Crippling timber theft This is the plight of all major players in the local timber industry on an almost daily basis. The destruction of hectares of gum trees in their plantations by arrogant timber thieves.
The impact of timber theft in the Mopani District has reached dangerous levels as plantations reported an estimated loss of more than R450 000 just this week. Security companies successfully intercepted the culprits and prevented the stolen timber from leaving the plantation, but the damage had already been done. The trees were removed and the compartment will have to be felled and replanted at cost to the plantation owner. In some cases entire blocks of the plantation are destroyed by these
criminals who harvest the 4 to 6-year old trees, many years before they reach their optimum age of between 9 and 12 years. The poles are resold in the informal settlements for between R30 and R60 per pole. “Every time one of these poles is sold, it costs the formal timber industry around R336 in revenue,” said one of the plantation owners who requested anonymity. “To make matters worse, the thieves paint the poles with black stain to pass them for
treated poles. They even mark these poles with fake gangnail plates to trick their buyers into believing the poles are from the established timber yards in the area.” But the problem runs deeper than just a few individuals entering the plantations with their bakkies to harvest a few trees at midnight. Information has come to light which point to well-organized syndicates targeting estates in the area. They have even set up a timber yard in Giyani where these stolen trees are processed and redistributed to be sold by informal traders. Trucks which are used to transport the timber off the plantations allegedly belong to one Zimbabwean individual specifically.

It is with all of the above taken into account that frustrated plantation owners and farmers have joined hands to try and combat the escalating situation. The Tzaneen Timber Theft Forum (TTTF) was established a month ago. It’s members include all the big names in the timber industry from the region as far as Soekmekaar and various other role players together with Canine Security, the Haenertsburg community, Haenertsburg SAPS and the Justice Department. “The aim of the forum is to improve communication between all our role players so that we can educate one another and offer assistance to each other with regards to preventing and prosecuting these crimes. With the justice system on board we might finally be able to educate the local prosecutors on the seriousness of timber theft. We are push-
ing for the registration of a specific criminal charge for timber theft which will differentiate it from its current allocation under ‘theft common’ at the charge office. If we can accomplish this, we will have accurate statistics to highlight the seriousness of this crime and perhaps these criminals will then receive jail time.” If timber theft is not immediately addressed in a more serious light by the authorities, it is estimated that workers in the industry will have to be laid off within the next three to five years. This will further up the unemployment rate, collapse the local economy and result in a significant increase in crime in the district. “Destroy the breadbasket and you destroy your opposition…” - Mengistu Haile Mariam, former Ethiopian dictator. — Joe Dreyer joe@bulletin.us.com

GTM: RAL must fix Agatha Greater Tzaneen Municipality denies any responsibility for the maintaining of the Agatha Road which runs from Flora Park up to Coach House. According to Neville Ndlala, spokesperson for the GTM, Agatha is a provincial road and is therefore the responsibility of the Roads Agency Limpopo (RAL). As with many other matters related to poor maintenance and service delivery failures, the GTM shifted the blame to an outside contractor despite the fact that the road runs through their jurisdiction, and negatively impacts on the wellbeing of their citizens. We sent a lengthy media enquiry to Ndlala. We asked him six direct questions relating to the processes of reporting maintenance issues to RAL and whether the GTM might feel obligated to take care of their own citizens by maintaining the portion of this road which runs through their municipality. He responded by not addressing any of the questions directly and offered a generic re-
sponse instead. “In the interest of intergovernmental relations, the GTM advices that these questions be sent to the agency responsible for that road. They will be in the position to effectively clarify you on all these issues that you have raised. We are guided by legislation and regulations that clearly the role of each stakeholder in government and we respect the law and each stakeholder’s legislative responsibility,” Ndlala said. Bulletin did in fact send the very same (albeit more detailed) enquiry to RAL. In this enquiry we asked 10 direct questions focussing on their lack of maintenance along this road over a period of five years. We asked them why they had not made any effort whatsoever to maintain or repair their road. We also wanted to know the details of their relationship with the GTM and how this relationship affected service delivery. Furthermore, we wanted to know what would the
Follow up
legal implications be should someone drive their car into one of the giant sinkholes down Agatha. RAL’s response from their chief communications officer, Maropeng Manyathela, was equally disturbing. “With reference to your enquiry below, RAL is doing its best, within its means, to prioritise fixing the road in question. We will update you on progress.” What does that mean? Surely RAL’s “best” is not good enough considering that after five years, three deaths and weekly media exposés nothing has yet been done to solve the problem. In fact the problem is escalating. The road may not be their problem, but it runs through their town and past the homes and businesses of their ratepayers. Surely the GTM can at the very least place pressure on RAL to fix their roads. — Joe Dreyer joe@bulletin.us.com
Where is the R200 000 grader? The GTM recently published their Integrated Development Plan for the period 2017-2022 and it bears a remarkable similarity to the same document published in 2012. In fact it would seem that the author literally employed the “copy/paste” method while compiling it and completely forgot to rectify the grammatical errors made in the original copy. What drew our attention specifically was the mentioning of “one old grader that needs to be maintained and R200 000 is needed for its refurbishment” on page 57 of the 2012 document, and the exact same sentence repeated five years later on page 90 of the 2017 version. The grader was filed under the sub-heading ‘Road and Storm water Challenges’. The very next sentence in both documents under the same sub-heading states the following: “The municipality is sometimes forced to maintain roads which need to be attended to by the Department of Roads and Transport as they take too long to maintain them. This has a negative effect on our pro-
gramme and budget.” We find this interesting as the GTM has refused to intervene in any matter related to a road outside of its jurisdiction and have rushed to shift blame onto RAL or SANRAL every time. Which roads are they referring to? Because their own roads in Tzaneen town have not even been properly maintained. The next section of the document following this list of “challenges” is the sub-section “Solutions for Challenges”. Here too, the 2017 author chose to copy and paste (verbatim) the words of the 2012 document. Fascinating is that in 2012 they offered the “Development of a road master plan estimated at R3 million” as a solution that would “assist in terms of prioritisation of roads.” Jump ahead five years to 2017 and we find the very same solution listed in the same slot – only this year the GTM said they only need R1,5 million. According to government’s IDP guide for local government, all municipalities in South Africa have to use “integrated development
planning” as a method to plan future development in their areas. The guide claims that an IDP “helps to speed up service delivery” and “helps to overcome the legacy of apartheid” through the active participation of all important stakeholders. What happened to the grader and why does it still need to be refurbished at the very same cost as five years ago? Was any money paid over for the refurbishment and if so, to whom? Why has a road master plan not been implemented and used to prioritize the pothole-ridden streets around Tzaneen’s suburbs? More importantly, why does it seem as though the GTM keeps publishing the same document every year, without any real drive to bring about change in their district? We have sent these questions to Neville Ndlala for comment and will publish his feedback next week. — Joe Dreyer joe@bulletin.us.com

GPF is dadelik ontbied. Daar was bloed orals. “Dit was so regte ‘skoro-skoro’ bakkie wat daar by ons stop,” verduidelik Smit.
— Joe Dreyer

Haenertsburgers to fix Glenshiel
g f drinkin source o . n re d The only il h all 87 c water for
The old farmhouse with newer classrooms to the right. The smoke from the kitchen pours out and gets into the rest of the building through the many crevices.
Haenertsburger Marion de Jonge, potter and mosaic artist, decided to donate pottery items to the 87 children, aged 6-11, at a small rural school called Glenshiel Primary School about two months ago. The school is for farm labourers’ children and most of the parents are unemployed. The Limpopo Province is one of the poorest in South Africa. Glenshiel Primary School is some 5kms from the village towards Tzaneen. The 80-year-old farmhouse, converted into the school, is tucked away in a valley just off the R71. Marion was shocked to the core on her arrival. She could hear children coughing constantly. She smelt the overpowering smoke. Then she saw the smoke curling out of the primitive kitchen into every crevice within the dilapidated old farmhouse. Then she saw the children’s burning eyes. The other four classrooms (on the right of the main building) are better protected from the smoke. So the project to restore the health and dignity of the children and teachers began. Mar-
ion believes children need a secure building where they can learn without any health risks. Children also need to play in a colourful child friendly garden. Marion roped in her equally creative and practical husband Eric de Jonge. They’ve split the project into four phases and have completed phase one to restore the jungle gym sponsored by Appleby College from Canada. Eric fixed the broken parts, put in new nuts and bolts and then finally added bright colours. The overgrown and unkempt garden was tackled at the same time. All was completed by the time the children returned from their July holidays. Their delight at a working playground was immeasurable. Eric made a basket, kind of like a netball basket converted into a dustbin. He taught the children to throw the litter from around the school into this net, making a game out of it but teaching them a valuable lesson in environmental care. The other three phases are being tackled
as and when funding, sponsorship and expertise becomes available. Phase two is the kitchen. Cooking is at present done on the floor, with a missing back wall and unhygienic conditions. The plastic plates are to be replaced with steel plates within the next few weeks. Government gives R3 a day per child for food. This constitutes one nutritious meal a day. The couple want to install a maintenance free wood-fired Joco Justa Oven. They’ve approached “Engineers without Borders” in Austria for technical expertise. The third phase is to replace the nine long drops, of which only four are functional, with decent toilets. They need nine toilets, toilet seats, new lockable doors, and an extended corrugated iron roof that will also house washbasins with running water. The Greater Tzaneen Municipality has been approached on numerous occasions to address the absence of water at the school but all requests have fallen on deaf ears. The de Jonge couple will tackle this with the experts. At present there is one tap. A bucket is filled with water daily and that’s all the children have to drink and wash their hands. Water is needed for the new toilets, the basins and in the kitchen. There are three teachers and one lady to clean and cook the children’s meals. Four retired ladies from the Haenertsburg and Clearwater Cove communities volunteer and give regular classes. The headmaster, Indy Rakoma, had a stroke recently and the Department of Education has not yet appointed a replacement. The fourth and final phase is repainting the inside. Hollard Insurance in Johannesburg, soon to open a branch in the revamped Tzaneng Mall, is sponsoring the paint and sending up a painting team. The European country of Holland has also donated funds. Marion is in contact with several organisations in Europe for further funding. The brick columns of the farmhouse stoep are badly damaged and will not hold the

overhanging roof much longer. Both need replacing and the stoep will be extended lengthwise. An ice cold wind howls through the 16 broken windows into the classrooms. Lighting in the classrooms is inadequate. All doors are rotten due to water runoff not being funneled away from the buildings. The nearby private high school, Stanford Lake College, donated two Wendy houses for storage. These have now been cleared with useable items salvaged for the classrooms. One Wendy house serves as the principal’s office and the other is the teachers’ room. Jacques Smalle and Lindy Wilson from the DA did an oversight at Glenshiel Primary School a few weeks ago. Wilson said there are many questions to ask the MEC and she will also make a statement in Parliament about the state of the school.
A Joco Justa Oven would be ideal as it’s no maintenance and wood-fired.

(Un)holy man arrested Another self-proclaimed holy man has used religion to lure unsuspecting victims. The so-called prophet was arrested this week on four charges of rape after he was found guilty of sexually assaulting four young girls from the Burgersdorp area. The girls range in ages from between 14-years and 16 years and they are believed to have been ushers in this man’s church. The 32-year old suspect allegedly called the girls to his church for one-on-one prayer ses-
sions where he then supposedly raped them. Police spokesperson, Col Moatshe Ngoepe said that the incidents allegedly occurred between December 2016 and August this year. The Saps Family Violence, Child Protection and Sexual Offences Unit in Tzaneen made the arrest in the Maake policing area on Tuesday. The suspect will appear in the Lenyenye Magistrate’s Court soon. — Jeff Jackson

A man was arrested by the police in Ritavi earlier this week for being in possession of a rock python. Police spokesperson, Col Moatshe Ngoepe stated that possession of the snake was unlawful. They reacted to a tip-off from concerned members of the Petanenge village near Nkowankowa which subsequently led to the arrest of Willy Pilusa (44). “The origin of this snake and the objective for possessing it, is unknown and during the
Police preliminary investigations, the suspect opted to pay admission of guilty and he ultimately paid a fine of R500.00 to this crime and the matter is now finalized,” said Ngoepe. The python was handed over to the Department of Nature Conservation for disposal. At the time of going to print it was not certain how the department disposed of the snake. — Jeff Jackson Jeff@bulletin.us.com

A line from a famous song goes “Into each life a little rain must fall” I think that the writer of this song was referring to “troubles and woes” and it is true that we all have our ups and downs daily. I wondered sometimes if I could survive a deluge of rain in my life and yes, this did happen, but I won’t go into detail. I have survived and although I still have negative thoughts about what happened I know that God was with me through it all and is still with me today and every day. When I listen to stories from others about their deluge, I think that mine was more of a small storm comparing to theirs. So how do we come through the trials and tribulations of everyday life? I believe it is through faith, faith in a mighty power, the power of God Almighty. It has been said that nothing happens without a reason and often we say “why me?” Many would say we are being tested by God and although this might be true, God never gives us more than we can handle. I believe it is also in sharing our concerns with others that helps us get through the worst of times. Many of us find it extremely hard to share our griefs and sorrows with others and thus we bottle our emotions up, sometimes to a point where we can see no light at the tunnel. Having faith and trust in God is a tremendous way of gaining back our self-esteem. Praying and asking others to pray for us helps as well. What is your “deluge” and how did you overcome it? Perhaps in sharing this with others you could help them overcome their “deluge.” Another question comes to mind: have you shared your “deluge” with God and asked Him to intervene, or did you blame Him for what happened to you? Asking for forgiveness from God and those you have wronged helps in the healing process and yes, sometimes people will not forgive you, but this is all part of life. Those who won’t forgive you, pray continually for them. God is merciful and He hears all our prayers. Be patient, perhaps the most difficult thing to do. We are creatures of habit and we expect everything to be done as quickly as possible. God’s timing is perfect and His will must be done in our lives. We need to have faith. Believe in His promise that He is always with us. Love one another and be there in their time of need.

A safe nesting site erected for the village owls Businessman Joe Langlois (66) and his late wife settled in Haenertsburg from Zimbabwe a few years ago. The couple rented in the village while renovating their new home overlooking the arboretum also in the village. Not only did they renovate their home to include three stylish double en suite bedrooms called Art Gallery B&B but their home is next to a vacant piece of land. This stand was once the Haenertsburg Hotel. No one knows what happened to the hotel but the original owner of Joe’s home, the late Dan Symonds, apparently still had memorabilia from the hotel, like the swing doors and brass lanterns. However, even with the most persistent journalistic wiles, it was no longer possible to unlock the elderly man’s mind. While renting, the Langlois couple visited and were fascinated by a raptor’s sanctuary in Dullstroom that houses damaged birds. Joe has always lived in areas where there are lots of birds, like Kariba in Zimbabwe, and he’s always been interested in raptors. Two English men were selling owl box kits for R300.00 each, designed for spotted eagle owls. The couple had heard and seen the village owls and decided to buy an owl box. The old Haenertsburg Hotel stand has a large sawn off blue gum stump. This makes it an ideal nesting site.
The owl box was placed in a north facing position on the stump as storms don’t come from the north. A north facing position also protects the sun from getting into the mouth of the box. The roof stops water from getting in. Joe had to create at least three clear flight paths as owls have to be able to get to and from the nest from three different angles. The advantage of this box is that the owls fly to the old jacaranda tree first then into the box. Joe says, “This old jac is clearly seen from my stoep. I’ve also created clear flight paths by cutting down branches. The owls also fly into the next-doorneighbour’s palm tree and from there to the jac. When that happens that tells me they’re coming to examine the box. This always happens between September and October.” “All the owls do in that box is breed and then they leave. They mate for life. In the first year there were two chicks, one chick in the second year and one chick last year. That blue gum stump is ideal as the box is too small for the entire family but the ledge affords extra perching space. The female owl sits on the eggs, during the day, for about six weeks. Just before dark the male comes in. The female flies out to hunt for shrews and insects. The eggs are thus protected 24/7. Once the owlets start hatching the couple begin a serious

feeding regime. The female stays in the box during the day to protect her owlets. The owlets grow quickly and are ready to leave the nest in six weeks. Then the owlets come to the edge of the stump, they poise as if ready to jump and eventually they do pluck up the courage, jump and fly away. All the while the parents protect the owlets and jump with them. The owlets don’t return after that but the parents do for the next breeding season. Joe has seen the parents hand over entire shrews to the owlets. In the first year, Joe put straw in the box. However, he soon realised that the owls bring in their own owl mattresses. The timber on the existing owl box is starting to warp, so Joe is going to replace it soon. Long may the owl couple breed their owlets in peace on the old blue gum stump. Bronze for Vossies’ cross country team Dian takes
Trail Run in his stride
Dian Bovill, a Grade 12 learner of Hoërskool Ben Vorster, was one of the youngest participants in last weekend’s Wolkberg Trail Run. This run is hosted by Standford Lake College and stretched over two days, 12 and 13 August. The Wolkberg Trial Run is one of the Sky Runner series’ official Sky Marathons. The route for day one stretched for 35km and included the highest point in Limpopo, Iron Crown. The second day’s 25km-route took the athletes through plantations and Cheerio Gardens. Dian plans to participate in another Sky Marathon, the Uitsoek, in Nelspruit in October.
Hoërskool Ben Vorster’s cross-country athletes won two bronze medals at the Inter-high Cross-country meeting on the 1st of August. The host school was Hoërskool Louis Trichardt. Both the senior- and junior mixed teams ran a 4kmrace and a 4 x 2km-relay. The course, through some rough terrain, was challenging but the Vossies ran well, winning bronze for both.

Choosing your words comes naturally to those who use their vocabulary wisely. More especially those who love the thrill of a good debate such as the group of English debaters who recently defended their stance at the provincial rounds of the annual South African Model United Nations debate. This event is a highlight on the calendar of every loudmouth each year and this time round the Merensky High duo of Zenasia Nukeri and Angela Trzeciak paired with Ndzalama Maake and Tamia Mashele of Vuth-
lari High School to defend their case in favour of the United Arab Emirates. It was a battle of wits which involved extensive research into the effect that colonialism and sosio-economic factors had on the development of the UAE. The teams had to look into all aspects of the plight of the Arabian nations and construct and air-tight case before the judging panel. Of the 20 teams which took part in the debate held in Lebowakgomo, this team finished third overall.
Beoordelaar sonder sokkies

Nuwe kuierplek kry ‘n naam
“Sien jou pouse by die… um...”, of “Kom Luister na Radio Merensky daar by die nuwe... um”? Hierdie opelug-amfiteater staan nou waar
netbal- en tennisballe vroeër weerklink het. Vele kreatiewe voorstelle is ingehandig, onder andere Weiveld, McLands, Da Chillas, Plasie-stasie, Die Melkweg, Die Watergat en Die Krip. Dit was egter Dirk Albertyn (graad 11) wie se voorstel Die Byekorf deur Plasieland se hoof, mnr. Magnus Steyn, gekies is. Mnr Steyn het die simboliek agter hierdie naam as volg verwoord: “Dit maak my opgewonde, want bye is van nature hardwer-
kende, sosiale wesens. Meer as 1 000 opgewonde stemme eggo reeds gereeld in Die Byekorf.

Ben Vorster appoints Astro-keeper Louis van Dyk was appointed as the manager in charge of the maintenance and upkeep of brand new astro hockey field at Ben Vorster High. The plans for the construction of this long-awaited pitch was unveiled at the start of the month and will commence on the 1st of September this year. Being an expensive installation means that maintenance of the surface will be of utmost importance and will require a dedicated manager to ensure sufficient maintenance and advanced problem identification and reporting. Van Dyk was imported from Phalaborwa where he coached both the First hockey team as well as the junior teams. His most notable accolade is that of the coach for the provincial U/16A-team. With experience in coaching cricket, tennis, athletics, rugby and hockey – and being a former provincial hockey and tennis player himself – Van Dyk seems to be up for the challenge. Currently he plays for the Limpopo Men’s hockey team and is completing his third year education degree through Unisa. — Jeff Jackson jeff@bulletin.us.com

Laduuuuuuma! Tzaneen Primary’s u/11 and u/13 soccer teams took to the pitch against the mighty St George College on Wednesday afternoon. The local boys were amped for the challenge and through great communication at the front and rock solid defence in the back, both teams sent the Saints back to the locker rooms in defeat. The u/13 boys match resembled that of the iconic clash between Leicester City and Manchester United which saw the underdogs beat the devils 5-3. Tzaneen Primary scored five magnificent goals in reply to the three by the Saints for their decisive win. Front: Neo Seyoka, Rorisang Ramoshaba, Theo Maswanganyi, Musa Nkuna , Thato Mantso, Ntokoto Ngobeni, Lesedi Molepo. Back: Byatso MakhubeIn the u/11 match Tzaneen repeated le, Prince Marobela, Leruo Molemane, Kamo Tshehla, Ephrahim Nzita, Fidel Nkuna. the performance by their seniors and beat St George by three goals to one. This performance has shown that Laerskool Tzaneen Primary is serious about their sport and that soccer could very soon become the next piece of championship silverware they add to their cabinet. Front: Nkateko Ngobeni, Xihluko Manzini, Theo Maswanganyi, Matimba Mthebule, Thabiso Matjokotja, Katlego Hoaeana, Pontso Selowa and Mahlatse Rakubu. Back: Thapelo — Joe Dreyer Matula, Lethabo Kekana, Cyrus Mmola, Khutso Matshaka, Raluano Ramano, Dumisani Mahayi, Bongani Mthebula and Gerhard van Nikkelen Kuyper.

Sand, sweat and sun were at the order of the day for the mountain bikers who took on the “Tour de Nyl” on the weekend of the 12th of August this year. It was a tough competition with a group of Laerskool Tzaneen Primary riders making the trip to Nylstroom to match up against the rest of the province. It was the second primary schools cycling league race for the season and this time Bosveld holiday resort pro-
