‘Thugs wait here’ Not only the farmers and formal business owners are up in arms about the growing informal trader community, but passengers and pedestrians too. “We can’t walk on the pavements when we go shopping in town because there is no space anymore. Month-end is worse especially when you have kids and you’re using public transport to and from town,” said one single mother who lives in Lenyenye but works in Tzaneen. “It is not safe here with these traders. Many of us are mugged or harassed between those stalls, but you can’t see what’s happening there because it is so overcrowded. Thugs, mostly illegal immigrants, hide here and wait for your cell phone or salary.” Despite regular discussions with the GTM on the illegality of these
traders and their contravening of the Health and Safety Act, the municipality has done absolutely nothing to solve the problem. Talks on this topic go as far back as a decade ago. The SABC’s actuality programme ‘Fokus’ spent the week in Tzaneen to film a short documentary on the impact of fresh produce and timber theft on the local economy. They also looked at how this crime is fuelled by the need for informal traders such as the hundreds of local street hawkers, to stay in business. It is estimated that as much as 80% of the produce these street traders sell come from theft off farms in the area. It is not a new problem, but one that seems to be escalating out of control. In the photograph of Tzaneen’s central business district above, we kept only the hawkers, their stalls and their produce in colour while desaturating the rest of the image in an effort to highlight the urgency of the matter. There are so many hawkers here now, that the photograph still looks like a colour image.

Traditionally this type of medicine was called “clotbuster” medicine.” There are a few things you can do to prevent a stroke, like to stop smoking, change your diet to a healthier eating plan and go for regular check-ups with your GP. There are a few factors that increase your chances of a stroke which include your age and genetics. “Even if you manage to go for regular check-ups and live a healthy lifestyle without any of the risk factors, we still get people that come in here and have a stroke. A stroke also has a tremendous impact on your quality of life after the fact which often impacts on the quality of life of those around you.” According to Middleton, the best advice would be to lead a healthy lifestyle, visit

Help, hulle het my oor die kop geslaan! “My man het gesê hy voel onrustig en het uit gegaan om te kyk of iemand op die erf rondloop. Hy het gedink iemand is besig om ons trokkie te steel.” So het ‘n steeds geskokte Christa Du Rand gister aan Bulletin die gebeurtenisse van daardie oggend op hul eiendom in Letaba Estates herlui. Haar man, Phillip Du Rand (48) is gisteroggend omstreeks 03:30 deur ‘n vermeende rower aangeval. Die aanval het plaasgevind buite hul motorhuis op hul eiendom in Letaba Estates geleë in die Tarentaalrand omgewing. “Hy het opgestaan om te gaan kyk wat aangaan by die motorhuis wat so end van die huis af is. Ek was intussen besig om wakker te word en het opgestaan om te gaan kyk wat hy aanvang toe ek hom hoor roep om hulp.” Christa het na haar man gehaas en hom op

die grasperk onder die wasgoedlyne gekry waar hy sy kop gesit en vashou het. Daar was geen teken van die aanvaller nie. Phillip het vir sy vrou verduidelik da thy met die man gestoei het en is toe met ‘n voorwerp oor die kop geslaan. “Daar was baie bloed en ek het toe besef dat hy dalk met ‘n panga oor die kop geslaan is want die sny was baie diep. Dit was definitief ‘n baie groot, swaar voorwerp en hy het baie bloed verloor.” Die egpaartjie het spoedig in hul motor gespring en dorp toe gejaag na Mediclinic Tzaneen. Hul 20-jarige seun wat deur die onderonsie geslaap het, het hulle vergesel. Christa verduidelik sy was bang haar man verloor te veel bloed omdat hul erf diep in die in plaas geleë is en die ambulans dalk nie betyds daar sou uitkom nie. Oppad Tzaneen
toe het hul egter die ambulans langs die pad gekry en is Phillip toe deur die nooddienste hospitaal toe vervoer. “Ek en my seun is okay. My seun het later gaan geld trek by ‘n OTM om vir homself lugtyd te laai en dit is toe dat ‘n vrou hom daar gekry het. Hy was verbouereerd en het aan haar verduidelik wat gebeur het. Ek neem aan dit is waar die storie verdraai geword het.” Teen druktyd was Phillip se toestand stabiel. Hy sterk tans aan in Mediclinic Tzaneen. Volgens Christa het hy sy skouer beseer, maar sy reken dit kan wees as gevolg van vier vorige operasies aan die skouer wat tyden die geveg met die aanvaller weer seer gekry het. No word on Boulevard facelift September has come and gone and still the eyesore in the centre of town stands out like a pimple on the eve of a matric farewell. Tzaneen’s Letaba Boulevard was scheduled for a major upgrade which was meant to kick off in September this year. In an announcement made to the Bulletin in December last year, a Gauteng-based developer revealed their plans for a R50 million makeover of the site. In March this year we contacted the developers, Level Heads, to enquire about the progress of the project. We were told that because of certain unforeseen factors, the project was a little behind schedule. “We are very definitely still continuing with the project,” said Henlie Du Randt, Owner of Level Heads Independent Property Fulfilment Consultants in Johannesburg. “We need to

Letaba Boulevard is considered an eyesore to Tzaneen locals who remember the complex as a bustling hub during the 90’s. Six months later and still there does not seem to be any further progress. Hawkers contravene BPM by-laws No person may, without prior written permission of the Council, make or construct any colonnade, veranda, balcony, bay window, pavement light, showcase or other encroachment on or over any part of a public road, and pavement opening in or under any public road. This is according to the Ba-Phalaborwa Municipality’s Land Use Application ByLaw section 2(1) on their website. This means that the street hawkers or informal traders which have crowded the sidewalks, parks and every other open space within the town centre, are in fact illegally trading there. Pavements were constructed for the purpose of pedestrians to move freely and safely between retail stores in the CBD without obstructing traffic and placing their own lives in danger. The informal trading scurge which has taken over every municipality within the Mopani District has been directly linked to not only an increase in crime, but a decline in revenue within the areas that they operate in. Shop owners have closed their operations and moved out of town centres to more suitable environments because of these hawkers selling their wares in front of their store entances without permission or fear of prosecution. The age old argument that these traders are refraining from crime and instead trying to support their families through other means cannot be seen as valid if the traders are breaking the law. By erecting shanty stalls on the pavement, they are in direct breach of the health and safety act as well as the municipal by-laws. Shockingly, when we raised this issue over social media, we
were attacked by members of the public. “You are a racist and that is why you are focussing on these people,” and “we want our land back, you whites will live in Namakgale and we will live in town.” The last comment was made an employee of the BPM. Some have suggested that the BPM designate a portion of their business district to outdoor, under-roof informal trading post where these hawkers can conduct their business freely and safely without affecting the income of the formal business sector. “The main problem here would be that the area will have to be managed and properly policed to ensure that the traders abide by the rules. The municipality tried this idea a few years ago, but because they cannot properly maintain their own infrastructure, this project failed.” Again, we are still waiting for any comment on the matter and how it should be addressed.

Legal action taken after 671% rate hike
More than 500 properties are currently in the market as Phalaborwa experiences a mass exodus of its residents fleeing an imminent meltdown of all municipal infrastructure and unaffordable municipal property rates. This is the stark picture painted by the President of the Phalaborwa Chamber of Business, Manie Kriel, in a letter addressed to the Deputy Minister of Cooperative Governance and Traditional Affairs, Andries Nel. The letter serves as a desperate plea for government intervention into the mismanagement of funds by the Ba-Phalaborwa Municipality and their intention to increase the property rates in that town by a further 22 percent. Home and Property owners in Phalaborwa town, have already suffered through two major increases amounting to a shocking 671% since 2015. In 2015 the Ba-Phalaborwa Municipality inexplicably raised the property rates from
a previous value of R4,5 billion to R11,9 billion. This increased the municipality’s revenue by 489 percent from R6 million to R32,3 million in that same year. In 2016 that revenue again increased by a further 21 percent to R42,8 million and further still to R52 million in 2017. Although the Ba-Phalaborwa Municipality published the notice of inspection of the supplementary valuation roll on their website along with the by-laws (as required by the Municipal Systems Act), many home and property owners remain adamant that the municipality have not followed the correct procedures when conducting the valuations. Allegedly, the contractor who was assigned by the municipality to conduct the valuations has since disappeared after it is reported that he was paid a hefty monthly fee to conduct the property inspections. To further the frustration of the residents, it
does not appear as though the municipality possesses the capacity to adequately administrate the collection of these rates. The latest data shows that the BPM failed to collect more than R14,6 million in property rates, refuse removal, electricity and water supply and sanitation services. They only managed to collect 33 percent of the electricity levies and just over 65 percent of the property rates charges. These levies are the funds municipalities are supposed to use for the repair and maintenance of their infrastructure including roads, sewerage works, electrical infrastructure and water supply. The Auditor General said in his 2016 report “A lack of adequate technical knowledge within management with regard to the preparation of financial statements and a lack of adherence to laws and regulations resulted in the disclaimer opinion on the financial statements.”
His statement was referring to the Unauthorised expenditure amounting to R13,5 million, the fruitless and wasteful expenditure amounting to R1,2 million and the R13,8 million in material losses announced by the BPM. The Phalaborwa Home and Property Owners Association is currently pursuing legal action against the BPM to prevent the further increase of property rates. Kriel has urged the community to support the fight by attending public meetings and making a R200 financial contribution to cover the legal costs which have already crossed the R100 000 mark. They have also threatened mass action by all rate payers. Brazen pollution goes unchecked It has been almost a month and still no response has come from the office of the Ba-Phalaborwa Municipality regarding the street sellers and the illegal mechanics who have overrun the town’s centre. Groups of streets mechanics have converged in the parking lot next to one of the biggest national spare parts dealers in the country. Here, they service their vehicles, change break discs and pads and even overhaul engines. Motor oil and grease stain the curb stones and discarded spares lay scattered across the entire lot. Plastic bags and rags clog up the drainage systems. When Bulletin paid a visit to the site recently, we spotted five vehicles being worked on. Groups off informal mechan-

We posted photographs of the illegal goings on over social media and much to our surprise, we were attacked by certain members of the public for it. We posed the question as to whom should be held responsible for keeping this area free of the current pollution, the shop owners in the area or the municipality – or both? One of the retailers claimed that their numerous attempts in the past to have the mechanics removed from the parking lot in front of their store, have fallen on deaf ears. “Each time we raised the issue with the municipality, tow trucks would come
and remove the vehicles, but then they would be back tomorrow. We do not want to take matters into our own hands and risk endangering the lives of our customers and staff.” Our enquiry was met with attacks from the public stating “these people are not bothering anyone and simply trying to make a living.” We were dumbstruck. Surely the community was able to deduce the immense negative impact these mechanics have on the environment by allowing motor oil and other fluids to spill into the town’s drainage system? We have sent an enquiry to the municipal spokesperson, Jonas Mahesu, on the matter. At the time of going to print however, no response had been received.

Ned Herv Kerk Letsitele Tydens die tweede wêreldoorlog het Amerika twee atoombomme op Japan afgegooi. Die eerste bom, Little Boy, is op 6 Augustus 1945 op Hiroshima afgegooi en die tweede bom, Fat Boy, is op 9 Augustus 1945 op Nagasaki afgegooi. Na raming het 129 000 mense hulle lewens verloor. Die helfte van die mense het tydens die ontploffings gesterf en die ander helfte het weens brandwonde en bestraling in die daaropvolgende maande en jare gesterf. Selfs slagoffers wat aan die ontploffings blootgestel was, se kinders het geboorte defekte gehad. Tot op hede was dit die enigste keer in die geskiedenis wat atoomwapens tydens ‘n oorlog gebruik is. Die wêreld het ooreengekom dat sulke ontploffings net te verwoestend is en net te veel mense se lewens kan vernietig. Wanneer iemand sy humeur verloor, sê ons dikwels dat hy ontplof. Die effek is baie soos die van ‘n atoomontploffing. Tydens ‘n ontploffing is daar baie krag wat vrykom en dit saai verwoesting vir die mens wat ontplof en vir die mense wat daaraan blootgestel word. ‘n Mens wat sy humeur verloor, doen dikwels skade wat hy self nie eers agterkom nie. Dit kan fisiese skade aan mense en dinge in sy pad wees en dis gewoonlik emosionele skade aan die slagoffers van sy onbeheerste uitbarsting. Soos met ‘n atoomontploffing kan die skade onmiddelik wees maar die nadraai van die ontploffing kan nog maande en selfs jare voortduur. Mense word seergemaak en dit neem tyd om te herstel. Die mens wat sy humeur verloor het, mag gou weer reg voel, maar die een wat onder die aanslag gely het kom selde gou weer reg. Die wêreld was reg toe hulle ooreengekom het dat sulke atoomontploffings nie weer mag plaasvind nie, dit is net te verwoestend. Wens ons as mense wil ook daardie les leer! Efesiërs 4:26 – 31 gee baie goeie raad: “As julle kwaad word, moenie sondig nie. Vuil taal moet nie uit julle monde kom nie; praat net wat goed en opbouend is volgens die eis van omstandighede. Moet nie verbitterd of opvlieënd wees of woedend word nie; moenie vloek of skel nie!”

Relief for Appel School teenage girls The Democratic Alliance, under Lindy Wilson, is rolling out Dignity Packs to teenagers in Limpopo schools. Together with Haenertsburg DA member Juliana Blandy, they supplied Dignity Packs to 17 teenage girls at Appel School outside Haenertsburg on Wednesday. Lindy Wilson, a Member of Parliament, the DA provincial chairperson and Shadow Minister for Social Development lives in Polokwane and understands the dynamics of the rural communities. Lindy said that the DA is lobbying in Parliament for VAT to be excluded on sanitary packs. That R2 extra would make a huge difference to parents struggling with the monthly child

grant of R300 per child. The Dignity Packs, presented to teenage girls in Grades 8 and 9, consist of a packet of sanitary pads, a facecloth and soap. So many teenage girls miss school due to no funds to buy this monthly necessity. Lindy added that the DA had already distributed Dignity Packs to 89 teenagers at a church in Nkowankowa and at schools in Maraleng.

The rite of passage It is matric farewell season again and Stanford Lake College was the first out of the starting blocks with a glamorous event held on the 22nd of September at Fairview Country Lodge. The theme this year was Big in Japan and as the name suggests, it was a very grand affair. Couples arrived in droves with a certain spark in their eyes only a matric pupil will ever truly understand. Teary-eyed parents lined the walkway and watched as their babies readied themselves to leave the roost. The other major high schools in the area followed suit and held their matric farewells on Wednesday and Thursday evening this week. Vossies wen die interhoër swemgala Die swemmers van Hoërskool Ben Vorster was ooglopend in ‘n klas van hulle eie, soos hulle laas week die een goue medalje na die ander by die interhoër swemgala ingeryg het. Die Vossies het 56 van die 68 goue medaljes, 9 silweren 2 brons medaljes verower. Hulle het ook 12 rekords verbeter en16 nuwe rekords opgestel. Die Vhembe- en Mopani distrik se Interhoër swemgala is 19 September by Stanford Lake College gehou. Die skole wat deelgeneem het was: Hoërskool Ben Vorster, Hoërskool Merensky, Hoërskool Frans du Toit, Hoërskool Erik Louw, Hoërskool Louis Trichardt en Stanford Lake College. Hoërskool Ben Vorster het die interhoër vir die 9de agtereenvolgende jaar gewen met ‘n totaal van 700 punte teenoor die naasbeste skool, Hoërskool Merensky wat 552 gehad het. Fleischman vat vyf op SA’s Drie leerlinge van Hoërskool Merensky het oor die naweek van 22 tot 24 September aan die Suid-Afrikaanse Kegelskietkampioenskappe deelgeneem wat op die Cecil Payne-skietbaan in Johannesburg plaasgevind het. Juanet Venter (graad 10), Alwiné Fleischmann (graad 9) en Jahdin Fleischmann (graad 8) het aldrie uitstekend gevaar. Juanet Venter is lid van die Limpopo juniorspan en het vyfdeplekke in die junior(o.18) en damesafdelings behaal. Sy het ook drie derdeplekke en drie tweedeplekke in die algehele dameskategorie opgeraap. Wat Juanet se prestasies nog meer merkwaardig maak is die feit dat hierdie haar eerste jaar van deelname is. Alwiné Fleischman is lid van die Limpopo damespan (alhoewel sy ‘n junior is) en het weggestap met ‘n algehele derdeplek in die dameskategorie asook drie derdeplekke, twee tweedeplekke en twee eersteplekke in dieselfde afdeling. Jahdin Fleischman is lid van die Limpopo juniorspan en het algeheel derde geeïndig in die junior kategorie. Hy spog ook met drie derdeplekke, drie tweedeplekke en ‘n allemintige vyf eersteplekke.

Besigheidsliga kom tot ‘n einde Die finaal van die Tzaneen Rolbalklub se jaarlikse Besigheidsliga is verlede week Donderdag afgehandel. Vanjaar het ‘n rekord 26 spanne aan dié populêre ligastryd deelgeneem.Daar word beplan om die volgende toernooi wat in Februarie gehou sal word, nog groter te laat groei tot 28 vol spanne. Dolfyne knou Marlyne Die jaarlikse Visse gala tussen die Marlyne en Dolfyne is Woensdagmiddag in die Laerskool Tzaneen Primary swembad gehou. Ten spyte van die reënerige weer het die swemmers steeds hul beste gelewer en die toeskouers hul die nodige ondersteuning gebied. Soos gewoonlik was dit ‘n moeilike stryd met beide spanne wat met sterk swemmers spog. Aan die einde van die dag was dit egter die Dolfyne wat met die wentelling van 379 punte as oorwinnaars uit die bad getreë het. Die Senior Victor Ludorum trofeë word hierdie jaar deur twee seuns, Wernich Schmidt en Jason Bosman gedeel. Larike Joubert het met die Senior Victrix weggestap. In die junior kategorië het daar ook twee seuns, Anrich van Wyngaardt en Carel Volschenk, die Victor gedeel terwyl Elné Haynes met die Junior Victrix huis toe is. Laerskool Tzaneen Primary is bekend vir hoë gehalte swemmers en met die aankoms van die 2017 seisoen lyk die vooruitsig vir hierdie jong klomp positief. “Baie dankie aan al die swemmers en hul families wat weer vanjaar hul ondersteuning aan ons gala gebied het ten spyte van die weer wat nie lekker saamgewerk het nie.
