BATH TWP. — The Township Board is poised to take up a measure that would update the township’s property maintenance rules and make them easier to enforce. Board members discussed the issue in their July 18 meeting and could act on a tailored version of the International Property Maintenance Code (IPMC) as early as next month. The measure would streamline the code enforcement process and allow the township to address violations ranging from safety issues to neighborhood eyesores that can affect property values. Property owners could be ticketed if

they don’t correct a violation. “We tried to make it as minimal and effective as possible,” said township Police Chief Scott Rose, who sat on a committee that studied the issue for months. “We were trying to find a compromise, to do enough to protect people without going overboard.” The International Property Maintenance Code is a set of commonly used standards that is updated every three years. Local communities can tailor it to fit their particular needs. DYBSA to hold tryouts The DeWitt Youth Baseball and Softball Association (DYBSA) is conducting tryouts during the week of July 25 to form 2012 travel and tournament teams. This applies to 9U, 10U, 11U, 12U, 13U and 14U baseball teams; and 12U Upper and 14U Upper softball teams. Players entering grades two through eight this fall (2011) are eligible for the following tryouts: • Baseball: Monday, July 25, and Tuesday, July 26. • Softball: Wednesday, July 27, and Thursday, July 28. Makeups are by request. Tryouts will be held at the DeWitt baseball/ softball fields normally played on by these age groups. The time of the tryouts is 6:30 to 8:30 p.m. Players are expected to wear full gear and bring their bats (if they have one). Prior to July 25, players must pre-register for the tryout. The 2012 Travel/Tournament tryout registration form is located at the Online Forms section of the DYBSA website (www.DYBSA.org). Building officials often get complaints from renters but don’t have the tools to address violations, township officials said. “There are a number of people out there who need our help,” township Superintendent Troy Feltman told the board last week. Township officials said enforcement would be complaint-driven, meaning the township wouldn’t go out looking for violations. Still, not everyone is comfortable with the IPMC approach. In the meeting last week, Trustees Walter Pett and Rick Curtis questioned whether the township is over-reaching with the ordinance and intruding on property owners’ rights. “Once again, we’re having our community do something that’s already in place,” Pett said. “It seems there are tools in

Trustees Paula Clark and Leon Puttler, who sat on the committee that reviewed the IPMC, said it became clear to them that the township needs better tools to correct certain code violations. Standard IPMC rules governing interior aesthetics such as window coverings were left out of the draft ordinance, they said. “We tried to focus on those things that fell between the cracks,’ Puttler said. Township Supervisor Tom Schneider said he expects the board will take up the issue again at its next meeting and try to find a consensus. “We’re willing to work on it a little more if it means we can reach some sort of a middle ground,” he said.

Executive order is good news for Great Start Q

uietly and without much fanfare, Governor Rick Snyder signed an executive order recently creating an Office of Great Start within the Michigan Department of Education. This new office will work with Michigan’s Early Childhood Investment Corporation, which operates the Great Start system, to ensure that more children are “school ready” when they arrive in kindergarten. This is very good news for Michigan. Early childhood development is fundamental to creating great

GUEST COLUMN Karen Black kids, and great kids are fundamental to creating a new version of the Michigan we all know and remember - a Michigan that is economically vibrant and a place where businesses and families move to rather than away from. Economist James Heckman, the Nobel Laureate from the University of Chicago, offers a formula for understanding why things like prenatal care, preschool, quality child care and more are economically important.

The “Heckman Equation,” as he calls it, says that if we invest in educational and developmental resources for disadvantaged families that develop cognitive skills, social skills, and physical well-being in children early - from birth to age 5, when it matters most - and sustain that early leg-up with effective education through adulthood, we gain more capable, productive and valuable citizens who pay dividends to America for generations to come. Gov. Snyder is a pragmatic, results-driven person. His vision of a cradle to adulthood educa-

tion system isn’t based on flight or fancy. It’s based on data. As Professor Heckman said in a letter to the National Commission on Fiscal Responsibility and Budget Reform, “Data from economists, social scientists and medical experts conclusively shows that the answer is to invest in comprehensive early childhood development - from birth to age 5 - particularly in disadvantaged children and their families.” Michigan’s Office of Great Start is certainly a step in the right direction. The office will combine and coordinate early

childhood programs and resources that currently are scattered across multiple state departments. The office will also work closely with the Early Childhood Investment Corporation to create, as the governor said earlier this year, “a dynamic partnership aimed at maximizing public and private investment in the service of Michigan’s children.” A major part of that partnership will continue to be Michigan’s Great Start Collaboratives, which operate in every county and are making tremendous strides toward building local early childhood systems starting with a

painstakingly built assessment of community needs and assets. What’s exciting about the Office of Great Start is that in time - and with continued legislative support we just might be able to see state resources go to communities to make those plans real. If so, we’ll move from making incremental progress on school readiness in Michigan to leaps. That will be wonderful news for Michigan and its future. DeWitt graduate awarded state retailer’s scholarship LANSING — Zachary Hayward, of Okemos, Abigail Hedemark, of Dansville, and Beniece Lippert, of Lansing, were awarded college scholarships from the Michigan Retailers Association (MRA) for the 2011-12 academic year. Hayward received a $1,000 scholarship. He is a graduate of Okemos High School and will be a freshman at the University of Michigan in Ann Arbor in the fall. He is the son of Ken and Nancy Hayward. Ken is an employee of Grand Hotel on Mackinac Island, with offices in Okemos. Hayward received the Mark Schrag Scholarship, funded by contributions from former MRA board member Mark Schrag. The late Mr. Schrag owned and operated

the former Season’s Fine Gifts store in Okemos. Hedemark received a $1,000 scholarship. She is a graduate of Dansville High School and will be a freshman at Oakland University in Rochester in the fall. She is the daughter of Paul and Debbie Hedemark. Debbie is an employee at Maple Street Mall in Mason. Hedemark received one of four Target Corporation Scholarships, funded by contributions from Target. Lippert received a $1,000 scholarship. She is a gradu-

ate of DeWitt High School in DeWitt and will be a freshman at the University of Michigan in Ann Arbor in the fall. Lippert is the daughter of Gerry and Cathy Lippert. DeWITT TWP. — Three people were hos-

pitalized after the truck they were riding in overturned on I-69 near Airport Road on July 17. Township police said a 56-year-old Eaton Rapids woman was driving the 2002 Ford F250 pickup with a trailer attached when she lost control in the westbound lanes about 3:45 p.m. The truck went off the road and overturned, ejecting one of the passengers, they said. Two Eaton Rapids men, ages 59 and 40, were taken by ambulance to Sparrow Hospital, along with the driver. The extent of their injuries was unclear.

The property damage crash occurred about 8:33 p.m. July 15 at State and Brook roads, police said. Officers received information about the suspect vehicle and driver and located him about 10:50 p.m., they said. The man said he didn’t realize he had been in an accident.

ST. JOHNS — Clinton County Sheriff’s deputies responded to 703 calls for assistance during the week that began July 11 and ended July 17. Officers investigated 10 assault and battery/ family disputes, three breaking and enterings, seven larcenies and one case of fraud. One sexual assault was reported. There were 13 instances of malicious destruction of property during the week, and four civil neighbor disputes. Deputies followed up on 28 on-going investigations. Clinton County deputies made a total of 374 traffic contacts. There were eight traffic crashes and eight car-deer crashes. Deputies stopped 13 individuals who were driving on suspended licenses. Two drivers were arrested for operating while intoxicated. Three drivers were arrested for violation of the controlled substance act. Following are some details of deputy activities. Monday, July 11 Deputies investigated a domestic situation in Ovid Twp. The parties were separated without incident. Deputies stopped a vehicle for an equipment violation in Fowler. The driver was arrested for possession of marijuana. Deputies investigated a domestic situation in Greenbush Twp. The parties were separated without incident.

Deputies stopped a vehicle for disregarding a traffic control device in DeWitt Twp. The driver was arrested for driving on a suspended license. Deputies investigated a breaking and entering complaint in Victor Twp. At this time there is no known suspect and the incident is under investigation. Deputies stopped a vehicle in Eagle Twp. for an expired plate. The driver was arrested for driving on a suspended driver’s license. Wednesday, July 13 Deputies investigated a report of kids throwing items off the overpass onto US-127 in Olive Twp. Larceny of dirt bike on North Watson Road in Duplain Twp. was reported. Deputies checked on a report of a man with gun on Hollister Road in Ovid Twp. Officer investigated a reported suspicious situation on West Parks Road in Bengal Twp. Malicious destruction of property was reported on South Poplar Street in Maple Rapids. Deputies investigated the larceny of boat motor in Village of Fowler. Following a traffic stop on US-127 in Olive Twp., the driver was cited for a license violation. Deputies investigated a harassment complaint on County Farm Road in Bingham Twp. Thursday, July 14 Criminal sexual conduct was investigated by Detective Bureau from a Department of Human Services referral.

Deputies investigated a commercial burglar alarm on Ontario Drive in Bingham Twp. A suspicious vehicle was reported on Hollister Road in Victor Twp. LANSING — With recent temperatures climbing into the 90s and some communities experiencing heat advisories, the Michigan Department of Community Health (MDCH) is advising residents of the health risks associated with extreme temperatures and preventive measures they can take to stay safe. Any time temperatures are in the upper 80s and above, they can cause body temperature to rise. This can result in muscle cramps, dizziness, severe heat illness and even death. “The elderly and young children are especially vulnerable when it comes to the effects of extreme heat,” said Olga Dazzo, director of the MDCH. “It’s a good idea to check frequently on loved ones, neighbors and friends who may be at greater risk for heat illness.” Heat illness can occur when the body is unable to cool down. The body normally cools down by sweating. During extremely hot weather, sweating may not be enough to cool the body. That’s when people can become overheated to the point of becoming ill. “People should drink water frequently – even when they may not be thirsty – in order to stay hydrated,” said Dr. Dean Sienko, interim chief medical executive for the MDCH. “They also should avoid alcohol and caffeine because both can cause dehydration, the first stage of heat-related illness.”

Tips for staying cool To avoid heat illness: • Stay cool. Use an air conditioner or go to a cool place such as a basement, neighbor’s house, shopping mall or cooling center. Spending even a few hours a day in air conditioning can help reduce your risk for heat illness. • Use a fan only when the windows are open or the air conditioner is on. Fans will not prevent heat illness when the temperature is in the high 90s. • Take a cool shower or bath. • Keep shades and curtains closed to block the sun from coming in your home or office. • Avoid exercising and physical activity during the hottest part of the day. Mornings and evenings are usually cooler than mid-day. • Stay out of the sun. If you must be in the sun, wear thin and light-colored clothing, a hat and sunglasses. Wear sun screen (at least SPF15) and reapply every two hours,

Jacob’s Race to take place Aug. 20 LAINGSBURG — The fifth annual Jacob’s Race 5k run/ walk and kids fun run is being held on Saturday, Aug. 20, at McClintock Park in downtown Laingsburg. The event is being held to benefit the McClintock Park amphitheater and a new Laingsburg Youth & Community Center called “The Connection” on behalf of Jacob Voisinet and his family of Laingsburg/St. Johns. Jacob is a bone marrow recipient (9/2006) for treatment for hemophagocytic lymphohistiocytosis (HLH), a rare and life threatening immune disorder. The kids fun run (.45 mile) begins at 8 a.m. The 5k race starts at 8:30 a.m. and the Tot Trot (200 yard dash) is following the 5k. The entry fee is $20 for

adults and $10 for children under the age of 18 for early registration on or before Aug. 10. After that date, the entry fees increase to $25 for adults and $12 for children. The Kids Fun Run fee is $10. The entry fee includes a T-shirt (guaranteed for early registrants only,) refreshments and awards. Approved the appointment of Fran Thurlby, Mary Larson, Will Ty ler White, Bill Wilson, Paula Fry, Matt Wendling, Sam Bachelor, Ron Morgan and the Township Supervisor to the Downtown Development Authority Board.
