Fall Chinook salmon season is in full swing in many parts of the state. The Columbia is open from the mouth to the OregonlWashington border, with a strong run projection of 860,300 Chinook salmon bound for the upper reaches. Check the 2312 ADAMS AVENUE Columbia River Zone section of the Weekly Recreation Report to track where the fish are being caught from week to week. LA GRANDE, OREGON 97850 Other places reporting good Chinook fishing lately include the lower Chetco, lower Rogue, and Tillamook Bay. Head to the mountains for solitude and premium high altitude trout fishing LES HENDERSON /KARL BAUM 2016 Big Game and Bird Hunting Forecasts 541路963路2913 Find out what to expect as district wildlife biologists weigh in from around the state on the status of game populations and good locations for hunters. Quail, forest grouse, dove seasons open Sept. 1 Quail and forest grouse seasons open in Western Oregon (and in Hood River and Wasco counties for mountain quail). Quail numbers remain above their 10-year average. Mourning dove season opens statewide Sept. 1. Know before you go - Check fire restrictions Hunting seasons are open but there are use restrictions and some private lands may be closed to access during fire season. Check See ODF's Fire Restrictions Page for more information and the latest Corporate Closure List for private land information. Check with the land manager (US Forest Service, BLM, ODF) for public lands information. Point savers available thru Nov. 30 If you didn't get around to applying by May 15, you can still get a big game point saver. Use this application (or find it at www.odfw.com under Hunting) and mail or fax it in no later than Nov. 30. (Late point savers are not available online or at license sale agents). GRANDE RONDE RIVER: trout, whitefish, bass The Grande Ronde is now open for trout all year. Currently fishing will be difficult because of water conditions. As the season progresses smallmouth bass will move into the river and provide good catch rates. IMNAHA RIVER: trout, bass Currently the river is very high and trout fishing will be difficult. Trout should be active this spring. Smallmouth bass will move into the lower river as summer progresses and can provide some great catch rates. The Imnaha will open June 15 for spring Chinook salmon from the confluence with the Snake River to the Summit Creek Bridge. Bag limits will be 2 hatchery adults and 5 jacks. Anglers may not continue to fish for jacks once their adult limit is reached. Jacks are salmon under 24 inches. Wild Chinook should be released immediately and unharmed. Check daily for closure updates with creel staff, online, or with the Enterprise ODFW office. Bull trout are available for catch and release and should not be harmed. Biologists will be monitoring the salmon run and a decision on a season will be made in June. JOHN DAY RIVER: spring Chinook Smallmouth bass fishing is good with many fish being caught downstream from Kimberly. River flows are currently dropping, make sure to check the flows before planning your trip. John Day River flows WALLOWA COUNTY PONDS: rainbow trout The Wallowa County ponds were stocked last week and fishing should be good. ODFW is currently assessing the management of these ponds and wants to know what is important to the people who fish these ponds. Future plans may involve changes in the number of trout stocked, fish species available, or facility improvements. Asurvey is available at the ponds and on the ODFW website. New to Kinney Lake this year, non-motorized watercraft will be allowed at Kinney Lake. Remember, to be respectful of the private land access that the Triple Creek Ranch and WVI 0#1 have provided and pack out any trash you bring or find. WALLOWA LAKE: rainbow trout, kokanee, lake trout Holdover trout are being caught with a few fish to 18 inches. During the spring the fish have keyed in on more natural baits so shy away from the brightly colored baits. Wallowa Lake will be stocked with trout next week with frequent stocking throughout the next few months. WALLOWA RIVER: steelhead, mountain whitefish Steelhead season ended on April 30 though a few may still be present and have to be released. For the first year, the Wallowa River is open for trout all year. However the river is currently very high and will be difficult to fish until flows subside. Remember, the Wallowa is a whitefish factory and can produce some large fish. Whitefish are native to Oregon and are a respected sportfish across the west. Whitefish can be great in the smoker and are a great way to keep kids interested while steelhead fishing. To catch them, use beadhead nymphs a size #12-16 hook and fish for them in quick runs that are knee to waist deep. BAKER COUNTY Black Bear - Green up has begun to appear in the lower elevation areas. The mild weather of the past couple of weeks will have bears out and active in the early part of the season. Look for bears close to timber stringers feeding on open ridges. Successful hunters need to remember to check in their bear within ten days of harvest. It cannot be frozen and propping open mouth of bear will help in aiding tooth collection later. Turkey - Look for spring turkeys to be moving from wintering grounds to their nesting areas. Listen for males to be calling early and late in the evenings to help locate gobblers. Over winter survival was good this past year so expect good numbers of birds this season. Cougars can be found throughout Baker County but hunters should target areas with high concentrations of deer and elk. Setting up on a fresh kill or using distress calls can all be productive techniques. Hunters are required to check in the hide of any cougar taken, with skull and proof of sex attached. Coyote numbers are good throughout the district. Try calling in early morning and late afternoon. Remember to ask for permission before hunting on private properties. UNION COUNTY Cougars are common in Union County. Focus on game rich areas with long ridgelines or saddles that cats typically travel. Setting up downwind of a deer or elk killed by a cougar can be productive. Nonresident hunters can include a cougar tag with others tags for only $14.50. All cougars taken must be checked in within 10 days of harvest; call for an appointment before check in. Coyote numbers are high throughout the district. Try calling in early morning and late afternoon. Remember to ask for permission before hunting on private properties. Spring Bear hunters can expect better than anticipated access to mid-elevations for April, due to the warmer weather early in the month. Expect timbered north aspects to have snow above 5000 feet elevation. Bears will be out feeding in early mornings and evenings. Spot and stock techniques remain the most productive for spring hunters with a few bears being taken with fawn distress calls in late May. Turkey hunters can expect better numbers of birds than in previous years. An excellent hatch in 2015 put plenty of chicks on the ground for this season. Look for birds anywhere in the county with the largest numbers still found in the Wenaha and Mount Emily units. Road access will be good, snow will block some access above 5000' in April. Ladd Marsh Wildlife Area The portion of Ladd Marsh East of Foot Hill road is now closed to all hunting. Glass Hill Unit is again open to wildlife recreation activities beginning April 1, 2016. This portion will be open and available to both spring bear and turkey hunting. Bears have been seen at the higher elevations of the property in the past but sightings have been very sporadic. The habitat is dense making visibility very limited. Hunters should try to scout for recent activity before spending much effort in bear hunting the property. Turkeys can be found at the lower elevations but hunting pressure is high. Visitors are advised to carefully read posted signs and consult the wildlife area administrative rules. Rules that apply to all areas are at the top (at the link), and then scroll down to page 8, #635-008120, for additional rules specific to Ladd Marsh. Dogs are not permitted within the Wildlife Area, including the Glass Hill Unit, on or off leash except during authorized game bird hunting seasons. Vehicles, camping and fires are prohibited on the wildlife area at all times. For more information please call 541 9634954 WALLOWA COUNTY Common raptors in the open areas of the county are red-tailed hawks, American kestrels, and golden eagles. Occasionally ferugenous and Swainson's hawks and prairie falcons can also be seen. Look for bald eagles and ospreys perched in the larger trees along Wallowa Lake shore or on power poles near water in the valley. Migrating bald eagles can also be seen in the Prairie Creek and Elk Mt. Road areas east of Enterprise. White-tailed deer can be found throughout the Wallowa Valley on or near agricultural lands. Elk are back on the Zumwalt Prairie and can be seen from the Zumwalt Road. These are county roads that run through private property, so please respect the landowner's privacy and remain on the county road but park out of the traffic lanes while watching the elk. Once you find a herd, use binoculars or a spotting scope to observe the animals. While most of our migrant waterfowl have already headed north with the advent of warmer weather, some can still be seen flying into Wallowa Lake in the evenings from the county park at the north end of the lake. Canada geese and several species of ducks can also be seen feeding in agricultural fields and along streams around the county. Other migrants have begun to move into the area including, Say's phoebes, horned larks, and robins. Mountain bluebirds have also arrived back from their southern haunts and can be seen in the lower areas of the Imnaha Canyon. 6/7/16

When we try to define the Bible for ourselves, independent of the text, the context, and other related Scripture texts, then we are making our interpretation private to ourselves and wresting(1I Peter 3:16-18), twisting, and even perverting truth into untruth or, at the very least, inaccurate truth. God warns against this alse practice that was even being done at the time of the recording of His Word by human agents He used to write down what He inspired to them. In II Peter 1:20, we cannot make the truths of Scripture "private interpretation" and in Revelation 22:18-19, Proverbs 30:5-6, and in Deuteronomy, God tells us not to add or detract from what God says in His Word. It is God's Word, and we must let it say what God wants it to say not what we want it to say. He gave it as He wanted it to be, and we must let God help us to understand what He is saying in it. God has given His Word pure to us by inspiration; God has kept it pure for us in preservation, and we need o let God help us keep it pure in our understanding of interpretation. With these truths in mind, let us look at a portion of Scripture that is often misinterpreted in Romans 3and 5. In both of these Scriptures, we see the declaration by God that all human beings are guilty of sin. We are all sinners by our nature as descendants of Adam and by our actions of disobedience against God's truths. You can see it for yourself by reading both texts of Scripture. Ithink it is pretty clear to all of us to see that we all do things that are wrong according to God's Word. A simple reading of the Ten Commandments with ahonest analysis of our lives will show us all that we come short of God's righteousness and His standard of right and wrong. If we take alook back at the Scriptures we are examining again, it is also clear to see that the solution of all of our sin is the same for us all. In Romans 3:20-26 and 5:15-21, it is clear to see that the only solution of sin for everyone is the righteousness of God to cleanse us of our sins. It is also clear to see that the only way for anyone of us to receive His righteousness is to put our faith in Jesus Christ and to receive His sacrifice for the payment of our sins by faith alone. As we repent of our sins, turn to Jesus as our Saviour, and invite Him to be our righteousness for Salvation, then we can be redeemed, forgiven, and cleansed by receiving Jesus as the atoning payment of our sins. In Romans 3:22 & 5:18, we see that the same word to describe that we are all sinners is also used in application to those who can benefit from Salvation. All sinners have the opportunity to benefit from Salvation if they willingly believe on Jesus Christ to receive the free gift of God's righteousness by faith. According to God in the context of these two texts of Scripture and supported by other Scriptures as well, the free gift of Salvation is offered unto all sinners and it is applied upon all them that believe in Jesus.
