BY MATT LIEBOWITZ The Del Mar Union School District began its Dec. 14 meeting, the final one before winter break, by appointing new roles to current board members for the 2012 calendar year. Board member Scott Wooden was elected board president, and Comischell Rodriguez will serve as clerk. The board also appointed members to serve as committee representatives for 2012: Doug Rafner will serve as the voting member representative to the North Coastal Consortium for Special Educa-
tion (NCCSE); his board colleague, Comischell Rodriguez, will serve as an alternate. Rafner will also be the acting representative to the North City West School Facilities Finance Authority (CFD No.1); Doug Perkins will serve as an alternate. Board member Kristin Gibson was named the ex-officio representative to the Del Mar Schools Education Foundation (DMSEF), and Perkins and Wooden will represent the DMUSD to the Legislative Action Network (LAN).
City of Del Mar staff members have had their hands full lately. Not only do they have three huge one-time projects in the works, but there has been a significant upswing in Design Review Board activity, including triple the number of appeals from last year. “People are finding lending is starting to relax and the economy is turning around, or maybe they have decided not to sell but to remodel,” said Kathleen Garcia, the city’s planning and community development director. This fiscal year to date — which includes five months of data — there have been 15 DRB cases so far, and that’s in comparison to last year’s 20 for the entire year.
To keep up with the intensive staff time required of DRB permit cases, the City Council on Dec. 12 amended the 2011-12 and 2012-13 budgets to allow for more staffing and possibly outside consulting services. The council upped the budget by $50,500 for this year and $35,400 for next year. In addition to the ongoing Housing Element and Village Specific Plan (revitalization), the council recently took on a new assignment: the Local Coastal Program Amendment and Community Plan Amendment (LCPA/ CPA). This project, designed to include a development vision for the Del Mar Fairgrounds in the city’s community plan, not only includes drafting amendments for local zoning and devel-

BY TIM PICKWELL It took two Solana Beach Lifeguards and three members of SeaWorld’s animal care team to corral an aging, sick sea lion at Tide Park in Solana Beach, on Saturday afternoon, Dec. 10. The male sea lion, estimated to be 17-20 years old, weighed 392 pounds. “He stood up—about 6 feet tall,” said Solana Beach Lifeguard Bill Feeney, who assisted in the rescue. “He looked me right in the eye. It was pretty intimidating.” The lifeguards and SeaWorld
handlers used soft hoop and cargo nets to herd the unwilling sea lion into a cage for transport to the Mission Bay aquatic park. The first two attempts at driving him into the cage were unsuccessful, before the sea lion finally backed in on his own accord. “We often get lost sea lion pups that wash ashore in the summer in Solana Beach,” said Feeney. “But, something on this scale is quite unusual. The pups can be put into an ordinary pet transport cage. This
