Class of ‘71 spirit ELHS grads create an endowment EAST LANSING — Some came from across town, some traveled from the other side of the world. Everyone who attended the 40th reunion of the East Lansing High School Class of 1971 in July renewed old friendships and learned about school system’s financial challenges. Reunion organizers Suzie Courey Scott and Nancy Fortino Bates made sure a tour of the high school was part of the reunion experience. Superintendent Dave Chapin welcomed alums as they arrived for a Saturday morning tour with East Lansing High School Principal John Brandenburg. The relatively recent renovations impressed Class of ’71 “tourists,” and left a few scratching their heads wondering where some landmarks had gone from their time in the building. The class reunion dinner included

an appeal to fund a first of its kind Class of ’71 Endowment for the East Lansing Educational Fund in the amount of $15,000. The commitments started coming in that evening, with Bruce Abbey offering a $5,000 challenge pledge to get things started. The $15,000 goal was reached within 60 days and, at the last home football game of the season, members of the Class presented their $18,050 endowment to the Education Foundation in front of a cheering home crowd. Scott added, “We hope that future ELHS class reunion gatherings will follow the lead of the Class of ’71 and do their part to support the East Lansing Educational Foundation. We have such great memories of our time here and want to make sure the level of educational excellence is maintained.”

the past 20, a Building and Site Sinking Fund tax has provided around $1.1 million to repair and improve Okemos school buildings. Members of the Okemos Citizens Millage Committee are hoping district voters will renew the millage for a second time when they visit the polls on Nov. 8. The .9919 millage – or $99 per $1,000 of state equalized value – provides funds for repairs and upgrades to school facilities, athletic facilities, playground and other structures. For example, a homeowner whose residence has

an taxable value of $100,000 pays $99.19 annually. A vote to renew the tax for another 10 years would not change a homeowner’s tax bill. Projects typicallypaid for using these funds include roof repairs, replacement of windows, new boilers and other upgrades to the heating and cooling system and repaving of parking lots. Over the past 15 years, energy upgrades have helped the schools save $750,000 per year in energy costs.

“I am very happy with what we’ve been able to accomplish upgrading all of our heating equipment,” said Steve Lathrop, Okemos Public Schools director of operations. Schools which have had heating system upgrades have seen their efficiency jump from 70 percent to more than 90 percent, Lathrop said. In addition, those at the system controls have the ability to fine-tune all smaller units on a per-classroom basis. See FUND, Page 3

EAST LANSING – Victor Loomis would like to serve beside Donald Power on the East Lansing City Council. The East Lansing mayor and 10-year city council member has strongly endorsed Power, who is challenging the incum-

bents. Power is one of five candidates on the Nov. 8 ballot who are contending for three Loomis seats. Also running are three incumbent council members – Diane Goddeeris, Roger

say that our district’s elementary buildings don’t look terrible and have served adequately for several generations, so why replace what isn’t broken? The answer is that our buildings’ basic systems — HVAC, windows, doors, lighting, electrical, plumbing, fire suppression, internal communications and security systems — are aging and frequently original and nearly all are (choose one or more) inefficient, worn, insupportably obsolete or non-existent. “Well, doesn’t it make sense to just upgrade the buildings we have?” In a word, no. We’ll spend too much for too little enduring capability. #Times have changed My homespun example of a building inadequacy that most understand is my critique of the buildings’ inadequate food service

facilities. Our elementary buildings were designed and built as the “walk-able, neighborhood schools” that so many generally favor now — when students walked home for lunch made by mom. That isn’t the way our families and community work anymore, and our school buildings need capabilities that meet current needs. I’m not, as Mr. Weckesser suggests, recommending that we “tear the house down because we want to upgrade the kitchen,” the more apt analogy would be trying to “upgrade” a ‘50s or ‘60s motel with a mini-fridge (but no hotplate!) in the office, into a reasonably modern, mid-priced hotel. It’s just more sensible to start over. “But why close Red Cedar?” Because, despite maximizing our operating

income by taking on School of Choice students and efforts to “keep funding cuts away from the classroom,” the district’s ability to appropriately staff six elementary buildings is problematic and the state of the state’s K-12 funding doesn’t prompt optimism. MSU’s actions that have substantially reduced married/family housing on campus, together with a decade-long decline in school-age children in the Flowerpot and Ivanhoe neighborhoods, make a regrettable choice about a very rich learning environment, a regrettable, but rational, one. So I will vote “Yes” to the February school bond proposal and I urge other school supporters to do so too. Konrad Hittner is a candidate for the East Lansing Board of Education.

I am a mom to an ELHS graduate, a first-grader and a preschooler. I am a fitness trainer who wants kids to safely walk to school. passion of so many parents from every one of East Lansing’s great neighborhoods. We choose to live in East Lansing because of the amazing cultural diversity that exists across the school district and the strong com-

Konrad has been active in school district activities for many years. In addition to personally visiting each East Lansing school building, he has toured facilities in other school districts, he was appointed to and provided many hours of service on the K-8 Realignment Committee this past winter. Pops concert, sponsored by the Greater Lansing Chapter of the American Guild of Organists, will put a spotlight several local musicians and groups. The popular music event will be held at The Presbyterian Church of Okemos, which is located at Bennett and Okemos roads on Sunday, Nov. 6 at 3 p.m.

Even though the Organ Guild sponsors this Autumn Pops, it is not an organ recital. It features several talented local musicians, solos and groups, who will perform a blend of pop, classical and jazz on a variety of instruments, including voice and organ. Home baked cookies, with coffee and cider, will be available for your pleasure following the

OKEMOS — Two candidates will face off Nov. 8 for a two-year spot on the Okemos School Board. James McGillicuddy and Vin Lyon-Callo are each seeking to fill the remaining Andrew Saultz, who stepped down in April because he was moving out of the state. Two other four-year terms will go to incumbent member Melanie Lynn and newcomer Damian Fisher, both of whom are unopposed.

James McGillicuddy McGillicuddy – whose wife, Susan, is the longtime township supervisor – is a Lansing physician with more than 25 years in private practice. He is the proprietor of the Lansing H e r n i a McGillicuddy Center at Mount Hope and Pennsylvania. “My profession allows me to offer some service

to community which has meant so much to me and my children over the last 25 years,” McGillicuddy said. The Lansing native graduated from East Lansing High School and Albion College before completing medical school at the University of Michigan. A move to Cincinnati led to a specialization in vascular and thoracic surgery, and he would eventually specialize in hernia surgery after moving back to Michigan. McGillicuddy views himself as a “passionate” educator. “I’ve been on both sides of the desk ever since high school,” he continued. He has taught at both the University of Cincinnati and at Michigan State University, and now mentors family practice residents in surgical discipline at Sparrow Hospital. “I believe the teacherstudent interface is a key one. OKEMOS – Have a trumpet, trombone or cello gathering dust in a closet? If your music-making days are long behind you, two Okemos music teachers know students who could put your instruments to good use. “We have a lot of kids each year who would like to play an instrument, but

who cannot afford one,” 7-8 band director Kevin Culling said. “We’re hoping for donations of instruments people are no longer playing.” Culling and 5-6 band director Nicole Dault have seen an influx of new students this year because of a new requirement that all fifth and sixth-grade students choose either band, orchestra or choir. Music at the fifth-grade

level had been an option, and fifth-grade band is new this year. That’s led to triple the number of beginning band and orchestra students, from 105 last year to more than 300 this fall, coupled with no funds in the district’s budget for new instruments. “We’re finding it a challenge to keep up with the kids we have,” Culling said.

The instruments most sought include flute, clarinet, trumpet, trombone, violin and cello, but the program will accept anything anyone is willing to give. “Even the instruments people think aren’t useful could be of benefit to us,” Culling said. Potential donors shouldn’t worry that their instrument might not be in tip-top shape, as Culling said the school can get

instruments repaired and in working condition much more reasonably than buying new. The program has gotten generous help from the proprietors of Meridian Winds, 2807 Jolly Road. “They have been so supportive when it comes to repairs,” said Culling, noting that the shop often

Mencken, as editor/publisher of The American Mercury Magazine, was arrested in Boston for selling a copy of the magazine which had been declared obscene by the New England Watch & Ward Society headed by Rev. F.L. Chase. This group’s long-standing influence as an arbiter of public morals had given rise to the phrase, “banned in Boston.” This 1926 case had a far-reaching effect on freedom of the press in America, much more than the infamous Scopes trial covered by Mencken in 1925, made famous in the play/movie “Inherit the Wind.” Klunzinger has been a member of the New-Yorkbased Dramatists Guild since 1981 and has been honored with several awards during his career as a composer/playwright. His musical “Tallulah in London” was performed in concert in New York and Los Angeles in 2010/11. He is currently preparing his latest musical “Just Wanna Dance” for a concert performance in Los Angeles later this year.

MERIDIAN TWP. — The campaign to reduce the size of the deer herd in the township began last week with a managed deer hunt from noon to dusk at seven different sites. The township’s board voted to give the deer harvest the go-ahead after a survey showed it was the preferred option. Residents reported damage done to property, and police officials pointed to the rising number of cardeer crashes in the township. Last year 151 car-deer crashes occurred, marking the third year in a row of steady increases. As of mid-August the number of crashes was on pace to exceed the total in 2010, police officials say. Township officials emphasize the managed hunt is not available to the general public. Only qualified, competent and experienced hunters who are familiar with selected safe hunting areas will begin the deer harvest, say township officials. Bow hunting will continue Tues-

days and Thursdays through Dec. 22. Firearm harvesting will only be conducted on the Davis/Foster Preserve from noon to dusk Tuesdays and Thursdays Nov. 15 to Nov. 29. Hunting will not be allowed on Thanksgiving Day, township officials stated in a news release. “For this highly managed pilot program, the township is taking precautionary measures to ensure public safety during the deer harvest,” said Meridian Township Manager Gerald Richards in a prepared statement. There are seven designated Meridian Township owned deer management properties for the deer harvest. Orange signs along the perimeter of the designated hunting properties are displayed stating deer hunting is in process. These township properties are not open to the general public for hunting. Meridian Township officials want assistance in completing a registration form when a deer is harvested in Meridian Township, either on pri-

This information will assist the Township in evaluating the deer management effectiveness. Hunters will be targeting only antlerless deer, as recommended from the Michigan Department of Natural Resources on the most effective method of controlling the deer population. Venison may be processed and donated to food banks, and a number of area processors are offering that service at a discounted rate. While the properties being hunted are not open to the general public, Richards said hunting is being encouraged on appropriate private properties. More than 70 percent of responders to a recent online survey said they favored a managed hunt on townshipowned lands. All but one township property involved in the hunt will be managed through bow hunting. Survey results are available online at www.meridian.mi.us .

EAST LANSING — East Lansing’s Efe Scott-Emuakpor needed to have a clear mind heading into the playoffs. Figuring out his future was a big part of that. The 6-foot-5, 183-pound senior wide receiver verbally committed to Ball State University this past weekend. “I decided to get things over with and kind of go into the playoffs stress free,” Scott-Emuakpor said. “I feel like now it’s going to be different for me. I can just play and I don’t have to worry about who’s going to be there watching me, or

having good highlights to put on my film.” Scott-Emuakpor finished the regular season with 24 receptions for 346 yards and four touchdowns. “He’s a great kid and I’m elated for him,” East Lansing coach Bill Feraco said. “I think, more than anything, he has become a student of the game. He understands that he can’t just rely on his skills. It’s accumulation of hard work and skill. He’s a team player.” Scott-Emuakpor said he’s hoping to be a big factor for the Cardinals’ offense next year. “I’m pretty excited,” Scott-Emuakpor said. “I visited a couple times. The

campus is really nice and the coaching staff is great. They are having a pretty successful season with players they haven’t recruited at all, so when they start putting recruiting classes together, I mean, the sky’s the limit.” While Ball State was Scott-Emuakpor’s only offer, he said he was looking at several Big Ten schools, including Michigan State, Michigan, Iowa and Wisconsin. “Michigan State wanted me to walk-on, and I told them I wanted to play on scholarship,” he said. “I kinda made (the decision) a while ago. I was in a situation where I had film sent out, and I was waiting

on feedback to many different schools across the Midwest. “I started leaning towards Ball State because they offered me a while ago and they’ve been express-

ing how much they want me every single day. Their recruiting process, I mean there is nothing better than feeling wanted.” Ball State is 5-3 this season and 3-1 in the Mid-

American Conference. The Cardinals are in a three-way tie for second place in the MAC West division with Eastern Michigan and Northern Illinois and trail Toledo by a game.

OKEMOS — In more ways than one, Katie Dudley has much to live up to. Not only is she the star swimmer on an Okemos team that hasn’t lost a league championship in 10 years, but she’s continuing her success in a sport that runs deep in her family roots. “My dad and grandfather swam for the University of Michigan, and my sister plays water polo there,” Dudley said. “I’ve literally grown up and all I’ve ever been doing is swimming. It’s really cool to know your whole family swims. I want to live up to the Dudley name.” Just a sophomore, Dudley has been posting low numbers on stopwatches ever since she stepped on to the high school swimming scene last year. With a little less than a month until the state meet, Dudley has already qualified for the meet in the 200-meter freestyle, the 200-meter individual medley, the

100-meter freestyle, the 500-meter freestyle, the 100-meter breaststroke, the 100-meter butterfly, and the 100-meter backstroke. As a freshman, she was the Division 2 runner-up state champion in the 200-yard free- Katie Dudley style. She also placed fifth in the 100-yard freestyle. It’s not often that high school swimmers get to choose what individual events they want to swim in at a state final, but as a qualifier in every event except the 50-meter freestyle, Dudley said she’s hoping to take a stab at the 200-meter individual medley in addition to the 200-meter freestyle this year. “I really like the 200-free and 200-im,” she said. “Last year I swam the 200-free at the state meet, and I got second place and was beyond excited about that.

It would be cool to say I (won) it as a sophomore. But then this year, my 200-im has really been coming along nicely too.” She’ll have a chance at a couple state titles on Nov. 18 and 19 at the state final. “I guess I just know what I am capable of,” she said. “I knew I wanted to be one of the top swimmers in the state this year whether that’s being state champion, or being second or third. If I work hard, I have a chance to win a state championship. I’m a lot more nervous, but I am a lot more excited too. Despite all of her success on the swim team, Dudley says her passion for water polo trumps any of her individual swimming achievements. Like many on the swim team, Dudley is also on the water-polo team, which won the state championship last year. “I mean, I definitely like water polo a lot more,” she said. “I definitely don’t want to swim in college. In the end, I hope to play water polo in college. I’m defi-

EAST LANSING — It came down to one crucial play — some would say a lucky break — in the fourth quarter that led to East Lansing’s victory in the last regular season game, giving the Trojans a share of the CAAC Blue title. The Trojans posted 20-19 win over Okemos, Oct. 21, thanks to a missed extra point with time running out. Both teams prepared last week for the state football playoffs. Okemos (6-3) traveled to Bay City Western (7-2) last Friday in Division 2, as East Lansing (7-2) hosted St. Johns (7-2) in Division 3. But both teams no doubt had vivid memories of the last game of the year last week. In that game, East Lansing survived what could have been a game-changing error in the fourth quarter when Okemos recovered a fumble at the Trojan 28-yard line. Okemos quarterback Jonny Bolas drove in a 4-yard touchdown run with under two minutes left to put the Chieftains within one of East Lansing, but Dong Kim’s extra point kick went wide left, leaving no time for Okemos to regain posses-

At an early age Rafael knew what he wanted to do, become a doctor. He attended the University of Santo Tomas in Manila, Philippines in 1947 and became a Doctor of Medicine in April of 1952. He received his Pathologist Degree from District of Columbia General Hospital in Washington, D.C. in 1956, Surgery Residency and Fellowship at the State University of New York, Upstate Medical Center, Syracuse, N.Y. 1958-1963, Residency and fellowship in surgical Oncology at Memorial Sloan Kettering Cancer Center in New York, New York 1963-1966, Clinical Assistant Professor of Surgery, University of Hawaii Medical School in Honolulu, Hawaii 1972-1974, Professor of Surgery with tenure at Department of Surgery, College of Human Medicine, Michigan State University from 1974-2009, Chief Division of Surgical Oncology Department of Surgery, CHM, MSU from 1977-1983, Associate Chairman, Department of Surgery, CHM, MSU 1986-1990. Dr. de los Santos held numerous positions, belonged to numerous organizations, received many awards, wrote many papers on medicine and was the first in Michigan to use Laser Surgery. His patients were so important to him as well as his work, but his family meant the world to him, especially his grandchildren. He enjoyed watching MSU hockey and taking cruises with his wife, Kathy. Dr. de los Santos married Kathleen in 1980 and were members of St. Martha Parish since it began. Dr. de los Santos is survived by his wife, Kathy, son Brian of San Francisco, CA, son Sean (Debi) Southworth of Marshall, MI and son Bradley (Ann) Southworth of Okemos, MI, his grandchildren: Jack, Noah, William, Lauren, and Caroline. I think that’s one of the key formulas to our success.” As a team, Okemos is going for its 11th consecutive league title while Haslett is hoping for its first. Both are tied in the

dual portion of the league championship with six wins and one loss. Haslett fell to Grand Ledge early in the season before defeating Okemos, which could make for an exciting league finale at the league championship meet on Nov. 4. Grand Ledge and St. Johns are tied for third

place in the dual meet portion of the season, both with five wins and two losses. If either the Chieftains or the Vikings finish first at the league meet, they will secure the title outright. Grand Ledge’s only hopes at a share of the title will be if the Comets finish first and a team other than Okemos or Haslett finishes second.

PUBLIC ACCESS TO INFORMATION Within the terms of the revised Citizen Participation document, the City of East Lansing states that advanced public notice will be given in a local newspaper, prior to public hearings or meetings taking place relating to the required documents. The City of East Lansing will also provide residents with reasonable public access to informa tion and records related to the Community Development Block Grant program. PROPOSED CHANGES TO DOCUMENT The revised Citizen Participation Plan outlines a change in the Community-wide level of review for the Citizen Participation Plan document. Within the terms of the 2003 Citizen Participation Plan, the Community Development Advisory Committee reviewed all document submissions, prior to forwarding their committee’s recommen dation regarding approval to the Human Relations Commission. The Human Relations Commission served as the lead review agency. Within the terms of the revised Citizen Participation Plan, the Community Development Advisory Committee serves as the lead review agency for all CDBG affiliated documents. PUBLIC COMMENTS Citizens, public agencies, and other interested parties are invited to submit written comments on the City of East Lansing’s Consolidated Plan. Public comment on the draft will be received for a period of thirty (30) days from October 31, 2011 until November 30, 2011. Comments must be received in writing in order to be acknowledged as proposed changes to the plan.
