BY PAT KUMPAN Tuesday afternoon’s approval by the traffic safety committee of a four-way stop on Valle Verde Road now moves the project to the City Council for a decision at its meeting next Tuesday night. Several residents from the Valle Verde area spoke passionately Tuesday about the level of safety needed on Valle Verde, a road that connects to Chaparral Elementary School. Their comments focused on safety, having both calming devices and the four-way stop, making the roads safer for motorists as well as pedestrians. Senior Traffic Engineer Zoubir Ouadah not only concurred with those observations, but backed up the recommendation with data collected about speed, traffic and other conditions. Ouadah said the 8-9 a.m. traffic flow alone to and from Chaparral warrants placing the four-way stop at the Valle Verde intersection, according to state guidelines. “One of the problems is there isn’t a comfort zone in getting on to Valle Verde from

The City Council next Tuesday night will receive another in a growing line of good reports regarding the city’s fiscal health. The city ended its 2010-11 fiscal year June 30 with an unanticipated general fund surplus of $2.6 million, according to Assistant City Manager Tina White. Higher-thanexpected fourth-quarter sales tax revenues, coupled with lower operating costs, accounted for much of the surplus, according to a report prepared by White for the meeting. A recommended distribution of the surplus includes: • Transferring $1.3 million into the city’s pension stabilization fund, which would grow to $3.7 million. The fund is intended to absorb the brunt of anticipated California Public Employee Retirement System (Cal PERS) pension cost inSee SURPLUS, Page 15
Neighborhood safety meeting planned on fire’s anniversary BY PAT KUMPAN The newly formed Poway Neighborhood Emergency Corps will hold a community meeting on neighborhood safety on Oct. 26, the eighth anniversary of the Witch Creek wildfire The meeting will begin at 7 p.m. at the Church of Jesus Christ of Latter-day Saints, 14122 Twin Peaks Road. “We’ll be discussing the first steps to make our neighborhoods safe,” said Merrilee Boyack, one of the PNEC founders and a member of the City Council. “We’re doing this so we can link together the entire city.”
