BY ELIZABETH MARIE HIMCHAK A $650,000 grant will make installing artificial turf on four multi-use fields at the countyowned 4S Ranch Sports Park possible by fall. Meanwhile, user groups are being asked to see what grants they can obtain so artificial turf can go on two fields at the city-owned Rancho Bernardo Community Park. The upgrades will mean fewer closures for maintenance and weather, officials said. 4S Ranch’s $2.15 million project is being financed through two sources — $1.5 million from the community’s two special parks assessment districts and the $650,000 grant —
coming in the form of donated supplies and equipment — from Community Sports Development Council, Inc., said Jason Hemmens, chief of development for the county’s Parks and Recreation Department. “Our department realized there is a growing need for field space in the area, which is at a premium for youth and adult sports leagues,” Hemmens said, adding water and maintenance costs are also rising. “Maintaining natural turf is a pricey business to be in, so we started looking at artificial turf conversion ... which extends playability.” By converting part of the 4S Ranch Sports SEE FIELDS, Page A13

4S Ranch taxpayers are receiving bond refund
Bond refund checks were mailed last week to 4S Ranch residents by the San Diego County Treasurer-Tax Collector’s office. San Diego County Treasurer-Tax Collector Dan McAllister announced Feb. 2 that his office would be mailing out 441 bond surplus refund checks to 4S Ranch taxpayers. The refunds represent surplus balances in the bond reserve fund for the 4S Ranch area, which must be returned to taxpayers, according to the Streets and Highway Code of California. McAllister indicated the value of the mailing at $589,878. Individual refund checks range from $414 to $61,472. “Issuing the refunds to our 4S Ranch taxpayers is a win-win,” McAllister said. “The original assessment bond financed street and other infrastructure improvements in the community. Now, with the surplus balance our taxpayers will be receiving some of their investment back.” He said his office worked closely with Supervisor Bill Horn’s office to make certain these refunds would be forthcoming. The original assessment bond financed a number of capital improvements for the 4S Ranch community. These included street lighting; a 210-foot bridge; storm drain improvements; water transportation and storage facilities; and sewer system improvements including a sewage treatment facility.
