Skinner Community Garden is growing Organizer says effort needs volunteers and more funding support Rachel Greco

CHARLOTTE — It is nearly 10,000 square feet in size, sandwiched between parking lots and drives at the Eaton County government complex. What used to be grass separating the pavement is now the Michael Skinner Community Garden, a place where volunteers have planted 76 tomato plants, along with cucumbers, radishes, green beans, squash, carrots, onions and scallions. When the produce is harvested this fall, the bounty will go home with those who worked the land — but a substantial portion will be donated to low income families. Victor Braatz is executive director of Recovery Network, Inc. and the person in charge of the garden project. He’ll tell you the small plot of land is chock full of big potential. All it needs, said Braatz, is community support. “We want to encourage people to get involved in the garden and also to contribute to it,” he said.

Victor Braatz of the Recovery Network, Inc. heads up volunteering at the Michael Skinner Community Garden, located at the Eaton County government complex in Charlotte. The garden, now a year old, offers residents the chance to volunteer in exchange for taking home fresh produce that’s grown there. RACHEL S. GRECO | LCN funded and slow, Braatz said last year’s harvest resulted in the donation of an estimated 2,000 pounds of food for places like SIREN/Eaton Shelter and the Eaton Clothing & Furniture Center. Katherine Johnson, manager at the Eaton Clothing & Furniture Center, said low income residents in Eaton and Barry counties found not only free clothing and household items at the non-profit last fall, but produce as well. Garden items were delivered Good harvest twice a week and offered to clients, Even though its start was under who are allowed to shop there once

The project got off the ground last spring with just $200 in donations. But Braatz said the court system didn’t utilize the garden often — and he turned to a core group of volunteers to plant and maintain the land.

Soliciting help Braatz still hopes the garden will be a place where community service can be performed — but hopes to promote it as a community tool and asset. See GARDEN, Page 3
EATON RAPIDS – Enrolling home-schooled students in an on-line cyberschool through the Eaton Rapids district might become a reality. The discussion of such a program began at the June 22 Eaton Rapids Board of Education meeting. Involved homeschoolers would be Eaton Rapids students and would eventually receive an Eaton Rapids High School diploma. They would also be eligible to participate in all extra-curricular activities within the district, including sports. The students would do their coursework on-line — six courses a semester — using a Michigan Meritapproved curriculum and would receive support from a company called K12, Inc. A portion of each student’s state foundation grants - $5,500 - would go to the company, with the district keeping the rest. “We get to attract and enroll new students,” said superintendent Bill DeFrance, of the opportunity. He described the cyber curriculum as “pretty rich.” Homeschooling parents See SCHOOL, Page 6

The project already has financial backing — receiving a $1,800 grant from the Eaton County Community Foundation this spring. Braatz said another $500 in private donations have been collected. Community gardening, he added, has clear benefits. “It’s really getting to be a big thing with the economy the way it is and with people
THINKING OF VOLUNTEERING?
Volunteers are encouraged to help at the Michael Skinner Community Garden every Wednesday from 5 to 7 p.m. and Saturdays, beginning at 8:30 a.m. All volunteers are allowed to take produce once it’s grown. For more information, contact Victor Braatz at (517) 543-2312.
said Smith. But he said the project can’t thrive without local support. “All of us have an hour to go up there and garden,” added Smith. “There’s plenty to do and, what’s the saying? ‘Many hands make work light’.”
Braatz said help from those who garden regularly would be especially helpful. “I’ve gardened my whole life but nothing on this type of scale,” he admitted. “I would welcome people willing to come and share their expertise.”
Future hopes For his part, William Kennedy, program coordinator for Eaton County’s Juvenile Drug and Family Drug Court, hopes the court system will also begin to use the garden. Last year Kennedy referred youth in his day treatment program to it as an outlet for “meaningful” community service. “It’s something we have utilized with juveniles and adults in the drug court,” he said. “But I think it’s something we want to utilize more. It’s something we recognize as a valuable
asset.” It’s also a project that Kennedy believes is a fitting tribute to Skinner. “He was compassionate, caring and fair,” he said, of the judge. “I think he would have been humbled and honored by it.” Braatz hopes the next year will bring in more volunteers and donations. The progress, so far, has been encouraging. “We’re so far ahead of last year,” he said. “I’ve had a super core of community people helping this year. We want this garden to progress.”

wanting to get back to organic foods.” The garden is open to all volunteers. Work is done Wednesday nights and Saturday mornings and anyone who volunteers can share in the harvest. Charlotte Mayor Dee Smith volunteered recently and said the garden has the potential to become a key resource for families in need of fresh food. “I’m of a firm belief that there are a lot of families who are in need right now and who could take advantage of the produce in that garden,”

Eaton Rapids City Council approves budget By MARY JO WHITE mjwhite@lsj.com
EATON RAPIDS – The Eaton Rapids City Council approved the city’s $16 million budget for next year on a 4-1 vote, with John Letarte voting no. Michael Harri was absent. Next year the city plans to spend $176,000 less than in the current year, according to city manager Jon Stoppels, and its fund balance is projected to be a healthy $668,000, or 28-percent of the total general fund budget, at the end of next year. “This is a good budget,” Stoppels told the council. Stoppels said after the meeting that the savings will come from several sources, including a 10-percent reduction in the the building inspector’s hours, reduced spending on legal fees and
lower insurance costs because of fewer claims. In addition, a retiring city mechanic will not be replaced and one clerical assistant position was reduced to part-time. Stoppels also said his own total contract package is much less than that of the previous manager. Finally, property values in Eaton Rapids and the subsequent taxes collected haven’t gone down as significantly as in some other communities. “We feel that’s because we’re a pretty stable community economically,” Stoppels said. After the meeting, Letarte said that, athough he trusts the city manager, he didn’t have enough time to think through the use of the utility fund revenues. “We transfer a lot from the electrical fund,” he said. “I think we’re charging more than we should,” and he likened the
overcharge to a tax. Utility transfers are declining, according to Stoppels, from $750,000 this year to a projected $659,400 next year. They will never be completely eliminated, however, because some admin-
istrative costs must be paid into the general fund. “We feel very comfortable and accurate about how much is retained for the utility fund balance and how much goes into the general fund,” Stoppels said.

Letter to the editor Support public safety As a wife, mother and life-long resident of Eaton County, I’m concerned about some elected officials in our state capitol targeting our local public safety services for: • Dangerous funding cuts • Re-writing our Constitution • Changing existing laws justifying those cuts I firmly believe those actions will achieve little more than endangering the public safety of our citizens. Our local first responders (firefighters, sheriffs, local police, EMS, dispatchers, volunteers, etc.) are crucial to safe communities. Without them, our chil-
dren cannot safely attend school; we cannot work, enjoy our neighborhoods or even remain safe inside our own homes. The FBI just reported that Michigan has three of the nation’s top 25 most dangerous cities. Flint is No. 1, Detroit is No. 2 and Lansing is No. 24. (Source: http://www.businessinsider. com/most-dangerous-cities2011-5#) With the nation’s highest crime rates, do you support local public safety cuts in Michigan? If you value jobs, tourism, education and living in a safe neighborhood, please let your state representative, senator and the governor know you want local public safety to come first, not last. EATON RAPIDS — The Eaton Rapids boys basketball travel team (made up of second, third and fourth graders) recently competed at Western High School in Jackson. The boys went 3-2 in the two-day tournament. Game one was a 27-25 come-from-behind win over the Pinckney Pirates. Game two was a lopsided win over the much smaller team
from Malden, Canada. Saturday ended with a gamethree 28-20 loss to the undefeated B3 Bombers. Sunday morning’s game was another exciting match-up with Pinckney and the ‘Hounds battled for a 36-32 overtime win. The tournament ended on a sour note as Eaton Rapids lost again to the Bombers by the score of
30-10. The 3-2 weekend record puts the Eaton Rapids ‘Hounds overall record at an even 21-21. The team was led in scoring over the weekend by Nathan Dassance’s 36 total points. Charles Johns added 24; Scott Rhoads, 18; RJ VanVliet, 17 (which included the go-ahead lay-up in the OT win); Griffin Gleeson 16 (including 14 points in
game two alone); and Caileb Brown 13 (which included two free throws to secure the overtime win on Sunday morning). Spencer Dick chipped in 10 while Zachary Dassance added 4 and Brayden McDaniel 2. The boys will spend the next couple of weeks practicing and getting better for their July 16-19 trip to Ft. Wayne for the AYBT Nationals.

Eaton County 4-H Fair: Close to home fun
RACHEL GRECO rgreco@lsj.com

t brings upwards of 28,000 people to the Eaton County Fairgrounds every July. To nearby residents the Eaton County 4-H and Youth Fair is a close-to-home summer escape, but organizers say the six-day tradition — which will run July 11 to 16 this year — is the result of a year’s hard work and dedication. Randy Johnson has been a member of the 15-seat fair board for 12 years. He said the group is more than an overseeing authority for the fair — it is also the caretaker for the fairgrounds, with its volunteers at a moment’s notice rolling up their sleeves to repair barn doors and remodel buildings. “Being on the fair board is like having a second job,” admitted Johnson. “We are a working board, fixing things on the grounds. We only contract out things that we have to.” In fact, in the past year the fair board — which includes a licensed electri-
cian and mechanic — completely remodeled Kardel Hall, put new floor drains in the barns were students showcase their livestock and performed general upkeep on other buildings. Johnson said those involved don’t mind. “We’re here for the kids,” he said. “We like what we do.”
Small profits
Theo Savage is the board’s vice president and a 27-year veteran with the county’s fair. He said last year the event — which includes everything from midway carnival rides, to arts and crafts and grandstand events like demolition derby — brought in $60,000. Any profits made one year are used to finance next year’s fair. Savage said the event has never lost money, but simply breaking break even has been a struggle some years. Savage said last year people turned up at the fair, having decided not to spend money on a vacation away from home. He hopes to see more of that this year. “I’m hoping we get a lot
of people, local people, who can’t go on vacation and will come down to the fair even if they haven’t been here for a few years.” If they do, fair-goers will find one $5 admissions fee at the gate. Rides and grandstand events cost extra — but Savage points out that many visitors simply want to see the 4-H exhibits and animals.
Tradition
According to Jennifer O’Neal, the county’s 4-H extension educator, the majority of the area’s 650 4-Hers, ages 5 to 19, take part in the fair. They showcase performing arts skills, crafts including woodworking and sewing and they show and sell various animals. “Fair is to a 4-Her what the finals are to a basketball team,” said O’Neal. “They work all year long preparing for the opportunity to show what they’ve learned.” Young people who bring animals to the fair care for them from September to July. O’Neal said the experi-

ence hones their care-taking and leadership skills and teaches budgeting and marketing techniques. “Most of the kids are down there all week, every day,” she said. Johnson said both of his children are in 4-H and take part in the fair. “4-H and FFA are two of the best leadership programs you can put your kids in as far as I’m concerned,” he said. Older members, through their example, provide younger members leadership lessons. “A 13-year-old, to a 7 year old, is a hero in 4-H,” Goat judge Erin McCarthy (R) and Ethan Burk’s goat Luke she explained. “That’s the connect during judging last year at the Eaton County Fair in Charlotte. Ethan and Luke recieved the grand magic of it.” champion prize in the Cart and Pack Suitability judging.
Optimistic
Savage said the animals and their young owners, the 4-H projects and their youthful creators, are reason enough for people to attend the fair.

ain, Rain, Rain go away, families want to play! As the 2011 summer season gears up, finally, with great summer weather in the forecast, Eaton County Parks offer a vast variety of features for citizens and guests to enjoy. The diversity of Eaton County Parks ranges from the roadside rest area on Battle Creek Highway just south of Charlotte (Tirrell Park) to historic Lincoln Brick Park on the Eaton/Clinton County borders just north of Grand Ledge. Most visitors relish and appreciate the wonders of Fitzgerald Park’s trails, picnic areas, playground, ball fields, Grand River access, Ledges Playhouse and disc (Frisbee) golf course. Unfortunately, vandals think it is funny to tip over trash barrels, deface sig-

trail systems (Appalachian style), geological and archeological formations, astronomy viewing (Palomar), native American history (Chief Okemos), scientific site for natural resource studies (ash borer, MSU) and outdoor classrooms for University of Michigan field trips. The diversity of users, clients and events is commendable for any park program in the midMichigan area.
To those who think that destruction and damage enhances our image and program, please find another choice for your energy. Those that want to enjoy Eaton County Parks will simply report your behavior to our staff. As UCLA Coach John Wooden once told his star player Bill Walton about team grooming rules, as Walton protested, “we are really going to miss, you, Bill.” Walton decided to follow
the rules. Local law enforcement officials have graciously offered their patrolling assistance to protect our visitors and resources. While common sense appears to be less than common with those set on destruction, one might not enjoy incarceration as an alternative to a park setting. Appealing for understanding and support.
