elize is a virtually undiscovered gem. Its Central American location and Caribbean setting provide an idyllic climate that has attracted tourists for many decades to enjoy the waters and picturesque jungle and mountain scenery. Despite Belize’s relatively small hotel and tourism sector, it actually experiences much higher-than-expected room occupancy rates. Seeking to cater for generally

increasing demand, it is now entering a period of growth in an attempt to attract more visitors to its shores. New developments both in the hotel market and in the national infrastructure will allow many more tourists to experience and enjoy the wonderful diversity that Belize has to offer. Although the tourism industry is still in its infancy compared with many other destinations in the region, this small

Owing to the small size of the country – 8,867 square miles in area and with a population of 270,000 – visitors can travel from one side to the other in a few hours. Where

DISTRICTS

On the coast, Stann Creek District is situated between the imposing Maya Mountains and the Caribbean and contains the long and winding peninsula of Placencia, one of the fastest growing tourism areas in Belize. Just north of Stann Creek lies Belize District, which contains Belize City, the business and cultural centre of the country, as well as the international airport and the majority of the population.

Belize is divided into six districts, each underling the diversity of the country. In the north, bordering Mexico, the districts of Corozal and Orange Walk are arguably the least developed for tourists, although they contain many of the most-visited Mayan ruins, national parks and animal sanctuaries. Cayo District in the west has many resorts, hotels and lodges, located mainly on the Belize and Macal rivers near the town of San Ignacio. The capital, Belmopan, is

he Belize Hotel Association (BHA) is a non-profit, non-government organisation with members drawn primarily from the country’s hotel sector. In addition, there are allied members providing services to the hotel industry, Its aim is to encourage and support sustainable growth of its members’ hotels through lobbying, national and international links, marketing initiatives and training opportunities. BHA is a participant in the major decisionmaking bodies that affect the growth, development and maintenance of the country’s tourism sector. It has active representation within the Belize Tourism Industry Association, the Cruise Ship Licensing Committee, the Tour Operator

Licensing Committee, the National Tourism Anti-Crime Committee, the Belize Tourism Board’s Marketing Committee and the National Tax Reform Committee. Membership has continued to grow since the association was formed over three decades ago. In 2008 it stands at 133 regular members and eight allied members. Benefits of membership include a presence on the recently modernised BHA website (www.belizehotels.org), networking opportunities through BHA events, training and – perhaps most important of all – exposure at some of the world’s leading travel shows and conferences as well as at trade shows throughout the region. The BHA website was relaunched in July 2007 with an online booking engine, Orchid Travel Network, for hotel reservations – the first such venture for any organisation in the country. So far, over 100 hotels have signed up for the free service. BHA has also achieved prominence in the political arena, lobbying the government for zero GST status for the accommoda-

tion sector and lobbying on social security assessment on service charges collected by hotels for employees. In addition, BHA is active in environmental protection, improved management of the cruise ship sector, the storage and selling of lobster during the closed season, and participating in the University of Belize internship programme. Looking to the future development of Belize’s hotel sector, BHA has a plan of action covering five main areas: • Membership – to increase the number of members and improve benefits • Marketing – to take advantage of new opportunities and develop a comprehensive strategy • Advocacy – to increase room occupancy and negotiate on behalf of hotels • Projects – including publications, benefit packages and the lobster project • Training – human resources, best practice awareness and additional training through partners.

hristopher Columbus was the first European to sight what is today known as Belize when he sailed along its coast in 1502. But it was not until 1511 that the first men from the Old World actually set foot ashore. These were shipwrecked Spanish sailors. Most of them did not last long. They were either sacrificed or taken as slaves by the indigenous Maya people. The Maya civilisation covered a vast area, from southern Mexico to Nicaragua. After many thousands of years of development, this civilisation reached its peak between 250 and 900 AD. By the time the first Europeans arrived in Belize, the Maya people were already in decline, with a population of 200,000 compared with over one million half a millennium earlier.

The Maya was an advanced civilisation compared with other cultures of that time. The people became excellent farmers and developed skills in architecture, astronomy and mathematics. They also left a fascinating series of archaeological remains throughout Belize that today are among its leading tourist attractions. EUROPEANS Although many of the Maya sites continued to be occupied well into the European colonisation of Central America, it was not long before numbers dwindled further. The lush forests of Belize were a major economic factor. Logging became a lucrative business for the settlers, who exported mahogany and logwood to Europe. Over the centuries that followed there were frequent battles and political struggles throughout the country between the Maya and the invaders and also between the various occupying forces. Great Britain, Mexico and Spain all fought over the land, but it finally ended up in British hands and was named British Honduras in 1840. It became a Crown colony in 1871.

Full internal self-government was granted in January 1964 and the official name of the country was changed to Belize in June 1973. However, land disputes with Guatemala and fear of invasion delayed full independence until 1981. Following severe damage to Belize City in 1961 by Hurricane Hattie, two new towns were created. Hattieville was built just outside Belize City to provide temporary housing and Belmopan was constructed in the centre of the country to become the new capital of Belize. The Belizean House of Representatives moved to Belmopan in 1971, although Belize City remains the country’s largest town and port. In the 21st century, the mainstay of the economy has turned to tourism.

T

he growing importance of tourism to the economy of Belize cannot be overstated. Since 1988 this relatively small country has recorded yearon-year increases in visitor numbers, tourism revenue and investment in the tourism sector. A comprehensive tourism master plan has been drawn up recently to show the way forward over the next 10 years and to help Belize maintain its branding position as an upmarket eco destination. A key role in managing the tourism industry is played by the Belize Tourism Board. One of its principal roles is to highlight the diversity of attractions in Belize as well as developing alliances with other countries in the region so as to provide opportunities for multi destination vacations. Belize is different from most other destinations of comparable climate and economic status. The average size of hotel in Belize is just 10 rooms. This has created a market for select visitors who are willing

to pay a premium in order to visit a top quality destination. From the beginning, the tourism policy for Belize has been based on an eco tourism model. There has been a continuous strategy of conservation and preservation, with sustainable development as a core element. This far-sighted approach is being maintained by the new government that came to office in 2008. DEVE LOPMENT The face of Belize’s hotel sector is changing, however. The tourism industry will undergo significant development in the near future. To maintain sustainable growth, new investment is coming in, with hotels of 50 to 100 rooms being planned in various locations. Belize has some of the highest year-round room occupancy rates in the world, so greater room availability and improved relationships with tour operators will be factored into the master plan.

chains are interested, any new investment would require an analysis of the environmental impact as well as consultation and dialogue with the local community and stakeholders. All aspects are considered, including sustainability and long-term viability, before an approval is granted. Development is controlled in this way so as not to jeopardise the country’s premier branding position. In the long run, all this is good news for tourists. As they come in ever greater numbers they will appreciate and abide by the eco ethic that has served the country so well for so long. And the culture and natural beauty of Belize will be preserved for generations to come.

Nevertheless, the Belize approach to growth is cautious. Although large hotel

in the north to the remarkable stellae at Nim Li Punit in the south, and from the ceremonial centre of Altun Ha on the coast to the massive Xunantunich temple near the Guatamala border, it is hard to escape the imprint of Mayan civilisation. ECO ACT IVITIES

M AYA RU I N S All over Belize, the ancient Maya people have left a magnificent legacy of ruins, monuments and temples dating from as long ago as 1500 BC. Many of these artefacts have been developed into tourist sites, complete with guides and visitor centres. From the trading centre of Cerros

The natural environment of Belize lends itself perfectly to eco activities. It is a paradise for nature lovers and the environmentally conscious. First stop for many is Belize Zoo, 30 miles from Belize City on the Western Highway. Elsewhere, visitors will find spacious national parks and animal sanctuaries. Many hotels and tour operators offer special nature treks though areas of outstanding natural beauty and diversity. Visitors can also go on so-called ‘medicinal’ treks along jungle trails that provide an often educational insight into plants

and trees with medicinal properties. Much of this knowledge has been passed down through generations of Mayans. While in jungle areas, many visitors seize the opportunity to enjoy some of the many challenging activities. River tubing is popular and is provided by many hotels. Guests are driven to an upriver destination and then make the thrilling journey back by water. Zip-lining is another popular activity. RIDING One of the more popular, and less strenuous, activities is riding. Belize is thickly


populated with horses, which in many places still fulfil their traditional role of basic transport for local people. Belizean horses are relatively small, but sturdy and sure-footed.

Most excursions cater for riders of all standards, from novices to the experienced. For the unskilled, competent handlers are there to offer advice and training. OFFSHORE

Many resorts, especially in the Cayo District, offer guided half-day or full-day rides through the jungle, the savannah and the picturesque countryside. Longer riding trips, taking in Maya ruins and other activities, are also available. For many, it is one the best horse riding experiences in the world, to travel under a dense canopy, past peaceful rivers and across open valleys, listening to the chatter of parrots and other birdlife.

Away from the jungle, the prime attraction of Belize is its superb marine environment, perfect for diving and fishing. Most of the developed coastline is scattered with piers and jetties just a short boat trip away from offshore cayes and the barrier reef. The main diving attraction is the Great Blue Hole in Lighthouse Reef Atoll. There are also marine parks and many superb locations for swimming, snorkelling and diving. With 185 miles of barrier reef to explore, there is room for everyone. The main centre for diving activities is San Pedro on Ambergris Caye. From here, the barrier reef is just 20 minutes by boat. Dangriga and Placencia also have a large diving and fishing community. The waterside resorts of Belize are perfect, too, for water sports of all types. Warm,

shallow and incredibly turquoise in colour, these waters offer a safe and sheltered environment in which to learn new skills and enjoy old ones. ROMANCE Many couples from across the world have happily exchanged their marriage vows on the beaches of Belize or under a rainforest canopy. Popular with couples looking for somewhere different to tie the knot, this is being offered by more and more resorts and hotels. The lure of a tropical wedding or honeymoon is obvious, whether on a wooden pier on Ambergris Caye or in the jungle complete with tribal dances, flaming torches and tropical flowers. Some couples even choose to hold their wedding amid the ruins of ancient Maya temples for that extra touch of the exotic.

GETTING AROUND BELIZE HAS NEVER BEEN EASIER

T

ravelling to Belize – and getting around the country once you are there – is becoming easier thanks to an ongoing initiative by the government to improve the standard of its roads and infrastructure. The country’s main port of entry is Phillip Goldson International Airport, located about 10 miles from Belize City. It has frequent international flights to destinations in Canada, the USA and San Salvador as well as many regional flights by the Belizian carriers Maya Island Air and Tropic Air. Tourists en route to other parts of Belize can take short internal flights to one of seven airstrips located in most regions. In addition, there is an airstrip in Belize City serving a number of these destinations.

Thanks to an extensive programme of investment and expansion, completed in 2008, the Philip Goldson International Airport can now receive aircraft up to Boeing 747 size. The existing terminal building was also remodelled to bring it up to modern international airport standards. This investment is the first step towards encouraging more scheduled and charter flights to Belize. The airport authority, along with the Belize Tourism Board, is looking at ways to increase the number and range of flights available from the airport, both to existing markets such as the USA and to new markets such as the UK and other destinations in Europe. By providing new and better services, combined with the general upward trend in the tourism industry, the airport hopes to attract many more international flights in the near future. ROADS Belize is not a big country. It takes less than half a day to travel its complete length and just a few hours to traverse its width. Following a period of investment, its road network is now better than ever before. The Northern, Western, Hum-

mingbird and Southern highways have all been upgraded and are generally safe and a pleasure to drive on. Once off these main highways, however, many roads are unsurfaced and it is here that the government will be focusing its efforts in the coming years. In 2008 a programme was launched to beautify and upgrade Belize City with a view to making it more attractive to visitors, for many of whom it is the first stop. In addition, work is due to start in mid 2008 on surfacing the road to the increasingly popular tourism centre in Placencia, and work has already begun on upgrading the streets and infrastructure in and around the popular destination of San Pedro on Ambergris Caye.

T

he aim of the Belize Third International Conference on Responsible Tourism in Destinations is to raise awareness about responsible tourism practices across the world and to chart the way ahead. The conference will be held from 19 to 22 May 2009 in the beautiful southern district of Toledo. It is being organised by the International Centre for Responsible Tourism (Belize), the Belize Tourism Board and Belize’s tourism stakeholders as partners. ICRT-Belize was formed as a satellite to the International Centre for Responsible Tourism (UK) and will be led by Kenrick Theus and Mike Panton, both responsible tourism consultants in Belize. Yashin Dujon, responsible tourism consultant and environmentalist in Belize, was asked to serve as secretary to the board of directors. ICRTT-Belize is in charge of the logistics, planning and successful execution of the conference.

The final outlook is for ICRT-Belize to focus on market research, consultancy and training in responsible tourism topics in Belize, Central America and the Caribbean. In effect, ICRTT-Belize will be the local arm of ICRT-UK in terms of guidance, cooperation and partnership. FIRST CONFERENCE The first International Conference on Responsible Tourism in Destinations was held in Cape Town in 2002 in advance of the World Summit on Sustainable Development in Johannesburg. The conference was attended by 280 delegates from 20 countries including representatives of inbound and outbound tour operators, emerging entrepreneurs in the tourism industry, national parks, provincial conservation authorities, all spheres of government, tourism professionals, tourism authorities, NGOs and hotel groups and other tourism stakeholders. These stakeholders from 20 countries in Africa, North and South America, Europe and Asia agreed the Cape Town Declaration on Responsible Tourism in Destinations.

Responsible tourism takes a variety of forms. It is characterised by travel and tourism which: • Minimises negative economic, environmental and social impacts • Generates greater economic benefits for local people and enhances the well-being of host communities • Improves working conditions and access to the industry • Involves local people in decisions that affect their lives and life chances • Makes a positive contribution to the conservation of natural and cultural heritage and to maintaining world diversity • Provides more enjoyable experiences for tourists through more meaningful connections with local people and a greater understanding of local cultural, social and environmental issues • Provides access for physically challenged people • Is culturally sensitive, engenders respect between tourists and hosts and builds local pride and confidence.

elize City, on a small peninsula about halfway down the coast of Belize, is the heart of the nation’s economic and business community. By far the largest city in Belize, it is also the closest major town to Phillip Goldson International Airport, just 10 miles away. It is a popular first stop for visitors, many

he Cayo District was for many years an inaccessible part of Belize. Tourism began to develop significantly only after the construction of a modern road from Belize City to the Guatemalan border. The road has provided ready access for the thousands of tourists who come each year to explore the wonders of the tropical rain forest and the many ancient Mayan temples that are such a prominent feature of the area.

orozal, the most northerly district of Belize, contains the main border crossing between Belize and its northern neighbour, Mexico, at Santa Elena. Traditionally the heart of the nation’s sugar industry, the region is steeped in ancient history and has much to offer the visitor. An important seaport during the Maya pre-classic period, Corozal survived both the Maya decline and the arrival of the Europeans. Corozal is a two-hour drive from Belize City or a 40-minute flight. rom south to north, the coastline of Belize is dotted with the cayes and islands – as many as 200 of them – that make up the world’s secondlargest coral barrier reef.

range Walk is one of two landlocked districts in Belize and the only one that borders both Mexico and Guatemala. It is famous for its sugar cane, its rum production and for one of the most popular Maya ruins, Lamanai. Lamanai is widely considered one of the most important Maya sites. It has been occupied continuously since 1500 BC and can be accessed either by road or by boat across the New River Lagoon. The area is particularly rich in archaeological and historical attractions.

The main town is Orange Walk Town, known by many as the ‘sugar city’ because of its background in sugar production. The town has many other Maya sites close by including El Posito, Noh Nul and Cuello, a 3,000-year-old Maya temple with a ninetiered pyramid. Just behind this is the Cuello Rum factory, which is open to visitors. In the west, the Rio Bravo Conservation and Management Area is the largest protected area of rainforest in Belize. This extensive array of flora and fauna and

lacencia is the fastest growing area in Belize for tourism.

While it has always been a traditional destination for keen divers and fishing enthusiasts, today it is also attracting a high level of investment in large upmarket properties. Geographically, the Placencia area is something of an anomaly. It is a narrow peninsula, 20 miles in length, with the quaint village of Placencia at its southernmost tip. In places, the peninsula is barely more than 200 metres in width.

oledo is undoubtedly the wildest and least developed area of Belize. Located in the far south of the country, it has benefited from the upgrading of the now excellent Southern Highway. The principal town, Punta Gorda, is a main port of entry into Belize and the chief gateway to Guatamala to the south. Resorts in Toledo are characterised by their rustic nature, though many could be considered luxurious. Collections of thatched cabanas can be found in the hills

and valleys, providing visitors with an authentic experience of the natural bounty and beauty of Belize. VILLAGES There are Mayan ruins aplenty, notably Lubaantum, Uxbenka and Nim Li Punit, as well as numerous Maya villages where visitors can interact with the local people. The economy of the district is based on agriculture and fishing and most of its people live in small villages. The property is located on a meander of the river with almost a mile of river frontage. This is just the name of the village.
