SJ schools cut $1.2 million, balance budget Sue Lounds

ST. JOHNS – The St. Johns Public Schools Board of Education approved the 2011-12 budget during its June 27 meeting after making $1.2 million in cuts. Balancing the budget will also require using $800,000 from the district’s fund balance, according to Dr. Ken Ladouceur, St. Johns superintendent.
Originally, the district anticipated laying off 22 teachers. However, through a variety of cost-cutting measures, including retirements and resignations, only nine teachers were laid off. More than $100,000 in savings and cuts will come from the transportation budget. Mid-day busing will no longer be necessary due to the move to full-day kindergarten in the
fall. That will result in $83K in transportation savings, according to Ladouceur. Additional savings will come from consolidation of bus routes and changing the start time for Oakview and Gateway elementary schools to align with the high school and middle school start times. Riley, East Olive and Eureka elementary schools will start at about 9 a.m., as they have for the
past several years. All middle school sports, with the exception of cross country and track, were on the chopping block. Rather than making those deep cuts, pay-to-participate fees will increase slightly and admission to sporting events will be $5 for everyone. The price of annual passes will also increase. The City of St. Johns obtained a $615,000 grant through the Michigan Dept. of Transportation to reconstruct Townsend Road from Oakland St. to US-127 BR. There will be enhancements to bike paths, curb & gutter, center turn lane and new asphalt. This project is expected to be completed in mid-August. SUE LOUNDS/LCN

JOHNS – People who are staying in the area for July 4 will find plenty to do locally on Independence Day. • The 17th Annual Old Time Fun Football Game & Tractor Parade will be held in Shepardsville on Monday, July 4. A tractor parade starts at 10 a.m. followed by a touch football game at 11 a.m. and is open for all ages. A potluck dinner starts at 11:30 a.m. and is followed by games for youngsters. Free hot dogs and refreshments will be available. Bring a dish to pass, a chair and a friend. • First Church of God, on the corner of M-21 and South DeWitt Road in St. Johns is hosting a fun family-oriented evening. Beginning at 8 p.m. kids can enjoy a bounce house. At 8:30 p.m. a contemporary Christian praise band from Great Lakes Christian College in Lansing will provide a free concert. Fresh popped popcorn, lemonade and coffee will be available as everyone enjoys the St. Johns fire works display from the parking lot. Bring your lawn chairs or a blanket to sit on and enjoy a fun evening. • The annual St. Johns July 4 fireworks display will start at about 10 p.m. on Monday, July 4 at the St. Johns City Park. Prior to the fireworks, there will be a live band, Life Support, playing at the Performance Shell from 8-10 p.m. The emcee for the evening will be St. Johns City Manager Dennis LaForest.

NEWS IN BRIEF Correction A story in Clinton County News June 26 incorrectly stated the St. Johns Rotary Club has been providing fireworks since 1950. The St. Johns Fire Department provided the fireworks from the early 1950s to the mid 1980s - creating the ground displays and firing the aerial display themselves. The St. Johns Jaycees assisted for a time and in the 1980s Rotary took over and hired a company to present the fireworks.

Staff reductions, which include eliminating the assistant superintendent’s position and one counseling position in addition to the previously mentioned teachers, will save the district $900K. “Some very gracious things happened during the budget process,” said Ladouceur. “The district’s secretaires chose to forego the 1-percent wage increase their contract called for. Administrators and non-union employees also will not be getting the 1-percent increase that was due.” Ladouceur also mentioned the cooperation of the bus drivers. “They give constantly,” he said. Ladouceur pointed out that while the 2011-12 budget has been balanced, the district will face more cuts next year.

Feldpausch retires from CCRESA Board of Education ST. JOHNS – Glen Feldpausch has retired from the Clinton County Regional Educational Service Agency Board of Education after fourteen years of dedicated service. Feldpausch has served as treasurer and trustee during his term of leadership. His service has spanned the tenure of three superintendents: Larry Schwartzkopf, Larry Lloyd and John E. The St Johns Board of Education approved the 2011-12 budget at its regular meeting on June 27. St. Johns Public Schools has a strong reputation for excellence in education and courage in addressing challenging times. Both of these attributes were evident as the board made necessary cuts, yet demonstrated its priority to serve the needs of all students in the St. Johns School District. Throughout this difficult budget process, board members consistently held to the core values that guide our district. After resignations, retirements and new programming, what was originally feared to be a cut of 22 teachers across the district resulted in the laying off of only nine teaching staff. Some class sizes will increase next year in certain elementary classrooms, and core subject areas in the middle school and high school will be increased. Support that was recently added in the past two years had to be removed as budgetary conditions could not sustain these programs. Athletics and the arts - including music, theatre and arts education - remain strong in St. Johns Public Schools. In an effort to minimize program reductions, the board adopted budgetary proposals from both the high school and middle school athletic/arts administrative teams that will result in nominal increases in gate ticket prices and pay-to-play fees. The district budget has been reduced by $1.2 million from last year and we project maintaining a 9.2-percent fund balance, or $2.3 million, for June 2012. We will face further cuts again next year, but we are confident the strength and resolve of our community will allow us to continue to provide a superior education for all of the children in the St. Johns School District. In spite of the financial hardship in education today, the board moved forward with the implementation of all-day, every-day kindergarten. We are already seeing a significant increase
in our kindergarten enrollment for next year which may be due to the popularity of this new program. The increased cost may be offset by these new students. The excitement in our kindergarten staff is infectious as we watch teachers planning for the fall. We are all pleased to be serving residents in and around the St. Johns School District. We remain grateful for the $64 million bond that was recently provided by our community. Planning and design have been underway all winter, and construction will be in full swing by the time school reconvenes in the fall. Elementary and middle school students will return to exciting new technology that will revolutionize how education is delivered - while the high school students will return to a “cone zone” of construction. We are excited about it all! I want to wish everyone a safe and relaxing summer. We have addressed some challenging times this spring, and I am proud of our community and our staff for their tremendous effort, patience and consideration through it all. ST. JOHNS – St. Johns Lutheran Church in St. Johns is forming a community choir. Marcus Roll will serve as the director. Roll has extensive experience in choral directing and Master of Music degree in choral directing. An informational meeting is planned for Monday, July 11 at 8 p.m. at the church, 511 E. ST. JOHNS – First Congregational Church in St. Johns is pleased to announce plans to offer a new 8:30 a.m. worship service through Sept. 4. A 10 a.m. service will be conducted as in past summers. The early service will be an informal service with a shorter message and a variety of music. Coffee fellowship will be offered at 9:30 a.m. Those who come for the early morning service can stay after their service and those planning to attend the 10 a.m. service can come early.

Mitch Ehman, a sophomore, recently completed his second varsity baseball season playing for Michigan’s Summit Sports Club. A left-handed pitcher and first baseman, Ehman helped lead the team to a thirdplace finish in the homeschool national tournament in Fort Wayne, Ind. and a fourth-place finish in the Homeschool World Series held in Lakeland, Fla. An employee of Big Boy restaurant and umpire for the St Johns Youth Baseball Association, he also plays summer baseball for the Grands Rapids Flames, traveling to tournaments in Michigan, Ohio, Kentucky, and South Carolina. To help create the special message, plan to visit the Clinton County Arts Council’s Sunday Event July 10. According to Director Mike Meuhlenbeck, the activity will be special as featured artist Carey Harris displays her skill in creating personalized custom greeting cards prepared to commemorate and highlight any occasion. “We have a wide range of greeting cards that are custom made by Carey,” said Muehlenbeck. “She uses paper quilling or Iris
folding to make each unique design. During our July 10 Sunday Event, Carey will be working on cards all afternoon, and we invite everyone to visit us and share some time with Carey as she produces intriguing designs.” The July 10 gathering will run from 1-3 p.m. and is sponsored by Sparrow Clinton Hospital. ST. JOHNS – Clinton County Sheriff’s deputies followed up on 32 investigations during the week from June 20-26. Deputies were called to two assault and battery /family disputes. They investigated two reports of fraud and eight larcenies. There were 17 instances of malicious destruction of property during the week and one medical examiner investigation. Two DNR/ hunting complaints were lodged and investigated by deputies. Six civil neighbor disputes required deputy response. Fifteen traffic crashes were reported along with 11 car-deer crashes. Deputies made a total of 326 traffic contacts during the week. They arrested six individuals for operating while intoxicated. There were two arrested for driving while license suspended and one for violation of the controlled substance act. In all, deputies responded to 631 calls for assistance. St. Johns seeks Kanivers sing the Blues July 6 local groups to Adopt-a-Park ST. JOHNS – The City of St. Johns is looking for groups, businesses or individuals to adopt its neighborhood parks. Volunteer groups work at the adopted park at least once a month from April through September. Duties include picking up litter and branches, removing graffiti, raking leaves and fall zones, reporting hazards, sweeping sidewalks and assisting with city sponsored maintenance/ renovation. In return for their efforts each group will receive an official Certificate of Adoption, recognition in the local newspaper and a sign with the organization’s name at the park. Like many other communities, St. Johns started its Adopt-a-Park program in 2003. Multiple budget cuts over the years and the improvement of two neighborhood parks have prompted the city to call on area groups, businesses and individuals to help give back to the community by providing clean, safe and attractive parks. Well-maintained parks make good places for picnics, family reunions or to just sit and relax. Well-maintained parks are a reflection of the community and the people that live there. The city is taking a proactive step, through the Adopt-a-Park program, to help ensure the parks in St. Johns will be a positive reflection of the people that reside here. The Adopt-a-Park program was introduced
for the following reasons: • Protect and enhance City of St. Johns parks through on-going volunteer support. • To educated residents of the importance of parks. • Provide residents clean, attractive, and safe parks. • Provide safe play areas for people to meet at. • Increase community pride. ST. JOHNS – The Kanivers may be a relatively new band, but the voices and musical talents of its members are very familiar to folks who love all the varied facets of the Blues. Area residents have an opportunity to re-acquaint themselves with the band and its new name when The Kanivers perform July 6 at the St. Johns City Park Performance Shell. Music begins at 7 p.m. at the weekly Concert in the Park series. There is no admission charge. “All but one of the Kanivers have been associated with the classic rock band Flashback, either as band members or providing the sound reinforcement for summer concerts at the St. Johns City Park Performance Shell,” says Rusty Benmark, guitarist and vocalist with the band. “We always thoroughly enjoy these shows and are very comfortable with the audience and the venue.” Other members of the group that formed late last year include Melissa Ingells, keyboards, vocals and percussion; Al “Alwood Blues” Matthews, guitar and vocals; Rick Chandler,
bass and vocals; and Steven Jackson, drummer. Each individual brings a wealth of experience to The Kanivers, having played with multiple bands in Grand Rapids, Detroit, Lansing and elsewhere around the state. “We play Blues, Blues Rock, R&B, Swing - our mission is to expose our audiences to the full range of styles within the Blues genre, with special emphasis on preserving the authentic feel,” Benmark says. Concert in the Park is sponsored by the Clinton County Arts Council and the city of St. Johns, with support from the Michigan Council for the Arts and Cultural Affairs and the National Endowment for the Arts. In addition, Dr. Robert and Jan Meyers are being recognized at the July 6 concert for their financial support of the Arts Council and the summer music series. Concerts are held each Wednesday evening, beginning at 7 p.m., in the beautiful outdoor concert venue at the St. Johns City Park, located near Park and Morton streets.

Revolutionary patriot’s grave is re-dedicated ST. JOHNS – A grave re-dedication was held Sunday, June 26, 2011 for Abigail Corbin Peck, a Revolutionary War patriot nurse, at Boughton Cemetery in Riley Township. Peck is the only known female Revolutionary patriot to be buried in Clinton County, Mich. Lynne Gregory, regent of the River Wabwaysin Chapter NSDAR and president of the Clinton County Historical Society, worked for two years to replace the old, crumbling marker with a permanent granite stone. She presented the program stating “that there are people willing to undertake this project is proof of the honor and respect with which Abigail Corbin Peck and her Patriotic Civilian Service
during the Revolutionary War are held.” Born in Connecticut in 1747, Abigail Corbin married Phineas Peck in 1776. With her husband away at war, her home was destroyed by the British. Putting aside her personal tragedy, Abigail nursed the wounded in the immediate area. For this compassionate service, the National Society Daughters of the American Revolution recognized her as a Revolutionary War Patriot Nurse. Chaplain Donald M. Zimmerman, USAF (Retired) gave a blessing at the ceremony in honor of the life, hope and courage of Abigail Corbin Peck. Peck died in Clinton County in 1848 at the age of 101. – From Clinton County Historical Society

LETTERS TO THE EDITOR Michigan has struggled for the last 5 years or so. We need to make some changes, and we have elected new leaders who are making tough decisions to put our state back on a path to prosperity. What has been done in the past has not worked, so we need to make changes, changes that are not easy, they are not painless, but they need to be done. Sen. Emmons, Rep. Opsommer, Governor Snyder and others in leadership have been elected by the majority of people in the state to change the direction Michigan is heading. We need to give them and their ideas a chance to work; they have only been in office for a matter of months. Some of the changes are targeted to keep jobs in Michigan by easing the burden on businesses who have struggled to keep people employed. Hopefully these changes will help us keep our children and grandchildren in the state. Other changes are meant to be fair and put us all on a level playing field. We need to look at long-term solutions. These changes are bound to affect us all; we are in this together. We all stand to benefit from these changes when Michigan prospers. They are doing what we elected them to do. So, let’s continue to lend our support to those who are working hard to turn the State of Michigan around. Let’s give their ideas a chance to work. Basic Needs Center preparing to open St. Johns and Clinton County community, we are very happy to announce the opening of The Basic Needs Center. We have rented 105 N. Clinton Ave. and are in the process of making ready our community food pantry and clothing closet to meet the basic needs of those less fortunate. This is a needs center, not a store. All services are a blessing from our Lord Jesus through His children to His children. (Matthew 25:35-40) The BNC will operate daily from 9 a.m. to 4 p.m. Monday through Friday and 6 p.m. to 7:30 p.m. Thursdays. It is our prayer to be fully stocked and ready to open by the beginning of August. We are in the process of raising funds, gathering items needed (metal shelving and clothing racks). We also have started gathering food and clothing items both new and like-new to stock the shelves and racks. We are also in need of office, cleaning and packing supplies (zip-lock grocery bags). If you can help us with any of the above items, you would be a huge blessing to those in need and to this ministry. Along with the above, we are in need of many volunteers to staff and operate the BNC. So if you have some time available to help us out, please come see us or call Pastor Russ (517) 230-4618 or Miss Adele (989) 640-3723 anytime. We will be open to receive the above items Monday through Wednesday 10 a.m. to 1:30 p.m. or by appointment at (517) 230-4618 during the month of July.
We have been blessed by other food pantries by incorporating them in to the BNC. This alone will do a lot to eliminate duplication and confusion. Today there is about eight hours of service available to those in need. We will be able to increase this to over 36 hours of open service time once we are up and running. Food and clothing are just two of the many services we will be helping with. Please call or stop by if you have any questions, suggestions or deliveries. Governor’s job is to run the state Governor Snyder: Your refusal to sign a letter asking Congress to repeal last year’s federal health care overhaul is a great disappointment to me and many other conservatives in our state. Most GOP governors have signed the letter asking Congress to revamp Medicaid giving states more leeway in crafting state-specific health plans for the poor. Your excuse that you were “hired to be the governor of Michigan” and not an advocate on a national scale is a lame excuse, indeed. The people of Michigan elected you to run the day-today business of our state. High on that list, in my opinion, is protecting our Michigan citizens from the over-reaching power of the federal government. If all governors sat back and let the federal government determine what is right for each state, it would soon be unnecessary to have a state government. Just let Washington run everything. We citizens who are concerned about states’ rights must work even harder to elect people who will advocate for us. The 2012 election is just the beginning. Connie Lapham Perrinton
Shepardsville VBS was fun for all Shepardsville United Methodist Church Vacation Bible School was held from June 20 to June 24. Our theme this year was Pandamania, where God is wild about us. We had a total of 30 children registered. Everyone had a great wild time. Friday after VBS we had a program for parents and friends followed by ice cream sundaes and Panda bear cookies. Our missions this year were cash for tornado victims in Missouri and the children made pillows for the homeless children at the Rescue Mission in Lansing at their home for women and children. They enclosed a note pinned to each of the 12 pillows, which were signed by all of the children at VBS. We would like to thank Jade Garden Buffet Restaurant for their generous gift of chopsticks and fortune cookies for all of the children andBlue Moon Ice Cream Place in Ovid for the gift certificates for cones for each child, leader and teacher for participating in our VBS. Use caution once the update is completed. • Parks and rec programs in full swing: The City of St. Johns Recreation Department has a full slate of summer programs for both youth and adults. Many programs are running at capacity. Upcoming available programs include the afternoon Sport and Activity Camp, which runs Monday to Thursday, July 11- 21. The sessions are

Both exterior and interior work will be part of the project. This program ensures that our residents have good quality potable water for their use. The City entered into a ten year agreement with a national firm to maintain this valuable infrastructure asset. The annual maintenance cost is approximately $47,000, which is paid from city customer water billings. • City now on Facebook: Get news about City activities, updates, road construction, police department information and other community “stuff” on the City’s Facebook page. Eric L. Phelps
Harrison Formerly of St. Johns, Michigan Eric L. Phelps died Thursday, June 23, 2011 at the age of 46. He was born March 1, 1965 in St. Johns, Michigan the son of Richard and Lucile (Peck) Phelps. Eric was a 1984 graduate of St. Johns High School and attended Southeastern Academy in Florida. He worked several years for U.S. Air and was a very active volunteer for Special Olympics at Central Michigan University. He became an EMT in August 1984, a paramedic in February 1994 and an instructor coordinator in September 1995. Eric worked for several ambulance and EMS companies including Clinton Area Ambulance Service in St. Johns and was currently the Director of United Rescue of Clare County. Eric was a member of the Michigan Society of Instructor Coordinators and was the current Vice President of the Crisis Response Association. He headed the planning committee for the Annual Tustin Michigan Crisis Response Association Conference, was Chairman of the United Rescue Bingo and was a member of the Eagles Club in Harrison. Surviving are two sisters, Deborah Cressman and Connie Phelps both of St. Johns; two nephews, Trevor Cressman of Lansing and Nicholas Cressman of St. Johns; several aunts, uncles and cousins and many dear friends. He was preceded in death by his parents. Funeral services will be held 11:00 a.m. Wednesday, June 29, 2011 at Keck-Coleman Funeral Home, St. Johns 989-224-4422 with Pastor Tim Knaus officiating. Interment will follow at Mt. Rest Cemetery, St. Johns. The family will receive relatives and friends 2:00 - 4:00 and 6:00 - 8:00 p.m. Tuesday at the funeral home.

Howard City Age 60, passed away unexpectedly on Sunday, June 26, 2011 at his home. Dennis was a U.S. Army Veteran of Vietnam. He was preceded in death by his mother, Doris; granddaughter, Alexis; parents inlaw, Richard and Eva Krewson; brother inlaw, Michael; sister in-law, Cheryl Bain. He is survived by his wife, Sandra; children, Tina Kieffer, Dennis Kieffer Jr., Aleisha and Pat Leavitt; grandchildren, Kaiden & Sage Kieffer, Olivia and Natalie Leavitt; father, Walter Kieffer Sr.; sisters, Dianna and Jim Burnham, Caroline and Mike Smith, Doreen Kieffer, Lisa and Mike Koonce; brothers, Walter Jr. and Sue Kieffer, John Kieffer; brother in-law, Mitchel Krewson; sister in-law, Neva Boelema; several aunts, uncles, cousins, nieces and nephews. As Dennis had wished, cremation has taken place. A memorial service will be held by the family at a later date. Those who wish may make memorial contributions to Faith Hospice. John was born in Marion, Michigan on April 24, 1912, the son of Edwin and Blanche (Salisbury) Pifer. John married Hilda R. Hewitt on May 25, 1935; she died November 4, 2001 after 66 years of marriage. John worked at Wolverine Stockyards for 25 years in St. Johns. He loved music, especially while calling square dances and playing his harmonica. He is survived by 1 daughter Wendy and Tom Brown of Greenville, MI, 3 sons; Ward Pifer of Eureka, FL, Stanley and Shirley Pifer of St. Johns, MI, Bruce and Sandy Pifer of St. Johns, MI, 18 grandchildren, 27 great grandchildren and 23 great great grandchildren. He was predeceased by his parents, wife, sister Iva Strouse, and 5 brothers; Oscar, Hubert, Forrest, Gilbert and Leon Pifer. Memorials may be made to Capital Area Humane Society. Robert E. Peck
St. Johns Robert E. Peck died June 23, 2011 at the age of 89. Born, August 10, 1921, in Dewitt, MI, the son of Austin and Glenna (McConkey) Peck. Robert married Kathryn (Heibeck) on September 29, 1939 in St. Johns and she survives him. Together they attended Pilgrim United Methodist Church and both enjoyed square dancing in the Maple Twirlers. Robert is survived by his wife Kathryn, as well as their daughter, Dianna K. (Robert) Honeywell, son, Douglas R. (Betty Jo) Peck Sr., grandchildren, Cheryl (Eric) Farrington, Michael (Kathy) Honeywell, Judy (Rob) Johnson, Rachael (Stephen) Copley, Rebecca (Chris) Pugsley, Doug Peck Jr., twelve great grandchildren and many nieces and nephews. Robert was preceded in death by his parents, great grandson, Brenden Copley, and two brothers, Austin and Duain Peck. Funeral services were held 11:00 a.m., Monday, June 27, 2011, at the Pilgrim United Methodist Church with Pastor Kenneth Bremmer and Pastor Brian K. Sheen officiating. The family will receive friends, Saturday, 6-8 p.m. and Sunday, 2-4 p.m. at The Osgood Funeral Home in St. Johns. AN ORDINANCE ENACTING AND ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES FOR THE CITY OF ST. JOHNS, MICHIGAN, AND DECLARING AN EMERGENCY. THE CITY OF ST. JOHNS ORDAINS: WHEREAS, American Legal Publishing Corporation of Cincinnati, Ohio, has completed the 7th supplement to the Code of Ordinances of the City of St. Johns, which supplement contains all ordinances of a general and permanent nature enacted since the adoption of the 6th supplement to the Code of Ordinances of this Political Subdivision; and WHEREAS, American Legal Publishing Corporation has recommended the revision or addition of certain sections of the Code of Ordinances which are based on or make reference to sections of the Michigan code; and WHEREAS, it is the intent of the City Commission to accept these updated sections in accordance with the changes of the law of the State of Michigan; and WHEREAS, it is necessary to provide for the usual daily operation of the municipality and for the immediate preservation of the public peace, health, safety and general welfare of the municipality that this ordinance take effect at an early date; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE POLITICAL SUBDIVISION OF ST. JOHNS: Section 1. That the 7th supplement to the Code of Ordinances of the Political Subdivision as submitted by American Legal Publishing Corporation of Cincinnati, Ohio, and as attached hereto, be and the same is hereby adopted by reference as if set out in its entirety. Section 2. Such supplement shall be deemed published as of the day of its adoption and approval by the City Commission and the Clerk of the City of St. Johns is hereby authorized and ordered to insert such supplement into the copy of the Code of Ordinances kept on file in the Office of the Clerk. Section 3. This ordinance is declared to be an emergency measure necessary for the immediate preservation of the peace, health, safety and general welfare of the people of this municipality, and shall take effect at the earliest date provided by law.
