Think ham radio has gone the way of the dodo? Think again, because amateur (also known as ham) radio is not only thriving, but it’s also essential in assisting during an emergency. Don’t let the name fool you. Amateur radio isn’t something that anyone with a walkietalkie can do. The federal government requires all amateur radio operators to take a test and be licensed in order to use the radio channels for amateur radios, as well as have
call signs. For Charlie Ristorcelli of Poway (call sign NN3V), it’s more than just an occasional fun hobby. Raised overseas where there was little infrastructure, he grew up with amateur radio being used to radio between towns for needed supplies and listening to shortwave radio for news. After receiving his amateur radio license in 1976, Ristorcelli began collecting amateur radio equipment -- everything from hand-built kits to more modern, advanced equipment. See HAM, Page 41

Poway Unified school board members Monday night went through the motions of approving a 201213 budget that will require $35.6 million in district reserve funds to be balanced. And that’s the good budget news. Looking ahead toward the next couple of years, things are likely to get much worse, board members were told. The budget for the 201213 school year is based on the state’s May revised budget, as no official budget has been adopted yet in Sacramento.

BY ELIZABETH MARIE HIMCHAK Scores of locals will be walking along Rancho Bernardo Community Park’s sidewalks this weekend in a 24-hour event that symbolizes cancer never sleeping. The fourth annual Relay for Life benefiting the American Cancer Society will begin at 9 a.m. Saturday, and conclude 24 hours later on Sunday. During that time, teams of walkers will take turns traversing the park’s pathways as they raise money to fund cancer research and assist those impacted by cancer. See RELAY, Page 15
