3 Potterville officials face recall on Tuesday Rachel Greco

| rgreco@lsj.com

POTTERVILLE — Three city officials are facing an Aug. 2 recall vote just three months before their terms on council are set to expire. Voters will decide whether or not to recall Potterville Mayor Rodney Ross and council members Briant Titus and Judith

Williams at the polls this Tuesday. Recall petitions for each official, containing over 300 valid signitures a piece, were submitted to Potterville City Clerk Hillary Walilko in May by resident Bill Watson. Watson said he and his wife are just two members of a “recall committee” that was formed last summer because resi-

“They do so much in terms of collaboration,” said Campbell. “They’re really on the cutting edge of that.” But Campbell said he will commute to the position from his home in Olivet for a year, while his youngest daughter finishes her senior year at Olivet schools. He said he will miss the district tremendously. “I’m torn,” he said, of his decision. “I love this place. I love the people I work with.” Campbell said the Olivet district has accomplished a great deal, with excellent academic, arts and athletic programs. “This is a positive place to be a student and an employee,” he said. “We do things well.” The Aug. 2 Olivet Board of Education meeting will be held at 255 First St. in the superintendent’s office, beginning at 6:30 p.m.

dents were upset with officials. Although the recall language for each official is different, some include allegations that officials violated the city’s charter, and voted to increase Potterville’s water and sewer rates without giving adequate notice to the public. Watson said the City Council voted to triple water and sewer rates within the city last fall after giving very little notice to the public before the vote. “They met the letter of the law but not the moral side of the law,” he explained, adding that his monthly bill jumped from an average of $30 to $90 a month following the rate hike. Watson’s wife Marilyn said that and other tax increases that have since followed have placed a significant strain on local residents. “Everybody is in financial trouble,” she said. “We just feel we can do better and we

need to try and do better.” Maureen Storie, another member of the recall committee, said city officials have stopped listening to residents. “Since 2008 the cost of living here has increased by over $800,” said Storie. But Ross said the water and sewer increases were nessasary. They will fund a $14 million replacement of failing infrastructure throughout the city that is 60 years old. “We were dealing with water main breaks,” said Ross. “It all needs to be replaced.” And while Ross said he does feel badly about giving minimal public notice before the vote, he believes the rate hike would have passed regardless. According to Eaton County Clerk Fran Fuller, recall petitions for the three local See RECALL, Page 4

Firefighters take challenge locally On Saturday, July 23 hundreds of firefighters from throughout North America put their skills to the test and battled for glory in the Firefighter Combat Challenge. The event was held at Spartan Motors Inc. in Charlotte. Wearing full bunker gear and breathing apparatus in 80-degree temperatures, they competed in several physically demanding events, including a fire hose hoist and pulling a fire hose through 140 feet of obstacles. Firefighters from several mid-Michigan fire departments participated, as well as departments from other states and Canada. ROBERT KILLIPS/LSJ

“You can’t not participate in this,” said Grand Ledge Police Chief Martin Underhill. “We give the LEIN the raw data, but that raw data is processed and compiled into usable information as we ask for it.” Most of the records are put into the system by local courts, prosecutors and police departments, and then compiled, processed and formatted and returned to agencies when they query the system. The network is administered by the Michigan State Police, who charge a fee to local agencies for access.

years ago started putting it into the State Police appropriation bill that locals should pay one third,” said Eaton County Prosecutor Jeff Sauter. “But it was never clear one third of what.” Among the issues Sauter objects to was the state’s practice of selling criminal history information, provided by local agencies, earning millions in revenue from those sales, but not crediting the proceeds to the cost of operating the LEIN. Eaton County Commissioner Jeremy Whittum (R-Eaton Rapids), vicechairman of the Commission’s Public Safety Committee, continues to believe it is unfair to ask local police departments and courts to pay for the same information twice, and is willing to continue the showdown with the state over the issue.

CHARLOTTE — Few residents of Charlotte have done more to foster the arts in this community than Vera Bruce. For 44 years she has worked behind the scenes or stepped forward to see that important projects happen — from transitioning out of Eaton County’s last one-room schoolhouses and actively involving the community in envisioning a new high school in the late 1960s, to helping turn the Charlotte Senior Center into a reality. What drives her? Vera Bruce believes that “all kinds of people gathering for all kinds of art” is essential to a healthy community. Whether that project is a farewell musical in the old junior high, or working to get the millage passed to build the new Performing Arts Center, Mrs. Bruce has been an advocate and steward of the arts in Charlotte since moving here in 1967. “I don’t think I would like to live in a community that didn’t enjoy good music, drama, or art,” she said in a recent interview for Friends of Charlotte Performing Art Center. And at 88, she has spent literally half her life attempting to strengthen the bonds of

this community by gathering people of diverse interests together on and in front of a stage. But it was never easy. “You have to promote the concept of stewardship,” said Bruce, then added, “I think we’ve done very well [in Charlotte]. I wish we could do more, but we don’t dare sit on our laurels.” She listed many of Charlotte’s dedicated stewards by name, along with community efforts such as Can Do!, Celebrate Charlotte and AL!VE. From her tireless efforts pushing for passage of millage attempts, to being a top contributor of both capital and time, Vera Bruce is Stewards-in-Chief of the performing arts in Charlotte. —Friends of Charlotte Performing Art Center

“It’s not fair for counties and cities to be burdened with paying for the work that we do,” Whittum said. “We are being strong armed into having to pay for the LEIN system.” However, after analysis of the legal issues, Sauter recommended payment of the LEIN access fees rather than pursue legal action, based primarily on the amounts at issue. All of the committee members except Whittum agreed with Sauter and voted to pay this year’s LEIN access fees to the Michigan State Police.

“Its not fair for the state to charge local municipalities for the use of the LEIN when we are doing 95 percent of the inputting of information in LEIN,” he said. “When we are doing the work, we shouldn’t have to pay for doing the work.” At the commission’s July 7 Public Safety Meeting, Whittum voted to oppose payment of the LEIN access fees.

Great Start offers preschool program CHARLOTTE — Research indicates

that the most important skills a child needs to succeed when entering kindergarten are social skills — getting along with others, following instructions and adjusting to new caregivers (teachers). Great Start Readiness Program (GSRP) provides opportunities for four year olds to learn and practice these skills. Here is what some of the parents of last year’s class said: “My daughter grew as a person. Her vocabulary has gotten better since attending the program and she has better socializing skills.”

“My daughter became comfortable in unfamiliar surroundings.” Although kindergarten teachers across the county have indicated that if a child is socially and emotionally ready to learn academics are more easily taught in kindergarten, learning the foundations of academics is also an important part of the GSRP program. Foundations are built for literacy, upon which all other academics are constructed. “This program helped my child get ready for kindergarten, interact with other students, and learn his ABC’s

and numbers.” “Great Start helped with his social skills and also has really improved his writing skills.” If you have (or know) a child who will be four years old by Dec 1, 2011 and is not yet five years old, he/she may be eligible for this free preschool program. GSRP is available in Charlotte, Grand Ledge, Eaton Rapids, Maple Valley and Potterville. Applications may be obtained at eatongreatstart.org or call (517) 541-8987 to request one be mailed to you. — From Eaton Great Start

Walk or run to a healthier you Walking and running are two of the most fundamental movements of the human body. Both are great ways to improve your cardiovascular fitness, improve muscular endurance, burn calories, and get into better shape. They are actions that years ago were an essential part of daily life. Yet, as buses, cars, and planes have evolved into our primary modes of transportation, we no longer have to count on our bodies to get us to where we want to go. They largely go unused. The health benefits that were once a part of everyday life are now things that we must choose to do because we want to.

Don’t worry about your speed. If you are trying to go faster than your body can handle, then you are going to hurt yourself. Start at a nice comfortable pace and work on building your endurance. After you’ve developed some endurance, you can begin to increase the speed, as you feel comfortable.

Land softly. One of the biggest complaints that people have about walking and running is that it’s hard on their joints. When you land softly, you cause your muscles to work as your shock absorbers instead of your joints. It may be a bit difficult at first, but by making your muscles work more, your joints will thank you in the end.

Motorcycle visit is on Aug. 21 Congratulations to all of the firemen that participated in the Fireman’s Challenge at Spartan Motors this past weekend. Wow, what a workout they get and what an arduous course they have to participate in against other firefighters, both locally and from as far away as Canada. Special congratulations to the Charlotte volunteers who won both first and second place in the water-ball contest. Our guys are the best. A special thanks to Spartan Motors for sponsoring this terrific event. Thanks to all who participated in the open house

FROM THE MAYOR Dee Smith at Camp Frances as they enjoyed both the refreshments and entertainment. Camp Frances is an under-used facility in our community that can be rented for overnights or by the day. Outstanding for family events. For details, call city hall at (517) 543-2750. My thanks to all of the board members for their time and efforts for this event and their service year around. Charlotte has a great

opportunity to show our support for the troops on Aug. 21. The American Legion Riders will be leaving Indianapolis, Ind., and on their way to Minneapolis, Minn., will travel through Charlotte for gas and a meeting at our American Legion Post No. 42. I would like to encourage everyone to line the streets (Lansing Street from I-69 to Lawrence and on to the American Legion Post) waving American flags to show our support for our troops. There is expected to be around 250 motorcycles in this contingent and the

purpose of the 1,100 mile trip is to raise funds for children of those military families who have been lost in battle since 9-11 to assist in financial support for their college educations. We have an opportunity to show how Charlotte feels about supporting our troops, please be there if you can. Let’s show our thanks to these who were willing to give their lives for our country. They should arrive around 2 to 2:30 p.m. and depart around 4 p.m.
