Massive inferno destroys 5000 hectares ■ Joe Dreyer The burning of a rubbish heap on a small plot in the Mieliekloof area outside Tzaneen has caused a commercial mango farmer to lose 80 percent of his harvest and close on 80% of his game stock in a fire on Monday. The fire which raged on throughout most of Monday night was started at around 11:00 that morning when a landowner decided to burn his rubbish heap despite the current fire prohibition period being in full effect. The resulting blaze decimated an estimated 5 000 hectares of land in the Mieliekloof, Deerpark, Broederstroomdrift area and killed hundreds of wildlife including Nyalas, Kudus and smaller antelope on the surrounding game farms. Jean De la Rey and his family fought fervently to protect what they could of their 630 hectares which include 45 000 mango trees and a 50 hectares game encampment. They spoke to Bulletin on Wednesday and took us for a trip around their property to view the damage for ourselves. It was unreal. Orchards of fruit bearing trees were now black skeletons against the sky completely dispelling the common myth that your orchards only burn if your farm manager doesn’t keep it clean. The burnout husk of an excavator greets ominously as you round the bend and head up the hill towards the game encampment. As we enter through one of the gates that separates the mangoes from the game, a group of workers from the nearby predator park wave as they search through the veld for the carcasses of antelope that perished in the flames. “They are taking the carcasses to the predator park to feed the lions and tigers there,” explained De la Rey. “There are so many animals that burnt to death. So far we have only found 50 in the first section we searched. We had to shoot one this morning which was badly burnt and would not be able to recover.” As far as the eye could see there was nothing. The hills before us which were covered in natural bush and some eucalyptus trees 24 hours before, were now painted black. Here and there smoke was still rising lazily from a smouldering tree stump and the fence to one side of the encampment was bent over. “See how the fence is buckled over like that?” asked De la Rey, “the animals jumped into it as they tried to flee the flames coming over this mountain.” Back at the house, Suzette showed us an aerial map of their property and explained where the fire had started, how it had jumped into the neighbouring farm and later onto theirs. “It happened in the blink of an eye, literally. One moment the fire was on our neighbour’s property and we rushed over try and assist where we could. Then suddenly
the wind changed and before we knew it, my wife was shouting that the house was in danger. The orchards had caught fire and as I looked around back towards my house, a sea of red was crashing down the hills through the mango trees on its way to our porch.” Suzette explained that at one point she told her daughter, Mariska, to start packing what they could into the vehicles and get ready to evacuate. Within minutes the two women had loaded as many valuables as they could including clothing and toiletries into the vehicles and were rushing outside to try and help where they could. “Our property was suddenly crawling with hundreds of helpers and we ended up being traffic controllers directing vehicles to various point along the fire line. The Mopani fire brigade had dispatched their vehicles, our neighbours, farm watch groups and even teams from Phalaborwa were all in the orchards fighting the fire and keeping it off the property. It was a terrifying night.” Thankfully the De la Rey’s have a large working generator on their farm. The entire area again had no electricity which means that water could not be pumped had it not been for the generator. Communications also broke down as some of the cell towers in the area were also engulfed by the flames. The fire was eventually brought under control late that evening and thankfully the De La Rey’s home was spared. The family wishes to thank every single one of the people who rushed to their aid and in particular those who brought food and water and dust masks and even eye drops. “It is difficult to determine the financial loss we suffered at this stage because we have not yet taken stock of our animals or the exact number of trees that have been completely destroyed. What we do know for certain is that our harvest is gone for this season and most likely 80 percent of our game as well. And all because of small land owner ignored the fire prohibition. Because of his actions, a 20 hectare plot has cost this economy 5 000 hectares in damages which will take up to two years to recover.” Though the De La Rey’s are members of the Letaba Fire Protection Association (LFPA) aerial support was never sent to their Monte Video farm. We spoke to Maritza Swanepoel, media liaison of the LFPA, who explained why. “Currently we have around 200 members which include farmers with 2 hectares plots up to commercial farmers with 15 000 hectares of farmland. Some are members and others are full members. Both groups are protected under the national veld and forest fire act 101 of 1998 paragraph 34 presumption of negligence clause, but only full members have access to aerial support,” she explained.
“Our resources are limited and we therefore operate on a first come, first serve system. The first call of a fire came in at 11:50 on Monday morning from New Reeds in Deerpark area and we dispatched aerial support in the form of two helicopters, a Squirrel and a Bell Huey along with spotter 15. At this site 15 hectares of indigenous bush and 12 hectares of gums were burning. Not long after this we started receiving calls from all around Tzaneen requesting choppers. The whole place was on fire!” The land owner at New Reeds agreed to let one of the choppers leave as the fire was under control and the Squirrel and Spotter 4 were dispatched to a 20 hectare gum plantation which was burning at Longbelt in Agatha near the crocodile farm. The distance by road between the Mieliekloof and Agatha fires is just over 35 kilometres. “The Bell was then dispatched to a third fire which had started in the Modjadjiskloof nature reserve. En route to the Modjadjiskloof fire the pilot had to stop to refuel and noticed an oil leak on the aircraft. He returned to base where the engineer determined that the chopper could not continue and was then grounded. This meant that we had only one chopper in the sky.” The squirrel remained in the air until last light at 17:30 when it stood down. The LFPA ground teams fought alongside the volunteers, the bakkie sakkies and the Mopani Fire Brigade well into the night to contain the blaze which was finally under control at around 23:00 that evening. “We as the LFPA sincerely thank all who helped fight this fire especially the ladies behind the scenes who organized water and food for the teams right through the evening. It is truly encouraging to see the entire community band together in times of crisis. We would like to encourage our local farmers who have not yet joined the LFPA, to do so.” Last year the LFPA hosted a demonstration of the Air Tractor bomber at the airstrip in Mooketsi. The aim of the demonstration was to entice the Provincial Disaster Management Centre in Limpopo (PDMC) to see the benefits of having a large water bomber stationed in the Mopani District to help fight massive fires such as the one experienced this week. The idea behind this move by the LFPA was to institute a system like the one in the Eastern Cape in order to adequately respond to these fires. However, due to the PDMC’s failure to act on the matter, the province has no water bomber. The nearest one which could have been dispatched to fight the fire on Monday was stationed elsewhere in country and would therefore not have reached the area in time. The Air Tractor could have had a dramatic impact on the devastation now left smouldering along the route between Tzaneen and Letsitele.

FOLLOW UP: GTM terminates Tshiamiso contract ■
Joe Dreyer
The contractor who misrepresented on his Bill of Quantities in order to be awarded two tenders from the GTM has had his contract terminated. The municipality terminated the services of Tshiamiso Trading 135 (Pty) Ltd in respect of SCMU15/2018 (Mulati Road Upgrading Project) and SCMU21/2018 (Codesa to Hani Street Upgrading). The GTM said that the two tenders were awarded to Tshiamiso as a result of misrepresentation on the part of the service provider while the exact methodology was used in both tenders. “The termination is effected in order to reduce the cost of the two projects which has skyrocketed to twice the tendered amount,” said spokesperson for the GTM, Neville Ndlala in a press statement earlier this week. In an interview with Bulletin last week, the municipal manager of the GTM, Thapelo Matlala, explained that Tshiamiso accepted the tendered amounts and afterwards insisted on further funding (more than double the initial amounts) to complete the projects. “In respect of the Codesa project, Tshiamiso tendered for R9 217 610.99 instead of R16 960 951 that Tshiamiso claims is the actual tendered amount. Similarly, in the case of the Mulati Project, Tshiamiso tendered for an amount of R26 824 512 instead of R57 509 148 which they are now claiming. The termination was also done for purposes of administrative compliance, which is a legal obligation,” Ndlala stated. An engineer has now been appointed by the municipality to determine the both the scope of the work that now needs to be completed on both these projects as well as the market-related rates applicable to complete them. The GTM will now issue and emergency tender and responsive tenders that were received in respect of the two projects will be invited to submit bids to complete the outstanding work. Only tenderers which submit bids for an amount less than the amount determined by the engineer will be considered. The municipality further states that successful tenderer will be obliged to give preference to members of the local community who were previously employed by Tshiamiso. This will be done to ensure that no worker or subcontractor in the two projects lose their employment. “The municipality will consider the possibility of making outstanding payments directly to subcontractors and workers in the Codesa to Hani Project. This will be done within the ambit of the law and in line with applicable laws and regulations. We however wish to state categorically clear that the municipality has no contractual arrangements with any of the subcontractors or workers in the aforementioned projects. The intervention is made in the interest of the community,” said Ndlala. In conclusion, Ndlala said that the municipality sympathises with residents, subcontractors and workers who are affected by the current contractual dispute in the two projects and is doing all within its legislative powers to get a speedy resolution in the matter.

Morgan named EC Young Farmer of the year ■ AgriBulletin Tarkastad sheep farmer Matthew Morgan has been named the Toyota Eastern Cape Young Farmer of the Year at an awards ceremony during the Agri EC annual congress in August. Morgan (34) was up against Jaco Kotze, who farms boer goats and lucerne in the Elands River Valley, for the provincial title, which will see him representing the Eastern Cape at the national awards later this year. Farming mainly with wool sheep and a smaller herd of Hereford beef cattle, Morgan described his win as “a great honour” and said it as “an absolute privilege” to farm in his district. “I’m feeling very positive about where the farm is at. I run a quality sheep flock and our clean air and good ground cover enable us to produce a beautiful, clean white wool.” Morgan said he was fortunate to be farming on land that yielded high production with great potential for
further developments – if resources were managed with maximum efficiency. “We as young farmers need to raise the bar, and be in a position to hand it over to the next generation in a better condition than what we received it in,” he said. Morgan, who is also chairman of his local Winterberg Agricultural Association, inherited his farm, Redcliffe, from his father 10 years ago. Since then, he has grown production by developing the lands under irrigation, increased its carrying capacity through effective veld management, and lowered mortality rates through strict vermin control. In addition, he attributed his success to the efficient work ethic of his employees and the mutual respect earned through a “firm but fair” management approach, which he said he also inherited from his father. “When you know you are happy and enjoying what you are doing, when you are excited for Monday, that’s when you know you are in the right place!”

Geharde Bonsmara lewer gehalte vleis ■

Who is this “Michael Barnard” anyway? ■
Joe Dreyer
A man who calls himself “Michael Barnard”, has scammed two of the town’s most prominent hotels out of at least R1 600 each this week. The same man also conned a local broker in the same manner for roughly the same amount a month ago and tried the same stunt with one of the local churches. The conman employs the simple yet effective airtime scam which he cleverly marries to an elaborate yet quite believable backstory in order to get his victims to send him airtime. Sometime last week “Barnard” called one of the hotels and placed a very large order with reception. Nine rump steaks with a side of chips and a small salad accompanied by a soda each. He was meant to collect the R1 648 meal, meant for his drivers who had been working late helping load cattle on his farm, later that afternoon. When his order was ready the receptionist called Barnard upon which he apologized profusely for the delay, said that he was still busy loading sheep and cattle on his farm and that as soon as he was done he would collect the order. “We called him a few times after this just to confirm that he was actually going to come and collect. Each time he would assure us that he was on his way and blame the delay on the loading of the cattle onto one of his trucks. He sounded legit. He was charming, polite and very well-mannered which made me trust him.” Barnard called the receptionist a while later to ask a favour. “He wanted me to transfer some airtime to his
wife whom he alleged was at home with their baby. He told me that he was unable to buy the airtime himself as he was still busy with the cattle, but that we could add the airtime amount to the bill which he would then settle when he came to collect his food. He apologized a number of times and sounded truly embarrassed. He even said that he would bring us a big bag of biltong as a thank you gift when he arrived for his order.” Barnard instructed the receptionist that she could send the airtime voucher numbers to his phone or simply make a direct transfer from her bank account to his wife’s number. At this point the receptionist became suspicious. When she refused to make payment, Barnard’s phone went dead. She tried in vain to reach him numerous times but the number remained engaged. He had disappeared and the large meal order had never been collected. Similarly the second hotel was contacted by Michael Barnard and an order for nine prego rolls was placed. “And nine coldrinks to go with the rolls too please, cans or bottles and any flavour as long as each of my guys have something to drink,” he had said. It was the exact same story as the previous incident but this time the kind hearted manager made the payment of the airtime and never heard from the man again. “He appeared trustworthy. He was polite and friendly and he sent me a Facebook profile pic of him, his wife and child and even explained that his farm was out on the R71 near Tarentaalrand. The man in the picture looked familiar as it was a patron that I have definitely seen at the restaurant before. So I believed him.”
In the case of the broker, the conman invited the broker to his farm to conduct an assessment. He gave very precise directions, even pretending to see the broker’s vehicle approaching the property before also disappearing. He had convinced the broker to pay over R800 worth of airtime with the promise of repaying him once he arrived at his farm. In all three these instances the man used the alias “Michael Barnard”, said that he was a farmer loading cattle for a delivery, asked for airtime for his wife, pretended to be embarrassed and offered to reimburse the airtime in cash. Bulletin has heard voice recordings of the man and are in possession of three different mobile numbers which he used to pull off his scam. We played the voice recordings to each of the victims and they all concurred that it was the same man. We tried calling all three of the numbers but they all remain engaged. We have done some digging and it appears that the same man has been scamming businesses and business people with these elaborate stories all over the country since at least 2015. According to The Komorant newspaper, some known aliases for this “Michael Barnard” could include Adriaan Nel, Johan Seyfert, Johan Botha, Johan Jordaan, Johan Pistorius, Herman van Zyl, Magnus Rossouw and Leon Scheepers. The newspaper reported on a string of similar cases in the Hartebeespoort area in 2018. Further investigations have revealed that this conman could be the same man who is allegedly operating the scam out of a prison cell at Bethal
Correctional Services in Mpumalanga, as reported by News24 in August this year. This seems plausible as in each of the voice recordings which we heard, there is a bustle of voices in the background and it sounds as if “Michael” is indeed sitting in a hall or a large room filled with people. Attached to this article is the image which he sent to the victims claiming to be a photograph of him and his wife and their child. If any of our readers recognize the people in this photograph, or if you have a similar story, please contact joe@ bulletin.us.com.

Agri-Merensky skitter by SA Jeugskou ■
Merensky

Ambitious Muller shares aspirations ■
Roelof de Jonge
Sheldon Muller, a former student at Merensky High who matriculated only last year, recently joined Cycle Power’s elite team. Despite still being very new to the road scene, Muller has shown lots of promise and is quite willing to learn the ropes of road race cycling. “It’s a great honour to be a part of the Cycle Power team. They support me in so many ways, before, during and after events. The advice and tips for my racing career certainly aids greatly in my personal development and growth. Not to mention the support I get from all the sponsors which help the team to perform at our best”, said Muller. According to him, being part of the team helps him to gain exposure and to learn different strategies. He said it also affords him the opportunity to meet all the pro riders and that by being in the company of these experienced riders he is able to compare his strength. “Being able to determine my weaknesses by riding with pro cyclists, I can emphasize in my training schedule to improve on those weaknesses. I’m still a junior rider in the team, and I work for the other riders. But as time progress getting stronger and gaining more experience, I believe that I will move up in the ranks”. “My long term goal is to become the South African champion. Other long term ambitions on my bucket list are to compete at world championship events as well as the Olympic Games. And with high hopes to join an international team for the
opportunity to race at world tour races such as the famous Tour de France. Any of those opportunities would be the highlight of my cycling career”, said Muller. Muller is currently in Pretoria at the Pearson Institute studying accounting. He said to balance his cycling with managing his studies is often a difficult task though it doesn’t offer a hindrance to strive for his best achievements in either. “I’m proud of my home town Tzaneen and the cycling community there. They are all an awesome bunch of supportive people”, said Muller. According to John Vlok, founder and manager at Cycle Power, he met Sheldon in 2018 at the first Tour de Limpopo race. Vlok said after chatting to Muller about what he wanted to achieve, it was thought he might certainly be a talent to watch for the future. “We started watching him closely when he moved up to Pretoria. We now are able to see and monitor his progress on a weekly basis. One of the reasons including him in our team was that we saw drive, determination and constant improvement from Muller. That was why we have decided to sign

him on the team so that we can aid him to reach his full potential”, said Vlok. Cycle Power is an organisation focused on creating a sustainable cycling infrastructure for future talents to build careers on. The aim is to take care of the young talent in South Africa and help them through the ranks from a U/16 level to compete as an elite cyclist in the Olympic Games amongst other. “If you have an immense passion for cycling and developing young talent to make the Cycling in South Africa great again, there is always a way to
get involved”, said Vlok. “We are here to create a sustainable infrastructure in cycling that will allow young riders to pursue a professional career in cycling and ensure that they are guided through the process to reach their dreams. In the sport today, there is very little guidance and opportunity for young talent until they reach a junior or U/23 level. Cycle Power aims to change the name of the game by having structures in place that will give guidance and opportunities to young talent like Muller.”

Ruben le Roux
Roelof de Jonge
The Limpopo schools’ equestrian team competed from the 24th to the 28th of September at the South African National Equestrian Association’s (Sanesa) national championship held at the Misty Meadows Equestrian Estate in Pretoria. The Limpopo riders were up against the top riders in the country and also had to contend with a mixed bag of rough winds, chilled weather conditions and searing heat on the final day of the championship. Two riders from within the heart of Bulletin’s distribution area, Ruben le Roux from Stanford Lake College and Mariesa Schutte from Merensky High School, also competed for Limpopo. Le Roux is a multi-discipline horse rider who competed in different disciplines. He took part in show jumping, equitation and in the showing classes. Unfortunately one of his horses was injured and had to be scratched from one of the events. With his other horse, TI Quinta, Le Roux jumped in two 1.1m class items. In the speed class, they were ninth and in the competition class, they managed a fifth place despite the soaring heat. It was in the equitation class however that Le Roux and TI Quinta performed very well Mariesa Schutte to claim a well-deserved second place. Schutte competed on her black and white horse, Shakira, in two one meter jumping classes. Horse and rider faced some stiff competition and in the speed class (accumulator) they managed a 10th place. Limpopo won the award for the Best Dressed Team. Le Roux received the trophy on behalf of the Limpopo team.
