‘These are not my tuk-tuks’
Bulletin finally managed to make contact with the former ANC spokesperson, Pule Mabe, following our article on the three-wheel motorcycles and garbage balers (used to compress recyclable material) being stored in Phalaborwa. According to Mabe he is not involved in the company, Enviro Mobi, who owns the vehicles and the balers, since he resigned as director of this company a few years ago. “I’m sorry to say but your facts are all wrong. The Mail and Guardian had to apologize for getting their facts wrong with this very same article so I would suggest that you get your story in order,” he said in our telephonic discussion. “Your story makes it sound like I am involved in some corrupt scam when I don’t even have anything to do with Enviro Mobi. They are the ones who will be able to answer your questions regarding the vehicles and such.” Mabe categorically denied any plans to set up a recycling plant in Phalaborwa and dismissed the rumours that he intends transporting gar-
bage between Phalaborwa and Namakgale with the three-wheelers. We asked him what the balers were to be used for if not for a recycling scheme. We also wanted to know why these vehicles and machinery were being stored in Phalaborwa. Constant signal interference cut the telephonic conversation short, but Mabe requested that we send our questions through over text. We obliged. We asked Mabe who the vehicles belonged to, how many of them were being stored in Phalaborwa and whether he was the lessee of the building currently housing the equipment. We also asked him for the contact details of anyone in the company, Enviro Mobi, who would be able to assist with further questions. His response was simply the following: “Since the DA representative has already indicated that they will be taking this to parliament it might be useful for both of us to allow such a process to run its course. I don’t think I am
fully empowered to assist with your questions in light of the fact that you have already written an article about the same issues. Some of the issues you raised border on infringement of individuals rights including participation in legitimate trade. For instance to what extent does any potential rental/lease agreement between private parties constitute a matter of public interest.” In response to this statement we argued that it would be in the interest of the public considering he denies involvement in the company, yet it is alleged that his name is on the lease. “Well I have given you my response and that concludes my commentary on this matter. Thank you” was his reply. We have sent an inquiry into the matter to the Ba-Phalaborwa Municipality and will endeavour to make contact with a spokesperson at Enviro Mobi. Bulletin will have a follow up on the matter in its next edition. — Joe Dreyer joe@bulletin.us.com

More black rain from PMC
FOLLOW UP:
Another week has passed and still the management at Palabora Copper remain mum over a possible solution to end the black rain that has left Phalaborwa residents with their hands in the air. For more than a month, Mark Glanvill has been collecting the samples of magnetite dust which he said has covered his home in a layer of black. “This stuff gets in everywhere and already I have had to repair my swimming pool pump as the magnetite caused it to clog up. The dust is on the roof, inside the house on my counters and table tops and all over my lawn!” Magnetite ore (60% - 100% iron oxide) is recovered as a by-product of the copper operations at Palabora Copper. Since operations commenced in 1965, the magnetite has been separately stockpiled onsite. The refined magnetite is sold as blend feed to iron and steel manufacturers. It is also used by various international clients in their coal washeries. In 2006 it was estimated that PMC had a stockpile of 240 million tons of this magnetite and though, at the time it was not considered a valuable export, new and updated mining practices have led to this ore now being “remined” as a viable commodity. Though the product is not regarded as a human carcinogen (a substance capable of causing cancer in living tissue) long-term inhala-

tion exposure to iron can result in mottling of the lungs, a condition referred to as pulmonary siderosis, or welder’s disease. It is strange that though the dust is not considered lethal in small amounts, Palabora Copper have strict instructions on their website regarding the storage and handling of this substance. In the material safety data sheet pertaining to the magnetite ore, the company states “a system of local and/or general exhaust is recommended to keep employee exposures below the Airborne Exposure Limits. Local exhaust ventilation is generally preferred because it can control the emissions of the contaminant at its source, preventing dispersion of it into the general work area.” The airborne exposure limit in this case being 5mg per square metre. Glanvill has tried in vain to persuade the environmental inspection teams from Palabora Copper to conduct inspections at his property top determine the level of the magnetite pollution. Over the course of the past month he has sent weekly emails to the relevant authorities but at the time of going to print, no representative has yet set foot on his property. And he is not the only resident voicing his concern over the problem either. In fact, Palabora Copper themselves have acknowledged that they have received numerous complaints
from Phalaborwa residents regarding the matter, yet they have not taken any action. In response to an email inquiry on the issue, Lydia Radebe the communications head for the mine, claimed that a task team will be setup to investigate the claims made Glanvill and work towards a solution. “The delays are as a result of we intend to allow the team of specialists that has been put together to investigate the matter with the intention to devising amicable solutions to at least do some work so to provide a way forward as per our initial response,” read the statement from Radebe. “Kindly understand that sometimes these processes take time and we kindly ask you and all our stakeholders to bear with us. We are looking at the matter with the seriousness it deserves hence our intention is to find an amicable collective solution.” We find it strange that not one inspector from PMC had, in the five weeks leading up to this position, taken the time to travel the short distance to Glanvill’s home to inspect the situation. “We feel that the mine is ducking and diving to avoid owning up to this problem which is clearly as a result of their own oversight. All we want is an apology and a solution before people start getting sick.” — Joe Dreyer

Still no arrests made at GTM for copper
Four months have passed since the GTM register a case of theft against five of its employees who were caught with stolen copper cable in their possession. The five employees who are allegedly employed in the Electrical Engineering Department at the municipality, are being investigated for their alleged involvement in copper theft. The investigating officer in the case is a Constable Ngobeni and the case number is CAS11/11/2018 with the official charge being “attempted theft at power station”. Inconceivably the five employees have still not been arrested and there is still further movement on the investigations as the SAPS claim that they do not know who the suspects are. According the spokesperson for the SAPS Limpopo media office, Lt Col Moatshe Ngoepe, the
docket states that the suspects are unknown. In the same breath the police announced proudly two weeks ago that the driver of a truck transporting copper believed to have been stolen, was arrested, charged and appeared in court in less than 24 hours as copper theft is a very serious crime. Why then have these five electricians not been arrested or charged according to the proper legislation? We don’t know why the police officers who arrived on the scene never made any arrests or opened a docket for investigation. According to a message received from the municipal manager, Thapelo Matlala, who had followed up on this with his head of security, the police officers said that the stolen copper was on the municipality’s property and therefore
could not open a case. We have at this stage not received any information from the municipality on whether these five electricians are back at work or still on paid suspension pending an internal investigation. Sam Lelope, the head of the Electrical Engineering Department at the GTM has stayed true to his nature and not said a word on the matter. Meanwhile we have received word from a very reliable source in the department that the five are back at work. Why the secrecy? Why the lax approach by the police and why has there been no communication on the matter from the Head of the Electrical Department? We received a phone call from the municipal manager and his view was that because Bulletin already wrote a story on
the matter, they did not have to comment as we published our information before receiving their comment. Given the history of efficacy in timeous and open or honest communications from the spokesperson of the municipality, and the blatant refusal by some of the heads of departments to speak to this publication, we feel that should we wait for comment before running any of our municipal articles, we would be hard pressed to meet our deadlines and harder pressed still to publish a single article. We have again asked for an update on the matter and hopefully we will have some new insight into the absurdity of this issue for our next edition. — Joe Dreyer joe@bulletin.us.com

Lightning kills one and Shoplifting spoils outing injures four A person was killed and four other people were left injured after they were struck by lightning at Makhushane Village outside Phalaborwa. The incident occurred during the heavy rain experienced in the region last week. In another incident in the Phalaborwa area several people were left homeless after their houses were damaged by storms. Mopani District Municipality (MDM) spokesperson Witness Tiva, confirmed the incidents. He said that this happened as the heavy rains were pouring last week. “The Mopani District Municipality had deployed disaster management teams to the affected areas. This follows the heavy rains that were experienced within
the district municipality’s area of jurisdiction.” He added that apart from the one fatality and several others left stranded in Phalaborwa, there are incidences which were reported in Maruleng Local Municipality as well. “A preliminary report indicated that seventeen houses were damaged in the Maruleng Municipality. The affected people will receive relief in the form of tents, food parcels and other basic amenities.” In another incidences in Tzaneen the communities of Sedan and Mulati in the Letsitele and Harmony Block areas were cut off from other communities after flooding of the main roads. — Jan Mafetsa
An outing by a group of men from the crime infested Tickyline village in the vicinity of Maake Plaza, East of Lenyenye, ended abruptly when one of the three was arrested for stealing a pair of shoes from one of the chain stores in the shopping complex. The arrest occurred after the suspect who was due to appear in court on Wednesday, was advised not to “steal” when he announced his intentions to his friends. According to a witness who was nearly arrested himself as he was suspected of being an accomplice, the incident took place after they sat under a tree in the parking lot of the centre and started boozing. “I was shocked while we were in the shop the doors were closed and my friend and I were locked in the storeroom while the police were called. I was eventually helped by an employee who told the security that I was innocent.” It is alleged that the suspect entered one of the shops which will not be named, and tried to exchange the old shoes he was wearing with
the new ones. It was then that he was noticed by security officers who alerted the police who have a stall in the centre. The suspect has since been arrested and was due to appear in court by the time of going to the press. In another incident of theft in Tzaneen, a middle aged woman was arrested after she was spotted on camera at a shop in Tzaneen Crossing stealing clothes. When the police arrived to collect the woman who was found in possession of school shoes, it was alleged she was part of a syndicate who steal from shops and resell the goods on the streets. This once again raises the issues of the street hawkers – some of whom rushed to the aid of the female suspect and attempted to prevent the police officers from executing the arrest. Were it not for passers-by who assisted the police, the woman would have escaped and continued with her illegal trade. — Jan Mafetsa
aggressive over the groups. Another bone of contention regarding the effectiveness of these WhatsApp groups revolves around the fact that the head of the electrical department at the GTM is not a member of any of them. In the past Sam Lelope has been added to the groups but then almost immediately removes himself from it. We have also been told by numerous sources within the municipality that Lelope insists on the disbanding of these groups. Strange that our municipal manager, Thapelo Matlala, is a member on numerous power
groups, yet the director of the department responsible for the power grid refuses to become involved. “If my phone can ring with notifications about power outages at 01:00 in the mornings and disturb my sleep, surely the director of the electrical department’s phone can bear that burden too?” said one concerned ratepayer. “We complain and we just don’t get any solutions to the problem and it continues to escalate. How dare he remain silent? Is his community not important enough to speak to?” — Joe Dreyer and Jan Mafetsa
Residents demand answers from Sam Lelope Scores of residents from Lenyenye, Segabeng and Pharare villages in Tzaneen, and some remote areas in the Sekororo area in the vicinity of Hoedspruit, raised concerns over the frequent power outage caused by stage two load shedding. The residents were unable to use their mobile phones on the Vodacom networks in the area due to the power outage. This is an all too familiar situation however, for the residents in Tzaneen, Letsitele, Georges Valley and Agatha. Not only do they have to deal with regular power cuts due to non-maintenance and unscheduled “emergency repairs”
by the municipal electrical department, but these outages are often followed by the scheduled load shedding roster. There are people who were left without power for up to 38 days. WhatsApp groups have been seen as the most effective way of logging complaints with the power station during an outage. However, it is advised not to vent you frustrations over the group because then “you will not get any feedback from the power station”. So this has created another frustration all together where the community is literally being threatened with no service or feedback should they be deemed too

Police clamp down on trio-syndicates In a concerted effort to fight incidents of TRIO Crimes in the crime-ridden areas of this Province, an intelligence-led joint operation has yielded positive results. According to the police’s provincial spokesperson Col Moatshe Ngoepe, the SAPS believe that they have successfully dismantled a crime syndicate this week. These operations, which comprised of the Provincial Intervention Unit, the Crime intelligence and the Detectives led to the apprehension of ten suspects aged between 30 and 38 for business robberies, possession of unlicensed firearms and ammunition. These suspects were arrested in the Makhado, Mahwelereng and Polokwane Clusters, respectively. During these arrests, nine firearms, 114 rounds of ammunition, two motor vehicles and a number of suspected stolen properties were recovered. A 36-year-old man was arrested in Musina outside Makhado for illegal possession of firearms and ammunitions during an intelligence driven joint operation. This after a security officer employed by a local security company, was allegedly found in possession of a shotgun with seven shotgun shells, four 9mm pistols and a total of 59 rounds of 9mm ammunition. The suspect will be charged with illegal possession of firearms, illegal possession of
ammunitions and failure to safeguard firearms. Meanwhile, in the Apel Policing area under the Polokwane Cluster, four suspects aged between 28 and 40, were arrested for possession of unlicensed firearms and ammunition. During the arrest, the police recovered two firearms, 42 rounds of ammunition and two motor vehicles. In the Zebediela policing area outside Mokopane under the Mahwelereng Cluster, five suspects aged between 32 and 38 were arrested for a series of business robberies. These suspects who were sought for a number of business robberies around Zebediela, were traced and arrested at different locations around Ga-Rakgoatha, Mogotlane, Khureng and Mogoto villag-
es. During the arrests, two 9mm pistols, six rounds of live ammunition, a balaclava, gloves, 138 packets of cigarettes and two cell phones were confiscated. The arrested suspects will appear in various Magistrate’s Courts soon and police investigations in all these cases are still continuing. The Acting Provincial Commissioner of the South African Police Service in Limpopo, Maj Gnl Jan Scheepers, has commended these police units on a job well done and further expressed his appreciation for the role played by members of the community in supporting the police in their endeavour to fight any form of criminality in the province. — Jeff Jackson

Granny’s Grumbles - The butterfly Tattoo
About 25 years ago my husband and I spent a weekend travelling around the Pilgrims Rest/ Blyde Canyon area. We were on our way back to Phalaborwa on the Sunday afternoon – came around a corner to see a bus on one side of the road and a large Land Rover on its side down an embankment on the other side of the road. The incident had obviously only just happened and we were the only other vehicle there. It transpired that when the bus had stopped for passengers to disembark, a small child had run into the middle of the road from in front of the bus. The Land Rover swerved to avoid the child, and went out of control and over the embankment. To cut a long story short my husband helped the male driver out of the Land Rover and he then assisted me in getting up and through the window to see how mother and wife were was faring inside. Both of the ladies appeared to be semi-conscious and the wife was lying in a rather twisted position. The wife asked if her husband was alright and upon being assured that he appeared fine she drifted off into what seemed like a very deep sleep. Ouma, in the meantime, seemed like she could talk although to be honest her injuries (which were obviously all external}
were dripping with blood and her arm looked like it was badly broken. After finding myself a space I managed to get the elderly lady more or less on my knee and I leaned back against some part of the vehicle so that she could lean on my shoulder. The only thing I could remember about First Aid was the “golden hour” – if you manage to keep victims of an accident conscious for an hour or until the emergency services arrive, then they have a better chance of recovery. Since my Afrikaans was not up to scratch but I was anxious to keep everybody conscious I stuck to easy words and asked how many children the elderly lady had. Six children – we went through all their names – then on to grandchildren – fourteen – after going through their names I was somewhat stumped as to how to keep her conscious but she seemed quite happy to tell me she had 28 great-grandchildren and we went through their names. Whilst this recital was going on a face appeared at the window – my husband had given a lady from the local watering hole a leg-up so that she could see what was going on. She had brought a bottle of water and wanted to know if she could help, but since we were already cramped for space, we couldn’t find space for anybody else. The lady with the water was very well endowed – I could only see the upper part of her torso and that was all I needed. No wonder my husband had been keen to give her a leg-up. Not only that – on the right hand sided of her upper torso she had a large butterfly tattoo. After wetting the victim’s lips I thanked the lady and off she went. Quite a long time later the emergency services arrived – they assumed that I was one of the accident victims since I was covered with Ouma’s blood and since I could not very well disentangle the elderly lady from my grip, eventually it was decided to slide a board down behind her back which I had to strap her onto and then help push her up. They then helped me out and I saw my husband sitting on the ground holding up the driver of the Land Rover. He indicated to me to come quickly – the driver had wanted him to phone numerous family members including a brother in Pretoria after he had even-
tually got the emergency services. Since the driver could not lie down or sit up he could only lie at a 90 degree angle, I was instructed to take over whilst my hubby worked out how to deal with the intricacies of a very fancy and involved cellphone. The emergency services could only take the two ladies but assured us they would be back shortly. When everybody was safely out of the way we wended our way home. Now – you are wondering why I am telling you this. More than a year later we happened to meet somebody who was related to this family and was talking about their accident. I asked him how the family were – had they all recovered and especially Ouma (who was aged eighty) and who had looked to have a lot of injuries. He was about to leave so did not give us any specifics, but within twenty-four hours we had a call from a man who informed us that he was the driver of the Land Rover that had been involved the accident. He lived over a hundred miles away but wanted to come and see us – would the following day be okay? He and his wife (who was on crutches) duly arrived bearing an enormous bouquet of flowers, plus fruit and chocolates. The incident was discussed at length, but the husband kept looking at me strangely. Eventually he asked me if I had a tattoo. No – I did not have a tattoo. He seemed to think I was an imposter – I was not then the lady who had been at the scene of the accident? I assured him that I was. His wife assured him that she recognised my voice – in fact it had irritated her no end since I had yapped incessantly about all sorts of irrelevant nonsense while she tried to rest. My vision of myself as Florence Nightingale actually took a serious knock. They left shortly afterwards – the husband wanted to find the tattooed lady who had been such a help. My husband saw my face and consoled me by pointing out that the barmaid had made Pamela Anderson look positively anorexic and had an incredibly beautiful butterfly tattooed above her right breast. The driver, after all, was a man and men did not forget these things. So much for “the golden hour” – even my husband hadn’t forgotten her!

Blessings, Ron

Making a difference in the rural areas Pint-sized British business woman, Barbara McCoy (72), born in Durban, was invited to speak at a conference on Women in Business in Durban 12 years ago. Barbara, an English teacher, had started a training centre in the UK from scratch and ran it successfully for many years. At the Durban conference she met the Queen of Ga-Dikgale village, Malesela Clara. The Queen invited Barbara to her royal home in Limpopo outside Polokwane. This resulted in Barbara visiting the area several times. She lived in the village and got to know the educational needs of the community and met and assisted those prepared to make a difference. This time Barbara flew out with her husband Roger (76) and they stayed in Haenertsburg. The McCoy couple held a braai at the back of Green-

woods Trading Store for the people Barbara had met, and helped to shine on their own now. This was followed by a day trip to Ga-Dikgale village to visit the various stars. Nancy Letsoalo (49) started Lerato crèche, named after Nancy’s daughter Lerato in 2015. Lerato was an epileptic and died at the age of 18 the previous year. Nancy couldn’t leave disabled children and adults to suffer so opened up her day care centre as a crèche and for the disabled from three to 60 years. A disabled young man needs a new wheelchair as his is tied up with wire to keep it together.

Nancy says otherwise the disabled are well cared for at the day care centre . There are 43 disabled at Lerato, with either physical or mental problems. Many of the mental issues are rape related. A flip through Nancy’s qualifications, over a lunch of pap and chicken livers, was impressive - from business through to caring for people, to firefighting. The school also has moringa trees and makes dried moringa for resaleto fund Lerato. Modibone Primary School is run by headmaster Thelele Masekoameng. this school financially and supplied much needed equipment as well as established a vegetable garden on the premises. The laughter from the children during break time was indicative of this well-run school. Then on to retired Anna Koko Matlou’s reading club, at her home, called Reatlegile. Anna reads to learners every Saturday. Jemima Racibe needs a sewing and craft centre to teach the youth to become self sufficient. Barbara and Jemima had found a disused school in a nearby area and a meeting was set up with Queen Veronica of the Mamabolo tribe. The Queen gave permission but this now depends on the decision of the induna. The McCoys will return as they fell in love with the Limpopo Province and its many challenges and facets.

Hy sal ook as persoonlike afrigter optree.

Toer. Dalk slaap hy oor… — Joe Dreyer joe@bulletin.us.com
