ust as the kids go back to school, we hear about an innovative new play system design by US company Evoplaysystem, that is set to change the way that kids play outside. This just maybe the solution that parents have longed for to get their kids away from their computers and out into the playground. Abu Dhabi is following suit in the parks and recreation department, with the announcement that they plan to open nine public parks and 20 playgrounds by the first quarter of 2014. No news yet on the cost of the project but it’s a welcome development if it encourages kids to be healthy and run around outside. Continuing on the theme of ‘greening the planet’, our feature by Jimena Martignoni on pg10 showcases two major green projects in the City of Medellín-Colombia’s largest city after Bogotá, which are part of a bigger renovation project both in terms of territory and population. With a surface area of 380 km2, the area currently houses 2.3 million inhabitants. The first project named Antioquia´s Civic Center “Liberty Piazza” is part of a clearly defined natural system in the department of Antioquia. The valley where it lies is part of a larger hydrographic, topographic and geographic structure that includes other cities built since the valley was first inhabited.

News & Events UK Pool & Spa Expo 2013 The new kid on the show calendar block next year will be the UK Pool & Spa Expo at Birmingham’s NEC in the West Midlands, from January 24 to 26 over three days, covering Thursday, Friday and Saturday.

rganised by New Events, the debut trade show promises to offer the UK a platform that it currently doesn’t have – an event enabling the industry to meet key trade buyers and specifiers over a two day period and then on the third day, the Saturday, there will be an opportunity to meet with the end user in a controlled and professional environment, which incorporates products and educational opportunities. It has already got the largest floorspace of any UK event in this sector and is being dubbed as the ‘leading UK Pool & Spa Trade & Consumer event’. The UK industry is spread countrywide and with this easily accessible venue it allows visitors to attend easily from all over the UK including the north of England as well as Scotland and Wales, all over the South and of course the Midlands. The UK Pool & Spa Expo 2013 is expected to be an attractive proposition for trade and consumer visitors from these regions. “This event has been designed to strengthen the UK Pool and Spa sector,” said Claire Saunders from the show team. ‘Since starting discussions with industry on this event we are continually seeing the proposition for what the UK market wants develop, when we launched our event it was

focussed solely on Trade but we have now rebranded and introduced a consumer element to the 3 day show. Changing the event focus will not weaken the Trade element of this event at all, in fact we feel it will strengthen it as it will offer a focused, busy event in a professional environment. UK Pool & Spa Expo is committed to giving the UK Pool and Spa sector the type of event it deserves, it is a key industry within Europe and has a wealth of strong products and services to offer. With lots of new activities and schemes this event is targeting a global interest with a good level of international exhibitors and activities such as business to business meetings for overseas visitors. a growing european market The European outdoor furnishing and gardening market in 2011 should be worth close to 55 billion EUR – also according to the data of the Observatory of SUN, the International Exhibition of Outdoor Products – with an average 3% annual growth from 2007 to 2011 (the West-European market is worth about 44 billion EUR vs. almost 11 billion EUR for the East-European market).

orecasts for 2016 point out to sustained percent growth in Eastern Europe (at an average 7.4% annual rate from 2011 to 2016) and to a more moderate one in Western Europe (+1.9% annually on average from 2011 to 2016). As to economic values, the Eastern market will be worth over 15 billion EUR by 2016, vs. over 48 billion for the Western market, for a total close to 64.5 billion EUR (3.1% total average annual growth).

Medellín is the second largest city in Colombia after Bogotá, both in terms of territory and population. With a surface area of 380 km2 it currently houses 2.3 million inhabitants.
F
or almost two decades, this city has been notorious for its history of violence related to the international conflict associated with drug trafficking. However, at present, the city is experiencing new forms of life and movement, new ways to enjoy and interact with public spaces, and new kinds of education and recreation. The process of change began with the new millennium, slowly at first, within a national framework that sponsored revolutionary local projects; and then, especially during the local governments of 2004 and 2007, whose work was continued by the following administration, the transformation was accelerated and grew even more determined.

With the clear, committed primary objective of ‘paying back the social debt’ through the promotion of quality egalitarian education, these organizations joined together with extremely distinguished academic figures and other public-private groupings in the city, and were thus able to obtain a large part of the financial backing necessary to implement the planned undertaking. After the socially focused ventures were set in motion, the city added cultural and leisure projects and finally, began to plan for the creation of a cosmopolitan city.
AQUATIC COMPLEX The most significant background of urban planning in the history of Medellin was the Plan Piloto (Pilot Plan), designed by the European architects José Luis Sert and Paul Lester Wiener between 1948 and 1952, the year it was finally approved by decree.

Sert was an active participant in the Congrès International d’Architecture Moderne (CIAM) and the plan for Medellin applies the principals of modern architecture and concepts and alignments set out at the 1947 CIAM (Bridgewater, Great Britain). These guidelines were based around the differentiation of the four urban functions that were established at the time: living, working, recreation and circulation. The proposal for the city of Medellín included channeling the river into canals and then structuring the city around this network, reorganizing the center, the construction of a new administrative complex – the still functioning La Alpujarra administrative center – the regulation of settlements on the outskirts and the construction of a sports complex around the Atanasio Girardot stadium, which became an important feature of one of the current many city’s projects for urban renovation. In 2010 Medellín hosted the ninetieth South American Games, organized by the Organización Deportiva Suramericana, (South American Sporting Organization) or Odesur. The city presented itself as a ‘city of hope’ and was awarded the games in November 2006, voted for by fourteen South American countries.

Offering further impetus for urban-social transformation, the games were the reason behind the renovation of the Atanasio Girardot sporting complex, the largest sporting facility in the city, and the construction of several other new ones. An international call for entries was organized by the Instituto de Deportes y Recreación (Sports and Recreation Institute), or INDER, in conjunction with the mayor’s office in April 2008. The competition called for the creation of two new elements: a stadium and an aquatic complex. The resulting projects of the two winning entries are now Medellín landmarks. The new aquatic complex for the city of Medellín comprises four new swimming pools, a stand system, dressing rooms and offices. The

new area for aquatic activities lies within the existing sporting complex taking the place of a go-kart track that was moved elsewhere and includes a preexisting Olympic swimming pool. Flanked to the west and south-west by an urban road and the elevated metro track respectively, and on the eastern side by the new stadiums mega-structure, the chosen area was designed as a combination of open spaces, elevated and ground-level gardens and pedestrian footpaths. Three of the new pools, two of which are used as teaching pools and one is specialized for subaquatic sports, are placed along the length of a virtual axis that runs parallel with the road. The fourth pool, designed for synchronized swimming, is placed on the opposite side, between two of the new pools, with its axis rotated in the opposite direction. The preexisting pool closes off the area on the eastern side. The space generated between the three new aligned swimming pools and the old one forms the principal path for circulation and connects to the street entrance. The swimming pools and gardens appear on both sides of this internal path providing access to the visitors as they advance. This circuit develops inversely if one begins from the opposite side, where the formal entrance to the aquatic center is situated, leading to other areas of the sporting complex. The formal entrance materializes as a structure which houses the administrative and regulatory offices of the complex. 14

The street border is a linear urban space, entirely pedestrianized and demarcated by a semi-transparent fence or railing. The elevation difference between the street and the complex is variable, between 0.50 and 1 meter, for which reason the walking surface is elevated and the border is a green bank of variable width, between 2 and 3.5 meters. The aquatic complex is made up of spaces with simple geometric silhouettes. The entrance building to the swimming pools is an irregularly shaped construction made entirely of concrete. The formwork was molded especially to define flowing vertical fluting in the walls. The roof is a triangular structure whose base module repeats until it covers the entire irregular surface of the building. At some points, the module is hollow to allow light to
enter, and at others it continues upwards to create benches in the upper stands. The triangular shape is used to outline the roofs of the changing rooms, the cuts in the concrete slabs that act as skylights and provide natural light, and also to delineate areas at ground level. The private areas for swimmers are constructed as semi-buried spaces with a triangular or truncated triangular layout and function as light wells. There are four buried light wells in total, corresponding to the public bathrooms, the dressing room for subaquatic sports, the shared dressing rooms for the teaching pools and the entrance to the school’s administrative buildings. To reach the dressing rooms, the swimmers descend along a ramp that connects to a distribution space which also serves as an area for warm up exercises. In the shower areas appear small gardens that occupy the formal residual spaces formed by the layout´s geometry. At the pool designated for synchronized swimming, which is elevated to allow observation of the swimmers underwater, the changing rooms and the entrances are at ground level and the gardens are on an upper level. The public entrance is an ascending spiral ramp that rises exactly above the building’s entrance to connect to the stands.
This location offers a full view of the aquatic complex and, behind it, the public spaces and internal access paths. The garden system that surrounds and frames the central pedestrian paths is placed around the pools’ perimeter, the dressing rooms and the slopes; its height thus varies according to the levels of these spaces. Planted solely with ornamental species and grasses, these gardens separate the public and private areas, thus avoiding vertical barriers in the complex. Some of the planted species are Equisetum, Penisetum, Papyrus, Centrademia glandifolia and Golden Bamboo.

The city of Medellín is part of a clearly defined natural system in the department of Antioquia. The valley in which it lies is part of a larger hydrographic, topographic and geographic structure that includes other cities built since the valley was first inhabited. Of all of them, Medellín is the largest and most important in political, economic and administrative terms. The Aburrá Valley has a surface area of 1,152 km2 along which the Medellín River runs from south to north, with the city of Medellín situated in the center. Although the municipality of Medellín provides a considerable proportion of the valley’s resources, its life and development have traditionally been linked to the entire valley, the surrounding cities and the nine other municipalities in the department. When Medellín began to see the introduction of integrated plans and programs for urban transformation, a consequent need for a regional perspective and appropriate action arose. The administrative entity which is establishing, developing and managing a number of new regional plans is called the Área Metropolitana del Valle de Aburrá or AMVA (Metropolitan

Area of the Aburra Valley). Originally founded in 1980, AMVA reaffirmed in its role especially after 2004 and it began to carry out studies and develop plans focused on the contemporary state of the region. Of the urban-architectural projects that are in their advanced stages, the Centro Cívico de Antioquia-Plaza de la Libertad (Civic Center of Antioquia/Liberty Plaza) best represents the efforts to establish symbols and presences with a clear regional character. Originally a proposal from the governor’s office of Antioquia, the administration of the construction of this urban complex, which offers public and private spaces and institutional and tourism services, was carried out by the sub-director’s office of AMVA in collaboration with IDEA (Instituto para el Desarrollo de Antioquia or Institute for the Development of Antioquia). IDEA is an institution that offers credit and guarantee services for public works in the department of Antioquia. The project, winner of an international call for entries, aims to establish itself as a regional icon in the central area of Medellín. Liberty Plaza occupies an L-shaped lot wrapped around the La Alpujarra administrative complex, in the heart of the business district of

the city. The lot belonged to the railway until 1964 when it was sold to the nation, and later ended up in the possession of the Antioquia government, through IDEA. For a number of years the site was used under concession as a public parking lot and in 2006, after several failed attempts, the government of Antioquia and IDEA organized an international call for entries for the construction of the complex. The project sought to become an institutional, cultural and recreational center for the metropolitan area of the Aburra Valley and the city of MedellĂn. Using the objectives and programs set out by AMVA and work already carried out in the metropolitan area in recent years as its conceptual bases, Liberty Plaza is now seen as a complex of regional significance and a symbol of the action carried out in the area. The winning team proposed carrying out all building activity on the widest part of the L, next to the avenue, and the construction of a pedestrian walkway lined with trees along the other arm. This walkway, which also includes a service building, connects directly to Carabobo Avenue, continuing the integration of this important road with significant areas of the city and connecting the business center with the North District.

To define the urban shape of the complex – the location of its buildings and their relationship to the public and semi-public spaces that surround and enclose them – this project took as its starting point the preexisting structures in the central area of the city. Therefore, the resulting design included multiple premises and constructions of diverse shapes and functions: • A twin tower – seventeen and twenty-four stories high – located at the end of the lot, designed to be an institutional landmark and create a visual dialogue with the highest volume of the La Alpujarra complex. • A low horizontal building situated next to the avenue, which functions as an executive hotel and echoes the proportions of the International Convention Center, or CIC, and the Interactive Museum of EPM (Science and Technology), both located across one of the avenues that define the project´s lot. The hotel is the only component in the complex which has not been built yet. • An independent volume containing an amphitheater and providing a green roof which hangs over the space like a terrace. From a plastic perspective, this building refers to a large rock in the forest; from a functional perspective, it complements the cultural services provided by the cultural center of Antioquia and articulates the different spaces around the towers and other buildings in the lot. • An elevated cultural piazza connecting to a large reflective pool and the urban esplanades of the area. • A passive forest, planted with species native to the valley. This green space is laid out as a series of terraces that slope down toward the street level. The selection of trees emphasized those larger ones, such as
Colombian mahogany (Cariniana pyriformis), big-leafed mahogany (Swietenia macrophylla King), kapoktree (Ceiba pentandra) and caracolí (Anacardium excelsium). • A large ramp, developed as a semi-covered space adjacent to the hotel, to connect the existing and new urban levels. Each of the buildings is a recognizable city icon that possesses a distinct image and also refers conceptually to preexisting forms in the area. However, in each case façades were also built in order to regulate temperature inside the volumes as well as in the public spaces around them.

The hotel will be, except for the western face looking onto the plaza, ‘wrapped’ in a wood and metal lattice, which tempers the solar radiation and reduces noise from the avenue on the most vulnerable side. The lattice also covers the volume containing studios and offices for regional television, and so functions as a large, semi-transparent common roof. Between this building and the hotel it creates a triple height space, like a large urban pergola, offering a shady area where the public can take shelter. This space also functions as a lobby in front of the footbridge connecting to the CIC. The space between the upper part of the pergola and the top floor of the hotel will generate a terrace/viewing point offering views of the city and the hills. The faces of both the hotel and television studios present skins made of silk-screened strengthened glass panels, and aluminum panels respectively. The façade of the tower, with its two office blocks of different heights, is a system of porticoes and prefabricated concrete blocks that serve as structural elements and also help control heat from the sun. Two gardens placed halfway up and another on the roof of the shortest tower incorporate an ecological aspect and green presence to the vertical element. 20

At ground level, the pedestrian ramps and bridges connect the city to the complex. The plaza, like an agora, offers aquatic spaces for passive recreation, and these are complemented by the aforementioned forest that alludes to natural areas of the region. The rainwater collected in the surface tanks in the plaza and in the roof of the cultural center is re-used for the fountains and reflective pools in the complex. According to their website, the proprietors of Treehotel say the inspiration for this project came from, “the documentary film “Trädälskarenâ€? (Treelover) by Jonas Selberg Augustsen.â€? The film follows three urbanites as they try to find a oneness with nature while building a tree house getaway. The owners design brief was simple: “I told the architects that they must come up with a unique design. They had to create something new that you wouldn’t find anywhere else in the world,â€? said owner Ken Lindvall. The most eye-catching design is the Mirrorcube - a 4x4x4-metre cube covered in mirrored glass - which means, when suspended amidst the trees, it’s almost invisible. It reflects the nature around it- a special film visible only to birds has been laid over the glass to make sure they don’t collide with the structure.

teve King thought the Evos® playsystem would be a breakthrough product even before it left the drawing board, but his expectations were confirmed just a few days prior to the grand opening of one of the first Evos installations at Sahuaro Ranch Park in Glendale, Arizona. Word filtered back to King from Roger Boyer, project coordinator for Glendale Parks and Recreation, that the stunningly unique design of Evos was stopping kids in their tracks. “Evos appears to occupy a child’s body and mind,” said Boyer. “Even during installation we had kids lined up outside the fence looking at Evos, and they were all saying ‘I don’t know what it is, but I can’t wait to play on it!’”
That intrigue is music to King’s ears. He and his team of designers developed Evos as a new generation of playsystems that would stimulate children, provide them with greater physical challenges and keep them playing longer and more energetically. King believes that Evos can

play a role in getting our nation’s children on the road to building healthier lifestyles. “There are more than 300,000 playgrounds at U.S. elementary schools and parks, and each day millions of kids play on them,” says King. “So why shouldn’t we take advantage of this and use these playgrounds to make kids healthier? What if we can improve childhood health by simply designing playgrounds that will boost their aerobic activity, build their upper body strength and encouragethem to grow stronger, happier and healthier? We designed Evos to test this theory, and by all accounts it’s working.”

he best way to see the art of Lee Kelly, if you’re not lucky enough to visit his studio and expansive sculpture garden near Oregon City, is to hop on the bus or your bike or just start hoofing it around Portland. The city and its suburbs are speckled with his large public pieces, which have gone a long way toward defining a Pacific Northwest vision of a place where the natural and the man-made can coexist in harmonic creative tension. His serene fountain at Washington Park, is a memorial made to honor the man who christened Portland “The City of Roses,” Frank L. Beach. Or the massive Cor-ten steel structures on the corner of Southwest Lincoln Street and First Avenue. Or the playful weaving of various hook, post and circle shapes in front of Legacy Salmon Creek Hospital in Vancouver. If there’s a romantic ideal of an Oregon artist, it might be Kelly -- sculptor, climber, gentleman. He’s artist as rugged survivor, a man who’s remained true to his path whatever the artistic changes of the day, and no matter what personal upheaval he’s encountered. Kelly was the finest public artist working in the Northwest in the 1960s and ‘70s, producing works of monumental scale and beauty -- from one at San Francisco’s Candlestick Park to another at Portland’s North Waterfront Park. More than 30 works by him still stand in public spaces in Oregon, including Clackamas Community College in Oregon City, the University of Oregon in Eugene and The Oregon Garden in Silverton. He’s also among the best studio artists of his generation, grappling early in his career with Modernist issues of scale and form and later infusing these enduring concepts with influences drawn from his world travels. Equal to these artistic accomplishments has been the way this quiet, charismatic 80year-old has lived through both professional success and personal adversity: with stoic grace.

Sculptures Loowit, 005 painted steel 16 x 21 x 21’ In 2005, Kelly was commissioned to create Loowit, a large-scale, painted steel, abstract sculpture. Loowit is located at Legacy Salmon Creek Hospital, Southwest Washington’s most modern hospital, designed by Zimmer GunsulFrasca. The word Loowit is a reference to a Native American legend of the origin of Mt. St. Helen’s, an active volcano,

and prominent landmark in Southern Washington, on the Oregon border. Kelly likens the sculpture to a mountain, a landmark that symbolizes peace, locates travelers geographically, and shelters inhabitants. As Legacy Salmon Creek Hospital is situated near Mt. St. Helen’s, Loowit was created as a marker for people entering this special place of healing.

The core of the task at hand was to create an attractive public space, a project, which far exceeded the scope of a mere cosmetic operation. A vital city offers space to urban life, i.e., the phenomenon that is to a large extent generated by pedestrians, cyclists and people generally going about their business on the streets. Abolishing discontinuities in the network of the public space was a high priority. Fortifying the system of public spaces intervening between the different focal points, helped to improve the balance on the street. Boulevards in the city centre were assigned, to a much greater extent than at present, the function of binding sections together. Access to the centre is re-organized: a park-and-walk system at the edge of the centre, coupled to good pedestrian routes, ensures optimum accessibility. In turn, the old, long lines of the city form valuable connections between cores and poles in the city centre. At the sections level, the public space connects locations at the neighborhoods level. The project also included an image upgrade for the public space. The basis for the transformation of this space is to be found in the underlying landscape, consisting of the Maas, the dikes and the old reclamations and routes. The relationship with the Maas calls for a strengthening of the meaning of the river as a source of recreation. Years ago, a step was already taken to assign a central role to the river in the heart of the city.

Now, not only the notion of ‘the city by the river’ is being emphasized, but, in addition, the banks of the Maas are transformed into carriers of recreational functions. Rotterdam’s public space increases in quality by making it greener: through the addition of green places and a greater diversity amongst these, as well as by implementing sustainable solutions for rainwater catchments and the underground infrastructure. Greater differentiation in the public space is attained through the addition of a range of green courtyards to residential facilities, creation of green spots and strengthening of the overall green structure. Injecting a new layer of green spaces transforms the daily living environment; the resulting intensification offers opportunities for urban

stratification, such as hanging gardens resulting from new green public spaces atop garages and roofs (roof gardens). The extra water obtained through rainwater catchments is used to create new types of green spaces for roofs. An external space in the centre, with improved visual and functional quality, embodying spots of tranquillity and/or vegetation, have made the city centre even more desirable for tourists and residents alike.
