Die opgraderingsprojek by Minitzani Park wat die oprigting van ‘n splinternuwe palissadeheining insluit, word deur party inwoners as ‘n slegte idee, en “geldmaak storie” bestempel. Een van die grootste moontlike probleme wat deur sommige lede van die publiek uitgelig word, is die sigbaarheid van die binnekant van die parkie, wat nou deur die magdom advertensieborde belemmer word. ‘n Ander moontlike probleem wat gelig word is die illusie van veiligheid wat hierdie heining nou gaan bied aan die kinders wat die parkie gaan benuttig. “Ouers gaan nou nog minder oplet wat om hulle aangaan terwyl hulle kinders speel, want daar is mos nou ‘n heining wat hulle beskerm. Dit is ‘n absolute belaglike idee en ‘n baie slim manier om geld by die besighede intesamel in die vorm van kostes vir die advertensieborde,” het een sakeman uit die gemeenskap gesê. Bulletin het met Zantelle Ras, die dryfkrag agter dié projek, gesels oor haar motiveering om die heining op te rig en die parkie te beveilig. Ons wou by haar uitvind hoeveel kinders in die laaste paar jaar deur motors omgery is, deur booswigte aangerand, beroof of ontvoer is, of hoeveel ander gevalle van misdaad daar al uit hierdie parkie gerapporteer is, wat die noodsaaklikheid van ‘n veiligheidsheining te mee gebring het. Ons wou ook hoor hoe die ingangshek gemonitor sou word en wie hiervoor sou betaal. “Die projek om hierdie parkie te beveilig is met die beste moontlike intensies begin. Ons het gesien het hoe vervalle van die speelrame en bankies is, en besluit om die parkie op te knap. Almal in die omgewing is bewus van die dwelmhandellaars wat daar in die parkie rondhang en ons het gevoel dit is nie meer veilig vir ons kinders daar nie,” het Ras verduidelik. “Die heining sal verhoed dat kinders nie in die straat in hardloop en deur ‘n motor raak gery word nie. Dit mag wel waar wees dat daar nog geen sulke gevalle rapporteer is in die verlede nie, maar

In Tzaneen self is daar nie minder nie, as vier mense wat hulself skaamteloos oor sosiale media as toespraak- en opstelskrywers bemark. Hierdie mense vra tussen R300 en R400 per opstel of toespraak en beloof net die beste gehalte werk vir jou bedorwe brokkie. Bulletin het besluit om hierdie mense, en die plaaslike skole te nader vir kommentaar. “Ek het nie nou tyd om met jou hieroor te praat nie, ek dink jy soek nou net sensasie want al wat ek doen is help kinders wat nie self kan praat voor mense, of self opstelle kan skryf nie. Nie almal is goed met woorde nie,” het die een opstelskrywer redelik onbeskof vir hierdie joernalis oor die foon gesê. Volgens haar doen die ouers hulle kinders ‘n geweldige onreg deur te betaal om die toesprake en opstelle geskryf te kry. “Die beoordeellaars van die ATKV-redenaars kompetisies kom vinnig agter wanneer ‘n kind se toespraak deur ‘n buitestander geskryf is en daardie kinders word gepenaliseer daarvoor. Ek skryf nie opstelle of toesprake vir die kinders nie, maar bied kursusse aan om hulle oor onderwerpe, navorsing en voorbereiding vir ‘n toespraak touwys te maak.” ‘n Facebook-blad met meer as 5 300 aanhangers, het huidiglik ‘n spesiale prys vir Laerskool take en toesprake. Hulle bied selfs vertalings aan. Bulletin het tervergeefs probeer om een van hul teenwoordigers in die hande te kry, maar die nommer het net aanhou lui. Ons het met die plaaslike laer- en hoërskole oor die saak gepraat en nodeloos om te sê, het nie een van die skole kennis van hierdie tendens gedra nie. GTM starts clamping down on hawkers ■

A dripping tap eventually gets the attention. This week the Greater Tzaneen Municipality (GTM) set in motion their campaign to enforce their newly gazetted bylaws. These bylaws include the control of street trading. According to the GTM’s Street Trading bylaw, “no person may conduct trading on municipal property without a valid permit from the municipality” and “no person shall trade at a place where such trading obstructs the visibility of the display window, signboard or premises, if the person carrying on the business in the premises concerned, objects hereto”. So on Monday afternoon this week, the GTM’s trucks were accompanied by members of the municipality, the local CPF, police officers, traffic officers and security company personnel as they made their way through the Tzaneen CBD where they removed the goods and stands of the illegal traders off the pavements. As with every previous attempt, the hawkers became aggressive and one of the CPF members was attacked. True to form, the municipal vehicles had barely left the CBD and the hawkers were back again. But, this time, the GTM has a strategy. “The GTM was doing a routine check-up and monitoring of illegal hawkers, the hawkers became violent and attacked a member of the Community Safety Forum (CPF) who was part of the GTM monitoring team,” explained Vutivi Bridgettes, spokesperson for the GTM. “The inspections will now be conducted twice a week to ensure that the street vendors have the correct permits.” The municipal manager for the GTM, Thapelo Matlala, is known as a man with an iron will, determined to restore the municipality to its former status as the jewel of Limpopo. In a previous discussion with this editor, Matlala has stated that the GTM will clamp down on all those who insist on non-compliance with the municipal bylaws. The bylaws of street trading clearly state the procedures that need to be followed in order to obtain a valid permit from the GTM which will allow a person to operate as a street vendor. The permit also carries with it, strict conditions which include an allocated stand on which one is allowed to trade.

The new sports bill might hurt SA sports ■ Roelof de Jonge A key amendment of the act states that it will grant the Sports Minister Nathi Mthethwa the power to determine policy for sporting bodies. The bill would not only place national sporting bodies like SAFA, SASCOC or Cricket South Africa under ministerial oversight, but it also extends to all sports clubs and organisations, including gyms like Virgin Active, Planet Fitness and similar groups. Bulletin tried in vain to obtain a response from Limpopo’s major sporting unions, Limpopo Impala Cricket, Limpopo Blue Bulls and SAFA’s office in Polokwane amongst others. The draft reads; “the minister, Nathi Mthethwa, may from time to time determine and publish policy objectives to be achieved by Sports and Recreation South Africa, the Sports Confederation or recreation bodies.” There is a concern that the bill could allow the ANC-led government to interfere with the independence of sport, and that could have serious ramifications for South Africa’s participation in international events. The DA have been extremely vocal in their criticism. Veronica van Dyk is the Deputy Shadow Minister of Sports, Arts and Culture. She is demanding that the ANC extend the length of the public con-
sultation process, which came to a close on the 10th of January. Van Dyk argued that the 30-day submission window wasn’t long enough, considering the festive break in between. Van Dyk also believes this bid to strengthen regulation could lead to Minister Mthethwa (or any of his replacements) deciding how national team line-ups are chosen and determines which foreign coaches are appointed, a grave prospect that needs to be stopped. The minister will further be able to regulate the appointments of foreign coaches. Cricket SA or professional football (SAFA) will therefore have to obtain permission from the minister to make appointments in this regard. Even sports promoters will be regulated in the future. The minister will henceforth be the only person to award Protea colours and the powers of federations, and Sascoc will be limited to recommendations. He may change the policy that influences team selection. These proposals would essentially cement the quota systems in place across the national bodies of football, rugby and cricket. The DA have vowed to reject this bill in its entirety, fearing that political interference in South African sport is going to cost the country dearly.
Most international sporting bodies like the International Olympic Committee, the International Rugby Board (IRB) and FIFA (world governing football association) vehemently prohibit any government interference in sport, not the mention the picking of a country’s sports teams. The last time all South African sports teams were banned from international participation was when the previous apartheid government excluded players of colour from its national teams, and also prohibited players of colour from other countries to compete in South Africa. After decades of isolation and having to compete against ourselves or in non-recognised international sport matches or events, the South African Department of Sports or more specifically politicians are at it again.
Kobus Marais, a board member of the South African Sports Confederation and Olympic Committee (SASCOC), said if the bill was accepted South Africa would be kicked out of the Olympic Games because the world governing body prohibits government interference. Sumayya Khan, acting director general of the department, denied that sports minister Nathi Mthethwa wanted to take over South African sport. Police accused of harassment 49 Animals brutally poached ■ Jeff Jackson Scores of residents at Matshamahinkani Village near Letsitele bridge have accused members of the SAPS crime prevention unit in Ritavi of abusing their power by chasing after drunks for drinking in public instead of arresting criminals. This follows after three police officers went door-to-door looking for a man who fled after allegedly being caught holding a beer bottle in public. The incident reportedly occurred on Sunday afternoon while police noticed a man holding a bottle while playing the traditional ‘Moruba’ game in a yard near a drinking spot in the area. According to eyewitnesses, when the three police officers noticed the man holding a beer bottle that was half finished, they stopped their vehicle and started a chase. Residents felt that since he ran away, he was supposed to be left alone. “When the man ran they chased him with a police van and when they could not locate him, they started a door-to-door campaign looking for him. This action raised the ire of the homeowners for they alleged the act created an impression that they were criminals for hiding a drunk and disorderly suspect in their homes. The police officers only left after the community started hurling insults at them,” said one
witness. In another incident, a man from Khujwana claims that his children were left terrified after the same police from Ritavi visited his house several times to issue him with a protection order. This despite the police having been informed that he was on holiday. He said that when he visited the police station upon his return to check for himself, he was told it was news to them as the issue was not reported to them. Zacheus Rasebotse said that he was worried sick and could not enjoy his vacation as he continuously received phone calls from his children back home regarding the frequent visits by the police officers. “Under normal circumstances, when the police arrive at a home and don’t find their man, they leave behind a letter so the person could visit the station to find out what the problem might be. But in this case the situation was different.” Members of the community who were asked their view on the matter said that it was not unusual for members of the police to use state resources for their own benefit. They said the police use the vehicles to transport groceries for their families, and as a powerplay to silence their critics or opponents. “The only time the police show their dedication to the oath they made, is when a female enters the charge office to lay a charge,” said one resident. “It is not the first time in this area that the community complained about the conduct of the police.” Attempts to obtain comment from the communication section in Ritavi were not successful as the office line ran unanswered.
■ Jeff Jackson Game breeders in the Letsitele and Gravelotte areas are struggling to fight off the recent scourge of stock theft and the butchering of some of their prize stock by the so-called “bush butchers” in the region. Over the December period alone, one farmer in Letsitele reported that he lost a total of 21 Nyala and two Impala at the hands of these barbaric butchers. A Nyala bull can fetch anything from R5 000 to R15 000 on auction. The owner of the game farm said that he is so fed up with the situation and lack of action by the stock theft unit, that he is considering selling up and exiting the trade altogether. Another very well-known young game breeder in the Gravelotte area woke up to the harsh reality the day before Christmas when he discovered two of his breeding Waterbuck cows butchered. Both these cows were highly pregnant. The farmer tracked the suspect and apprehended him on his own, with the help of his farm hands. The already skinned and quartered carcasses of the two animals were discovered in a shanty dwelling and the suspect arrested by the police. “Four years of hard work can be taken away from you in the blink of an eye. Not even the seven years of drought has destroyed me in the way that this ruthless poacher has. Where is our country going to when the hands that feed it, are not supported?” A third farmer, also in Letsitele, reported that 22 of their goats had been stolen over the festive period and that a police case number has been registered, but nothing further has come of it. A source close to the investigations explained the modus operandi of these brutal savages. “The way in which these poachers operate on these game
farms is firstly by gathering information from workers on the farm. Then, in much the same way as the deep-sea trawlers, they fix a large net between two trees at a specific area of the property and chase the herd through it. This ensures that they capture many animals at once. It is brutal and the SAPS Stock Theft unit just doesn’t appear to have the means by which to assist the breeders or farmers in curbing this horrific practice.” At the time of going to print we were unable to reach the SAPS spokesperson for comment on the matter. We have in the meantime been informed of two more cases of stock theft in the same area.
Not illegal to learn parking in a park
■ Joe Dreyer Vera Dorothy Hyde was born in Johannesburg on the 27th of August 1927. She spent her younger days in Parkhurst and went to school at Parktown Girls. She married Fred Hyde and moved to Tzaneen in 1972 where she lived until her passing on the 3rd January 2020. She will be sorely missed by her children Shane, Jon, Darren, (Starr – Deceased) 8 grandchildren and 5 great grandchildren. She was very serious about her Faith with God and was a avid Church member her whole life. She broke the South African Women’s open breast stroke record at the age of 13 and was also the first South African woman to climb Kilimanjaro. She was a very keen gardener and transformed many gardens to beautiful oasis’s. She was also active in both Tzaneen and Duiwelskloof Methodist Church’s. She has now gone home to God, her husband Fred, and beloved daughter Starr. A big thank you to all the friends who were very special to her in her time of need. Also thanks to the Jill and the Macadamia staff for the special care she received from them. Her memorial service will take place on Friday 17 January 2020 from the Methodist Church at 14:00.

Complaints received about an alleged illegal driving school being operated at an open park in the middle of the Pompagalana neighbourhood in Florapark has had residents in that area up in arms. The residents in the homes adjacent to the park claim that the trucks are damaging the curb stones and are causing unnecessary noise in the area. Some residents also fear that the operations of this driving school will attract unwanted elements to the park and have a negative impact on the tranquillity of the neighbourhood. It started around August last year when a piece of land in the middle of the neighbourhood was scraped clean in order to be used as a makeshift driving course for learner drivers. Since then the National Driving School truck has been seen on that piece of land daily with an instructor and a learner going through the paces of parking, reversing and pulling away with a flatbed truck as part of the code 10 license procedure. We contacted the municipality about this new trend which has mushroomed all over town and they were not aware of the driving school’s grounds in question. We contacted the owner of National Driving School, Gideon Botha, and he set the record straight. “The piece of land in question is not a municipal park, but private land which I am renting from a local businessman. The truck I use there is not heavy enough to damage curb stones or cause noise disturbances. I have been providing a service to learner drivers for twenty years in this area and never has anyone complained.” According to Botha, the culprits behind the damaging of the curb stones are the owners of a drilling company which operates from a property adjacent to the open park. He is also convinced that there are certain people in the community who may have personal vendettas against him and this is the reason for them reporting the matter to the media. “This same piece of land is used by local subsistence farmers who plant mielies and peanuts right throughout the year, but not one person has said a word about them. Anyone is invited to come and have a chat about this with me, should they have any questions that need clearing up. We are doing nothing but good here.”

Both Luka Spies and Lara Dando achieved seven A’s. Luka received hers for Afrikaans First Additional Language, Business Studies, History, English Home Language, Mathematics, Physical Sciences and Life Orientation. Lara Dando achieved her distinctions in Accountancy, Afrikaans First Additional Language, English Home Language, Life Orientation, Life Sciences, Mathematics and AP Mathematics. Stanford Lake College is known as an institution of high academic repute and this year two of their matriculants maintained the narrative by each earning eight A’s in the last final examination. David Pullinger and Helene Werhahn merit this special mention. Pullinger placed in the top 5% in six or more subjects and achieved a rating of 7 in Life Orientation which earned him a position on the prestigious IEB Outstanding Achievements list. Furthermore, he was placed in the Top 1% in the country for Computer Applications Technology, Information Technology and Math – an extraordinary set of results and worthy of the highest praise. Anneri Thom was placed in the Top 1% for Afrikaans First Additional Language and Geography and Luka Spies placed in the Top 1% for Business Studies – also an outstanding achievement. In a press statement earlier this week, Stanford Lake College expressed their satisfaction at the results obtained by their pupils. “The wait is finally over and it has been well worth it. It is with immense pride that we congratulate the class of 2019; we are delighted by what they have achieved. Every candidate has worked to the best of their ability and has contributed to maintaining Stanford Lake College’s history of a 100% pass rate with 97.5 % of our pupils gaining a Bachelor Degree pass which qualifies them to study at Universities this year. Our pupils attained an average of 1.95 A’s per candidate. Sincere congratulations to our dedicated teachers from the reception classes in various junior schools where the foundation was laid, to the highly committed Stanford staff, who have put so much into facilitating these wonderful results. Aces demolish University ■ Roelof de Jonge
It seems most of the club teams competing in the 50 Overs Premier League of Limpopo Impala Cricket Union forfeited their scheduled games around Limpopo on Sunday the 12th of February. With the schools that have opened on Wednesday the 15th of January, it seems people were still on holiday mode or returning from their festive holidays as the only match that was contested was between the teams of Nashua Aces Cricket Club against the University of Limpopo, at this higher learning institution’s cricket oval. On Friday the 10th of January Bulletin confirmed with Tzaneen based Hornbills Cricket Club’s Zylon McGaffin that the match against Seshego Cricket Club’s team is still on schedule for Sunday the 12th at the B-field of Unicorn Preparatory School. McGaffin confirmed that the match will be played, even if rain might dampen the outfield around the pitch, there is adequate covers to protect the pitch from getting wet. When Bulletin arrived on Sunday, it seems only the birds and insects were having a get together around the several mango’s that have fallen
from the school’s mango trees. Bulletin then contacted Limpopo Impala Cricket Union’s club cricket coordinator and facilitator, Divya George, who informed the Bulletin that Seshego forfeited the game. She said however that several teams played in the Saturday Promotional Lance Trueman League matches. Regarding the Aces Premier League 50 Overs match, the visiting Polokwane side batted first and scored a formidable 324 runs, all out, in 44.2 overs. In reply, the University of Limpopo batsmen were bundled out for just 48 runs in 14.2 overs. Aces batsmen Armand Pansegrouw top scored with 81 runs from 50 balls which included eight fours and five of those boundary bashes went for sixes. Armand Pansegrouw Opening batsmen Erik Viljoen was getting on well
when he lost his wicket for 17 runs of 22 balls through the bowling of Tshepo Pudikabekoa. Viljoen’s opening partner Amie Smit went on and added 37 runs of 54 balls before he was bowled out by Unilim’s Dimakatjo Ledwaba. That was when Pansegrouw came to the fray and scored his smashing 81 runs. Pansegrouw was well supported by Michael Weldon who fell short from his half century on 42. Weldon scored his 42 runs of 28 balls (including three fours and four sixes). Number eight batsmen for Aces, Ntokoza Mahlaba, is by no means a tail ender as he proved in this Premier League 50 overs match. He recorded a half century with a valuable 59 runs of 42 balls (including three fours and four sixes). Aces tail ender Leighton Calvin Swarts also contributed to the formidable Aces score with 21 runs of 26 balls. The 31 extras which the University team gave away in their innings just added to their day’s woes in trying to limit the carnage of the Aces batsmen. University of Limpopo’s opening batsmen Innocent Rabakale was the only one who put up a fight and salvage 17 runs of 27 balls. He was caught by Pansegrouw from the formidable bowling of Jeandré du Plessis. Du Plessis caused havoc like a tornado amongst the university batsmen, claiming six wickets for just seven runs in just three overs. He was well supported by fellow bowlers Lance Trueman (2/7 in four overs), Leighton Calvin Swarts (1/11 in three overs) and Michael Weldon (1/2 in 0.2 overs).
Toyota Gazoo Racing closes in on Dakar lead ■ Roelof de Jonge Toyota Gazoo Racing’s Nasser Al-Attiyah and co-driver Mathieu Baumel recorded the second fastest time on Stage 9 on Tuesday the 14th of January of the 2020 Dakar Rally in Saudi Arabia, surrendering just 15sec to the eventual stage winner Stephane Peterhansel in his MINI. In the overall standings, the Qatari driver Al-Attiyah shaved 6min 16sec off the deficit to race leader Carlos Sainz (MINI), and now finds himself just 24sec behind the Spaniard. Al-Attiyah/Baumel predicted a highspeed chase on Stage 9, and that’s exactly what happened. The Toyota driver started the stage as the 11th car on the road, and used the position to his advantage. At the same time, Sainz lost time early in the stage, first to a puncture and then with navigational problems. This allowed Al-Attiyah and Baumel to close the gap, and they are now bare seconds behind, after 35 hours of racing. Giniel de Villiers and co-driver Alex Haro posted the 8th fastest time on Stage 9, and remain in 6th place in the overall standings, 57min 57sec behind the leaders. At the same time, teammates Bernhard ten Brinke and Tom
Colsoul went 7th fastest, and moved up to 7th place in the overall standings as a result. Fernando Alonso and Marc Coma, in the final Toyota Gazoo Racing Toyota Hilux, started as the second car into the stage, thanks to their great performance on Stage 8. The pair surrendered only 13min 3sec on the stage and have moved up to 10th place in the overall standings. This makes Alonso the best-performing rookie so far in the 2020 Dakar Rally, and also means that all four Toyota Gazoo Racing cars are now in the Top 10. Stage 10 is the away leg of the feared Marathon Stage, which sees the crews race away from the bivouac at Haradh, to a smaller overnight camp at Shubaytah, some 608km away. The stage includes a timed section of 534km, but the race crews have to service and repair their own cars at Shubaytah, before taking on the return leg to Haradh on Thursday. Dakar 2020 is scheduled to finish in the Saudi capital of Riyadh on Friday the 17th of January after 12 racing stages. Bulletin will have a full report next week on the Dakar and how the South African built and designed Hilux’s have done at this year’s 2020 Dakar.
