BY ELIZABETH MARIE HIMCHAK San Diego Police Department’s Northeastern Division has a new leader, Acting Capt. Charles Lara. The 17-year veteran, who has spent his entire career with SDPD, arrived at the division’s Rancho Penasquitos-based headquarters last month. Northeastern’s almost 100-square-mile coverage area includes Rancho Bernardo, Carmel Mountain Ranch and Sabre Springs. These keys are among lessons Lara taught SDPD command officers and others while in his most recent assignment as lieutenant of its Leadership Development Unit. BY CITY NEWS SERVICE Kristin Gaspar’s lead over incumbent Dave Roberts in their race for a North County seat on the Board of Supervisors increased over the weekend, according to a new count released by the Registrar of Voters Office. Gaspar, the mayor of Encinitas, has a 368 vote lead in the latest tally released shortly before 5 p.m. Monday. She had trailed by around 2,200 votes after election night, but has been gaining ground ever since.
She trailed by more than 500 votes as recently as last Thursday’s tally. Her margin grew as more absentee and provisional ballots were counted. Out of the 205,440 ballots counted as of Monday, the latest count shows 102,904 for Gaspar to 102,536 for Roberts. About 164,000 absentee and provisional ballots still need to be tallied countywide, according to the registrar’s office. It was unclear how many of those were cast in the supervisor’s race. Gaspar’s campaign spokesman, Jason Roe, told City News Service after the lead
