City asks voters to raise mill rate Rachel Greco

CHARLOTTE — Voters will have to decide Nov. 8 if they’re willing to pay a little more in taxes for the next three years to help the city balance its budget. If approved Charlotte’s millage rate would be increased by .7 mills, from 14.2913 to the city’s maximum tax rate of 15 mills. The current millage rate has been reduced slightly each year for several years as a result of the Headlee Amendment, which caps property taxes each year at the rate of inflation. The proposed increase would cost the owner of $150,000 home an estimated $53.15 a year. The new millage could be applied each year for the next three years, but the council may not levy it all, if it is not needed.. It would also generate an estimated $159,800 more in revenue for the city.

Officials say the city still needs to close an estimated $400,000 gap this fiscal year. “This is one of the measures we’re looking at in order to balance the budget,” explained Charlotte City Manager Gregg Guetschow. Charlotte’s city council voted to ask for the tax hike in June, just weeks after

they approved two slight tax increases in the new budget year — a one-tenth mill tax to fund annual curbside leaf pick-up within the city and an increase of the city’s millage rate by .3769 mills for general operating expenses. Guetschow said staff reductions are likely, regardless of the millage request’s success at the polls. However, the funds it would generate for the city could save a few positions. “This translates into two staff people,” said Guetschow. “These are two staff positions we’d have to cut.” The city employs 50 people. In the last three years five full-time positions have been cut — 10 percent of the staff. Guetschow cited declining property values and cuts in state revenue sharing as significant strains on Charlotte’s budget. Council members say they plan to review the new millage rate annually as part of the budget process. The council is reserving the option not to levy the additional tax being sought. “I give it an even chance of passing,” said Guetschow. “I think people are concerned about their household budget, but I also think they’re concerned about the level of services provided by their local government.”

CHARLOTTE — Hayes Green Beach Memorial Hospital’s AL!VE facility was called many things during an open house last week — “Innovative.” “Amazing.” “Beautiful.” “Inspiring.” In its first phase AL!VE will be a 45,000-square-foot reconstruction of the former Felpausch grocery store location at 800 West Lawrence Ave. On Sunday, Oct. 23, with the $12.6 million first phase of the project nearly complete, community members got a look at AL!VE, which is planned to open on Nov 21. Charlotte resident Sandy Maatsch was on hand during the open-house style preview as a volunteer. She

answered questions and directed visitors see rock a climbing demonstration, musicians playing and artists at work. “I see things here today that weren’t here on Friday,” she said during the event. “It’s been exciting watching this take shape.” Lori Pray feels the same way. Her family made a donation to AL!VE’s demonstration kitchen in honor of her mother-in-law Lourel Pray, who passed away. Pray said the kitchen, which will offer classes for people learning to make healthier meals, is a fitting tribute to Lourel. “Her whole life was really centered around being a mother and cooking in the kitchen for her family,” said Pray, of her mother-in-law. “The point of the kitchen is to help people learn how to cook for themselves rather than dining out.” AL!VE will eventually be an 80,000-square-foot facilSee AL!VE, Page 6

Craft booths open for holiday craft show This week, the Charlotte High School stage crew began to install the castle set for the student musical “Beauty and the Beast.” This set, along with many others, have been added to rehearsals for this show. The students are also hard at work designing lighting effects, sound effects and creating the magic of Disney in the iconic red rose, complete with falling petals. “They are an integral part of helping bring this show to life,” said Betsy Foster, director. Under the guidance of Amy Jo Kinyon, the stage crew works countless hours to create the world that the characters perform within. He is the owner and president of National Unclaimed Freight Furniture, with four locations in Michigan, one of which is located on Saginaw Street in Delta Township. French said he wants to develop a “trustworthy city government” that does not exercise control over the daily lives of Potterville residents. “We must create an environment that attracts businesses and citizens, less taxes and regulations and more peopledriven answers,” stated French.

Kendrick, and wife Stephanie have four children and have lived in Potterville for 10 years. He has served on Potterville City Council for four years and is currently mayor. He is a member of the Potterville-Benton Township Fire Board and several local committees. He is employed as the general manager of Cole Ford Lincoln in Coldwater. “I am running for City Council for a second term because I feel that I will continue to serve the people of Potterville honestly, morally and with character to finish the job of restoring confidence in our local government,” stated Kendrick. Kendrick believes that “constant communication” and “getting buy in from all bodies” will help citizens feel more secure with their officials.

Patrick Kundrat Kudrat, 49, is married with one son and three step-daughters. He is a life-long Potterville area resident and graduate of Potterville schools. He is employed with Menards and attends Oneida Gospel Church. Kundrat says he and his family almost moved out of the area after the city’s last water rate increase – but decided to stay. “Change has to happen,” he stated. “We hear that the recession is over. That is no reason to raise taxes and water rates. People have moved out of Potterville because of the higher taxes

The retiree was appointed to City Council in April and cites a lack of trust in local officials as a major issue. He said all major decisions should be made in a public forum. “In my opinion, the biggest challenge facing the city of Potterville is dealing with declining revenue,” stated Norman. “The lack of revenue can be partially offset by resource sharing with other communities and restructuring the Charter. Another big challenge is that lack of trust in the city government. It will be difficult in turning this around, but

Secondly, I would like to get the ‘community’ feel back into Potterville, get more involved with our school board, students and all citizens so they have the desire to help with community needs and make this city great once again.”

Nov. 8 election The four highest vote getters in the Nov. 8 election will serve a four-year term on City Council. Three other candidates, running uncontested to fill partial terms on council, will appear on the ballot as well. They include Jeff Bussard, Jennifer Mannino-Lane and Eric Williams.

Fry, 83, is a former city mayor and retired assessor. He and his wife Georgia have four daughters. He has been a member of the Potterville Chamber of Commerce and Lions Club and has served on the Tri-county Planning Commission and Eaton County Board of Supervisors. Fry said “greed” is the biggest challenge facing the city in the next year. “Only ‘we the people’ can make the changes that will reduce money squandering and greed that goes with it,” he stated. “I’ve helped do it before. ‘We the people’ can do it again.”

ity centered on community health and well-being. The Charlotte hospital’s “wellness hub” will offer everything from women’s health services to an indoor walking path and healthfood cafe. Hospital officials need to raise a total of $4 million before AL!VE’s second phase can begin. That will include a conference center

and children’s programming and child care. But they are well on their way, having already raised $2.7 million. Charlotte resident Christie Dutcher has been involved in the hospital’s fund-raising efforts for AL!IVE. She said she saw a great deal of “surprise and awe” Sunday during the community preview. “It really is as great as people hoped it would be,” she said. “I think a lot of people had no idea how amazing it would turn

out to be.” Nevertheless, Dutcher said the community has given AL!VE a “swell of support.” Charlotte Mayor Dee Smith, who attended a press event for the building just a few days before the preview, described AL!VE as “unique, innovative and inspiring.” Hospital officials have stressed the facility will be much more than an extension of the hospital’s Health and Wellness Center. They say the project is aimed at promoting the

community’s vitality and wellness. “The experiences of AL!VE are really what matter,” said Hayes Green Beach Hospital CEO Matt Rush. “It’s not the building but the experiences of AL!VE that matter.” While some of what is offered at AL!VE, which will include a staff of about 35 people, will be fee-based – other offerings there will be free and open to the public. That will include the walking path and gathering spaces throughout the building.

CHARLOTTE POLICE REPORT CHARLOTTE — Charlotte Police Department handled over 180 incidents during the week of Oct. 17 to 23. Here are just a few of those incidents: • Oct. 17 - Charlotte police were called to an accident involving a car hitting a semi. When officers arrived, they found that the car hit the semi as it was exiting the highway. After further investigation, it was determined that the 26-year-old female driving the car was intoxicated. She was arrested and lodged at the jail for Operating While Intoxicated. • Oct. 18 - Charlotte police were called to a residence for an argument over the sale of a bicycle. Officers arrived and found that a

19-year-old female had assaulted a subject for selling her bike. The 19-year-old male that she assaulted then punched the side of the house, breaking his hand. The female was arrested for assault and the male was treated for a broken hand by EMS. Charges are being sought for the male damaging the house. • Oct. 20 - Charlotte police were called to a residence for a subject that had driven his vehicle into the front of a garage. Officers arrived and saw the vehicle had driven through the closed garage door. The suspect had left the scene on foot but was located and interviewed. Charges on the 22-year-old male are being sought.

• Oct. 22 - Charlotte police were called to a residence for an assault. Upon arriving, officers learned that the 46-year-old male had assaulted a 40-year-old female and had broken her nose. The male was arrested for Domestic Assault and lodged at the jail and the female was treated for her injuries. CHARLOTTE — In September, the Michigan Legislature voted to place a limit on how much taxpayers can be asked to pay for public employee health insurance costs. Unless a local unit of government — if it isn’t a school district — doesn’t want to follow the limits. School districts have no choice as to whether they will comply. In October, the Eaton County Board of Commissioners said, in effect, ‘thanks but no thanks’ to the state for its limits as they apply to the county. Before the vote was taken at the commission’s Oct. 19 meeting, Commissioner Sue Hoffman (R-Grand Ledge) told the board, “The state should not be telling the county

how to spend its money.” With no dissenting votes, commissioners voted to exempt Eaton County from the requirements of Act 152 for the 2012 calendar year. Two of the 15 commissioners (Hoffman and Wayne Ridge (R-Charlotte)) abstained because their spouses are county employees. Commissioner Roger Eakin (R-Dimondale) was not present for the vote. Michigan’s Act 152, signed into law by Gov. Rick Snyder on Sept. 24, limits public employers’ payments for employee health insurance to $15,000 per year or 80 percent of the cost for family coverage, whichever is greater. The law allows cities, villages, townships and counties, but not school districts, to vote annually to exempt themselves

from the requirements of the law. A two-thirds vote is required. In the resolution exempting Eaton County from the law’s requirements, commissioners noted the potential cost of expected litigation over the legality of the law, as well as the fact the state of Michigan had effectively chosen to exempt itself from the law’s requirements. The act does not apply to unionized employees with contracts in place as of the date of the law, for the duration of their existing contracts. Currently, according to the county controller’s office, 422 county employees carry health insurance. Of these, 215 are union members and 207 are not represented by unions. Commission Ways and Means Chair Blake Mulder (R-Oneida Twp.) told the

commission he felt it was unfair to single out nonunion employees. “It is unconscionable to impose a limit on payments to one part of the employees and not to others,” he said. Future exemptions would be subject to annual votes, each requiring twothirds majorities. For 2011-12, Eaton County employees with health insurance pay five percent of the premium. For family coverage, employees pay $978 of the $19,561 annual cost. Employees with single coverage pay $326 of $6,521, while two-person policies cost employees $783 of the $14,867 total premium. The total county appropriation for employee health insurance, according to the controller’s office, is $4,277,511.

Nearly 26 million people in the United States have diabetes according to the American Diabetes Association. Diabetes diagnoses have multiplied 400% since 1958. The prevalence is so great many researchers are now considering diabetes an epidemic. Some factors contributing to the drastic increase include changes in diagnostic criteria, improved screening, lower mortality rates among people with diabetes, poor lifestyle factors and the increased rate of people who are overweight or obese. Recent estimates project that as many as 30% of American adults will have diabetes by 2050 unless behaviors and habits change. The real burden of diabetes is caused by its complications. Two out of three people with diabetes die from heart disease or stroke. The rate of amputation of those suffering from diabetes is 10 times higher than for people who don’t have the disease. Diabetes is also the leading cause of kidney failure and new cases of blindness in adults. The good news is that, for many, diabetes can be prevented or delayed. Lifestyle factors that appear to lower the risk of diabetes include increased physical activity, maintaining a healthy body weight, eating more fiber and following a lower fat diet. If you or someone you know has prediabetes or diabetes, take steps to get educated. In recognition of American Diabetes Month, Hayes Green Beach Memorial Hospital is hosting a free community Diabetes Forum from 6 p.m. to 8 p.m., Tuesday, Nov. 8, to help increase awareness of this common and chronic disease. Charlotte Middle school to open for walkers CHARLOTTE — Charlotte Public Schools (CPS) is once again opening the doors to the Charlotte Middle School/Upper Elementary building for hallway walking. For those of you looking for a dry, safe environment to get some walking in this winter, beginning Monday, Nov. 7, CPS will

offer hallway walking Monday through Fridays from 6:15 to 7:15 a.m. and on Monday and Tuesdays from 6 to 8 p.m. This is a volunteer supervised program and is free to the public. Children must be supervised by an adult at all times. “Currently we have two ladies who have

volunteered to oversee this program on Monday and Tuesday evenings. We are still looking for volunteers for Wednesday and Thursday evenings allowing us to offer this free fitness opportunity four nights per week,” states Laurie Newland of CPS. Hallway walking will begin Nov. 7 and

CHARLOTTE — On Saturday, Sept. 24, work was completed on the final phase of Eagle Scout Candidate Dan Crabtree’s Eagle Service Project, which has provided five new park benches along the scenic woodland trails at the Lincoln Brick Park. PORTLAND Charlotte ended their 2011 football season with a record of 4-5 after a 43-9 loss at Portland on Oct. 21. Ryan Bartolacci completed five of his 17 passes for 98 yards, including a 65-yard touchdown strike to Latrell Levanduski against the Raiders, who enter the postseason as the third-ranked team in the state in Division 5. Aside from that long pass, the Orioles found yards hard to come by, amassing just 139 yards of total offense in the game, including just 41 rushing yards. Portland jumped all over Charlotte from the start, scoring the first four touchdowns, including a 40-yard interception return, before Bartolacci’s pass to Levanduski, which made the halftime score 28-6. The Orioles fell behind 43-6

in the second half before Curtis Long added a 34-yard field goal in the fourth quarter for the last Oriole points of the season. The loss stopped a threegame winning streak by the Orioles, and consigned the team to its second consecutive losing season at 4-5. Charlotte finished 2-7 in 2010. But the future of the team is bright, according to the opposingh coach in the game. “They’re big up front, but the experience factor is a big thing for them,” Portland head coach John Novara said. “They’re young, but I think that they are definitely going to be a team to reckon with in the years to come.” The game was also the last varsity contest for the program’s seniors, Aubrey Parrish, Patrick Eldred, Curtis Long, Brandon Ripley, Dustin Bevins, Jake Walker, Dan Schumacher, Matt Stair and Chase DeBack.

CHARLOTTE Charlotte’s volleyball team has put together an impressive run with districts looming, winning 8 of 9 matches on the way to the championship of the inaugural CAAC Silver tournament. While the Orioles fell to Portland in that CAAC Silver final, they claimed

two major scalps on the way to the title match. Charlotte defeated perennial power Okemos in the first round of the CAAC tournament on Oct. 19 in a five-set marathon, 25-23, 25-23, 14-25, 24-26, 15-9. The key to the match was Charlotte’s front-line defense, as four different players came up with blocks in the deciding set. Maggie Goeman had

three blocks, Jo Goeman and Maddie Earl each had two and Kirsten Falseta had one against the Chieftain big hitters. “Our front line dominated that last set and Okemos couldn’t recover,” Charlotte head coach Dennis Richardson said. “The block is the first line of defense and these young ladies did the job at crunch time.”

Another key to the emotional win, one of the biggest for the program in recent memory, was the fan support, according to assistant coach Shannon Nevins. “The fans really back our team and made us lift our game to a new level,” Nevins said. “They were so loud and had awesome support for our team.”

Charlotte next played at St. Johns in the tournament semifinal on Oct. 24, coming from behind after losing the first two sets, and charging back to win another five-setter 24-26, 14-25, 25-18, 26-24, 15-7. But the Oriole run came to an end in the championship match on Oct. 26, in which Charlotte took the first set 25-14, but Portland won the next three, 25-21,

25-22, 25-20. The Orioles will begin MHSAA district play at Williamston on Tuesday, Nov. 1 against Lansing Catholic at 5:30 p.m. The winner of that match will play Haslett on Tuesday, Nov. 2 for the right to face either Williamston, Eaton Rapids or Lansing Sexton for the district championship on Friday, Nov. 4.
