Palabora Copper has been forced to halt all its operations in Phalaborwa in order to ensure the safety of its workers in line with the Mine Health and Safety Act (MHSA). This order took effect on the 20th of July after an in loco (on location) inspection by the Department of Mineral Resources (DMR) at the mine, following the deaths of six employees in an underground fire two weeks ago. The damning report of the DMR’s findings was leaked to this newspaper last week and contains what would appear to show gross negligence on behalf of Palabora Copper. It also contains orders and instructions to the mine which they have to allegedly implement before production can be resumed. These orders include the complete risk assessment of all refuge bays on the mine premises including their design and location. Any and all deviations from the MHSA regulations concerning these refuge bays need to be immediately fixed in terms of regulation 16.6 of the act. During the investigation it was found that the refuge bay, in which three of the deceaseds’ bodies were discovered, was not fit for life preservation as intended. The DMR investigators allegedly found that the life sustaining services installed in this particular refuge bay were not fire protected and were not constructed of fire resistant material. They reported that the compressed air supply pipe to the chamber was found ruptured due to the fire. There was also only one refuge bay constructed at the tail end of the 1400m long conveyor belt. “Examination of the refuge bay in terms of regulation 16.6(3) (b) by a person appointed in terms of section 12 of the act, or by a person who holds the Intermediate Certificate in MEC was found to be inadequate to protect the health and safety of employees while in the refuge bay and not in line with the requirements of regulation 16.6(1) of the MHSA,” the report reads. Secondly, the report cited a number of issues the investigators found with the con-

veyor belt that was the alleged origin of the fire. According to the findings of the report, Palabora Copper failed to comply with regulation 8.9(3) of the MHSA and installed a conveyor belt without practicable measures to prevent persons from being exposed to flames, fumes and smoke arising from a conveyor belt catching fire, including instituting measures to prevent, detect and combat such fires. It is mentioned that a conveyor belt inspection report on fire suppression systems conducted in May this year, indicated that seven of the 37 systems installed were found to be faulty and that 30 systems needed repairs on their pipes. Another report conducted in terms of regulation 5.1 of the MHSA which was compiled during the first quarter of 2018, is said to indicate that 48 of the 58 fire detection and protection systems for underground operations, are currently faulty. This report was
however not compiled by the competent person in terms of schedule 22.15(5) and is not signed by the employer (Palabora Copper). The DMR’s report instructs the mine to withdraw all affected persons other than those who are required to conduct the risk assessments and make the necessary rectifications as mentioned in the report. “This instruction shall remain in force until such time that the employer has complied with the instructions and presentations made to the office of the principle inspector of mines by the said employer and the member(s) of health and safety committee or unions,” the report concluded. This has left thousands of employees anxious as they have not received word from the mine on whether or not they will lose their jobs in the coming weeks. “We really do not know what is going on as we have all been instructed to stay home and only the essential services report for duty. Production has completely stopped while the mine has to rip out all the conveyor belts and replace them with standard MHSA regulated belts. If the mine loses enough production the management will simply pull the plug and 4 000 people will be left jobless. Phalaborwa will become a ghost town literally overnight.” The worker in question has been employed at the mine for 15 years and requested anonymity for fear of persecution. According to him, the writing seems to be on the wall and the silence on the matter from the mine’s side affirms this. Bulletin has sent an email enquiry to Lydia Radebe, spokesperson for Palabora Copper to obtain clarity on the process that now needs to be followed. At the time of going to print, however, we had not received any response from her. We were also unable to obtain comment from the DMR spokesperson, Ayanda Shezi, on the contents of the report as her phone remained engaged. We will follow up and publish an updated report in due course. — Joe Dreyer joe@bulletin.us.com

Tzaneen economy is under siege
UPDATE
The increasing number of illegal street hawkers that are occupying the Tzaneen CBD coupled with the chaotic situation in Claude Wheatley Street is negatively impacting on the local economy. This is according to Nathi Sedibe, Ward 15 Local Economic Development (LED) chairperson. According to Sedibe, the problems within the CBD have been left unattended for far too long by the municipality and it is now time that the people have their voices heard. “There are four areas of concern to us, which we feel have completely gotten out of hand,” he said. “The most concerning of which is the number of illegal hawkers that have flooded the pavements and parking lots of the once pristine CBD. These people are not even from Tzaneen and 80% of them are not even South African. We call them ‘visitors’.
The fact of the matter is that there are bylaws that need to be adhered to whether these people want to hear it or not.” Sedibe expressed concern over the impact that the hawkers have on formal businesses. According to him many businesses have either fled the CBD or have simply been forced to close their doors because of these street traders. Formal businesses pay rates and taxes and rent and have to abide by the Health and Safety Act and Labour law conditions in order to legitimately run their business. “You will find that there are street traders selling knock-off goods like fake All Stars and Nike shoes or Levi’s clothing right on the doorstep of a legitimate clothing retailer. How on earth are these retailers going to survive? By allowing these traders to sell their pirate goods, the municipality is condoning
the trade in counterfeit produce which is against the law.” Furthermore, Sedibe said that they conducted investigations and found that in some cases there were ten stalls selling the exact same products and owned by one person, usually from Zimbabwe. “How can that be allowed? That is not fair trade and it is the cause of conflict and other criminal activities in these areas. These guys even sell dagga and other substances among their many stalls. The locals simply cannot stand up to this and if something is not done, there will be a serious problem with infighting.” To solve the problem, Sidebe has sent correspondence to the GTM requesting that a full audit and inspection be conducted in the areas most affected by these hawkers. He has requested that the system be relooked and
that each hawker needs to be given notice of the council’s intent to reinstitute the permit system. “We need to call all the hawkers together and tell them that they have a month to apply for their permit. In order to get their permit to allow them to trade in designated areas, they need to provide proof of residence and a South African identity book when they apply. After that, it will be policed and those found without permits will be removed.” According to Sidebe, the GTM has promised to look into the matter and give him feedback shortly. “And they will give us feedback. I will sit on them until they do because this cannot continue. There are lives at stake here.” — Joe Dreyer joe@bulletin.us.com
Field ranger shot and killed by poachers doctor was flown in to the scene where the ranger was treated before being transported to Mediclinic Nelspruit where he was declared deceased. The suspects dropped two backpacks and an axe at the scene during their escape on foot. The field rangers continued their pursuit later that evening. Reacting to the news, the CEO of SANParks, Fundisile Mketeni expressed his heartfelt condolences to the Ranger’s family, colleagues and associates saying “we would like to express our sincerest condolences to his immediate family, colleagues and associates.” Respect joined SANParks in February 2015 as Field Ranger at Shangoni Ranger Section. In July 2016, he moved to Crocodile Bridge Section in the same position and worked there until he passed away. “Very few people have the courage and necessary skills to perform this important task other than Rangers, in which Respect was and will forever be part of. Etlela hi kurhula Respect – May your soul rest in peace. You upheld the Ranger values and flew the SANParks flag high with honour. We are poorer
with your absence but will continue where you left off”. Respect leaves behind his wife, Wisdom Ndlovu, their four children, five brothers, two sisters and all other family members. The funeral service will be on Saturday, 28 July 2018 at Clare A, a village near Hluvukani in Bushbuckridge at 06:00. The SAPS is busy with further investigations. — Joe Dreyer joe@bulletin.us.com

Sabie and the search for the suspects continued. The suspects’ spoor was picked up near the Crocodile Bridge camp and the team, accompanied by a bloodhound came across three African males. The group split up when the hound spotted them and a chase ensued. A source has told Bulletin that though the details are not clear at this stage, it would appear that one of the rangers, Respect Mathebula, may have run into an ambush during the chase and was shot twice, once in his right shoulder and a second shot in his head above his left eye, by the suspects. It is not certain with what calibre Mathebula was shot or whether the weapon was recovered. A medical

A field ranger was shot and killed by poachers in the Kruger National Park on Thursday afternoon. The details have since been made known after a murder docket was opened at the Skukuza SAPS on Thursday morning. It is reported that on Tuesday morning, 18th of July, the rangers of the Crocodile Bridge division discovered a crossing point used by poachers on the KNP’s Eastern boundary with Mozambique. The rangers started tracking suspects from this crossing point throughout the day until night time when the search was halted due to low light. Shocked taxi driver arrested for speeding A taxi driver affiliated to Tzaneen-based businessman and owner of Kgosi Monene Security company, Lucky Nkoana, was pulled off the road by police at the entrance to Tzaneen and arrested immediately. Accompanied by the police officers who boarded the 35 seater mini bus, he drove his taxi to the police station after alighting his passengers at the Tzaneen Crossing. This reporter was in that taxi when the incident took place. The minibus began its journey to Tzaneen at the Lenyenye CBD, touting in the township past the local high schools and later left for Tzaneen. On
arrival just after 14:30 a group of police officers in uniform, and some in private clothes and working overalls, stopped the taxi and told the driver to wait for another car that was following behind them. Upon arrival, a police officer exited the vehicle and said to the driver, “bring your license. You overtook a bus at a barrier line at the Mokgoloboto Atchar depot and therefore you are under arrest. You will kill people. Take your money and the identity document and the police will drive the taxi on your behalf until we reach the police station where you will be charged.” That was the end of the story.
The taxi driver asked to carry on with his trip with the police on the passenger seats. However by then this reporter exited the taxi as he had reached his destination. The driver who did not dispute the charge by the police, was shocked that he was going to spend the night behind bars. The driver told this writer that he knew that it was wrong to overtake on the barrier line, but it was very hard to accept the arrest. Full of passengers, the taxi did indeed overtake the bus at the spot mentioned, unaware there were police in the vicinity. The police officer who was rushing to
Nkowankowa phoned the other police, who were manning a road block at the entrance to Tzaneen near the Telkom offices. The police who stopped the taxi had to wait for the police officer who witnessed the incident. Attempts to contact the owner of the taxi failed as his phone went to voicemail. It is not unusual these days to see police officers dressed in civilian clothing or work wear such as boots and coveralls. Bakgaga Taxi Association (BTA) chairman M Mabitsela said he would first investigate the matter before he could comment on it. — Jan Mafetsa
Follow up: GTM silent on taxi rank issue In light of the silence from the GTM on the chaos which is the taxi rank section of Claude Wheatley Street in downtown Tzaneen, Nathi Sedibe, Ward 15 Local Economic Development Chairperson spoke to Bulletin this week. “It is absolute chaos behind Tzaneng Mall, there is just no other way to describe it. It is uncontrolled and dangerous and to be truthful, the fault lies with the municipality. Right at the start of the development of this taxi rank, the designs for the area were faulty. The palisade fencing was placed too close to the road leaving little or no paving for pedestrians and no space for a parking lot. As
the rank expanded over time, the space became limited and taxi drivers started using the roadway to load and offload their passengers.” Combined with the endless potholes and hawkers on either side of what is left of the carriageway, Claude Wheatley is literally an accident waiting to happen. Trucks often have to leave the roadway to pass by the queues of taxi’s which have now taken up two of the three lanes effectively turning this into a oneway road. With the hawkers and informal barbershops crowding the pavements mere inches from the road, these trucks will hit someone. It is just a matter of time.

Over the course of the past two years this publication has on numerous occasions highlighted the situation there. We have sent emails to the spokesperson of the GTM, Neville Ndlala, and he has responded with promises of meetings with the taxi drivers, meetings with town council and even traffic law enforcement (of which there exists zero in this part of town). Rumours that many of the traffic officials actually own these taxis have been categorically denied yet local law enforcement officers seem to be avoiding this area like the plague. Sedibe said that he has had a face-to-face discussion on this very serious matter with
an official from the GTM and has even raised the matter with the Mayor, Maripe Mangena. He said that the GTM will be taking a serious look at redesigning the taxi rank layout to help alleviate the problems faced in this section of the town’s center. “I have also raised these concerns with councillor Given Malatji who has assured me that they will escalate the matter to Engineering Services. To me, this is one of the issues that will ultimately lead to a mass exodus by businesses out of the CBD because they are currently bleeding money.” — Joe Dreyer joe@bulletin.us.com

bly. Tydens die R2 miljoen projek wat in November verlede jaar onderneem is, is daar ongeveer 130 000 kilogram versterkte strukturele sement en nagenoeg 80 000 kilogram teelsement gebruik. Daar is altesaam 1400m2 se teelwerk voltooi.

Granny’s Grumbles - Method Acting
Some 20 odd years ago a theatre group started up in Phalaborwa. It transpired that a lady who had been involved in a very large theatre group in Johannesburg was hoping to start up the same thing in our little mining dorp. I think the one thing that she didn’t realise was that there are never many aspiring male actors in a mining town. Due to shortage of males the first production involved only females but was well received, so a few months later auditions were held for the next production. Unfortunately I was going to be away but let the producer know that I would be availa-
ble for any part that she didn’t fill. Upon my return I was told that I would play the part of a drunken vicaress. A drunken vicaress!!! Who had ever heard of a vicaress – drunken or otherwise? Once more a shortage of male actors so the producer had merely changed the male part into a female part. In the world of acting many strange things happen and very often script-writers obviously feel obliged to strain the brains of the actors. The play took place in a castle inhabited by a Lord Sedgebrook and his family (mostly females – fortunately for the producer). The plumbing system had suddenly collapsed and the entire lower level of the castle was flooded. The lord refused to allow any of the family to consider eating any place other than the dining hall which was already two feet under water. Obviously the entire family had to sit as though water was lapping around the top of their seats and the butler (the only other male part in the play) had to push a trolley as though he were fighting against water. To add to the absurdity the local vicaress arrives – the butler brings the news and gets told to “wheel her in”, so I am wheeled in on the trolley and assisted to the top of the sideboard. The butler is instructed to give me a bottle of sherry and a glass. Lord Sedgefield who obviously realises that the only time the clergy arrives is to appeal for donations for the woodborers in the roof of the church apologises for the water and tells me to help myself to sherry until such time as they have finished eating. According to the script the
vicaress is more than a little fond of sherry and manages to swill back more than twothirds of a bottle within the next half hour, by which time the water is now lapping the top of the sideboard. The family is ordered to get on to the top of the dining table and the lord suggests that I stand up on the sideboard and can then leap into the water and be rescued by one of the family. By this time I am nine sheets to the wind and am keen to finish the sherry prior to abandoning ship. Slurring ones words and acting inebriated is quite easy but leaping off a sideboard into imaginary water isn’t simple. I discussed this problem with my spouse who is not particularly fond of acting and who was sick of having to go through my lines with me. Simple – according to him – all I must do is actually drink real sherry instead of filling an empty sherry bottle with coke. I would then not feel threatened by the leap and since I was supposed to be inebriated anyway, I couldn’t really mess up my lines. Sounded like a good idea and since we were having a full dress rehearsal for all the pensioners of the town the following evening, I decided to try it. I didn’t actually tell anybody except the butler who had to hand the sherry to me. My husband was right – after standing up on the sideboard and slurring off my final lines I threw myself into the non-existent water. Thunderous applause – the jolt went from my bum to my neck. After a hefty dose of pain-killers I did the same thing the following evening when we had the cream of Phalaborwa in attendance. And that my friends – is method acting.

The Message Rev Ron Reiners Anglican Church I cannot remember or I doubt if at any time if, when I asked someone “How are you?” They have answer: “I am healthy, thank you” the common response is often “Fine thanks” Can one really define the word “fine” it can mean many things and often it is really not the truth. In our lives things are not always “fine” but we say it anyway. Often just to not start a long conversation, or to avoid it. All of us are concerned about our health, so, we try our best to look after our bodies. Some go to the gym regularly or do some sort of exercise “to keep fit” Others are concerned about their weight and thus diets are a common practice. Eating healthily is often a way to ward off illness, but often it is a lot easier to buy “junk food” (burgers, fried chicken etc.) We go to the doctors when we feel not up to scratch. They have studied and most have the knowledge to find a cure for what ails us. They give us all sorts of medicine to “sort the problem out” They have been given the gift of healing. They got this gift from God even before they started studying to get their qualifications. Very often it is forgotten that it is God that is doing the healing assisted by the doctors. Now this is physical healing. What about spiritual healing? How do we go about becoming “spiritually healed?” Yes we go to church and ask for forgiveness, but often we come away disappointed we seem to have gained nothing and, yes, church has often become boring. We as religious leaders struggle with this as much as you do. Some say “I am a Christian” but seem to have lost that initial fervour they first had when they accepted Christ as there Saviour the first time. We need to be spiritually healed, to regain the “fire.” We need to go back to the basics, prayer, reading the scriptures and alone- time with God. Not always talking and asking but just to be still and listen, this is often called meditation. We often are guilty of just going through the motions and not fully listening or understanding. God gave us all talents and although some may be similar, some are completely different. Do you know what talents God gave you? Think about this when you are meditating. Use the talents God gave you to assist others in finding theirs. Ask God to refill you with the Holy Spirit, to top up your faith, to reignite you once again so that you become excited to serve Him. Blessings

This was followed by a speech from SAPS Haenertsburg Station Commander, Capt. Molokwane. The captain praised the senior citizens and assured them of police safety. Captain Sekgota from the Mankweng Cluster – Men for Change said he wants rapes to stop particularly against senior citizens. Who’s farm is Rooiwater 673? (and now senior official in the department of sports in Limpopo). Spokesperson for the community, Spencer Banda, told Bulletin that the farm in question was bought from a white farmer (known to Bulletin) and inside the farm there is allegedly a gold mine. The farm is currently used by stock farmers in the area to keep their stock and they pay a monthly instalment to the caretaker. He said all attempts by the community to protest the handling of the farm fell on deaf ears. “Though the farm was returned to the community, the problem is that the community does not have money to remove the owner. All attempts to solicit outside intervention were fruitless due to some members of the Communal Property Association (CPA) benefiting from that farm. Just recently the com-

mittee paid a visit to the property and collected cattle which was used to for a party at the royal palace,” he explained. “We also sought the services of political parties so a lawyer could be secured to remove the former councillor from the farm, and that did not yield results either. The services we managed to obtain was from a lawyer we secured through the EFF. When that lawyer stop answering our calls, the EEF ended up demanding to be refunded money which was paid to the lawyer,” said Banda. Attempts to contact Freddy Rasebotsa on his mobile were unsuccessful. He was a councillor of the Greater Tzaneen Municipality under the mayorship of Othaniel Mushwana. Later, he was moved to the Mopani District Municipality under the stewardship of Humphrey Mokgobi before joining the depart-
ment of sports in the province. Contacted for comment, Bakgaga chief headman, Phatudi Maake, denied that the farm had been transferred to an individual. He said as far as he knew the farm is still the property of the community through the CPA. He said the type of documentation for the farm is a Permission to Occupy (PTO) which means the farm is still in the hands of the community through the traditional council. Spokesperson for the department of Agriculture, Molebatsi Masedi, said that he will look into the matter after he had received all the details. He said that it is important to understand who the holder of the documents for the land is currently. According to him, the complainants should have documentation so the department could intervene.
Pharare residents have accused the Bakgaga Traditional Authority (BTA) committee members of collusion with a former GTM councillor, Freddy Rasebotsa, to transfer the ownership of a community farm from the community of Pharare into private hands. However the authority has disputed this claim and said the farm is still the property of the community, and that Rasebotsa is acting on behalf of that community. The farm Rooiwater 673 Lt, is situated in Letsitele between Mulati village on the South and Rubbervale on the North. It forms part of several farms which the Mopani District Municipality (MDM) transferred to the communities as part of the Land redistribution programme in 2000. The concern of the community is that the farm was in fact handed to the former councillor of the ANC

Merensky welcomes Limpopo champs
u14 Limpopo Champs
This rugby season, no less than five Merensky rugby teams competed in the Limpopo Schools finals. Before the school holidays, three teams (u/14B, u/15B and the u/16B teams) already ended their respective campaigns as Limpopo league winners. It was up to the A-teams to hold up their end of the bargain as they took to the fields this past Saturday at HTS Tom Naude in Polokwane. The u/14A and u/16A boys took to the fields simultaneously which caused quite a stir as the supporters had to rush between the stands to support their teams. On the A-field, the u/16
A-team stood their ground firmly during the first half of the encounter leading the game 22-17 as they entered the halftime break. The second half was mostly a stalemate with neither team willing to give even an inch to the opposition. Finally however, it was Ellis Ras who scored and converted a try to clinch victory with a score of 22-24 and take home the championship title. It was retribution time for the u/14Ateam as they once again matched up against their nemesis, Frikkie Meyer, who bettered them in their last encounter. This time around it would be the Blues who celebrate as they ended their
gruelling encounter with a 16-10 victory. The team were crowned Limpopo champions and their captain, the ever-impressive Carl Dohse, was awarded Man of the Match. For the three junior Plasie A-teams, the rugby season continues with their participation in the Virsekerbeker championship. On Saturday, 28 July, the u/14A’s will meet the team of Hoërskool Overkruin in Pretoria, the u/15’s will play against Potchefstroom Gimnasium on their home ground, while the u/16A team will take a stand against the boys of Hoërskool Piet Retief on Plasiepark at Merensky High School.

Rooimasjien steeds onoorwonne
