“We are still committed to the Tzaneen community.” These were the words of Nick Englezakis, the owner of the newly opened Nguni Grill in Tzaneen, when he spoke to Bulletin on Monday. Nick had responded to last week’s report on the temporary closure of the restaurant which led locals to believe that the establishment was facing imminent closure. According to Englezakis, one former manager had resigned without proper notice being served to the company which had caused some disruptions in the manner that everyday business was conducted. These disruptions have in the meantime been ironed out and it is business as usual according to him.

Dozens of factories left dormant by the government at the Nkowankowa Industrial area, will get a facelift after the Limpopo Development Agency (LIMDEV), plans to renovate and reinvent them. They closed in the early 1990`s when the new ANC government was ushered. Though there are some still operating, they are either functioning as wholesalers, bakeries, silos, atchar depots and two private schools. The dozens of factories at Giyani, Lenyenye, Nkowankowa and Ga-Kgapane were built by the national party government in the early 1980`s aimed at creating jobs for people in the area. Most of the factories in their heydays were employing women. But since they were closed, the buzzing small town of Bindzulani has since ceased and factories turned into unused halls.

He said that he has full confidence in the abilities of the new manager appointed to run the Nguni ship and has invited clients to visit the establishment and decide for themselves. Over the weekend the store was running on generators. The costs of running a restaurant as large as Nguni Grill Tzaneen on generators is more than a pretty penny. Some of the equipment at these factories were looted by community members living in the areas surrounding the factories. When you pass the factories next to the former Tivumbeni college of education, workers were last week seen busy with renovations. A councillor in the area said the work began with fencing of the units, and later they will renovate the structures before new tenants would come in to rent. An official of the department could not comment as she said she is not allowed to speak to the media. The councillor said about 20 people were employed from nearby communities to work on the project. She said communities in which people to work on the projects were sought were Nkowankowa unit A, Mokgoloboto and Dan villages.

However, some residents said they were concerned that appropriate procedures were not followed when hiring people to work on the project. A resident said that instead of a meeting being called and informed about the new developments, they were surprised that the councillor allegedly just brought people from nowhere to work. The Limpopo Department of Economic Development could not be reached for comment. In another development in the area, plans are in place for the construction of a shopping complex at the now defunct Bindzulani shopping complex. The move is reported to be on hold as there are negotiations between the traditional authorities, the municipality, and the department of land affairs over the land the complex is to be built. — Jan Mafetsa

This appropriation of land without compensation has turned the ANC against traditional leaders in Kwazulu-Natal after the ANC suggested that the land belonging King Goodwill Zwelithini be appropriated and the land be given to the community. The leadership of the ANC travelled throughout Limpopo in the past weeks reassuring traditional leaders that their land is still safe and the government is not intending taking it away from them. During the 2017 conference of the ANC it was resolved too much land rest in the hands of traditional leaders therefore, the land should be appropriated without compensation as it impedes the government to develop communities. — Jan Mafetsa

Hospital Road Sinkhole ‘There were no civil engineer’s plans’

In yet another striking display of GLM inadequacy, a second road has collapsed within the once beautiful town of Modjadjiskloof. The incident occurred on Monday morning just at peak traffic. This time it was Hospital Road which runs parallel to Uitzicht Road, the site of an equally disastrous sinkhole which we reported on, little over three months ago (see Bulletin of October 2017). Hospital Road runs past the old Modjadjiskloof Medical Centre and is currently the only route granting access from town to the Panorama neighbourhood. The massive sinkhole has already consumed an entire lane and with the current weather patterns predicting heavy showers in the days to come, residents fear that the entire carriageway might soon collapse. “The danger here is very evident to everyone except of course the municipality who seem

to refuse to act proactively when it comes to maintenance. School busses full of young children travel this route daily. What will happen when one of those busses pass over this section of the road and it collapses? Will the GLM then hold a memorial for the children who will die in that accident? Because lives are going to be lost in the event of a complete collapse, that is for sure,” expressed one very concerned resident of the area. The formation of this sinkhole came as no surprise to the GLM either. Bulletin has information that a contractor was appointed to repair the road long before Monday morning’s incident. The contractor, Casnan Civils, is the same company who repaired Uitzicht Road. Casnan Civils was implicated in the 2015 Monama Tender mess when they were awarded an R8.1 mil-

lion tender for the Sekhukhune District. According to a source, there is no engineer’s plan drawn up for the site, and allegedly Casnan told the GLM that because of this,

the project would not be completed on time, nor would it be according to legislation. The contractor was meant to hand over a report on the matter to the DA Councillor in the area, Frederick Pohl, but withdrew at the last minute because the GLM requested the document be handed to council instead. “That site is illegal at the moment and I believe that is the main con-

cern behind the contractor’s objections to the council. Once a dig has gone below a meter, the Mining legislation takes effect. This means that the shoring of such a dig has to be done at around a 45 degree slope. Like a pyramid in layman’s terms. But at Hospital Road, the guys dug straight down perpendicular to the road surface which means there is no slope, only a sheer drop down to where they have started pouring the foundations.” We contacted Tebogo Ratlabala, the CEO of Casnan Civils on Tuesday morning. He was not willing to speak to us and instead referred our enquiries to the GLM. “There is a communications channel that we have to follow. Even though I am appointed by the municipality, I cannot comment on their property. I don’t want to get into trouble.” We have sent our enquiries to the spokesperson of the GLM, Lovers Maenetje, for comment. Controversy over R4.9m streetlight tender The new LED Street lamp project in Phalaborwa is covered in controversy following the appointment of a Giyani-based service provider. The tender was advertised in May 2017 and work on the project should have been completed in October last year. One of the crucial conditions for a winning bid was that the contractor be a local company employing local labourers. Rivisi Electrical Contractors were awarded the tender which entails the replacing of the existing street lights with new LED lights. Their bid of R4 887 900, was successful. The closest local bid was R5.2 million. Work started earlier this month. Bulletin has received reliable information

from a source close to the project which points to some serious irregularities with the awarding of the tender. It would appear that certain compulsory criteria were not met. According to the advertised tender the municipality insisted that the successful contractor should own its own trucks and teams (cherry pickers), erect two project information boards at the entrance to town and submit an approved safety file. At a site briefing the municipality made it very clear that preference will be given to local companies. Not only is the contractor not local, but our source alleges that he initially made use of the municipality’s cherry picker, but the vehicle has gone in for repairs and the munic-

ipality is now leasing a cherry picker from an unknown supplier for the contractor to use. Our source further claimed that the municipality leased two more trucks this week from a local supplier in order to establish a night-shift team for the project which would appear to be running behind schedule. The light fittings being installed by Rivisi are Beka lights. The total cost of all those fittings was just over R4 million. This means that if one takes into account the 10% contingency which had to be included in the tender bid, the cost of the project information boards, the safety file and the disposing of the old light fittings (at a certified recycling company as stipulated by point 2.3 of the

tender document), it would seem highly unlikely that the contractor would be able to complete the job, let alone show any profit. “A number of us local contractors quoted in the region of between five and six million with one company being a little higher at around eight million. The bunch of us had a bit of a chuckle when the municipality announced the R4.9m figure because we knew it was not possible at that price.” We have issued an enquiry with the Jonas Mahesu, the spokesperson for the municipality to gain clarity on the matter. As the rains came this week, so too did the expected darkness as every area within the Greater Tzaneen jurisdiction suffered electrical power cuts. This time the outages lasted hours and in some cases whole days. Families were forced to care for infants and toddlers by candle light as the meat and frozen vegetables in their fridges started to spoil. Businesses are literally bleeding money. Any attempt to gain clarity on the matter from the GTM is pointless as the Electrical chief, Sam Lelope has made it strikingly clear that he refuses to enter into a discussion on the matter with the media. Granny’s Grumbles – Toilets

I know you’re going to wonder about the title of this week’s column, but you youngsters out there don’t know how we oldies had it in the old days. We actually get very confused with the new flush systems. For many years we “pulled the chain”. The cistern was on the wall up above the toilet and a chain was suspended. Chains came in different lengths, and always had a very fancy handle at the bottom. Depending upon your financial status it could be a very fancy porcelain handle with rosebuds or it could be plain wood. It is only in recent years with the advent of fancy malls and fancy airports that there appears to be some form of competition that should be called “How to fool pensioners and older folks”. After a few embarrassing episodes in toilets I now do anything to avoid entering an unknown ablution block. When I was suddenly faced with two separate buttons on top of the cistern I was flummoxed. I just pressed my fingers on both, but found out later that it was a way of saving water and you used either one or the other depending on what you passed. At some

UAE airport you merely waved your hand over the toilet bowl and the water miraculously arrived. I can well imagine the voice-activated system that will be in operation shortly. A robotic voice will say “Piddle or poop” and you will answer and the correct amount of water will erupt. However, what I really want to do is bring back some memories to our older readers who will know exactly what I am talking about when I discuss the “long drop”. The long drop was an outside toilet – which in Rhodesia was known as a PK (picannini kia). One does not need to be a rocket scientist to guess what a long drop consisted of or how it worked. When I was nine we moved to a house with an outside toilet that worked on the bucket system. At the back of the toilet was a hinged flap which was pulled up by the night soil workers when they needed to replace the dirty bucket with a clean one. They arrived at any time during the early hours of the morning - if you happened to be sitting – half-asleep – on the seat you would suddenly hear the flap move and a rush of cold air would hit your nether regions. In the area in which we lived the municipality suddenly introduced running water and proper toilets became the order of the day. However, there was one problem with a flush toilet – you could no longer use newspaper as toilet paper. Fortunately the local trading store had ordered sufficient real toilet paper for this eventuality and my mother arrived home with this small square box which worked on the same principal as a tissue box. As everybody knows, toilet paper nowadays is described as “baby soft”. “snowsoft” or “feathersoft”. Our first toilet paper was called “Bronco” and had a small rearing horse on the front of the box. It didn’t take much imagination to understand why the horse was rearing. Another brand of toilet paper came out shortly afterwards called “Sampson”. Only a man could have thought up these names for toilet paper!!!

Ons is steeds in die donker oor die kragkrisis in ons area. Dit het tyd geword vir die hoof van elektrisiteit om op te hou om patetiese kat en muis speletjies met die media te speel en antwoorde oor die verslegtende elektrisiteits-infrastruktuur te verskaf. Ons nagmerrie ondervinding het reeds Donderdagaand begin, terwyl ek met ‘n vriendin op sosiale media gesels het oor die kragprobleme: ‘Ag weet jy, ek weet nie meer nie, net dankbaar as dit aan is...half moedeloos want ons werk bly agter en ons kan nie in die nag werk nie,dit is te gevaarlik.’Ag nee daar gaan ons krag. Ek weet net dat in November 2016 ‘n elektrisiën doodgeskok is by die Eiland terwyl hy besig was om ‘n foutiewe transformator te vervang en dat vingers na die Munisipaliteit gewys het. Ek weet net dat die kragsituasie sedertdien versleg het en ons al te dikwels vir langer periodes in die donker sit en dat ons eens florerende streek in sy maai in bestuur word.

Recycling could be lucrative Meet Willie Rikhotso aged 61 – the ultimate entrepreneur. When Willie was retrenched after 18 years on one of the local mines, instead of sitting around bemoaning his fate he started carving wooden spoons and walking sticks. He

also ran a small and successful nursery. Unfortunately water became a problem and the nursery business died through lack of water. Always a positive thinker and not short on energy, Wille realised that the local area looked like a municipal dump, so he and his trusty wheelbarrow spent the days collecting bottles, plastic and tin cans. They are all separated and placed in various areas of his garden which no longer has any space. As Willie explains – a few years back there was a man with a bakkie who used to regularly collect everything and they would split the

profits. Unfortunately the man died a couple of years ago, but Willie enjoys cleaning the local area so he has just carried on collecting. All the local residents know Willie and are happy to oblige by keeping everything in a sack for him. Willie no longer has any garden left and he desperately needs somebody to come and collect all his recyclables. And now meet Johannes Myamtumba aged 56. He has been employed as a cleaner at one of the local shebeens for seven years. The entire back corner of the property is filled with bottles – he also had a man who used to collect them on a regular basis (Suspected to be the same man

who collected from Willie) but he ceased coming a few years back. Both Willie and Johannes live in Lulukani and whilst being transported to meet them I realised that there are many residents who would actually be more than happy to clean up the area if there was anybody prepared to collect from them. Nothing “nostalgic” about modern Tzaneen

The legacy of the Greater Tzaneen Municipality. The downtown shanty town which has consumed an entire parking lot outside Tzaneng Mall.

Is this really worthy of nostalgia? The state of the Tzaneen CBD is nothing short of absolutely disgusting and one would be hard tasked to muster any morsel of pride in our local municipality who have failed our community (and continue to do so) for more than a decade. Street hawkers whether legal or illegal (we couldn’t tell due to the shambles of the GTM’s record system and their inability to provide any answers on the matter) have occupied every inch of every parking area, sidewalk and pavement within the CBD. Food is being sold in the most horrid conditions while street barbers shave patrons only meters away. The hair is left on the pavement or swept into the drainage system. Dustbins become display units for cheap Chinese knock-off products. Fruits and vegetables are sold by the truckload – a large number of this produce reportedly stolen out of the surrounding plantations. Potholes the size of sedans frame these outdoor malls and those who dare park in one of the parking lots risk their vehicle being broken into by remote-jammers. If you manage to make it through the illegal dvd-sellers, the car guards and the screaming fruit sellers, you still risk being mugged by petty thieves upon your return. What does the GTM have to say about this? Nothing. In fact the

large majority of their correspondence with Bulletin on the matter has appeared to be in favour of the practice. Last year, during one of our first exposes on the illegal hawkers, GTM spokesperson Neville Ndlala asked Bulletin editor, Joe Dreyer, if he was a racist as he appeared to be focussing only on black businesses. Another local paper went as far as to defend the hawkers saying that they are “not so bad” and a “solution rather than a problem” because at least they are not stealing. We find this logic to be absurd and counterproductive to the community-wide movement to clean up this once beautiful town. In the images on this page you will see the decay that the hawkers have brought into the town. You will notice how more and more businesses are vacating the CBD to the safety of the residential areas. Die verkeersmanne is ook nêrens te siene nie, dalk oor dit makliker is om ander mense te beboet vir spoedoortredings op die R71 as om hul bure in

Claude Wheatley kwaad te maak. Of dalk kan die verkeersvoertuie ook nie deur die slaggat-belaaide doolhof – wat Claude Wheatley nou is -navigeer nie. Indien enige van ons lesers probleme ervaar by dié taxistaanplek, of wil slaggate rapporteer sal dit moontlik ‘n goeie opsie wees om direk by verantwoordelike persoon daaroor te kla. Hierdie kompetisie was behoorlik ‘n naelbyt affêre, waar ‘n hoë vlak van konsentrasie vir bykans twee ure behou moes word. Die skuts moes 12 rondes van vyf pyle elk oor 20 jaard afskiet.

Op Saterdag 17 Februarie het 13 van Hoërskool Merensky se bergfietsryers behoorlik die speke laat sing by die jaarlikse Makhulu 5 MTB resies in Polokwane. Die 15km, 35km en 65km deelnemers het by die parkeerterrein van die Mall of the North weggespring en geëindig. Sheldon Muller het in die Junior Mans 17-18 kategorie, saam met 240 jaers, deelgeneem en stof in almal se oë geskop met ‘n algehele wen in die 35km resies. In dieselfde kategorie het Kyle Janse van Rensburg sewende en Francois Smith 12de geeïndig. In die Jeug Mans afdeling het Bevan Muller (15-16 jaar) naelsk-

raap in die tweede plek geeindig. Shaun de Beer eindig sewende, met sy broer Trevor in die 10de plek. Matthew Taylor, Gunther Katzke en Dewald van Graan neem die volgende drie plekke in. Aldrich Hugo eindig 15de. Annika Kotze hou die meisies se naam hoog deur in die Jeug Vroue afdeling, 15-16 jaar, deur ‘n twede plek los te ry. Twee Plasie-skiewies, Gilbert Gerhardt en Matthew van der Merwe, toon belofte met ‘n negende en 15de plek in die Sub Junior 13-14 afdeling. Drie paaltjie wen vir Vossies

Die Vossies het ‘n uitbundige begin tot die nuwe skooljaar gehad met ‘n ‘colour fest’.

Hoërskool Ben Vorster se ‘Colour Fest’, op 16 Februarie, vol pret en kleur, was ‘n dag om die jaar in hoë gees te begin. Leerders en selfs ’n paar onderwysers was vol spatsels van al die kleure van die reënboog en al die glimlagte wat deur geblink het was ’n wonderlike herinnering dat speel tussen al die hardwerk belangrik is vir almal.
