BY ELIZABETH MARIE HIMCHAK Rancho Bernardans and other city residents will be voting on 12 city measures, in addition to two county measures and 16 statewide propositions on their Nov. 8 ballot. Some city measures — such as C, the downtown stadium initiative — have attracted a lot of attention as supporters and opponents voice their views. Other measures — such as M, which would increase affordable housing in certain areas — have no stated opposition in ballot materials. Due to space limitations, five are being featured this week, while the remainder will be featured on Oct. 20. Measures are appearing in alphabetical order.
■ Measure C is the downtown stadium initiative. It needs support from two-thirds (66.7 percent) of voters, though that could be lowered to a majority (more than 50 percent) due to legal issues currently before the California Supreme Court. Due to the citizen initiative’s length, a supplemental pamphlet with the text is being mailed to voters. It can also be viewed at sdvote.com/en/measure-c.pdf. It was placed on the ballot by the City Council after voter signatures qualified it for the ballot. Voters are deciding if the city’s hotel occupancy tax should be increased by 6 percent (from 10.5 percent to 16.5 percent) in order to build a city-owned downtown professional football stadium and convention center. Money would also go toward
tourism marketing. The measure requires a $650,000 contribution and 30-year commitment by a professional football entity — the San Diego Chargers are not specifically named, but the team is the measure’s proponent; Tourism Marketing District assessments would end and there would be impacts to land use, sign and zoning laws. Per the city attorney’s impartial analysis, the citizens’ initiative would amend the city’s Downtown Community Plan and San Diego Municipal Code in order to develop, finance, manage and use a 10-block area east of Petco Park for the 65,000 seat stadium (expandable to 75,000 seats) and 385,000-square-foot convention center separate from the existing center. It is estimated the facility will cost $1.8 billion, with SEE MEASURES, A11

BY ELIZABETH MARIE HIMCHAK Rancho Bernardo Senior Services is launching a new quarterly program to help people learn about their medications. The inaugural “brown bag” medicine check-up will be offered from 11 a.m. to 2 p.m. Wednesday, Oct. 26 at the RB Senior Services office. Participants are encouraged to bring all their medications — prescription and over-the-counter — in a bag for privacy reasons, officials said. The purpose of the free service is “to help ensure the safety of and avoid any potential problems with all the medications a person may be taking,” officials wrote in a press release. Pharmacist Melek Turgut, pharmacy manager of the CVS Pharmacy in The Plaza, will review each individual’s medications and supplements to make sure the products are being used correctly and all instructions are fully understood. She will also discuss possible negative effects of mixing multiple medications, possible duplication of therapies and side effects. “A lot of people use different pharmacies, so they might be taking two of the same types of medication to lower their blood pressure or blood sugar,” she said. “I’ll catch the duplications.” Turgut said she will also write on the medicine bottles what the medications are prescribed to treat since people sometimes do not know or remember, and include other pertinent information. “I hear every day from customers that they do not know why they take a medicine,” she said. “A lot of them are elderly ... so it is important for somebody to explain their SEE MEDICATIONS, A10

DNHS makes homecoming change ‘Royality’ to be crowned at Friday night’s game
BY ELIZABETH MARIE HIMCHAK Del Norte High is putting a twist on its annual homecoming celebration by changing the composition of its homecoming court. Instead of crowning a king and queen, and having an even number of male and female students as “couples” represent each class on the court, this year the students decided to nominate their peers who “they felt embodied what it meant to be a Nighthawk,” said ASB Director Jennifer Mitchell. “The top two, regardless of gender, from
each grade level (freshmen to juniors) will be that grade’s homecoming representatives in the parade and halftime show,” she said. “The top six senior students will represent their class in the parade and the top two will be announced during the halftime show.” Mitchell said the two seniors will be crowned “homecoming royalty.” Students nominated five senior boys and one senior girl for the honor. The senior nominees are Bijan Askari, Tyler Barton, Darren Chow, Igor Landa, SEE HOMECOMING, A10
