During the coming years Zeeland Seaports will be dominated by several important developments. In 2010 the first large-scale container terminal, the Scaldia Container Terminal, will be put into operation. This will be followed in the years thereafter by the development of two other terminals: the Verbrugge Container Terminal and the Westerschelde Container terminal. All these developments will go to make Zeeland Seaports a genuine world port, even more than it already is. A port that is ready for the future. In addition, Zeeland Seaports is committed to attracting companies that are active in the fastgrowing market of new and renewable energy. Biopark Terneuzen is an example of the innovative capacity of Zeeland and the companies in our region. Naturally, none of this can be done without investing in the port infrastructure. Zeeland Seaports is working hard, for example, on building quays and waterside sites by extending the Autrichehaven near the Axelse Vlakte.

eeland Seaports is a major gateway for European trade and a driving force in the economic life of the Province of Zeeland, in the south-west Netherlands. Together, the Zeeland seaports, Terneuzen and Vlissingen (including Borsele), represent the thirdlargest port complex in the Netherlands, with a combined annual throughput of over 33 million tonnes of seaborne cargo. The Zeeland Seaports complex has an excellent geographical location on the Western Scheldt river at the heart of the Amsterdam, Rotterdam, Antwerp (ARA) range. Vessels can call either Terneuzen or Vlissingen with a minimum of deviation. The ports have modern handling facilities and specialist terminals for cargoes of all kinds. Terneuzen handles both seagoing and inland vessels at its canal quays and River Scheldt quays. Vlissingen has a wide choice of deepwater quays with direct access from the River Scheldt for vessels of all sizes, including barge traffic. Zeeland’s seaports have extensive links with the rest of Europe by road, rail, barge and pipeline. There is excellent road access to the ports, with no congestion or hold-ups. The road link between Terneuzen and Vlissingen has been greatly improved by the Western Scheldt Tunnel, which opened in March 2003. Rail links in Vlissingen-Oost have been upgraded to cope with higher levels of port traffic.

An open doorway to commercial success By the same token, Zeeland Seaports is perfectly equipped to provide the same high standard of cargo handling services for third party customers. The ports have a fine reputation for safe and secure handling of cargoes across a wide range, including cars, dry and liquid bulks, forest products, fresh produce, metals and project cargoes. Terneuzen specialises in support services for the chemical and petrochemical industries – and is now making a name for itself in the bio technology sector – while Vlissingen has moved increasingly into logistics and distribution. An area of growing importance for Vlissingen is container handling. With its deepwater quays and ready access via the River Scheldt estuary, Vlissingen-Oost is a convenient port of call involving only a minimum deviation from North Sea shipping routes. ÿ
Commercially focused Zeeland Seaports was established in 1998 to run the ports of Terneuzen and Vlissingen as a combined operation. Now, Zeeland Seaports is undergoing an internal restructuring to make it even more commercially focused and able to take key decisions without being hampered by planning hold-ups and political red tape.
Both ports have a strong commitment to the chemical, petrochemical and industrial sectors. They provide a comprehensive range of handling, storage, transport and other support services for raw materials and final products for the many specialist plants and processing facilities on both sides of the River Scheldt.

Easier access for containerships
In addition to seaborne cargo, both Terneuzen and Vlissingen handle significant volumes of inland waterway traffic.
For many Belgian companies, Vlissingen-Oost is proving a convenient ‘outer harbour’ for the port of Antwerp.
With some 30 million tonnes of cargo being shipped in and out by barge each year, transhipment between seagoing and inland vessels is a key aspect of port operations.
Traditionally, Antwerp, about 30 nautical miles farther up the River Scheldt than Vlissingen-Oost, has always been the main container hub of the Flanders region. But, for many containership operators, there are clear advantages to calling Vlissingen rather than making the six-hour round trip to Antwerp, with its lock system.
This eco friendly and sustainable mode of transport is a vital part of strategic planning for Zeeland Seaports as it looks to the future development of its operations. This is underlined by the fact that the new Scaldia Container Terminal in Vlissingen-Oost will focus on intermodal operations between ships and barges. In addition, the planned WCT will have Europe’s largest terminal for barges.
Today, the Belgian and Dutch ports recognise the complementary nature of their relationship and have started to work more closely together. A sign of this new relationship is the fact that two Antwerp-based companies, Sea-invest and Zuidnatie, are behind the new Scaldia Container Terminal project in Vlissingen-Oost.
Economic engine The importance of Zeeland Seaports to the economic life of the Province of Zeeland can hardly be overstated. Zeeland Seaports is an economic engine for the province, helping to support and sustain a wide range of local industries and other commercial enterprises as well as generating huge volumes of cargo traffi c between the North Sea and the hinterland of Europe. These activities, in their turn, have given rise to a bustling and still expanding logistics sector, with all kinds of added value services and specialist facilities and terminals. The result is a healthy job market, with one of the lowest unemployment rates in the Netherlands. Even so, Zeeland Seaports recognises the need to ensure a continuity of well trained employees into the future and actively supports local education and training initiatives, particularly in relation to the maritime and ports sector.

Key initiatives The Zeeland Seaports port authority has built a reputation as a customer-friendly organisation that actively encourages new business. Two ports in one Vlissingen is really two ports: the original harbour, located within the town of Vlissingen, and the large deepwater port of Vlissingen-Oost, 10 km east of the town. The town harbour is still an active port area, while Vlissingen-Oost has been a focus of large-scale cargo handling operations since it was built in the 1960s as an industrial port.

First-rate inland links by road, rail and barge
W
hen it comes to moving cargo between sea transport and Europe’s inland destinations, Zeeland has all the right connections.
Traffic moves freely between the port areas and the main roads, so trucks can get on their way with a minimum of hold-ups.
The province is ideally located in the spacious south-west Netherlands, with a first-rate network of inland transport services.
The Netherlands has some of the best trucking services in Europe and many leading haulage companies have bases or depots in Terneuzen and Vlissingen including operators of refrigerated trucks, tankers and other specialist units.
In addition to the River Scheldt – one of the main commercial waterways of Europe – Zeeland has modern road, rail and canal routes leading eastwards and southwards to Germany, Belgium and France as well as northwards to Rotterdam, Amsterdam and Scandinavia. Trucking services Zeeland offers congestion-free roads with easy access to the national motorway system from both seaports.
Better roads Traffic moves freely between north and south by way of the 6.6 km road tunnel under the Western Scheldt. In addition to the tunnel, there is an ongoing programme of road improvements to make Zeeland more accessible for national and international trade.
Zoomweg North – A new section of the A4 motorway between Dinteloord and Bergen op Zoom is partially completed. This will greatly improve the road link between Rotterdam and Zeeland. Sluiskil Tunnel – A new tunnel under the GhentTerneuzen Canal at Sluiskil, due to open in 2014, will form a key part of the new north-south link. Sloeweg and Tractaatweg – The connecting roads to the Western Scheldt Tunnel will be doubled, allowing traffic to flow more freely and improving north-south connections from the Belgian border to the A58. In this way, the ports of Terneuzen and Vlissingen-Oost will have even better road links to the hinterland. Freight by rail Both the Zeeland ports are linked to the European rail network and many customers, including industrial companies, use rail services to transport all kinds of cargo, from raw materials to finished products. Private sector organisations, such as Railion Nederland NV, provide efficient rail freight services to and from Terneuzen and Vlissingen. Customers can use block trains and tailor-made logistics to move large volumes of freight at competitive rates. In the interests of efficiency and the environment, Zeeland Seaports is keen to encourage more use of rail transport. Rail links between the two ports and the hinterland are being improved.

Zeeland is linked to the inland waterway system of Europe, providing a cost-effective and eco friendly mode of transport for all kinds of goods, including cars and containers. Both the Zeeland ports have facilities for inland vessels. Terneuzen is a canal port, with many berths for barges, including the Braakmanhaven, while Vlissingen-Oost receives barge traffic at most terminals. Barge operators have a choice of routes from the Zeeland ports: • The Ghent-Terneuzen Canal links the ports of Ghent and Terneuzen with the River Scheldt • The 37 km Scheldt-Rhine Canal provides a short cut for barges moving between the River Scheldt and Rotterdam • The 100 metre wide Zuid-Beveland Canal provides another link between the Zeeland ports and Rotterdam • The Walcheren Canal links the River Scheldt and Vlissingen with Middelburg and the Veerse Meer. This in turn gives access to the European waterway system

Inland waterway
Railway link improved A new, more efficient rail link has been constructed by Prorail between Vlissingen-Oost and the national rail network by way of the Zeeland Line. In contrast with the old rail link, now being dismantled, the new Sloe Line has no hazardous level crossings and is located well away from residential areas. The new line is also electrified for quieter and more efficient running. Construction of the new line involved a considerable amount of engineering work, with four new viaducts, including one over the A58 main highway. The Sloe Line was officially opened in October 2008 and will be electrified from the beginning of April 2009. In the near future, the Zeeland Line will be linked to the freight line near Antwerp, thus providing a useful connection between Vlissingen-Oost and Germany by way of Antwerp and the so-called Iron Rhine route and also to southern parts of Europe.
• A new waterway link is planned between the Western Scheldt and the River Seine that would allow barges up to Class Vb (4,400 tonnes, 185 metres in length and 11.4 metres in breadth) to trade between Zeeland Seaports and Paris.

he higher education sector in Zeeland is playing a key role in providing a new generation of skilled people to meet the current and future demands of the maritime industry. Already, for over 100 years, De Ruyter Maritiem Instituut in Vlissingen has been offering degree courses for school-leavers – for those in pursuit of a seagoing career and for those who prefer to seek employment in the port-related sector. Now, ROC Zeeland – the De Ruyter’s parent organisation – is setting up a logistics education centre, Centrum Logistiek Zeeland, in Terneuzen, due to open in September 2009. This will be a practical training facility where students can learn to drive cranes and trucks and operate various types of cargo handling equipment such as fork-lift trucks and reach stackers. The new facility will include a crane simulator and 6,000 to 7,000 square metres of outside space for practical training with vehicles. The aim of the project is to attract young people into the harbour industry and thus provide the local port community with a much-needed pool of skilled manual workers. This will help to offset the current trend whereby many of the nation’s skilled workers are approaching retirement and not enough trained people are available to take their place. The Terneuzen centre will be used for practical training only, while theory will be taught at an existing college building in Vlissingen. Half of the €1.2 million cost of this project is being funded by the Dutch government and the remainder by ROC Zeeland.

Education plays key role in job training Under one roof The concept of the Regional Education Centre – or ROC – was introduced by the Dutch government with the idea of bringing different types of education together under one roof. Today, the Netherlands has 42 of these centres, including ROC Zeeland, which has nine schools under its wing. In addition to academic subjects, these schools teach a wide range of vocational skills – everything from baking bread to shoemaking. ROC Zeeland is one of only four ROCs – along with Amsterdam, North Holland and Rotterdam – to have its own maritime institute. Working closely with Zeeland Seaports and the port community, De Ruyter Maritiem Instituut offers two levels of degree: the standard MBO and the highergrade HBO (Bachelor) – required, for example, by maritime officers. ROC Zeeland has about 9,000 students of whom about 7,500 are full-time. De Ruyter has about 600 students and the new centre in Terneuzen is expected to generate an additional 120 students over the next three years. ROC Zeeland aims to educate people in three categories: • Young people of 16 and over in full-time higher education • Unemployed people looking for a new job • People already employed in the ports who need extra training.

he Dutch pilotage organisation Loodswezen has underlined its commitment to protecting the environment and reducing harmful emissions by introducing new tenders powered by a highly specialised and innovative propulsion system. When it came to replacing the organisation’s oldest jet driven vessels, the easiest choice would have been simply to rebuild the same proven design. Instead, Loodswezen has taken into account the growing environmental awareness throughout today’s maritime sector and has taken serious measures that go a long way beyond simply jumping on the ‘green’ bandwagon. Reduced emissions Loodswezen has decided to develop three new jet driven aluminium hull tenders, based on a Camarc design, and equip them with an exhaust gas treatment system. This system reduces emissions of carbon monoxide, nitrogen oxide, hydro carbon and soot particles to levels that are currently below the European Union’s minimum requirements and will remain so until at least 2015. In this way, the pilotage organisation will achieve a reduction in emissions that will make a real practical difference to the general environment.

New eco-friendly pilot tenders on way Meanwhile, Loodswezen has borne in mind the need for reliability – the main concern of its customers in the maritime industry. In the development process, it will be careful to maintain the high levels of service that vessel owners and operators have come to expect over the past 20 years. Shipowners can rest assured that Loodswezen will remain committed to providing the maritime industry with a 24-hour, year-round service – one that will now be greener than ever. The new eco friendly vessels are expected to enter service in the first half of 2010.
Reliable service provider Loodswezen has proved itself a reliable service provider in its 20 years of existence. At the same time, however, the organisation has always endeavoured to think outside the conventional box without sacrificing its tried and trusted nautical expertise. Examples of this approach are the development of the Schelde navigator for marginal ships, the Swath pilot tenders and the fast jet driven tenders. Nevertheless, seafarers are conventional thinking people and marine pilots are very conventional seafarers. One of the key strengths of Loodswezen is that it keeps to the time-honoured nautical skills that have been taught by senior pilots to young apprentices for decades. In this way, the organisation guarantees a continuing supply of firstrate professionals.

International expertise in towage and salvage It provides 24-hour services for seagoing vessels in the Terneuzen area. They include line handling; transport of goods and personnel; and provision of bonded stores and fresh water.

company owned jointly by the Muller family, of Terneuzen, and Fairplay Towage, based in Hamburg.

Multraship operates a large modern fleet of tugs, self-propelled floating sheerlegs and salvage craft as well as a comprehensive range of specialised equipment. The fleet has over 30 units. Three newbuildings are due to be delivered from 2009.

Harbour towage is provided throughout the Zeeland Seaports area including the Ghent-Terneuzen Canal, the Dow Chemical harbour in Terneuzen, the Total Scheldt Jetty at Borssele and the anchorage and lightering areas in Terneuzen, Everingen and Vlissingen roads. A new company, Antwerp Towage, was launched jointly by Multraship and Fairplay Towage in September 2008. International presence Multraship has increased its international presence in recent years. A key area of activity is the Black Sea, with offices in Bulgaria and Romania. Mooring, unmooring and support services are provided by a subsidiary, Verenigde Bootlieden BV (United Boatmen’s Association), acquired at the end of 2007.

Verbrugge expansion project

oth Terneuzen and Vlissingen have many years’ experience in handling forest products. In both ports, private terminal operators are on hand to ensure careful handling of these sensitive cargoes by experienced workers using modern equipment. The multi service company Verbrugge Terminals holds a key position in this sector in both Terneuzen and Vlissingen.
General Information
Dedicated terminals for forest products Verbrugge operates three of Europe’s largest and most modern forest products terminals: one at the Zevenaarhaven in Terneuzen and two in Vlissingen – at the Scaldia Terminal and Zeeland Terminal. The Terneuzen terminal handles a range of imports from Europe, Scandinavia and Canada including kraftliner, liquid packaging board, newsprint, woodpulp and sack kraft. The two Vlissingen terminals are focused on the deepsea market. Scaldia receives woodpulp from South America while Zeeland receives woodpulp and paper from North America, Scandinavia and South East Asia. From these terminals, Verbrugge delivers forest products to destinations all over Europe. Cargoes destined for the UK and Spain can be transhipped to ferries and coasters. Gearbulk Main customer at the Scaldia Terminal is Gearbulk, a leading operator of forest products carriers, which has a long-term contract with Verbrugge. The terminal can also be used by other shipping lines and other forest products companies. Verbrugge offers its customers a range of added value services including order picking, quality control, reconditioning, rewinding and stock management using barcode readers. These are supported by tailormade ICT solutions including direct data links with customers for tracking and tracing.
Major expansion at Scaldia Verbrugge has embarked on a major project to expand its forest products handling capacity at Scaldia. Currently, the terminal has 600 metres of quay with 13.5 metres draught, capable of berthing two oceangoing vessels. There are six transit warehouses, each with a storage area of 12,750 metres and a capacity of 40,000 tonnes of woodpulp. The sixth warehouse was completed in May 2008 and the seventh will be ready in the first half of 2009. The quay is being lengthened by 600 metres to provide a total of 1,200 metres of quay by the end of 2009. The new 600 metre section of quay will have a deeper draught of 14.5 metres to allow Verbrugge to handle the new generation of open hatch gantry crane vessels operated by Gearbulk. Verbrugge also plans to double the number of transit sheds by 2012. The terminal will then have an annual capacity of 4 million tonnes of woodpulp (compared with its current capacity of 1.6 million tonnes). The new sheds will have the same area as the existing ones, but will be taller to allow bales to be stacked four-high.

Dry and liquid bulks receive careful handling
B
oth Terneuzen and Vlissingen provide expert handling of dry and liquid bulk cargoes. There are spacious harbours in both ports with dedicated facilities for loading, discharging, storage and inland distribution. Specialist handling services are provided by private terminal operators in both ports. The main customers are industrial processing companies in the canal zone of Terneuzen and at Vlissingen-Oost. Efficient transport services are available by sea, road, rail, barge and pipeline. In the dry bulk sector, the main operators are OVET BV and Verbrugge Terminals BV, both of which offer stevedoring, warehousing and added value services. In the liquid bulks sector, key players include Oiltanking Terneuzen BV and Vopak Terminal Vlissingen.
Dry bulks OVET OVET handles about 7.5 million tonnes a year of coal, coke and other ‘black bulks’ at the Bulk Terminal in Terneuzen and the Kaloothaven in Vlissingen-Oost. As well as running its own terminals, OVET has four floating cranes which it uses for lightening bulk carriers in the River Scheldt and for terminal operations.

Vessels as large as 160,000 dwt are lightened by OVET to conform with draught restrictions in Antwerp, Ghent and Terneuzen. Up to 20,000 tonnes can be transferred to barges in one tide. This allows vessels of up to 80,000 dwt to enter the Ghent-Terneuzen Canal. The Terneuzen terminal of OVET has a 750 metre berth with 12.5 metres draught and 16 hectares of storage for up to 600,000 tonnes of cargo. The Vlissingen terminal has 16.5 metres depth alongside, so no lightening is required. Depth will be increased to about 17.0 metres in the first months of 2009 to allow OVET to receive vessels up to capesize (180,000 dwt) without difficulty. There is 25 hectares of storage, equivalent to 1 million tonnes of cargo.
Flexible assets Floating cranes are a key asset for OVET, which continues to invest in keeping its fleet as up-todate as possible. One of the four cranes was replaced in September 2007 by a new, more powerful unit of 36 tonnes lifting capacity. The other three cranes are 25 tonne units. The fleet has a combined handling capacity of 70,000 tonnes a day. OVET can move its cranes between Terneuzen and Vlissingen in a matter of three hours for maximum operational flexibility.

OVET handles coking coal for coke and steel producers and steam coal for power stations in the Netherlands, Belgium, France and Germany as well as transhipping large volumes of trading coal, coke and petroleum coke for delivery by road, rail, sea and barge to domestic and general users in Continental Europe, the UK and Scandinavia. Other cargoes include cement clinker and olivine. The company has its own eco friendly screening plants in Terneuzen and Vlissingen. Crushing and blending are carried out on site. Verbrugge Terminals
Oiltanking
Verbrugge Terminals handles a wide range of ‘white bulks’ for import and export at its modern terminal at the Zevenaarhaven in Terneuzen.
Oiltanking has 156,000 cubic metres of tank storage at its terminal at Valuepark Terneuzen, where its main customer is Dow Benelux.
They include fertilisers, industrial minerals, nephelin syenite, phosphates, pig iron, potash, salt and soda ash.
Sea Way
Verbrugge offers added value services like bagging, breaking and crushing as well as Customs clearance and loading of containers. The company can arrange through delivery of customers’ products by rail, shortsea and barge as well as road delivery using its own trucks.
Liquid bulks Mercuria Light chemicals, edible oils and mineral oils are handled by Mercuria Terminals Flushing BV, which has 168,000 cubic metres of storage at three locations in the Buitenhaven (Outer Harbour) and Sloehaven in Vlissingen with facilities for loading and discharging seagoing vessels, barges trucks and trains.
Sea Way Chemical Processing BV is involved in the production, storage and transhipment of alkane sulphonate. Vopak Vopak Terminal Vlissingen BV is one of the largest dedicated gas terminals in north-west Europe. It offers simultaneous loading and discharging to and from storage tanks. The terminal has six pressure sphere tanks of 3,300 cubic metres capacity each; two refrigerated tanks of 55,000 cubic metres each; four jetties (two for seagoing vessels of up to 13.5 metres draught); and loading facilities for rail and road.
Going green OVET has a ‘green’ role to play as a handler of biomass wood pellets for use in power stations. Pellets are shipped to Vlissingen-Oost from a range of source countries, including the USA, Canada, South Africa and Russia. Sometimes vessels are discharged by OVET and Verbrugge working in tandem. Verbrugge discharges woodpulp to the quayside, while OVET carries out a ship-to-barge operation for wood pellets using one of its floating cranes. OVET has also invested in covered storage for pellets at its site in Vlissingen-Oost. A new 25,000 tonne capacity shed is due to enter service in autumn 2009.
Products include butane, propane, isobutane, butadiene, butylene, isobutylene, crude C4 and raffinates.

New venture brings cruise ships to Zeeland
T
ourism is a key industry in the Province of Zeeland. And now, for the first time, the maritime sector is getting involved directly in local and regional tourism – by entering the cruise ship business. In May 2009 the first cruise ship is scheduled to call at Vlissingen-Oost as part of a new venture called Zeeland Cruise Port BV. Day trips The idea was first mooted in 2006 when the Vlissingen-based company Shipping, Trading & Transport BV (STT) came up with the idea of persuading cruise ship operators to include the Zeeland ports in their itineraries. A joint venture was set up in September 2006 between STT and two other companies with wide experience in the cruise sector: Felison Terminal, which already handles cruise ships in Amsterdam and IJmuiden; and Inchcape Shipping Services, which performs the same task in Amsterdam and Rotterdam. ÿ
Dedicated terminal For a permanent dedicated cruise terminal, the new venture partners have their eye on a former passenger ferry berth in the Buitenhaven (Outer Harbour) of Vlissingen. This is the preferred location because it is close to the town of Vlissingen, only a short distance from the railway station and with easy access to main highways. Planned facilities include an arrival terminal, a departure terminal, a hotel and a multipurpose hall. The required level of investment is still being assessed.

Participants in Zeeland Cruise Port have put together a series of attractive local excursion programmes. Cruise passengers will be able to choose from one of eight day trip packages. They include a visit to the Delta flood defence works at Neeltje Jans and outings to popular tourist centres like Middelburg, Veere and Vlissingen itself. At the request of the cruise ship companies, there will also be day excursions into Belgium to visit the historical cities of Antwerp, Bruges and Ghent.
The aim of Zeeland Cruise Port is to provide all the necessary facilities for cruise ships to berth in Zeeland as well as taking care of passenger handling and arranging day trips to places of interest in the region. In this way, STT and its partners are looking to play a key role in promoting Zeeland as a tourist destination. STT will provide all the husbandry services for visiting cruise ships as well as taking care of passenger handling and security procedures. The company will have responsibility for organising bus and taxis services and, if the cruise operator wishes, it will also arrange day excursions for passengers.

To begin with, the venture will make use of existing commercial berths in Vlissingen-Oost, namely, the Bijleveldhaven and Scaldiahaven. Eventually, however, the participants hope to establish a dedicated and permanent cruise terminal in the Buitenhaven (Outer Harbour) area of Vlissingen. River cruises In addition to the cruise calls that have already been confirmed, a third shipping company, Circle Cruise Lines, has become involved in the development of Zeeland Cruise Port. This company will offer canal and river cruises in small vessels using Terneuzen as their base.
VIP visitors The Zeeland Cruise Port venture is due to receive its first cruise call on 8 May 2009. This will be the 800 passenger capacity ‘Amadea’, operated by the German company Phoenix Reisen. Holland America Line makes its debut in Vlissingen with the ‘Prinsendam’ in July 2010.

PortXcs system benefits whole port community meet all the administrative obligations in relation to such organisations as Customs and the Royal Netherlands Military Constabulary. Eventually, the system will serve Zeeland Seaports at a range of locations as well as being available to dozens of external users. A total of €2 million – including three years’ maintenance – has been invested in PortXcs, which is going to be an extremely important means of communication in Zeeland Seaports.
• Payment of berth and harbour dues • Exchange of information with third parties such as shipping agents, service providers and government authorities such as Customs. The existing Zeeuws Haven Informatie Systeem (ZHIS), introduced in 1997, is considered out of date because of the rapid pace of change within the Zeeland ports. Shipping agents A Europewide tender procedure for a new software application was launched in 2006. The port authority chose the standard KleinPort/QShips software package, produced by HITT, which has key advantages. It can be implemented without too much customisation; it is easy to use; and it can be readily expanded in response to new developments. Above all, it is a Port Community System, which means that, in addition to Zeeland Seaports, the software can be used by shipping agents to order services such as pilotage, towage and mooring as well as waste collection. In addition to its canal harbours, Terneuzen has a deepwater harbour on the River Scheldt where oceangoing vessels of 100,000 dwt and even larger can berth. Terneuzen is about 30 km from the North Sea. The port covers about 2,100 hectares and stretches from the deepwater Braakmanhaven to the long established industrial town of Sas van Gent, 12 km up the canal from Terneuzen locks.
One of the latest examples is the Autrichehaven, which is being extended and deepened to provide modern deepwater berths for new companies like Alpha Calcit and Terneuzen Tank Terminals (ESV Group). Bringing new jobs Gemeente Terneuzen has launched a key initiative to get more unemployed local people back to work by creating new jobs and providing the necessary skills training.
The municipality has given its full support to Biopark Terneuzen, which seeks to create sustainable agroindustrial development by linking businesses of a like nature and exploiting their synergies. A notable example is the market gardening initiative on the Axelse Vlakte, which uses residual energy from Yara Sluiskil to heat greenhouses and supply carbon dioxide to enrich the nursery’s atmosphere. This initiative is expected to generate about 1,200 jobs. Training centre A high-profile project for Terneuzen is a proposed new emergency response training centre – one of the largest and most advanced in Europe. Located on a 14 hectare site, the facility will contain an array of sophisticated mock-ups of buildings, installations and vehicles likely to be involved in an emergency or potential disaster. This will provide opportunities for practical training in all aspects of emergency response including ambulance, fire, police and divers as well as the emergency departments of private companies.

They include: • Dualling of N62 main road between Terneuzen and Ghent by 2012 • New road tunnel under the Ghent-Terneuzen Canal at Sluiskil. This will allow traffic to flow freely at all times between the west and east sides of the canal. At present, the canal is crossed by a swing bridge. The new tunnel is expected to open in 2014. • Construction of a new lock – or enlargement of the largest existing lock – to allow bigger vessels to enter the Ghent-Terneuzen Canal. No date or budget has yet been set for this major project, which would also involve extensive dredging of the canal.

Valuepark Terneuzen gives chemical producers an edge
P
roviding a highly cost-effective base for companies in the chemical sector is Valuepark Terneuzen, a large multipurpose facility next to Dow Benelux. Opened in 2004, Valuepark Terneuzen is a 140 hectare site for chemical producers and for providers of logistics and support services – in particular, storage and transport of chemicals. The facility is a 50-50 joint venture between Dow Benelux and Zeeland Seaports. It provides a purpose-built site for companies serving Dow, while also providing space and support services for thirdparty businesses. This venture has been driven by an environmentally responsible ‘green’ agenda. In particular, it aims to achieve sustainable benefits by exploiting the synergies between companies resident in the park. Already, this has led to a significant reduction in carbon dioxide emissions as well as major savings on fuel and transport costs. The facility is divided into a 110 hectare chemical production site and a 30 hectare logistics park, offering producers and distributors the twin advantages of cost-effective facilities and direct access to regional and global markets by rail, sea and barge. On-site facilities include: • A co-generation plant operated by AES and the utilities company Delta • Water supply from Evides • Municipal waste water removal facilities

• Industrial oxygen and nitrogen supplied by Air Liquide and Air Products. Zeeland Seaports has played a key role in this joint venture by developing the site infrastructure and working with Dow to market the site to new investors. The port authority has pursued its vision of a fully integrated chemical site where all parties can benefit from first-rate logistics and multimodal services. For new investors, Zeeland Seaports offers expert guidance on how to make best use of the park’s infrastructure and how to deal with government regulations. Valuepark Terneuzen has opportunities for further development, with 80 hectares available for new investors.
Specialist support Valuepark Terneuzen has a first-rate logistics infrastructure for efficient movement of feedstock and products, both upstream and downstream. Specialist support companies operate modern facilities for handling and storage of all kinds of products and for multimodal transport by road, rail, inland waterway, sea and pipeline:

Dow Benelux brings economic benefits

he chemical company Dow Benelux BV provides the Port of Terneuzen with its biggest source of cargo business. Dow Benelux operates a major chemical complex on a 440 hectare site at Nieuw Neuzen Polder, on the Western Scheldt Estuary, established in 1965 by its American parent, the Dow Chemical Company.
Joint venture is a win-win A flagship project for Dow Benelux in recent years has been Valuepark Terneuzen, a 140 hectare chemical production and logistics centre on an adjoining site, which Dow operates in a 50-50 joint venture with Zeeland Seaports. The idea of Valuepark is to provide a multipurpose site for the use of companies working directly with Dow, but also providing space and support services for other businesses. Major logistics providers used by Dow include Bertschi (multimodal terminal), Oiltanking (tank storage), Katoen Natie (cargo handling and container terminal) and Vos Logistics (cargo handling and road transport). The result is a win-win for everyone concerned, producing cost benefits through the sharing of logistics services. At the same time, an integrated large-scale operation like Valuepark means fewer transport movements, leading to further cost savings and minimum pollution. • More details about Valuepark Terneuzen can be found on Page 36

The site was chosen because it offered Dow an opportunity to develop a major industrial area with ready access to world markets and sources of supply. At the same time, its location on the River Scheldt allowed the company to build docking facilities in the Braakmanhaven capable of handling even the largest chemical carriers (100,000 dwt plus). The Dow Benelux complex is Dow’s secondlargest operation in the world. It contains 26 separate plants making a wide range of chemical and plastic products (over 800 in all) including cumene, ethylene, latex, low density polyethylene, polyglycols and high grade plastics such as ABS (acrylonitril butadiene styrene polymer), Styron* and Styril*. All the production processes and utility services are integrated, with one plant producing raw materials for another, and a third processing their byproducts. For maximum efficiency, the production cycle is designed to utilise excess energy. Cracking plants At the heart of the Dow Benelux operation are three cracking plants, which use large volumes of liquefied petroleum gas (LPG) and naphtha to produce over 1.8 million tonnes per year of ethylene, the highest grade cracking product. Ethylene, together with propylene, is used to make the first of the various products down the processing chain. Dow has a continuous programme of investment in its Terneuzen facilities to make them as efficient and environmentally friendly as possible. In past years, the parent company has invested more than US$ 1 billion in the Terneuzen site. Production capacity rose from 1.1 to 1.8 million tonnes of ethylene.
Dow Benelux imports its principal feedstocks of LPG and naphtha mostly by sea but also by pipeline. There are jetties for loading and discharging chemical products (about 7 million tonnes a year). Distribution In addition, Dow Benelux loads some 400 trucks and 15 rail wagons per day with products for inland distribution. The site is also linked to the European pipeline system, allowing some 1 million tonnes per day of gases and liquids to be transported to and from Dow Benelux. In addition to Europe, products are exported to Africa, the Middle East and other markets. Dow Benelux is a leading contributor to the Netherlands economy. It is also a major employer with some 2,150 employees and a further 800 to 1,000 workers contracted in on a day-to-day basis. *Trademarks of the Dow Chemical Company
Canal harbour enlarged for bigger vessels
A
major project is under way to extend the Autrichehaven in Terneuzen to provide additional deepwater berthing. This project is part of the current development of the Axelse Vlakte area. As well as boosting quayside facilities on the Ghent-Terneuzen Canal, it provides an important new amenity for Biopark Terneuzen, where Zeeland Seaports wants to bring together companies that can utilise each other’s residual products.
Quay length The quay length will be more than tripled to 855 metres and depth alongside will be increased to accommodate vessels of up to 12.5 metres draught.
The quay has been constructed by Van Oord Nederland BV, which began the groundworks in November 2007 and completed the quay wall in September 2008. Construction of the quay wall involved some 250 tubular steel piles and 250 double sheet piles.
Terneuzen
Two companies, Alpha Calcit and Terneuzen Tank Terminals (ESV Group), will be setting up business in the newly extended harbour.
The original harbour was constructed in Phase 1 of a long-term project. It was opened in 1998 and has 225 metres of quay. Now, in a further two phases, an additional 630 metres of quay will be constructed to provide a total quay length of 855 metres.
After completion of Phases 2 and 3 the new harbour will be ready to receive its first vessel calls in mid 2009. Zeeland Seaports is responsible for the infrastructure, including the building of the quay and the deepening of the docks. New flood defences have been constructed at the same time as the quay wall. Work on dredging the first part of the harbour is now complete. This involved removing about half a million cubic metres of material and dispersing the dredged spoil in the Western Scheldt. New terminal for edible oils A tank terminal for vegetable oils is being developed in the Autrichehaven by ESV Group in agreement with ESM and Zeeland Seaports. The new terminal will have a capacity of 184,000 cubic metres for storage and transhipment of vegetable oils and other products. These oils will be delivered to factories in western and central Europe by road, rail and barge, while factories in the Mediterranean area, Scandinavia and the UK will be supplied by shortsea shipping.

Biopark Terneuzen provides local solution to a global challenge
O
ne of the key challenges for politicians and industry leaders – both in the Province of Zeeland and across Europe in general – is to achieve sustainable growth while continuing to look after the environment and its resources.
Waste processing
Today, Zeeland Seaports has identified a route that offers an innovative and, in many ways, unique solution.
The facility receives an annual input of about 350,000 tonnes of incinerator bottom ash and Heros prides itself on the fact that “nothing goes to the dump”. All waste materials received by the Sluiskil facility are upgraded and given a second life. Useful substances are obtained even from waste with almost no value.
Biopark Terneuzen was established in February 2007 to meet the needs of industry, the environment and, not least, the community. Although the Biopark project is relatively young, it has started to deliver positive results for its participants and other stakeholders. Already, a chain of sustainable businesses has begun to take shape. New thinking The Biopark project is a so-called ‘smart link’ initiative that represents new thinking in the creation of agro-industrial sustainability. It seeks to obtain advantages of economy and transfer of knowledge by ‘co-locating’ businesses of a complementary nature. Based on smart linking, it encourages and facilitates the exploitation of key synergies between its partner companies. The idea is that these companies have the potential to exchange and utilise each other’s by-products and waste streams as feedstock or utility supplements for their own processes. In this way, the participating companies are able to boost their productivity while helping to conserve non-renewable resources and to reduce the environmental burden.

Heros Sluiskil BV operates a modern waste processing facility in Sluiskil on a 35 hectare site with direct access to the Ghent-Terneuzen Canal.
In particular, the company extracts ferrous and non-ferrous metals for use in a range of industries in northern Europe. Heros Sluiskil also provides third-party logistics services like storage of waste products.
Who’s who in Biopark Many companies are already discovering the advantages of participating in Biopark Terneuzen by actively engaging in mutually beneficial long-term projects. For example, Cargill Sas van Gent (food starches), Royal Nedalco (alcohol and bioethanol), Rosendaal Energy (biodiesel) and Yara Sluiskil (ammonia and mineral fertilisers) all make use of pipeline connections to exchange and reuse by-products and waste products as energy, feedstock or utility supplements. • Cargill provides compressed air, power, purified water and residual starch to Nedalco • Rosendaal Energy supplies water to the recycling company Heros • Yara supplies carbon dioxide and waste heat to the new greenhouses complex. New members such as EcoService Europe and ESV Group will join Biopark in the near future and further smart links are planned.
Biodiesel plant A key element of Biopark Terneuzen is the new biodiesel plant, owned and operated by Rosendaal Energy, which has entered service in Sluiskil. The Rosendaal Energy plant is one of the five largest in the Netherlands, with a planned annual production of 250,000 tonnes of biodiesel.
Terneuzen
Located on the same site as Heros Sluiskil, the new plant began commercial production of biofuels at the end of 2008. A total of â‚Ź60 million has been invested in the complex, which took 18 months to complete. Initially, Rosendaal Energy will produce biodiesel from rapeseed oil. Other raw materials may include both crude and refined vegetable and animal oils and fats. Biodiesel production is destined for markets in north-west Europe. The site is located next to the Ghent-Terneuzen Canal and has direct access to deepwater berths that can receive vessels up to 60,000 dwt.

Biofuels venture marks closer ties with Ghent
T
erneuzen has a leading role to play in the new Bio Base Europe initiative to provide a dedicated testing facility for biofuels. Bio Base Europe is a sector initiative of the recently established Ports Group of Ghent and Terneuzen. By combining the resources of Ghent Bio-Energy Valley and Biopark Terneuzen, this ports group has become a European leader in biofuel production.

Grontmij has a network of offices in north-west Europe. In the Province of Zeeland it has an office in Middelburg and participates in many port-related projects. Market leader The Ports Group of Ghent and Terneuzen is already a market leader in Europe, with a combined biofuels production capacity of 1.2 million tonnes. This new research facility will allow the group to strengthen its position as Europe’s main centre for the biofuel industry.
Terneuzen
A key player in the consultancy and engineering field is the multidisciplinary firm of Grontmij, with activities in the building, transport, environmental, water, energy and industrial sectors.
Bio Base Europe will consist of Europe’s first testing plant for second generation biofuels, which will be located in Ghent, and a dedicated training and exhibition centre for bio-industry employees to be established in Terneuzen.
The new testing plant is intended to close the gap between theoretical knowledge and industrial production. External biological companies will be able to start up a biochemical process in the plant to test its commercial viability for industrial production.
European Union This project is likely to receive a significant level of European Union funding. A pilot plant for making bio-based products is already in operation. The education and training side of the project will be focused on Terneuzen. There will also be an exhibition centre in Terneuzen to explain the advantages and benefits of sustainable development. This joint venture marks a significant step forward in good relations and useful co-operation between the ports of Terneuzen and Ghent.

Chemicals and processing sectors find an ideal home
F
or companies in the chemical and processing sectors, one of the key attractions of Terneuzen is ready access to cost-effective transport of raw materials and products. Both in the canal zone and around the Braakmanhaven at Valuepark Terneuzen, with its deepwater berths, Terneuzen offers space, infrastructure and top quality support services for all kinds of industrial activities. Many leading firms have chosen Terneuzen as their European base for production and distribution. They include top names in the chemical industry – notably Dow Benelux BV, which operates a major complex at Nieuwneuzen Polder, on the Western Scheldt Estuary. Its American parent, the Dow Chemical Company, was first to take advantage of Terneuzen’s deepwater berthing and inland connections when it located its new facility there in the 1960s.
Since then, a cluster of chemical companies has taken up residence in the Terneuzen area, including such leading names as Air Liquide and Air Products (producing industrial gases), ICL-IP (bromines), Terneuzen Powder Technologies (storage, blending, distribution and contract manufacturing of liquids and powders) and Zuid-Chemie (compound granular fertilisers). Other industrial processes are located farther up the canal at Sluiskil and Sas van Gent. Cargill Cargill is a leading manufacturer of high quality starch and starch derivatives. Its plant at Sas van Gent is one of two in the Netherlands. The other is at Bergen op Zoom. Starch and starch derivatives are found in many foodstuffs and in non-food applications such as paper and cardboard. Starch derivatives are also used in the pharmaceutical industry. At Sas van Gent, Cargill converts wheat and two types of maize, waxy and regular, into starch slurry, from which it produces native and modified starches and glucose. Glucose syrup is made by adding acid or enzymatic conversion of starch slurry. Hundreds of different types of tailor-made glucoses are produced. From the maize kernels and wheat, the company also obtains germs for maize production; bran for cattle feed; and protein for powdered flavourings, bakery applications and animal feedstuffs.

Cargill also has a direct pipeline link to the nearby plant of Nedalco to supply fermentables for alcohol production. Outokumpu Stainless BV The canal is a key asset for Outokumpu Stainless BV, which uses coils, imported directly from Finland, to make stainless steel sheet and strip half fabricates for end-users, distributors and service centres in the European Union (80 per cent), Turkey, the Far East and the United States. The company’s processing plant at Westdorpe, on the Axelse Vlakte, has been operating since 1992.
Terneuzen
Coils are shipped from the steel mill in Tornio, Finland, in four to six dedicated vessels of 5,000 to 6,500 dwt. Both northbound and southbound traffic is handled at the company’s own quay. About 70 per cent of the processed stainless steel is distributed by truck. The company also uses rail transport to distribute its product. The Westdorpe plant has an annual production of capacity of over 550,000 tonnes and employs about 160 people. OY JIT-Trans provides two to four vessel calls a week on its liner service between Tornio and Terneuzen.

Key player in ammonia and fertilisers
Y
ara Sluiskil BV, part of the Norwegian group Yara International ASA, is a leading producer of ammonia, nitrogen fertilisers and technical grade chemicals. It is also a major European producer of food grade liquid carbon dioxide and of the low emission fuel additive AdBlue (Air 1™). The company’s 135 hectare complex at Sluiskil produces about 3.5 million tonnes of dry and liquid bulk products a year. These are distributed by road, rail, sea and barge to customers throughout Europe and worldwide. The fertiliser product range consists of various grades of granular ammonium nitrate and calcium ammonium nitrate fertilisers, granulated and
prilled urea, and liquid fertilisers. In some grades, essential micro nutrients such as magnesium and sulphur are added. Product range Air, natural gas and water are the main raw materials for these processes. In addition, Yara Sluiskil uses dolomite (calcium magnesium carbonate), from the Ardennes region of Belgium, to regulate the nitrogen content of its ammonium nitrate products. In line with national government advice on transport of hazardous substances, Yara Sluiskil is reducing its exports of ammonia in seagoing vessels by 60 per cent.
Investing in the future Yara Sluiskil is currently investing about €400 million in upgrading its facilities – one of the biggest investments of its kind in Europe – to ensure a viable future for the Sluiskil plant. This investment includes: • Construction of a new, more energy-efficient production plant for urea solution, replacing the two existing urea solution plants and expanding production capacity by 50 per cent. Work will start in spring 2009 and the new Urea 7 plant is due to open in mid 2011. • Expansion of storage capacity for urea solution (Air 1™) • Refurbishment of existing solid urea end product units • New demineralised water production and treatment plant (in partnership with the water company Evides NV). Yara Sluiskil is also a stakeholder in WarmCO 2, which is responsible for transporting carbon dioxide and heat for the new greenhouses project now under way in the Canal Zone.

ÿ Anchorage Vessels can anchor outside the channel (maximum draught of 14.6 metres depending on HW Vlissingen). This anchorage can be used for lightening of bulk carriers. The anchorage is used as a centre for distribution to other west European ports. The anchorage is safe with a sandy bottom. Boatmen Two private firms, Montis Mooring & Boat Service and Verenigde Bootlieden BV (United Boatmen’s Association), provide berthing and unberthing of vessels; communications services; transfer of goods to and from vessels; and a quartermaster service on the River Scheldt and the Ghent-Terneuzen Canal. Bunkers Fuel and lubricants are generally supplied by tank barge via the shipping agent. There are no dedicated bunkering facilities at Dow Benelux, but fuel, fresh water and stores can be supplied by barge. Otherwise, most vessels bunker in Terneuzen Roads. Certain LPG carriers are not permitted to bunker in the roads. Dow Marine Department can be contacted by VHF radio. Constant radio watch is kept on VHF Channels 13 and 34. Compass adjusting Compass adjusting is carried out on the River Scheldt without tug assistance. The relevant firm can be contacted via the ship agent. Cranes The following cranes operate in the port area: - All kinds of mobile cranes are available. - Four floating cranes (one of 36 tonnes capacity and three of 25 tonnes) operated by OVET BV with a capacity of 70,000 tonnes per 24 hours. - Several portal cranes with lifting capacity of 45 tonnes. - A shiploader capable of handling 1,200 tonnes per hour and two gantry grab cranes with capacities of 600 tonnes per hour. Pilotage Pilotage is compulsory for all seagoing vessels entering the port with a LOA of over 80 metres and for all tankers carrying dangerous cargo.

Two companies, Multraship and Union de Remorquage et de Sauvetage (URS), provide tug services in Terneuzen and on the canal. For seagoing vessels calling at the Dow jetties, the following tugs are required for entering and manoeuvring in the harbour: - Ships up to 100 metres LOA: one tug - Ships smaller than 20,000 grt and over 100 metres LOA: two tugs For seagoing vessels manoeuvring in the harbour or when leaving a jetty: - Ships up to 100 metres LOA: one tug - Ships over 100 metres: two tugs - Ships over 20,000 grt when leaving Ocean Dock South: three tugs.
- Between light (whistle) buoy A1 off Ostend and SW Akkaert light buoy, pilot station ‘Wandelaar’, for vessels entering the River Scheldt via Wielingen or the southern Scheur Channel, or: - At light buoy Schouwenbank, pilot station ‘Steenbank’, for vessels entering via Oostgat or the northern Scheur Channel. Pilot vessels must receive at least six hours’ notice of ETA. Shore-based pilotage at Vlissingen may be given to certain types of vessel if bad weather prevents the pilot from boarding. Storage The Port of Terneuzen has sufficient open and covered storage for dry bulks and general cargo. Tides The River Scheldt generally has two tides (high and low water) a day with a variation of about 5 metres between high and low water marks. Pilots meet inbound vessels either:
Some vessels are partially exempt from these rules. They include vessels with powerful bow thrusters and vessels leaving Braakman Jetty B West or East and vessels moored with their bows to the north. Traffic management Traffic is controlled by Traffic Centre Terneuzen, part of the Scheepvaartdienst Westerschelde (Western Scheldt Shipping Authority), which is responsible for navigational assistance on the Western Scheldt and on the Ghent-Terneuzen Canal as well as the operation of Terneuzen locks and bridges over the canal. Traffic Centre Terneuzen can be reached on VHF Channel 3 and Port Control Terneuzen on Channel 11 in the canal harbours and on the canal. Water Fresh water can be supplied by barge 24 hours a day in Terneuzen and on the River Scheldt. Pumping rate is 115 tonnes an hour. Shipping & Signalling Services reports the movement of vessels bound for Antwerp, Ghent, Terneuzen and Vlissingen. Drinking water dispensers have also been installed in the Port of Terneuzen. They operate with the following coins: €0.20 and €0.50. The port authority can provide details about the tariffs and the location of the dispensers.

Vlissingen: a perfect gateway for containers and intermodal traffic
T
he port of Vlissingen is one of the most effective cargo gateways in northwest Europe, with all the right logistics and distribution services in place to move goods smoothly and efficiently between seagoing vessels and key destinations across Europe. Vlissingen has deepwater quays and excellent hinterland connections – a legacy of its original primary purpose, to serve the needs of heavy industry. Today, thanks to ongoing investment in its transport infrastructure, the port’s intermodal services are better than ever, offering first-rate connections by road, rail, barge and pipeline. Changing needs Over the years, Vlissingen has built a fine reputation for expert handling of cargoes across a wide range – everything from fresh fruit to forest products to steel and non-ferrous metals. Now, in response to the changing needs of cargo owners and the ongoing expansion in containerised shipping, the port community of Vlissingen is focusing its considerable expertise on container handling. Work has already begun on a new dedicated container terminal in the Scaldiahaven, due to enter service in 2010, while plans for the Verbrugge Container Terminal and the Western Scheldt Container Terminal are well advanced. Much of the credit must go to Zeeland Seaports, which has worked hard to attract new investors and to provide the right conditions for their facilities and services. ÿ

Historical harbour town Although most cargo handling activities now take place in Vlissingen-Oost, the original harbour of Vlissingen, in the historical heart of the town, is still active. The Buitenhaven (Outer Harbour) contains an oil jetty, operated by Mercuria, and other activities by Finsa and Verbrugge. In the future, there are plans by the Zeeland Cruise Port venture to establish a dedicated cruise terminal on a former passenger ferry berth in the Buitenhaven.

The strategic location of Vlissingen, with easy access for shipping, makes it an ideal hub for containers and other cargoes in transit between Continental Europe and the rest of the world.
All these activities are well served by the spacious layout of Vlissingen-Oost, with deepwater harbours, bulk handling facilities and first-rate transport links with the hinterland.
Centre of activities
In recent years, these same advantages have led to the expansion of specialist cargo handling services at Vlissingen-Oost. In addition to containers, the port has a fine reputation for handling, storage and distribution of niche cargoes. These include food products – especially fruit and vegetables – as well as neobulks such as forest products (paper, pulp, timber), non-ferrous metals, steel and a wide range of ro-ro traffic (new cars, high and heavy items, project cargoes). ÿ
Cargo handling activities are centred on the spacious modern port of Vlissingen-Oost (Vlissingen East), 10 km east of the town of Vlissingen. Vlissingen-Oost is a large multipurpose harbour, developed in the 1960s, with facilities for industrial processing and large-scale cargo handling. It contains a wide range of industries and is also home to the specialist yard facilities of Heerema Vlissingen (offshore industry) and the Royal Schelde Group (shipbuilding and shiprepair).

Vlissingen
Scaldia Container Terminal – A joint venture between the Belgian companies Sea-invest and Zuidnatie to create a new purpose-built container terminal in the Scaldiahaven aimed at small to medium sized containerships and inland vessels. Work is under way and the new terminal is due to enter service in 2010.
Verbrugge Container Terminal – A plan by Verbrugge Terminals to convert its existing Zeeland Terminals facility into a purpose-built container terminal capable of handling containerships up to ULCS size (400 metres in length). Verbrugge is awaiting planning permission to go ahead with the phased project.
WCT – The proposed Western Scheldt Container Terminal would be a very large facility, located on the seaward side of the harbour, with sufficient length and depth to handle five ultra large container ships at the same time. The terminal will also have a 900 metre quay for barges to encourage the use of waterway transport to and from the hinterland.

A perfect place to do business
O
ne of the main assets of the rural community of Borsele is that it offers first-rate opportunities for business combined with a high quality lifestyle. The municipality, which embraces the eastern half of Vlissingen-Oost, is run by Gemeente Borsele, based in the village of Heinkenszand. A good balance has been achieved between the traditional farming environment of Borsele and the enterprise culture that has sprung from its excellent location near the economic heart of Zeeland. About 23,000 people live in Borsele, which covers an area of 15,000 hectares and contains 15 villages. There are several programmes of new house building in the municipality. These will provide some 300 additional homes, including apartments, by 2016.
Agriculture, especially fruit growing and farming, is important to the local economy. But today most of the working population is employed in other sectors like manufacture and the service industries. Borsele is home to about 1,200 businesses involved in all kinds of activities including cold storage, food processing, metal working, oil refining and road haulage. Many people travel to work in nearby towns such as Goes, Middelburg and Vlissingen, while the opening of the Western Scheldt Tunnel in 2003 has brought more towns, including Terneuzen and Ghent, within commuting distance. The Port of Vlissingen is vitally important for Borsele, both as a source of employment and as a generator of new business opportunities, and the municipality has a 25 per cent share in Zeeland Seaports. A new industrial estate, the Sloepoort, initiated by Zeeland Seaports, is due to come on stream in the near future. National Landscape Area
Vlissingen
Borsele is a popular tourist destination, attracting visitors from all over the Netherlands as well as Belgium and Germany. There are special routes for cyclists and ramblers, while steam trains – on a preserved line between Goes and Hoedekenskerke – are a magnet for railway enthusiasts. Borsele is justly proud of its attractive scenery and pleasant environment – declared a National Landscape Area in 2005. The municipality will receive government funding to preserve, protect and improve the elements that make up its special high quality environment.

New terminal will target small to medium containerships
A
new purpose-built container terminal – aimed especially at intermodal traffic between sea and inland vessels – is due to enter service in Vlissingen-Oost in the course of 2010. The new Scaldia Container Terminal – located in the Scaldiahaven – is a joint venture between two Belgian companies, Sea-invest and Zuidnatie, both of which have many years’ experience in stevedoring and related activities. A total area of about 60 hectares is being developed to accommodate the new terminal, which will be a 24-hour facility with an annual capacity of about 1.2 million teu.
The terminal is designed to accommodate vessels of up to 320 metres in length, with a maximum draught of 14.0 metres LLWS and a capacity of 6,000 to 7,000 teu. It will feature a deepsea quay of 900 metres in length as well as a transverse quay of 250 metres to serve barges and feeder vessels. Support services In addition to container handling, the new terminal will offer a range of support services including stuffing and stripping of containers, cargo consolidation, sorting of goods and relocation of containers. The partnership believes the new terminal will appeal most strongly to operators of small to medium sized container vessels who will be drawn to the flexibility and short lines of communication offered by a relatively small-scale container operation.
Construction work began in March 2008 on the first 600 metres of quay.

The new terminal will focus on liner services that offer scope for intermodal services to inland destinations – particularly by barge. A key activity of the new terminal will be transhipment of containers between deepsea liner vessels and feeder vessels, thus ‘bridging the gap’ between the main intercontinental trade routes and intra-European feeder connections.
Vlissingen
Between €125 million and €145 million will be invested in shoreside handling equipment including gantry cranes and reach stackers. The terminal will have three ship-to-shore gantry cranes when operations commence. There will also be mobile cranes for loading and discharging of barges and feeder vessels.
Inland connections
Vlissingen is well positioned for inland waterway connections to Continental Europe. In addition to the existing canal links between the River Scheldt and the River Rhine, there are plans for a new link with the River Seine that would allow barges up to Class Vb (4,400 tonnes, 185 metres in length and 11.4 metres in breadth) to trade between Vlissingen and Paris.

A natural gateway for fresh produce and fruit juice
E
xpert handling of fruit, fresh produce and other food products is provided by the Port of Vlissingen, which also handles large volumes of imported fruit juice.
Handling and storage is dominated by Daalimpex Logistics BV and Kloosterboer Vlissingen, both of which offer dedicated storage and support services run by skilled personnel.
For shippers of food products, Vlissingen-Oost is a natural gateway to markets in Europe, with smooth and efficient transport links. The port has all the right handling facilities in place for these sensitive cargoes.

Fruit such as apples, pears, citrus, grapes and kiwi fruit are imported in season from a range of source countries. Fruit and other fresh produce is carefully discharged and stored for distribution by road and rail to markets all over Europe. Some fruit is reexported.
Daalimpex handles and stores fruit, fruit juice, vegetables and other food products for end-users in Europe. It operates Fruit Terminal Vlissingen, a major waterfront facility in the Bijleveldhaven, with 600 metres of quay and 350,000 cubic metres of chilled and frozen storage. Food Village Vlissingen-Oost has large areas of temperature controlled warehousing for food products in the Bijleveldhaven and Westhofhaven with weighing, packing, forwarding and distribution services. This Food Village is located well away from the industrial sector.

Daalimpex has a modern warehousing and distribution complex on the west side of the Bijleveldhaven with 350,000 cubic metres of chilled and frozen storage. Fruit juice accounts for about 20 per cent of its business in Vlissingen. It deals with many other food items, including dairy products, frozen fruit, chilled chicken, frozen meat and frozen fish as well as fresh fruit and fresh vegetables.
Daalimpex has invested in a major renovation and renewal of its Vlissingen facilities. There are four warehouse buildings, connected by a central hall with dock shelters, with a total racked storage capacity for fresh fruit of 35,000 pallets. The company also has a 35,000 square metre cold store with an internal height of 14 metres for fruit and deep-frozen products. Support services include barcoding, labelling, packing and repacking as well as facilities for blending and drumming of fruit juices. All these facilities conform with HACCP and ISO rules. The company has its own food analysis laboratory in the Bijleveldhaven, available to third party customers. Kloosterboer Kloosterboer Vlissingen, part of an international logistics group specialising in chilled and frozen foods, has storage facilities on both sides of the Bijleveldhaven and in the Westhofhaven. The company has 100,000 tonnes of cold storage and 35,000 tonnes of ambient storage plus a dedicated fresh fruit storage capacity of 35,000 pallets. Kloosterboer handles a wide range of food products including fruit, fruit concentrates, fish, meat, dairy products and potato chips as well as dry products such as dried milk and nuts. The company also exports palletised onions and potatoes to West Africa in conventional reefer vessels after discharging imports of fresh fruit.

Fruit juice Both Daalimpex and Kloosterboer have modern facilities for storage, blending and distribution of both concentrated and single-strength fruit juice. Concentrated juice is evaporated and in a semiliquid state, while single-strength juice includes water and comes hard-frozen. Daalimpex provides on-site crushing, drumming and dedrumming services. The blending station has been extensively modernised. The company has its own independent food analysis laboratory in the Bijleveldhaven, conforming with HACCP and ISO rules, where trained staff can supervise the blending and production of juice on behalf of customers. These services are also available to third-party customers. Kloosterboer has five production lines in Vlissingen capable of handling 150,000 tonnes a year of juices and concentrates. Both companies offer a range of support services that include barcoding and labelling, Customs clearance and SKAL certification for biological products.
Expert handling of timber, steel and metals
A
key source of business for Verbrugge Terminals is the handling and distribution of breakbulk cargoes – in particular, timber, steel and non-ferrous metals.
Zeeland Terminals allows the trade to focus both its shortsea and deepsea imports and exports on a single hub with excellent transport links to Europe and other destinations worldwide.
The company operates Verbrugge Zeeland Terminals, a major facility on the north side of the Quarleshaven in Vlissingen-Oost. Extended opening hours for handling and distribution of products at this facility have led to greater efficiency and lower costs for customers.
Verbrugge offers a range of support services to complement its terminal activities. They include shortsea and deepsea chartering, port agency, cargo agency, liner agency, freight forwarding and Customs services.
Quality services For steel and non-ferrous metals, Verbrugge offers quality handling services, ample storage and warehousing (including LME-approved facilities) and effective transport links to the hinterland. Verbrugge has also has a fine record for costeffective and damage-free handling of timber products.

Arrow Terminals Arrow Terminals BV, a subsidiary of Kinder Morgen Terminals, is a full service public warehousing company specialising in handling and distribution of ferro alloys. At Vlissingen-Oost, the company has its own ship terminal in the Kaloothaven with 31,000 square metres of covered storage, plus crushing and screening systems and a packaging facility. In addition to warehousing and logistics, Arrow Terminals offers blending, processing and packaging services.

Serving the needs of heavy industry
T
he original role of Vlissingen-Oost – to serve the needs of heavy industry and industrial processing – is still a key activity. The deepwater port is perfectly placed to receive large oceangoing vessels and is ideally equipped to handle, store and distribute large quantities of bulk goods.
Arkema
Vlissingen-Oost is home to a variety of industrial activities, from aluminium production to electrical steel processing and from oil refining to shiprepair. The port also contains a major power station with the Netherlands’ only nuclear power plant.
DLH Nordisk operates a facility for kiln drying of timber. The company has 28 kilns with a total drying capacity of 5,500 cubic metres together with 220,000 square metres of covered storage. Timber from various source countries is shipped to Vlissingen and processed for customers throughout Europe. The facility is powered by 15 large wind turbines operated by Indufor.
Many of these industries use bulk materials – a key source of business for handling specialists. At the other end of the process, there is a steady traffic in finished and semi-finished products to be loaded and distributed by road, rail and waterway to endusers in Europe and elsewhere. Handling, storage and support services are provided by specialist operators like Arrow Terminals, OVET, Verbrugge Terminals and Vopak Terminal Vlissingen.

EPZ EPZ, the regional generating company, operates a major power station complex within VlissingenOost. The Borssele Power Station site contains a 515 MW nuclear power plant together with a 427 MW coal-fired plant.
Vlissingen
The coal-fired plant consumes about 1 million tonnes per year of coal, imported by sea. EPZ has its own deepwater quay for discharging coal ships, supported by a stockpiling area. Euro-Mit Staal Euro-Mit Staal BV specialises in processing electrical steel, mainly for the transformer industry in Europe. Coils of thin gauge plate material are shipped to Vlissingen-Oost and discharged close to the Euro-Mit Staal plant, where they are processed to customer’s specifications and distributed to end-users all over Europe. Scheldepoort
German-owned Greenworld has a plant in the Westhofhaven where it mixes peat with wood chips and other items for use in horticulture. This product is packaged by Greenworld for distribution to DIY stores and garden centres.
Scheldepoort BV operates a major shiprepair and conversion yard in a prime location close to the harbour entrance.
Heerema Heerema Vlissingen specialises in the design, fabrication, installation, hook-up and commissioning of heavy steel structures and process facilities, mainly for the offshore industry. It has fabricated many jackets, topsides, satellites and minimum facilities for marginal fields. Heerema Vlissingen is a member of the Heerema Fabrication Group, one of the largest international concerns in the oil and gas industry.
This facility is centrally located in the Amsterdam, Rotterdam, Antwerp (ARA) range, with minimum deviation for ships using its services. As part of the Damen Shipyard Group, the company is able to combine the newbuilding design and engineering knowledge of its parent company with the flexibility and craftsmanship of its repair yard. Scheldepoort has three well equipped dry docks including a modern graving dock with a length of 215 metres, an air draught of 51 metres and an overhead crane capacity of 300 tonnes. The company can drydock vessels up to 240 metres in length and 36 metres breadth.
Total Total Raffinaderij Nederland NV, a joint venture between Total, of France, and Dow Chemical Company, of the United States, operates a major oil refinery at Vlissingen-Oost. Handling about 9 million tonnes of crude each year, the refinery has four jetties in the Van Cittershaven for loading product, while larger tankers of up to 100,000 dwt can be discharged in the River Scheldt.
Thermphos
ZALCO
The chemical processing company Thermphos International BV is located on a 125 hectare site with its own deepwater jetty in the Sloehaven.
Zeeland Aluminium Company NV (ZALCO) operates an aluminium smelter with an annual production capacity of 230,000 tonnes.
Thermphos International makes elemental phosphorus, food and technical phosphates and phosphoric acid at its Vlissingen plant.
The company has its own terminal in the Quarleshaven for deepsea vessels plus a berth in the Van Cittershaven for inland vessels.
The company purchases about 1.5 million tonnes of raw materials a year, mostly by ship, including 600,000 tonnes of phosphate ore, and distributes about 310,000 tonnes of products by sea, road and rail.
The main raw materials, bauxite and petroleum coke, are discharged in the Quarleshaven using two elevators with a combined capacity of 600 tonnes per hour. Other raw materials are brought to the site by road and rail.
Vlissingen
The company undertakes maintenance, repair and conversion work. It has a design and engineering staff of 180, an annual steel production capacity of about 5,000 tonnes and long experience with both naval and commercial vessels.

World-class container hub awaits green light
P
lans are well advanced for a landmark project to create a new dedicated hub for international container shipping in the Port of Vlissingen. The Western Scheldt Container Terminal (WCT) has been planned as a world-class facility with an annual handling capacity of 2 million teu. It will allow Zeeland Seaports to offer a full transhipment service – with ready access from the sea and minimum deviation – to provide a complete and comprehensive solution for operators of mainline containerships.
Located on the seaward edge of VlissingenOost, the terminal will have 2 km of quay with a maximum draught alongside of 15.9 metres to accommodate the new generation of ultra large container carriers. The terminal will cover a total area of about 130 hectares.
In line with its ‘green’ agenda, the port authority will encourage cargo owners to use rail and waterway services in preference to trucks – and intermodal facilities at WCT will reflect this policy.
WCT will be equipped with 90 straddle carriers, while vessels will be worked by 14 super post panamax gantry cranes. These cranes can reach across 22 containers on the deck of a ship, allowing them to handle the world’s largest deepsea containerships (in service or planned).
Inland vessels will have direct access to WCT, which includes a dedicated harbour for barge traffic. For rail freight, WCT will be supported by new larger marshalling yards within the Port of Vlissingen. These in turn will be linked directly with the national and European rail network.
Direct access
Partners with Rotterdam Ownership and development of WCT is in the hands of Exploitatiemaatschappij Schelde Maas (ESM), a partnership between Zeeland Seaports and the Port of Rotterdam.
Vlissingen
The process of obtaining government planning consent for WCT was still ongoing at the time of publication. Once permission has been granted, the work of construction will take about five years to complete.

Expert handling of new cars and ro-ro traffic
V
lissingen is an ideal transhipment hub for unitised and rolling freight. It offers the key advantages of easy access for large vessels and first-rate transport links with the hinterland. Three major players in the logistics sector – Cobelfret, Kloosterboer Vlissingen and Verbrugge Zeeland Terminals – are involved in handling these types of cargo in Vlissingen-Oost. Cobelfret The Belgian company Cobelfret has a dedicated terminal at the Sloehaven, where it handles about 360,000 new cars and 88,000 trailers a year. Cobelfret is a market leader in the transport of cars, containers and trailers. It owns a fleet of 26 vessels and organises fixed ferry services on both intra-European and Europe-UK routes.
The company’s Vlissingen terminal opened in 2003. Originally it covered 60 hectares, but this was expanded to 102 hectares in 2006. There are two jetties with berthing for four seagoing vessels. The jetties also receive inland barges, which carry new cars to and from the hinterland. These purpose-built vessels have five decks and carry up to 540 cars. Cobelfret also uses rail transport to move cars to and from Vlissingen. There is a pre-delivery inspection (PDI) centre on site. The terminal can accommodate up to 57,000 cars and 1,100 trailers as well as containers and high-and-heavy equipment.
Cobelfret has sea traffic from the Benelux countries, Bulgaria, Germany, Poland, Scandinavia, Spain, Turkey and the UK. New cars from Germany are transported mainly by rail and barge. Kloosterboer Kloosterboer Vlissingen operates a multi-use terminal in the Westhofhaven which is used for storage and shipment of cars and containers. The terminal, which entered service in May 2006, has a surface area of seven hectares. A rail connection to the terminal was opened in October 2008.
Vlissingen
Cars are handled directly via the quayside or by mobile cranes. Verbrugge Unitised cargo and rolling freight is handled by Verbrugge Zeeland Terminals in the Quarleshaven area of Vlissingen-Oost. The company has ro-ro facilities and open storage for a variety of cargo including vehicles. There is a rail siding on the terminal. Verbrugge Zeeland Terminals also specialises in the handling of high-and-heavy equipment, particularly ro-ro cargo.

Vlissingen port details Approach The Port of Vlissingen can be approached via three fairways: - Wielingen – depth 8.0 metres LAT - Scheur – depth 14.8 metres LAT - Oostgat – depth 8.0 metres LAT. Accommodation The Port of Vlissingen consists of two separate harbour areas: Vlissingen-Oost and Vlissingen (the original harbour in the town of Vlissingen). Vlissingen-Oost Vlissingen-Oost is both an industrial area and a commercial harbour covering a total of 2,400 hectares. The harbour is accessible to all seagoing vessels able to navigate the Western Scheldt. All dock basins are reached through the Sloehaven, which has direct access to the sea. The harbour entrance is 350 metres wide. The main channel in the port is dredged to 14.5 metres LAT. The harbour is a tidal basin with a rise of about 4.5 metres between HW and LW. Vessels up to 315 metres LOA and 16.5 metres draught can enter the port at HW. Suitable for all kinds of transhipment including LPG and chemical bulk cargoes. There is 920 metres of quay. Depth of water at LAT over 540 metres: 12.0 metres and over 380 metres including ro-ro ramp, 13.3 metres. Mobile container cranes with a capacity up to 100 tonnes.

Bijleveldhaven 1,980 metres of quay. Depth alongside at LAT of 9.0 metres over 8.4 metres (east bank) and 10.5 metres over 8.4 metres (west bank). The north bank is 300 metres long with a depth alongside of 9.0 metres LAT.
Westhofhaven 300 metres of quay with a depth of 9.5 metres LAT (west bank). It can accommodate the largest reefer vessels. On the east side there is a jetty for discharging peat and a quay for general cargo handling.

Kaloothaven 1,130 metres of quay with depths to 17.5 metres LAT. Used for handling bulk cargoes. On the south bank are two jetties, one with a depth alongside of 10.0 metres LAT, one for inland barges.

Vlissingen town Vlissingen town contains two harbour basins: the Buitenhaven and Binnenhaven. The Buitenhaven is located outside the lock system with direct access to the sea. The harbour is a tidal basin with a rise of about 4.5 metres between HW and LW. The Buitenhaven has 300 metres of quay and can accommodate ships with a maximum draught of 11.3 metres. The northern part of the basin has an area for coasters and lighters. An oil jetty, operated by Mercuria, can accommodate tankers with a maximum draught of 10.0 metres LAT. The Binnenhaven is located behind the sea locks of the Walcheren Canal. The Binnenhaven basin has 915 metres of quay with a maximum depth of 7.3 metres. Anchorage Vlissingen has five designated anchorage areas. Vlissingen Roads offers safe anchorage with sandy bottoms. Vessels should anchor to the south of Koopmanshaven at least 1.2 km from the north coast. Depths vary from 10.0 to 26.0 metres. Bunkers Several of the main oil companies supply bunkers from Vlissingen. In addition, two independent companies supply all grades of bunker fuel at the Schaar van Everingen anchorage and in the harbour. Port dues are not levied on vessels anchoring for bunker fuel. Tug assistance is not compulsory. Most bunker suppliers require either 24 hours’ or 48 hours’ notice.

Signalling
Mobile cranes of up to 100 tonnes capacity are available. There are various facilities for loading and discharging bulk cargo including four floating cranes (one of 36 tonnes capacity and three of 25 tonnes) operated by OVET BV.
Shipping & Signalling Services reports the movements of vessels bound for Antwerp, Ghent, Terneuzen and Vlissingen.
Crew changes Air connections worldwide are available via Amsterdam Schiphol Airport and Brussels Zaventem Airport, both within two hours’ drive of Vlissingen. There is a direct train every hour from Vlissingen to Schiphol.
Storage Vlissingen has large areas of open and covered storage for neobulks, steel products, trade cars, dry bulks and liquid bulks such as gasoil, butane, propane, LPG, molasses, edible oil and mineral oil. Towage
Pilotage Pilotage is compulsory for all seagoing vessels entering the port and its approaches with a LOA of more than 80 metres and for all tankers carrying dangerous cargo. Use VHF Channel 6. Pilots meet inbound vessels either: - Between light (whistle) buoy A1 off Ostend and SW Akkaert light buoy, pilot station ‘Wandelaar’ for vessels entering the River Scheldt via Wielingen or the southern Scheur Channel, or: - At light buoy Schouwenbank, pilot station ‘Steenbank’, for vessels entering via Oostgat or the northern Scheur Channel. Pilot vessels must receive at least six hours’ notice of ETA. Shore-based pilotage at Vlissingen may be given to certain types of vessel if bad weather prevents the pilot from boarding.
Radio Vlissingen Port Control can be reached on VHF Channel 9. Vlissingen Roads Traffic Centre is on VHF Channel 14.
Warehousing Cool and cold storage facilities are provided by private companies in the Bijleveldhaven and Westhofhaven areas of Vlissingen-Oost. The harbour also contains general purpose warehouses as well as dedicated warehousing for products such as tobacco. Waste reception Reception facilities for oily residues and noxious liquid substances and garbage have been provided by the Dutch government under the Marpol agreement. Disposal can be arranged at 24 hours’ notice through ship agents. Water
Vlissingen
Both the Dutch and Belgian pilotage services have operational centres in Vlissingen.
Harbour tugs are operated by Multraship and Union de Remorquage et de Sauvetage (URS). Harbour tugs with VHF radio are stationed at the port.
Fresh water is available 24 hours a day in Vlissingen. It can be supplied by barge or through shorelines on the quays. Drinking water dispensers have also been installed in the Port of Terneuzen. They operate with the following coins: €0.20 and €0.50. The port authority can provide details about the tariffs and the location of the dispensers.
Shiprepair Scheldepoort Repairyard, part of Damen, undertakes maintenance, repair and modification of ships and floating structures as well as conversion and renovation of specialised vessels. The shipyard can accommodate vessels up to 350,000 dwt. There are two graving docks, the larger of which is 217 metres long, plus a floating dock for vessels up to 90,000 dwt.
