Sangomas want recognition in crisis ■ Jeff Jackson Traditional healers in Limpopo have said that they requested a meeting with the Department of Health in the province to deliberate on the role they should play in the fight against the Covid-19 pandemic. They claim that they do not have amenities such as gloves and masks and because they are the first call for help in rural villages, they expose their lives to danger. However, the Department of Health, though acknowledging their concerns, said that this request is not a right afforded to these traditional healers and cited the fact that the Coronavirus was a new condition and needed to be handled with care. The department further said they will, when they are visiting rural communities, contact the traditional healers so they could assist the department in fighting the disease. Municipal councillors and workers responsible for the provision of water and sanitation will be among those exempted from the nationwide lockdown announced by President Cyril Ramaphosa on Monday evening. This was confirmed by the Limpopo Government spokesperson Kenneth Mathivha on Tuesday while outlining the readiness of the province to deal with the new developments. Mathivha also said that councillors, led by their mayors, were locked in marathon meetings on Tuesday to ensure that communities do not run short of water during the lockdown period because it is one of the essential components for fighting the disease. Citizens are urged to wash their hands for twenty seconds frequently which would demand more water in areas where water had for long been a luxury. “The mayors and the municipalities were ordered by the premier and the Department of Water and Sanitation (DWS) to provide the cit-

Even at far flung places such as Mtititi and other areas, there are tankers which would be sent out to provide people with water.” This comes at the time the government is gearing to take awareness campaigns to rural communities after meetings between the presidency, the minister of health and Cogta. Deputy President, David Mubuza said that the Covid-19 problem had been detected in urban areas and it would not be long before the disease made its way into the vulnerable rural villages. Rural areas are stastically more vulnerable to a serious outbreak of any disease because of the lack of proper health care in those areas. Residents of villages very seldom have access to running water, use pit toilets and live in very close proximity to one another. Most of these impoverished communities have large households of up to 10 people living in two-room houses. Under these circumstances, diseases such as Covid-19 will spread with ease and will not be easily contained.

Agri South Africa has added weight on the calls on South Africans to desist from panic buying amid the scourge of coronavirus. This comes as complaints are growing about consumers who bought food and essentials, including sanitisers and tissues, in bulk and depleted them in several retail stores. This is as they are preparing themselves for the worst in the spread of Covid-19, which has seen calls by the government for people to consider self-isolation and staying at home where it was possible in a bid to contain the spread of this decease. Agri SA deputy executive director Christo van der Rheede said there was no need for panic buying as the agricultural sector was working with retailers to ensure that there was an adequate supply of food during the crisis. “The agricultural sector is, therefore, working with the government to prioritize and guarantee the supply

■ Jeff Jackson The Limpopo Office of the Premier and the Department of Health have appealed to migrant workers mostly from the Gauteng province, not to undertake trips to the province in order to spreading the Covid-19 infections. This after Gauteng was declared the epicentre of the pandemic due to the high number of infections. Government spokesperson, Kenneth Mathivha, said that the technical teams including the director generals are ready to ensure that nobody goes to work on Friday, except for essential services workers, and that there will be no non-essential services vehicles on the roads of the province. “We call on people from Gauteng Province that if it was possible, they do not come back to the Limpopo and if they do, they should expect to wait for a long time at road blocks until they have been tested.” Mathivha reiterated that there will be nobody who will defy the orders of the president because the police had been given all the powers to deal with those who refuse to adhere to the lockdown and the prescribed

restrictions. He said the province, being mostly rural in nature, is in a tight corner and where necessary the rights of citizens are to be limited for their own protection. Health MEC Dr Phophi Ramathuba, said that migrant workers from Gauteng should not bother to return to the province in order to protect their loved ones from possible infections. “Those who will be coming home for the Easter holidays will be tested at the toll gates. When they cross into the province they are going to visit their elderly and their children, many of whom do not understand the effects of the outbreak and will not understand when people talk to them at a distance or with face masks.” Ramathuba described Gauteng as the epicentre of the virus due to the high number of infections in the area. She said that if migrant workers return to the province, “that will not be showing love to those they might had left behind.” She added that all the toll gates will be closed so that visitors may be checked. Tzaneen tavern owner in hot water ■

An eatery in downtown Tzaneen was forced to close its doors on Saturday afternoon after the establishment allegedly continued its usual operations, including the sale of booze, long after the recently instituted curfew of 13:00. The establishment, “Biltong and Braai Eating House” situated between Roman’s Pizza and Galito’s in Lannie Lane, was still packed with guests by 17:00 on Saturday afternoon. The building is owned and managed by Erf 46 Eiendomme Beperk and was originally the first Post Office in town. It now houses four businesses including Gallito’s, KFC, Romans and Biltong and Braai Eating House. These four businesses lease their premises from Erf 46. Andre Venter is a director in the company and spoke to Bulletin regarding the incident. “I was sent videos and images by one of the neighbouring establishments on Saturday afternoon after they had already closed for business. The place was clearly packed, and patrons were seen with open bottles of alcohol on the sidewalks and drinking in the streets. I drove to the venue and confronted the owner of the establishment, demanding that he close immediately as it was not only in breach of his lease agreement, but also against the law,” related Venter. The owner of the establishment is a male from Ethiopia and according to his ID Card, he is listed as a refugee. The expiry date on his ID Card is 2018/11/27 and it is not clear whether he has applied for a renewal. He allegedly took over the leasing of the Biltong and Braai Eating roughly two months ago. “When I said to him that he must immediately close and send the patrons home in accordance with the new disaster management act curfew, he first claimed that he had been granted dispensation from government. When asked to produce any documents supporting his claim he admitted that he had none and closed the doors.” Venter remained at the scene until the last of the patrons had left the building before retiring. According to him, there were no police officers on scene, and he noticed only a patrol vehicle passing

by. The establishment is less than a kilometre from the Tzaneen police station. “We have spoken to the other tenants and after serious consideration we have approached our legal advisors to start the process of evicting this occupant from the building,” explained Venter. “Our aim is to attract families to this centre and in light of this, we cannot allow for this type of behaviour.” Two other tenants told Bulletin that patrons from the tavern come into their restaurants and use their bathroom facilities and become aggressive when the managers ask them to leave. “We have been complaining about this for a while now. The place next door is an absolute disgusting mess with drunk patrons urinating in the alley and drinking loudly in the street and on the pavement in front of our establishments. This behaviour makes the area unsafe and chases our customers away.” Government announced new regulations as part of the Disaster Management Act after it declared the Covid-19 outbreak a national state of disaster more than a week ago. The Department of Co-Operative Governance and Traditional Affairs has published these regulations (Notice 318 in Government Gazette 43107) which relate to establishments selling liquor. “All restaurants, bars, taverns and similar establishments that sell liquor and have space for more than 100 people have to close today (19 March 2020), unless they can prove that they can and will limit the number of people to 50. Strict hygiene policies are also to be implemented as proof. Trading hours will be limited as well. These establishments will be required to close at 18:00 (6pm) on weekdays and 13:00 (1pm) over weekends.” Gatherings of more than 100 people could lead to a fine or imprisonment not exceeding six months, or both a fine and imprisonment. The authorities will be required to cancel the gathering immediately. As of yesterday, very strict measures have been put in place and people have been requested to remain in their homes. Taverns and other businesses will not be permitted to open their doors, serve food or even deliver food to clients. We will stay updated on this situation and keep our readers informed.

Agri SA welcomes COVID-19 measures ■

Agri South Africa welcomed the drastic measures President Cyril Ramaphosa has announced regarding the mitigation activities related to COVID-19 and the spread of the disease in South Africa. “We have to flatten the curve to stop a large-scale catastrophe in South Africa,” said Omri van Zyl, Agri SA’s executive director. “The farmers of South Africa will support our people and our country in these times of need and turbulence” mentions Pierre Vercueil, Agri SA’s president. Examples of COVID-19’s shorter-term economic consequences include falling demand for airline and tourism services, disruptions to supply chains and global food systems. South Africa’s economic challenges include amongst others, high and rising levels of government debt, electricity supply constraints and high unemployment. COVID-19 can intensify an economic slowdown amidst a fragile economic outlook. A slowdown in economic activity will add additional pressure to the government budget deficit, lower tax revenues and struggling State-Owned Enterprises (SOEs). A further economic slowdown will reduce electricity consumption and Eskom’s tariff revenue. Following the example of recent global experiences, the government’s concerted efforts to contain and mitigate the risks posed by COVID-19 should be welcomed. Whilst these measures may have short- to medium-term economic implications, the cost of not acting would have far greater longer-term negative consequences. “Agri SA will monitor the situation and collaborate with the government and industry leaders to

support collective actions that can position agriculture for growth”, says Dr Requier Wait, head of Agri SA’s Centre of Excellence: Economics and Trade. Agri SA’s executive director, Omri van Zyl is part of a special task team appointed by the minister and director-general of the Department of Agriculture, Land Reform and Rural Development to address industry issues associated with COVID-19. The South African Reserve Bank (SARB) announced a decision to cut the repo rate by 100 basis points. The repo rate will now be 5.25% per annum, with effect from the 20th of March. Whilst inflation expectations were a key consideration, the broader economic environment along with COVID-19, oil prices and the exchange rate had to be considered by the Monetary Policy Committee (MPC). The repo rate change will channel through to the prime interest rate, providing some support to a struggling economy. However, this alone will not be enough to strengthen the economy. Broader reforms, for example, as outlined in National Treasury’s Economic Strategy document can add the necessary further support South Africa’s economy needs. The impact of COVID-19 could vary and will be different for the various agricultural commodities produced in South Africa. Export-dependent commodities may face lower demand from markets. Logistics constraints and the availability of shipping services could also have an impact on export commodities. On the supply side, the availability of chemicals and other agricultural inputs could be affected by supply disruptions, however, local suppliers are working on alternative supply options.

Tzaneen hits panic ahead of Covid-19 lockdown ■ Joe Dreyer “If you want to drink then you drink at your home, not at the neighbour’s place,” said Police Minister Bheki Cele on Wednesday. It was during his public announcement that he revealed to the public without any uncertainty, that the three-week lockdown is not going to be a holiday. Speaking at the justice, crime prevention and security cluster briefing, Cele confirmed that the buying and selling of alcohol during the lockdown period would be strictly prohibited. Cele warned that roadblocks and spot checks, conducted by both the Police Service and the National Defence Force, would be implemented to carefully monitor and restrict unnecessary movement until the 16th of April. “No movement of liquor from point A to point B. There shall be no movement. If you break these laws, you will be in prison for six months or be fined, or both.” Tourism will be hardest hit during this pandemic as many foreigners are now forced to extend their stay in the Kruger National Park. South African National Parks (SANParks) announced its decision to close all its tourism facilities to the public, effective as of Wednesday this week, in support of the lockdown declared by President Cyril Ramaphosa to combat the spread of the Covid-19 pandemic. Fundisile Mketeni, SANParks Chief executive, said that despite the immediate closure of their parks and facilities, the health and wellbeing of their guests will be catered for. “We would like to assure our staff and visitors that their health and wellbeing is of critical importance. We therefore request that all overnight guests vacate the parks today, Wednesday 25th of March, and ensure they have adequate time to return to their homes by the lockdown time of midnight on Thursday, March 26.” Day visitors will not be permitted to the enter the parks. What you will be able to do during lockdown: Shopping - Shops will only be allowed to sell food and basic goods during the lockdown. Government’s list of essential goods includes toilet paper, hand sanitiser, all-purpose cleaners, baby formula, disposable nappies, cooking oils, wheat flour, rice, maize meal, pasta, sugar, long-life milk as well canned and frozen vegetables and meat. Last week, government introduced price controls on these products, and urged consumers to report price increases to the National Consumer Commission (telephone number: 0800 014 880). You will not be allowed to buy alcohol. Transport – Transport minister Fikile Mbalula has confirmed that minibus taxis (as well as Uber and Bolt) can only be on the roads between 05:00 to 09:00, and from 16:00 to 20:00. There will be no mass movement of buses, Mbalula said. Only buses carrying workers, and those to hospitals will run. South African Airways (SAA), FlySafair and Comair have cancelled all domestic flights ahead of the 21-day lockdown which started at midnight last night.

The airlines are offering consumers free flight rebookings, and in some cases vouchers, to accommodate passengers on cancelled flights. No visiting will be allowed by family under lockdown, but old-age homes will get the food and support they need along with children’s homes and youth homes, the social cluster promises. Social workers will be listed under essential services, as will others working in social services. Police minister Bheki Cele made it clear early on Wednesday evening that “no dogs will be walked” during the lockdown.

Land Cruiser Namib back with a vengeance ■

The Toyota Land Cruiser Namib edition was introduced to the South African market in 2019. Featuring an accessory package and various enhancements, the Namib was well received with all 60 units selling out by January this year. With this positive market response in mind, Toyota has commissioned a re-run of the Land Cruiser Namib and added a single-cab derivative based on customer requests. The Namib makes use of the 1VDFTV 4.5-litre turbodiesel engine, delivering 151kW of power and 430Nm of torque from 1200rpm up to 3200rpm. The fuel consumption according to Toyota is 11.3 litre per 100km. The Namib edition retains all the standard Land Cruiser 79 D-Cab V8 specification, which include a touchscreen audio system with built-in Navigation, Bluetooth, front power socket, power windows, tilt and telescopic steering column, remote central locking and anti-theft system. The safety systems include driver and passenger airbags along with an anti-lock braking system (ABS).

‘n Atleet van die Laerskool Dr Annecke op Letsitele, San-Mari Steyn, het vanjaar ‘n besonderse suksesvolle seisoen tot dusvêr op die atletiekbaan beleef. By dié skool se Interhuisbyeenkoms op die 24ste Januarie het die kranige O/13 atleet, alhoewel sy eers in Oktober 13 jaar oud word, haar voornemens duidelik gemaak dat sy dop gehou moet word vir die toekoms toe sy twee rekords verbeter het. Haar Ma Su-Mari wie self ‘n kranige atleet op skool was, moedig haar aan en help selfs om haar tuis af te rig. Steyn het by die Interhuisbyeenkoms in veral die 200m wedlope gewys sy is ‘n krag om mee rekening te hou. Sy het die rekords vir die 200m (sedert 2008) en 200m hekkies (van 2017) items verbeter. Op die 1ste Februarie by die Tzaneen A-span byeenkoms (uitdunne vir keuring vir die Mopani Distriktespan) by Unicorn Preparatory School het Steyn die 200m-item gewen en sodoende ook die rekord van sedert 2015 verbeter. By die Interlaer-byeenkoms op die 15de Februarie wat vanjaar deur die Laerskool Phalaborwa-Noord aangebied was, het Steyn twee eerste en twee tweede plekke behaal en was as die Senior Victrix Ludorum Atleet aangewys. By die Mopanie Distrik se byeenkoms wat by die Laerskool Tzaneen op die 14de Februarie gehou was, ‘n dag voor die Interlaerbyeenkoms op Phalaborwa, het Steyn loshande in die 200m hekkies-item gewen om haar plek in die Mopani-span te verseker.

Vir die Mopani Distrikte-span by die Limpopo kampioenskap wat op die 21ste Februarie in die Peter Mokaba Stadium in Polokwane gehou was, het Steyn ‘n derde plek in die 200m hekkies item behaal. “Sy het ongelukkig uitgeval om verder voort te gaan om Limpopo te kan verteenwoordig, maar ons gaan skouer aan die wiel sit om seker te maak dat sy volgende jaar verder as die Limpopo-kampioenskap vorder”, het Steyn se Ma Su-Mari gesê. “Ek sal graag as ek klaar is met laerskool vanjaar volgende jaar na die Hoërskool Merensky toe wil gaan. My droom is om eendag aan die Olimpiese Spele te kan gaan deelneem”, het Steyn gesê. Steyn vind ook inspirasie uit die internasionale 100m atleet en wêreldkampioen van 2011 en 2017, Sally Pearson vanuit Australië. Pearson het ook die goue medalje in die 2012 100m hekkies by die 2012 Olimpiese Spele verower. “Ek dink sy is baie goed en ek hou daarvan om na haar DVD’s en Videos te kyk. Ek leer baie daar uit hoekom sy so goed is en sal graag so sy eendag wil wees”, het Steyn gesê. Steyn se atletiekloopbaan was egter in 2018 so hittete kortgeknip, alhoewel haar netbalseisoen vir daardie jaar wel neusie verby was. Sy het saam met maatjies gespeel en gegly waar sy haar voet- en enkelligmente geskeur het. Daar was aanvanklik gedink dat Steyn se besering haar sou verhoed om weer aan atletiek te kan deelneem. Steyn was egter gelukkig om ten volle van haar besering te herstel en voort te kan gaan om die atletiekbaan aan die brand te hardloop.

Bouncy gymnasts conquer SA champs ■

Trampoline gymnasts from Zanis Tzaneen Gymnastic Academy represented Limpopo at the South African Cup Championship on the 14th of March at Tuks (University of Pretoria) in Pretoria. These gymnasts along with their counterparts from Zanis Polokwane Gymnastic Academy did very well by winning their respective categories with nine of the 12 gymnasts returned as medal winners and three from the Polokwane gymnasts being overall SA Cup winners. The gymnasts from Zanis Tzaneen who were medal winners are Layla Aucamp (Level 2), Marné Coetzee (Level 2) and Rodriquez Dique (Level 3). Dique’s brother, Exandré, was unlucky to have narrowly missed out on a medal win and is adamant to claim his stake of medals next time round.
