Following a five-week long drought brought about by the Ba-Phalaborwa Municipality and the Mopani District Municipality’s failures to pay their accounts to Lepelle Northern Water, culminated in 400 ratepayers marching to the offices of their Mayor on Saturday morning to demand answers. The residents listed their demands in a memorandum which they handed over to Mayor Pule Shayi. Women, children and the elderly all joined hands in the march aimed at forcing a change in their community. Photos: Joe Dreyer

Freedom of expression through the media received a major boost last week after the Polokwane High Court dismissed, with costs, the application by Limpopo Premier, Stan Mathabatha, to prevent City Press newspaper from publishing the telephonic conversation in which the Vhembe District Municipality (VDM) executive mayor (and ANC provincial deputy chairperson), Florence Radzilana, was romantically enticing him. The matter came to light when a reporter called the Premier to hear his side of the story, and Mathabatha headed to court. It was after a recorded telephonic conversation was leaked to the media in which the Premier was allegedly enticed by the Mayor. This came in the wake of the Vhembe mayor

being accused of rudeness in relation to the VBS saga in which she is alleged to have pocketed a cool R300 000, when the municipality invested R300 million with the bank. Dismissing the application, Judge Nelisa Nali said Mathabatha was a “public figure” and he should behave. His Lawyer, Lindelani Sigogo, said the Premier was entitled to the same level of privacy and dignity that normal South Africans enjoy, and the recorded conversation was obtained illegally. The judge said that though the application was urgent, the recordings were obtained legally. Judge Nali further said that she considered that freedom of expression outweighs the privacy rights of the Premier. In an affidavit before the court, Mathabatha argued that the publication of the illicit recording will negatively impact on his dignity, his standing as a family man and as a leader. He confirmed that there was a private conversation with him and Radzilana and that he never granted Radzilana and her husband the right to record him. He said that Radzilana phoned him and he was led to speak about sensitive issues that had potential to embarrass him. He told the court that he was under reasonable impression that the conversation would not be publicised in any way. This debacle comes at the time of provincial listing conference for the provincial government. Currently Radzilana’s credibility has taken a heavy blow following the release of The Great Bank heist report. Mathabatha insinuated that he was framed in view of the listing conference as there are some who cannot go down alone. He said Radzilana had enticed him by

asking about his feelings. He further said that the publication of the conversation was an attempt by the husband of the mayor, Stanley Radzilana to blackmail him. What makes this case even more compelling is the fact that the Premier’s spokesperson, Phuti Seloba, initially stated that the Premier was impersonated in the phone call recording – but later Mathabatha himself confessed. Ironically, Phuti Seloba himself was involved in a similar incident earlier this year with a Botswana national who formed part of a Council of Southern Africa Football Associations (COSAFA) staff delegation. The story went viral over social media when the Botswana national accused Seloba of rape. The case was later withdrawn at the Polokwane Magistrate’s court. — Jan Mafetsa

GTM warned - “We will not be friends” The Limpopo provincial leadership of the ANC told the political leadership of the Greater Tzaneen Municipality (GTM) last week that those who continue to commit corruption will not be the friends of the ruling party. This emerged last week on Tuesday during the provincial march of the Congress of South African Trade Unions (COSATU) through the streets of Tzaneen to the Whitehouse. The provincial leadership of the party led by the secretary, Soviet Lekganyane, the Provincial Working Committee (PWC) member, Dickson Masemola, and the leadership of COSATU descended to the tropical paradise after complaints that 74 workers employed by a contractor, Molebogeng Cleaning Services (MCS) were dismissed when the newly appointed contractor hired new people who were paid R75 per day. PWC member, Dickson Masemola, said “We are not the cocks of the morning who came to Tzaneen to check how the weather is, but

we have come to fix things. We have come to tell those who are still doing things in an irregular way that we are not going to be their friends. We are here to support the memorandum of demands which is to be submitted today.” He went further to declare the PWC’s willingness to stand with COSATU, the SACP and SANCO in the interest of the organisation and the society to ensure that the mandate bestowed on them at the conference in June does not fail. “Those of our deployees who are still engaged in unbecoming behaviour, they should know that the period and time for doing that had long time gone. Those coming to the municipality to fill their bellies will be like frogs whose bellies would inflate with no action taken when we come again.” Masemola said that outsourcing in services such as security and cleaning should be done away with as it is a waste of government money.

“We will make it possible with all of us working together to ensure that outsourcing becomes the issue of yesterday. We have been doing mathematical calculations and it was found that if the government could insource services such as security and cleaning services, the government could save up to 50 percent of the money which is paid to middle men and the PEC will implement the process, “added Masemola. Following the visit by the PEC the municipality succumbed to pressure and reinstated the 74 workers. In another unusual act the leadership of the ANC did not meet the leadership of the GTM for briefings as per the norm, but left straight after the march. The issue was described by those in the thick of things in local politics as an indication that relations between the municipality and the new guard at Frans Mohlala House are at an all-time low. — Jan Mafetsa

The Greater Giyani Municipality (GGM) and the Vhembe District Municipality (VDM) have parted ways with the services of their senior officials after some were fired, others resigned and a few suspended in relation to illegal investments of municipal monies in the now defunct Venda Building Society VBS. This follows the resolutions of council meetings in the respective municipalities held last Friday. In the Giyani municipality a case of fraud was opened against the implicated officials. The Chief Financial Officer (CFO), Risimati Hitler Maluleke was dismissed af-

ter the disciplinary hearings found him in the wrong after the municipality deposited R161 million into VBS. Shortly before the hearings could be conducted, the Technical Director, Precious Mathebula, resigned from her post. Municipal spokesperson, Steven Mabunda, said the CFO was found guilty of investing the municipal monies illegally and without the knowledge of the municipality. He further said the charges which were laid against the Municipal Manager included the payment of contractors for projects never completed. He added the municipality had

opened a case with the Hawks. “The municipality dismissed the CFO, Hitler Maluleke during a council on Friday, 19 October. Part of the reason for his dismissal was that he directly invested money with the now defunct VBS and he is also accused of authorising payments for the projects which were not done in the municipality.” said Mabunda. He said steps would be taken to recover the money which was inaccurately paid out. Mabunda went on to say that the inaccuracies within the municipality were discovered after they employed a new and permanent

Municipal Manager in January. During the execution of his duty he discovered that money was illegally invested with VBS. In another development regarding the VBS fiasco, the council of the Vhembe District Municipality (VDM) suspended the services of its Municipal Manager, Reuben Rambada and its CFO, Nyiko Mashele during their council sitting last week. However the ANC in the province said the mayors whose municipalities are implicated in the saga will appear before the integrity commission soon. — Jan Mafetsa

Mayor’s own daughter pleads for water “I feel ashamed,” said Pule Shayi as he addressed close on 400 angry Phalaborwa rate payers in the parking lot of the Ba-Phalaborwa Municipal offices on Saturday morning. The residents had marched through town to hand over a memorandum to their mayor regarding the lack of service deliveries, irregular and wasteful expenditure, the decline in infrastructure and the continuous water shortages and power interruptions in their town. George Hepburn, chairperson of the Phalaborwa Ratepayers Association and organizer of the march, had received more than 330 letters written by primary school children to their mayor, wherein they pleaded for water to bathe and electricity to help them do their homework at night. These letters were pasted onto large cardboard posters and displayed all along the perimeter fencing of the municipal buildings. Some of them were displayed in the parking lot in front of a stage where the mayor would later address his community. As he stood up on the platform to begin his address, mayor Pule Shayi fell silent. Looking visibly emotional, Shayi requested to approach one of the posters to read the letters. In silence he walked off the platform and approached the board. He stood there staring at one particular letter, scribbled in blue crayon over a white sheet, the letters read “My Mayor, plz, water.” A heartfelt plea to the mayor - from his very own fourth grade daughter. “It is no secret that our municipality and our district both owe money to Lepelle Water Board, we cannot deny that. But it should be no excuse for us to fail in our commitment to our community and for that I must apologize. We have become accustomed to the blame game

Ba-Phalaborwa Mayor Pule Shayi reads his daughter’s letter on a poster.

and through that we have lost the trust of our people and have allowed situations to escalate to the point where you, our community members, our rate payers, need to march and hand over memorandums. That letter was written by my daughter…” “You should be ashamed!” a heckler’s bellow interrupted him from somewhere to the left of the stage. “I am ashamed!” responded Pule with an angry cry equal in measure to that of his heckler.

He turned back to the crowd and regained his composure before continuing. “These issues are being dealt with, they are issues that I have inherited and I can assure you that my team and I will look over this memorandum and discuss our findings with George and the Rate Payers Association within the next 21 days. Together we will find a solution to all these problems.” The Rate Payers Association witnessed the mayor signing the memorandum and taking receipt of two large books. The two books

contain copies of all the letters received from rate payers and primary children within the Ba-Phalaborwa Municipal jurisdiction. Copies of both these books will be on display in the municipal library for public viewing. At the time of going to print the spokesperson for the BPM, Jonas Mahesu was not reached for comment. He was also nowhere to be found at the march on Saturday. — Joe Dreyer joe@bulletin.us.com

‘I am the boss here!’ The Phalaborwa Rate Payers Association (PRPA) protest march to the offices of the Ba-Phalaborwa Municipality on Saturday, was marred by the outbursts by a man identifying himself as the head of security. Louis Malatji, who claimed that he was appointed as a security services provider by the BPM, refused to allow the protestors access to electricity supply despite the march having been given the go ahead by the authorities. At the start of the event he proceeded to unplug the PRPA’s sound system which was setup in the parking lot in front of the municipal offices. The stage and sound setup would serve as a platform upon which the speakers, including the Mayor Pule Shayi, and chairperson of the PRPA, George Hepburn, would address the gathering. Malatji was aggressive towards Hepburn, members of the community attending the march and the media present at the venue. He refused to allow Hepburn access to the electrical socket stating that “nobody will use the municipality’s power for anything here today.” Hepburn confronted him and explained that the proper channels were followed in the or-

ganization and planning of the march and insisted that the power therefore be immediately restored. “I told him that if he wanted to be spiteful and cause unnecessary ructions, I would lay an official charge against him at the Municipality. He arrogantly told us that he was untouchable and that nothing would happen to him as he is connected to all the top managers in local government.” These statements were heard by close on a hundred protestors as well as this journalist and other members of the media. Representatives of the DA, including a member of parliament, Desiree van der Walt, photographed the incident as it unfolded. Van der Walt has made mention of the fact that the DA will be submitting questions to the municipality’s EXCO regarding the awarding of the tender to Malatji. Bulletin has tried to obtain answers from Jonas Mahesu, the illusive BPM spokesperson, regarding the awarding of the security tender to Malatji as we were unable to gain any clarity from the tender advertisements on their website. During our investigations we discovered that Malatji was involved in a tender scandal in 2009 where his company, Louis General Contractors

of Phalaborwa, was contracted by the Mopani District Municipality to construct 500 toilets in Ward 9 of the Greater Tzaneen Municipality. Workers had not received pay for seven months and when they confronted Malatji, he allegedly told them to get their money from President Jacob Zuma. He allegedly also told a reporter from the Sowetan that “there’s nothing anybody can do about this because he was friends with all the top people, including Premier Cassel Mathale.” Malatji is alleged to still owe the project’s staff

— Joe Dreyer, joe@bulletin.us.com

Dinsdagaand is daar nog twee soortgelyke voorvalle aangemeld by twee groot

— Joe Dreyer joe@bulletin.us.com

Golf Day marred by petty thieving Theft occurred at the annual Unicorn Golf Day, held at the Tzaneen Country Club on Saturday, 20th of October. Three bags, belonging to golfers were stolen from the men’s bathroom. The bags contained clothing as well as a new pair of Levi jeans and golf shoes. A boot, in the parking area, was also broken open and two handbags were stolen.

One of the men, whose bag was stolen, said, “I’ve been playing golf here for 35 years and this has never happened before.” Management was informed about the thefts but stated that the lockers should have been used. No case was opened up with SAPS. Tzaneen Country Club management could not be reached for comment at the time of going to press.

The streets in and around Tzaneen have once again reached disasterous levels as a result of what can only be described as a blatantly lax attitude to the problem by the authorities and supposed responsible organizations such as Roads Agency Limpopo (RAL). For five years residents have been complaining about the three major sinkholes on Agatha Road and along the Hamawasha Road. Despite three deaths

and numerous other near-misses at these sites, RAL and the GTM remain mum. In fact the one organization blames the other. Residents have, themselves, erected makeshift barriers to warn motorists of the impending dangers and as time went by, locals have started using the sinkholes as dum sites for their home and garden refuse. Added to the problem is the infamous Claude Wheatley Street which passes by the taxi rank and has been the cause of much controversy as taxi drivers have annexed part of the road and are now using it as a parking area. This has left only one lane in each direction open to road users. That has since been narrowed down to only one lane that has to be shared by vehicles travelling in both directions. The reason? A massive hole that has been dug by an unknown contractor more than two weeks earlier. We have not received any information on this from the GTM either as it appears as though residents of this town have to plead for information rather be informed.

Granny’s Grumbles - The Laxative Lapse

Sometime during the seventies a most unfortunate incident took place one Sunday when family and friends were all arriving for a Sunday braai. My brother Peter had arrived with his two year old son (Bryan) as his wife was oversees visiting relatives. By eleven that morning Bryan was looking somewhat jaded, so I took him through to my bedroom and lay him down for a nap. He was fast asleep within five minutes so I proceeded to the kitchen to make salads and make sure everything was in order – normal things that we ladies do to keep the home fires burning. Shortly afterwards my brother arrived in the kitchen (with a face like a fried boot) carrying his son in his arms. Bryan was covered in bright orange blobs on his face and clothes. He had (according to my brother) found a bottle of tablets in my bedside drawer and consumed the lot. I couldn’t remember having tablets in my bedside table but rushed through to the bedroom to discover the empty bottle on the bed surrounded by the rem-

nants of the tablets which were bright orange herbal laxatives. I remembered vaguely that some time previously I had been conned into buying them from a friend who had become involved in marketing herbal products. My brother made no secret of the fact that he found it impossible to believe that a mother of four could be so stupid as to leave medication lying around. To cut a long story short – we ended up at the emergency section of the Andrew Fleming Hospital, where my brother proceeded to tell the sister in charge exactly what had happened and making sure that she knew that HE was in no way to blame for this unfortunate blunder. After giving me an accusing look the sister asked how many of the tablets had been consumed. – I didn’t have the faintest idea – the sheets and pillowcases on the bed had been streaked with bright orange where Bryan had obviously chewed and spat (or swallowed) the offending tablets – there had originally been 100 tablets in the bottle. Eventually the sister and my brother disappeared into a cubicle with Bryan who was evidently dosed up with some concoction that would have him expelling the contents of his stomach within ten minus. I was handed a large stainless steel bowl and told to keep Bryan situated well within vomiting distance. After 40 minutes and three walks around the car park, nothing had happened so we returned to the waiting room and my brother went to find the sister. Whilst he was away, the inevitable happened and I was right in the firing line. After examining what had erupted from Bryan’s stomach (which was mostly over me) the sister pronounced herself pleased with the results. It appeared that Bryan had not actually swallowed any of the tablets so we were given permission to leave. Since discretion is the better part of valour I decided to remain silent when we left the hospital. However, when my brother stopped at

the Eskimo Hut – an igloo-shaped building that sold Snowkreem (a soft creamy type of ice-cream) – and purchased an enormous tub of it covered in nuts, fruit and chocolates I objected as I was sure that his stomach wasn’t ready to accept anything other than a Marie biscuit. I was treated to a glare from my loving brother who was I think visualising all the cold beers and hot boerewors that he was missing out on. Upon arrival at home I stepped out of the car holding Bryan who immediately threw up all over me. My brother was more interested in discovering whether or not Bryan had inadvertently been conserving some tablets within his stomach. Upon realising that the only thing that had engulfed me was the remains of the ice-cream - i.e. nuts, fruit, chocolate, he suggested that I go and clean myself and my nephew up before joining the party. I didn’t even get a chance to blame him for this second eruption. After having bathed and cleaned Bryan I called my eldest daughter and asked her to give him to his father with instructions to give him nothing but Marie biscuits or stale bread. Since this all happened more than 40 years ago it was a time when I used to spend a lot of time trying to “doll” myself up. When I actually joined the party I realised that Bryan was not with his father – he had evidently been handed over to my motherin-law who was on the back veranda. I went through to the back just in time to see her shovelling the last bit of fruit salad and ice cream into Bryan’s ever-open mouth. The little darling had the same glazed doughnut look that he’d had prior to throwing up over me shortly before. I screeched hysterically and grabbed him and started for the back door. Not in time – once again I was enveloped with the second-hand remains of his stomach. We retreated once again to the bathroom and after that I spent the rest of the afternoon sulking, but without Bryan on my lap!

The Message Rev Ron Reiners Anglican Church Shalom! Angus Buchan has once again called on the nation to get together and pray on a specific day, now don’t get me wrong I do believe that Angus is a true man of God and that he is willing to step out and do what he believes God is calling him to do, but I often wonder at the specific timing of this event? I am a firm believer in prayer and that God answers prayers, yet one tends to wait until someone is brave enough to step forward and do something about it. What about the many spiritual leaders in our own community, what are we doing about communal prayer? I know that some churches are willing and have tried to arrange these days or hours of prayer and then find that perhaps the majority of those attending come from their own church. A sad point is that when God answers our prayers even less people attend the day/hour of prayer to give thanks to God for His mercy. One must remember that God answers all prayers no matter how big or small the occasion and one could rightly argue that communal prayer therefore is not actually necessary, but once again I am reminded of what Jesus said: “When two or three are gathered in My name I will be there” I believe that communal prayer sends out a message to others to get down on their knees and do likewise. If we are all children of God, Christians, then we form part of the family of God. There is often a misused saying “A family who prays together stays together”, misused, as often there is little evidence of the family actually praying together, we often find that each member prays in his or her own way, time and place. This is not wrong provided that they do pray. In communal prayer it is often found that those who are willing to pray out aloud, the pastors, express the sentiment that you as an individual would have liked to express, if you had the courage of your convictions. Our land is in a sorry state of affairs at present and we need God to intervene. He will do so if we truly humble ourselves, confess/admit our own short comings and acknowledge Him as our Redeemer. Christ said: “Pray for your enemies” not for retribution only, but for God’s love to enfold them that by the power of the Holy Spirit they change their evil ways. How much of a difference are you willing to make by doing what God has commanded us to do? Blessings

And our stories must be told

Comfort Mathebula(Library Staff) and Kamogelo Kgoete (handed out presents).

The UNISA Department of Library and Information Science and the Greater Tzaneen Municipal Library Services joined to bring a magical storytelling event to the children and community of Mulati, a village in Greater Tzaneen, Limpopo, on World Literacy Day, 8 September 2018. The event was a great success, children were intrigued by the stories and left wanting to hear more. The UNISA library staff, UNISA lecturers, invited storytellers and Greater Tzaneen library staff worked tirelessly to make the event a success. Honorable Indunas from the Mulati community graced the occasion with their presence, which changed the perception that stories

can only be enjoyed by children. Stories were wonderfully told with an international and local touch and the atmosphere was charged with energy and laughter. Mantji Mamabolo, Librarian at the Mulati Library, was the very able Programme Director. Prof. Thomas van der Walt from UNISA, the founder of the UNISA storytelling initiatives, introduced the storytellers and explained why inculcating the culture of storytelling was so important. Comfort Mathebula from the Tzaneen Library, introduced the concept of World Literacy Day and spoke passionately about books and how they can help with creativity, eradicate poverty and change lives. The first story was told by Mpe Matela from Mpumalanga, who told an intriguing African animal story. She was followed by Beko Dlamini from Swaziland, who enhanced her lively story by using a traditional African shaker instrument. The last story was told by Cliff Lambane about a hunter who lived

in a jungle with his family and taught them how to call for his help by singing as loudly as they could. Cliff Lambane intensified the story when he blew his trumpet imitating the hunter’s family as they alerted their father that there was trouble. The blowing of the trumpet made the audience anticipate and become curious of what was coming next. The highlight of the day was when international storyteller Deepa Kiran from India told a wonderful story in English and Cliff Lambane, a teacher from Hudson Ntsan’wisi Senior Secondary School in Nkowankowa, translated the story into Xitsonga, breaking the language barrier, allowing even the smallest child and the elderly in the audience to understand and enjoy the performance. The event proved that stories are universal and enjoyable by everyone. — Reneilwe Kgoete Librarian at Tzaneen Library- Greater Tzaneen Municipality

Rotary Club secures R750k grant The Rotary Club of Haenertsburg has recently secured a “Global Grant” of over R750 000 to train 16 Early Childhood Development (ECD) practitioners at the Thusanang Trust Early Childhood and Community Development Training Centre outside Haenertsburg. The 16 ECD practitioners (pictured), have all been selected from the 206 rural ECD centres that are affiliated to Thusanang, and will receive a formal NQF Level 4 qualification registered with ETDP.SETA, when they graduate in 2019. In this programme, the practitioners will gain the necessary skills to provide stimulating activities for young children to facilitate their physical, emotional, social and cognitive development. The programme also offers a strong focus on early literacy and numeracy, and provides a learning environment that is stimulating, safe and nurturing.

There is currently a shortage of rural ECD skills in South Africa, and funding for this critically important training has been provided by the Haenertsburg Rotary Club, along with their international Rotary partners – the 2 Rotary Clubs of Fort Lauderdale and Point-West, Sacramento (both USA based). There has also been a substantial contribution to this most worthy cause from the local Harley Owners Group (HOGS) based in Nelspruit. These funds were matched by the international Rotary Foundation. Rotary is a global organisation with over 35,000 clubs in more than 200 countries. The US based Rotary Foundation encourages and supports investment in sustainable projects that strengthen a community’s capacity to meet its own needs. This includes humanitarian projects, vocational training and scholarships.

Sport 26 October 2018

Vikings raid Lushof This past weekend saw the first of many national RC championship events to be hosted at a new raceway in Lushof. The Vikings Raceway was designed and constructed by Wikus and Manie Coetzer of Blue Dot fame. Wikus (seen here on the left) is an avid particpant in the sport of remote control car racing and has won several of these events in the past. The weekend’s National finals saw racers from all across the country travel to Tzaneen to pit their skills on the new course which is one of the only of its kind in the country and indeed the world. It has been rumoured that the World Championships will be hosted here next year. For a more in-depth feature on the raceway and the full scoresheets of the weekend’s national event, read next week’s Bulletin.
