Toulou will rebuild the houses

The Modjadjiskloof businessman, Michael Toulou, will rebuild the homes he demolished on a portion of his farm Korthannie. The demolitions and evictions took place three weeks ago by the Letaba Sheriff and security companies from the area acting upon a Land Claims court order. Two houses were demolished in the process which were constructed by the previous owner of the farm, Dr Louis Botha, as housing for two of his workers. Three of the women who lived on the property, Maite Maake (90), Paulina Ramalepe (72), and Flora Mamorobela (83) were left homeless after losing their homes. Toulou obtained the court order to prevent the influx of new settlers on his land after a man known only as “Pilusa” started selling stands on the property at R500 per stand. It is alleged that he also threatened to kill one of the elderly women who occupied one of the existing houses. Uncertainty over the legality of the evictions is what sparked the three-week long stalemate. Toulou, the sheriff and the security company all believed that they acted according to the judgement. Rametse and the community members contested this. Eventually Toulou agreed

to meet with the community over the weekend where it is said that the two parties reached agreement. “He will build five new homes for these people. That is all we wanted right from the start because these old people cannot be homeless ahead of Christmas, how cold can a human being be?” said Michael Rametse on Monday morning. “We have not yet sorted out the logistics of how and when, but we are satisfied that it will happen so we have called off the protest and the shops can now be opened again.” In the meantime various residents have offered to assist those left homeless by offering them accommodation and food and clothing. The GLM have also issued them with tents as temporary shelter. Though the situation seems to be have come to its inevitable conclusion, concerns still remain over the SAPS reluctance to intervene in the situation. During the three weeks, shopkeepers were intimidated and harassed, in what was an illegal protest action as no permission was granted for the masses to take to the streets. No Public Order Policing (POP) units were sent to the town to keep the peace and maintain order, and no arrests were made.

The discovery of the body of a baby boy next to the road near the Tzaneen showgrounds has sparked controversy among the local community. The identity of the baby has not yet been made known and at the time of going to print it was not certain whether the parent(s) of the deceased child had been contacted. Police spokesperson Col Moatshe Ngoepe told Bulletin that Tzaneen police were on patrol on Monday afternoon at around 13:30 when they received a tip-off from community members that a body had been dumped on the corner of Agatha and Frederick Streets. “Upon arrival the lifeless body of a baby boy was found covered with a blanket. It is not yet known what happened and the investigations are continuing.”

The news of the gruesome discovery was sensationalized by a video of the crime scene posted over social media. In the video the covered corpse of the baby is on display with a reporter explaining in detail how the flies have started “gathering” over the corpse and “the smell of the baby is starting to come up bit by bit”. The insensitivity with which the matter was handled angered many commentators who lambasted the media outlet with comments such as “Excuse me for my honesty but I think this is unnecessary sensation. First of all you should have called the police and necessary people before going there yourself and taking a video which is inhumanly” on their social media page. It is not clear whether the police or forensics

Another defenceless old man robbed Cell phones and guns were stolen from a plot outside Phalaborwa on Tuesday by three armed suspects. The police in that town are investigating the matter and a search has been launched for the terrorists who robbed a 76-year old man in his home after tying him and his one of his male employees together with cord. According to reports, the three cowardly intruders first apprehended the employee in his room where they bound him and forced him to grant them access to the main house on the

property. True to the criminal nature, they then overpowered the defenceless elderly home owner and demanded the keys to the safe. They looted the safe and made off with four firearms, a hand radio, some knives and some cash. The two victims managed to untie themselves and call for help from a neighbour. The police told the media that they acted immediately and launched a manhunt for the suspects, but at the time of going to print no arrests were made. Last week while media and security officers were on the scene, we spoke to an EFF Member of Parliament who showed us that she had received three calls from Toulou’s wife requesting her banking details. “What do they think? Does this woman think they can bribe us to stop our protests? She has another thing coming as I am not here for bribes, I am here to right this wrong doing,” said Reneiloe Mashabela. Were it not for the intervention in the matter by the Modjadjiskloof CPF Chairperson, Dave Protter, the situation could have escalated violently. Protter spent many hours negotiating with all parties concerned even raising the matter to provincial and national police levels, eventually gaining assistance from DA Shadow Minister of Police, Dianne Kohler-Barnard. Bulletin tried contacting Toulou for comment but he was away in Pretoria on business. We have not yet had comment from the SAPS provincial spokesperson, Lt Col Moatshe Ngoepe, despite having asked for his input on the 20th of November. Suddenly house robbery attracts top brass Following the attack on residents of two government hospitals in the area last week, an entire delegation comprising of ministers and mayors converged on the grounds of Letaba Hospital to condemn the crimes. In attendance was the Health Minister, Aaron Motsoaledi, Police Minister, Bheki Cele, Limpopo MEC for Health, Phophi Ramathuba, Mopani District Municipal Mayor Nkakareng Ragoale and Tzaneen Mayor, Maripe Mangena. On the 22nd of November three doctors residing on the prem-

ises of the Letaba hospital were attacked and robbed in their homes during the early morning hours. Two cases of house robbery and two cases of attempted murder were opened at the Ritavi Police station. Dr KH Mukhari and Dr LF Chauke reported that they were asleep when five armed suspects entered their home. Dr Chauke was shot in her right thigh before they were robbed of four cell phones, a TV and a laptop. In the other incident, Dr LS Kunene was asleep with his wife Catherine Mapadimeng. The same suspects entered their home by breaking down the door. They shot Dr Kunene in his left foot. His

wife was hit over the forehead with a crowbar. They were then robbed of three cellphones, a TV, one tablet and three laptops. In another similar incident, a group of about seven suspects entered Lebowakgomo Hospital on Saturday morning, two days later where they burgled another group of doctors. The modus operandi was the same as the Letaba Hospital incident. In both incidents, the suspects gained access into the premises of these hospitals by breaking through the concrete palisade fence behind the doctors’ residences. This has raised concern over the efficacy of the security personnel at the government institutions. Almost immediately the Provincial Commissioner, Lieutenant General Nneke Ledwaba activated a 72 hour action plan to hunt down these criminals. A Task Team lead was setup and a manhunt launched. A reward of R100 000 was issued for information that could lead to the capture of the suspects. Police officers are now guarding the facility. A few days later the high profile delegation appeared in Tzaneen where an entourage of reporters from national and local news agencies awaited their responses to the “very serious matter”.

With his customary arrogance Cele ran through the questions from reporters and boldly stated that the police had travelled to Letaba Hospital to provide the family members of the victims with answers. “Hospitals are the places used for bringing life and not bringing death. People should not convert them into mortuaries,” Cele proclaimed. “We had brought in all elements of the police to look into the matter. The police did come here to give condolences but to give answers to what happened at the institution.” Health Minister Aaron Motsoaledi said that they were deployed along with the police minister to the province to work on constituency matters of the organisation (ANC). He said they would during the weekend meet with all the various stakeholders within the police service to look into the matter. He added that the criminals should be “squeezed out of the communities”. Cele confirmed that they suspect there is a syndicate working to destabilise the hospitals in the province and they will deploy the police to guard some of the hospitals while they await the outcomes of investigations by the state security agencies on the matter. Police and intelligence services at hospitals The South African Police Service (SAPS) and the Intelligence service are to be roped in to assist Limpopo department of Health after several house robberies which left the safety of staff and patients at stake during this last week. This follows the shooting of three doctors and robbery at the Letaba Hospital residences last week on Thursday. This emerged during a visit by both the Minister of Health, Dr Aaron Motsoaledi and Minister of Safety and Security General Bheki Cele at the provincial referral hospital, Letaba on Friday. The two ministers accompanied by their respective Limpopo MEC for Health Phophi Ramathuba, and Safety and Transport MEC Makoma Makhurupetsi respectively, were hosted by the Mopani and Tzaneen mayors, Nkakareng Rakgoale and Maripe Mangena. . Minister Aaron Motsoaledi said that they had visited the three doctors who are currently recuperating. They are being treated at Letaba Hospital after the appointment of specialists at this facility. Motsoaledi said that if the incident had occurred before the appointment of these specialists, it would have been a disaster as the victims would have had to be transported to Polokwane. He thanked MEC Phophi Ramathuba for the appointments. “We have agreed with General Cele that the police should help to assess the manner security is provided at hospitals. We do not have the expertise in that regard and the police will assist us. We have asked the police to assist with patrols frequently at hospitals. We are not dic-

Father and son sentenced Jeremiah Pretorius (52) and his son Gerry (21) from Phalaborwa, charged with assault GBH, were sentenced in the Haenertsburg Periodic Court on Wednesday. Taking into account that they were first offenders and remorseful, Pretorius Snr was fined R3, 000.00 or 12 months imprisonment and Pretorius Jnr was fined R5, 000.00 or 24 months imprisonment. Magistrate Mrs Mkansi referred to Section 103 of the Firearms Control Act and deemed both unsuitable and unfit to possess

firearms due to their tempers displayed during the fight. The brutal fight took place at the Pot & Plow restaurant outside Haenertsburg on the evening of 27 April 2018. It began with Pretorius Jnr attacking local Johannes van Wyk. When local John Knott tried to help, Pretorius Snr got involved. Both attacked the complainants who were unconscious by the time the ambulance arrived. The complainants have had ongoing medical issues since the attack.

Early childhood centres graduate This weekend will see the majority of early childhood learning centres converging at different halls to hold their year-end functions. Ipelegeng Creche at Lephepane outside Lenyenye will be among the crèches that will be closing for the year. The function to be held at the Rasebalene village will culminate with various activities for the benefit of the children and the community. Premiermen League are expected to be attending the event where gifts will be offered to the centre. Premiermen President Maboke Letsoalo told the Bulletin in an interview that the work will begin in the early hours of Saturday on the 1st of December. He said as part of

community responsibility the club will be also honouring community members in the area who helped bring development in the area. In another development several childhood learning institutions are also expected to be closing this weekend. The Morning Bright Star from the Nkowankowa Township was due to graduate yesterday in the Haenertsburg area. The parents along with their children were transported to the lodge in busses and taxis. R2,2 billion for Mopani water to be recovered Just a few weeks after a call by the newly appointed Finance Minister Tito Mboweni, during a debate in Parliament after the delivery of the Mid Term Budget Statement (MTBS) that money that was lost during the implementation of the Nandoni Bulk Water Reticulation Project should be recovered, the Special Investigations Unit (SIU) has stepped in to recover the R2,2 billion irregularly paid to LTE to supply Giyani with water. Civil claims were lodged at the South Gauteng High Court seeking to set aside the contract that was awarded to LTE Consulting Engineers in which it is alleged the then minister Nomvula Mokonyane was directly involved in its awarding without a public tender. She is

now tasked with the communications portfolio after a reshuffle in February by President Cyril Ramaphosa. The basis for the filling of the court are that the constitution was contravened. The project which kicked off after the visit to Giyani by then former President, Jacob Zuma, had an estimated budget of R 500 million which later grew to R2 billion which has recently sky rocketed to R3 billion. This escalation in turn rose the ire of the new Water Affairs minister, Gugile Nkwinti, who visited the project recently to enquire. The minister then sought an explanation from Lepelle Northern Water (LNW). Now the project is costed at R 4 billion. Special Investigations Unit (SIU) spokesperson

Narzeem Pandor said in a statement “our investigations have revealed that there was an irregular appointment of LTE Consulting Engineers as there were contraventions of the Constitution, the Lepelle Northern Water (LNW) and the Treasury regulations.” Earlier reports suggested that the company was appointed without a public tender as is required by the law. When Nomvula Mokonyane was forwarded by the president to solve the water crisis in Giyani, she allegedly appointed LTE Consulting Engineers to work on behalf of Lepelle Northern Water to supply the 55 villages in and around Giyani with water at a cost of R2,7 billion. Residents say they have still not received

a drop of their promised water. Water was supposed to be extracted from the Nandoni through Nsavi dam into Giyani. The matter has since been referred to the public protector Busisiwe Mkhwebane for investigations. Ironically premier Stanley Mathabatha visited the Nsavulana community in the area few weeks ago to launch the tap system which was part of the water scheme which has since come to a halt. During the opening of the half-finished project, Mathabatha said lack of water in the area is a thing of the past. Reports are that the department was not paying the contractors until recently. -Jan Mafetsa

Have a look at the last 70 years of rainfall in Tzaneen Area up to 1 185mm in 2017. The floods of 2000 was also the highest recorded rainfall measurement for the region in the last seventy years, with the lowest ever

rainfall being that measured in 1970 which totalled a mere 230mm. So far this year seems to be on par with most of the years preceding – currently we are standing on 616mm.

when Tzaneen only experienced 334mm. The highest recorded rainfall for the period from 1998 to 2018 (yesterday) was the great floods of 2000 when Tzaneen measured 1 877mm for that year. But there were 2000 other years like that too. In fact 1800 in 2006 Tzaneen measured 1600 1 614mm of rain. 1400 Not many people will remember, 1200 but for the six years from 2007 1000 to 2013, the measurements ranged 800 between 1 089mm 600 and 1 388mm consistently. This was 400 followed by three years of average 200 rainfall figures un0 til it rocketed back 49

The drought has hit the province again as is evident in the current levels of the Tzaneen Dam which is worryingly low at only 17 percent capacity. But this is not the first time this has happened, and by all accounts it will not be the last time either. In fact, weather patterns have been consistently boisterous over the last seven decades. Bulletin has come into possession of a marvellous set of documents which contains the rainfall figures for the Agatha / Tzaneen area as meticulously noted by Rodney Cooper snr of Rodney Cooper Estates. The register contains an astounding 70 years’ worth of data that was entered daily, recording the rainfall every day of the week for every month of the year since 1949. The register was handed to local insurance broker and financial advisor, Fanie Oberholzer, back in 2006. Since then he has continued with the record keeping by entering the rainfall values on a daily basis as measured in Aquapark. When these figures are examined it is very interesting to note that in the last 20 years, the lowest annual rainfall measured was in 2002

Granny’s Grumbles - Teenage Boys

As most of my esteemed readers appear to have, or have had, teenagers of their own, they can obviously relate to some of the problems that I faced. Boys do not appear to feel embarrassed by what their mothers do although moms can very often feel mortified by what their sons do. During one school holiday when my two sons were aged 12 and 13 years respectively I had a morning’s only job. Since we lived in a suburb that was close to a lot of open bush and a couple of farms, my sons often went fishing at a nearby stream. They also visited a nearby farm where, according to them, the farmer was a great guy who had not only given them permission to fish in his dam but had also gi-

ven them permission to use his boat whenever they were there. I had no reason to disbelieve them and actually thought what a nice man he must be. However, one day a hand-written letter from the said farmer was dropped into our mail box informing me that not only were my sons trespassing on his farm but also using his boat and fishing/swimming in his dam. He thought I should know that the dam was riddled with bilharzia and there was a large resident croc. He was merely informing me of these misdemeanours since he had no wish to be blamed for the early demise of either of my darlings since the croc was nearly three metres long. After reading the letter to the two miscreants and demanding an explanation for all the lies I had been fed, the blame game went into full swing and all of you mothers out there will know exactly what I am talking about. A couple of years later they each had their own set of friends which I thought was a good idea because the two of them together made for a lot of blame games. One morning at work I got a call from our suburb’s local police station and was told that my eldest son had been involved in a car accident and was at the Casualty Section of the Andrew Fleming Hospital. Needless to say I immediately imagined the worst – since he had been going to visit his friend Derek on his bicycle it stood to reason that he had been hit by a car. Derek only lived about half a kilometre away so it must have been a local who had caused the accident (or so I thought). When I arrived at the hospital a nurse pointed me in the direction of where my son was sitting – in a wheel chair -facing

Derek’s father and with his back to me. As I approached I heard him saying “I’m really sorry Mr Lee, but I’ll pay for all the damages”. What damages?? Mr Lee who could obviously see from my expression that I was totally in the dark said “Your son and mine decided to take a joyride in my brother-in-law’s car and rolled it” With that he stalked off to obviously have another chat (?) with his son who was sitting some distance away looking decidedly pale. I had a sinking feeling in my heart that the car belonged to the very rich brother-in-law who had left it in Rhodesia whilst he went overseas. Apart from the fact that it was the only one of its kind in our area I doubted that spare parts would be available anywhere in Rhodesia due to the sanctions. And how exactly would my 14 year old son pay for anything – I hoped that Mr Lee realised that I had no intention of agreeing to anything without finding out what had actually happened. I assumed Carl had been driving which would in fact make us liable. However, it turned out that Derek had been driving. In the meantime Mrs Lee had arrived… she was a quiet lady who obviously adored her son since she immediately blamed her husband for having left the keys lying around and insinuated that this would never have happened had he kept them in a safe place. Mr Lee countered by saying that their son would never have thought of this by himself so therefore my son was at fault. Fortunately for me (and my son) Mrs Lee obviously had her husband and her brother under her thumb and I heard no more about this unfortunate episode although it was patently obvious that you cannot be driving at 20 kph, swerve for a dog and virtually write off a car!

Opportunity.

If you could turn back the clock, how far would you turn it back and what would you do differently? This is a question that is often asked of people and one gets various answers. I think that if I was asked that question, I would first have to think very seriously about it. Re-examine my life, see if I did actually do things wrong and over which period of time. Turning back the clock is not the answer, for things have passed and you have missed the opportunity. But it does not end there. We all have the opportunity to still improve our lives even if we are at an advanced stage of life. However, many do not want to start at the bottom and work their way up. They want to start with a fantastic salary and all the perks. No job is demeaning, remember someone has to do it. If you read the stories of many of the “old rich” you will find that they took the opportunity to start at the bottom. Today, wealth is the supreme driving force. An old saying goes “Opportunity knocks but once” Are you right with God? He offers us many opportunities to get to know Him and the Scriptures state that He stands knocking at the door, all we need is to let Him in. He offers us the greatest gift of all “eternal life” we need to take this opportunity and open the door to a better life with Him. In today’s life many of us are too worldly and many state “seeing is believing”. My question is how do you know you will be live tomorrow? You cannot see tomorrow yet somehow you believe everything will be as it was today, the sun will shine, it will get dark and life will go on. This is not a certainty. Someone crazy might drop a nuclear bomb and we will all be wiped out. The fact is I know where my priorities lie, do you? I am a believer and I believe that God is in control a fact that many fail to believe. Trust in God is the answer to many a question, many a disaster. Are you willing to take the opportunity God is offering you right now, or are you going to wait until the last moment, perhaps, even on your death bed? Reach out to Him and believe He is your Saviour, the Saviour of all man-kind and love one another. — Blessings

Dance Creations recently held their final production of the year entitled “Happily Ever After”. The show featured the talents of the junior and senior dancers and showcased their progressions as dancers through the professional couching of Bonita Jacobs. The hall of the Dutch Reformed (NG Moedergemeente) church reverberated with the soundtracks of some of the most loved Disney films which provided the reoccurring theme for the production. The lighting was spectacular and the décor was well-constructed. The studio will now enjoy a welcome break during the December holidays and pick up their regular weekly classes in January next year. Sasol Tzaneen switches to paper

A large staff contingent from Sasol Tzaneen paid a visit to the pupils of Manorvlei and Loretto Primary Schools on the 23rd of November. Their message was simple: “plastic harms the environment”. To aid in this message, Sasol Tzaneen was joined by Blue Label Distribution. Together,

they instructed the pupils of the two schools to decorate a batch of recyclable paper bags which will be used by the customers to the Sasol Tzaneen convenience store during the Christmas holidays. Earlier this year Sasol Tzaneen was pleasantly inspired when their first related project was

successfully initiated. Foundation phase pupils from Unicorn Primary School had the opportunity to personally decorate brown paper bags with sponsored paint and crafts. These decorative paper bags were essentially given to our first 500 lucky customers, in-store. The project is driven by the hashtag #nomore-

plastic and it is the hope of Sasol Tzaneen that these awareness campaigns and special projects will go a long way in promoting the process of recycling and thereby helping to secure a brighter future for the generations to come. — Joe Dreyer joe@bulletin.us.com

Minister beloof groter fokus op gemeenskap

’n Sterk fokus op gemeenskapsbetrokkenheid is ’n sleutelaktiwiteit waaraan die regering en die Departement van Basiese Onderwys tot dusver nie genoeg aandag gegee het nie. Die Minister van Basiese Onderwys, me. Angie Motshekga, sê beleidsverandering en institusionele herstrukturering was tot dusver die kernfokus van die departement. “Gevolglik het ons nie daarin geslaag om gemeenskappe by basiese onderwys te betrek tot die mate wat nodig is vir openbare skole om suksesvol te funksioneer nie. Daar is steeds ’n groot gaping tussen funksionerende en wanfunksionerede skole.” Motshekga was die hoofspreker op ’n galadinee ter viering van die 25ste bestaansjaar van die Federasie van Beheerliggame van Suid-Afrikaanse Skole (FEDSAS), wat Vrydagaand (23 November 2018) in Bloemfontein plaasgevind het. Motshekga het na FEDSAS as ’n betroubare en gerespekteerde onderwysvennoot verwys en gesê samewerking van hierdie aard is wat

nodig is om ouers en die breër skoolgemeenskap by onderwys betrokke te kry. Sy sê die regering het basiese onderwys herprioritiseer as ’n top prioriteit maar dat toegewyde en kundige onderwysleiers nodig is om in hierdie doelwit te slaag. Motshekga het FEDSAS geloof vir die werk wat die organisasie doen om skoolbeheerliggame, en sodoende skoolgemeenskappe, toe te rus. “Die sukses wat julle behaal het, is ’n bewys dat Suid-Afrikaners kán saamwerk tot voordeel van ons land.” FEDSAS se nasionale voorsitter, mnr. Erhard Wolf, sê FEDSAS en die Departement van Basiese Onderwys se siening van die belangrike rol van onderwys in ’n ontwikkelende samelewing stem ooreen. “FEDSAS het nog altyd die standpunt gehuldig dat samewerking tussen rolspelers die sleutel is tot sukses. Dit is daarom goed om te hoor dat me. Motshekga hierdie mening met ons deel en waardering het vir FEDSAS se rol.”

Tzaneen Judokas awarded Tzaneen’s judokas have worked hard throughout the year and judging by the numerous awards they achieved at competitions throughout this time, the hard work paid off. Sensei Ivan Steyn stood proudly beside his young martial artists during their grading ceremony held last week.
