EARLY SPRING — The calendar says spring will not officially arrive in Poway until March 20, but this photo taken last week by Carol Breckenridge in Heritage Hills says otherwise. Those are peach blossoms in her backyard, which overlooks Midland and Community roads.

City reps to oppose water rate hike BY STEVE DREYER Two Poway representatives will travel to Los Angeles on Monday to protest a Metropolitan Water District proposal to increase its rates by 12.5 percent over the next two years. Public Works Director Leah Browder and Deputy Mayor Jim Cunningham will each speak for three minutes before the board at a hearing that Cunningham said is expected to draw large numbers of rate protestors. during 2012-13 and by another 5 percent during 2013-14, according to its website. The district provides water to 19 million residents of Southern California through 26 member agencies, including the San Diego County Water Authority, of which Poway is a member. Typically, MWD rate increases are passed along by its member agencies to local ratepayers. During Tuesday night’s City Council meeting, Cunningham said the MWD is being run irresponsibly and is “a train off its tracks.” SEE WATER, Page 16

The same suspect may have held up two banks in Poway last week, authorities are saying. “We are now considering that the two robberies may have been committed by the same individual,” said FBI Special Agent Darrell Foxworth on Tuesday. The first hold-up took place shortly before 6 p.m. Thursday, March 1 at the Chase Bank at 12380 Poway Road. The male suspect slammed a semiautomatic pistol on the counter, pointed it at the teller and verbally demanded that money be placed in a black laptop bag he was carrying, according to Foxworth. He was last seen heading northbound through the bank parking lot. He was described as black in his late 20s or early 30s, 5 feet, 5 inches tall and weighing 140 to 150 pounds. He had facial acne or razor bumps and was wearing a gray wig with SEE ROBBER, Page 16
