On Tuesday night, a large crowd gathered at town hall for a meeting of the master plan subcommittee for housing density. Many people from both the Orthodox and Senior communities came to the meeting and expressed a desire for no more density. Unfortunately, some of the subcommittee members refused to go on the record acknowledging that we need to stop all rezoning and need to reduce density. People questioned how a lawyer who represents developers can sit on a board that may be advocating for increased density. The board stressed that they are just a sub-committee that presents suggestions that may or may not be listened to. The public implored them to ensure that their suggestions restrict density rather than increase it. While several members of the sub -committee gave encouraging speeches—we will continue to monitor this committee closely to ensure that no new density is proposed anywhere in Lakewood.

On Thursday March 2nd, the township committee held a meeting. While at the last township committee meeting an ordinance allowing 5 electronic billboards died, shockingly it was back on the agenda for this meeting. Another ordinance appointed Patricia Komsa (Mike Delia’s Daughter) as the director of HR. As we previously reported, there were 13 commercial buildings slated to go up on E. County Line. At a previous meeting, residents spoke up in opposition. Someone asked—why are commercial properties even allowed on County Line? The answer is that the township committee passed an ordinance changing the zone in 2013 and did not send notice to the residents. After this was pointed out to the Mayor—he acknowledged that the ordinance was faulty and agreed to reverse it. An ordinance for first reading at this meeting reverses the faulty 2013 ordinance and going forward office buildings will not be approved in that zone.

This caused us to look into many other ordinances. What we discovered is that for many years the township committee passed faulty zoning changes adding residential to many zones that previously did not allow it and increasing density in many areas. Due to the fact that they did not send notices to the neighbors, they had no jurisdiction to make those zoning changes. While that really should instantly invalidate the zoning changes and render them null and void, unless the township is willing to acknowledge their mistake and willingly reverse the faulty ordinances (as they are doing with County Line) , a legal battle would be required to get a judge to render the faulty ordinances null and void. Many areas in town were affected by these changes and reversing them would have a tremendous impact on our town in restricting density. Notable applications on the agenda include: #3958A—8 houses on the north side of Pine St just west of Albert. Spotzoning from R-20 to R12. #3990—Rezone 4 lots to build 51 townhouses on the W. County Line just east of Pawnee!! #4013—4 duplexes (16 families and 32 cars) on small lots on Route 88 between Congress and Pearl.

Notable applications on the agenda include: Oak St—10 duplexes (40 families and 80 cars)

SP 2220—4 story office building and daycare center on north side of Pine St directly across from Albert Ave. SP 2218—Lakewood Shopping Village.

The Pine River Village threatened litigation was dropped after an agreement was reached between PRV and Cedarbridge. The potential litigation mentioned earlier in this column would be able to reverse the zoning on this land to dis-allow retail even if the planning board approves this application. There are still significant doubts as to how Pine St. could possibly function with the added strain that this shopping center would put on the areas roads.

Several people contacted us mentioning areas that have a lack of parking and asked us to look into it. What we discovered was astonishing.

At an office building at the corner of America Ave. and Cedarbridge (across from Hampshire Heights), 202 parking spaces were required and the ‘professional planner’ testified that 149 was ‘sufficient’. Recklessly, the planning board approved it with just 149 spaces without challenging the large variance at all! It turns out, that the professional planner knew that 149 spaces was insufficient but he misled the board and testified that it was sufficient as in getting his approval from the state they wanted to see less paved area and more grass. This led to a severe parking shortage. Drive by the building and you will see cars parked on the grass, in illegal spots throughout the lot and along the narrow street that the DPW uses to get their trucks in and out of DPW headquarters. DPW has requested that the township put no parking signs along that street which will further exacerbate the parking problem. This is a case in point showing how the poor decisions made by the planning board lead to real life consequences. We implore the boards not to grant any parking variances.

In another instance, an office building on E. County Line just past East End was approved with just 23 spaces. Despite the planning board engineer insisting that 33 spaces were required by ordinance, the same professional planner testified that 23 spaces would be sufficient ‘due to the nature of the building’. The result is that many cars park along E. County Line sticking out into the street causing danger to both them and passing cars. Our parking ordinances are insufficient even when they’re followed, but when variances are granted, the situation is even worse.

Drive down Oak Street and see the streets lined with cars and people getting in and out into traffic as the parking lots are too small.

There is another tactic used called a shared parking concept. This is where say a shul and shopping center are in the same area. They claim that the shul will be used when the shopping center is closed and vice versa. In reality, they both end up being used all day resulting in significant parking problems. Hopefully, the boards and township committee will see these instances and realize that adequate parking must be provided.

hen I turned 30, I didn’t mind. I didn’t worry that I was “old,” perhaps because the Mishna says that at 30 we reach our full power. Someone said to me, “You’re 30, which is almost 50, so you’re half-way dead!”

Since Math was never my forte, I just left that alone.

I didn’t even miss my hair.

40 was OK too, as perhaps I was figuring that maybe I’d get some of the wisdom and insight that’s supposed to kick in. I didn’t think I was over the hill and heading downward quickly despite all the jokes at my expense. The graying beard didn’t make me feel any less vibrant.

I imagined that I was too grounded for a mid-life crisis and that it would never happen to me. You wouldn’t see me driving a new sports car, trying to show that I am alive and relevant and young. That’s what I thought at least.

The truth is, though, that recently I’ve started to have a bit of a mid-life crisis. Not one that makes me pretend to be something I’m not, but instead one that makes me try to become something I might be.

I’ve heard the popular quote that JFK said in a speech, that the written Chinese word for crisis is made up of two symbols, one meaning danger and one meaning opportunity. Essentially, at any moment of danger there is a commensurate opportunity to be had.

This is actually untrue, or wishful thinking at best, according to linguistic experts. The symbols can’t be separated any more than the cri and sis of crisis have individual meanings (though if your sister is crying, and you did it, that MIGHT be reason for alarm.) In truth, the word more closely means a crucial point at which things begin to change. And that’s fine for me.

My crisis came about as I experienced my most recent birthday (I’ll keep the exact number Week of Mar. 05, 2017

to myself) and received many wishes of “Happy Birthday.” I thought about the wish. Should only today be happy? If so, why? Because I was born on it? If it is because I’m celebrating my day of birth, wouldn’t that make it an anniversary? If I’m being wished a good year, why refer to it as the birthday?

I’ll leave those ponderances for others and just cut to the chase. I mean, I’m not getting any younger, you know? I thought of the phrase used in reference to great people, “Ashrei Yeladeto, fortunate is the one who gave birth to him.” It means that such a person makes his parents proud by his actions. (Or her parents proud by her actions.)

To me, the words happy birthday are less a wish than a suggestion. When people wish you happy birthday, aren’t they really saying, “May the fact that you were born be a source of joy”? Whether to my parents, myself, my Creator, or my family and friends, I am being adjured to live in a way that makes people happy I was born!

So, if a crisis is a critical juncture, when something will change, then I guess I had one. I came to a point where I asked myself not whether I was getting older, but whether I was getting better!

I didn’t want to be younger; I wanted to make sure whatever youth I had wasn’t being wasted.

When you’re young you feel like you have a whole life ahead of you. You may push off doing great things until you’re done enjoying life. But as you get older you realize (hopefully) that the way to enjoy life is by using it to do things that will last long after you’re gone. It’s for making a difference in the world, which could be as simple as making a difference in one person’s life.

However, this isn’t something that only happens on a birthday. That’s when it’s drawn out to a more pronounced focus with other people reminding you. But really, every day is a great day for a mid-

SAY YOU SAW IT IN THE LAKEWOOD WEEKLY HAND MATZOS-It’s important to make sure that the wheat is planted enough time before Pesach, so that it takes root before Pesach because of “yoshon”. Besides having some verification of when it was planted, such as having a Mashgiach to inspect the fields a few days before Pesach, some also utilize the records from the insurance company that granted the crop insurance.

There are differences of opinion at what moisture percent is ideal to harvest. Ideally, is to harvest wheat when wheat is completely dry, that way it does a much better grind for flour. The issue is, that once it’s ‫( אינו צריך לקרקע‬does not need the ground anymore) if there’s any rain it can cause a chometz ‫ חמץ‬problem with the wheat growing.

Wheat flour depending on the area and the ground that it’s planted will absorb water at a different ratio than flour planted, in a different area, so it’s important to have some actual baking tests made to see which flour will absorb how much water at what rate. It’s very common to mix in wholewheat with the flour for taste purposes & for other purposes.

It also changes the ratio of absorption of the water. Others will mix different types of flour from different areas and make the dough with that combination flour, which sometimes is a problem. One should know where the flour is from. It should raise a concern if the bakery refuses to share that information.

There are various opinions re: time frame for taking the water from the well-‫מים שלנו‬. The 18-minute matzah baking time-frame begins when the water is poured into the flour and ends when the last matzos is removed from the oven.

Alert: unbeknownst to consumers, some bakeries actually go till 22 minutes.

Some will want the kneader aka “knetter” to wear nonpowdered gloves. Others are concerned that the knetter hands may sweat and if there is a hole in a glove the accumulated sweat might come through into the flour or dough, so they don’t want gloves at all. Some knetter hands were checked after they made a few doughs in a row, and wore gloves and their hands did not have any sweat.

Some want the bowls & gloves to be changed after every dough is made. Others will change the bowl & gloves after the last dough of the 18 minutes, or after every 4-6 doughs.

It’s important to check the bowl after it’s washed, that it’s completely dry. There should be a vacuum by the knetter to pick up any flour that’s in the air. All the areas around the knetter area should be checked for residual flour especially around the windows & ledges of the person putting in the water or the flour to the knetter’s mixing bowl.

Some are more stringent than others in ‫ שהיות‬/ lapses during the entire process. E.g. kneading, finning, dividing, rolling / velgerin, bringing it to reddler (perforator), reddler table, bringing to oven. ‫ שיטת הרא"ש‬/ Shitas Ha’Rosh is no lapses at all.

It’s a fact that heat of the oven is absorbed by water faster than by flour. Therefore, it’s important to work with a very dry dough, as brought down by the ‫חזון איש‬. Most commercial bakery ovens are operating at 1100°F or above.

Therefore, a dough that has a higher ratio of water will seem to be completely baked on the outside ‫נקרמו פניה‬, when in fact the inside is still not baked. When the matzo cools partially and it feels hard, it was dried but not baked.

Therefore, it’s very advantageous to work with a very dry and crumbly dough. It’s also important to have equal heat at the floor of the oven and the interior of the oven. As can be seen when making a pita dough, the heat draws the top of the dough which forms a pocket in the pita. When the matzah dough is put into the oven it should rise like a yarmulke and then settle down flat onto the oven. It will remain raised if the interior temperature is higher than the floor temperature. The top of the matzah will have the proper color, while the bottom of the matzah will be dark around the rim that was sitting on the hot stone floor of the oven, while the rest of the bottom of the matzo will be kind of whitish, because it was getting baked not from stone contact temperature, but from reflective heat.

To have the dough workable & pliable to roll out, one must knead the dough very well, or as others use what’s called Finning. The “Finner” consist of a heavy metal bar attached on one side to a metal table. The finner bar is used to compress the dough, the dough is folded and compressed again & again by the finner bar. The Finning process will increase the elasticity of the crumbly dough to make it workable. The longer it’s finned, the more pliable the dough will be and easier to work with to roll flat. The Finning tables should be constantly brushed off from the crumbs of flour accumulating even during the Finning process.

Some prefer to use wooden rolling pins while others prefer to use metal or aluminum rolling pins (easier to clean).

Some will roll on a marble or wooden table covered with paper while others will work on metal tables. The paper should be checked for starch. Be aware that the paper does draw out some of the water from the dough. The velgerers / rollers who are not very professional and experienced tend to press too hard on the dough when rolling / velgering it out which raises the temperature of the dough by a few degrees. Therefore, it’s advisable to only use very

fans near the divider wall or partition to keep the oven heat out of the perforating area.

After the dough is formed into a log by the Finning or by the knetter, it’s passed to the person who divides the log into pre-determined pieces for the velgerers. There should be people rolling or working on those pieces of dough if they are divided before they are passed on to the rollers.

The knife used for the dividing should be washed and/or cleaned on a constant basis. Others have it cleaned or changed in between every new log of dough.

It takes a very long time for the oven floor to absorb the oven heat. It may take 2-3 days. Most bakeries will keep some fire on in the oven at all times or will restoke the oven on Motzei Shabbos. Some ask for ‫תנור ראשון‬, the reason being that the oven was burned out from previous possibilities of kuh’fulois, chometz, etc. The other side of the coin is the issue that sometimes the oven floor is not as hot as the interior of the oven. Others will not want a Sunday morning because of that concern.

Some have the system that the one who starts rolling out that dough also finishes it to the proper size. Others use what’s called a “mas’chil and a gomer”, (a starter and a finisher). The dough should be rolled out in a manner that the edges and the center are the same thickness, not that there’s a thicker rim. If dough sticks to the table paper, there may be too much water in the dough, or a wet day. On a wet day they may have to adjust or decrease the water in the dough.

The rolling pins should never be kept under the person’s arms or taken out of the room at any time. At the 18 minute breaks the rolling pens should not be washed with warm water, only with cool water so they don’t get warm.

The holes in the Matzah are made by a called a multiwheeled rotary perforator (reddel). There are two types of perforators; the ones that are the narrow ones that have 4 to 6 wheels or the wider ones that have 10+ wheels and are of a heavier weight. Some just clean the wheels with a wire brush, while others at the end of the day will put the wheels and burn them out with a torch or put them into an oven.

The perforator (reddler), perforates the matzahs on a table that’s lined with paper. That paper should move at a constant basis because it tends to collect little pieces of dough from the perforator that gets stuck to the paper.

After the perforator completes his work, somebody puts the perforated matzahs on a stick that someone else takes to the oven. There should always be enough sticks, so that you don’t have to reuse any of the sticks within the same 18 minutes, as they may still be warm. In general, at the regular productions they put 5 to 8 matzos on the stick to take them to the oven. Some use unwrapped wooden sticks that require sanding down from the particles of dough that get stuck. Many have changed to the paper wrapped sticks. The paper should, changed after every time it’s used to take matzos to the oven.

The one putting the matzahs into the oven is called the “shiber”. Depending on the width of the oven, they usually work with 2-4 rows of matzahs in the oven. Some use 2 shibers, one to put in and one to take out. The interior of the oven towards the back wall is hotter than the front.

Therefore, the further to the back the matzahs are in the oven, the quicker they get baked. The shiber will usually start removing them back to front. Some shibers will move around the matzahs in the oven, or put them near the door to finish baking. Other object to have matzahs moved around in the oven and to put them by the door. After the matzos are removed from the oven by the shiber, they are put onto a table or basket to cool and sent to the packing room. Some will line the basket with a fresh cloth. Some check for kuh’fulois (folds), or soft matzos etc. at that point, immediately after coming out of the oven.

CHABURAH MATZOS: Chaburah Matzos should be made only in a bakery that has in place a relatively good system for their non-Chaburah matzos. The Chaburah should improve (not hinder) the system by bringing sufficient individuals to do certain chores, among them; Monitoring and assisting to ensure: A Dry crumbly dough, 18 minutes’ maximum from putting in water till removed from oven, how often the bowls (and gloves) get changed?

How long is the kneading or finning, cleaning off the finning tables & bars constantly, working the dough pieces by the divider, cleaning the divider knife, cleaning all crumbs from velgerers table, rolling pins should not be put under arm, washed with cool water, reddler wheels burned out, no matzah waits by velgerers, no matzah waits by the reddler, no waiting for matzahs to put on stick that takes to oven, etc. Enough sticks available, so they don’t have to reuse any stick within the 18 minutes. All Shitas Harosh, no sh-hiyas at all. Ra” shi -flour is hand ground flour.
