Max value reduction for cheques announced ■ Roelof de Jonge The maximum value for writing a cheque from the current R500 000 will be reduced to R50 000 from the 1st of May 2020. This was announced last week by the Payments Association of Association (Pasa). This decision to cut the maximum value for writing cheques comes from a need to have better a better risk management and was regarded as one of the factors for this announcement. Another reason is that there is an ongoing decline in the use of cheque books. According to Pasa the use of cheques has been declining by at least 30% per year. Pasa reckons the reduced limit will help to reduce risks like fraud and system fail-

The SPCA was almost burnt to the ground on Wednesday afternoon when a fire in the area jumped across the Agatha Road and soon reached their premises. With the area being as dry as it is, the grass and tress surrounding the property was soon engulfed in flames. The Chief Inspector of the SPCA, Ellie Potgieter rushed to the scene from a hippo rescue outside of town and was seen running in and out of the building to secure the frightened animals and move the cats to safety as the thick smoke from the fire had swallowed the entire cattery. Jillian, the popular talking donkey, was in a state of panic and had to be escourted away from the blaze to prevent her from panicking and injuring herself in the event she tried to escape the flames. According to Tracey van den Dool who was enroute back to Tzaneen from a trip to Jo’burg it could have been a much sadder tale, but thankfully the Mopani District Fire trucks were on scene along with a number of volunteers from the area. The ground upon which the Letaba SPCA’s offices and kennels are situated, is the property of the Greater Tzaneen Municipality. By all accounts it appears as though no fire breaks were made ahead of the fire prohibition period which is now already a month into effect. As is usually the case, complaints to the municipality regarding the maintenance of this property have fallen on deaf ears. It is not clear when last the municipality had a team of grass cutters in the area but Bulletin was on the scene and we could see no visible indication that any maintenance in this respect had been done. “Thankfully no animals were killed or injured in the blaze and we thank all the volunteers and the hard working men of the fire department who kept the fire from reaching our kennels or our offices,” Van den Dool concluded.

ures amongst others. This reduction in the using of cheques as a form of payment stems from the shift in consumer habits. The convenience and safety factors of digital payments is one reason why less people are using cheques these days. According to Pasa cheques are mostly used by small businesses and the older generation person. Pasa says it is very rare that the younger generation uses cheque books these days. The reducing of the maximum value of cheques according to Prasa would have no immediate changes to the current banking systems. Banks and firms will also have sufficient time to adapt to the new rules before 1 May 2020, according to Prasa.

Spark causes Kloof to burn ■

Joe Dreyer

A Whattle is believed to have caused a spark when one of its branches touched an overhead powerline causing an unstoppable inferno which had the entire Magoebaskloof pass engulfed in near impenetrable smoke and flames for more than two days. Large trees were burnt to a crisp and collapsed under their own weight across the road surface sending hot coals and burning embers across the R71 to the forest on the other side. Pretty soon firefighters were up against a fire which had rapidly spread across the roadway and was eating its way up and through the Kloof towards Haenertsburg. A delivery truck driver was coming down the pass towards Tzaneen on Tuesday morning when the thick smoke obscured his vision causing him to crash his vehicle through the barriers and down into the forest. His truck rolled a few times before coming to a standstill right in the middle of the flames. Soon his fresh produce he was transporting started to boil from the heat. His entire load was lost. He managed to escape with some minor injuries. His truck was towed out of the Kloof that afternoon. Firefighters from all across the area

pitched in to help fight the blaze. Jaco Rautenbach and his team offered support from the ground along with teams from Diggersrest and Letaba Fire Protection Association (LFPA). The LFPA called in air support to fight the raging fires from the skies. In the meantime the girls at AgriLetaba, Naomi Excell and Hanneri van Tonder set out to collect bottled water, cold drinks and food for the firefighters who had spent in excess of eight hours in the scorching heat. The Incident Commander ordered the Magoebaskloof pass to be closed to traffic and that motorists traveling between Polokwane and Tzaneen be diverted along the Georges Valley R528 road. The pass was subsequently opened and closed three times as the fire subsided only to restart in another area an hour or so later. By Wednesday morning the fire had been brought under control and the pass safe to traverse once again. LFPA firefighters stayed in the area to monitor the situation but at the time of going to print, it appeared to have been extinguished. The last time a fire of this magnitude tore through the iconic Magoebaskloof, was in 2006 when a similar incident caused the road’s closure for more than three days.

SAPS celebrate female pilot ■ Jeff Jackson As the country approaches the end of Women’s Month, the South African Police Service in Limpopo celebrates yet another phenomenal woman. Warrant Officer Tebogo Francis Mamogale of the SAPS Polokwane Air Wing, affectionately known as “Francis”. The former SAPS Wonderboom Air-hostess, is the only female qualified commercial helicopter pilot in the Limpopo Province. Mamogale hails all the way from the North West Province and was born 32 years ago in the small village of Jericho. She is a mother to two boys aged 9-years and 1 and half years, and joined the SAPS in December 2008, as an Air-hostess in Pretoria. She catered to SAPS delegates including ministers flying in Police jets and ensured that her passengers are safe and well taken care of during their official trips. She later enrolled for a diploma in Safety Management as she reckons, safety comes first in Aviation. Her passion for Aviation grew ever bigger and later in the journey, she started pursuing a career in becoming a pilot. The determined and vibrant Mamogale, never gave up and kept aiming high even when for a period of two years she could not get a bursary but kept on applying. In 2015, her bursary was finally approved and without looking

back, she studied hard until she completed her studies and was appointed a qualified Commercial Helicopter Pilot the following year. She was then transferred to the SAPS Air Wing in Limpopo Province in 2017, where is currently based. She now has full responsibility of ensuring the safe operation of the Police Helicopter and it’s air crew during airborne operations. Her daily duties include giving her fellow ground police members air-support and a clear indication of what they want assistance with, especially during search operations for missing persons, hidden goods and of wanted suspects, without compromising the safety of the aircrew. Mamogale, a proud product of the South African Police Service sayd it gives her great pleasure each time when a mission is accomplished and if they fail today, tomorrow is definitely another day to push even harder. She encourages other women to push hard even in situations that seem impossible because no matter how tough it may look, it is still possible. She also obtained a Diploma in Travel and Tourism in 2009, after she completed a course in Air hostess. “The greatest rewards come when you give yourself. It is about bettering the lives of others, being part of something bigger than yourself, and making a positive difference,” concluded Mamogale.

Chrome dome Raped in CBD Major crime ■ ■ syndicate busted Jeff Jackson

The South African Police Service in Limpopo says that their fight against illegal mining continues to score visible results. This follows the arrest of a 38year old man at one of the mines in the Burgersfort Policing area this week. The suspect was arrested during a concerted operation comprising of the Provincial Organized Crime Unit, the Burgersfort Cluster Public Order Police Unit and the local Mine Security guards. This joint operation was up and running at Balotjaneng village outside Burgersfort CBD when the units followed up on information which led them to the suspect who was busy mining chrome illegally at a designated spot in the area. During the arrest, the Police confiscated an excavator machine with an estimated value of R1. 5 million. The suspect will appear in the Praktiseer Magistrate Court soon. The SAPS Provincial Commissioner, Lt Gen Nneke Ledwaba, has complimented these teams who are continuing to clean all the illegal activities in and around the mining industry especially illegal mining without compromise.

Jeff Jackson

A suspect is on the run after he entered the home of two women, raped one of them and robbed both before fleeing the scene. The incident occurred in Polokwane on the 1st of September. The two roommates, aged 18 and 23, were fast asleep when the man entered their home at around 03:00 the morning. The suspect, wearing dark clothes, entered the premises at corner Outspan and Potgieter streets in the city of Polokwane and broke the door of the room in which the victims were sleeping. After threatening them with a knife, he raped the 23-year old victim and thereafter robbed them of their cell phones, two laptops, and two wallets. He also took some of their clothes. The estimated value of the items stolen is R22 000.00. Cases of Rape and House Robbery have been opened for further investigations. Anyone with information that can assist in apprehending the suspect is requested to contact Colonel Linky Mathebula at 064 756 8218 or the crime stop number 0860010111 or the nearest Police Station.

Innocents Gambling killed by mob man arrested ■ Jeff Jackson

Two young suspects were arrested for the murder of a 54-year old man from Ga-Maphalle Village in the Bolobedu policing area outside Tzaneen. An intelligence led joint tactical operation comprising of the SAPS Tzaneen Cluster Detectives, the SAPS Bolobedu Detectives, the Provincial and Tzaneen Cluster Crime Intelligence was activated following the brutal murder of Ezrom Rapatsa (54). He was found stabbed to death and it was later discovered that he had been robbed of his two cell phones and a wallet. During the arrest of the two suspects, police recovered the deceased’s stolen property in their possession along with a sharp object believed to be the murder weapon. The SAPS in this Province continue to receive sporadic incidents of mob-attacks and killings where in some instances, people who are accused of committing crimes are assaulted or killed and their property destroyed. Following the discovery of Rapatsa’s body, members of the community on the mobilized on the 18th of August and burnt to death two people being, July Motau (29) and Tebatso Mogale (27), both from Mohlabaneng village after accusing them of being responsible for Rapatsa death. Subsequent to this mob killing, eight suspects were arrested and have already appeared in the Bolobedu Magistrate’s Court. They were all denied bail and will appear again in the same court on the 9th of September. They were identified as Evon Rhukanani (43), Masedi Rapatsa (49), Portia Rapatsa (30), Mogabani Rapatsa (32), Olly Maluleke (22), Given Machipi (25), Clerence Rikhotso (22) and Asnath Rapatsa (55). The two actual suspects who were arrested for the murder, will appear in the Bolobedu Magistrate’s Court on a charge of murder this week.

■ Jeff Jackson A suspect was arrested in connection with a spate of business robberies in the gambling district of the city of Polokwane. The suspect was arrested on the eve of the 30th of August at one such gambling house after he allegedly robbed the establishment. On the Friday in question, at approximately 19:45, the police were notified of a business robbery in progress at the said establishment. They reacted swiftly and upon arrival at the scene of crime, the suspect had already fled and they followed his tracks until one suspect aged 32 was arrested. His two accomplishes managed to evade arrest but they are still being followed. It is alleged that workers were about to close the business when three unknown men insisted to gamble, suddenly, these workers were pointed with firearms and the group demanded the safe keys which they could not get. Subsequently, they started to grind to open the mounted safe and fled the scene with an undisclosed amount of money. During the arrest, Police recovered one firearm, a cash amount of money and housebreaking tools. The suspect will appear in the Polokwane Magistrate court soon. Anyone who can assist with information that can lead to the arrest of the two other suspects, may contact Colonel Linky Mathebula at 064 756 8218 or the crime stop number 0860010111 or the nearest Police Station.

■ Jeff Jackson In a multi-disciplinary approach, members from the SAPS Thohoyandou Cluster Task Team, Crime Intelligence, the Tactical Response Team (TRT), the SAPS Thohoyadou Crime Prevention, the Detectives and the SAPS Malamulele Crime Prevention, have dismantled a TRIO crime syndicate soon after they committed a business robbery in the Thohoyandou CBD. In the process of this marathon operation, four suspects aged between 26 and 33 were apprehended. During the arrest, three motor vehicles, one R5 rifle, a magazine, ammunition and a cash amount of money were recovered. It is alleged that a group of heavily armed suspects robbed the local cash loan company at the Thohoyandou CBD on Monday the 2nd September, before they fled the scene. The Police were immediately notified and reacted swiftly. The manhunt by this members ensued around the clock until at a certain spot where one of the suspects, a 25-year old woman, was found in possession of unlicensed R5 rifle and arrested on the spot. This operation unfolded until at a house where the first suspect’s husband, aged 26, was found in possession of a huge undisclosed amount of cash believed to be part of the money robbed during this incident. He was immediately arrested. As the operation continues, two nights ago, on the 3rd of September, two more suspects aged 29 and 30 were arrested at a village outside Thohoyandou and they were positively linked to this incident. These suspects were further linked to 15 cases of business robberies which they committed in the Thohoyandou Policing area in the past three months. The preliminary police investigations have further revealed that these suspects may be linked to a series of business robberies in the Thohoyandou, Giyani, Musina, Malamulele and Makhado Clusters. The suspects will appear in the Thohoyandou magistrate courts soon.

Serial rapist finally caught ■ Jeff Jackson

An intelligence led joint operation conducted in the Seshego Policing precinct outside the City of Polokwane, made a major breakthrough by arresting a 26-year old suspect, involved in the murder and rapes of women in the Seshego and Mankweng Policing areas. This arrest follows an incident that occurred when a 21-year old woman who was reported missing on the 5th of July, was found dead in an abandoned shack at Seshego Zone 6 on Friday the 9th of August. Soon after the disappearance of the deceased, the SAPS Seshego Cluster Commander, Maj Gen Sam Mokgonyana, established a dedicated team of members comprised of detectives and Crime Intelligence members. This team worked tirelessly around the clock until this suspect was cornered and nabbed in his rented room around Seshego on Friday the 30th of August. During the arrest of this suspect, the deceased’s cellphone was found in his possession. The preliminary police investigations have revealed that the suspect raped and killed the deceased on the day she was reported missing. The investigations further revealed that this suspect has committed a similar incident in 2014, where he raped and killed another woman in the Mankweng Policing area and he was never arrested for that crime. Furthermore, it was found that this suspect, Thabo Mack Letsoalo from Ga-Molepo, Mamatsha village, in the Mankweng Policing area, was out on bail for other rape cases when he committed the Seshego incident. He will appear in the Seshego Magistrate court on the 28th of October for these charges. It is believed that the suspect may be linked to other similar unresolved cases in the Seshego and Mankweng and indeed other areas. The investigations will inevitably uncover proof of this. The suspect will appear in the Seshego Magistrate court soon on a charges of rape and murder for this latest incident and later, in the Mankweng Magistrate Court on similar offences. The identity of the deceased will only be released once the family members are fully informed.
