Judging by the incomprehensible chaos on the streets within its CBD, Tzaneen is quite clearly a town without a sensible traffic plan. Even more alarming is the absolute absence of law enforcement in the areas that matter; such as Danie Joubert Street, Claude Wheatley Street and Stasie Road which carry heavy pedestrian traffic. These roads circumvent the Tzaneng Mall shopping centre and connect with each other at the taxi and bus ranks utilized by thousands of commuters daily. The presence of these commuters has drawn the informal trading sector – also known as hawkers – to the pavements along these streets. At the start, around a decade or so ago, the trade of the informal sector was well policed through the issuing of trading permits by the Greater Tzaneen Municipality. The passage of time has however seen a drastic increase in the number of these traders to the point where today, there is literally not an inch of sidewalk available for its original intended use – to provide safe passage to pedestrians. tasked to offer any census (even a guestimate) of how many hawkers currently operate in the CBD and how many of them have permits. The last known publically announced figures was at a Business Against Crime meeting on the 18th of March 2015. During that meeting it was estimated that there was between 150 and 200 hawkers doing business within the CBD and that only 44 had legal permits to trade in specific demarcated areas. spokesperson for the GTM, told Bulletin that the R71 highway was under the jurisdiction of the municipality (a statement he has most recently slid back upon when he claimed in 2017 that it was the jurisdiction of SANRAL). In that interview with Bulletin journalist Eliot Mathye, Ndlala said that the GTM can execute speed law enforcement and general policing along the road. He also said that traffic officials would monitor the R71 hawkers in future. Three years later and we counted 12 hawker stands separated only by ‘no trading’ road signs, in less than a two kilometre stretch from Tzaneen Lifestyle Centre heading West along the R71. Three years prior to the 2015 meeting, Tzaneen SAPS members accompanied representatives of the GTM on an early morning raid through the CBD. During this raid goods were seized and hawkers evicted from the pavements should they not have a valid permit. Those that had their goods seized, were able to reclaim them after producing a valid hawker licence at the police station. In fact, the GTM conducted two of these raids in July and August of 2012. But the hawkers returned a week later and now it appears to have become a situation the municipality would rather ignore than try and control. We have asked the GTM on a number of occasions in the past to provide us with feedback on what they plan to do about managing the safety of both the traders and their potential clientele as the situation continues to escalate. We have had no response from them other than having our email enquiries on the topic blatantly ignored. We will address another set of questions to the GTM’s efficient communications department and report on their feedback on the matter in our next edition. — Joe Dreyer

Another attempted Cash Heist The second cash in transit heist in as many weeks hit Tzaneen in broad daylight on the R36 highway just after 09:20 yesterday morning. The incident took place just after the twin bridges in the direction of Merensky High School. It was a Fidelity cash truck. This time the suspects fled without their intended loot and instead made off with only a firearm. There was only one wounded during the heist, a Fidelity

guard in the escort vehicle which the suspects opened fire upon. The wounded guard continued to drive and turned in at the Merensky school entrance. The suspect caught up to him and took him from his vehicle, loaded him into their own and drove back towards the bridge where the cash truck was stopped. He was wounded in his abdomen. Witnesses saw the security guards jump out of their truck and run up the grassy embankment on the side of the road. The incident was over within half an hour and the suspects fled empty handed. It is not certain why they failed in their attempted heist and at the time of going to print there were no confirmed

arrests. The suspects fled in the direction of Tzaneen in a red Audi A4. The wounded guard was taken to hospital. The aftermath of the heist was a combination of anger, frustration and fear within the community who vented themselves to social media. Community members could not understand why no arrests were made or why these heists have become an everyday occurrence in the Greater Tzaneen area. Though very little information is made public, for security and investigative reasons, the failure by the cash in transit industry to find a way to secure their cargo has birthed many conspiracy theories. “Nothing is known for certain other than the suspects being extremely well trained with very obvious tactical combat experience. They move quickly and efficiently and seem to know the response times of the police and local security companies and this is why there are hardly ever any arrests,” explained one source within the local security industry. “Very often the security guards in these cash trucks are outmanned and outgunned by the suspects. Most of them are not willing to fight back and put their lives on the line for money which is not theirs’ and secondly is ensured. And, quite honestly, who can blame them?” Four hours after the incident the road was still blocked off in both directions to allow the SAPS forensic teams to conduct their searches. At the time of going to print this was all information that was available. So far there have been four cash in transit heists in the Tzaneen area (or attempted heists) in the last month. — Joe Dreyer

Potholes and pavement peddlers

A month has passed since the appointment of Thapelo Matlala as Tzaneen’s first Municipal Manager in a decade and it would appear by all accounts that he is wearing his new jacket well. Voortrekker Road was dangerously close to falling away two weeks ago. Bulletin reported on the matter and two days later a construction team (Selby Construction) was appointed and began work at the site. Not deterred by another barrage of public holidays, or the absolute idiocy of Tzaneen road-users, the team pushed ahead and by yesterday afternoon the repairs were done and the road officially opened for use once again. We have noticed in the past three weeks that a number of road signs were erected around the most pothole-infested routes in and around town, warning motorist of potholes. It could be argued that the warning

signs are not a solution to the problem, but then it is certainly a step in the right direction. It is better to have an interim solution than none at all, and it shows that attention is being given to the calls of the community. By lunchtime on Wednesday this week, GTM roads maintenance teams were spotted patching potholes in the infamous Claude Wheatley / Koedoe Street intersection. Again, history has shown that patch jobs at this particular site is not the optimum solution given the high traffic volumes and the number of large trucks that pass through the intersection daily, but perhaps this too is another interim reaction while the challenge of a long-term solution is scrutinized. We have learned from a source that Selby Construction has quoted on the project and that they have advised removing the tarred section

of road and pouring industrial concrete as a possible answer to the problem. This has however not been confirmed as the same source alleged that the GTM has no money to pay contractors and that this may delay the project. We will stay on top of this developing story and keep you updated as information becomes available. Perhaps in the months to come Matlala will be taking a more serious look at the informal trading problem which is driving formal business out of the CBD at an alarming rate. His acting predecessors seemed to have either ignored the situation entirely, or (in equal measure) tried to do something about it, but failed and then eventually gave up. The informal trading sector has a right to trade provided they follow the law and apply for their permits. Furthermore, it should

be made clear that the call by Tzaneen’s community is not a complete removal of the street trade, but rather a controlled, hygienic and safe solution be found to ensure that the traders operate in an environment conducive to good business practice. As it stands the hawkers themselves are concerned at the number of petty thieves operating among their stalls and have expressed their need for adequate ablution facilities. These are all issues that were raised in the past five years with the municipality who responded with their all too familiar “we are looking into the situation and will work to find a solution”. Former Tzaneen HOD in R 1 million theft scandal Former Mopani ANCYL secretary, former Head of Department for Corporate Services and acting HOD for Communications at the GTM, Thulani Thwala, is embroiled in a scandal after the company he owns, Data Tecture (PTY) Ltd, allegedly claimed more than R1 million for the services which were not rendered to the Greater Letaba Municipality (GLM) at Modjadjiskloof in 2016. The case is a sequel to a service agreement between the GLM municipality and the Pretoria-based Data Tecture, to offer financial management training to 10 officials and councillors in line with the Municipal Finance Management Act (MFMA) compliance and oversight. The money was to be paid in three stages which included a 60% for deposit, 30% when half of the project was completed, and 10% payment

for certificates after twelve months. However, due to the alleged political intervention by the ANC in the region, the service agreement was deviated from and, in contravention of the MFMA, money was allegedly paid before work could start. Sources within the municipality claimed that the service provider allegedly colluded with senior officials, Chief Financial Officer (CFO) Florah Mankgabe and Head of Corporate Services Bertha Letsoalo, who were rewarded with an extension of their contracts. It is alleged that the dispute came to a head when the company sent the municipality an invoice demanding payment for the training services. The Municipal Manager at the time, Gloria Mashaba, refused to pay arguing that the municipality had already settled their account. Allegedly it was when Data Tecture claimed the money was paid into the wrong account, that Mashaba opened a case with the Hawks. At that stage it is believed that half of the money was already withdrawn. Cope councillor, Thomas Senyolo, said he had also laid charges with the Hawks last week and also laid complaints with the office of the Public Protector, Busisiwe Mkhwebane. He said that opposition parties accuse the mayor Peter Matlou and the ANC Mopani region of collusion to protect

the implicated officials. According to him the decision to rehire these officials was irrational as they were supposed to have been dragged straight into a disciplinary tribunal. Also, the matter was raised during a council sitting but had to be referred to the police as the ANC felt the matter could not be discussed in the council. It is also claimed the current regional secretary of the ANC in Mopani Bioskop Makamu allegedly intervened advising the ANC councillors during a caucus not to entertain the matter. ANC councillors confirmed the matter was referred to the Hawks after it could not be tackled in council. Former Municipal Manager, Gloria Mashaba, confirmed that she opened the case with the Hawks. She said that the money was deposited into the account of Data Tecture because the invoice came from them, through the person they appointed as a proxy. Thulani Thwala confirmed that money was transferred to the wrong account and not of the company he was a proxy. He said the bank was the same, but the account number was different. According to him, he also opened a case of fraud with the Hawks. The money was forwarded to the municipality from Treasury to assist municipalities with training. Thwala who is not new to controversy left the GTM after serving for several years a call by the South African Municipal Workers Union (SAMWU) that he be axed. ANC regional secretary Bioskop Makamu denied that the ANC intervened to sweep the matter under the rug and said that the understanding of the ANC is that the matter affect the CFO. Makamu said that the matter has been taken to other security agencies to vet if there is a case against her. - Jan Mafetsa

RDP fraud

Residents of Enable village in the Sekororo area near Hoedspruit are up in arms after RDP houses constructed for the poor, landed in the hands of the undeserving. The community claims that the houses are given to people who did not apply for them, by members of the ruling party after the lists were altered. The project to construct 100 RDP houses in Enable village and the surrounding area fell in Ward 20 under the Maruleng Local Municipality (MLM). It is alleged that when the list of beneficiaries reached the councillors, they were rewritten to enable cronies of the councillors to benefit. A community member who asked not to be named for fear of reprisals told the Bulletin, that this situation has been ongoing for a long time. “But people were not aware of it until recently when we realised that we are on the system after we enquired from the department through the toll free line.” He said that when he alerted his councillor that his name had been released as a benefi-

ciary of the housing scheme, nothing came of it. “In the past years my mother could not receive the house because her name was removed from the list by councillors and ward committee members. So when the new project commenced I checked my name because I applied many years ago for the house.” In some of the incidents residents had to report councillors to the traditional authorities after houses were given to the wrong people instead of original applicants. Attempts to obtain comment from the municipality in this regard drew a blank. In another incident in Maruleng, residents of Balloon village dug a trench across the R36 main road demanding a tarred road into the village on Freedom day. Maruleng mayor, Dipuo Thobejane, said that the road to the village is out on tender. She added the main road to Balloon village has been earmarked for construction in this financial year. - Jan Mafetsa

Granny’s Grumbles - What’s sauce for the goose

I realised many years ago that what men say or do within their own ranks does not necessarily apply to women. Get a gang of men together – they will lie (sorry stretch the truth) in order to get a friend into trouble with his spouse. They will play “jokes” that are intended to humiliate and/or embarrass their friends. In fact, men stop at nothing to have a good laugh within their ranks. The mine at which we were employed had a bi-weekly newsletter with all the news pertaining to the various mining divisions. It also had a Fun Caption competition each fortnight. The editor would have a photo taken at some mining func-

tion and readers were invited to send in a humorous caption for which there was a prize. I had not actually ever entered the competition but as it happened a certain edition had a picture of two very good friends who worked with my husband. Since the one was a very quiet man and the other a somewhat rambunctious individual who had a fairly close relationship with the local pub I had a brainwave and sent off an entry immediately. During the following week Terry (our boisterous friend) visited and mentioned the fact that his picture had been in the newsletter and bragged that he was going to be the first person ever to have been the subject of the fun caption and he was going to win the competition as well. I told him there was no chance as I had sent in a prize-winning entry. A lot of light-hearted banter and we didn’t see Terry for another week. During that same week I was in town shopping after work and I happened to bump into the editor. Since the newsletter should have been delivered to us that day and hadn’t arrived, I asked him why the hold-up. He mentioned a problem with the printers and said he supposed I was asking because I wanted to know if I had won the fun caption competition, and without waiting for an answer, he told me that I had won and would be receiving my cash payment within a few days. Terry arrived that evening and once again brought up the fact that he was certain that he had won the competition – I argued and

said my caption was unbeatable. To cut a long story short Terry insisted upon a bet – a six pack to a bottle of wine. Sounded fine to me, especially since I knew I was going to win. After a few beers Terry insinuated that I couldn’t be very sure of myself or I would have bet on a case of beer to 5 litres of wine. I agreed. The next day the newsletter was delivered to the various divisions and sure enough there was my name. That evening Terry arrived at the house with my 5 litres of wine and all was well – for me at least! A couple of days later my husband (a man of suspicious nature) suddenly asked why I had agreed to the bet. I pointed out that it had never been my idea – it was Terry’s idea and it was Terry who had upped the ante. However, my dear spouse wanted to know why I had gone along with the plan especially since he knew I never gambled on anything. In a moment of total stupidity I admitted that I knew that I was the winner. The way he carried on was as though I had just robbed a bank. As I have mentioned previously – secrets should never be shared. He called Terry the following morning and invited him around after work where he apologised for the fact that his wife was a lying cheat and dishonest to boot. Fortunately for me, Terry was not in the slightest put out – in fact he confessed that had he thought of it he would have phoned the editor and asked. He was full of admiration for me. As I did try to point out to both of them – the editor had given me the answer without any prodding on my part and I was never the instigator of the bet in the first place.

Last Friday we celebrated Freedom day, this holiday was brought in to celebrate Nelson Mandela’s release from prison after serving 27 years in prison. I wonder how many of us are actually “free” although we are not physically incarcerated, are we truly free? There are many woman who are trapped in a marriage where there is abuse, young woman are raped, people are stigmatised because of their physical appearance, or spiritual orientation. The past is blamed for many of the reasons people are suffering today. We often tend to forget what happened some two thousand years ago, when an innocent man was crucified in the name of “justice”. Yet He brought hope for many and still does today. He truly gives us freedom and especially freedom from sin, He died to reconnect us to God. So we could go on blaming the Jews for putting Him to death, but we are also to blame as we continue to sin. Forgiveness is the key to true freedom, not always easy, but it is in loving Christ and our fellow men/woman that this world will become what God wants from us. He gave us this world to live in, not only to the elite, few but to all of regardless of who we are. Now to be truly free we need to look at the past and endeavour to correct past sins. We need to move forward in love of others. Bearing grudges does not help in setting us free, it often becomes a cancer that eats us up and makes us quite ill, both mentally and physically. We truly need to follow Christ’s example to us in accepting all with all the mistakes they made, for we too are guilty of making mistakes. No one is truly blameless, except Christ. Let us, therefore, move forward and do our part in making this world truly free. Blessings

New restaurant an instant success

Bertie Nel from Maxim’s has bought former popular Yum Yum restaurant in Tzaneen. It’s now known as Monya’s under the able steermanship of chef Micheal Els (32). Micheal returned from Sharjah, one of the seven Emirates, late last year to help his mother Michelle Els at her Zabana restaurant. Due to a violent attack, Zabana’s is now closed and both Michelle and Micheal have moved their cheese. Micheal’s hands were so tightly tied that the wounds, months later, are still healing and the nerves in his hands are still numb. Bertie was unavailable for comment as he’d motored to Herb Cottage in Magoebaskloof to buy herbs for Monya’s. Micheal went to Merensky High and completed his culinary course at a hotel school in Phalaborwa. Thereafter he

spent two years in the restaurant business in Dubai before accepting work for Comptoir 102 as part of the large Shurooq investments company. Micheal said that if you have a winning recipe, stick with it. He also believes that people eat with their eyes and present a most eye-catching anchovy meal with the freshest of ingredients. Monya’s is already gaining popularity with locals filling tables for breakfast and dinners are now so popular that tables have to be booked.

Festival was a resounding success Dynamite comes in small packages. This is most certainly true about Mara Hermann who lives in Haenertsburg and is the owner and publisher of the quarterly Mountain Getaway. This dynamic little person singlehandedly organised the past weekend’s successful two-day Food, Wine and Beer Festival in the village. Mara is not just an organiser par excellence but also gets physically stuck in to help. Saturday morning, before the rush began, saw Mara lugging red plastic chairs off vehicles and into position behind tables. She also saw to the legal requirements needed for the festival because of the presence of alcohol. All 2,000 branded wine glasses were sold. Mara dispatched a helper to buy more from Macro, unfortunately not branded. Some 5,000 visitors came to the festival on Saturday. Some of the food stalls were out of stock by mid-afternoon. Sushi was

gone in a flash and the Vervet Monkey Foundation sold 100 falafels at their vegan stand. The Iron Crown ran out of 50 litres of tomato juice for their Bloody Mary’s last year. This time they ordered 200 litres from tomato giant ZZ2 in Mooketsi. Oysters were served with either a Bloody Mary with vodka as a base or a Crafty Mary with gin as a base. There were many gin stalls, several wine estates, liqueurs and Zwakala craft beers. One section was devoted to African crafts in the form of beaded jewellery and beaded sandals and there were several clothing stalls as well. Art in the Park showcased its talent in the open park opposite the police station. Several artworks were sold. The park converted into a showcase for vintage cars on the Sunday. Children were supervised and entertained with art and jungle gyms while their parents ate, drank, spent their hard earned cash and listened to live music.

Help curb the feral problem Feral Cats Tzaneen is a registered non-profit organization (NPO) founded by Karin Venter, with their main mission being to limit the population growth of both feral and stray cats in Tzaneen, by joining hands with local business and individuals in the area. They operate independently from the SPCA although their efforts go a long way in assisting the SPCA in limiting the population of both feral and stray cats in Tzaneen. They achieve this by sterilizing cats found on the street to prevent the population of these cats to increase exponentially. This is done by TNR (trap, neuter and release), and

being a NPO they are reliant on donations from businesses and individuals to help with the costs of sterilizations. They attempt not to move the cats from their territories as cats are territorial, and as soon as one colony of cats are moved out of an area a new colony just takes their place. This is the reason why the “catch and kill” approach does not work. This influx of new colonies where existing colonies are removed is referred to as the “vacuum effect”, a widely researched topic amongst scientists globally. Feral Cats Tzaneen also believe that the feral cats play a role in keeping vermin such as rats, mice, cockroaches and snakes at bay, therefore playing an important role in the town. Apart from sterilizations, they also feed 75+ cats, and often have kittens that can be adopted. Karin and co-directors Sue Allan and Lena Engelbrecht are in need for the community to assist them with this very important project by means of financial donations for sterilizations and food donations. Elma kry weer “die” sleutel Elma Pohl, ‘n oud-Vossie, wat in 2014 uit die Hoërskool Ben Vorster gematrikuleer het, het vir die derde agtereenvolgende jaar die Golden Key International Honour Society toekenning vir haar akademiese prestasie ontvang. Die Golden key International Honours Society is die grootste organisasie van sy soort ter wêreld. Hul doel is die bevordering en erkenning van akademise prestasies en om deur hulle genomineer of selfs erken te word, is ‘n baie groot prestasie. Pohl is tans besig om haar vier-jaar LLB-graad aan die Universiteit van die Vrystaat (UFS) te voltooi.

Elke hengelaar was veronderstel om elke dag vyf visse te vang wat dan 400 visse in totaal sou wees.

Bofhou vir Vossies Ben Vorster se gholfers het op die 20ste April aan die gholf liga wedstryde teen Hoërskool Pietersburg deelgeneem en baie goeie uitslae opgelewer. Die Eerste en Tweede-spanne het

drie van hul vier wedstryde gewen terwyl die Derde span met 1 – 3 verloor. Baie goeie gholf is gespeel ten spyte van reënerige omstandighede en moeilike baan van Tzaneen Buiteklub.

Twee voltooi Recce Mission Twee lede van die Phalaborwa Fietsry Klub het verlede naweek aan die 200/22/400 Recce MTB Mission wedren deelgeneem. Volgens Stefan van den Borre en Mark Paulse was dit die moeilikste wedren waaraan hulle nog ooit deelgeneem het. So moeilik dat die afsnytyd van 22 uur, verleng is met twee ure na 24-uur. Die wedren het oor ‘n afstand van 207 kilometer plaasgevind met meer as 4 200m se klim. Die minimum temperatuur tydens hierdie

wedren was so laag as 4 grade Celsius – genadiglik was daar geen reën nie. Mark en Stefan het algeheel negende geïndig maar was eerste oor die wenstreep in die spankompitisie. Saterdagoggend 09:00 het die fietsryers by die Highland Golf Estate in Dullstroom weggespring en 18 ure, 40 minute later weer in Dullstroom klaar gemaak. “Net admirasie vir Luther Erasmus en sy hele span. Baie geluk en baie dankie vir ‘n goed-georganiseerde byeen-

And they’re off!

Fifty bikes roared through the dirt track at Selati Motocross Club outside Phalaborwa on Saturday, 28th of April. It was the second round of the Limpopo Motocross Series and the riders were geared for a tough day around the course. Competitors from across the region including White River, Polokwane, Nelspruit, Hazyview, Gauteng and Phalaborwa kitted up for the day’s races. For the first time in a long while, the spectator contingent outnumbered that of those in the riding gear and instilled a sense of excitement around the track. Motocross has long been sucking on the back teat of local sports, and the weekend’s race attendance looks set to change that paradigm. The event was very well organized through the help of some big sponsors who ensured that the proceedings ran smoothly and without much incident. There were a few wipe-outs which were thankfully handled through the quick response by Jaco Gericke and his team from Maponya 911 emergency medical services. No riders were seriously injured on the day. Motocross has a plethora of classes based upon machine displacement (ranging from 50cc 2-stroke youth machines up to 250cc two-stroke and 450cc four-stroke), age of competitor, ability of competitor and the age of the motorcycle. On Saturday, the starting line-up for most of the races

ranged from four to ten competitors from different classes all chasing into the first corner. In the 50cc Juniors class, two local boys took the top honours with Lleyton Lira and Tyler Reynecke in first and second positions respectively. Both boys follow in their fathers’ footsteps, Francisco Lira and Johan Reynecke, who were both serious riders in their younger days. What is considered to be the main event of the day, the MX1 race, was won by White River’s Dean Pienaar with Eckhardt van Heerden from Polokwane in second spot and Kyle Robbertze completing the podium in third place. The MX3 Vets race was a heated affair with all eyes being on the Phalaborwa brothers, Brendan and Donovan Raubenheimer who held nothing back as they took their sibling rivalry to the dirt. In the first of the three races it appeared as though younger brother, Don, would take the race as they entered the penultimate lap, but he stalled his Honda at the s-bend just metres before the big Booter. This gave big-boet Brendan the necessary space to hold onto his lead and clinch victory. At the end of the day Brendan took top spot at the podium with Don in a very close second. The next round of the Limpopo Series will be held on the 2nd of June at the Manna MX track in Nelspruit. Competition is set to be fierce and all are invited to enjoy the day’s action.
