period of years. Some argue that the Bible was written only later and that only a few people were literate, therefore, the facts were shared by word of mouth and could have been distorted in some way. But Historians have proven that the Bible is factual. There are so many versions of the Bible so which version is the best? One needs to read the Bible and if possible read other versions, not only one, each has its own translation and if guided by the Holy Spirit one can determine what is truth, and what is not. I have three or four Bibles and often have asked which one people think is the best one. One is in pristine condition and can be put on shelf, just to show how I respect the Bible, one is a soft cover so that it can be bent, just as some of us bend the truth. The other one is rather dog-eared and marked with a hi-lighter. The answer to this question is of course the one which has been used. Do you use your Bible or is it just a show piece? Daily reading is the best way of getting to know the Word and understanding it, if you have questions do not be afraid to ask, either your Pastor or one of your leaders to assist you. God Bless.

Father & son suffer after Home Affairs bungle Home Affairs officials’ alleged mistake, has left a couple struggling for fifteen years to get their son a birth certificate. Mr Samuel Shibambu (61) and his wife Alleta (46), from Gavaza, said they were repeatedly given a run around in their bid to obtain the documents for their second-born son, Ndzalo. The boy was born in November 2002. The couple went to Home Affairs at the Jamela Clinic outside Tzaneen when their son was just a few months old, to obtain the necessary documents, but were told that an error had occurred. “The Home Affairs official told us to leave and take the matter to Home Affairs Tzaneen,” Shibambu said. The Shibambu’s went to Home Affairs Tzaneen and were told that there was an ID number for a baby born few months before their son, attached to Aletta’s ID number. “They

Shibambu now faces many uncertainties, one of which concerns his son not being able to benefit from his will and testament should something happen to him. “I am at my wits end!” Ndzalo had since been kicked out from Gavaza Primary School as the Department of Education requires an ID number in order to log him onto their database and to be properly registered for exams. Repeated attempts to get comment from Home Affairs spokesperson Mayihlome Tshwete, have been unsuccessful since February this year. George Ramodike honoured at ‘Copy-It’ Copy-It Tzaneen hosted a mini-birthday celebration to honour one of their longstanding clients, Mr George Ramodike, and their employee Sophy Monyela this past Monday. The joyous occasion came to a head when Ramodike made his regular visit to check his emails at the shop. He was surprised to discover that he shared a birthday with one of the
store’s employees and took the opportunity to approach the shop’s owner, Mr Mannie de Gouveia, and request a donation for their birthday. “We are grateful for the donations which Mr De Gouveia made for this joint celebration to be a success and we intend to make this an annual tradition,” Ramodike said. Ramodike celebrated his birthday on 4 April and his counterpart, Ms Sophy Monyela, turned 32 last week Friday. They were both thrilled and certain that this would be a day they would never forget. – Phidelia Rikhotso phidelia@bulletin.us.com

Turbridge burns up the strip Motor racing enthusiasts from all over Limpopo recently flocked to the drag strip on the Politsi road just outside Tzaneen. Moderately cloudy conditions could not dampen the spirits of the hundreds of fans who framed the quarter mile tarmac in anticipation of a day at the races. Fast cars, faster bikes and pit girls added to the allure while food and drinks stalls saw to the more placid appetites. The event was crowned with the involvement of Speed and Sound from Gauteng who brought three of their own vehicles to the Bushveld, to take on the local drivers. Hosted by LHC Limpopo Hotcars, Collin’s Racing and Speed & Sound, the event had a flair of professionalism like no other. Official times and speeds were measured with advanced radar technology and displayed on an LED board for all to enjoy.
The fastest time on four wheels was clocked by Satish in the Speed & Sound Opel Kadett. He completed the quarter mile in 12,4 seconds at a top speed of 208 km/h. Despite an accident earlier in the morning when a Mitsubishi Lancer lost control and skid off the track onto the grass embankment, nobody was injured on the day. All the results can be viewed on the LHC Limpopo Hotcars Facebook page. — Joe Dreyer

Safety measures were tightened to ensure the safety of spectators and drivers alike. More than hundred entries were received and included drivers from Lydenburg, Polokwane, Phalaborwa and Tzaneen. “We were very pleased,” said Nico Goodchild of LHC Limpopo Hotcars. “A lot of planning goes into something like this and it is always gratifying when you receive such tremendous support. We were also privileged to have the boys from Speed & Sound and Collin’s Racing partner with us this time around, as it added a tad more to spectator value and pushed the local drivers a little harder to improve their personal bests.” Shaun Turbridge from Phalaborwa clocked the fastest time over the quarter mile on the day. Of the eleven runs recorded, Turbridge’s 2016 H2 Turbocharged Kawasaki Ninja 1000 cc reached 244 km/h and completed the 400 m in just over ten seconds. “This bike is nothing short of a beast and it was very difficult to keep the front wheel down,” said Turbridge, “but over 400 meters there is no greater feeling in the world!”

Tesla rocks the boat with new models While Martin Sheen and others ponder Who Killed the Electric Car? a group of Silicon Valley millionaires is trying to answer the next question: Who will resurrect the electric car? Tesla Motors is the result, a manufacturer of vehicles than run 100 percent on electricity. The company gets its name from Nikola Tesla, the inventor of alternating current, who went toe-to-toe with Thomas Edison (and won) to prove whether AC or DC was the preferred method of transporting electricity over great distances. In the same light, Tesla Motors is trying to prove that electricity is not only capable of transporting automobiles great distances but also that electric cars can be fun to drive. The company is the brainchild of Martin
276 000 orders in just days Orders for the much-hyped Tesla Model 3, a cheaper version of its electric car aimed at the mass market, have surged to 276 000 in just three days, company founder Elon Musk announced. Orders are piling up fast and exceeding the expectations of the company for its Model 3 — which will have a base price of US$35,000 — even though it won’t be available until late next year. Amid reports of queues to snap up the vehicle, Musk tweeted: “276k Model 3 orders by end of Sat.” With the Model 3, a compact sedan, Tesla aims to show it can appeal to the general public and produce cars en masse. The base price is half that of Tesla’s luxury Model S and the Model X, which start at US$70,000. Musk said Thursday that orders had passed 115,000 worldwide and hinting that demand was outstripping expectation later tweeted: “Definitely going to need to rethink production planning...” © 1994-2016 Agence France-Presse
Eberhard, Marc Tarpenning and PayPal founder Elon Musk. The founders of Google, Sergey Brin and Larry Page, are also investors. This fresh blood from Silicon Valley is further evidence that Tesla is an entirely different type of car company. Tesla went about creating its first vehicle with the theory that nobody wanted electric cars because nobody had created an electric car worth buying. So they sought to correct the many perceived electric-car problems like range, recharging times, styling and performance. The company’s first product, the Tesla Roadster, is capable of going about 250 miles between charges, which is a drastic improvement from the GM EV1’s 60-90-mile range. A complete recharge is accomplished in less than 2 hours. (The EV1 took 5) Recharging is accomplished via regenerative braking, a home recharging
unit and an optional portable recharger. As for styling and performance, Tesla chose a $100,000 sports car to enter the market as a way to establish “performance DNA” that would trickle down to less expensive models. Based on the Lotus Elise, the British-built Tesla Roadster is lightweight and svelte, capable of keeping up with other sports cars in its price bracket. Tesla promises 0-60 mph times around 4 seconds and a top speed of more than 130 mph. Throw in handling indicative of its Lotus roots and it should be obvious that the Roadster is one heck of a sports car. Tesla announced in February 2007 that it
would be making a new sport sedan known as the WhiteStar, built at a new factory in New Mexico. The company plans on producing 10 000 units each year at a cost between $50,000 and $65,000 per car. Like the Roadster, it should have a range of about 250 miles, but with battery technology improving, that number could rise. With growing international attention, including Tesla Roadsters ferrying stars to high-profile events like the Oscars and the rising interest in alternative fuels to combat global warming, this young electric car company could soon be a big name in the automotive industry.

Trophy Toyota verdien ‘n trofee!
The admin and sales staff of Trophy Toyota are seen her. In the front row are Mr Ryan Hyde (accounts & HR manager), Ms Wendy Hyde (financial manager), Mr Jon Hyde (dealer principal) and Mss Maaki Rikhotso (F & I
manager) and Angelique Eagar (Caltex manager). At the back are Messrs Roger Mac Connel (Automark manager), Gary Adam (workshop manager), Renier Loots (parts manager) and Sias Cherane (new vehicle sales manager).
Mr Sias Cherane (new vehicle sales manager and been with Trophy for 24 years) and Ms Nicky Altenroxel (who started her working career at Trophy a number of moons ago).

SLC enjoyed a good outing to LTT Stanford Lake College’s girls hockey teams played Louis Trichardt on Friday. They did very well to win all their matches. The teams really played with commitment, especially in the difficult conditions on the day. The first team girls had a fantastic game and played some good passing hockey and came together as a team, winning the game 6-0. Their skills displayed a very good start to the season. The results were: 1st Team won 6-2; 2nd team won 2-1; u.15 won 8-1; u.14 won 5-3. Netball: SLC’s netball teams also played Louis Trichardt on Saturday. Despite difficult conditions on the court, all of them played some great netball. The juniors started off the day. The u.15’s started slowly and at half time they were only two goals ahead; however, they picked up their game to end 18-8 when the
final whistle blew. The u.14’s had a great day in terms of experience. It was one of only a few times they have played as a team and it was an excellent chance to experiment with new combinations. Louis Trichardt ended victorious (the B team only fell behind by two goals), but they are looking forward to seeing this team dominate in the future. The seniors also had a tremendous day. The second team looked a lot more organised on the court; however, they still need more experience playing as a unit. The first team played some of the best netball seen this season. They showed composure and confidence and their attacking plays were quite phenomenal. Katherine Gardiner and Reese Bain had a fantastic shooting game, their team work was incredible — and so was their accuracy — and was instrumental in the final score of 35-17.
Boys Hockey: The boys’ Hockey teams played Louis Trichardt on Friday. They managed three wins and one draw on the day. The teams played very well across all age groups, playing good attacking hockey and it was great to watch. The 1st team boys had an awesome first half, scoring three goals to none. They slowed down in the 2nd half, going off the boil for 15 minutes. They came back strongly and scored 3 more goals and Louis Trichardt managed two of their own. Stanford won this game 6-2 in the end. The results were: 1st Team won 6-2; 2nd team drew 3-3; u.16 won 2-0; u.14 won 6-0. Rugby: The three Stanford Lake College rugby teams also travelled to Louis Trichardt to play fixtures against Hoërskool Louis Trichardt. The u.15’s and 2nd team struggled against much bigger and experienced opponents, losing 55-0 and 60-5 respectively.
However, as these were their first games for the year it was not a bad result for either team. The First XV, or ‘Badgers’ played an incredible game against a much bigger Louis Trichardt side. It was a very physical game up front, and both teams played with a lot of aggression and heart, whilst also showing a willingness to play expansive, running rugby. The score line went backwards and forwards a few times, and the result was always in question. Luke de Goede, the SLC flyhalf, played a great attacking game and got his team on the front foot every time he got the ball. In the end the Louis Trichardt boys won 31-27, but both teams and spectators loved the fast and thrilling fixture. It is the closest that the Badgers have come to beating the Louis Trichardt first team and is a definite sign of how much rugby has improved at SLC over the past few years.

round of games in the Smirnoff Raga Bolo Street Soccer tournament in-land north, will be played at Sheshego in Polokwane. This will be the deciding round for the local teams who will find out which of them will travel to Mbombela at month end to face the winners of the Khamghushwa eliminators. All bets are on Mam’s Tavern and Percy’s Pepsi to represent Limpopo as they currently lead the table ahead of the other six teams in their division. Mbombela saw some fantastic street soccer this past weekend and Bulletin’s Joe Dreyer was there to capture the action. On Saturday three Stanford Lake College rugby teams played against Hoërskool Louis Trichardt. The u.15’s and the 2nd team struggled against much bigger and experienced opponents, losing 55-0 and 60-5 respectively. However, as these were their first games for the year it was not a bad result for either team. Seen here are the first teams of SLC and Louis Trichardt.
tiespeler nie, wat so duidelik soos daglig was. “Knowledge is knowing that a tomato is a fruit. Wisdom is knowing not to put it in a fruit salad.” — Brian O’Driscoll
