CHARLOTTE — Voters will have to decide how much the community should invest in its pool. The Nov. 8 ballot will include a request from Charlotte Public Schools for .5 mills to fund operations at the Charlotte Aquatic Center. The five-year recreation tax would also fund the reinstatement of youth ball leagues and allow for the reduction of facility rental fees charged to community groups who use them. Charlotte’s Board of Education approved the millage request in August, after summer budget discussions included proposals to close the Charlotte Aquatic Center. The facility was opened in 2004, its construction financed through tax dollars still being levied on property owners. But supporters say the school district can no longer afford to fully support operations of the community facility due to huge losses in state revenue and declining student enrollment. School officials say without the millage’s passage, the facility could be closed. “As far as I’m concerned it is a very valuable piece of education,” said Charlotte Board of Education President Ron Schultheiss.

Long-term plan The short-term millage would cost the owner of a $100,000 home $25 a year, generating an estimated $265,000 a year for the pool’s operations. But members of the Citizen’s Advisory Committee for Charlotte Aquatic Center say even if the tax gets voter support, it offers a short-term fix. The group, formed in January, has already implemented a marketing plan aimed at creating a longterm funding solution for the facility. The answer, said group chair Steven Kineman, is simple — they have to get more people to use it. See POOL, Page 5

CHARLOTTE — By this Thanksgiving, Hayes Green Beach Memorial Hospital’s AL!VE will be living up to its name as a center for wellness. A tentative opening date of Nov. 21 has already been set by hospital officials for the facility. In its first phase, AL!VE will be a 45,000-square-foot structure at the former Felpausch location at 800 West Lawrence Avenue. The Charlotte hospital’s visionary “wellness hub” will offer everything from women’s health services to an indoor walking path and health-food cafe. But this Sunday, Oct. 23, with the $12.6 million first phase of the project nearly complete, community members will get a look at what kind of experience AL!VE can offer. The preview will be hosted as an open house from 1 to 4 p.m. — but virtually nothing about the event will be typical. “It will be ‘alive’ all the time,” said Barbara Fulton, who is coordinating the Oct. 23 event. “The idea here is to take what AL!VE is about and give people a taste of that.” That means the preview will include live art creation, music, rock climbing and karate demonstrations and children’s activities. Beyond that, Fulton said residents will get the chance to see everything that’s developed at the site since construction began there last fall. “There will really be an opportunity to explore the building,” said Fulton, who added that staff will be on hand throughout the building to answer questions.

I feel that it would be a tremendous loss to the community if we have to close it.” Usage of the pool isn’t sufficient to fund its operation. Officials have said during the center’s busiest months it sees an average of 1,300 visitors. They say that number

CHARLOTTE — One contested Charlotte City Council seat will be decided in the Nov. 8 election. Incumbent Scott Cuttle and newcomer Branden Dyer are vying for a fouryear term representing the city’s Ward Two. Cuttle, 36, is a state employee and Air National Guardsman. He is a member of the Charlotte Area Recreational Cooperative, Can Do!’s Step-by-Step Walkability Committee and the Charlotte Cable Access Board. He and is wife have two children. He has been on council for two years. “I have enjoyed my last two years on the city council and wish to extend that continuity into another term,” stated Cuttle. “There is much to learn in order to become an effective council person.” Dyer, 21, is a junior at Olivet College majoring in business. He is a graduate of Charlotte High School. “I am running to gain experience to help with future political offices and to

Cuttle cited the economy as one of the biggest challenges the city faces in the next year. “In my opinion, the two biggest challenges facing our city and schools would be the negative effects of the economy that we continue to feel and the loss of residents that decide to move out of the city limits,” he stated. “This affects the school system as well as the city.” Dyer pointed to shrinking tax revenues and increased expenses. “Revenues need to be addressed not by raising taxes but by having polices in place to make Charlotte a business friendly community and a

place to attract recent college grads and families to increase our tax base.” He also said “green” options and more efficient operations should be looked to by the city. Cuttle said he hopes to advocate maintaining the current cost of services, if re-elected. “My focus is on sustainability, and I hope to maintain the city’s current offerings to the residents without increasing the cost of the services,” he stated. Dyer hopes to focus on enviromentally friendly practices if elected. “If elected I want to update and improve recycle center services and make it more profitable and add more green programs and polices into city government.” Running unopposed in the November election is Mayor Dee Smith, councilwoman Mary Jean Baker and councilman Lloyd Conway.

Pit orchestra preps for ‘Beauty and Beast’ CHARLOTTE - The Charlotte High School pit orchestra has begun rehearsals for their upcoming production of “Beauty and the Beast,” which will be performed on Nov. 10 to 12 at the Charlotte Performing Arts Center. Under the direction of Jerry Rose, Charlotte High School band director, the students are hard at work learning the music for the show. “We are all very excited to have the pit join us again. Last year we performed with a small ensemble group of musicians. It’s wonderful to have the student orchestra back as part of the production,” said director Betsy Foster. There are a total of one

hundred students involved in the production between the pit orchestra, performing on stage, and working

back stage as members of the stage crew. Foster said, “It is truly the efforts of everyone

that make the show a success. We hope everyone comes out in November

CHARLOTTE POLICE REPORT CHARLOTTE — The Charlotte Police Department handled over 190 incidents during the week of Oct. 10 to 16. Here are just a few of those incidents: • Oct. 11 - Charlotte police were called to a local church for a purse being taken out of a locked vehicle. Officers arrived and learned that the purse was taken from the vehicle

through the sunroof that was left open. Evidence was collected at the scene and the investigation continues. • Oct. 13 - Charlotte police observed a vehicle that was playing loud music in a city parking lot. When officers attempted to make contact with the subject, he drove away. Officers then stopped the vehicle and

attempted to get the driver to turn the music down. In speaking with the subject, officers learned that the subject had not been taking his medication. The 50-year-old male was then transported to a local hospital for evaluation. • Oct. 14 - Charlotte police were called to a local business for a subject loitering in the parking lot.

Officers were told that the subject would sit in the parking lot for several hours every day. The 46-year-old male was found to be using the business’ internet connection. He was advised that he could not loiter on the property if he was not frequenting the business and he then left. • Oct. 15 - Charlotte police were called to a local

business for a fight call. When officers arrived, they observed several subjects in the parking lot arguing. Officers learned that the group of family members were intoxicated and were arguing over who should drive them home. A sober driver was located and took them home. Officers from the Charlotte Police Department are

taking numerous complaints of vehicles being broken into. Remember to keep your vehicles locked and keep all valuables out of sight. If you see or hear anything suspicious at night in your neighborhood, call and report it. — From the Charlotte Police Department

“There are aspects of the building that have not yet been finished but I keep reminding myself, it’s a preview, not an opening.” Several sections of the facility are nearly complete with only furniture and equipment in the process of going in. Other portions of the building are still waiting on flooring , drywall and painting. “It’s not complete and there’s work yet to be done,” said Sustrich, “but our architects and contractors feel that Nov. 21 is a safe date.” When it opens next month Sustrich said procedures like mammography screenings and physical and speech therapy will be offered there. In addition, an indoor/ outdoor walking path will be open to the community, wellness classes will be offered there and a cafe will be open and offering

healthy menu items.

Just the start AL!VE will eventually be an 80,000-square-foot facility centered on community health and well-being. Hospital officials need to raise a total of $4 million before AL!IVE’s second phase can begin. That will include a conference center and children’s programming and child care. But they are well on their way, having raised $2.7 million already for the project. Sustrich has stressed that the facility will be much more than an extension of the hospital’s Health and Wellness Center. It will also include a staff of about 35 people. Elementaries adding play equipment CHARLOTTE — The Charlotte Board of Education took action on Oct. 10 to add more playground equipment to the Parkview Elementary and Washington Elementary sites. The revenue to cover the costs of the additional equipment is coming from the 2010 bond and a line item directly related to site and playground work that would have been done at Galewood Elementary.

The board members discussed, with Galewood’s closure last spring, it made sense to more fully complete the master plans for the other playgrounds at Washington and Parkview. The board simply felt the elementary aged children were still the focus for the play equipment. Their decision was in alignment with the original intent of the bond language and associated

revenue. Ultimately, the board determined the additional play equipment was for the use and enjoyment of the children of the Charlotte schools and community. The additional play equipment is projected to be installed next summer in June, 2012. This is due primarily to the long lead time to procure the equipment from the manufacturer. In addition, installation

with the contractor will take approximately three weeks to complete, thus waiting until summer break will be the best for safety and to not interfere with daily operations at the schools. All of the additional equipment is age appropriate for the K-3 grade level structure of the buildings. — From Charlotte Public Schools

Hull gets V.P. spot at Olivet OLIVET — William “B.J.” Hull has been named vice president for advancement at Olivet College, according to an announcement by President Steven M. Corey, Ph.D. Hull, of Lansing, is responsible for managing all operations within the college’s Office of Institutional Advancement. He will lead fundraising and development efforts, as well as oversee alumni and college relations. Prior to his new position, Hull served as regional director of gift planning at Michigan State University, where he led planned giving efforts in the Midwest region and raised $29.3 million in cash and planned gifts. He has also served as associate director of development – major and planned gifts for MSU’s College of Veterinary Medicine and as director of development with the Lansing Symphony Orchestra. CHARLOTTE - On Monday Oct. 3 Charlotte High School students in Earth Science classes participated in an ongoing Battle Creek River study at Bennett Park. The project is part of a larger study of the Kalamazoo Watershed. Information collected and analyzed by the students is compared and tracked from previous years to determine the overall health of the Battle Creek River and the Kalamazoo River Watershed. Students worked collectively in small groups with some members in the water and others recording data and making measurements. Students

collected water and tested the temperature, oxygen levels, pH and turbidity. The depth, width and velocity of the river were measured. Lastly students collected and identified macro invertebrates from the stream bed. The presence and absence of various invertebrates indicate the overall quality of the water. This year’s data showed normal levels of oxygen and pH and revealed the presence of macro invertebrates that do not tolerate polluted water. All are indicators of a healthy river.

William Blanchard is Ledge Craft Lane’s October Artist of the Month. Bill grew up in Charlotte. As early as age 10 he was taking photographs and leaning to develop negatives in the family’s kitchen as well as learning to sketch from the photographs. He began the habit of imagining every view framed by the camera or positioned on a piece of paper. His paintings represent real things. “I feel a photo is the result of technology, while a painting results from the painter’s personal touch.” Bill’s work includes paintings of Bridge St. in Grand Ledge, both historical and present. Show me the numbers. I have seen and heard a lot of passionate, feel good reasons for saying yes to more millage money to support a community pool. I have not seen much in the way of real facts. The wise use of money must include factual information like: how many people use the pool on a daily basis; are they always the same people; what is the real best expectation for future growth in the number of different users in a community. I recall that there was much controversy and several millage votes before the pool was approved and built. It was not a unanimous vote either. I don’t know what the student count and area population was 10 years ago, but I would guess that we have very little growth to support an increase in the number of users. Family budgets are extremely tight for a lot of people right now. Although a no vote would hurt a few people, a yes vote would hurt a lot more. I will be voting no on the millage request in November.

MASON — Charlotte finished its boys’ soccer season with a record of 4-13-1, after a 7-1 loss to Mason in the first round of district play on Oct. 18. Jake Brown scored the only Oriole goal, assisted by Mikel Duque, in a game that was an improvement over the lasttime Charlotte faced Mason (19-1-2), an 8-0 mercy-rule shortened contest on Sept. 26. Oriole head coach Ryan Sisco said that, despite winning just four games all season, he will look back on this team with no small

measure of fondness. “This is one of my favorite teams that I’ve had,” SIsco said. “They didn’t have that great a record, but the record isn’t everything. They always had heart, they always played hard, they never gave up. What more can you ask for as a coach?” This game was a good illustration of that heart, a cold, rainy night on which Mason scored the first five goals of the game. Charlotte answered with 11:47 left in the first half, when Duque took a free kick from about 35 yards away from the Mason goal.

He lofted the ball into the box, where Brown, most likely the shortest player on either roster, went up and headed it in. Charlotte gave up two goals in the second half to the third-ranked team in Division 2, making the fnal score 7-1. Sisco said that his team made significant progress over the course of the year. “We grew a lot,” he said. “I’m really proud of them, they’re a great bunch of kids. I wish that I could have coached a lot of them for a lot more years, I think that would have made all the difference.”
