on Nov. 8 this year will decide a city request to increase its tax rate for three years to pay for street improvements . The Charlotte City Council in late June voted unanimously to take a proposal to the city’s voters that, if approved, would restore the city’s maximum tax rate of 15 mills. If the voters approve it, the proposed measure would raise property taxes by .7 mills beginning in July of 2012. The current millage rate has been reduced slightly each year for several years as a result of the Headlee Amendment, which caps property taxes each year at the rate of inﬂation. The proposed increase would cost the owner of $150,000 home an estimated $52.50 a year. It would also generate an estimated $159,800 more in revenue for the city in its ﬁrst year.

The funds, city officials say, would be earmarked for street improvements, officials have said. The council’s decision came just two weeks after officials approved two slight tax increases for the 2011-2012 budget year — a one-tenth mill tax to pay for annual curb-side leaf pick-up in the city, a cost of about $20,000, and an increase of the city’s millage rate by .3769 mills for a three-year period.

Voters’ decision

Charlotte City Manager Gregg Guetschow said the funds that will be collected if voters approve the millage request equate to two full-time staff positions within the city’s budget. At the council’s June 27 meeting he told ofﬁcials its passage would lessen the severity of budget cuts in the near future. Several council members expressed their willingness to let voters decide the issue. “I agree with the city manager,” said Mayor Dee Smith. “I believe it’s right to have the residents make that decision. It’s their tax money. It’s also their services they might lose if they decide not to vote for it.” Councilman Kevin Weissenborn said his will-

ingness to bring the proposal before voters does not mean he supports the possible tax increase. “Twenty ﬁve to 50 dollars impacts folks,” he said. “I think this will be a hard sell.”

Temporary increase?

Officials have opted to ask that voters approve the restoration — but only for a period of three years. Guetschow said at that point city officials would need to go back to voters, if they wished to maintain the Headlee restoration. Councilman Wayne Kruger said putting a tight time-frame on the restoration might help it pass in the November election. “My concern is the longer we ask for it to be implemented the more support we’re likely to lose,” he said. “I think it’s kind of an uphill battle anyway.” Guetschow said even if the tax request passes in November, officials will be asked to set the city’s millage rate during each year’s budget discussion. They could opt to ask for less than the 15 mills, he explained. But a “yes” vote in November would give officials the ability to levy upwards of 15 mills in property taxes.

CHARLOTTE — Two men have applied to ﬁll a nowvacant seat on city council. Lloyd Conway and Joseph Gutierrez are seeking to ﬁll the remainder of Bill Arnold’s term, according to City Clerk Michelle King. The deadline to apply for the seat was July 6.

Arnold resigned in June, just four months shy of his atlarge term’s end. He was Bill Arnold elected in 2007 but moved out of the area recently and was unable to serve. City Manager Gregg Guetschow said the remaining six members of council are likely to interview the candidates at their next scheduled meeting on Monday, July 11. “We are expecting that we will have that information and put it before council at the upcoming meeting,” explained Guetschow. The city council is charged with appoint-

ing someone to ﬁll the seat. However, Guetschow said the council also could opt to delay the appointment another week if more applicants are sought. They could also choose to leave the seat vacant if a suitable applicant isn’t found, he said. Arnold’s term is up this November — along with Smith’s two-year term as mayor, Mary Jean Baker’s four-year seat serving District 1 and Scott Cuttle’s four-year term in District 2. All of those seats will be ﬁlled during the election. Whoever is appointed to serve for the remainder of Arnold’s term on council, will have the option of running for the re-election in the November election.

Smith opens her second downtown store

CHARLOTTE — Betsy Smith has been getting the question a few times a month ever since she opened her plus-size clothing consignment shop downtown ﬁve years ago. “When will you open a store that carries smaller sizes?” At Bella Grande, Smith has thrived in her niche market. Her business, easy to spot thanks to its polka dot awning from its location on S. C o c h r a n Smith Avenue, carries upscale clothing for plus size women. It also offers a diverse selection of jewelry, shoes and hand bags. Since it opened in 2006 a struggling economy has led to more people shop-

ping consignment. Smith said she was simply “lucky,” to join the trend just as it took off. “Consignment stores are growing at about 5 percent a year,” explained Smith. Now the Charlotte business woman is answering that ever-constant request for smaller sizes with a second venture. Bella’s, located just down the street from Smith’s ﬁrst operation, opened in midJune. The consignment shop offers smaller size, upscale clothing and accessories for women. So far, the new business is ﬂourishing like its predecessor. The 2,200-square-foot space already boasts an inventory of 1,200 items. Brands like Hollister, J. Jill, Ann Taylor and even 7 For All Mankind jeans are among them. An Australian legend tells of the Archilpa tribe, whose life centered around a “sacred pole.” Numbakulla, a divine being, fashioned it from the trunk of a gum tree, anointed it with blood, climbed it, disappearing into the sky. This sacred pole became the physical connection between the tribe and their divine source. Daily life centered on the pole; it gave direction in their wanderings and protected them. One day, the pole was shattered. Chaos ensued; they lost contact with their ancestral spirit and the meaning of life. Or it is a tradition around which we find meaning and connection. Perhaps it is the dogma, the form of worship, the time of worship, or the church program that become “sacred poles.” When a “sacred pole” is broken or changed, it throws us off center. Hurt, anger, fear, frustration, and discouragement happen. Change causes us to reflect deeply and question, “what made the object or tradition sacred in the first place?” or “how does the loss of ‘x’

With losses from broken economics, hurricanes, tornadoes, and other natural disasters wreaking havoc in our world today, it would be tempting to be like the Archilpa tribe and just give up or to retreat from the world in order to preserve what is “mine.” When threatened by loss, to cling even tighter to “sacred poles” as if they contain answers. God does not desert us when poles are broken — “sacred poles” are not God. Those things we identify as sacred, while helping us

experience the divine, are not what is to be worshiped. God alone is worthy of our adoration and praise and trust. Rather than retreat, we are called to reach farther into the world so that all may experience God’s love

and compassion and grace. What are the “sacred poles” that are not God that we cling to and would “die for” if somehow they were destroyed or changed? Jesus shattered a number of “sacred poles” during his ministry; his life

The EMS Department of Hayes Green Beach (HGB) Memorial Hospital and the American Heart Association want to make sure that you are ready in the event of an emergency situation. CPR and First Aid will be taught from 10 a.m. to 2 p.m. in the HGB Trumley Education Center on Saturday, July 30.

Participants will learn adult, child, and infant CPR and use of the automated external deﬁbrillator and emergency actions for sudden illness and injury. Cost for this course is $45. A two-year American Heart Association certiﬁcation card will be issued to participants. This course meets State of Michigan requirements for those working in childcare and group homes. Midway rides, food offered at Eaton fairgrounds CHARLOTTE — Since 2002, Tracy and Debbie Elliott have spent the majority of their efforts building their own carnival. And with that, a solid route of fairs and festivals across the southern portion of Michigan. Family and good friends made the journey much easier. Their son, Nick, is the operations manager, his ﬁancé, Kasey, is the Game Concessions Manager and DOT Administrator. Nate Rowe was a family friend and now manages the food concessions. Tracy’s dad, Jim Elliott, contributes to the over- all operation by

doing anything that’s needed at any time. Besides running for parts and handling the mail, he ﬁnds time to keep staff all in line. New for 2011 is a Fabbri Cortina Bob, a thrill ride including lights, music and sirens. So far this season, it’s a HIT. Other thrill rides include the Zipper, Sea Ray, Rok N Rol, as well as family rides like the Tilt A Whirl, Ferris Wheel, 100 ‘ Slide, Paratrooper and more. The Bumper Cars is a favorite for the young teens. The little ones have not been forgotten. There’s plenty of rides for them

to enjoy. From Crocodiles to Spinning Strawberries to Helicopters that ﬂy high, our smallest of patrons will enjoy their day. Don’t forget the fair food. There will be spicy sausage with onions and peppers, or you could have an elephant ear with powdered sugar and cherries. Everybody likes to try the deep fried oreos. If that’s not enough, there are hand dipped corn dogs, ice cream and lemonade shake-ups. Something for everyone. CHARLOTTE — This year’s Eaton County fair kicks off with the performing arts and talent show, where 4-H members will compete in acting out plays, putting on skits, dancing, singing, or playing an instrument. This event takes place at the Eaton Rapids High School Auditorium on July 8 from 7 p.m. to 9 p.m. This is a taped event and patrons will be able to view the recording during fair week in the gray exhibit building. When browsing the non-livestock projects you could see everything from crafts, cooking and crops to restorations and wood working. Stroll through the

animal barns to see the different species of cows, goats, horses, llamas, pigs, poultry, rabbits, and sheep. Be on the lookout for kids moving animals from barns to show arenas throughout the week as they participate in breed, market and showmanship classes. There will be “you be the judge” contests, where you’ll ﬁnd 4-Her’s judging different animals just like a real judge would throughout the week. Sharon Kay (Vedmore) Murphy

Olivet Sharon Kay (Vedmore) Murphy, passed away at her home on July 5, 2011 surrounded by her loving family. Sharon was born July 7, 1940 in Kalamazoo to Milford and Opal (Morse) Vedmore and was a lifelong area

resident. She was a 1957 graduate of Marshall High School. She was united in marriage to Leon Murphy for 53 years. He survives. Also surviving, is her daughter, Kelly (Tom) Parker; son, Mark (Leslie) Murphy; grandchildren, Trenton, Erinne and Cameron Murphy and Sam and Bailey Parker; sister, Nancy McDonald and brother, Robert McGee. She was preceded in death by her parents, sister, Shirley and granddaughter, Erikka Murphy. Sharon wintered in Haines City, Florida with her husband, Leon, she enjoyed needlepoint, reading, loved Soap Operas and especially loved her grandkids. Funeral services will be held at 11:00 a.m. Saturday, July 9, 2011 at the Burkhead-Green Funeral Home, Charlotte, MI with Pastor Scott Brood officiating. Interment will be in the Bosworth Cemetery, Olivet. Visitation will be held on Friday from 2-4 and 6-8 p.m. at the Funeral Home. Wendell Charles Morse D.V.M.

Wendell Charles Morse, died June 27, 2011. He was born in Maple Rapids to Charles and Mabel Salisbury. On March 28, 1941 he was married to Maxine June Merritt and moved to Elgin, Illinois where he was the veterinarian in charge of the American Scientific Breeding Institute, an artificial breeding program. Wendell and his family returned to Michigan where he affiliated with a veterinary clinic in Charlotte. In 1948 he left that clinic to open his own practice. In 1951 he was appointed an Officer in the Veterinary Corps of the United States Army Reserve and served from 1952 to 1954 during the Korean war stationed at the Quartermaster Market Center in Chicago, Illinois. After serving his country he returned to veterinary practice in Charlotte where he built the Town and Country Animal Hospital in 1957. His hospital was admitted to membership in the American Animal Hospital Association in 1959 having met the high Standards of that. His parents and brother, Lee Warren Morse, preceded him in death. He is survived by his first wife, Maxine; their children Wendy (Carmine) Guerro; Marjann (Jack) Mason; Mark and Linda (Tim) Scheele. He is also survived by grandchildren Marcus Guerro and Francesca (Ben) Montesano; Mark and Michael Morse; step-grandchildren Katie, Emily and Allison Scheele and great-grandchildren hudson and Brody Guerro and Luciana Montesano. A private family remembrance will be held at a later date. Welsheimer’s Funeral Home South Bend is in charge of arrangements. Interment will be in Deepdale Cemetery, Lansing, Michigan. Memorial contributions may be made to the American Parkinson’s Disease Association, Center for Hospice, South Bend or a charity of your choice.
