Scandal at Lepelle Northern Water President Zuma has ordered a high level investigation into contracts, after it grew from R502 million to R2,7 billion (!) in less than a year. Read our report on page 3. GTM Mayor Dikeledi Mmetle officially opened the multimillion rand Nkowankowa Indoor and Outdoor Sport Centre on Friday. The overall cost was R13 million (R9m for indoor facilities and R4m for outdoor facilities). The sports facility includes four soccer fields complete with artificial turfs, and three netball courts with artificial turfs. Mmetle called on residents to “jealously protect the facility from theft and vandalism”. A committee to oversee the facility will be formed; led by the ward councillor. Vlieg praat met die Volk en krap waar dit jeuk...

Dis omtrent net die ginekoloog wat nie betrek gaan word nie. Na dit alles, so waarsku Mostert, gaan Vlieg in elk geval vir nog

minstens ‘n maand nie werkgeskik wees nie. Hy’t darem saam met die hospitaalbestuurder, mnr Bowls Fanie, laat weet hy sien daarna uit om weer die pen op te neem, sodra hy sterk genoeg voel. Tzaneen kry 340 000 (Rand se) dankies! Solidariteit se Helpende Hand-tak in Tzaneen het dié week die gemeenskap opreg bedank vir hul betrokkenheid gedurende die afgelope jaar. Danksy hul oop hande en harte kon Helpende Hand gedurende Januarie 2015 en Februarie 2016 ‘n bedrag van R340 237 in die gemeenskap terug ploeg. Volgens die tak se voorsitter, me Riekie Smit, is hulle oorweldig deur die gemeenskap se ondersteuning. “Ons het eerstehands gesien hoe ons mense nie skroom om saam te staan en ander by te staan nie. Hierdie ondersteuning, sowel as die ondersteuning van hoofkantoor en die passievolle en toegewyde dames van ons bestuur het dit moontlik gemaak dat R340 237 deur verskeie projekte in die gemeenskap teruggeploeg is,” sê Smit. “Ons tak fokus veral op bemagtiging van kinders en ons studiefonds — omdat ons glo dat opheffing deur opleiding die sleutel is tot verligting, voorkoming en verbreking van armoede. Saam maak ons werklik ’n verskil. Julle Tzaneeners het ons in staat gestel om ons leuse — Verligting, Voorkoming en Verbreking van armoede — uit te leef.”

Hier is die span ywerige en onselfsugtige vrywilligers wat Helpende Hand se tak in Tzaneen dryf, onder die aanvoering van me Riekie Smit. Agter is mee Nadine du Plessis, Elna Gouws, Sandarie Boshoff, Ria le Grange, Riekie Smit, Marietjie Naudè, Elize Botha en Anè Lombard. Voor is mee Wilma Bredenkamp, Adele Venter en Adelè Groenewald.

Die tak het ’n lang lys van projekte in die laaste jaar van stapel gestuur, insluitend die Skooltassie-projek wat tassies aan behoeftige gr 1’s skenk — asook kleuter- en bejaardesorg, studiefondse, die Laerskoolkoshuis-projek en matriekafskeidprojek. Ander projekte soos werkskepping en die voorsiening van kos en klere aan behoeftiges word ook deurlopend aangepak.

Solidariteit Helpende Hand se pas afgelope #geeReg projek het opnuut bevestig dat mense dikwels onnadenkend gee. Verskeie Helpende Hand-takke met meer as 300 van Solidariteit Helpende Hand se personeel, vrywilligers en ondersteuners het tussen verlede week landwyd op straathoeke, by verkeersligte en, soos in Tzaneen, by besige winkelsentrums gestaan en bedel en onkonvensionele gesegdes op kartonborde vertoon.. Helpende Hand sê dat ten spyte van wat op die kamma-bedelaars se borde geskryf is, verbygangers steeds geld gegee het. Vertoonborde het kontroversiële boodskappe bevat, soos “jou geld voer my dwelmverslawing” en “gee my geld om dwelms te koop asseblief”. Die gedagte was om die publiek daarop bedag te maak dat mense onnadenkend en om verkeerde redes geld aan bedelaars skenk. In ‘n kwalitatiewe studie deur Helpende Hand het respondente

beweer dat tot 90% van wit bedelaars aan dwelms verslaaf is. Die organisasie glo skenkings moet eerder aan betroubare instansies gemaak word, wat hulle daarop toespits om armes by te staan op ’n konstruktiewe manier. Moenie geld aan bedelaars skenk nie, vra Helpende Hand dringend. “Wanneer die publiek aan bedelaars op straat geld gee, verkeer mense onder die wanindruk dat die geld vir lewensmiddele soos voedsel en kleding aangewend gaan word. Min mense besef egter die skade wat hulle aanrig deur geld vir bedelaars te gee,” sê Lizelle Joubert, projekorganiseerder by Helpende Hand. Volgens Dr Danie Brink, die uitvoerende hoof by Solidariteit Helpende Hand, deel hulle nie links en regs geld uit nie. “Wanneer ons iets vir iemand gee of doen wat hulle in staat is om vir hulself te doen, is ons besig met giftige hulp. Ons doen dit gewoonlik vir jong mans wat by ’n verkeerslig staan en bedel. Hierdie jong manne is gewoonlik heeltemal in staat om “in die sweet van hul aangesig hul

Die dokumentêr is daarop gemik om mense bewus te maak van die gevare as hulle onnadenkend geld vir bedelaars gee, wat die gevolge daarvan is en watter fasette van mense se lewens dit aanraak. Helpende Hand se Tzaneentak was een van die wat aan die veldtog deelgeneem het, om ook die plaaslike gemeenskap bewus te maak van die gevare van “giftige hulp”. Volgens me Riekie Smit, die voorsitter van Tzaneen Helpende Hand se tak, is dit vir hulle van kritiese belang om te verse-

ker dat die hulp wat hulle gee, nie misbruik word nie. “Dit is ons missie om ’n daadwerklike verskil te maak, wat lei tot verbetering van omstandighede en geleenthede vir selfstandigheid en onafhanklikheid. Ons tref streng kontrolemaatreëls om te verseker dat die hulp wat ons gee, inderdaad ’n verskil maak — en nie risiko’s inhou wat die probleem kan vererger nie.” Tzaneen-tak se hooffokus is die aanspreek van behoeftes van kinders in die gemeenskap, opheffing- en opleidinggeleenthede en ook ondersteuning aan ander weerloses soos bejaardes. Die tak het ook ’n sterk studiefonds wat jaarliks aan kinders van Tzaneen finansiële ondersteuning vir tersiêre studies toeken. Tzaneen-tak glo dat “opheffing deur opleiding” die sleutel is tot die verbreking van die armoede siklus en hulle streef dit na deur sover as moontlik aan behoeftige kinders geleenthede te gee wat hulle andersins nie sou hê nie. The Special Investigating Unit has been ordered by President Zuma to investigate how an almost unknown firm of consulting engineers has been allocated water and sanitation contracts of hundreds of million rands without tendering for the work, by Lepelle Northern Water. LTE Consulting scored contracts that increased in value from R502 million to R2,7 billion in less than a year. The firm also scored on a contract in Gauteng worth R200m. LTE was appointed on a turnkey basis for all the contracts. The initial contract for R502 million was for an emergency water and sanitation project for the Mopani District Municipality (also read our re-

Nuwe skandes oor water Dit is skokkend en ontstellend dat ‘n reeks nuwe erge ongerymdhede met tenders/kontrakte vir uiters noodsaaklike watervoorsiening in ons droog geteisterde Mopani-distrik opgeduik het. Die president het nou opdrag gegee dat die Spesiae Ondersoekeenheid (SOE) die kontrakte wat aan ‘n redelike onbekende firma toegeken is, sonder dat ‘n tenderproses gevolg is, moet ondersoek. Dit is goeie nuus, maar dit laat ook ‘n moedeloosheid oor ‘n mens neerdaal. Sal die erge bedrog en diefstal van geld wat veral die armes se lot moet verlig, dan nooit ophou nie? ‘n Verdere feit is natuurlik dat dit wyer kring as net die armes. Landbou in ons omgewing, wat die ruggraat van ons mikro-ekonomie is, kan nie sonder water noodsaaklike voedsel produseer nie. Dit strek nóg verder, want die mensdom en die diereryk kan nie sonder voldoende water oorleef nie. Die natuur in den brede kan tot stilstand kom, as daar nie water is nie. Genadiglik is daar ook die goeie nuus, dat die Mopani Distriksmunisipaliteit besig is om skoon te maak onder personeel wat miljoene rande van die MDM gesteel en/of wanbestuur en/of vrugteloos en vermorsend bestee het. Daar is hoop, maar dit is ontstellend dat sodra daar nuwe hoop kom, nuwe gevalle van korrupsie en bedrog oopgevlek word. Hoe lank en hoe erg nog?

The Message

Twaalf jaar gelede was dit groot nuus toe ‘n hond ‘n huiswerker op ‘n hoewe buite Tzaneen aangeval het en sy weens die aanval dood is. Maar iets was nie pluis nie en in die uitgawe van 30 April 2004 (op een dag na twaalf jaar gelede) het ons eksklusief berig dat aspekte van die tragiese voorval nie in perspektief aangebied is nie. In die daaropvolgende hofstryd het dit aan die lig gekom. Die eerste groot veld-/bosbrand van die winterseisoen het ook in daardie week vir groot spanning gesorg en ons het ‘n trefferfoto van die helikopter wat met die bestryding moes help, prominent geplaas.

Wie gaan my hoor? Yvonne du Toit skryf per e-pos: Cathy Buckle skryf in haar boek Beyond Tears dat niemand wou vertel wat in Zimbabwe gebeur nie. Een was bang hy verloor sy werk, ‘n ander was bang vir intimidasie en nog een was bang hy sal besigheid verloor. Uiteindelik het Zimbabwe na my mening die grootste tragedie tot dusver in Afrika geword. ‘n Hoogs ontwikkelde land is afgebreek tot amptelik die armste land in die wêreld. Daaglikse kragonderbrekings tot 18 ure per dag is niks snaaks nie. So ook dröe krane. Banke sit deesdae sonder geld. As gevolg van kragonderbrekings kan mense nie van die huis af werk om kos op die tafel te sit nie Ek wil dit illustreer met ‘n gedig. ‘First they came for the Jews And I did not speak out— Because I was not a Jew. Readings: Rev 21:1-6 Gospel John 13:31-35 Discipleship: Google defines a disciple in two ways: A follower or pupil of a teacher, leader, philosopher. This is the worldly definition of a disciple and sometimes people become over- zealous as followers, becoming sometimes so involved with their obsession with this teacher/ leader that it becomes unhealthy and leads to trouble. If this leader/ teacher should die or disappear what would become of his followers, would someone else take over? Would he/she be accepted as a new leader/teacher? The second definition: A personal follower of Christ during His life, especially one of the 12 Apostles. Here is the difference “a personal follower” whereas in the worldly definition, it refers just to a follower. We as Christians must make a personal commitment to be a follower of Christ, it is not up to our leaders in the church to make this decision for us. They can only give us guidance, they too must have made a personal commitment to follow Christ. It is no use just to say we are disciples of Christ and sit back and do nothing, as His disciples. He has given us instruction as what to do to be His true disciples, we must do as He did here on earth, in other words, follow His example. Now some may argue that we are not equipped as Jesus was to do all He did, yes we do not have the power that He had, but if He wants us to do something for Him, He will give us that power. Discipleship is mainly concerned with the love for others, just as we profess to love God so we should love others. Now God knows we as humans are often wary of loving those we perceive as different from us, but He gave us the ability to love and therefore we need to use this gift. To me discipleship goes much further than just doing things we think are right. It is total commitment and I think that this was what Jesus are referring to when He said “A new command I give you: love one another. As I have loved you, so you must love one another. By this everyone will know that you are My disciples, if you love one another.” This is total commitment to His cause. A cause that is not worldly and that can change with the change in leadership, for we know that Christ is alive and lives forever, so His leadership will never end, therefore, we can all rest assured that being His disciples and following His commands will ensure that His promises are fulfilled and we will all see the “new heaven and new earth” Rev.21:1 Blessings.

Local Government & the news that matters Local elections are around the corner. Bulletin will henceforth address various issues affecting the residents of the local municipalities in our area: Mopani District Municipality, Greater Tzaneen Municipality, Greater Letaba Municipality, Maruleng Municipality and Ba-Phalaborwa Municipality.

Mopani dismisses former acting CFO The Mopani District Municipality (MDM) has summarily dismissed Ms Khomotjo Lebopa, their former Assistant Director: Expenditure and acting Chief Financial Officer from the employ of the municipality with immediate effect. This is after Lebopa was found guilty during disciplinary proceeding in which she was facing a plethora of charges, amongst others

gross dishonesty and gross negligence. The disciplinary proceedings came after a forensic investigation report uncovered malpractices by senior officials of the MDM. Among other things, Lebopa was found to have acted grossly negligently when she failed to correctly advise the MDM to refund an erroneous deposit of R284 million from the National Treasury. She also failed to disclose her link to a company which was doing

work and paid millions by the MDM. Her husband is a director of the company. Lebopa’s dismissal comes at the backdrop of the dismissal of former municipal manager Tim Maake, who was also dismissed due to related charges emanating from the forensic report. • Maake’s problems and the investigations into alleged fraud, corruption, racketeering and money laundering began in all earnestness in 2013

How the drama unfolded The Mopani District Municipality’s acute management/money misery really started to manifest in about the middle of 2009, when the MDM issued multi-million Rand tenders for the drilling of boreholes and the maintenance of borehole pumps — mainly in the districts of the Greater Tzaneen, Greater Letaba and Greater Giyani municipalities. In 2010 allegations of shoddy work by most of the 49 companies which shared contracts worth R25 million started to surface. To add insult to injury it was also alleged that boreholes were drilled in the wrong places and that low capacity pumps were supplied — this whilst more than a million people in the three municipal areas were suffering from a shortage or non availability of water.

Furthermore official documents showed that more than half of the hundred tenders, ranging in value from R8 000 to R499 000 were issued to a list of beneficiaries packed with local ANC cadres (the Bulletin has a full list of the tenders and companies). The beneficiaries included people like Messrs Desmond Mahasha, Phetole Molapisane and Pharaphare Mothupi. Fingers were also pointed to Mr Joshua Matlou (at the time the executive mayor of the MDM), who was seen as a close ally of then Premier Cassel Mathale and EFF commander-in-chief Julius Malema. A brief summary of how the drama unfolded shows the following (we have a lot more detail from a stack of documents still in our possession):

• In April 2011 an invisible BEE partner entered the scene. Ms Constance Malebati, a Tzaneen-based businesswoman and the sole director of the 30% BEE partner in the Tlong Re Yeng Joint Venture, won a lucrative R220 million water pipeline tender. Numerous attempts to locate the lady at her home in Lenyenye failed. Her sister, Ms Julitha Manthata, was co-director of Selby Construction, along with her brother Selby Manthata ( who was named as a close ally of then Premier Cassel Mathale).What followed

and gained momentum in 2014. On 24 February 2014 an ex parte application for the issue of a subpoena in terms of the criminal procedure act was issued to force Maake “to furnish material or relevant information regarding any alleged crime, to wit the crime(s) of fraud, corruption, racketeering and money laundering”. — Francois Aucamp editor@bulletin.us.com

In our attempts to locate her, we ran into a spider’s web of names, associates, previous employers and companies: Toding Trading Enterprises, Pangasasa Trading, Moreroa Funeral Services, Ringara Funeral Services. Local Government & the news that matters ...continued from page 7 called Tlong Re Yeng Trading & Projects we instead got Selby Construction’s receptionist on the line (more than once); we called Mr Jinpu Stephen Lu (from China), Malebati’s partner in the pipeline venture and he said he had no number for her!; etcetera. • The pipeline tender took several interesting

turns, amongst others a few court cases (even in the Supreme Court of Appeal). Parties who disputed the tender were Cycad Pipeline (R40m cheaper than Tlong Re Yeng’s) and Esorfranki Pipelines (whos tender was R10m cheaper). • In January 2012 we obtained information that the Construction Industry Development Board (CIDB) was investigating the MDM after it failed to give reason why a controversial R200m tender was awarded to an inexperienced but politically connected joint venture. Tim Maake denied it, but the CIDB’s CEO confirmed that Maake refused to reply to questions. • In June 2012 we obtained information about a damning report by the water affairs department, indicating that the MDM had paid out millions of Rand for water projects that were never undertaken or completed. An investigation also showed that some of the companies awarded contracts by the MDM were owned by relatives of Selby Mathata and that Mathata’s wife, Ms Mokgadi Kgohloane was in fact a business partner of

Manthata. Names of companies which did not carry out or properly completed contracts were also named by the department: Jabbeca Trading, A-Leo-Projects, Butuka CC and Delta Safety. • In August 2012 it became known that the MDM was the municipality in Limpopo with the highest amount of unauthorised expenditure (singled out by the Auditor-general). The AG attributed the expenditure to lack of leadership and commitment and said “the result reﬂects an alarming increase in unauthorised, irregular, fruitless and wasteful expenditure”. • In October 2012 we discovered that Selby Construction was awarded a contract valued at almost R72 million, even thought the company had only tendered for R47 million. Maake signed a letter on 12 September to confirm this to Selby. • On 29 January 2015 Maake was suspended after accusations of tender rigging and massive embezzlement of municipal funds. At the same time allegations were ﬂying that Maake had stolen as much as R210 million during his seventeen year tenure as municipal manager. — Francois Aucamp editor@bulletin.us.com

ba’s application for the position of director of water services was submitted on her behalf by one of her former junior staff members and that the documents which were submitted were certified in March 2008. She told the court that “I would never submit certified documents which have expired because I am aware that the documents submitted shouldn’t be older than three months”. Letwaba also pointed out that the last time she saw her qualifications certificates was when she was released on bail. She also testified that these documents were confiscated by the investigating officer. She stated under oath that she did attend the Tshwane University of Technology and that the reason why the institution doesn’t have her name on record might be due to the fact that “TUT was placed under administration and her information might have disappeared then”. She added that she discovered this via the Government Gazette. During the third day of the trial she also denied having ever seen the copy of her own identity document that was shown to her, but later conceded that it was her ID and that she had seen it before. Police in the jurisdiction of the Tzaneen Cluster have locked up 94 culprits for failing to comply with the law during the past week.

Ruan Hanaczeck Kruger, seuns o.14, het vir sewe items gekwalifiseer en sy beste resultaat was: 23ste in die 100 m-borsslag en 25ste in die 200 m-borsslag. Vyf Vossies het vir die Vlak-2 kampioenskappe gekwalifiseer.

Lané Prinsloo, meisies o.14, het vir drie items gekwalifiseer en haar beste resultaat was: 19de in die 50 m-vlinderslag. Deané Toerien, meisies o.15, het vir sewe items gekwalifiseer en het medaljes vir 3de in die 50 m-borsslag, 2de in die 100 m-borsslag en 3de in die 200 m-borsslag verower. Rhyno du Plessis, seuns o.15, het vir ses items gekwalifiseer en sy beste resultaat was 9de in die 50 m-borsslag. Bossie Hanaczeck Kruger, seuns o.16 en o.18, het vir vyf items gekwalifiseer en sy beste resultaat was 7de in die 50 m-vlinderslag. Joshua Varrie, seuns o.16 en o.18 het vir ses items gekwalifiseer en het medaljes vir 3 de in die 100 m-vryslag en 2 de in die 200 m-vryslag verower.

Die Vossie-atlete wat aan die SA’s deelgeneem het, is (voor) Lara Schutte, Carmen Botha en Jolandi van der Merwe, en agter is Emile Kruger, Shaun Mkhawana, Diketso Manyama en James Vorster.

Sewe atlete van die Hoërskool Ben Vorster het aan die SA skole-atletiekbyeenkoms deelgeneem en bo verwagting gepresteer. Jolandi van der Merwe (meisies o.15) het ‘n 15de plek in spiesgooi (30,61 m) behaal; Diketso Manyama (meisies o.17) was 10de in driesprong (10,52 m); Shaun Mkhawana (meiseis o.17) was 4de in die 100 m-hekkies se uitdun en 4de in die 400 m-hekkies se

uitdun. Lara Schutte het ‘n 8ste plek in die 200 m (25,87sek) en ‘n 4de plek in die 400 m (56,02sek) behaal; Carmen Botha het ‘n brons medalje in die 100 m-hekkies (15,30 sek) en ‘n 4de plek in die 400 m-hekkies (63,81sek) behaal. James Vorster (seuns o.15) het ‘n 7de plek in spiesgooi (55,47 m) behaal en Emile Kruger (seuns o.16) ‘n 9de plek in spiesgooi vir seuns o.17 (57,60 m)l.

Jacqui Ryder, Nr 5 ranked SA female squash player, coached a squash clinic in the new Stanford Lake College High Performance Centre — attended by 26 SLC pupils. They found the coaching of great value and SLC will certainly become a new force in squash in the province.

Oud-Vossie presteer Jean-Pierre Prinsloo, ’n oud-leerling van die Hoërskool Ben Vorster het ’n beurs ontvang by die SSE-krieketklub in Pretoria. Hy is ook ’n kontrak vir ses maande deur die Woodhall Spa Cricket Club in Lincolnshire in die VK aangebied, om as oorsese amateur te speel (April tot September). McDonald’s SA launched a new McDonald’s u.14 Schools League format for 2016 and the renewal of a three year sponsorship with the SA Schools Football Association. The new league format will see teams travelling from their province to go play in another province. The new format will be played in Kwa-Zulu Natal (vs Free State) on 30 July, Mpumalanga (vs Limpopo on 13 August), North West (hosting Gauteng on 20 August) and Western Cape (vs Eastern Cape and Northern Cape on 10 September). Stanford’s pride Two athletes from Stanford Lake College participated in the recently held LIMSA championships. Lia Revelas is u.14 but she participated in the u.15 group. Goue status vir Plasiesport Plasiesport het Saterdag tydens hul tagtigjarige feesnaweek ook pure liga-lekkerte teen die Hoërskool Louis Trichardt ervaar. Bykans al die sportspanne het

seëvierend van die veld gestap. Die Plasie-rugbymanne het op die dag genoeg byt gehad om hul teestanders goed die loef af te steek. In ongekende

Wynand Scholtz van Merensky se eerste span duik hier tussen drie verdedigers van Louis Trichardt oor vir een van sy span se handvol drieë.

Oubal sien die afgelope week dat daar erg gewroeg en geween word oor Rassie Erasmus se voorgenome vertrek na Munster in Ierland, maar Oubal sukkel om die kloutjie by die oor te kry. ‘Tja, laat Oubal vanuit die staanspoor sê dat hy die hoogste respek vir Rassie as speler gehad het, in die laat 90’s — hy was voorwaar ‘n voortreﬂike speler. Dis egter wanneer sy lof as afrigter besing word dat Oubal swaar begin kou. By die Vrystaat het hy inderdaad destyds indruk gemaak met een CB wen, asook ‘n gedeelde CB met die BB’e, maar laat ons nie vergeet nie dat sy Cheetahs slegs tiende en elfde in Superrakbie kon eindig. Daarna is Rassie natuurlik OWeePee/Stommerds toe en met meer hulpbronne tot sy beskikking kon hulle in 2012 (sy laaste seisoen daar) die CB wen. In 2010 het sy Stommerds teen die BB in die Superrakbie eindstryd verloor, terwyl hulle in 2011 en 2012 onder sy afrigting darem die halfeindstryde gehaal het. Met sy vertrek uit die Kaap destyds het Rassie gesê hy is vol vertroue dat hy die regte strukture in plek gekry het vir sy opvolger om baie binnekort groter sukses te behaal, waarskynlik bedoelende ‘n Superrakbietitel. Soos ons weet, het dit nie gerealiseer nie, maar Allister Coetzee het min of meer dieselfde sukses gehad — ‘n CB wen in 2014. Die wroegers sê egter nou dat Rassie waai oor Allister bo

Geraas oor Rassie hom as Bokafrigter verkies is. Vra Oubal egter wat hom ‘n beter afrigter maak, word daar verwys na sy innoverende metodes en die feit dat hy sedert 2013 uitstekende werk as SARU se Hoë Prestasie Bestuurder gedoen het. Die probleem wat Oubal met laasgenoemde het, is tweërlei. Eerstens, as ‘n mens kyk na ons nasionale spanne se vertonings oor die laaste paar jaar, is daar van hoë prestasie nie veel sprake nie, hetsy by die Bokke of ons o.20’s. Wat Oubal wel van die spanne waargeneem het, is dieselfde oninspirerende spelpatroon waarvoor die afrigters Heyneke Meyer en Dawie Theron die skuld dra. Die vraag is of die betrokke afrigters daarvoor verantwoordelik was of die Hoë Prestasie Bestuurder. Indien nie laasgenoemde nie, duik die tweede probleem vir Oubal op — waddehel het Rassie dan by SARU gedoen? Oubal is bevrees dit is die vraag waarop niemand vir hom ‘n antwoord kan gee nie en waaroor hy nêrens ‘n verslag van kan kry nie. Oubal skakel nie die moontlikheid uit dat SARU Rassie se werk net baie swak aan die rakbiepubliek

hitte het elke span gefokus op hul spel en met drif hul opponente met amper elke wedstryd op die agtervoet gehou. Die o.14A’s het afgeskop met ‘n pragoorwinning van 31-10. Die o.14B-span het met 51-0 getriomfeer. Die o.15A’s het egter vasgeval en met 29-5 verloor. Daarna het die o.16A-seuns vasberade vir hul 22-14 oorwinning geveg. Die tweede span, die Ratels, het die o.15A’s se verloor gewreek en met 29-5 gewen. Die eerste span van Merensky het die kroon gespan, met ‘n wedstryd wat dalk vir die volgende tagtig jaar onthou sal word. ‘n Stampvol pawiljoen het meegevoer gekyk hoe die Plasie-vyftiental alles in die stryd werp en geskiedenis help skryf. Sewentig minute van meedoënlose aanvalrugby het opgebou tot ‘n goue oorwinning van 66-14. Tagtig punte. Geen toeval vir tagtig jaar van toewyding, tradisie en geesdrif.

Die indrukwekkendste innovasie wat Oubal egter van Rassie gesien het, was toe hy Jacques Nienaber van die Vrystaat af saam Kaap toe geneem het. Dié kombinasie het die OWeePee/Stommerds getransformeer tot die effektiefste, maar terselfdertyd sieldodendste verdedigingspan in die wêreld, wat die onkykbaarste rakbie denkbaar gespeel het. Nou verneem Oubal dat Rassie vir Nienaber van Allister se ondersteuningspan wil afrokkel, om saam te neem Munster toe.
