GTM revaluations
Property owners scrutinise new values Property owners in Tzaneen have until Thursday (4th of May) to object to the revaluation of their properties as per the Greater Tzaneen Municipality’s 2017 Valuation roll. The roll was published on their website and notices were issued to property owners earlier this month in terms of section 49(1) (i) and (ii) of the Municipal Property Rates act 6 of 2004. Some owners were shocked to learn that the value of their properties had been escalated to more than R500 000 of its initial value. The implications of this drastic increase could be catastrophic. The higher the value of your property, the higher your monthly rates. Section 45(2)(a) of the Act states that inspection of properties is optional. This could mean that actual data collected, such as the size or category (zoning) of your property, or even the number or type of fixed structures on that property, may not be accurately recorded. The Act mandates that both land and buildings be valued together for the purposes of
imposing a single Cent amount in the Rand on them. According to Cooperative Governance and Traditional Affairs (COGTA) however, irrespective of how the data is collected, or how the properties are inspected, all data must be accurate, capable of verification and able to withstand scrutiny. COGTA states in its general guidelines on initiating the valuation process (published online in September 2016) that because of the general lack of high quality aerial photographs from which electronic measurements can be taken, it is doubtful whether inspections of properties can be avoided. The practice by some municipalities of valuing and rating land only, or valuing land and buildings separately (based on the old Provincial Ordinances) in order to impose different Cent amounts in the Rand on them, will no longer be applicable in terms of the Act, according to COGTA. Bulletin has seen some valuation letters sent to property
owners which show a drastic increase in the value of said properties, but seems to be determined solely on the size and category of the specific property. It makes no reference to the structures on the property, nor does it identify the municipal valuer who conducted the inspection or on which date it was conducted. Furthermore, the municipality is required to consult their community on a draft rates policy as each municipality determines its own Cent-to-Rand rates. The adopted rates policies then have to be given effect by specifically adopted by-laws. It is alleged that the GTM currently have no promulgated by-laws, which could bring the valuation of a property into dispute. Trench Street, Modjadjiskloof Kiaat Street in Modjadjiskloof is virtually inaccessible by family sedan. This street runs through one of the neighbourhoods in town and connects many families in the area to the schools, the town centre and medical facilities. Roughly five years ago the Greater Letaba Municipality (GLM) dug a trench across the road in order to gain access to a burst water pipe. The burst pipe was replaced but instead of covering the trench adequately and resurfacing that section of the tarmac, the gaping hole was left open. A few shovel loads of gravel was poured into it to allow vehicles to pass over, but the rubble and old piping was left in heaps on the walkway on
either side of the site. A few months later, the municipality again dug a massive hole in the pavement next to the site in order to mend an electrical cable which had blown. Again, the cable was repaired but the site left open and unkempt. In the five years since the repairs, this section of Kiaat Street has gradually deteriorated to the point where currently, even a bakkie struggles to find its way through. Residents in this particular neighbourhood now have to find alternative means to access their homes lest they incur damages to their vehicles. The affected site is mere metres from an intersection and dissects a portion of the en-
trance to a house right opposite the trench. Complaints by the home owner and various members of the community seem to have fallen on deaf ears as the site remains open. A waterleak (which residents have reported on numerous occasions) has been spewing water into the road for more than two years apparently. Upon a recent visit to the site by Bulletin, the water was flowing from a damaged drainage pipe at such a rate that the journalist assumed it could be an underground fountain. A strong stench also lingers in the area which has been cause for concern as residents believe it could be a leaking waste pipe. According to the DA councillor in the
area, Frederick Pohl, the Kiaat Street conditions are regularly reported to the GLM by residents in that area. “The workmanship is shocking,” Pohl said. “Whilst we are thankful that the repairs were done, the reluctance to adequately clean up the site after the fact, is illogical. This sloppy work by the GLM has now birthed other environmental issues and is negatively affecting the aesthetics of this neighbourhood and the town of Modjadjiskloof.” An enquiry into the matter has been sent to the GLM and their response will be published in next week’s edition. — Joe Dreyer joe@bulletin.us.com

Where have they gone? Modjadjiskloof’s public swimming pool is closed to the public and the grounds have not been maintained in many months according to residents. There are also no lifeguards on duty.

at all times and that transport would be provided to them by the GTM, if needed. “They are now the official lifeguards for the Modjadjiskloof public swimming pool as well as the Letaba District,” the article stated. Where are they? Why is the pool closed? Why were these men not approached to fill the vacant position at the GTM’s own swimming bath in Tzaneen instead of hiring the controversial Mr Singh? The astounding neglect of prime assets in the once picturesque Modjadjiskloof seems to be a never-ending process. Property values keep on tumbling and business people are frustrated by the decline in revenue because of poor service delivery, none-existent maintenance and lack of proper communications from their municipality. The Asset Management Policy of local governments states clearly that a municipality is the custodian of any property on its name and derived from ratepayers’ money. In the past month Bulletin has highlighted the failures of the GLM as custodians of several neglected assets in and around Modjadjiskloof. As evidence of the GLM’s reluctance to pay heed to the negative media reports
and the outcries of their community members, we refer to the case of the Municipal Manager’s house at 30 Mabel Street. In February 2014 (three years ago) we ran an article on the neglect of this once prime property. The garden was overgrown with weeds, the entrance to the garage was impenetrable and the interior was stripped of all its electric cables, copper piping, baths and wash basins. A nearby property owner at the time said the erf could be worth something, but the building was not worth repairing. Three years later and nothing has been done about the property. The question remains whether this municipality, like its neighbour the GTM, concerns itself with the mountainous heap of negative publicity it attracts through the press almost daily (which deters investors and exorcises rate payers). What will become of Modjadjiskloof in the years to follow, remains to be seen. Whether there will be any residents left in that town to witness that future is not as mysterious a question. — Joe Dreyer joe@bulletin.us.com

These unconnected properties include the Goue Jare old age home. They still rely on the honey sucker tractor which has to empty out their septic tanks on a daily basis. We followed the tractor on its route to and from the old age home. What we found was shocking. The raw sewerage collected by the tractor team – was dumped into a marsh along the road towards the waterfall. Apparently this is where the old oxidation dams were situated before the new sewerage system was installed. “The guys dump the sewerage here because it is too far for them to drive to the site in Kgapane,” said Pohl. “As the DA, we are obligated under Article 20(3) of the Water and Sanitation act to report the matter to Environmental Affairs. The municipality is breaking the law by not adhering to Article 28 of the Environmental Management Act which states that the municipality has the duty to care about and STAFF VACANCIES report all pollution to the relevant departments. A high-pitched alarm echoes through the property indicating that the pumps are not operational. “Can you imagine living in this house? You have the stench of raw sewerage to deal with and then this deafening alarm to accompany it!” The alarm will only stop chiming once the fault it is reporting, is rectified and the pump resumes operation. We walked to the pump house and it was clear that nobody had entered through its doors in many months. “The sewerage problem here will possibly be solved once this pump starts working again,” said Pohl. “Again, this has been reported but no action has been taken by the municipal-

Another bone of contention between the residents of Modjadjiskloof and the GLM, is the state of the sewerage works in parts of that town. In one instance a homeowner has complained about raw sewerage running into his yard and causing a stench so rancid, he and his family struggle to live there. Bulletin visited the property of the said homeowner last week. We were accompanied by the DA councillor in that municipality, Mr Frederick Pohl. Upon arrival at the property we noticed a stream of sewerage running out of a clogged manhole in an open park between two homes in that neighbourhood. The stench was sickening. “This water runs constantly from this manhole, down the stream and straight into this family’s yard,” explained Pohl.

Rev Ron Reiners Anglican Church Greetings in the Name of Christ! “It is time” this was the theme for the call to prayer for our country, last Saturday and people heeded it they turned up in their thousands in Bloemfontein (approx.1.5 million, I heard but it could have been more). In other parts of the country people got together to pray as well. What an amazing witness to a call of a simple farmer? Many think that Angus is after some sort of fame and fortune and decry his efforts. I feel that if anyone else was brave enough to stand up and be counted the same effect would have been witnessed. I believe that Angus is obeying his calling from God, just as many church leaders try to obey their calling. I did not go to Bloemfontein but joined in with those praying here in Tzaneen. Although not many turned up (about 300 at Unicorn and 120 at Letsitele) those present prayed in earnest. As Christians we believe in the promise of God that “If My people humble themselves before me I will heal their land” What is needed now is faith, faith in this promise, but we must not just sit back and wait, we must continue to pray and believe. When the time comes as I know it will we must once again come together en-mass and give thanks to God. Reading through the scriptures one will find that no evil power has ever survived the power of prayer. Corrupt Kings and rulers were overthrown and new leaders came into power. If these rulers humbled themselves their people enjoyed the grace of God. I strongly believe that a change for the better is on its way for South Africa as many people are tired of being ruled by those who only have their own interests at heart. We need to pray urgently for these people to have a change of heart and become true servants of those who put them into power. To be in power is an honour and not a right, as those who elected the leaders put their trust in them. Unfortunately, it seems that this power has gone to their heads and they are of the opinion that they can do what they like. This happens in one’s spiritual life as well as when we disregard our main purpose and that is to serve God. Many a time we concentrate on the world and its affairs and ignore our duty to God. Repentance is the key to right all evils. However, we must believe that we are forgiven and try not to fall into sin again. Believe in God and His promises and be humble before Him. Blessings.

The first ever Junior Singles Bowls Championship in the area was won by Elmon Lebea in a nail biting final on Saturday at the Duiwelskloof Bowling Club. It was the first time in the club’s 78 year existence that such a tournament was held. In total, six entries were received which formed two sections of three players each. The win-
ners of each section made it to the final later that afternoon which culminated in Elmon Lebea and Thoriso Terwey facing off for the title. The pair were tied on 10 points each in the penultimate 14th end when Lebea managed to secure three shots in the final end to win the first ever Junior Singles Championship by 13 points to 10.

Noko competes at SA’s Merensky speedster Noko Malatji is well known around the Letaba district as arguably the fastest man over 110m hurdles. He is also a formidable middle distance sprinter and a force to be reckoned with over 100m sprint. During the recent school holidays, Noko and his family travelled to Greenpoint in Cape Town where he represented his province at the Youth and Junior Track and Field Championships held between 7 and 8 April. During this meeting Noko (17) faced tough competition from the cream of South African Schools athletes and had the opportunity to be noticed by scouts from all across the country. Although the difference in altitude between Cape Town and Tzaneen was significant, it still did not prevent the young Tzaneen sprinter prodigy from reaching the semi-finals in the 100m sprint event. “The conditions were not really favourable, but still, I am very happy with my performance,” said Noko. He ran his personal best time in the 100m event and crossed the line in 11.12 which was just off the qualifying time for the finals. In his favoured event, the 110m hurdles, Noko also recorded his personal best of 14.91. Although he never ran in the 200m event at the Nationals, his personal best of 21.17 is still a remarkable time for a high school kid from the Limpopo province.

The Clean, the Dirty and the Dashy Getting down and dirty was taken quite literally this past weekend when more than 300 locals braved the chilly weather and mist atop Georges Valley in aid of Tzaneen Care Group. The Dirt Dash was born on Saturday, 22nd of April, and if the outcome and resulting positive reports are to be believed, this event is set to become one of the highlights on the local events calendar for years to come. Fifty teams of six entered for the inaugural event which was a challenging obstacle course set out over the picturesque terrain at Magoebaskloof Adventures just off the R528 towards Haenertsburg. The event was described by those who completed it as challenging in a way that military boot camp combined with a grade school sand pit mud fight would be to a group of teenagers. “It was so much fun,” explained an out of breath Tamryn Lancefield, a member of team “Partners in Grime” after completion of the race. “I would challenge everyone to enter a team next year, the obstacles are challenging and you do get tired, but when you cross the finish line, you actually wish it wasn’t over.” Proceeds from the race went towards keeping the Tzaneen Care Group in operation and to purchase medical supplies which will be utilized by the group. Tzaneen Care Group consists of a group of volunteers who care and attend to the needs of predominantly cancer patients. The group was founded in 1989 when the need arose for volunteers who were prepared to help care for cancer patients, especially the terminally ill.
