■ Billy Sibuyi Phalaborwa came to a standstill when word hit the street that the Hawks’ Serious Commercial Crime Investigation members were at the Ba-Phalaborwa Municipality on Friday last week, to seize and collect tender documents which the municipality had awarded over recent years. The raid, according to the spokesperson of the Hawks, Capt Matimba Maluleke, was to gather evidence on alleged tender corruption which to the tune of more than R30 million. Some residents were hoping the Hawks would arrest the municipality’s top brass however, they will have to wait a little while longer, as no arrests were made on that day. Maluleke told Bulletin that an arrest was imminent as a few municipal officials were implicated in the alleged tender fraud which the Hawks were investigating. Some of the alleged shady tender deals include those for consulting engineering service providers for infrastructure development projects, and a pool of plant and equipment hiring service providers. It is further alleged that in some instances consulting firms were paid out money for work, before the tender was awarded to them. These payments were allegedly made to these providers by the BPM’s municipal manager, Maite Moakamela. Her laptop is allegedly one of the devices the Hawks confiscated. “It is necessary for the Hawks to go
to a particular place to actually extract documents that are needed. There is a case that is being investigated, and if there is a certain document that needs to be attached to the case docket then we will find that document and attach it as we are building a case here for a successful prosecution”. Maluleke could not reveal to Bulletin the exact number of employees that could possibly be arrested after the investigations but revealed that “there are people working for this municipality who are allegedly involved in these illegal activities”. In response to the Hawks’ operation and the shutdown of their offices, the usually silent BPM issued a statement on Monday, in which they vowed to cooperate with the Hawks in their probe. “We confirm that they seized the laptops of senior management officials, and documents or files. The municipality respects the law enforcement and vows to cooperate with the Hawks in dispensing their duties,” stated Jonas Mahesu, spokesperson for the municipality. “The Municipality appeals to all officials to respect the law and further request the media to direct all their media queries regarding the details of this raid to the Hawks.” At the time of going to print on Thursday (yesterday), no new information related to the investigation had been revealed. It is a developing story and we will keep our readers informed on any new developments.

“That was not our fire” - BCF ■ Billy Sibuyi “This has nothing to do with our strike as it is a political agenda and they are using our bandwagon to push her out,” said one of the Ba-Phalaborwa Community Forum’s (BCF) members following the torching of tyres at the Namakgale Town Hall on Monday, the 1st of March. A group of people proceeded to burn tyres at Calvin Ngobeni road and the Namakgale Town Hall respectively on Monday whilst chanting that the mayor, Merriam Malatji, should resign with immediate effect from her post. Ironically, this occurred just a few minutes after a stakeholder’s engagement meeting between the BCF, surrounding mines, SAPS, Transnet, and Leolo Community Trust following riots which saw much of PMC’s main entrance destroyed. Residents of Namakgale were led to believe that the burning of tyres at the community hall was in retaliation by community members following the meeting. The BCF have however denied any involvement in the Namakgale riot and told Bulletin that it was a personal attack on the mayor. “She probably stepped on the wrong toes and now they are coming after her using our strike,” said a BCF leader. He also revealed that during the stakeholder meeting, the topic of the 11 ar-

rested suspects (members of the BCF who took it upon themselves to destroy private property) was discussed. The 11 were arrested for trespassing, arson, malicious damage to property, and public violence. They made a brief appearance in Phalaborwa’s Magistrate court on Monday. The suspects aged between 25 and 40 were denied bail and their cases were postponed to next week Tuesday, the 9th of March 2021, for bail application and further police investigations. They were apprehended last week Friday at Palabora Copper (PMC) following their riots during which they set fire to office buildings and the guard house at the main gate to the mine. After the “protest” was dispersed some of the BCF members remained at the scene where they continued to vandalize PMC property and even seized the opportunity to steal some expensive computer equipment. The reason for this barbaric behaviour was allegedly because of the BCF’s unhappiness at the appointment of a new contractor at Lift 2 on the mine. The group was unhappy that the new contractor was allegedly using outside labour for its operations. A source close to the issue revealed to Bulletin that the BCF also demanded they be supplied with four of their own trucks, and be paid an amount per ton from the company.

The Lulekani Police Station welcomed its new station commander, Lt Col Alina Shingange, on Monday, the 1st of March. Lt. Col Shingange was attested as a police officer in 1987 at the former homeland of Gazankulu and resumed her official duties at Giyani police station where she was posted at the Community Service Centre. While serving in Giyani, she was transferred to Waterval Police station and later transferred back to Giyani where she was placed at the Crime Prevention. She was promoted to the rank of Captain at Lebowakgomo SAPS as a Social Crime Prevention Coordinator after which she was appointed as station commander in Leboeng. In 2007, she was elevated to the rank of Lieutenant Colonel at Hlanganani as a station Commander and 10 years later she was transferred to the Tzaneen Cluster Office under the leadership of Genl Maggie Mathebula, where she was the Cluster Crime Prevention Coordinator. In 2019, she was transferred to Tzaneen SAPS as a Relief Commander and then to Lulekani SAPS as the new Station Commander. “Only teamwork and consultation elevated my success and I would like to give a stern warning to criminals in Lulekani and the surrounding areas that my ‘gloves are on’, and I am more than ready for the battle,” she said.

Local pilot, Siem Venter, dies in plane crash ■ Joe Dreyer One of the most well-known and beloved residents of Tzaneen, tragically lost his life in an aircraft accident near Swadini yesterday (Thursday, the 4th of March) at around 10:00 in the morning. He was underway to Mbombela from Tzaneen when his plane crashed in the Mariepskop mountains. He was the only occupant of the craft. Though the exact circumstances surrounding the accident were not clear at the time of going to print, an investigation was underway and the Civil Aviation Authority has confirmed the incident. “Oom Siem” as he was affectionately known, flew a Cesna 182 and was the spotter in the skies above Tzaneen for more than 14 years after he joined the Letaba Fire Protection Association in 2006. As a pilot, Oom Siem was regarded as one of the best mostly due to his extensive knowledge of the area which he knew like the back of his hand. season under the call sign Bravo 1. “On behalf of the Letaba Fire Protection Association we would like to convey our deepest condolences to Martie Venter after the untimely passing of her husband, and our Spotter Pilot, Siem Venter,” conveyed Maritza Swanepoel of the LFPA. “He was a part of our aerial fire fighter team since 2006 and will mostly be remembered for always cracking a joke, knowing the areas like the palm of his hand and for having a wonderful relationship with the people on the ground. We will miss you, Bravo 1!” The Venter family were struck by tragedy twice in the last five years when two of their three sons, Hannes and Simon were lost to illness. At the time of going to print no funeral arrangements had been made known. Oom Siem leaves behind his wife, Martie and their surviving son, Kobus. Oom Siem’s death will leave a gapping hole in the hearts of every member of the Tzaneen community who knew him. On behalf of the Bulletin team, we send our love and condolences.
Why was a “suspected hijacker” not arrested? ■ Joe Dreyer The driver of the VW Polo responsible for the dramatic accident that occurred on Tuesday morning in Agatha Road in front of the Tzaneen Primary School, was not arrested, but charged with reckless and negligent driving. The vehicle he was traveling in was impounded by the Tzaneen police. The vehicle was a rental, hired from Avis by a man believed to be residing in the Maake area. According to the police, the driver of the vehicle was a friend of the man who hired it from Avis. Upon hearing of the accident, it would appear as though the man attempted to cover his, and his friend’s tracks by claiming that the vehicle was hijacked. He attempted to open a case of hijacking at the Maake police station, but apparently when police investigations revealed otherwise, it was dropped. “There was no hijacking in this instance. The person who rightfully hired the vehicle from Avis loaned it to his friend. From the information we have at the moment, the driver was flagged down by police in Tzaneen for a routine stop and search, but he failed to stop and a car chase between himself and the police ensued,” explained Tzaneen SAPS media liaison, Sgt Maurice Mkwashu. But there appears to be more to the story than what is being revealed by the police. According to a source, the vehicle was reported as hijacked and the vehicle details were circulated across security groups in the area. The vehicle was allegedly spotted by members of one of the security groups in Tzaneen at the Claude Wheatly taxi rank and upon spotting the members, the driver of the vehicle sped off and a chase ensued. The driver sped up Agatha Road and caused the accident which saw the vehicle land on its roof. When Bulletin first spoke to Sgr Mkwashu, he said that the vehicle was not hijacked, but when we contacted him later he confirmed that the police had found a cell phone and a memory card in the vehicle and that the vehicle matched the description given to them by a victim of an armed robbery near Haenertsburg the previous day. He could not explain why the suspect was not arrested and held for questioning. Three reliable sources further revealed to Bulletin that the suspect had been linked to a crime in the past and was well known among local security groups and law enforcement. Further information has revealed that criminals were using hired vehicles to conduct their criminal activities with and that a number of these vehicles had been involved in robberies in the areas around Mopani. Bulletin posted CCTV footage taken from the parking of Northern Security situated in Agatha Road. The footage showed a white VW Polo speeding up the one-way in Agatha Road from the direction of the GTM offices towards Tzaneen Primary school. The vehicle narrowly avoided a collision with two other vehicles before clipping the front bumper of another VW Polo and subsequently flipping onto its roof and skidding a few meters on the tarmac. The driver can be seen exiting the vehicle and attempting to flee the scene, but he appears to have collapsed on the pavement where an unknown man rushed over to him. A second white vehicle is noticed arriving on scene within seconds, also traveling up the one-way. The driver of the vehicle, which was struck by the fleeing vehicle, is the son of local attorney, André Thomas, Bertram Thomas. “This is the route I travel to work daily and as per usual I checked for the traffic coming from the side one expects in a one-way. I did check my left side, but it was clear and so I started to cross Agatha Road. That’s

when the vehicle struck mine with such force that it spun me around 180 degrees,” the young man explained. “As I spun round, I saw the vehicle overturn and come to a standstill on its roof. The driver crawled out and seemed dazed as he staggered off towards the pavement. I then saw another vehicle with what looked like security patrol car lights on its front grill, stop near me and a man exited. He rushed over to the driver, pulled out his firearm and ordered the man to stop and stay still. Soon after that, the police and other security arrived.” At the time of going to print Bulletin had heard that the suspect’s case was struck from the role and that investigations were continuing by the police. We have not received any further information.
The second vehicle, also a VW Polo which was struck by the suspect’s vehicle, was driven by Bertram Thomas, the son of local attorney, Andre Thomas. He sustained only minor injuries.

PMC suffers losses after violent riot ■ Joe Dreyer
Palabora Mining Company suffered substantial production and sales losses after violent community protest action on Friday, the 26th of February, which left office buildings and other infrastructure severely damaged and, in some cases, destroyed. Eleven rioters aged between 25 and 40, were arrested and have appeared in the Phalaborwa Magistrate’s court in connection with the incident. They will face charges of trespassing, arson, malicious damage to property and public violence. The mine released a statement this week where they explained that the incident was a result of the scheduled meeting between the mine management and a new contractor, UMM, which is to take over operations at Lift 2 on the mine. The contractor would be taking over from the current contractor, Mvuso. The scheduled meeting was however suspended after news that a group calling themselves the BCF had invited their masses to wait for the contractor outside of the meeting venue. A voice note was circulated over the WhatsApp messenger platform on Thursday evening (25th of February) in which an unidentified man believed to be one of the leaders of the BCF urged their members to converge at the main gate to the mine’s premises at 10:00 on Friday morning. According to the orator of the voice note, the new company, Ukwezi, would be taking over the operations at Lift 2 on the mine. The BCF were seemingly unhappy about the development and planned to engage the mine and the company with a mandate that local labourers should be given preference. The meeting was then rescheduled for the 2nd of March which is when the violence ensued. Mine workers were advised to leave the premises by 11:00 as the protest action at the entrance gate escalated. Rioters burnt down the reception offices of the mine and a motor vehicle at the recep-
tion. They also vandalized the main gate and stole some valuable items which included computers and related hardware. The following day, on Saturday the 26th of February, however, the rioters again arrived at the entrance gates of the mine. The police Tactical Response Teams (TRT) maintained their presence at the site and at the time of writing this article the situation was under control. Later that afternoon a truck was set alight on the R40 heading out of Phalaborwa in the direction of Gravelotte, just after the Selati bridge. Eyewitness told Bulletin that riot members from the same BCF group, had botched an attempt to set alight another truck earlier in the morning at the Makushane fourway intersection after forcefully removing the driver from the truck then driving it into the intersection. Just before they could set the vehicle alight, in retaliation to 11 of their members being arrested, the police arrived and the vandals fled the scene. In their press statement PMC said that they had met with all parties involved and declared that the agreement with the new contractor UMM had not yet been finalized due to material issues that needed to be agreed upon such as socio-economic development, enterprise development, supplier development impact and other important issues. “We have committed to ensuring that the transition between the two contractors does not negatively impact the current service providers, Mvuso,” said Michelle Gouws, acting general manager of

Human Resources for PMC. “All Mvuso employees that were willing to be transferred to UMM have been absorbed by the new contractor with the provisions of section 197 of the Labour Relations
Act. We have further maintained that recruitment of labour from the local communities shall remain at 80% of semi-skilled and 90% unskilled employees.”
GTM’s plan of action for damaged riddled roads
082 628 4181 ■ Roelof de Jonge The Greater Tzaneen Municipality (GTM) is aware of the dire state of the roads throughout its area of jurisdiction. This week the GTM announced its plan to see to the problematic pothole riddled roadways and in a press release said that they were confident that the situation would be resolved in the coming weeks. According to Neville Ndlala, spokesperson for the GTM, the municipality has already assessed the extend of the damage, particularly caused by the recent rain fall. “The municipality has developed a plan to adequately respond to the challenges,” said Ndlala. “GTM has started with the implementation of a roads maintenance plan in response to the potholes, erosion of gravel roads and stormwater problems. We request patience from our residents due to the abnormally high demand for assistance with road repairs.”

Local swimming clubs make huge waves ■ Roelof de Jonge

Tzaneen’s swimmers from the two established local swimming clubs held their own against some of the best in the country this weekend in Polokwane at the Nationals qualifying gala. The teams from both Shamu and TASC braved the cold weather and aimed to improve on their personal bests to qualify for the junior and senior nationals which will be held in April. Every single one of the local swimmers performed exceptionally well with a group of them recording qualifying times which will see them heading to Gauteng to compete for their coveted national colours. Four of the Shamu club’s swimmers who are also members of the Limpopo Aquatics team qualified. Ruan Hanaczeck-Kruger, Daniel Smit, and Jason Loucao, who just turned 15 in February, will all compete at the senior national round. The fourth swimmer, Marnus Kruger, will compete for Limpopo Aquatics at the junior national championship, also scheduled for April. Not knew to the national level competitions, Hanaczeck-Kruger repeated his 2020 performance by recording qualifying times for the 50m and 100m freestyle, 100m backstroke, 100m breaststroke, 100m butterfly and 200 individual medley (IM) events. Currently, Hanaczeck-Kruger has recorded the fastest times in the water for his age group and will be looking to break through at the Nationals. TASC’s Millan Ferreira just missed out on his qualifying time in the 50m freestyle where he took a well-deserved third spot on the podium
while his team-mate, Larike Joubert won gold in the 50m butterfly event and followed it up with two silvers in the 50m breaststroke and 100m freestyle items. She rounded off her tally with a bronze in the 100m breaststroke item. Youngsters Smit and Loucao qualified for the senior nationals in the 200m backstroke events while Kruger qualified for the Junior Nationals in the 100m breaststroke race. Carmé Louw was first in the 100m breaststroke item and third in the 50m freestyle while Cianke Louw took gold in the 50m butterfly and backstroke events and a silver medal in the 50m freestyle. Promising TASC’er Juan Meintjes triumphed in the 100m butterfly event amid some tough competition. He just barely missed the qualifying time however but will be looking to qualify again at the various levels galas scheduled for the coming season. Kayla Olivier claimed victories in the 100m and 50m breaststroke and touched the wall in second place in the 400m freestyle event. Ronan Theron, one of Tzaneen’s most talented butterfly swimmers competed in arguably one of the most competitive heats of the event, but despite this still managed a fantastic third place in the the 100m butterfly. All is not lost for the swimmers who missed out on the qualifying times this weekend however as the season still lies ahead and brings with it the opportunity to better their personal bests. The comradery among the swimmers of the two local clubs bears testament to the spirit of the sport. Tzaneen now holds its breath.

The Tzaneen Open 2021 at Tzaneen Country Club on Saturday and Sunday the 27th and 28th of February, was the sixth open event in a row, to be played in the rain. This year’s Tzaneen Open was no exception as it is customary to play in the rain during the February fixture every year. Nonetheless, some players were in their element with the mild, but wet under the foot, conditions, although some golfers found it quite challenging, especially playing from the rough. The leader board was quite interesting after the first round with Adam Milanzi from Polokwane taking the lead with one shot over par. Ruben Potgieter, an up and coming junior from Soutpansberg Golf Club, along with local Tzaneen player Louis Erasmus, was only one shot behind the leaders on two over par. The defending champ and winner of the recent Soutpansberg Open in Louis Trichardt, Luan Steenkamp, was still within reach of with the front leaders, a further two shots back with Jannie Bronkhorst and Andries Lombard, both from Polokwane Golf Club. The final round on Sunday started in light rain, but eventually it turned out to be excellent weather conditions to challenge for the Tzaneen Open Championship. The Toshiba Cup Champion from Polokwane, Neil Rathmann, along with Luan Steenkamp and Polokwane junior player Jan-Hendrik Nieuwoudt all launched challenges for the lead. The damp conditions however suited Polokwane Golf Club golfer, Jaco Linde, as he produced some great golf to enjoy a three-shot lead with nine holes to play. nine holes. He recorded a score of 77 shots in the first round and his 68 in the second round sealed the deal. But he showed some finesse with his put shots and a par save on the 18th hole secured a two-shot victory over the defending champion of 2020 and local lad, Steenkamp. A further four shots back, tied for third place, were Adam Milanzi and Jan-Hendrik Nieuwoudt who scored seven shots over par. The Limpopo Golf Union management congratulated Tzaneen Country Club with a wonderful golf course, especially after all the rain of late. The Messina Open 2021 that was due for the 6th and 7th of March had to be cancelled due to all the rain damage on the course. The Groblersdal Open 2021 at Groblersdal Golf Club will be held on 27 and 28
March.
