Up wi th P e o p l e t o S tag e at Florida Sout h e rn College For the first time in more than 20 years, Up with People will train their international cast in a new location. From January 11 – February 11, 100 young people from more than 20 countries will attend Up with People’s four-week staging and orientation program on the campus of Florida Southern College as they prepare for their five-month international tour. Additionally, many of the Up with People cast members will be taking part in a unique academic program offered by FSC, designed to enhance Up with People’s experiential learning program by offering a full semester’s worth of college credit to qualified students.
Dr. Anne B. Kerr, president of Florida Southern College, expressed her excitement in hosting Up with People. “We have long admired the important work of Up with People to bring about international understanding and develop compassion across boundaries. The work they are doing ties closely with our mission to provide our students with a broad international understanding and a commitment to leading lives that will make a positive and consequential contribution to society. We are pleased to be their educational partner and now their host site for staging,” she said. In early October, Up with People representatives began recruiting families to host international cast members during their four-week stay in Lakeland. Families can choose to host for the entire four-week program, or can choose either the first two-week session (Jan. 11 – 25) or the second two-week session (Jan. 25 – Feb. 11). Families will share their traditions and local attractions and the cast members share their experiences and cultures. “It is a great opportunity to experience other cultures while sharing your own,” explained Abby Hull, UWP Promotion Representative in Lakeland. Local host families are asked to provide a bed, local transportation at the beginning and end of each
day, as well as breakfast and most dinners. While attending rehearsals, participating in cross-cultural training sessions, and engaging in service projects during the day, cast members will be home with the family most evenings to participate in their activities and interests. Each host family will receive complimentary tickets to the Up with People’s newest production, Voices, which is themed around the power and the irony of communication in today’s global climate. The aim is to leave the audience feeling empowered to connect, communicate and create positive change in their communities to “...rise above the noises, and listen to the voices of the world.” The show will be held on the Florida Southern campus at Branscomb Auditorium on Saturday, February 9 at 7:30 p.m.

Chamber Members Celebrate 100 Years in Lakeland
It began in 1912 as a dream and vision of H. B. Zimmerman. What was then known as the Florida National Vault Company is now known to most locals as Cement Products & Supply Co., Inc. Zimmerman once commented in the early days of the company that “you are living in the concrete age and we are in the concrete business.” The focus of Cement Products & Supply has remained the same for 100 years - the manufacture and distribution of concrete and masonry materials. This Lakeland landmark provides concrete block and clay brick products to Central Florida companies and individuals from its original location at 516 West Main Street near downtown. Over the past 100 years, Cement Products has survived the Great Depression, the booms and busts in the Florida construction market, a devastating fire in 1986, and the current economic crisis, to become one of the oldest companies in the industry and our community. After graduating from Georgia Tech, C. W. “Connie” Zimmerman returned to Lakeland in 1936 to join his father in the business, and helped make Cement Products one of the early companies to adopt modern methods in the manufacture of concrete block that became essential to the post WWII boom in Florida. Third and second generation owners Barry Zimmerman and Jim Russell carry on the company tradition of personalized service, incredible experience, local dispatch, and “straight-shooting” with both suppliers and customers. These traditions help the company continue to meet the needs of customers and to maintain its position in a challenging industry. There are few places in Lakeland you can stand without seeing a Cement Products product. In 1945, Cement Products was one of the first investors in a newly invented block production machine. The original hand-cranked machine can still be found on-site in storage. This enabled the company to grow rapidly with the post-war baby boomer era. The company has recently developed a patented LEED-certified block product which will take the company into the new century. Cement Products has helped build Lakeland through the years by supplying masonry materials to many notable projects - landmarks like Lakeland Regional Medical Center, Watson Clinic, Curtis Peterson State building, Polk County Court House, Polk State College (both campuses), the recent additions to the Florida Southern College campus, and approximately 20 complete schools including George Jenkins High School, Tenoroc High School, Lake Gibson High School, Highland Grove Elementary, and Spessard Holland Elementary. Cement Products & Supply feels their longevity and success can be attributed to providing a quality product with timely and personal service at a fair price. In addition, their success is based on solid relationships with their customers, suppliers and competitors. After the fire in 1986, their competitors immediately called and offered block at discounted prices for the approximately three months it took to rebuild the plant and install new equipment. It was a testament to the respect for Cement Products in the industry. Barry Zimmerman and Jim Russell continue the family tradition at Cement Products as they guide the company into its second century of serving the construction industry in the Lakeland area. The owners maintain an active role in local civic life. Barry has played percussion in the Imperial Symphony Orchestra since 1967, and is also involved with Lakeland Community Theatre and Theatre Winter Haven. Jim is a second generation Rotarian, active in the downtown club. Both are active at First United Methodist Church, and the company has been a loyal Chamber member for almost 20 years. The current management team of Barry, Jim, Gary Clements, and Ron Hatfield would like to thank the construction industry and the Lakeland community for the many years of loyal support. 8

In October of 1912, the Rev. Louis C. Wambsganss, pastor of Zion Lutheran Church in Tampa, was invited to Lakeland to investigate the need for a mission church of the Lutheran Church Missouri Synod. Pastor Wambsganss met with six individuals in Munn Park: F.O. Gercken, F.S. and R.F. Lineberger, Ed Rader, and Mr. and Mrs. H.W. Vogler. The group created a constitution and bylaws and decided the new church would be named St. Paul German-English Evangelical Lutheran ChurchMissouri Synod. Cumberland Presbyterian Church hosted the fledgling church. But, when Sunday School classes began on November 16, 1912 conflicts in scheduling forced the new church into the Herron Theatre on Main Street. Services continued at the Theatre until summer 1913 when church leaders applied for a $1,000 loan from the Church Extension Office of the Missouri Synod. On November 1, the loan was granted and the church purchased two lots on the corner of MacDonald Street and South Tennessee Avenue for $950. One lot was sold and the proceeds purchased the supplies to build the new church building. On November 2, 1913, the congregation voted to change the name of the church to St. Paul Lutheran Church. In six weeks, the new church building was erected, just in time to hold its first service on Christmas Day in 1913. In February 1914, Rev. Wambsganss’ father, Rev. Frederick Wambsganss of St. Peter’s Lutheran Church in Columbus, IN, offered a dedication message in German along with a $40 donation from his congregation. Rev. Louis Wambsganss offered the afternoon service in English, and the Zion Lutheran Church chartered a rail car to carry the congregation and the altar and pulpit coverings they had donated to the new church.
In 1930, during the tenure of Rev. Walther C. Wesche, the church obtained a loan for $2,000 to build a parsonage. The church also organized a Walther League (named after the founder of The Lutheran Church-Missouri Synod) for the congregation’s youth. As the church grew, the building required adjustments. In 1932, the original structure was moved to the back of the property, the sanctuary was remodeled, and a tower was added to the front. In 1937, the congregation voted to become selfsupporting. As the music ministry of the church grew, the St Paul Lutheran Church choir was established in 1945. With the turmoil of the War, the choir began as a small all-girls group. Three of the original members of this choir are still church members today: Beth Bregler, Ruth Brice, and Dot Varn.
1951 Plans were drawn for the Education Building. In 1951, the Lutheran Women’s Missionary League was organized. In March 1952, Rev. Wesche gave his farewell sermon after nearly 25 years as St. Paul’s pastor. Rev. R. A. Hingst became the church’s pastor in August 1952 and helped to establish a building fund to move the church to a larger location. In 1953, the congregation purchased property in North Lakeland for a mission congregation that in 1964 became Christ Lutheran Church.
1954 The church purchased land on South Florida Avenue at Skipper Lane and dedicated a new sanctuary in summer 1956. In 1964, the first Kindergarten class at St. Paul Lutheran began with 19 students, and by 1966 43 students were enrolled. Again, new buildings were required and by 1971, an education wing, expanded sanctuary, new offices and additional seating were all in place.
1972 Rev. Hingst retired and the church welcomed Rev. Wilbern Michalk. In 1974, it was determined that preschool, first grade, and day care would be added to the existing Kindergarten program. By 1980, a new twostory education wing was built to accommodate the school’s growth.
1982 Rev. Michalk accepted a new call and Rev. Edgar A. Trinklein came to St. Paul Lutheran Church, and in 1984,
In 1993, the congregation voted to purchase 20 acres on Harden Boulevard. Over three years, the church raised $1.7 million to begin “Phase 1,” relocating the school. In 1996, the 17 acres adjacent to the school were purchased, making way for “Phase 2.” In 1998, Rev. Dennis Goff accepted the call as the sixth Senior Pastor of the congregation.
2002 The construction of a sanctuary was approved at Harden Boulevard, and the growth continued. By 2006, the congregation saw the beginning of the Hmong Ministry with 23 members. In 2010, Rev. Ron Pennekamp assumed the role of Pastor. Through it all, the same statue of Jesus Christ has remained with the church. First purchased by the Sunday School children to stand at the altar of the original 1913 church, the statue now stands above the baptismal

OMS GROUP, INC. Dutch Ireland has been promoted to Vice President of operations. Dutch joined OMS in 2010 as the sales manager. He has over 25 years experience in the insurance and workers’ compensation arena specializing in underwriting, product development and client maintenance. He will focus on the overall operations of the company. Also, Wade Luke has joined OMS as a Benefits Account Manager. Wade comes with years of experiences as a benefits consultant, account manager and enroller. He is a graduate of Florida Southern College. As an experienced Licensed Health Insurance Agent, he will coordinate the benefits enrollment process and provide service for OMS health and payroll clients. Also, Julie Campbell recently joined OMS as the HRIS Implementation Manager. Julie has in-depth human resources and benefits product knowledge and previously worked for Gevity. As of the writing of this article the presidential election is yet to be decided, with many polls showing President Obama and Governor Romney in a very close race. In the July Polk Progress Update, I had reflected on the historical record of presidential elections with respect to unemployment rates and the most recent rate of 7.9% missed the earlier expectation of 7.7%, also falling short of the 7% mark that has dictated the majority of recent reelection campaigns. It is yet to be seen whether the improvements are enough to compensate for the overall level of unemployment that remains. The increase in unemployment, however, was not viewed negatively as it was more a function of workers reentering the labor force than a reduction in employed people. The Labor Department’s survey showed that there were
578,000 more people in the labor force, although 170,000 had yet to find work. The increasing labor force is a further reversal of the discouraged worker effect that had attributed to part of the decline in the unemployment rate earlier in the year. Year over year, the majority of the country has shown significant improvement with 345 of the 372 metropolitan areas reporting lower unemployment levels and nearly half of them are reporting rates below 7%. In addition, wages and salaries have increased 1.7% over the past 12 months. While not tremendous, this is a positive sign given that employment levels are improving. Locally, we have seen wages continue to grow through the first quarter of this year, although we experienced a slightly muted 4th quarter in 2011, which generally
reflects higher wages attributable to the holiday season and year-end bonuses. The graph below shows the weekly earnings for Polk County since 2002 and while we can see a steady growth, we can also see fluctuations in the cyclical nature of wages. During the real estate boom, wages followed a peak and trough cycle with growth on both ends. During the downturn, we continued to see growth, however the peaks and troughs compressed somewhat. Over the last year and a half, we have seen signs of returning to the pre-downturn cyclicality. The remainder of the year will be critical to the economic growth and recovery as postelection politics will determine whether we establish a responsible federal budget or allow ourselves to be subject to the penalties awaiting should we fall off the “fiscal cliff ”.
