BY EMILY SORENSEN The firing of Poway Unified Superintendent John Collins dominated the local news scene in 2016. Collins, whose contract was due to end in June 2017, was fired on July 13 in a unanimous vote by the board members over an alleged $345,000 in overpayments and unauthorized payments. Collins has repeatedly denied these and other allegations. The financial discrepancies were uncovered during an audit of Collins’

contract conducted by VLS Forensic Services of Glendora. "The board was dismayed when the final audit report identified $320,769 in overpayments and unauthorized payments made to Dr. Collins, and an additional $24,494 in other transactions that violated district policies. The severity of the findings justified terminating the superintendent's contract for cause,” board President Michelle O’Connor-Ratcliff said in a statement. The list of charges filed by the board against Collins included engaging in unprofessional conduct, dishonesty and refusing to obey the laws of the state and regulations prescribed by the PUSD governing board.

The board also filed a civil lawsuit to recoup the money members said Collins owed the district. The alleged overpayments totaling included $77,241 in base pay, $132,090 in longevity pay and $109,792 in vacation payout, as well as $1,646 for internet services, were paid out of the revolving cash fund, a petty cash fund meant for expediting small purchases, emergency payments and reducing purchasing costs. Purchases through the RCF should never exceed $150, according to district policy. Palomar College can move forward with Rancho Bernardo campus Settlement reached with City of San Diego in October BY ELIZABETH MARIE HIMCHAK Palomar College was officially able to move forward with the campus it plans to open in Rancho Bernardo by 2018 after the college and City of San Diego signed off on a settlement agreement this fall. “Obviously it’s not perfect, but under state law we could not get everything we wanted,” said City Councilman Mark Kersey when speaking to Rancho Bernardans on Oct. 27 at a Rancho Bernardo Community Council event. In June, the college’s governing board approved the RB project it has dubbed the South Education Center. The approval included certification of an environmental impact report for the future center located at 11111 Rancho Bernardo Road, with its driveway just across from Matinal Road and the Westwood neighborhood. A month later, the city filed a petition in San Diego Superior Court, challenging the project’s approval and EIR’s validity. Among the reliefs it sought was a court order setting aside the project approval and EIR certification under the California Environmental Quality Act. The settlement — signed off by all parties in late October — includes several obligations that the district has agreed to in order to lessen potential negative impact on the nearby Westwood homes. Among residents’ concerns — voiced since the college bought the 27-acre property in 2010 for $38.3 million — are that cash-strapped students will park in front of their homes and walk to the campus across the street to avoid a parking fee. Per the settlement, the district will not charge a parking fee during the first two semesters the college is open for classes. Plans call for it to open for the spring 2018 semester, eventually serving 2,000 full-time equivalent students.

The only entrance to Palomar College’s future Rancho Bernardo campus is at the intersection of Rancho Bernardo Road and Matinal Drive, adjacent to the Westwood neighborhood. Among the site’s 574-space parking garage and 218-space surface parking lot, the district is to include eight electric vehicle charging stations and eight carpool/vanpool spaces in convenient locations to encourage their use. It will also implement city-acceptable signal modifications at the intersection of Rancho Bernardo Road and Via del Campo plus install signage to direct visitors and students to the campus and identify the location of on-campus parking. It is also to develop and implement an ongoing good neighbor outreach program designed to educate students on the availability of on-campus parking and financial subsidies for purchasing parking passes. The district also has to monitor students’ parking habits and, if a problem is created in Westwood once the parking fee is implemented, pay up to $10,000 for the city to proceed with steps required to establish a residential permit parking district. Residents are being encouraged to monitor the situation as well, and document any problems so city and college officials can implement remedies in a timely manner.

Funds raised for Tony Gwynn memorial in Poway May 9 targeted for dedication ceremony BY EMILY SORENSEN Fans and friends of San Diego Padres great Tony Gwynn stepped up to the plate in 2016 to fund a memorial to the Poway resident that should be completed in May. An 11-foot, 1-inch-tall bronze statue of Gwynn holding his small daughter and tipping his hat will be the centerpiece of a memorial to be built near the Lake Poway baseball field. The statue is being sculpted by Texan Seth Vandable, whose concept design was selected in March from among 30 submitted to a panel consisting of Gwynn family members, local art experts and Mayor Steve Vaus. Vaus lead the effort to organize an April 1 concert at the Poway Center for the Performing Arts to begin raising the estimated $150,000 needed for the memorial. The concert attracted 700 people and raised about $40,000 toward the goal. The focus then shifted to online donations through the city’s website. The account has $168,000 to date, but city officials are saying another $17,000 is needed to complete the memorial, which will include a donor wall and bench seating. Gwynn was a 30-year Poway resident and played with the Padres for 20 years beginning in 1982. He was inducted into

Progress made on future of country club Agreement would preserve course, allow some homes BY STEVE DREYER StoneRidge Country Club homeowners and golfers in 2016 went from wondering whether the golf course would remain open to being considerably more optimistic regarding its future. Owner Michael Schlesinger, who has a track record of purchasing floundering golf courses with the goal turning them into housing developments, in the spring commissioned a public opinion survey to judge reaction to the possibility of the city taking over all or part of the 18-hole golf course and new homes being built on the site. Concerns by some of the country club’s members and owners of homes bordering the greens and fairways resulted in the creation of “Save StoneRidge” on May 10. The goal of the group, according to spokesman Mitch Stellar, was to help Schlesinger keep the course open. The group held a forum on June 5 to discuss the future of the property. After the forum, attended by about 300 people, the group morphed into Poway Open Space, Inc., led by Stellar and board

Toward the end of summer Steller and a director of the group, Jim Wait, began a series of meetings with Sara Ellis, who works for Roni Hicks and Associates public relations firm and is representing Schlesinger. “Mitch and his board sat down with us, very skeptically,” Ellis said. “They took a little bit of a leap of faith with us.” The talks resulted in a three-point agreement being reached, calling for an improved 18-hole golf course to remain

open and for housing to be built on no more than 12 percent (about 15 acres) of the land. It also calls for significant improvements to the country club, including a new clubhouse, and “the forever preservation of 105 acres of open space for Poway (the golf course),” Steller said. CalAtlantic is interested in building an age-restricted development on the course and is “part of our team at this point,” said Ellis. Schlesinger’s planners have

started working on the project, which Ellis said could conceivably include up to 180 units of housing. She said it would be high-end housing, similar to the Auberge development that CalAtlantic built in Del Sur. The “exact product type” of housing that would be offered is still being worked out, she said. Bill Ostrem, president of CalAtlantic’s San Diego division, has said the housing might be a mix use of single-family homes and townhomes or condominiums. Ideally, it would be in a gated community, he said. Allowing homes on the golf course would have to be approved by city voters under provisions of Proposition FF. Noting that the next general election is two years away, Ellis said Schlesinger might consider a special election, but no decision has been made. Ellis said the timetable calls for a general community meeting on the proposed plans some time before February. She said Schlesinger is interested in learning what type of public amenities might be offered at the new clubhouse. Both Ellis and Steller said that if the matter goes before city voters, they will have “enough details to make a comprehensive, informed decision.” Steller said meetings between his group and Ellis will likely resume after the holidays.

PUSD board year marred by infighting BY EMILY SORENSEN The Poway Unified Board of Education in 2016 saw a lot of contention and very little consensus. Battle lines drawn between Board President Michelle O’Connor-Ratcliff and Board Vice-President T.J. Zane versus board members Kimberley Beatty and Charles Sellers look to continue into 2017, as demonstrated during the election for the 2017 board officer positions earlier this month. January got off to a rocky start after a special closed-session board meeting drew ire when only three out of five board members attended, with each side giving a different story as to the absences. The meeting was to discuss a performance evaluation for fired Superintendent John Collins with Maribel Medina, an attorney the board hired to represent it in contract negotiations with Collins and his attorney. The reason Beatty and Sellers gave for missing the meeting was a last-minute time change for which neither board member was available. O’Connor-Ratcliff said the time change was due to a request from Beatty. The board continued its track record of failing to reach consensus by having numerous votes ending with 3-2 or 4-1 votes, usually with O’Connor-Ratcliff, Zane and former board member Andy Patapow, who retired in December, on one side and Beatty and Sellers on the opposing side. This manifested itself in March during a vote on refinancing bonds, a trend that often repeated itself on subsequent bond refinancing votes. Beatty and Sellers cited several times the use of firms involved in the Capital Appreciation Bonds as a deal-breaker for them voting in favor of bond refinancing. The board split 4 to 1 in March over developing board guidelines, with O’Connor-Ratcliff and Beatty butting heads over several guidelines that were being proposed for board use. Beatty objected to one guideline that O’Connor-Ratcliff said Beatty herself requested to be inserted into the board guidelines. O’Connor-Ratcliff also said that neither Beatty nor Sellers had

responded to multiple requests for feedback. Beatty argued that several of the proposed guidelines were possibly illegal or violated free speech rights for the board members. The board clashed again in April over Beatty’s proposal for a new position in the district, that of deputy superintendent. This position would have acted as the district’s chief operating officer and would have been under the general direction of the board while working with the superintendent. Beatty said the position was needed as some aspects of a school district the size of Poway Unified should be run like a business. The deputy superintendent would also take over several roles, including having oversight over all the district’s bonds. At the time, the district was searching for replacements for retired associate superintendents Malliga Tholandi and Traci Hogarth, who fulfilled many of the roles the deputy superintendent position was proposed to handle. While Hogarth has since been replaced, Tholandi’s permanent replacement has not yet been found. O’Connor-Ratcliff said the position SEE BOARD, A7

FROM BOARD, A6 sounded like a co-superintendent role, while Sellers argued the role was necessary because expecting one person to handle the educational side of the district while also running a $350 million business was unrealistic. The proposal ended up in a philosophical argument between Sellers and Patapow over whether someone running a school district should do so from an educational or business standpoint. The discussion was eventually halted after 40 minutes of arguing with no resolution and was never brought to a vote. A popular talking point for candidates during this year’s election for two seats on the school board was on bringing about board consensus. Going by the first meeting with new board member Darshana Patel and reelected member Beatty, the divide remains, as the elections for board officer positions resulted in three 3-2 votes with Beatty and Sellers on the losing side and O’Connor-Ratcliff and Zane retaining their positions. Patel was elected clerk over Beatty. Prior to 2015, board members had filled the officer positions

on a rotational basis. Beatty suggested returning to this method, saying it would eliminate board disharmony and abandoning this “historical tradition” last year had led to the most divisive board ever. Returning to rotating positions would, Beatty said, set a positive tone for the board to follow and encourage consensus. She suggested that using this method, Zane should be president, Sellers vice-president and Beatty herself clerk. This suggestion was not adopted and Zane declined Sellers’ nomination of Zane for president because Zane wanted to nominate O’Connor-Ratcliff for a second term, something that hasn’t been done in the district in at least 16 years. Sellers subsequently nominated himself for president, losing the role in a 3-2 vote. After losing the vote, Sellers then nominated himself for vice-president while O’Connor-Ratcliff nominated Zane. Zane won in a 3–2 vote. O’Connor-Ratcliff nominated Sellers for the position of clerk, but Sellers declined and instead nominated Beatty. O’Connor-Ratcliff then nominated Patel, who voted for herself and won the position of clerk in a 3-2 vote.

Elections were a mix of surprises, expected results BY ELIZABETH MARIE HIMCHAK Some local elections went as predicted while others resulted in surprises as voters cast their ballots in June and November. The biggest shakeup among political races occurred in the District 3 County Supervisor race. Incumbent Roberts, a Democrat, faced scandal over staffing issues that resulted in the county settling the with three former staffers by paying out $310,000 when they accused Roberts of misusing his powers. That incident was repeatedly brought up in the June primary by his two Republican opponents, Encinitas Mayor Kristin Gaspar and Escondido Mayor Sam Abed. Roberts was forced into a runoff to defend his office when in the primary he failed to get a majority — only receiving 38.73 percent, while Gaspar received 34.24 percent and Abed 26.89 percent. When polls closed in November, it appeared that Roberts managed to win reelection by a very slim margin. However, over the next two weeks as mail and provisional ballots were counted, his lead dwindled and by Nov. 28 he conceded since Gaspar days earlier took the lead which subsequently grew to 1,242 votes. Her election means all five seats, at least for the next two years, will once again be filled only by Republicans. Roberts had been the first Democrat to join the board in about two decades. Other races that got a lot of notice — but in the end saw the incumbents get reelected — included the 52nd Congressional District (Democrat Scott Peters defeated challenger and Republican Denise Gitsham 56.53 percent to 43.47 percent). The district includes Rancho Bernardo and Poway. In a very narrow 49th Congressional District race, Republican Darrell Issa

held off Democrat Doug Applegate, though it also took a few weeks to determine a winner. The district includes 4S Ranch. There was some controversy in the days leading up to the Poway City Council race in November when Barry Leonard’s daughter and a friend decided to help the councilman by removing some of his opponents’ signs that the young women said they thought were illegally posted. They were caught by one of his nine opponents and admitted to removing signs of three candidates. In the end, it did not prevent Leonard from being elected along with incumbent Jim Cunningham. Other election results caused little surprise. In June, San Diego Mayor Kevin Faulconer and City Councilman Mark Kersey were easily reelected. In November, the Chargers’ attempt to get voters to support a downtown stadium proposal — along with another stadium-related proposal put on the ballot by others — were both soundly defeated. Polling in the weeks leading up to the general election predicted as much. Also in November, former Assembly Speaker Toni Atkins, a Democrat, easily won the election to replace Democrat Marty Block in the state Senate’s 39th District. It includes Rancho Bernardo.

Funding shortfall meant smaller 2016 Spirit of the Fourth BY ELIZABETH MARIE HIMCHAK Rancho Bernardo’s Spirit of the Fourth celebration came close to being more of a whimper than a bang, but a last-ditch effort to preserve the community tradition ensured its core elements survived. In February, Spirit of the Fourth President Dave Brooks announced that the 47th annual celebration was in financial trouble. It also had a serious lack of volunteers to organize or fundraise for it. Just two months before the $11,000 deposit needed to be made for the fireworks show — half its cost — the all-volunteer committee only had $700 in its reserves. This was down from a surplus of $25,000 it had in 2011 since in the last few years the committee had been tapping into the fund that was supposed to cover early expenses, but needed when fundraising fell repeatedly short, Brooks said. The entire event costs up to $60,000 to produce each year. Those involved decided to focus on the longest-held and most widely attended events and scrap the rest for 2016’s celebration. Gone were the RB Idol and Golden Idol talent competitions for youths and seniors, respectively. The parade was deemed a must since it was the oldest element of the day-long event and low-cost activities were preserved. Some, like the classic car show, veterans memorial service and patriotic pet contest — all part of the community fair — are hosted by other groups. The fate of the fireworks show remained in doubt until early summer, when it was announced enough money had been scraped together to put on the evening event, though the show would have less explosive bangs than in previous years and the fireworks would not be synchronized with music as in years past.

Several noticeable projects underway in RB BY ELIZABETH MARIE HIMCHAK Several construction projects began or were initiated in the area this year. Customers of businesses in the Rancho Bernardo Town Center have spent the last several months navigating around construction work as the four-decades-old shopping center undergoes a $6 million renovation. The project — estimated to take 10 months to complete — includes renovating the exterior for three of the center’s buildings, “significant changes” to its outdoor eating area and construction of a new 5,000-square-foot building on its southern side, said Ron Bamberger, president of Boardwalk Development, which oversees the center. Work began in May and the first set of stores — those on its northern side — are reportedly finished. The south work has since commenced, which includes creating a sunken eating space and fire pits where the food court was located. According to Bamberger, the Town Center has never undergone extensive exterior remodeling since it was built in the 1970s. He said plans also call for Americans with Disabilities Act compliance measures and parking lot lighting enhancements. An early California mission architectural theme with contemporary elements was chosen. The Vons store, in the center of the

complex, is not part of the renovation project, but Bamberger said the grocery store was likely to undergo exterior renovations in the future. Work is nearing completion on the new Sharp Rees-Stealy medical center under construction on a 3.5-acre parcel at 16899 W. Bernardo Drive. A sign at the site says it will open in February 2017. The project includes constructing a 100,000-square-foot, three-story building and adjacent four-level parking structure. The new state-of-the-art facility will be about a half-mile from its 57,400-square-foot Rancho Bernardo medical center that opened in 2000. That facility will close when the new one opens. Anyone driving by Casa de las Campanas and Rancho Bernardo Community Park in recent months cannot have missed the construction work going on at both locations. In January, the City Council approved Casa de las Campanas’ permit application for the 27-year-old continuing care retirement community’s improvement project that officials said is slated to exceed $100 million. In recent months, the most noticeable part of the multi-project endeavor has been the tearing up of the employee parking lot adjacent to West Bernardo Drive and constructing in its place a 96,019-square-foot skilled nursing facility. It is tentatively set to be complete by spring 2018. The new 72-bed nursing facility on 2.4

acres of the property will replace Casa’s existing 99-bed, 33,320-square-foot facility. The three-story building will have support services and parking on its ground level, with patient care rooms, rehabilitation spaces and offices on its second and third floors. Barricades went up along West Bernardo Drive in late September as a private developer began widening the road and making other improvements to Rancho Bernardo Community Park’s sports fields’ parking lots. The project is being funded by the developer of Black Mountain Ranch, was approved by city officials a few years ago, but only commenced this fall. The project also includes resurfacing the park’s parking lots and reconfiguring the two field parking lots’ traffic pattern. One driveway in the north lot was removed and the two lots will be connected. A storm drain is also being along with four mature trees and other landscaping. The Remington Club gained the Rancho Bernardo Planning Board’s support for its planned expansion — the addition of a 41,480-square-foot, two-story, 48-unit memory care facility over subterranean parking on an existing parking lot northwest of the Hierba and Acena drives intersection, behind Vons. When presented in October, Remington officials were not able to say how much the expansion will cost to construct nor give an estimated timeline for the project.

Johnston-Collins, a 29-year teacher in the district, contended in her lawsuit that the district failed to take steps that were recommended by former Associate Supt. Tracy Hogarth following her investigation of a Sept. 15, 2015 hostile work environment complaint filed against the district by Johnston-Collins, complaining of conduct by three outspoken district administration critics: Kim Garnier, Chris Garnier and Keith Wilson, who is Kim Garnier’s father. The lawsuit said that Hogarth’s investigative report, dated Nov. 21, 2015, concluded that Johnston-Collins was subjects to third-party harassment and exposed to a hostile work environment drawing from the Garniers and Wilson making repeated reference to an affair John Collins had in 1980 while the assistant principal of Twin Peaks Middle School. While Johnston-Collins was not named as a participant in this affair, the lawsuit said many PUSD staff members in the audience knew it was her. The lawsuit also said that Johnston-Collins received many sexually harassing emails to her district email address, where board members,

The employees were reportedly told by management to not use the Phil’s parking lot so its limited spaces could be available to customers and to park off-site. Following neighborhood uproar, Phil’s reportedly made other parking arrangements for its employees, though even this month some employees have reportedly been seen walking between Westwood and the restaurant since they still park their vehicles in the residential neighborhood. While the petition’s overnight timeframe would have no impact on the Phil’s vehicles, anger bubbling over the onslaught of vehicles from two entities meant that by June the resident-led initiative had reached the required 75 percent support and proponents submitted the paperwork to the Rancho Bernardo Planning Board and Rancho Bernardo Community Council. Both groups, along with the Westwood Club, were asked by the city to weigh in on the matter before city officials considered implementing the parking ban. Residents initially wanted their area turned into a residential parking district, but were told by city officials the area did not qualify. The city also raised the required number of petition supporters from a majority to 75 percent to make sure it had sufficient community support. Early on the Westwood Club’s board said it supports the petitioners. But gaining support from the planning board and community council has proven more difficult, with few members of either group expressing much sympathy for the Westwood residents — often saying they just need to clean out their garages and use their driveways — and characterizing the residents as just not wanting “others” from parking on their city-owned streets. Despite newspaper and web articles on the petition efforts, Waterbridge residents and those in the nearby Westwood Townhomes I and II complexes packed the community meetings this summer saying they knew nothing of the situation until just then and

her supervisors, members of the media and/or lawyers were copied. Collins himself filed a claim against the district on Sept. 26, saying the school board violated state law by not offering him a requested classroom teaching assignment. The claim contended that while the board was within its right to terminate Collins’ administrative contract, the members of the board made a mistake by not giving him the opportunity to return to the classroom as a tenured teacher. The claim cited sections of the state Education Code , which says that a school administrator or supervisor, after having completed a probationary period, becomes “a permanent employee as a classroom teacher.” It noted that Collins obtained his California single subject teaching credential (English) in 1984 and the credential is valid until June 1, 2018. If the district wanted to terminate his status as a tenured teacher, it should have held a hearing within 30 days of Collins receiving charges, said the claim. No hearing was ever scheduled. All three lawsuits are currently ongoing. The district began the process of replacing Collins on July 21. The permanent replacement is expected to be hired in late January or early February. pleaded for the petition to be rejected. The townhomes representatives objected because they said the Waterbridge vehicles would be transferred to their streets and they do not have two-car garages like the single-family homes have. Waterbridge residents said they are not happy with parking in the neighborhood, but have no choice since a deeding system established when Waterbridge was converted from apartments to condos over a decade ago created a severe shortage of free-for-all parking spaces within the complex. Due to the natural ebb and flow of vehicles throughout the day and night, when spaces were not deeded there was reportedly little if any overflow into the neighborhood. To find a solution suitable for everyone, in June the board and council delayed voting on the petition for three months so a coalition committee with representatives from all groups could try to find a solution. In September, both panels tabled their votes for another three months since Waterbridge was exploring ways to increase on-site parking. One proposal is to have tandem parking, though it requires a variance by the city if the complex cannot come up with the money to build garages over one of the two rows of tandem parking spaces required by city rules. With no one on either side at the planning board’s Dec. 15 meeting, the group questioned if ban proponents still support the petition and tabled its vote until its Jan. 19 meeting. The community council is to vote on the petition at its Jan. 5 meeting. Some board members said the threat of a ban has done more to push Waterbridge to find a solution in a few months than it has in 10 years and said, if rejected, progress might come to a halt again. Westwood residents sought a ban in 2006, but Waterbridge successfully blocked it saying it just needed “a little more time” to find a solution. Once the issue died down, little if anything was done to fix the complex’s parking shortfall. Another hitch announced at the Dec. 15 board meeting was that the police department has reportedly said it does not have the resources to enforce the ban, so even if enacted, it might not solve the problem.

New community center advances (sort of) BY STEVE DREYER City Council members in April tackled a good problem – how best to spend some of the city budget’s abundant reserve funds. At the end of a non-binding workshop, the council wholeheartedly endorsed a staff recommendation that the largest chunk, about $9.2 million, be applied as a down payment toward construction of the new Mickey Cafagna Community Center at Community Park. The project at the time was projected to cost $19.2 million, including proposed upgrades to the nearby municipal swim center. The balance of the construction costs were to be financed through sale of certificates on participation, the same financing tool used to build City Hall and the sheriff’s station a decade ago. The idea of tearing down the existing, aging community center and nearby senior center, and combining the two uses into one building had been discussed on and off for over a decade. The idea was shelved during the Great Recession and by the

Poway YANA makes sure housebound Powegians have a merry Christmas BY EMILY SORENSEN Christmas was extra bright for a handful of Poway seniors thanks to the Poway Sheriff Station’s Senior Volunteer Patrol and its You Are Not Alone program. Volunteers took time on Dec. 21 to put together gift baskets and deliver them to nine of the 13 participants in the YANA program, which checks on the welfare of housebound Poway citizens. Several YANA clients were out-of-town with family, said SVP member Marie Allin, adding their gifts would be delivered when they return home. The Senior Volunteer Patrol handles many tasks for the station, including doing phone calls and visits for the YANA program. The volunteers make sure the YANA participants are eating, that they aren’t sick or injured, and that they are not being abused or taken advantage of by their family or caretakers. Participation in this program is free. This year’s Christmas presents included a throw blanket, a box of cookies, hand warmers, a flashlight, a puzzle book,

board, they wondered. Enter the San Diego YMCA. In October, the non-profit submitted a proposal to build a branch building at the park for roughly $9 million instead of one constructed and operated by the city. How soon the building could be constructed would depend on what percentage of its cost the city would be willing to assume. Without committing one way or the other, the council in October supported having the YMCA conduct and pay for a public opinion survey to determine if there is a need for a branch in Poway, what programs and services might be desired and whether local families would be willing to join the organization. The telephone survey, launched last week, will include between 600 and 800 randomly selected households in Poway and the surrounding area, City Manager Tina White said. (The YMCA is also considering building a branch in the Rancho Bernardo/4S Ranch area.) Several of the questions will be Poway-specific, she said. A report on the survey’s results should be ready for council review in late-January or early-February, she said.

OUR READERS WRITE Postpone water hike The Dec. 12 letter headlined “Water hike unconscionable” by Mike Hadjiaghai was 100 percent correct on the proposed Poway water rate increase. As a 30-year resident, I have spent considerable time and money redoing by landscape, including taking out grass and going to drip irrigation. Many of my neighbors have done the same things. We were asked to conserve water and I think all of us tried to meet the goals. What is the reward, year after year? Higher water and sewer prices. Something does not seem right about this outcome. Sellers should resign I just read of Ella Smith's mature and poised response (Dec. 22) to the pompous arrogant ones by Poway Unified School District board member Charles Sellers and commend her for not being bullied by this pompous ass. It's pathetic to see another white, middle-aged male threatened by an intelligent and strong woman and his name-calling reaction. He criticizes not only Smith, the student board representatives, but newly-elected representative Darshana Patel for not supporting his transparent agenda of controlling the board. He's caught criticizing both when his mic picks up his despicable comments especially calling student Smith a “coward.” Who's really the coward here? Sellers is undermining trust among board members and his constituents. If he wants the “magnanimous thing” done as he states in his criticism of Ms. Patel, he should immediately resign his seat and position from the board. Meeting expectations

E

very holiday season I am reminded of the works of Charles Dickens. His “A Christmas Carol” and “Great Expectations” can provide valuable insight for our Poway City Council. A recent decision by the council, where three members turned down a staff recommendation supporting an affordable housing project adjacent to the Circle K on Twin Peaks Road, generated quite a bit of buzz. Most of it led to the perception that the city was acting more like Scrooge than Santa Claus.

It has been said that perception can become reality. Let us hope that the City Council’s practice of making well-informed decisions — albeit often difficult and unpopular — remains the expectation and not the exception. Poway must not become a microcosm of what is happening elsewhere in the country, where people get a little bit of information, leap to conclusions and then only accept other opinions or supposed information that is consistent with a now-entrenched belief, even when solid evidence is presented to the contrary.

Syria is Obama’s Rwanda

T

he Obama administration ends not with a bang, but a sorrowful whimper. We have the juxtaposition of a president golfing in Hawaii while the remnants of starving and battered Syrian children are bussed from the rubble of Aleppo. So much for the “Leader of the Free World.” President Obama abandoned his “leading-from-behind” policy to not leading at all. Russia, a Third World country with nuclear weapons, moved into the Middle East with military force because President Obama left, nay created, a vacuum that Russia, under a strong leader, simply filled without paying a price. Even the Democratic Party candidate selected to replace him offered more robust ideas, including a “no-fly zone” and a sanctuary on the Turkish border. Our current risk-averse president, who could not even bring himself to enforce a red line that he had personally announced, was not as strong as Hillary Clinton. Aleppo, which is Obama's Rwanda, was simply the culmination of a completely flaccid foreign policy, enunciated by the most foppish secretary of state the president could have found. It's no wonder that Russia — facing the overwhelming might of our U.S. Sixth Fleet — felt emboldened to bring a mere squadron of Russian aircraft into Syria. Either our intelligence could have warned Obama that “the Russians are coming” and he could have warned them away (assuming the Russians would have taken him seriously) or our FA-18 fighter pilots would have made short work of it. But from that toehold the Russians flew support and the Syrian Army counterattacked and pounded Aleppo. It was a toehold that

could have been avoided altogether by cratering the runways with little loss of life, although that really was the purpose back in the day ... causing loss of life until the enemy desisted. (That was back when America actually won wars.) But once Russia was safely on the ground, the Syrian army and air force, with Russian bombers, felt they could safely attack rebels and hundreds of thousands of civilians in Aleppo. Yes, Virginia, the knee bone is connected to the thigh bone and thousands of innocents died because while we were playing by the Marquis of Queensbury Rules, the Syrians and the Russians were playing by the Marquis de Sade's Rules. (Sade always wins.) It was sins of omission, not sins of commission, that led Aleppo to be Obama's Rwanda. It's terrible to have such a legacy, but he earned it. Unfortunately for him, what was to have been his legacy was Obamacare, but the great flaw in that was that the insurance premium increases that came due on the month before the national election contributed to, but didn't cause, his candidate's political demise. The wreck of Obamacare, and the coming cancelling of so many of Obama's executive orders, leaves the outgoing president with few items on the plus side, and Aleppo as one huge negative on the minus side. The president can't recoup his legacy by granting thousands of pardons that endanger the public, or by assigning a “permanent” status to the offshore drilling in sections of the Arctic and the East Coast. Unfortunately for him, he gave future presidents a roadmap to avoiding laws with his treatment of immigration law: simply ignore them! Reach Hemphill at ahmephill@cox.net.

To be blunt, any new project has some impact on traffic. The traffic impact from this project would be minimal, as the current level of service on Twin Peaks would continue to be a “C” with or without the project. When reviewing the “character” of the neighborhood, you would be hard-pressed to produce a better canvas for an affordable housing project. It fronts a transportation route and is dropped between a church, convenience store and soccer park. It seems apparent from dissecting this project that there is a possible problematic ignorance, by both some members of the council and the public, regarding obligations to provide affordable housing. California housing law requires that each city be allocated its regional “fair share” of affordable housing units. This is accomplished under formulas through the Regional Housing Needs Assessment and adopted into a city’s general plan housing element. The Twin Peaks Road project would meet the low- and moderate-income categories required under RHNA. In fact, following public hearings over a decade ago, the City Council at that time made a

necessary (though certainly unpopular to some) decision and placed an affordable housing “overlay zone” designation on this property, which helped provide for the approval of our housing element by the state. That council provided the current council a contested-but-easy lay-up. That was the expectation. While public discourse is vital, it is a dangerous road traveled when expert opinions and analysis done by city staff are dismissed by council members who seem to put more stock in the quantity of the dissenters rather than the quality of opinions and information provided to the council. The latter should be the expectation. The original “Great Expectations” had an unhappy ending. Following comments the ending was too sad, Dickens rewrote it. While the ending to this affordable housing property saga could still be re-written, it is a no-brainer that the necessary decisions being made by our local leaders should meet our great expectations. The Poway High boys lacrosse team picked up its second straight such banner in 2016. The Titans beat Torrey Pines for the second consecutive year in the Open Division final in May, and have established themselves as the powerhouse program in the county. Kellan Cutting made 15 saves in the championship match, a 7-6 win over the Falcons. “I wouldn’t want to win more against anybody else,” Poway senior Jake Fiske said afterwards. “It’s just that deep rivalry. We’ve been going at it my entire high school career. Every game with them is just a street fight.”

RBHS girls golf wins first section title in dramatic fashion Rancho Bernardo High girls golf coach Tim Steigerwald thought history was repeating itself on the final day of the San Diego Section Girls Golf Championships in November. As the Broncos wrapped up their play at Admiral Baker Golf Course, the online scorecard showed that Torrey Pines was ahead by one stroke. It looked like a seventh straight second-place finish to the Falcons was on the horizon for Rancho Bernardo. But then a scoring error was discovered and it turned out the

minutes,” Steigerwald said. “We went from winning to throw up to celebrating. Most of the girls were crying.” It was the Broncos’ first section championship in program history.

Nighthawks soar to top in girls volleyball, soccer It was a special year for the Del Norte High girls volleyball and soccer teams, as both programs captured their first section championships in history. The Nighthawks’ volleyball team claimed the outright Palomar League title in their first year in the league and followed it up with a San Diego Section Division I crown. Del Norte swept Otay Ranch in the final in November behind the strong play of Malia Kay and Kija Rivers. Meanwhile, on the pitch, the Nighthawks’ girls soccer team got a late goal from Doriana Moul to beat Scripps Ranch 1-0 in the section’s Division I championship game in March. The victory capped a 16-6-2 season, which also featured an Avocado East League title.

Broncos’ Abas fueled by runner-up finish at state Sophomore following in footsteps of his dad, uncle BY TERRY MONAHAN Jaden Abas remembers the moment as if it was yesterday. The freshman at Bakersfield Frontier reached the 120-pound championship match at the State Wrestling Championships in Bakersfield, but lost to Justin Mejia of Clovis. It was Mejia’s third state crown. And it has become the motivating factor for Abas, who is now wrestling at 126 pounds at Rancho Bernardo this year. “After that match people kept telling what a great season I had for a freshman,’’ Abas recalled. “But I was so upset at the time it really didn’t help.’’ Instead of feeling a sense of accomplishment, the 5-foot-6 Abas has not forgotten the pin he suffered in 3:35 in the finals. He didn’t fall into a funk because the year-round wrestler had to move on to the next season. But Mejia is still very much on Abas’ mind. “That match has been in the back of my mind ever since,’’ Abas said. “Still is. I’m not over it yet. “I can close my eyes and still see running up onto the stage, shaking hands, running off the stage, standing on the second-place step. “When you feel pain like that, going on and

wrestling legacy in this country. His dad Gerry was a three-time state finalist who went on to coach wrestling at Fresno State. Jaden grew up running around the Bulldogs’ wrestling room. And his uncle, Stephen Abas, captured an Olympic silver medal at 55 kilograms (121

pounds) at the Summer Games in Athens, Greece in 2004. Jaden was just 4 at the time, but the impact of an Olympic medal was not lost on the life-long wrestler. “Dad went to Athens to coach my uncle and I saw the silver medal in a case when he got home,’’ Jaden said. “It was the biggest medal I’ve ever seen. “I told my teachers a few years later and they were astounded someone in my family had an Olympic medal. “When people find out about the medal for the first time, it’s a good topic starter.’’ Now 16-2 for the season, Abas is ranked No. 1 in the state at the moment as he continues his drive back to Bakersfield. “There’s always a degree of struggle being the new kid,’’ Abas said. “I had to start over. Being second in the state last year wasn’t with them. “In the short time at RB, they know what my goal is — stand on that top step of the award podium at Rabobank Arena in Bakersfield. “I’m glad I made it last year because it gave me three more chances to get a state title. If I was a senior last year, losing the finals would have been horrible.’’ Added Rancho Bernardo coach Joe Eddie Terribilini, “He’s never shown he’s better than anyone else in the room. This team is on a mission and so is Jaden.’’ At the moment, he’s just enjoying the moment until it gets a little closer to the 2017 state finals.

Eagles’ girls volleyball team wins school’s first section title Just when it looked like the Maranatha Christian girls volleyball team was going to have to settle for second place, it put together a rally that will forever be remembered at the school. Down 2-0, the Eagles took three straight sets to claim their first San Diego Section

championship in any sport with a 20-25, 15-25, 28-26, 26-24, 15-13 victory over Horizon Christian in the Division IV final in November. Outside hitter Amy Buffini led the way with a game-high 26 kills to go with her five aces, while twin sister Alysha Buffini set for an offense that registered 59 kills.

Del Norte’s Altice wins two medals at state Michelle Altice will go down as one of the most talented athletes to ever step foot on the campus at Del Norte High. She will also be at the top of the track and field record book. Altice became the first in school history to win a medal at the state track and field championships in June. The then-senior went out with a bang, finishing fourth in the girls shot put and fifth in the discus at Veterans Memorial Stadium in Clovis. Altice had a mark of 45-feet, 1.25 inches in the shot put and 146-05 in the final round of the discus.

Broncos, Titans football gives community a treat The Poway High and Rancho Bernardo football teams collided in November in what was the most anticipated regular-season game ever played between the two. It was the first time both squads entered the annual showdown with a 9-0 record and ranked in the top-10 in the county. A crowd of over 4,000 at Poway watched the two battle it out for bragging rights and the

Palomar League championship. In the end, Rancho Bernardo came out with a 35-14 victory behind running back Milan Grice’s 159-yard, three touchdown performance. “This is an amazing feeling,” Grice said afterward. “We knew it was going to be a great atmosphere and a lot of people were going to be here. This felt like a college game.”

The Broncos’ Chasen Blair holds several records at the school.

Chasen Blair is currently a senior at Rancho Bernardo, but he already holds several of the wrestling records at the school. Blair, who will wrestle at the University of North Carolina next year, had a junior season full of smashing records and it finished with a fifth-place finish at the CIF State Wrestling Championships in Bakersfield in March. Blair owns the school record in career wins, pins, takedowns, wins in a season and takedowns in a season. He will have a chance to add to those numbers this season, as he is ranked No. 1 in the state at 195 pounds.

Hamson raises the bar at Poway High Eli Hamson continued to push the limits and it just might leave his name at the top of the Poway High record books for quite some time. The pole vaulter broke the school

record several times in 2016, graduating with the all-time best mark at the school of 16-feet. Hamson earned a trip to the state championships where he cleared 15-8 in the final. That was good enough for a seventh-place finish.

The Poway High boys cross country team came out on the right side of that margin in November. The Titans edged Palomar League rival Mt. Carmel by one point, 78-79, to capture the San Diego Section Division II championship at Morley Field. It was the first section title for the boys team since 2009. Senior Jarett Chinn led the Titans on the

3.1-mile course with a fifth-place finish in 16-minutes, 28-seconds. Michael Downs, also a senior, came in 10th in 16:37, while teammates Kit Carter(18th in 16:53), Tyler Neal (21st in 16:58), Kyle Kesler (24th in 17:04) and Zach Kraft (44th in 17:38) followed. “The biggest thing for us, we really closed at the end of the race,” Titans coach Bruce Jackson said. “Our guys, as a group, passed 27 runners in the last mile.”

Local favorite pianist Ines Irawati, who is a regular performer at the library, will be joined by cellist Sophie Webber at 6:15 p.m. Wednesday, Jan. 11 to perform works by six composers. She’s an amazing collaborator and it is really hard to find a good pianist to do chamber music.” Getting to play a concert in the library’s classical music series is a difficult feat, as slots fill up early, Irawati said. This concert is a special add-on for the season. “Harvey Levine (who organizes the concert series) saw us perform in Encinitas and loved us,” said Irawati. “He added an extra concert for us, which is unusual. It’s awesome, a real privilege.” Irawati said she loves the atmosphere that libraries have, especially for concerts. “It’s a small venue, so the audience can really feel the energy (of the performance) close by,” she said. This concert is free and open to the public as part of a series of classical music presentations by the Rancho Bernardo Friends of the Library. Free-will donations for the musicians are encouraged. NSD Business Chamber holds holiday mixer

orth San Diego Chamber of Commerce held its holiday mixer on Dec. 14 at Z Code Media in Rancho Bernardo. The event was catered by Carvers Steaks & Chops and an assortment of sweets were provided by Tailored Desserts. Chamber officials said nearly 190 people attended. In addition, around 125 new stuffed animals were collected for the San Diego Regional Law Enforcement’s Teddy Bear Drive benefiting patients at Rady Children’s Hospital.

Parents’ resolutions for the new year

L

et this be the year you resolve to become a better parent to your children by assuming your proper role as a benevolent dictator in your home. In 2017, no gifts will be played with, used, spent or consumed until the thank you note is written. It may be too late for this Christmas, but you can still enact this resolution retroactively if you choose. Even with small children, this can be done by having them dictate to a writer and then sign the note. I promise you that the importance of thank you notes has not diminished with advances in technology, and there is not one gift giver in the entire world who doesn’t

appreciate a handwritten note of thanks. Moving on, how about household chores? Beginning at age 3, if you haven’t done so already, resolve to assign your children daily chores to help them learn about contributing for the greater good, without compensation. Do you find yourself spending a greater percentage of your time in your role as parent instead of spouse? In your family, the relationship of primary importance is the marriage relationship. Resolve now to put your marriage first, to make it a priority and to make sure your children understand that. One of the greatest predictors of success in life

is coming from parents whose marriage was solid. If you’re a single parent, resolve to take good care of yourself and have an active, adults-only, social life. When do you carve out adult time? Determine when is the best time for YOU to put your children to bed, and stick to it. This allows time for spouses to reconnect and relax, and for single parents to enjoy quiet time. Decide that family dinners are a very important part of children’s development and resolve to eat together at least five nights a week. If your children’s schedules make that impossible, resolve to cut back on their

extracurricular activities. And, while we’re talking about dinner, be sure not to customize your children’s meals at home. Eating out is when your kids get to choose their food, not at the family dinner table. If you’re concerned that your kids have too much, they probably do. Resolve to not give them everything they want, even if all their friends have one (namely, cell phones and cars). Teach your children that if they really want something, they will have to work to get it and pay for it themselves. Spend much more time teaching and practicing manners and good character traits than academics and sports skills. When you consider your mission for your children, remember that what matters most in life is not academic and athletic achievement. It is possessing good character and being responsible, resourceful and respectful. Keep your eye on that prize as your children grow. As I wrote in the

November column, find regular volunteer activities in which your children and you can participate. Teach them, in every way you can, that the world does not revolve around them. Consider switching up your gift-giving habits. Instead of purchasing overpriced toys and technology encourage them to develop hobbies. Take your children on day trips and longer trips, to museums, cultural events and other experiences that will result in lifelong memories. I believe it’s reasonable to assume that all parents want their children to grow into adults who are humble and modest, and who understand the importance of being of service to others. Resolve to do these things and you will fulfill your mission as a parent. NEWS BRIEFS Volunteer at Lake Hodges Volunteers are needed on Wednesdays and Saturdays, now through March 2017, to help the San Diego Zoo Institute for Conservation Research plant 1,000 prickly pear cactus south of Lake Hodges at Bernardo Bay. Once planting is complete, ICR will begin propagating plants for future restoration efforts by collecting cactus pads from Lake Hodges and the Safari Park’s Biodiversity Reserve. Survey: Region’s business outlook improves (CNS) — The San Diego Regional Chamber of Commerce's survey of area business optimism, rebounded to close to its average level one month after hitting a new low. The chamber's business forecast has swung back and forth dramatically most of this year, a trend that continued with results of a mid-November survey of 200 chamber members. They were asked whether, in the next three months, they expect to increase or decrease the number of employees or hours they work, earn more or less revenue, and experience better or worse business conditions. The index ranges from 100, completely optimistic, to minus-100, or totally pessimistic, with zero being neutral. Last month, the survey produced a score of 18 — near average — after dropping to 9 the month before. Chamber officials suggested the low point was a by-product of the “rancorous”

presidential election campaign. “With the election season behind us, the San Diego business community has regained optimism and is looking ahead to 2017 with the outlook just a point shy of the year-long average of 19,” said Dino D'Auria, executive vice president and chief banking officer at Silvergate Bank, which sponsors the survey. “While there are many pressures on businesses going into 2017, this improved outlook is a good indicator that county businesses are prepared for the road ahead,” D'Auria said. Half of the businesses questioned believe the situation in their industry will get better, the highest since March. Those that expect to add employees, as well as those that say they'll expand their workers' hours, rose 10 percent. The strongest gains came from small- and medium-sized businesses and those in the city of San Diego.

e recently spent a long weekend at Disneyland. Three hotel nights were needed and my bride found a place within easy walking distance of the front gates. The price was right and breakfast was included. Down the street was a more expensive hotel that we decided against since it required a shuttle bus. We proceeded to our destination, only to discover it was, put politely … depressing. The rooms smelled funny and the breakfast area was shoehorned into the tiny lobby. The room was OK, I guess. There was just nothing special about it. Of course, we were just resting our heads there at night, so no big deal, right? Since the thought of eating there wasn’t very appealing, we went out each day. Total costs of our three breakfasts equaled the difference for staying at the pricier hotel. Shuttle notwithstanding, the more expensive choice would have been the wiser one. What had originally persuaded us to make our buying decision was the beautiful photography of the rooms on our selected hotel’s website. Positive online reviews helped too. I’ve drawn three conclusions from this experience: 1) People posting online reviews don’t

necessarily have the same priorities that I do; 2) I’m at a point in my life where spending a little more to guarantee comfort overrides the annoyance of taking a shuttle; and 3) A good photographer can make something mediocre look great. This last item is worth considering as you’re developing your own marketing materials. While many businesses rent stock pictures, others only want original (and proprietary) photography. It’s true that stock photography is less expensive. However, renting photos runs the risk that other companies in your market or your industry will be using the same shots to market themselves. That’s like showing up at a dance and seeing four women all wearing the same dress. Investing a little more and hiring a talented photographer lets you tell a comprehensive story and persuade your prospect with a single image. Naturally, you must also deliver good quality, competitive pricing, premium location and positive online reviews to close the deal.
