Dan maak ons maar self skoon… ■

On behalf of the residents of Tzaneen we thank the Greater Tzaneen Municipality for the hard work and dedication they have displayed in the upkeep of the municipal infrastructure. According to the final budget for the 2019/2020 fiscal period R207 812 128 has been allocated for repairs and main-

tenance. One can only hope that the 200 million will be enough to repair the potholes which currently cost us as ratepayers dearly in the form of tyres, shocks and suspensions on our vehicles. The roads pictured here are all along the busiest route in town (around the schools) and are the same roads that we complain about each year – and each year we are fed the same answers “the roads are damaged because of the torrential rains.” Considering that we have not had torrential rains, we humbly request that the municipality (GTM) provide the residents of Tzaneen with a time table indi-
cating which roads will be closed for repairs and maintenance and when these repairs have been scheduled for. We understand that there must be forward planning and therefore there must exist a schedule for regular maintenance. We just cannot seem to find this schedule anywhere on the municipal website www.greatertzaneen.gov.za This is also the case in the Ba-Phalaborwa Municipality (BPM) where we counted 800 potholes in the space of just a few streets in the residential areas. We understand that some of these streets have since been repaired, though this is only social media hearsay. We are not receiving any communication from Jonas Mahesu, spokesperson for the BPM and so we have stopped sending him media inquiries as he has chosen to ignore every email and every WhatsApp message from this journalist

over the course of the last year. We spoke to Neville Ndlala, the spokesperson for the GTM about the four-way intersection traffic lights at Sugarloaf and Sasol which have been flickering non-operationally for six weeks now. We asked why these lights have not been repaired and our answer was “there is a damaged motherboard which has been ordered, we await delivery and as soon as the motherboard is delivered the robots will be fixed.” Ndlala said he will get back to us on the repairs and maintenance inquiries. We also inquired about the life-threatening gauntlet which is Claude Wheatley Street where taxi drivers have taken over and established our town’s newest public parking space. Of the three lanes there is now only half of one available for daily commuters to use and this often means mounting the curb in order to squeeze past a delivery truck without demolishing any one of the barbershops propped up against the million Rand waste of a concrete palisade. Last year in August Ndlala said that meetings were being held with the taxi organizations and the owners and it was decided to move the taxi rank to a more suitable space near the Tilana hostel. Much to our surprise, this has not happened, and so we asked why. “The MM and the Director for community services will meet with the lead Councillor to pave a way forward. A directive on how to proceed is expected to come from that meeting. The date of the meeting is still to be confirmed. The initial plan didn’t materialise” So while we await a date for a meeting, motorists are urged to avoid Claude Wheatley Street with as much vigour as our local traffic department.

Tzaneen Dam: Why we don’t believe them ■
Joe Dreyer
Because of the number of inaccuracies and contradictions in the information the media has been fed, that’s why. The country is in the grips of a serious water shortage catastrophe. In Limpopo the situation is already at dire levels and with the project to raise the Tzaneen Dam wall seemingly at a standstill, it doesn’t bode well for the next rainy season. The dam is at less than 12% as you read this article. The Department of Water and Sanitation (DWS) is still reeling from the large scale corruption which has left it crippled. This corruption was ushered in by the former minister Nomvula Mokonyane who caused the irregular expenditure to shoot up from R13 million when she took office in 2009, to R4 billion by the end of her tenure in 2017. Thankfully she stepped out of politics shortly after the May elections this year. The DWS has also since merged with the Department of Human Settlements. Added to this are allegations that the DWS still owe contractors in the region of R1.5 billion. The funds for this and other payments will have to be garnered by innovative ulterior means as even their overdraft facility at the Reserve Bank (R2.5 billion) has been maxed. The new minister, Lindiwe Sisulu now has to somehow recover this money while also trying to find a way to complete all the unfinished projects which have been left standing as a result of the corruption. Enter Tzaneen’s dam wall. This project was viewed as the first phase of the R2 billion Great Letaba River Water Development Project, aimed at addressing the long-term water and sanitation needs of the area. It is expected to raise the Tzaneen Dam wall spillway by three metres, increasing its storage capacity by nearly 25% (203 million cubic litres). The second phase of this project was to have been the construction of Nwamitwa dam in October 2017. Lepelle Northern Water handled the first phase which was the demolition work to lower the wall
before the second phase which is the construction segment to raise it by four metres. Blackhead Construction was appointed to handle the project. Early in 2018 this phase of the project was completed and Blackhead stepped away. Nothing further happened at the site and the wall, to this day, stands incomplete. What was said in 2018 In December 2018 a meeting was called at the showgrounds in Tzaneen. At this meeting it was said that R20.6 million (according to Chief Engineer at the DID and project manager for the raising of the wall, Thabo Hloele) had already been paid to the contractor who did demolitions on the wall and that R209 million had been budgeted for the 2019/2020 fiscal year to complete the project. He also said that a further R800 million was expected to be spent to complete this project which will now no longer be worked on by private contractors, but will be completed by the DWS Construction North Team. He stated firmly that the project would have commenced in March or April this year. It is now three months past this new deadline and there is no new progress. Nobody was surprised by this and so when another meeting was scheduled for this week, only a handful of people attended. What was said two weeks ago? The meeting at the showgrounds on Tuesday (the 16th of July) started off with the deputy director at the DWS Steven Arumugam, insisting that all in attendance to “forget about the past meetings as this is a new start with a new team and we will focus on the status of the Tzaneen Dam Wall project only.” According to him the DWS Construction North team was appointed as the contractor for the project on the 20th of June. Tender processes will now be followed to appoint the sub-contractors and procurement procedures will have to be implemented as per National Treasury protocol. It is expected that the procurement processes will be finalised by December this year and that construction will officially start in January 2020.

The supply chain procedure dictates that any equipment or material needed that exceeds the cost of R500 000, has to be procured through a tender process. This, ironically, is to avoid tender irregularities. The DWS claimed at the meeting that they have tried in vain to acquire an acceleration request from Treasury (which is special permission obtainable from Treasury to change the procurement limit from R500 000 to eg R3 million in order to avoid the tender process and speed up delivery). “If all goes according to plan and there are no hiccups, we will kick-off in January next year. I have told my guys that this Tzaneen Dam Wall project is not a major complicated project and we can do this easily. I have worked on bigger dam construction projects and this will be able to be done in 18 months,” Arumugam claimed. What else will happen now? Well, the engineers and the councillors present claimed that they will establish a project management office which will house a scale model of the construction site and will be open to the public to visit and gain insights on the progress of the project. Apparently this will be an amazing place situated somewhere in the vicinity of the CBD. No date was provided for when this would happen. It was also proclaimed that representatives of the DWS would conduct visits to the various areas of Tzaneen to explain the progress of the project to the residents. Furthermore, a steering committee will be elected from representatives from all the areas in and around Tzaneen who will act as representatives for their specific ward. This Project Steering Committee (PSC) will have regular meetings and provide feedback to their respective communities. Jacques Kruger of the Letaba Water Users Association was elected into the PSC during the meeting on Tuesday. The next meeting was scheduled for the 24th of July yesterday, at the GTM Council Chambers for residents of Aqua Park, Tzangeni, Riverside and Golden Acres to elect their representative. We don’t know who was elected. Is the dam safe at the moment? “The spillway has been increased so actually, at the moment, the dam is safer than it has ever been in the past,” said Thabo Hloele, the chief engineer responsible for this project. “Should an unforeseen flood hit us, it will not affect the properties bordering the dam.” Jacques Kruger of the Letaba Water Users Association also dismissed rumours of a broken sluice at the dam wall. According to him the water that is being released daily is a legal obligation as set aside by the National Water Act. “Structurally this dam is extremely strong,” explained Arumugam. “In fact initially we were not going to use explosives for the demolition but it took us by surprise how well this dam was constructed and we could not use the jackhammers
so we employed explosives. There is no danger of this wall collapsing.” Let’s talk money So far a total of R109 million has been spent on the project and it is estimated that the total cost will be R600 million. “Enough funds have been made available for the project and the securities and insurances are in place.” This month, the new budget for the DWS was delivered in parliament and it seems as though the next five years are going to be tight. In an effort to save the sinking DWS ship the overdraft on the main account has been increased from R199 million to R896 million while the overdraft on the trading account stands R1.2 billion. The DWS still needs to settle more than R4 billion on accruals, overdrafts and unbudgeted commitments out of the current financial year which makes the decision to only start work on phase 2 of the Tzaneen project in January 2020, make sense. About that license to build But the engineers at the meeting insisted that there is enough money available for them to start the construction, they only need to obtain their license to construct. Yes, you heard that right. The DWS has applied for a license to expand and raise the spillway and wall. Confusingly, the DWS owns the asset (the Tzaneen dam). The panel explained that the first phase of the project, the lowering of the wall through demolition, was a project on its own under the Lepelle Northern water board. All the necessary impact studies and research on rainfall patterns etcetera had been conducted – according to Arumugam over a ten year horizon (we have recently received information that this is not accurate as the plans to raise the damwall were discussed in a meeting in 1987). This information was then used as motivation during their application process for a license to demolish the wall. “That phase is now done and the water board has stepped away. We have now handed in our own impact studies and observations as motivation and we now await the approval of our license to construct.” Not surprisingly the meeting ended with the attendees feeling dumbstruck and hopeless. As Barry Williams, a local farmer expressed in his address to the panel, “you all sit here and tell me the same stories I have been hearing every year since the start of this project. Each year I come back here and the same stories are told but nothing happens. What you do not understand is that, as a farmer, that dam is my bank and it is running empty. The orchards are shrinking and I have to leave this meeting and go and tell my workers that they need to be prepared for the possibility that they may have no jobs soon. I have to do that, not you. You will earn your salaries every month. I will be the farmer who takes bread of the plates of my people.”

Vodacom gives its 67-minutes ■ Roelof de Jonge
Imran Khan, Managing Executive for Vodacom Limpopo region, also joined visit the Ngwanamakhutse High School at Ga-Sekororo for 67 minutes for Madiba on Nelson Mandela Day on Thursday the 18th of July.
In the spirit of Tata Madiba and his vision to give children quality education and a better future, Vodacom Limpopo region’s employees became part of a continuous global movement for good this Mandela Day. The employees of Vodacom focused their efforts in donating two computer labs and a mobile library to three schools in Limpopo. This is in an effort to improve the quality of education among underprivileged schools in Limpopo. This followed the successful launch of Vodacom’s new education ecosystem at the Divhani Community Crèche and Frank Ravele Secondary School in Vhembe District, in March. Through the new ecosystem, the Vodacom Foundation defines a comprehensive model of support and corporate social investment in local communities by supporting education from childhood to adulthood. And also to leverage the technological innovations to develop the skills that are needed at present and for the future. Launched ten years ago, Nelson Mandela International Day has gained popular global support and solidarity since then. This year the Nelson Mandela Foundation aimed to mobilise people, governments, civil society and corporates to focus on these five areas namely education and literacy, food and nutrition, shelter, sanitation and active citizenship. “Madiba’s utmost love for children and education touched all of us. It taught many of us that we all have a higher purpose. In this sense, we do recognise that as a company we have both a particular responsibility and a profound opportunity to provide societal value using ICTs.” “That’s why we are giving technology tools to these three underprivileged schools to help them improve the quality of education as our country is standing on the verge of the Fourth Industrial Revolution”, said Imran Khan, Managing Executive for Vodacom Limpopo region. Like Madiba said, “it is through education that the daughter of a peasant can become a doctor, that the son of a mineworker can become the head of the mine and that a child of a farm worker can become the president of a great nation”. Vodacom Limpopo donated a

Mobile Library to the Ngwanamakhutse High School at Ga-Sekororo, Sofaya Village which is based in the Mopani District. The school has over 350 learners. The region will also be giving away a Computer Lab to Mokgubi Secondary School in Jane Furse, Sekhukhune District and Mbhangazeki Secondary School in Giyani. “Corporate Social Investment to Vodacom means that the organisation invests and empowers disadvantaged communities, so that they improve their quality of life, play a meaningful role in society and the mainstream economy. Corporates existing in these communities have many developmental needs. By giving back to the communities in contributing to the eradication of socio development challenges is just one of the responsibilities Vodacom focus on. We at Vodacom believe in making use of technology to address social challenges”, Khan concluded. - Photo’s by Roelof de Jonge

not just for this year, but for every other year. You guys always go over and beyond,” said the team from Amorentia. “Spending time with the kids for that 67min is truly priceless. 50 Years of legendary Hilux performance ■ Roelof de Jonge History provides a record of iconic figures. At Toyota it is simply called Legend. The Hilux nameplate has obtained legendary status globally, forged by adventures, expeditions, quests and even over-ambitious television shows. As a tribute to the success and rich heritage of Hilux, Toyota South Africa first created a bespoke limited-edition model, aptly named Legend 35 in 2004. This was followed by the Legend 40, built on the global IMV platform, and the Legend 45 in 2009 and 2014 respectively. The Legend 45 model was extremely well received by the market and remains a standout in the Hilux lineage. With the calendar rolling over to 2019, the time for a new Legend has arrived to celebrate 50 years of local Hilux. Meet the new Hilux Legend 50. Exterior Enhancements The front upper and lower grille has received the full black-out treatment (in gloss finish), with matching stylised fog-lamp surrounds. A stylish silver accent line frames the vertical fog-lamp garnish with matching silver lower bumper guard. Legend 50 badging, offset to the left, rounds off the front end, complemented by the LED headlamps incorporating daytime running lights (DRL). The side profile is enhanced by black side protective mouldings, chrome exterior mirrors and door handles as well as black side steps. A customised rear styling bar with matching Legend 50 badging and a textured, heavy-duty tonneau cover adds to the rugged appeal. Sleek satin-silver roof rails help elevates the Legend 50’s presence. In the rear, a black rear bumper, smoked taillamps and tailgate badging, complete the visual package. A low-profile towbar is fitted as standard, enhancing its utility. The wheel and tyre package consists of Legend 50-specific two-tone 18-inch alloy wheels

shod with 265-60-R18 all-terrain tyres. Inviting Interior The interior space of the Hilux Legend 50 invites occupants to enjoy the journey ahead. Black leather trim with blue perforation and stitching create a premium feel. The instrument cluster features stylish white-faced dials with orange needles and a cog-shaped motif. A 4.2inch TFT Multi-information Display with steering wheel control, relays a variety of information to the driver (including audio, compass, navigation prompts, trip info and fuel consumption). All Legend models come with a full suite of active and passive safety features including driver, passenger, knee and curtain airbags (body-type dependent). Also included are ABS, VSC, EBD, Brake Assist and Hill-assist Control to round off the electronic safety aids. The Double Cab Legend 50 models are available with either the 2.8 GD-6 or 4.0 V6 (exclusively 4x4 auto) powertrain, whilst the diesels comes with either the 4x2 or 4x4 configuration. Both the new Hilux Legend 50 and Hilux GR Sport are now available at the Trophy Toyota dealership in Botha Street, Modjadjiskloof. For more information, contact Trophy Toyota at 015 309 9258.
Hilux GR Sport
– The Spirit of Gazoo Racing in a Bakkie
■ Roelof de Jonge Toyota proudly announced a bespoke limited-edition model Hilux boasting the ‘GR’ logo. Aptly named the Hilux GR Sport, it represents the next chapter in Toyota’s GR product story, following the Yaris GRMN model. Gazoo Racing represents Toyota’s unified Motorsport arm, competing in various global motorsport disciplines such as World Endurance Challenge (WEC), World Rally Championship (WRC), NASCAR and off-road racing (Dakar). Supple Suspension The heart of the Hilux GR’s upgrades centre around the bespoke Gazoo Racing uprated and tuned suspension. The shock absorbers have been changed to a monotube design with revised damping, working in conjunction with increased front spring rates to offer a sportier ride without sacrificing ride comfort. The rear leaf spring rates have been left unaltered to maintain the existing payload. The development brief hinged on offering greater off-road handling and steering, enhanced off-road body control and sharper
on-road steering feel. Pumped-up Appearance The exterior of the GR Sport boldly distinguishes itself from its normal Hilux brethren with Gazoo Racing branding and the now signature red/white/black decals. Captivating Cabin The GR Sport also boasts a unique interior, utilising red accents to reinforce its sporting credentials. The black leather interior, features red contrast stitching and GR logos embroidered on the headrests and carpets. A GR-branded push start button awakes the engine. Each Hilux GR Sport includes a branded production plate and serial number, confirming its pedigree. Drivetrain and Configuration The Hilux GR Sport is equipped with the 2.8 GD-6 turbodiesel engine delivering 130kW and 450Nm, mated exclusively to a six-speed automatic transmission (with manual and sport modes) and ‘switch-onthe-fly’ 4WD transaxle. Driver selectable Power and Eco modes alter the driving performance accordingly, by adapting throttle response and transmission shift logic.

Silver Arrows dominate the 2019 GP season ■
Roelof de Jonge
With the halfway stage of the 2019 Formula One championship season done and dusted, the AMG Mercedes team dominated the start of the season, bagging nine of the ten races. The only other race winner was by the Red Bull of Max Verstappen at an epic Austrian Grand Prix at the Red Bull Ring, the home circuit of Red Bull Grand Prix Racing. In all the other nine races where the Mercedes-team won, they in fact score an amazing 1-2 finishes. Defending champion Lewis Hamilton took eight of these wins and team mate Valtteri Bottas took the first win of the season at the Australian GP. There are still 11 races to be completed, and with Mercedes dominating the front of both the drivers and constructors championships, it is almost a foregone conclusion that Mercedes would once again
wrap up both these titles come the end of the 2019 season. Hamilton leads the drivers championship on 223 points with team mate Bottas in second place on 184 points. In third place on 136 points is Verstappen in the Red Bull Honda. In fourth place on 123 points is Ferrari’s Sebastian Vettel with new team mate Charles Leclerc on 120 points after some strong finishes in his second year of Grand Prix racing and his first year with the Maranello team. The Mercedes F1 team on 407 points leads the championship for constructors by a country mile from thier closest rival Ferrari which has 243 points. In third place on 191 points is the Red Bull Honda team with the McLaren Renault team in fourth place on 60 points. In fifth place is the Renault works team on 39 points. In sixth is the Alfa Romeo with its Ferrari power plant (26 points), followed by the pink cars of Racing Point Mercedes (19 points), Torro Rosso Honda (19 points), Ameri-
can team Haas Ferrari (16 points) with the Williams Mercedes yet to score a point. What a sad sight indeed for any Williams GP Racing supporter. Remaining GP races of the 2019 schedule: Germany (Hockenheim) – 28 July Hungary (Hungaroring) – 4 August Belgium (Spa-Francorchamps) – 1 September Italy (Monza) – 8 September Singapore (Marina Bay) – 22 September Russia (Sochi) – 29 September Japan (Suzuka) – 13 October Mexico (Mexico City) – 27 October USA (Americas) – 3 November Brazil (Interlagos) – 17 November Abu Dhabi (Yas Marina) – 1 December.

Schonken vat goud ■

Multiple x-country medals
These cross country athletes from Pfunanane Academy are all medal winners.
■
Roelof de Jonge
Cross country athletes from Pfunanane Academy continued their strong presence in long-distance running at a meeting on Saturday the 20th of July at Laerskool Mariepskop in Hoedspruit.
Gr 2 toergroep weliswaar wyser
These athletes won 17 medals and numerous team prizes. Especially notable was the U/6 athlete, Mokgadi Malatji, who again ran away from the U/7 girls for her gold medal. The talented Malatji showed she will surely be a force to be reckoned with in the future of long distance running.
Ons laaste stop was by Swadini”, het Large gesê.

Phalaborwa kon in hul tweede kolfbeurt 89/5 aanteken. Merensky se vyf paaltjies in die tweede beurt, besorg aan hul ‘n gemaklike oorwinning

Plasies reap dance rewards ■ Merensky Drie MDDA dancers from Merensky High School participated in Modimolle on Saturday, 20 July at the Limpopo Amateur Dance Festival. Sanel Botha received five medals for first places in Ballet (90%), Musical Theatre Dance (86%), African Dance (86%), Lyrical Dance (85%) and Open Dance (85%) and a

She also received 2 certificates for second places in Jazz Dance (79%) and Latin Dance (86%). Simoné le Grange was placed second in Contemporary Dance (81%) and Jazz Dance (79%).
Tritech verf Tzaneen blou ■ Merensky
