President Michelle O’Connor-Ratcliff, board Vice-President T.J. Zane and board Clerk Darshana Patel committed violations of the Ralph. M. Brown Act during the hiring process for Kim-Phelps. The Brown Act, first adopted by the state in 1953, guarantees the public’s right to attend and participate in meetings of local legislative bodies. It

BY ELIZABETH MARIE HIMCHAK Before arriving to lead San Diego Police Department’s Northeastern Division a few weeks ago, Capt. Stephanie Rose’s journey to leading the police who serve Rancho Bernardo included a trip along the “Yellow Brick Road.” The road has nothing to do with a certain children’s story. Instead it is the name of a 6.1-mile grueling run through a Marine-built hilly, wooded trail in Quantico, Virginia, that includes climbing over walls, running

through creeks, jumping through simulated windows, scaling rock faces with ropes, crawling under barbed wire in muddy water and maneuvering across a cargo net. It is the FBI National Academy’s fitness challenge’s final test, according to the program’s website. Rose said she learned in the prestigious law enforcement leadership program. She also reportedly enjoyed it, even the physical challenge of completing the Yellow Brick Road. Rose, a 23-year SDPD veteran, recently graduated from the 10-week program for U.S. and international SEE CAPTAIN, A12
