Top secret GTM The Greater Tzaneen Municipality this past week refused to make minutes of council meetings and copies of the resolutions by council available to the Bulletin. We asked for the relevant documents pertaining to a council meeting on 2 May, when the contract of the municipal manager, Ms Conny Mametja, was renewed, as well as the minutes of a meeting on 15 May, when the decision was recinded. No reasons have been offered for the refusal. Up until about two years ago when Mametja was appointed, we had an ongoing battle with the GTM’s failure to be transpar-

ent. With Mametja’s appointment a fresh approach of transparency has been introduced, but this has suddenly changed. The Bulletin will not accept this and we served an official letter on the GTM yesterday, giving them seven days to furnish us with the relevant documentation. Should they fail to tender the requested documents, we will lodge an application in terms of the Promotion of Access to Information Act (Act 2 of 2002). We will also in the coming week formally report the GTM’s resistance to Limpopo’s MEC for local governance.

“The new secretiveness of the GTM makes us wonder what hidden agenda the GTM may have regarding their clumsy effort to renew the municipal manager’s contract. “It is common knowledge that the council stumbled over their own lack of knowledge of the relevant act, and there is no reason to try and hide what happened. “We will not stop in our efforts to obtain the documents, since it is of public interest — and we have an obligation to inform our readers,” said the publisher of Bulletin, Francois Aucamp, yesterday. • We will publish a progress report next week.

Vliegverveling

Eskom is kragteloos. Ensovoorts, ensovoorts.

New sub is commissioned Relief for Tzaneen At last, the long awaited new electrical substation in Tzaneen has been commissioned. This brings great relief to the town’s electricity reticulation. The past couple of years Tzaneen has been sidelined by investors and the town has seen almost no new projects or developments — simply because no electricity for new connection was available. The new sub-station does not mean everything is hundred per cent, though. A further almost R100 million is needed to bring the reticulation up to standard and to ensure that the future decade will be ‘safe’. In the photo above left Mr Pierre van den Heever, the GTM’s electrical engineer, and Ms Dikiledi Mmetle, the mayor of Tzaneen, are seen at the switching-on ceremony. Below left is one of the huge units of the new substation at Adam’s Farm. Photos: Martina Jege

Last week Friday the department of labour held a briefing session for private security firms in the Tzaneen area at Fairview Lodge in Tzaneen. The session is part of the investigations by the department of labour’s employment condition commission (ECC). The session drew an audience of industry players ranging from owners of private security firms and trade unionists to employees and government officials. The acting director of the department of labour, Mr Titus Mtsweni, said the timing of the session was ideal, taking place before the annual increment of wages on 1 September. “We would like to hear what the in-

dustry stakeholders are suggesting before the labour minister, Ms Mildred Oliphant, signs the proposal.” Some owners of security firms urged the director to look into the issue of “fly by night security firms” as they are losing business because those firms quote less without thinking of their employees. On the other hand the employees raised the issues of working long hours and not getting bonuses. Mtsweni addressed all the issues but focused more on the issue of bonuses. He said a bonus is a must, that all the employers should give their employees bonuses, regardless of whether they made profit or not. He also touched on the issue of employ-

ees getting medical aid. He said more research still needs to be done before a commitment can be made around the issue. The main aim of the session was to find out whether the sector can carry the proposed changes of employment conditions including the changes in minimum wages, without creating a burden that may lead to the collapse of businesses. Mtsweni concluded the session by urging the employers and the employees to work together in ensuring that all labour laws are being adhered to in order to ensure a business that runs smoothly, whilst and everybody benefits. Nuwe valet-diens Joubert & May help Paralegals laat alles blink

Requesting a product Ever browsed a store and couldn’t find a certain product? The Bulletin found out what to do from the largest stores in Tzaneen. You may share your experience regarding this with us. Checkers Tzaneen Lifestyle Centre

Customers can fill in a form requesting a product they did not find in the store. The store receives a catalogue of products each day and if a product that has been requested is in the catalogue they order it. They do not require a certain amount of requests before ordering a product. The time it takes to appear on the shelves depends on the product and its availability from the supplier. It usually takes one to two weeks, unless the suppliers don’t have stock. However, a client told the Bulletin that he has been waiting for six months now, for a rather simple product. Game Tzaneng Mall

If customers want to request a product not in store, they can visit the information counter in the store. Game will then find out if the requested product is available from their nearest store and order it. A Game customer told the Bulletin that he asked for a very simple item, but never heard from Game again. Woolworths Tzaneen

Some products are only available in selected stores. If customers cannot find a product they can request it from the manager. If the item requested is a clothing item, Woolworths does transfers between stores. Sugarloaf

If a product is not available in store customers can request it from the manager. Sugarloaf will then try to source it from a supplier. They are part of the Shoprite/ Checkers buying group and can source almost anything that is available at Shoprite and Checkers stores. They go the extra mile to find out why a product is not available if they cannot find it at a supplier. Customers report that Sugar Loaf is very good with this. Foto: Retha Nel

Pick ‘n Pay Tzaneen

PetroSA se enigste ander depot in

My vlaggie bestaan uit ‘n deurkruiste as-

If one asked someone to what faith they belonged and why most would give you an explanation as to why they belonged to this specific religion and then one could draw a conclusion. For example if one asked a Moslem why he was one he would probably say it was because they believed in Allah. A Christian would say they believed in Christ and so on. But if you asked a person why they belonged to a specific church the answers would vary and very often you would not be able to see the relationship as clearly. Often language plays a role, sometimes it is because they like the specific religious leader or the message he brings. All churches, in particular, Christian churches should have one thing in common and that is spreading the Word. Telling the people the Good News, that Christ died for our sins. It is not about the specific leader in the church but it is about Jesus. One should leave a service filled with joy, also they should have the reassurance that Jesus is there for them no matter what the circumstances. He loves to share our sorrows as well as or joys and we should at all times keep this in mind. We should talk to Jesus more often not just when we go to church or in our prayer time, He should be our constant companion. So lift Him up always and do not be afraid to speak to Him.

Mr Perkins, ignorance is inexcusable. You refer to me as, and I qoute, “someone”, where in fact I am a DA-voter as stated very clearly in the letter you refer to. O, by the way, you did read the first letter. If you paid a little more attention, you would have noticed that the second letter is exactely the same as the first. Managment at Bulletin has decided to publish it again. You alledge that I blame the DA for the eviction and you state that the DA do not have such powers. I never said the DA have such powers but said that they (steun) i.e. supported the eviction, which they did. This happened in Krugersdorp at the beginning of May 2012 and through Google (a wonderfull tool, is it not?) found a letter in Beeld, written by Arina Olivier from Rayton, regarding the exact same subject. Funny, now that I think about it, she is just as disgusted with the DA as what I am. It happened in another province, but the DA Councillor there, represents the DAcode, country-wide( unless you are prepared to show the contrary) It seems to me the DA operates in a cell-

formation. Had I been a DA Councillor facing such a “vague and unsubstantiated allegation” I would have gone to some sort of party-info centre to see if there is any truth in such, especially as the “allegation” refers to a TV news-broadcast! Lastly, Mr Perkins, you really put your foot in this one, have you not? The School of Life has taught me many things, the most important is not to speak unless I have proof too back it up. I have given you the proof. I will, and I state it emphatically, continue to give critizism. Prove me wrong!

Baie dankie Elsa van der Westhuizen namens die NG Kerk Wolkberg: Die NG Kerk TzaneenWolkberg het ‘n baie geslaagde basaar gehou, verlede naweek. Why refuse? Desiree van der Walt, DA leader Limpopo, writes: I was refused to read the DA’s Member Statement on irregular lease deals to Manaka Property Investments, a company in which Premier Mathale has shares and was an active director. In this Statement I wanted to raise the issue about Manaka allegedly getting lease contracts which were not put out to tender and thus illegal. The Premier must openly repudiate his association with such a business ventures lest his integrity is also impugned. Members’ Statements are a democratic mechanism meant to ensure that there is robust debate amongst members in the Legislature, especially in a multi-democratic institution like ours. However in Limpopo’s Legislature, the ruling party insists on preapproving members’ statements in order to protect their own and stifle political debate. DA’s Statement was stopped by the Deputy Speaker and the Chief Whip before I even had an opportunity to read it in the House.

The Deputy Speaker tried all manner of spurious excuses why our Members Statement should not be read, including the fact that I did not have the proof of the said irregular tender deals. Nothing in the Rules Book says there should be proof for any statement read by a member. The Legislature Rules do not even say that the statement must be approved except for the fact that notice must be given of the intention to read a statement. At best the Premier could have been given an opportunity to respond to our statement or at worst the Speaker, as the presiding officer, could have ruled me out of order if there was anything wrong with the statement. However the ruling party did not allow it to even get to this stage. The Premier owes it to the people of Limpopo to explain how he, as our first citizen, finds himself associated with shoddy businesses. We will also be urging the Public Protector to probe whether or not the Premier did not violate the Ethics Code by being involved in businesses that are getting illegal tender deals.

Multi-purpose sports facility opened Broad skilled Antony passed on A well-known Tzaneen resident, Mr Antony Reynolds (68), passed away after a long illness. He was known in the motor industry and ran his own business — Reynolds Auto Centre — along with his brother, Carl. Reynolds later moved to Agatha where he worked from home, repairing intricate vehicle electronic components. A Porsche RS replica, aircraft, test benches and a hover craft were just some of the results of his broad skills. He was also a qualified radio ham, which in the earlier days required competency in Morse code. He leaves behind Marty (his spouse), children Natalie and Mark, his only grand child,

Greg and his brothers Carl and Roy (and their families), sister Fay (and her family) in England. The family would like to thank everyone for their support, prayers, messages and contributions. They would also like to thank everyone who supported Reynolds in his business throughout the years; with special thanks to pastor Ron Reiners, dr Marike Voigt, Fthr Galvin (who performed the Memorial Service), Tzaneen Primary School and NTT Toyota. “Thank you, to every friend that added love and joy to his path throughout his life. Antony, we salute you. A memorial service was held at the Tzaneen Catholic Church.

The National Lotteries Distribution Trust Fund (NLTDF) in partnership with the Sports Trust, has official opened a multi-purpose sports court at Mokwasele Primary School in Modubung Village outside Tzaneen. The NLDTF through the Sport Trust funded the multi-purpose sport court with an estimated value of R500 000. The facility will allow the community and pupils at Mokwasele to play different sports codes, including netball, rugby and soccer. The event was attended by high raking officials from different backgrounds including

Ms Marjorie Letoaba, acting executive director of the NLTDF, and Mr Max Jordaan, chairman of the Sports Trust. Mr Bassie Modjadji, the principal of Mokwasele, says the facility is good for both the community and pupils. “It would take away pupils from the streets and keep them meaningful buys when they are not studying, and add skills to the community.” He also says the facility would help pupils stay away from drugs and live a healthy lifestyle. Ms Carol Crawford, the marketing manager of the Sports Trust, says the facility has a twenty year lifespan and it is environmental friendly. She added that an integral part of the project is to train local people to coach different sports codes. Crawford says the facility will go along way in creating a lasting legacy in different communities. “The sports trust believes that sustainable infrastructure and programmes are essential in leaving legacies in our communities, and the NLDTF has done just that by encouraging the youth to continue to participate in sport,” she said. Modjadji urged the community and the pupils to take good care of the facility and preserve it for future generations. Percy Mthombeni. percy@bulletin.us.com

During 2011 pupils in Gr 5 and Gr 2 were selected to participate in a test, to ascertain their math abilities implemented by the National Government. The programme is a focus on the concrete and semi concrete phase of learning with the implementation of equipment consisting of counting cubes, puzzles, counters, play money etc. Tibatso Rasemane, a deaf Gr 5 pupil, now in Gr 6, at the Yingisani School for the deaf, received a certificate of excellence from the Department of Education. Sharing his performance is the Principal of the Yingisani School, Mr Josef. The Letaba Rotary Club is proud of these performances, provings that Maths is not reliant on language, as these deaf learners are able to participate in maths without hearing. The Nkowankowa circuit manager, Ms Doreen Manzini, confirmed that all the schools in her circuit performed well.

A donkey cart loaded with containers, ready for a long journey in search of water, is a common sight in the area.

Traditional leaders are organs of the state The tendency by ward councillors and other leaders to undermine the role of traditional leaders and their jurisdictions has been strongly condemned by Hosi Mahumani, the chairman of the Congress of Traditional Leaders in Mopani. Speaking during a dinner of the Greater Giyani Municipality (GGM), aimed at building a relationship between traditional leaders and the GGM, he told government and traditional leaders to build relationships if they were to serve

the nation effectively. “I believe that the era of a chief saying that he/she does not want the ward councillor in his/her area or ward councillors saying they don’t want to work with the chiefs and headmen, has passed. “Our constitution states clearly that any institution or faction with public power or authority is an organ of the state,” he said. Taking a swipe at councillors operating without consultation in the areas of traditional leaders, he

said, “the municipal protection act states that with any matter under a traditional authority you consult with the royal family of that community before starting to operate.” Orlando Chauke

Water problems explode into protests Just a few days after residents of Section F, Giyani, marched to the house of their ward councillor to demand reasons why they did not have water, residents of Mountain View marched to the Mopani District Municipality’s offices to hand over a memorandum of grievances with regard to water shortages in their section. It is said that Giyani residents have had enough of water problems and are now turning into protests as a way of voicing their grievances. In their memo, the residents demanded that they should have running water in their taps 24 hours per day, and that water billing should stop, until the problem of water has been solved. In their third demand they warned the Greater Giyani Municipality to stop sending water tankers to bring them water, since the water from the tankers was not clean. The memo was supposed to be receivedby MDM Mayor Joshua Matlou, but Councillor Gladys Manganyi stood in for Matlou, much to the disappointment of the residents who wanted the mayor himself so they could put some questions to him. Manganyi could not answer a hail of questions directed at her, but she undertook to hand the memo to the mayor. She told the residents MDM employees were busy with a borehole to cater for ater for the residents. However, the people dismissed her announcement as a lie. “Let her go with us to show us exactly where this construction is taking place,” shouted one resident, as others made the same demand in support. Mr Makhacani Maluleke, one of the organisers of the march, said “we spend weeks without a drop of water; we can’t even use our toilets, we can’t bath or wash clothes”. Another Mountain View resident, Ms Ana Hlungwani, confirmed Maluleke’s claims. In the memorandum the residents demanded a response in three days, failure of which would lead to them meeting again, to decide on the way forward. Another march by residents of Section F is planned for next week Wednesday, since their ward councillor failed to meet their recent demand. Residents of other sections could soon take to the streets if the current situation does not change, as more and more people are fed up with the crisis. Orlando Chauke orlandod@vodamail.co.za

‘Government grants are not forever’ Mopani District Municipality Mayor Joshua Matlou told pupils in Muyexe that government grants won’t be there forever and that the future holds nothing for them, unless they are prepared to study hard. Matlou was speaking during an award ceremony by to reward schools that have performed well or have improved their results from their previous years, held at Hatlani Muyexe High School near Giyani. “This year we gave bursaries to 42 students studying engineering and agriculture, while last year we supported twelve students that were studying medicine or as pharmacists,” he said, urging learners to study hard, rather than to relax and hope for government granst to rescue them from total poverty. “We can’t have a society that depends on grants — you need to wake up and go to school to be able to stand up on your own, because the government won’t give you grants forever — you need to create your own future,” he warned.

Matlou said Limpopo has only two students that are doing actuarial science this year. He promised every learner in the district who would consider this field that the district would pay for their education. “We will pay for everything; from shoes, clothes, accommodation, books, tuition fees and pocket money — you’d only have to study,” he said. “You must pass your grades well. Principals and teachers should not promote learners for any reason other than having passed their grades.” Hatlani Muyexe High was one of the recipients of an in the category best-improved school, after having achieved an 81,5% matric pass rate in 2011, up from 31% in 2010. The headmaster, Mr Joseph Ngoveni, promised Matlou in January last year that he would improve by over 70%. In turn, the mayor kept his promise of helping the school with whatever it needed, including buying school uniforms for the pupils. Risinga High School in Giyani was awarded for the best performance,e while Giyani High School received an award for both best performance and quality results. The overall achiever was Merensky High School in Tzaneen, who achieved a 100% matric pass rate and best quality results as well. Orlando Chauke

Worrying signs of the Giyani community’s dissatisfaction with the problems relating to the supply of water have become evident, and the residents of Section F marched to the house of their ward councillor, Mr Khazamula Abraham Manganyi, to demand answers about “water cutoffs that have become intolerable”. According to Mr Khensani Nkuna, one of the residents who took part in the march, Manganyi showed up at his house with the police. He said the police dispersed the crowd. “We were not fighting… we only wanted answers regarding the water shortages, and we were surprised when he came back with six police vans after we had called him to come and talk to us,” said Nkuna. “However, we talked to him and he promised to bring the mayor to talk to us. We gave him three days to bring the mayor to us.” Other residents in Giyani townships are

planning to take action as well, as the water cuts sometimes last for as long as two to three weeks. When confronted, Giyani Municipality spokesperson Steven Mabunda indicated that the supply of water was not their responsibility but the Mopani District Municipality’s (MDM). “As local municipality we send water tankers to the affected areas. However, we are installing a short term pipeline to draw water from Mapuve village to Giyani. When completed it should reduce this problem,” he added. A spokesperson for the MDM said they were aware of the problem in Section F and other areas in Giyani. “We are working on the problem. The challenge is low water pressure which our technicians are working on,” said spokesperson Neil Shikwambani. “We have identified a borehole which can be used to supply water while we try to fix the low pressure problem,” he said. On theprogress of the Supreme Court case between the service provider and the district municipality, which has temporarily halted the installation of a 45 km pipeline from Nandoni dam to Giyani, Shikwambani said they are waiting for a ruling by the court. “The case has been heard and argued and we are waiting for the judge to pass a judgement on the matter,” he said. What is Functional Training? Functional Training is a classification of exercise where the human body is trained through functional movements to assist in injury prevention, flexibility and efficient movement. Functional movements are focused on making use of more than one joint (eg Shoulder, knee, hip) to move the resistance being used. By using more than one joint more than one muscle group will be used during the movement. (Example: in the Bench press the shoulder and elbow joints are active. The chest acts as a primary mover, the shoulders and tricep act as secondary movers.) By increasing the amount of muscle fibres that are active through a movement your calorie /energy usage increa-ses, metabolism increases and lean muscle tissue growth increases. Functional Training can be performed through various program designs with a very effective selection of exercises to choose from. This makes for a popular form of excercise which gets you results. Titanium Fitness personal training offers functional training in one-on-one and group formats.

Merensky triumphs over Frans du Toit Merensky High School and Frans du Toit were at logger heads in their second encounter in the Limpopo rugby league for medium schools over the weekend. The u.14’s kicked off the day with a very tight affair, drawing the match 3-3. The u.15’s could not improve on their performance in their first encounter and lost 34-0. The u.16’s played a showstopper of a match, with both teams scoring in the dying minutes. Marno van der Meulen and Tony Botha were the points scorers in their 10-5 victory over the Fransies. The Ratels were too strong and ran out as the overwhelming victors in their second team encounter. Mukungu Kubai scored three tries and helped the Plasies to a 39-3 victory. The Ratels are so far unbeaten in the league. The first team faced a stronger Fransies team this time. Dian van Rooyen and AJ Britz scored their tries, with Louis van der Walt adding a conversion to give the Plasies a 12-0 victory. Merensky is a firm favourite to reach the league’s final later this year.

Stanfordians finish amongst top riders The Stanford Lake College mountain biking team had a most successful and enjoyable race recently. Six bikers took part in the Mabalingwe Lion Man over 38 km, near Bela Bela. Over 1500 took part, negotiating a tricky course with loose sandy parts and rocky stages. Sarah Pogrund (Gr 8) was fifth in the female youth group. This was only her second half marathon. Abigail Joubert had some misfortune, suffering several problems. Her bike finally broke down beyond repair. However, she didn’t give up and completed the race pushing her bike for the last 15 km. The boys, Tristan Oliff, Graeme Harty and Benno Prinsloo, also did well, gaining valuable race experience. RIGHT: A broken jockey and chain did not deter Abigail Joubert from walking the last 15 km and finishing the race.
