The extension of the Tzaneen Dam in Limpopo which started last year, is still on course despite rumours to the contrary. The first phase of the Great Letaba River Water Development Project, aimed at addressing the long-term water and sanitation needs of the area, is expected to raise the Tzaneen Dam wall spillway by three metres, increasing its storage capacity by nearly 25% (203 million cubic litres). Bulletin spoke to Mukhtar Nagdee, Resident Engineer at Blackhead Consulting, in charge of the project. According to him the cost of the raising of the wall has not yet been finalised and the main works have not yet started. “The project is scheduled to complete 18 months after commencement of the main works. The expected commencement of the main works is around April 2018,” he said. “Invitations to tender for the main works have not yet been circulated and therefore, a contractor has not yet been appointed for the completion of the project. Until such time we are unable to accurately monitor the progress of the project, but residents should rest assured that we are actively busy at the site.” Activity on the construction commenced in September 2016, with stockpiling of embankment material. This activity took advantage of the low dam levels due to the drought experienced in the area over that period, to source the required material. Fears circulated around the Tzaneen area that because of where the dam’s construction currently stands, there might not be enough water to supply the area as the dam cannot be filled to capacity. “The demolition phase of the works has reduced the maximum dam capacity to approximately 65%,” explained Nagdee. “Water levels will be maintained at a maximum of 60% to allow for sudden flooding, during for example a cyclone or heavy rains.” Bulletin visited the site on Tuesday morning and witnessed teams of construction workers hard at work with jackhammers on the side of the wall. The area is still fenced off to the public and vehicles are not allowed to park near the area. No walking or jogging on the wall is allowed until the project’s completion. — Joe Dreyer

which were later distributed among the four. Spokesperson for the Hawks, Brigadier Hangwani Mulaudzi, said when the funds were received in the trust accounts of Masepule Attorneys, a BMW X5 was bought for Mohlahlane, a R2,2 million farm for the lawyers, and a BMW 118i was purchased for Rubben Mohlaloga. The farm was transferred into the business account of Masepule attorneys and was to be used by Rammy Nkhwashu. “Mohlahlana allegedly instructed the fund manager to authorise the payment without supplying proper documents. The fund manager who turned state witness during the trial, said he received the application for the grant about a month after the payment was made,” explained Brig Mulaudzi. “Some of the assets were attached by the Asset Forfeiture Unit (AFU) and included a farm, a BMW SUV, and a BMW 1 which were sold to recover public money.” The AFU sold the farm for R1,2 million, the BMW X5 for R470 000 and the BMW 118i re-
mained attached. Mohlahlana still has pending charges regarding the embezzlement of the AgriBEE funds amounting to millions in Limpopo. Rubben Mohlaloga was, at the time, the chairperson for the Portfolio of Agriculture, according to the hawks. He is currently employed at the Independent Communication Authority of South Africa (ICASA) as a councillor and is set to be appointed as the new chairperson of the communications regulator. Section 6 of the ICASA act stipulates that someone who has been convicted of any crime could not serve in the council. Mitigation of sentence will be done on the 8th of March and sentencing on the 3rd of April. The DA has in the meantime opposed the appointment. “Mohlaloga, the person recommended by the ANC in Parliament to be the new ICASA chairperson, has this week been found guilty of fraud. Because of this conviction, he is no longer suitable to serve on the ICASA council.” — Jan Mafetsa and Joe Dreyer
Who were the men in black? Big black German luxury vehicles with bigger bodyguards and one very important looking person were spotted at Highgrove this week. Nobody knew who these people were, or the reason for the cloak and dagger display. Rumours soon made the rounds that the “important” person was a member of the ANC. The party denied this. The ANC in Mopani also denied that there was a “bosberaad” attended by Deputy President David Mabuza, Limpopo provincial Chairperson Stan Chupu Mathabatha and the members of the ANC in various portfolios. The “bosberaad” was to communicate the mandate of the National
When approached for comment, Mopani secretary of the ANC Mr Bioskop Makamu, said he never met with David Mabuza in Tzaneen. He said he only met Mabuza at the Ranch Hotel in Polokwane during a gala dinner, and at Modimolle. Makamu could not be drawn into how ready the region is for the provincial conference. Mabuza was also in Tzaneen in December to attend a “bosberaad” at Karibu lodge where unity was reached between the two factions contesting the national conference in Gauteng. — Jan Mafetsa
Executive Committee (NEC) that Mathabatha should not be contested during the upcoming conference in March. This message was prompted by the fact that most candidates interested in contesting for the position of Chairperson of Limpopo, are from the Mopani region. It is said that Mabuza was sent to the area this week, to lay down the law. Those who attended the meeting that continued for two days, said the same message was relayed to members of the organisation during the 106 years celebrations of the ANC in Limpopo held at Modimolle.
GTM’s official Mayoral driver dies Marothi Letsoalo, a member of the Executive Committee of the ANC Tzaneen sub-region and driver of the Mayor of the Greater Tzaneen Municipality (GTM), Maripe Mangena, has died last week after a short illness. He was appointed to the municipality after a short stint at the Maake police station as a reservist and was described as a comrade of many years. Mopani ANC Secretary, Bioskop Makamu, told Bulletin in an interview that, Marothi was not new in politics as he emerged from the branches until he was elected to the executive committee of the Tzaneen sub-region.
“Comrade Marothi was a hardworking, sincere and always friendly comrade and he will be missed.” He will be buried tomorrow (Saturday) at Nabane village. South African Municipal Workers Union (SAMWU) Tzaneen’s local secretary, Mr Patrick Maake said Letsoalo was a member of SAMWU and that their condolences go out to the family. A memorial service was held at the Lenyenye community hall yesterday. Marothi was a member of the ANC in Nabane village outside Lenyenye township. At the time of going to press preparations for his funeral were at an advanced stage. The
ANC said since he was a member, they will organise his funeral. His death came just weeks after the South African Local Government Association (SALGA), resolved that mayors and senior councillors should be provided with more bodyguards. This allowance will see even the speakers of municipalities provided with security. Ordinary councillors are to be given cellphones loaded with airtime to increase their accessibility to communities. At the time of going to print we could not establish whether a new driver has been appointed. — Jan Mafetsa

Den of inequity – a harbour for crime
The eyesore that greets visitors to Tzaneen has now attracted the attention of the top brass within the Democratic Alliance. The Letaba Boulevard building still stands neglected, despite the news of a planned R50 million revamp which was supposed to have started in September 2017. In what appears to have been yet another run-around by the illusive businesswoman, Shamira Rinderknecht, who owns the building, nothing has come of her pronouncement regarding the much needed face lift. Lindy Wilson, Deputy Shadow Minister of Social Development for the DA, visited the Letaba Boulevard building on Sunday following reports of the horrific conditions and
health and safety risks it holds for the area. Wilson was accompanied by local DA stalwart, Rene Pohl. “I am absolutely horrified at what we uncovered and witnessed there,” Wilson said. “Without a doubt that building should be condemned and if it already is, it should be knocked down as a matter of great urgency. The GTM should urgently advise as to why this has not been done.” Wilson explained that during their visit they photographed the inside of the building and took note of some serious risks which is endangering the lives of the public and even the street hawkers who legally occupy the parking area on that property.
“That place is a den of inequity and harbours vagrants, thieves and drug dealers which becomes a huge security risk for the entire population of Tzaneen. It is apparent that people still use the Boulevard as a walk-through daily, which is a very precarious endeavour as the walkways seem to be nearing collapse and could very well do so any moment. Water has seeped through the foundations and the entire ground floor is waterlogged. The pillars are drenched and rotting which makes the building even more unstable. More horrifying is the fact that it became apparent that there are people actually living in the top floor offices.” Being a member of parliament, Wilson will be escalating the matter to the highest levels within the organization. She is also launching a petition to force the owners of the building to demolish it. “We will inquire with the GTM’s Municipal Manager whether the building has been condemned and when last it was inspected. We will also ask him what actions have been taken against Ms Rinderknecht who has deliberately put people’s lives at risk.” When Bulletin broke the news of this planned multi-million development in December of 2016, we spoke to property fulfilment consultants, Level Heads, who were to spearhead the project. The owner of this company explained in detail how the dilapidated building including its deteriorating parking area would be completely raised to the ground and rebuilt into what would be a modern arcade styled centre. When the project missed its deadline last year, Bulletin attempted to contact Rinderknecht for comment, but were told that she was offended by our previous report and that because of this she is considering not going ahead with the development.
Considering her struggle to maintain the basic services at her other business interest, the Hans Merensky Golf Estate in Phalaborwa, which is reportedly heading down the same Boulevard as this once vibrant shopping centre, it is suggested that financial difficulties might be to blame for this project’s failure to launch. The struggle to have something done about the eyesore started in 2013 when it was reported that a Botswana-based supermarket group would consider moving into the space previously occupied by Checkers. This also never happened. The reason behind this was never divulged but allegations were that the unknown supermarket group pulled out of the deal due to the state of the building. In the meantime it has become apparent that there are people living in the office spaces on the top floor of the Letaba Boulevard and vagrants have been noticed sleeping in the vacant hallways and stairwells. Needles, condoms and liquor bottles float in the ankle-deep water on the ground floor. Tzaneen residents are urged to support the DA’s movement to finally rid the town of the cancer which the Letaba Boulevard has become. — Joe Dreyer joe@bulletin.us.com

Lelope finally breaks the silence
Follow up
After weeks of queries and complaints regarding the state of the electrical infrastructure in the Greater Tzaneen Municipal area, Sam Lelope, Director of Electrical Services and acting Municipal Manager, has finally asked to speak to Bulletin in person. For close on a year to this day, residents living within the boundaries of the GTM have been forced to suffer through perpetual electrical supply disruptions. Community forums were established, meetings and follow up meetings were held and hundreds of complaints were lodged directly to Lelope’s office. In a meeting between himself and members of the community held in the Mayor’s chambers at the GTM offices last year, Le-
lope (who was still only the acting director of the electrical department) made a number of statements related to solving the power crisis. Evidently nothing has come of it. They were merely intended to pacify. In the months that followed every media enquiry sent to the GTM from this office, concerning the electrical crisis, went unanswered. If answers were received, they were short, vague and lacking in transparency until eventually they simply stopped. On Wednesday we asked Neville Ndlala, the acting Director of Communications at the GTM, to respond to enquiries which he had been ignoring for weeks. One of the enquiries was regarding Lelope and reports that he
now has his eye on permanently occupying the municipal manager’s chair. The request was over WhatsApp, as emails to Ndlala have again been ignored. Ndlala responded “mr Lelope said if you want clarity on electrical issues you must come meet face to face to discuss.” We expressed our willingness to meet with Mr Lelope and have asked Ndlala to schedule the appointment either on Monday or Tuesday this coming week. At the time of going to print yesterday morning, we had still received no feedback. Whether this meeting will materialise remains up for debate. We are still anxiously awaiting Ndlala’s promised invitation to
view the municipal bank accounts and validate his claims of “R100 million in the bank,” which he publicly offered late last year. We are also not holding our breath for any meaningful responses to enquiries in the future, as Ndlala deemed it too difficult to respond to published reports. “I have seen these stories on your paper already, it becomes difficult for me to respond on published news. It is also difficult to respond to someone who has already formed their own opinion on the issue. I will however respond to your questions but please note that next time I won’t respond to a story already on the paper,” he said. — Joe Dreyer joe@bulletin.us.com
Jetty 3 is in ‘n haaglike toestand.
prys.
— Joe Dreyer joe@bulletin.us.com

Granny’s Grumbles – Reminiscences
Don’t know how many Phalaborwa residents are reading this column but if you are then cast your minds back 20 years. Do you remember how the Hans Merensky Club was in bygone days? Everybody’s life revolved around the club. It had every facility that a small dorpie needed. Apart from the obvious bars and restaurants it boasted sporting facilities of virtually every description and a near Olympic-sized swimming pool, plus a golf course second to none which regularly churned out schoolboy golfing champions. Oh yes! Those were the days. Whilst I was pondering those good old days I got to thinking that in certain ways the local pub and the local church have certain things in common. Consider this… all bars and all churches have “regulars”. Now regulars have a tendency to gain control of their own
seating arrangements. In a bar you will always find that everybody is aware that old so-andso considers the corner seat his own so most other regulars avoid that one. At Dronkieshoek at the Merensky bar a rather dour old Scotsman had his own stool in the corner and no other regular would have dreamt of moving in on it. However, occasionally a newcomer (who knew no better) would be sitting there when Jack arrived. Everybody used to watch with bated breath to see the outcome. The newcomer would move after being fixed with a glare that would have moved the most hardened bar-fly. Now anybody who has regularly attended any church will tell you that all the old-timers have their own seats and woe betide any newcomer who thinks they can sit anywhere. Christian good manners seem to disappear when it comes to claiming your rightful seat. Some weeks back the church chairs were rearranged to be in a slight curve as opposed to the normal dead straight lines normally in place. As the congregation arrived they looked almost alarmed and counted the rows to make 100% sure that they were getting into the correct row. AND it is not only the seating arrangements that the local pub and the local church have
in common. It is the humour. Give a man a couple of drinks and he finds all sorts of things funny. Many years ago my husband went to the Merensky pub on a Friday night. He was wearing a bright red shirt and during the course of the evening he took himself off to the Gents to answer the call of nature. Whilst sitting on the toilet seat considering his next move on the pool table he was aware of a ruckus going on at the urinal. He sat tight until the noise was over and returned to the bar. The regulars were all looking amused. It appeared that one of the regulars had gone into the toilet and seen a man in a bright red shirt who was about the same height as my husband standing at the urinal. The regular (who was ten sheets to the wind) let out a loud guffaw and grabbed the man’s shorts and pulled them down, whereupon the stranger turned round and attempted to smack him. Terry suddenly realised his mistake and galloped off back to the bar. Of course the entire pub had a good laugh and the offending regular left early as he could hardly face anybody. NOW ……you are thinking to yourself that this sort of thing does not happen at church. Indeed you are right. However, other humorous things do hap-
pen at church. Consider this…. many years ago at a very wellknown church, which consisted mainly of conservative and good Christian folk, there was a very amusing incident which for obvious reasons was not publicised. I had sat next to a good friend for many years….her mother (who was in her late eighties} sat next to her, Mrs Mitchell (for that was the mother’s name) had a habit of occasionally nodding off during the sermon and would gently snore. On one particular Sunday, Mrs Mitchell was gently snoozing away while the minister prayed. The organist (who had a habit of leaning forward on the organ during prayers) slipped and his elbows hit the organ keys. There was a thunderous noise and Mrs Mitchell leapt up from her chair and shouted “What the hell” at the top of her voice. Her daughter tried to calm her down but mom was having none of it. She wanted to know what HAD happened? And so ….. Mrs Mitchell was miffed Her daughter was mortified The organist was embarrassed The congregation was tittering And there was a pregnant pause until the minister eventually carried on. And you thought church was boring!!!

Water is lewensbelangrik. Lanklaas was ons in Suid – Afrika so bewus van hierdie waarheid. Daar is egter ‘n voorwaarde.

In 2004 het hy by sy eerste orkes, D-Day 4 Ever, aangesluit.
In 2010-2013 speel hy in die orkes The Dying Breed. Jethro Tull se woorde: “Too old to rock and roll; too young to die” is beslis nog nie op hom van toepassing nie!
On Friday 26 and Saturday 27 January 2018, Micke Venter, a Grade 12 learner and 1st team netball player of Merensky High School, attended a level 1 training course at Oosskool in Polokwane. Venter obtained a mark of 100% for her theoretical exam as well as her practical exam. An excellent achievement. She has to coach a team for 10 hours and attend another course to qualify as a level 1 accredited netball coach.

Miles of muddy smiles It was that time of the year again. The event not to be missed, the great MooPoo event at Plasieland. Numerous, excited new staff members and learners alike, accepted the challenge to become a true blue blooded Plasie, by diving into the muddy waters on Wednesday, 24 January. The enthusiastic crowd cheered and encouraged every participant, resulting in a joyous occasion with a festive atmosphere. Although sometimes labelled as “silly” or “unnecessary”, the spirit that reigned serves to confirm that the MooPoo event is one of the biggest traditions at Merensky High School. In the words of a skivvi: “That was awesome and a great privilege!”

Badgers ready to rumble
Photos: GKT Sport Pics outstanding performances on the track and in the various field events ensured that they remained the reigning champions. The three houses, Fenwick, Loomis and Orvis (all derived from fly fishing rods as this is one of the sports offered at Stanford Lake College) competed on the bottom field this year so as to allow for construction on the schools stateof-the-art Astro turf to continue. (more on that in the next issue). It was a day of good sports-
manship and some outstanding athletics which proved that the Stanfordians might be a force to be reckoned with heading into the coming season. One particular athlete to watch will definitely be hurdler, Rofhiwa Nevhutalu, who earned the Senior Victor Ludorum on the day. Lesedi Motumi picked up the Senior Victrix while Devon Coad and Winnie Maluleke walked away as the junior Victor and Victrix respectively. — Joe Dreyer joe@bulletin.us.com

Athletics season kicked off with an inter house meeting at Stanford lake College on Thursday, 25th of January. The Badgers hosted their annual meet in true style under blistering hot conditions which was customarily followed by a picnic at the lake side for the new grade 8 enrolees.
