Mo(smelly’s)kloof “The smoke was so bad in my home that we could not breathe.” This was one of the complaints over social media this week following the illegal burning of refuse at what is supposed to be a solid waste transfer station in Modjadjiskloof. According to the GLM spokesperson, the municipality in Modjadjiskloof were not aware of the burning of the refuse. They agreed that it was illegal, but that the culprits were unknown to them. The transfer station has since been labelled a “drop off point” by officials. This comes after the Modjadjiskloof landfill site was allegedly decommissioned a few years ago, because it contravened various environmental laws and was declared not fit for the purpose of waste management. The municipality was ordered to clean up its act. In the interim, the site was closed and a
temporary transfer station demarcated next to it. The refuse is supposed to be transported to the landfill site in Tzaneen, daily. One official stated that the rubbish is allegedly removed only once a week because apparently there is not enough waste to warrant the costs of daily transport. The transfer station, or drop off point, is also in contravention of the environmental Waste Act 59 0f 2008. According to the act a solid waste transfer station is a temporary facility meant for keeping waste before it gets transferred to the disposal or processing facility. The facility receives waste from collection vehicles and waste is dumped into static compactors, then re-compacted into compaction containers or floor trailers. The Waste Act outlines certain prerequisites in the construction of a transfer station which includes a solid concrete floor on which the

waste bins should be placed. In Modjadjiskloof the site has no floor, and the waste can seep into the soil, impacting negatively on the environment. A new landfill site has been earmarked for development. The problem is that the site is 40 kilometres out of town in Mapale. This provides another challenge as the GLM will have to fit the fuel bill for its waste disposal trucks to travel that distance daily. “In my mind it makes more sense for the GLM to transport the waste to Tzaneen which is only 15 kilometres away,” said one resident. “Perhaps the GLM opted to let the rubbish pile up in our town because of having to pay to drop the waste at Tzaneen?” Bulletin learnt that the decommissioned landfill site has in the meantime been adequetly restored. which burnt for two nights consecutively, and how did the culprits gain access to the site if it has proper access control and security? In stark contrast, Tzaneen’s landfill site has received clean audits from inspectors every year. The GTM’s site is managed like a military camp with all structures in place and all regulations and bylaws followed strictly by the book. The site is responsible for the creation of jobs, sub-contracts a very successful recycling operation and has proper access control. Visitors to Tzaneen’s landfill site cannot gain access unless they declare the waste they are disposing there. “If Tzaneen is proof of what can be done when the right individuals are placed into the right positions, and allocated funds are properly utilized, then what does Modjadjiskloof provide evidence of?” — Joe Dreyer joe@bulletin.us.com

Another Turner attacked James Turner from FoodZone was attacked at his home in the village of Haenertsburg on Friday evening. He drove his car into his garage at about 19:00. As he was about to open his back door he was overpowered, hit hard on his head a few times, kicked in the ribs and hit on the back. He was blindfolded and his hands were tied with a scarf. The two criminals demanded money and spoke Sepedi in the local dialect. James had some R350 in his pocket and a cellphone which they took. His godson, Gert, was watching TV in the living room. When Gert
heard the commotion coming from the kitchen, he jumped up and ran out the front door. Gert headed for the back door and slammed the security door shut. This action probably saved James’s life as the criminals fled at the sound of the slamming of the security door. Gert bolted towards a neighbour asking for help. The neighbour told him to seek help at the pub. He ran down to the pub and the manhunt began some 45 minutes later. They had also taken James’s two-way radio but James found it a short while later in his garden.
Despite a massive search that involved the community neighbourhood watch as well as trackers and dog units from Tzaneen, the criminals were not found. Fortunately James has no serious injuries but his entire body is sore from the vicious beatings and kicks he received. This well respected member of the community, always ready to help others, was still visibly shocked the next day. This attack comes shortly after the brutal murder of James’s cousin, Oki Turner, on his smallholding outside the village.

faint meow but couldn’t locate the feline. Several locals, including Craig Adendorff, got involved. First Ian Coad was called as his father-in-law, Dennis Thompson, owns the plantation. Dennis gave permission for the pine tree to be cut down as no amount of coaxing could get Milo down. Courtney from the Warriors was called in to climb the tree. When Milo saw him coming he scrambled up to the top of the tree making it unsafe for Courtney to follow. By then it was getting dark. They left food at the bottom of the tree. Although Milo was starving, he didn’t come down as his terror was greater than his hunger. The next morning Ian together with his worker Jan and the rest of the team used a TLB to slowly let the pine tree fall. As it was about to hit the ground Milo jumped off the tree and ran. Fortunately he ran home. He has drunk a lot of water and his dehydration, exhaustion and terror will soon be but a memory. R71 tantrums flare up SANRAL has thrown their hands in the air regarding the R71 hawkers who continue to plague their national road. This after Bulletin’s reports on the problem the last few weeks. Following our first article highlighting the illegal activity of hawking next to the R71, SANRAL officials arrived on the scene and issued 14-day notices to vacate the
area to the traders. A month has since past and the traders have not paid any heed to the notices. They are still trading next to the R71 without fear of prosecution. Local motorists are still supporting them by purchasing their goods despite the many ‘no-stopping’ signs planted at these points. In recent weeks since
highlighting the problem, the number of traders seems to have multiplied. Earlier this week Bulletin met with the spokesperson of the Greater Tzaneen Municipality, Neville Ndlala, who stood by his statement that the hawkers are not the GTM’s problem. “I don’t know what else to tell

you, because the GTM cannot interfere in the matter of national roads. I don’t want to use the term racist, but it appears as though you are targeting only black businesses,” he said. “Why do you continue to hammer on the issue when I have made it clear to you that it is not our problem?” Ndlala argued that the comment Bulletin received from the Limpopo Provincial Traffic chief, Victor Khumalo, on the R71 matter, cannot be seen as an official stance of that department as Khumalo is not the provincial spokesperson for Limpopo Traffic. Protocol dictates that journalists speak to official spokespersons when following up on stories. “You also do not identify yourself as a journalist when you speak to municipal workers on the street. That is not ethical behaviour for a media person.” We asked SANRAL how it was possible that despite their legislation being blatantly disobeyed, and despite their notices to vacate being ignored, nothing in the way of prosecution is being done to solve the problem. Their response was frustrating to say the least, and offers very little in the form of a solution. “We are trying our best to keep our road reserve safe for the travelling public. The challenge we are

facing here is that there is a huge resistance from illegal hawkers not to trade within the road reserve. Even after we issue those letters/ notices to vacate the road, we get ignored or even accused of being insensitive to their plight. We do not have a law enforcement unit like the municipality so it becomes difficult to forcefully remove them. The last resort we have is the legal route.” What “legal route” would they take if they clearly possess very little authority to enforce the safety of the routes they manage. We replied to their response and will publish a follow up in our next edition. In the meantime we have tried in vain to contact the Limpopo Traffic spokesperson, Joshua Kwapa, for an “official” comment from that department as per the required protocol. Frustratingly, he was not available after numerous attempts on his personal cell phone number at the time of our deadline. In the meantime, the R71 remains a hot potato in the mouths of officials and citizens alike. The situation will remain unresolved until the trinity mentioned, can find a way to work together and solve the matter for the safety of the road users all three of them claim to care for. — Joe Dreyer joe@bulletin.us.com

Hilda will have her dance
Gangrene robbed Hilda Louw of her left leg and now threatens her right. This week however, the amputee received a new wheelchair courtesy of Tzaneen Care Group with the help of the Haenertsburg Rotary Club. The chair, which arrived on a container from Canada, was donated to the Tzaneen Care organization who in turn identified Hilda as a person in desperate need of assistance. Tears rolled down her cheeks on Wednesday morning when Tracy Leppan, a friend of Rotary, delivered the new set of wheels personally. “Oh Jesus truly does care for his children! Thank you, thank you, thank you,” exclaimed Hilda upon receiving her chair. “Oh this is a wonderful gift, I absolutely love it!” As a former employee at Macadamia Retirement Village, Hilda is very well known to the Tzaneen community for the care and love she provided to the elderly. In September 2016 she lost her leg because of gangrene brought about by her diabetes. She has since embarked on her own fundraiser for
a prosthesis which costs in the region of R1,2 million. It has been a struggle as she will first need a temporary prosthesis which prices R100 000 before acquiring a permanent one. Raising so much money is not easy, especially in light of the many other needy individuals who have already made the list of beneficiaries from many of the big businesses in the country. On the 28th of July she will be hosting a dance party in aid of her prosthesis. The headline act on the evening will be Pieter Kotze who will provide some live entertainment. Details of this event can be found on page 6 of this edition. “I am going to open the dancefloor with a dance with you,” she said to me as she smiled through the tears. “You will have to stand on my feet so I can teach you, I’m a very good dancer.” — Joe Dreyer joe@bulletin.us.com
Perfect past, perfect present How perfect can a toasted sandwich and a cup of piping hot cappuccino really be? Ned Herv Kerk Letsitele Met die Tzaneendam wat nou vergroot word, laat dit my dink aan die storie wat John Maxwell in sy boek Your Attitude vertel het. Dit is van ’n klein dorpie langs die Mainrivier in Duitsland wat geteiken is vir ’n hidro-elektriese installasie. Dit het beteken ’n dam moes oor die rivier gebou word. Die dorpie sou mettertyd onder die dam se water verdwyn. Met die aankondiging van die projek is die dorpsmense ’n aantal maande tyd gegee om hulle sake te reël en hulle te hervestig. Gedurende daardie maande het ’n merkwaardige verandering in die dorpie ingetree. Alle verbeteringe in die dorp is gestaak. Nêrens is meer geverf nie. Geen opknapwerk is aan geboue, paaie of sypaadjies gemaak nie. Geen nuwe geboue is begin nie. Tuine is nie versorg nie. Dag na dag het die dorp meer en meer verval. Lank voor die water die dorpie bereik het, het die dorpie reeds verlate gelyk, al het die mense nog nie weggetrek nie. John Maxwell eindig sy storie so: “When there is no faith in the future, there is no power in the present. That town was cursed with hopelessness because it had no future.” Paulus gebruik hierdie sterk hoop wat gegrond is op ’n beter toekomsverwagting, in sy brief aan die Romeine: “Ek is daarvan oortuig dat die lyding wat ons nou moet verduur, nie opweeg teen die heerlikheid wat God vir ons in die toekoms sal laat aanbreek nie…Ons is immers gered, en ons het nou hierdie hoop…” (Romeine 8:18 & 24). As ons hoop vasgevang is tussen die sigbare horisonne in hierdie lewe, verloor ons die krag en lus om te leef. Maar, as ons hoop in God gevestig is, wat Hy vir ons doen en gee en die ewige heerlikheid wat Hy vir ons voorberei , skep ons nuwe moed en ons kry krag om hier en nou te leef!

Recycling the pr blems of the past
With the current joblessness figures pointing to an increase in the unemployment rate of the country, one company has found a way to make a difference. Protonka Recycling, has taken hands with the GTM’s Tzaneen Landfill site and launched a very successful recycling operation there. For the past three years, Mike Zervogiannis and his father-in-law, Hannes Hartman, have done their bit to ensure a cleaner, healthier environment for all. Protonka Recycling moves in excess of 160 tonnes of plastics, papers, metal and glass per month to facilities in Gauteng. As official
agents for Neopak (Nampak), the massive amounts of recyclables supplied by Protonka, ensures the manufacturing of recycled products such as plastic bags, polystyrene containers and cardboard boxes. They have managed to integrate their operation with a job creation initiative. It involves the use of sub-contractors from the surrounding community who collect the various recyclables from the landfill site to generate a weekly income based on a rate per weight scale. Thus far, more than 40 of these sub-contrac-

tors report to them daily. Protonka Recycling supplies the workers with proper safety wear, regulation refuse collection bags, and transport to the weigh station. Every morning the workers arrive on site and start sifting through the site in search of plastics, glass and metals which they place into the large bags. Every afternoon a Protonka truck collects the workers and their day’s haul and transports them to

the weigh station. At the scales each bag is weighed and recorded before being sorted into demarcated cages for compacting and collection. The sub-contractors receive their payment according to the weight of the materials they collected, on a weekly basis. As encouragement, Protonka Recycling runs monthly incentive bonuses. These include prizes such as flat screen television sets and R2 000 clothing vouchers to the one who collected the most material in that specific month. DA cleans up Lenyenye school’s act
As part of the Youth Day celebrations, the Democratic Alliance of Greater Tzaneen Municipality and in particular Ward 31, Lenyenye, undertook a school clean-up campaign in the area. Two Primary schools in Lenyenye were targeted namely Kgahara Primary and Punch Maponya Primary schools. Both of these schools are used as community centres for the elderly where physical exercise and knitting classes are attended after hours. Boys utilise the grounds for sports activities. Due to a lack of resources and funding from the Department of Education these schools were being neglected and the local branch of the DA decided to give a helping hand to overwhelmed teachers and parents alike. Grass has being growing unchecked and the school fence was so overgrown that no one could see through the fence from either side. Bottles and rubbish were
dumped in the tall grass making it a health hazard for children playing there. Members from the community, local business, DA members and DA councillors from Tzaneen helped with the clean-up and as a result the pupils of these two schools will now, for the next few months at least, have better and safer conditions to learn in and grow. Police are also now in a better position to patrol the area and apprehend criminal elements that used the area as a hideout. The DA feels that this situation is unacceptable and will write to the Department of Education to request that funds be made available towards schools for maintenance. The current government is failing the youth in this regard as they are deprived of proper school facilities in order to obtain proper skills. This will result in them being added to the huge number of unemployed youths in Limpopo.

R100 for a Batho Pele roadworthy pass A Tzaneen man was shocked when a vehicle he had purchased from a dealership in town, failed its roadworthy test because of worn wiper blades. David*, bought his pre-owned light delivery vehicle from reputable dealers, Hyundai in Tzaneen on the 20th of May this year. The following week he reported at the Batho Pele testing station for the roadworthy inspection. “They failed my car because of worn wiper blades, a faulty handbrake and a control arm,” he said. According to Hyundai Tzaneen Dealer Principal, Madelein Venter, the onus lies with the buyer of a pre-owned vehicle to ensure it passes a roadworthy exam before the dealership hands him the vehicle documentation. “When you pay cash for a vehicle, passing a road-worthy exam is not our responsibility and the client needs to make sure the vehicle is passed,” she explained. “If the vehicle is not in order, it will not pass that inspection.”
He said that when he arrived at Batho Pele, the official who helped me complained to him that I was being cheeky and refused to pay to have the vehicle pass the inspection,” explained David. “I decided that I will not leave the matter here and that is why I want the corruption at that station exposed.” Bulletin tried to contact the Batho Pele Testing Station to speak with the officials mentioned by David, but we were unable to reach them on an engaged landline number. We have been provided with the names of the two officers and will continue to try and contact their superiors to have the matter resolved. David said that a female official who conducted the inspection then took him one side and said that unless he paid her and a colleague at the station, a R100 each, the vehicle would not pass the examination. “I told her that if she cannot provide me with an invoice for the money, I was not going to pay. She became quite pushy and said that if I don’t make a plan then unfortunately she would have to fail the vehicle.” After a lengthy debate, David took his vehicle and returned to Tzaneen. He purchased the spare parts needed to rectify the faults on the vehicle and returned to Hyundai where he explained the matter to the salesman who had sold him the car. The salesman then offered to take the vehicle to the testing station and have the matter resolved. “The guy came back with the roadworthy certificate and concluded my paperwork.

Kloof community gravely concerned Modjadjiskloof’s residents have lost all trust in their municipality’s managerial decision making skills. This is the word around town following a meeting that was hastily called by the GLM on Wednesday evening. It was held in the town’s badminton hall. The topic of discussion? The much debated cemetery. The official announcement read “notice of community consultation meeting” and through it, the GLM invited its residents to attend. The municipality said that the mass meeting was to discuss the arrangements of the cemetery. The notice offered no further explanation. In recent years, the Modjadjiskloof cemetery has been a hot topic as residents fought for the GLM to keep the site maintained and up the security to prevent vandals from robbing graves and destroying tombstones. Now, the community is infuriated because the GLM allegedly approved R300 000 for the upgrading of the road that leads past the cemetery towards the equally contentious
waterfall picnic area. Why would the residents be up in arms over an obvious improvement? Because at the meeting on Wednesday evening it apparently became very clear that the upgrade had an ulterior motive. “Kgapane’s cemetery is full and they now need to find alternative space to bury their dead,” said DA Councillor, Frederick Pohl. “The GLM has clearly held this meeting as an eye-blind to the decision they already took to use our cemetery for funerals for Kgapane residents. It is absurd because there is enough space around Kgapane to build a new cemetery.” An attendee at the meeting said that Pohl was silenced because of his objections that night. He had allegedly asked a few questions which the municipal officials completely ignored. Questions such as whether an impact assessment had been conducted and how long the GLM had known of the space problem at Kgapane. “A public participation meeting is not supposed to be a one-sided affair,” Pohl said. “It is meant as a means to gather input from the community and come to a collective agreement on topics such as this. It is unfair that the municipality make decisions which impact directly on the living conditions of its residents, without prior consultation as dictated by protocol.” Though the Modjadjiskloof site is earmarked to be used as a temporary measure, no answer was given to the community as to exactly how long the site will stand in for Kgapane. The question of how many burials would be conducted there in a month was met with the answer, “we don’t know that because how can you tell how many people will die in a month?” The meeting deviated off topic when one community member accused the Modjadjiskloof residents’ unhappiness of being based on race, not feasibility. The community will now have to be satisfied in the knowledge that their objections have again fallen on deaf ears and that they will have to be content in living with the municipality’s decisions. “I find it strange that a meeting such as this can be arranged so quickly, but we complain for months on end, literally every day, to have a meeting to solve the electricity, sewerage and water problems in our town. Where are the priorities?” asked a prominent businessman and homeowner. Young cricket talent identified There were a few smiles on the faces of young local cricketers this week when they had the opportunity to mingle with a couple of national sporting heroes. The Ben Vorster Cricket Academy hosted a cricket development clinic for primary and high school players at their grounds over the weekend. Rassie van der Dussen of the Bizhub Lions and Eldred Hawken of the Titans joined Chris Cardoso, Head
Coach of Sport School of Excellence Cricket Institute’s, in the nets to refine the skills of the local cricketers in preparation of the coming season. “It was a very good experience as all three of us are from the area and we have a massive interest there,” said Cardoso after the clinic. “The talent there is unbelievable. What we saw last week is very promising and we have identified a few youngsters whom we will try and grab after school to develop into the future stars of the game.” One such youngster was the Laerskool Tza-
neen Primary rising star, 12-year old Elandri Janse van Rensburg who brought home the gold in the girls u/13 javelin event at the South African Nationals in April. “Apart from Elandri, who is an absolute amazing cricketer, we have identified a number of other cricketers who blew us away with their talent. 47th Wolkberg a resounding success It was a momentous occasion this weekend when the bowlers took to the greens at the Duiwelskloof bowls club for the 47th annual Wolkberg Tournament. A total of 28 teams of fours entered the tournament in the hopes of taking home a share of the R21 000 prize money. It was a fierce two-day battle and in the end it would be the team of Tony Crofford, Billy Hobson, Lynn Crofford and Sandy Dreyer who lifted the cup, and the R10 000 first place prize money. In second spot was the foursome of Fanie Otto, Ben Groenewald, Loureth Otto, and Annemarie van der Merwe who walked off with R5 000 prize money. Third place was awarded to a well-deserved group of Greens Giants from the Trophy Motors team, Gareth Lambert, Annemarie Calitz, Gary Blakemore and Aggie Ascenco. The Plate winners prize of R3 000 went to Nico and Jonel Hudson, Robbie and Nellie Pretorius with the team of William Cliengen, Carine and Frans Chadwick and Peet Jordan hot on their heels in second position. Rex and Lesley Goulding and Hennie and Antionette Botha occupied third place. Bowls is a game of dexterity and above all else, light-hearted competition. In the spirit of the tournament, it was Freek Stroop, Jo-
han Benade, Rosemary Atherstone and Gert Britz who settled for the esteemed accolades of Stone Last and Carrot Winners. There was a raffle for a hamper on the day which was won by Don Johnstone and an ATKV Eiland prize which was grabbed by Gareth Lambert. The Mowana Game Farm Prize was won by Carine Chadwick and the Bar Ticket Draw was won by Hendrik van der Linden. The Spider went to Suzette Johnstone. “On behalf of the Committee and members of Duiwelskloof Bowls Club, we would like to express special thanks to our valued sponsors who, without their support and effort, our annual Wolkberg tournament would not be possible,” expressed Leon de Wet of the club. “Our Prize Sponsors were as follows: 1st Prize Sponsor – Gert Britz/Freek Stroop and Associates of Old Mutual/Marriot, 2nd Prize Sponsor – Bret Schulman of Mooketsi Transport, 3rd Prize Sponsor – Jon Hyde of Trophy Toyota Motors. Dag 1 van die toernooi het afgeskop met ‘n nederlaag vir die Limpopo-seuns toe hulle met 5 doele teenoor een teen die span van Noord-Kaap verloor het. Die dogters het ‘n redelike maklike 2-1 oorwinning teen Amathole aangeteken en gelykop gespeel toe hulle teen Noord Vrystaat te staan kom. Die seuns het hulle openingsdag afgesluit met ‘n een-doel nederlaag teen Mpumalanga in ‘n strawwe stryd wat 1-2 geindig het. Ten spyte van ‘n
