Welcome to the third edition of the Active Travel Directory This directory, the 3rd annual directory of active travel products and services, is a comprehensive reference that will help local authorities, and all those tasked with taking forward active travel schemes, to identify the resources they need for successful delivery. Active travel has rarely been out of the news since we published the third edition of the directory a year ago. Cuts to the walking and cycling budget in March, followed by the ongoing and divisive debates around Low Traffic Neighbourhoods and the concept of ‘15-minute neighbourhoods’ largely dominated what could be considered a bad year for moving active travel forward. Not to mention the unexpected ‘Plan for Drivers’ that government published in October. However, travelling around the country and speaking to planners, policy-makers and politicians, there is a real sense of revived hope. Many of the challenges the profession face are deeply political and understanding the mechanisms and partnerships that are required to make progress is the key. Practitioners seeking to make progress with active travel schemes – that we know are absolutely for the benefit of local communities – need to develop a strong narrative that will win the hearts and minds of the public and politicians of all colours. And there’s more reasons to be positive. The City Region Sustainable Transport Settlements (CRSTS2), and the recently announced uplifts, will provide essential funding to a host of local schemes across the North and Midlands. This brings funding for projects to nearly £14 billion, many of which will support active modes. And now that Active Travel England (ATE) has become a statutory consulatee on larger planning applications, there has never been a better time for a walking, wheeling and cycling to be built into new developments: it’s likely that around 60% of new homes will need to be reviewed by ATE. How do we put people at the heart of active travel? Jo Bacon and Rachel Evans from AtkinsRéalis explain why we must take a more people-centred approach to active travel planning and delivery Investment in active travel – walking, cycling and wheeling - enables thriving communities where people want to live, work and socialise. It improves health and wellbeing, contributes to reducing carbon emissions, improves air quality, boosts local economies and can offer personal cost savings. The UK government aims to deliver a world-class cycling and walking network in England by 2040, with an ambition for 50% of short journeys in England’s towns and cities to be walked, wheeled, or cycled by 2030. Scotland is targeting a 20% reduction in car kilometres by 2030, Wales has a target of 45% of journeys to be made by walking, cycling and public transport by 2040, and Northern Ireland also have climate change targets in which modal shift will play a critical role. These are ambitious targets, and investment is being made across the country in much-needed cycling and walking infrastructure. But infrastructure takes time to plan and build, and we are still some way from reaching those targetsi. According to the Department for Transport’s National Travel Survey, in 2022 just 13% of adults in England cycled once a monthii. So, what more can we do?

We need to put people at the heart of active travel policy, planning, design and delivery Meeting the ambitious targets will require behaviour change on a bigger scale. To achieve that, we need to do more to understand how every active travel scheme will meet people’s real transport and mobility needs, which journeys are viable for active travel, the constraints that people face, and what support people need. And we need to understand and account for different people. There’s no doubt that good infrastructure is vital to enabling more active travel. But people also need to feel confident about riding, walking or wheeling. To do this, they need to feel they have the right skills and capabilities. This could include cycle maintenance know-how, knowing which cycle is right for them, or knowing how to navigate the junctions on a particular journey. Cycle loan schemes, access to subsidised cycle maintenance and cycle training can all increase capability and confidence.

Social factors are also important. It helps if people can identify active travel as something that people like themselves do (social norms and social identity). Buddy schemes, role models and using relatable messengers in communications can all help. There may also be internal processes that deter people, such as feeling inhibited about a particular part of a walk or wheelchair journey because it doesn’t feel safe, or habits that hinder reflection on the benefits of active travel. All these things point to the need for a more rounded, people-centred approach to active travel planning and provision. While infrastructure is vital in providing the physical opportunity for active travel, it’s not sufficient on its own to change the behaviour of many people who may also need support in gaining the confidence, capability and desire to walk, wheel or cycle more. We have the tools in behavioural science, so let’s make better use of them Historically, many active travel schemes have relied on rudimentary behavioural evidence, such as questionnaires that ask the public if they would use new infrastructure if it were built, which are subject to social desirability bias, with people likely to give the ‘right’ response. Social and behavioural science arm us with better tools. Personas and user journey mapping enable us to get into the shoes of different types of people and understand their pain and gain points across an entire end-to-end journey. Behavioural frameworks and models, such as UCL’s COM-Biii or the Scottish Government’s ISM modeliv can help us diagnose all the individual, social and contextual barriers to active travel and identify solutions that take account of human behaviour and psychology. Qualitative research enables us to fully explore people’s hopes, wants, needs and problems, increasing our ability to develop schemes that have public support. And successful schemes provide much-needed evidence for future ones. So, it’s worth investing in more and better evaluation and making sure that learnings are shared across the sector. There’s a bright future, if we seize the opportunities to put people first When we see the benefits that successful active travel schemes bring to communities, there’s much to be optimistic about. We need to keep delivering ambitious active travel schemes. And when we do, we need to make sure we deliver solutions that address people’s real problems and provide benefits that people – all people - can really feel. We already have the tools to help us, so let’s make better use of them. I spent over a decade delivering the biggest active travel schemes in London. I choose to specialise in active travel because I take pride in enabling people to walk, wheel and cycle more. I joined AtkinsRéalis so that I can apply my specialist knowledge and skills to projects in towns and cities across the UK.

Providing safe and accessible routes for all is complex but important, as there are so many bene昀ts for people and the environment from walking, cycling, or wheeling. I believe at AtkinsRéalis we have all the expertise to make active travel an everyday reality.

I’m passionate about how to open up travel opportunities for children, young people, and adults and embed inclusive design into active travel schemes. Our holistic, inclusive design approach considers a wide range of people’s needs within the context of their door-to-door journeys.

I joined AtkinsRéalis having been swayed by their commitment to Active Travel and recognition of its place in a low-carbon and equitable future for our planet and society. This is a place that shares my values and where I can help make a real di昀erence.

The political landscape remains a turbulent roller coaster for active travel professionals. The increased uptake in walking, wheeling, and cycling during the pandemic and the optimism following the Government’s Gear Change Policy have since been tempered with disappointment from active travel funding cuts and now the newly published Plan for Drivers, which has added further uncertainty regarding the future of active travel schemes in England. Fuelling the fire, the cost-of-living crisis has in places reduced the acceptability of schemes that incur a cost – perceived or actual – to the public and often conspiracy-based views have been amplified by political interventions and reached mainstream media, ahead of the climate emergency. Whilst disappointing, we can’t lose sight of everything that has been achieved over the past few years and we can continue to look to our colleagues in Scotland, Wales and Ireland to keep the flag flying high. In addition, Active Travel England (ATE) may be hamstrung, but it certainly shouldn’t be dismissed, alongside its role in planning, its data driven approach is ultimately providing an outcome focussed funding model; when placed in the wider context of budget cuts this ability to demonstrate strong cost-benefit ratios and having a pipeline of schemes ready to go is the strongest hand we can currently play. It will also be interesting to see if authorities who ignore ATE inputs, see direct impacts on their funding. For those of us who have been around the block a few times, stopstart short term funding, knowledge retention, revisiting and iterating schemes and everything taking a long time is nothing new, we now need to balance this historic knowledge with the learning from the fast pace achieved over the past few years. Through these ups and


downs, SYSTRA has been working with our local authority partners to develop and deliver effective active travel schemes, experiences through which we’ve gained valuable insight and we share some thoughts below: Investing in active travel remains the best thing we can do in our cities for everyone, including drivers As our cities grow, the best thing we can do for all users is to find ways to use the finite space available to us more efficiently. Enabling people to walk, wheel and cycle their journeys, especially ones that they would have previously undertaken using a private car, is a key part of this – as the best way to free up capacity on our roads for people who need to use a car, or those taking public transport. This needs to translate into the messaging used, especially at the high level, good examples of this are London Borough of Islington with its People Friendly Streets programme and Greater Manchester, with its Bee Network, with both used as the banner under which a variety of active travel and other schemes are delivered. Communicate key objectives, how the scheme will achieve them The benefits delivered by active travel schemes are manifold; improved public health, improved air quality, improved road safety and reduced congestion, to name a few. However, it is often helpful to identify one key local challenge that an active travel solution aims to address – whether that is deprivation, congestion, climate emergency or obesity etc. – as this supports a much more compelling narrative. Of course, other benefits can also be mentioned, but keeping one pertinent issue front and centre clarifies and focuses all messaging. Allowing scheme specific objectives to be set, vs a standard set applied across all schemes enables a tailoring to the local context and the available funding pots. Differentiating the banner/brand under which the schemes are delivered and providing the flexibility to adapt the objectives of the individual schemes is an important nuanced point that should be picked up at the initial strategy level, rather than locking yourself in to all schemes meeting a certain objective. The key challenge and its relationship to active travel should be explained clearly to stakeholders and the public; even if they do not agree with the scheme, this may help them understand what is being proposed and why.

Monitor the outcomes, not just the outputs Outcome objectives should then be monitored to demonstrate whether the measures introduced have been successful to help build the case for more active travel improvements in the future, also allowing for you to tweak the scheme. It is also important to remember that change will not happen overnight. It can take a while for behaviour change to bed in and the number of people walking, wheeling, and cycling to increase – particularly given seasonality impacts. Don’t tie the success of a scheme to metrics that can be easily influenced by erroneous factors, your monitoring data will be unpicked and challenged, it therefore needs to be clearly planned and robust. Be prepared The introduction of modal filters, as part of Low Traffic Neighbourhood schemes, under experimental traffic orders during the pandemic, while welcomed by many, were an unexpected change to many people’s daily routines and faced strong opposition, especially online where the vitriol has reached previously unseen levels and elected members, local authority officers and their consultants have often faced direct personal challenges. However, whilst there has undoubtedly been strong opposition to some of these schemes, all the evidence and research suggests that they are in fact popular with local residents once they ‘bed in.’ It does however put enormous strain on members and officers alike when dealing with large volumes of correspondence and opposition to these schemes and this should be acknowledged and planned for from the outset. Use co-creation to support you against the backlash Using co-creation to aid with your scheme design provides the local community with an early voice and allows you to test ideas, going back and forth; designs with community led inputs will have a stronger local buy in, just make sure your attendees provide a representative sample of your local community. A return to face-to-face consultation and engagement is also recommended, where appropriate and proportional, as much of the opposition to experimental schemes delivered during lockdown was due to a perceived lack of consultation due to it taking place online. Pragmatic Approach - Aim for good enough and monitor to see if schemes are performing as intended As the professionals planning and designing active travel schemes, we need to balance the needs of people walking, wheeling, and cycling with the deliverability of a scheme, which sometimes means looking for alternatives to its more controversial aspects. In recent proposals, this has involved for example replacing point closures with banned turns. This has allowed specific local access requirements to be accommodated while eliminating high-volume through traffic movements – and was accepted based on more detailed analysis of traffic counts that revealed that banned turns would achieve the traffic reduction needed to allow cyclists to mix with general traffic. Whilst the ambition to deliver area wide schemes should not be lost, going back to your scheme metrics, looking at single point closures and banned turns, set for example against road safety issues could provide a much quicker win, to allow continued progression of your overall strategy, whilst the larger schemes take the time they need. n If you would like advice, or practical assistance with your schemes, please get in touch with the SYSTRA team. End to end secure cycle parking comes to Glasgow Whilst the need for secure cycle parking near your home is widely recognised, destination cycle parking is often limited to a few Sheffield stands, out in the elements in a dimly lit area. Hardly inspiring for someone looking to leave their trusty steed / means of employment / pride and joy for a few hours. With local authorities looking to encourage walking and wheeling to city centres and high streets, public access to secure, weatherproof cycle parking is hugely effective in supporting uptake. But how to offer and manage such a service, where every location has its own individual quirks and issues? Introducing Trips, a short-term, secure cycle parking service, accessible through the Cyclehoop smartphone app. This new service can be applied to any securable unit – from an individual locker to a six space Bikehangar or a secure cycle hub – and allows the user to find, book and monitor their reservation in app. With the largest on-street residential cycle parking scheme in the world, Cyclehoop developed this from customer feedback for better end destination parking which is just as convenient as their residential Bikehangar. How it works The app is available to download for free from Google Play and the App Store. Customers set up their profile and use the map feature to find, select and navigate to their desired unit. On arrival, users can then start a booking and unlock the unit directly from their smartphone. The app momentarily disengages the locking mechanism using Bluetooth connectivity, enabling the user to turn the latch and open the unit. They can then secure their bike in their allocated space (shown in the app), close and lock the unit. Users can also monitor the cost of their booking within the app, with a countdown timer showing when a booking will move into the next price tier. Pricing can be set according to the requirements of a client, including limited free access. When retrieving their bike, users simply repeat the opening process using the app, unlock and remove their bike and end the booking. Their account is then charged accordingly. Users can add credit to their account and check previous bookings, all through the app.

Glasgow city centre – a case study Earlier this year, Cyclehoop won a tender to bring a secure, short term cycle parking solution to Glasgow city centre. Funded by the Sustrans ‘Places for Everyone’ initiative, it forms part of Glasgow City Council’s Avenues Project.

The project identified twenty locations around the city, with predicted high demand – near offices, shopping areas and social destinations. An initial phase of 12 Bikehangars was installed ahead of the UCI World Championships. With the event celebrating all things cycling, the UCI sponsored the first 12 units and they were decorated with the iconic rainbow jersey stripes. A second phase was installed in September bringing the full roster to 20 units (19 Bikehangars and one Cargo Bikehangar). Following a one-month trial, the service launched on September 28th, and has seen a healthy uptake with an average of 50 customers downloading the app each week. The benefits of going digital Whilst Cyclehoop Trips offers destination cycle parking through the app, the technology can also be applied to residential cycle parking. ‘Cyclehoop Home’ is the second phase of the project which will integrate residential cycle parking subscription management, for a complete end-to-end cycle parking solution. This will offer a range of benefits for local authorities, housing associations and facilities managers: l No key management – holding, distributing and processing key returns takes a large amount of time and space. No keys, no key management required! l Remote access management – the ability to immediately grant and revoke access through the application management console streamlines the process and removes the impact of lost keys. l Flexible terms – many Cyclehoop Rentals customers request shorter term contracts to match the duration of their stay at an address. Cyclehoop Home makes this possible. l Self-service account management – automating some of the service will allow customers to manage their own accounts. This will require less support from a customer service team. l Collecting usage data – understanding cyclist’s behavior is essential when planning new infrastructure. This app allows us to see popular destinations, the times that people are accessing units and once Trips and Home are integrated, will be able to show popular routes. This information would be invaluable to any council assessing future needs. What are the possibilities? Encouraging more people to cycle is essential to improving the country’s health, reducing the strain on existing infrastructure and reducing reliance on cars. By offering secure parking facilities at both ends of the cycle journey, a great many more people can choose cycling as their everyday mobility choice, safe in the knowledge that their bike will be there when they return. n

Grease Monkey in Partnership with Hackney; London’s largest rollout of Secure Cycle Parking Grease Monkey are delighted to have been appointed by Hackney Council in the Summer to partner with them in the delivery of the largest rollout of secure cycle parking across London. The contract involves the delivery of 675 Veloboxes, Grease Monkey’s sold secure diamond rated cycle hangars, over two years to provide cycle parking for 4000 people in Hackney. Hackney has one of the largest cycling populations across London, with currently over 6000 people on a cycle parking waiting list. The rollout will make a significant impact to the local community across Hackney with the provision of a safe and secure on-street parking solution.
