SAPS attempt retribution ■
Joe Dreyer
The police in Limpopo have launched another massive operation to try and curb the criminal element in the province which seems to have them at their wits’ end. With so many unsolved cases at the Tzaneen police station alone, it is difficult to understand why these operations are not launched locally, but always in Polokwane. Nevertheless, the MEC for Transport and Community Safety, Dickson Masemola and the Acting Provincial Commissioner of the SAPS in Limpopo, Maj Gen Jan Scheepers, officiated the launch of Operation “Swara Tsotsi “ in Polokwane on Friday the 28th of June. The provincial SAPS media liaison office boasted loudly at the success of the launch and claimed that within the first three hours of the operation 309 suspects were arrested for various crimes. In his statement to the media, Col Moatshe Ngoepe claimed that in just that short space of time the police searched 146 367 vehicles and 610 people which he said resulted in the recovery of three firearms, the impounding of two taxis and the arrests of 9 illegal immigrants. “The aim of this crime busting operation dubbed “Operation Swara Tsotsi” is to ensure that criminals are dealt with effectively and that all crime hotspots are shut down,” said Ngoepe. “The operation will see police pulling together from all levels of command to sift through criminal acitivities in the towns, townships, villages, shopping centres, industrial areas, taxi ranks and all the public areas to ensure safety to the citizens and reclaim the streets of Limpopo.” Ngoepe further stated that “multidisciplinary operations” such as this one will
soon be launched in towns around the province and will focus on what the SAPS have labelled “problematic areas” such as unlicensed businesses and liquor outlets. According to his statement there will be raids on taverns, roadblocks through the assistance of community-based crime prevention structures and efforts to trace wanted suspects. When this will start in Tzaneen and surrounding areas is not clear. The Saps Units were comprised of Crime Intelligence, Hawks, Puplic Order Policing (POP), Mounted Unit, K9 Unit, the Tactical Response Team (TRT), Accident Responders, the Air-wing, Crime Prevention, Detectives and members from provincial components. Other role players included, Polokwane Municipal Community Safety, the Provincial and Municipal Traffic Police, the Department of Home Affairs and the Emergency Services. Editor’s Note It is worth mentioning that although this operation is deemed a success, and the public is asked to praise the men in blue for their dedication to “reclaim the streets of Limpopo”, we as Joe Public have no assurance that these suspects will run the full course of the system and be placed behind bars. What we do know is that in the Tzaneen area criminals run rampant without fear of any consequence. In Tzaneen you can fire your weapon at the sheriff in an urban area and threaten to kill someone in front of witnesses which include police officers, and you will not be arrested. To stop cars in a roadblock or stop and search is easier than launching an operation to track down and arrest a gang of terrorists who keep targeting one specific household. It is also much easier than actually arresting copper thieves. In a roadblock the cars come to you, you do not have to go looking for them, sir.

The police in Burgersfort arrested three suspects which were reportedly on the most wanted list. The operation to apprehend these men consisted of cooperative effort between the Burgersfort Crime Intelligence Unit, the Organized Crime Detectives, and detectives from Tubatse, Mecklenburg and Sekhukhune. In the statement issued by the Limpopo spokesperson for the SAPS, Col Moatshe Ngoepe, the arrests were seen as a breakthrough. No details were given as to how long these police units had been searching for the suspects, but they made these arrests over the weekend after receiving a tip-off. The suspects were stopped next to a road they were traveling on and their vehicle searched. Inside the vehicle the police found and confiscated two firearms, a pump action shotgun, one rifle, eight blasting cartridges, three stinger boosters, eight shock tubes, an electric detonator, two capped fuses, a grinder, two police hand radios, two radio chargers, a metal detector and some ammunition. Preliminary Police investigations allegedly linked these suspects with cases of carjacking in the Tubatse Policing area and murder committed in the Ohrigstad policing area. The origin and destination of the recovered items will still be determined by ongoing police investigations. The arrested suspects will soon appear in the Burgersfort Magistrate’s Court on charges of hijacking, possession of unlicensed firearms and ammunition and possession of suspected stolen properties.
Train delivers hope to the empoverished ■

The Transnet Phelophepa Train or Train of Hope consists of a health clinic, pharmacy clinic, dental clinic, eye clinic and psychology clinic dedicated to provide cost-effective health care services to the rural population of South Africa. The Phelophepa Train arrived at Tzaneen’s Train Station on the 24th of June and will depart on Friday the 5th of July and is currently situated at the Tzaneen Train Station. The trains bring health equity and a measurable social and economic impact in South Africa. The Phelophepa Train is a channel for and support to the United Nations Sustainable Development Goals (UNSDG). Archbishop Desmond and Leah Tutu have been instrumental in bringing attention and support to the Phelophepa Train project. The Tutu’s have worked long and hard to bring to life their fundamental belief that everyone deserves the blessing of what the word “Phelophepa” means namely good, clean health. Each of these clinics has dedicated train carriages that have been specifically design to meet the needs of each clinic. Further to the on-board facilities, each clinic has an outreach program that visits surrounding areas and schools, to reach those who may not be able to make it to the train. The Transnet-Phelophepa train provide free, mobile healthcare clinics that travel to areas of rural South Africa, where there is just one doctor for every

5,000 patients. The Phelophepa Train is owned and operated by the Transnet Foundation, with Roche being Phelophepa’s main external sponsor since the first train journey in 1994. Since the first train started its journey more than 20 years ago, it has touched the lives of approximately 12 million people, dispensed more than half a million pairs of spectacles and provided medication to over 650 000 people. Normally the trains only accepts students from South Africa, but as part of this International Ambassador Program, the train’s management from Transnet has given permission to send some international health care people. This will enable the international health care fraternity to see what the train are all about such as to takepart in the daily operations of the world’s largest mobile health care clinics, to bring experience and to experience the Phelophepa experience amongst others.

Another dam runs dry in Mopani District ■
Joe Dreyer
The Middle-Letaba dam has run dry. In a statement released earlier this week by the media liaison of the Mopani District Municipality (MDM) the municipality said that it has stopped abstracting water from this dam due to extremely low water levels. The dam is situated outside Giyani. Late last year the MDM announced that abstraction of water from the Thapane and Modjadji dams was also halted. “The current situation at the Middle Letaba will leave thousands of communities in some parts of Vhembe and Mopani District Municipalities without running water. The dam supplied water to residents between Giyani and Ellim in the Vhembe District. Water supply will also be reduced in the Giyani area as the dam also supplied water to the Giyani Water Works located at Nsami Dam.” With the Tzaneen dam’s water level currently standing at just over 14 percent and the dam wall extension project still no further to completion than when it commenced two years ago, fears of dry faucets and a looming agriculture disaster are ever increasing. But, the low levels in the dams can hardly be blamed solely on the unfinished Tzaneen dam wall project. With the wall as it stands currently, the dam will not be able to hold more than 60 percent of its full capacity. But it would need 60 percent worth of water to start with. The recent problems experienced at the Ebenezer dam with one of the sluice gates not being operational, incidentally the one supplying water to the Letaba River which feeds into the Tzaneen dam, adds to the dire situation. So too the lack of adequate rainfall. This by no means excuses the poor decision making and planning by the former Minister of Water Affairs and Sanitation, Nomvula Mokonyane who took the initial decision to appoint outside contractors to the project and not use her department’s in-house construction teams. Last year, Mokonyane was ousted as minister of the DWS after being accused of causing the total collapse of the department through her mismanagement. In fact, the Organisation Undoing Tax Abuse (OUTA) took legal action against the DWS following instances of serious maladministration arising from the Lesotho Highland Water Project Phase Two (LHWP II). OUTA also alleged that Mokonyane tried to ensure that her preferred service providers “got their cuts” of the R25bn project, News24 reported.
Follow up: ■
Mokonyane was appointed Minister of Communications and an analysis of the dire situation the SABC finds itself in bears a stark testimony to this. Standing Committee on Public Accounts (SCOPA) chairperson Themba Godi said last year “it is worrying that she is now a minister of communications at a time when the South African Broadcasting Corporation is recovering.” The Tzaneen dam wall project was viewed as the first phase of the R2 billion Great Letaba River Water Development Project, aimed at addressing the long-term water and sanitation needs of the area. It is expected to raise the Tzaneen Dam wall spillway by three metres, increasing its storage capacity by nearly 25% (203 million cubic litres). The second phase of this project was to have been the construction Nwamitwa dam in October 2017. In December 2018 a meeting was called at the showgrounds in Tzaneen. At this meeting attended by water users, farmers and business people from the area, it was said that R20.6 million (according to Chief Engineer at the DID and project manager for the raising of the wall, Thabo Hloele) has already been paid to the contractor who did demolitions on the wall and that R209 million had been budgeted for the 2019/2020 fiscal year to complete the project. He also said that a further R800 million was expected to be spent to complete this project which will now no longer be worked on by private contractors, but will be completed by the DWS Construction North Team. He also stated firmly that the project would have commenced in March or April this year. It is now another two months past this new deadline and there is no new progress. No surprise there. “The District Municipality has recently procured eleven water tankers to ensure that we augment water supply in identified critical areas. Meanwhile the district municipality is continuing to implement the 84 million-rand drought relief funds received from the National Disaster Fund. This is mainly done through drilling of boreholes in areas where there is still underground water. We are therefore urging communities to use water sparingly to avert a complete shutdown of water supply in the district,” said Witness Tiva, spokesperson for the Mopani District Municipality. “The Department of Water and Sanitation together with Mopani District Municipality have established a Joint Operating Committee to fast track the implementation of water restrictions.”

MDM Head in the sand over Bali farm
Joe Dreyer
Another year has almost passed since the grand announcement by the Mopani District Municipality (MDM) that they would rehabilitate the white elephant, Bali, outside Tzaneen along the R71. Last year, following eleven years of embarrassing and costly failed attempts at establishing a profitable functioning agricultural enterprise, the MDM decided to try again. This time they started by erecting a massive signboard at the entrance to the farm announcing the arrival of the Moshupatsela Agri-hub. Not surprisingly, this is the extent of the development and the farm still remains an overgrown dilapidated haven for illegal settlers and mango harvesters. It is a crying shame because this 158 hectare farm was once a prosperous mango producer boasting 40 000 trees and an employee count running into the hundreds. The MDM ensured that this changed though.
In 2007 they bought the farm through the Land Bank for R2.9 million. In less than a year the operations on this farm ground to a deafening halt and to this day the farm lies fallow. There were a lot of shiny plans unveiled by Humphrey Mokgobi, the MDM’s mayor at the time of the takeover. He boldly stated that the municipality planned to grow orchards, produce vegetables and dried fruit, juice and mango atchar on this prime agricultural land. Apparently the farm was bought from the Land Bank in order to drive the empowerment of youth agricultural cooperatives. This never happened. As with many problems too big for a municipality to adequately address without swallowing their pride, the farm has been left to ruin throughout the years. The 81 families who lived and worked on the farm for the previous owners, Clifford Steyn, before it was handed to the Land Bank after he died, still live there today. The municipality has half-heartedly attempted to remove these people
from the property who are deemed to be living there “illegally”, but this has also not happened. A palisade fence was erected around the property at an alleged cost of R18 million sometime during 2008/2009 in order to prevent trespassing. Last year this journalist met with the spokesperson of the MDM, Witness Tiva, rather coincidentally at the entrance to the farm and he denied the cost of the fence and the time period of its construction. According to him, the municipality erected a new palisade fence at a minimal cost of just R2 million. There is very little left of this fence as portions of it has been stripped and sold for scrap metal – allegedly by the squatters who are still living there – and the remainder has been left to rust away. A man, Essau Remaketse Nzutha (33), was eventually arrested in November 2014 for stealing fence material worth R224 050 from Bali. To combat this, the MDM appointed a private security contractor to place guards on site to prevent further theft of what little infrastructure is left on
the farm. As it stands, this plaster which the municipality has placed over the festering wound is coming off. The guards have reportedly now become “bosses” to the settlers. One of the people living there told us anonymously that the guards “run the show” through accepting bribes in exchange for food and certain privileges. We have also received news from residents on neighbouring farms of bakkies and other vehicles frequenting the mango orchards which they harvest and then resell to the atchar factories in the area. We have informed the MDM of this and their spokesperson, Witness Tiva, has said they will address the matter. When it will be addressed remains to be seen. The appointment of the former Ba-Phalaborwa mayor, Pule Shayi, into the position of executive mayor for the Mopani District does not instil any confidence that the Bali farm situation will soon be resolved. Historia magister est optimus – history is our best teacher.

The final curtain call for Robert ■ Joe Dreyer Robert Westwood passed away suddenly last week Friday in his home in Pres Brand Street, Phalaborwa. He had turned 58 on the 13th of June this year and celebrated 40 years of employment at Palabora Mining Company. Affectionately known by the youth of Phalaborwa as “Uncle Rob” he was very much involved in the upliftment of the youth through arts and culture and along with his sister, Lesley, formed the Youth Theatrical Group during the late seventies. The group staged regular performances at the Hans Merensky Country Club hall and put on some productions for the management of the mine from time to time. Uncle
Rob was very involved with the schools in the area too and often assisted in the lighting and sound production for their school plays and other events. As the foreman of the electrical workshop on PMC for many years, Uncle Rob would often send out resources and manpower to assist the municipality in times of electrical crisis. It was because of his help that the BPM’s massive power outage in 2018 was finally resolved. What he will most be remembered for by the broader community however, besides his daily jokes and his exceptional command of the English language, are the amazing Christmas Light displays that would see Pres Brand Street lined with slow moving vehicles filled with the excited fac-
es of little children (and the adults who remembered the lights from their own childhood) every December. This journalist grew up in front of Uncle Rob and it is because of him that my love for the band Queen was born. I opened my emails on Monday morning and your folder in my inbox was empty. Thank you for my memories. I will remember you, even though there will be no lights this Christmas. Robert Westwood’s funeral was held yesterday (Wednesday) out of the NG Church in Phalaborwa. He is survived by his loving wife Johanna whom he married in 1985, his children Dominique, Jessica, Daniel and David, his sister Lesley, his parents Bob and Patricia and a host of close friends.

The Hangar outside Haenertsburg was an ideal intimate venue for the weekend’s Magoebaskloof Health and Wellness Fair. Stalls were up from the verandah to the double-storeyed interior. Everything to do with health and wellness was on offer from massages, to essential oils, cheeses and fresh produce. Kristen Adendorff and her mother Kim were in charge of the fresh produce stall. There were beetroots, spinach, tomatoes, green beans, three different nut varieties, red and green chillis, lemons, beautifully-coloured fresh roses, freshly baked bread, mushroom growing kits and bio straws. This environment-friendly stall used no plastic but only paper bags and weighed the produce on a scale. Upstairs were tables and customers could sit down to a hot lunch prepared by Louise Claassen. MAPS (Mountain Animal Protection Services) was launched in September 2018. The initial aim was to TNR (Trap Neuter and Release) the more than 100 feral cats that reside in Rissik Street in the heart of the village of Haenertsburg. The committee consists of Charles Hartman (Chairman), Sue Ettmayr (Vice Chairman), Bev Hartman (Secretary), André du Plessis (Operations Manager) and Debby Selfe (Treasurer). The first stumbling block was a lack of cat traps. Although Letaba SPCA is fully behind the MAPS initiative, they do not have enough traps to TNR ferals. Operations Manager, André set about sourcing steel and with his welding expertise made several traps. More traps are in the making as the SPCA has ordered traps from MAPS. MAPS also hires traps out at R250.00 up front for a five day period. The money received from this initiative goes towards continuing the operation. The success rate is impressive. Thirty cats have been caught since December 2018. The breakdown is as follows. Twenty-one cats were released back into the colony, 15 were sterilised, four cats that had already been sterilised were marked by having an ear clipped and two sick cats were treated and returned. Nine cats were not returned. Three were euthanased, two due to advanced feline aids and an elderly feral with kidney failure. Four ferals, young enough to be tamed, were adopted. Two escaped as controlling ferals in the cages is a feat in itself as they are so wild. One of the ferals scratched André and this necessitated a tetanus injection paid for by MAPS. MAPS has also sorted out several dogs in the
NG Kerk Letsitele
area. Three dogs, Roxy, Shadow and Tusker, were sterilised. An elderly dog in one of the compounds outside the village was euthanased. Two strays that appeared at The Red Plate were rehomed. MAPS holds jumble sales at month end whenever committee members are available either outside Greenwoods or in the public lot in front of the post office. The community continues to be generous in passing on their old clothes and household good to Charlie Hartman at Greenwoods for these jumble sales. A special note of thanks goes to Caitlin Harty for donating clothes and shoes to MAPS shortly before her departure to the USA. Several tourists as well as locals have given cash donations. Ellie Potgieter and Tracy van den Dool from the Letaba SPCA are always on hand with advice, help and funding. The go-to vet is Larissa Odendaal at Serala Veterinary Clinic in King Edward Drive, Tzaneen. Granny’s Grumbles - THE PROPOSAL
It is a fact of life that many people are extremely sensitive and get hurt very easily. When I get hurt I manage (usually successfully) to hide it. When you hear about people (usually men) throwing themselves off cliffs because their favourite cricket or football team has lost out or some man committing an horrendous crime on account of being ditched by his girlfriend it really saddens me. In the case of sport – if I see that our team is unlikely to win – I merely switch off the TV. A couple of times this has come back to bite me as they very often have a turnaround and I’ve missed it. I was musing some weeks ago about my first proposal. In a nutshell – during the late fifties there were youth clubs and rock-‘n roll marathon sessions on in all the large cities in Rhodesia. If you were a rock ‘n roll enthusiast you knew literally hundreds of other teenagers because that was where everybody went. I had known Monty for about six months – he was a regular at the sessions. I had never been out with him and the closest I had ever been to him was on the dance
floor. He was what today would be classified as a “nerd”. Unlike all the rest of the guys he was not an apprentice or working with his hands – he was involved in finance. Out of the blue I had a phone call at work – it was Monty. Would I like to meet him for lunch? This was a first – most of the young men I knew only had a half-hour for lunch and they were too cash-strapped to invite anybody for lunch anyway. I duly met Monty at a tea-garden in the middle of town and after some small talk he said he had just been offered a transfer to Bulawayo with a substantial increase in salary as he would be opening a new branch. I obviously congratulated him and then there was silence as we ploughed through our meal. “Will you marry me”? I actually nearly choked – no violins playing in the background or a full moon above. Sitting in a tea-garden above a department store in the middle of the day. I assumed he was joking, but not at all. He repeated the question. I was so surprised that I said I would need a couple of days to consider it. He needed an answer in a hurry – the company had indicated they would prefer a married man for the job. I couldn’t wait to share this with my mother who was very suspicious of the fact that I had supposedly never had any type of relationship with him and here he was proposing. I was shattered myself but what the heck. I had three married friends and had been a bridesmaid twice so who cared if the proposal was anything but romantic. However, there was one problem – I was certainly not in love with Monty and the thought of moving to a place as cold as Bulawayo was unthinkable. However, who was I to break some man’s heart. Two days later I sent him a letter via the company messenger telling him, in a very nice way, that I was flattered but unable to accept due to blah, blah, blah. A few weeks later I was some-
what crushed to discover via the grapevine that Monty had just got married and he was off to Bulawayo to his new job. Wife would be following in due course. He obviously had only proposed because he needed a wife to ensure that he got the job. I practically cried on my mother’s shoulder that night and she commiserated but pointed out that since I hadn’t even been in love with him, why was I making such a fuss. Probably because I thought that I had just broken his heart and now I wasn’t even sure that I was the first choice as a prospective bride. Many years later when I met the man to whom I am now married I didn’t really expect a romantic proposal and I wasn’t disappointed. However some few weeks before we were due to get married we had a rather nasty row over his sporting friends and their habit of either going to the pub to congratulate themselves on a good win or to commiserate over a loss. What made it worse was the fact that he was going on a bush trip two days later and would be away for six weeks. I refused to speak to him either on the phone or in person and on the morning that he left I received a large vase of red roses with the most romantic card I had ever received. All was forgiven – I sent loving letters to him via the army mail and he arrived home to a loving female. A few months later we were married and I kept the florist card with the romantic message in my bedside drawer. One day when he was looking for headache tablets I told him to look in my bedside drawer as I was sure they were in there. A few minutes later he arrived in the kitchen clutching the card and asked who had sent it to me. The tone of his voice indicated that he was extremely cheesed off. When I reminded him that HE had sent me the card when we were in the middle of a spat he slowly read the message again and indicated that he had merely given his friend Tony some money, told him to buy some suitable flowers and send a suitable card. “I didn’t intend that he should go overboard like this” said my ever-loving spouse. I was gutted and could never face Tony again.
“You annoy me more than anyone else in the world but I want to spend every irritating moment with you”

Hoedspruiters vat Wolkberg vas ■

Ben Vorster vs Bredasdorp (20 beperkte beurte) – wedstryd weens reën afgelas Ben Vorster vs Dr Malan (30 beperkte beurte) – Dr Malan wen met vier paaltjies.

Letaba se derdespan was in ‘n
tweestryd met Louis Trichardt gewikkel, maar dit is die gasheerklub se span wat uiteindelik die wedstryd met 17-14 beklink het.
