Festival Water Heritage Trail moves forward set for Aug. 27 Mary Jo White
EATON RAPIDS — The Dam Festival will be Aug. 27, with activities happening between 9 a.m. to 5 p.m. at the Miller Farm Complex. On tap are guided tours of the dams around Eaton Rapids, a large car show, kids’ games and hands-on activities, a craft show, live music, and much more. Most events are free. In conjunction with the festival will be the dedication of the Jean Kline Block. Dedicated to the memory of Jean Kline, who passed away in 2010, and funded by her husband, Cernyw, the building was Jean’s dream for the Eaton Rapids Area Historical Society. All the historic buildings in the village will be open, including the Wright One Room School, Plains Road Church, Scout Museum and Eaton Rapids Museum will be open. Visit with the blacksmith as he demonstrates how things were made in the past. Children’s activities will include $3 pony rides, games and pedal tractor pulls. EATON RAPIDS — About 20 people gathered at the Miller Farm on July 28 to discuss the city’s Waterfront Master Plan. Kim Byerly of the city’s Parks and Recreation Department announced that a $352,000 grant from the Michigan Economic Development Corporation had been awarded to the city. The money will be used to begin construction of parking lots and part of a trail at Mill Street Landing behind Quality Dairy. Eventually plans call for a fishing pier, restroom/changing area, canoe launch and picnic area. City planners hope to hear by Oct. 15 on a similar grant they have applied for from the Michigan Department of Natural Resources Trust Fund. Linked to the downtown plan is a Heritage Water Trail for kayakers and canoeists modeled on a water trail on the St. Joseph River. The local trail would have signs located on piers under county bridges to guide paddlers to nearby attractions like launch sites, restaurants and picnic areas. The signs, set offshore to combat vandalism, could also mention local history sites. A laminated river guide would be developed with more information on the various trail attractions. A $2,000 grant from the Quiet Water Society will provide a start for the signage and guide. Local paddler and wooden canoe expert Russ Hicks said he hoped the expertise of historical society members could help with

MARY JO WHITE/LCN local history information. “We’re going to work till the money runs out,” Hicks said, adding that there might be five or six signs starting at Baldwin Park and heading into Eaton Rapids. “We think it’s doable.” Hicks also updated the group on the centerpiece of the downtown waterfront plan, a white water park similar to but smaller than a very successful one in downtown South Bend, Ind., that
draws many paddlers and rafters to the city each summer. He figures that Eaton Rapids might be able to have a run rated at level-two difficulty, which means paddling it would require only basic skills. Audience members said the emphasis on the city’s waterfront reminded them of Eaton Rapids’ early years. “(The plan takes us) back to the mineral springs that drew people
here,” said Bob Wahlquist. Finally, Hicks reported on efforts to clear out logjams on Spring Brook. “Whittum Road to Mill Pond hasn’t been cleared in 30 or 40 years,” he said. “(One day) Spring Brook will be a beautiful paddle.” A Spring Brook cleaning party is tentatively scheduled for Sept. 10. Volunteers can bring their waders to Howe Field at 10 a.m.

EATON RAPIDS — The Mid-Michigan Autism Association and the LAFCU golf team were the big winners in the Second Annual Glenn Buege Chevrolet Challenge Cup golf tournament presented by the Eaton Rapids Area Chamber of Commerce (ERACC) at Duck Lake Country Club. Steam engine show has open vendor spots JACKSON CO. — The seventh annual Steam Engine Show and Freedom Festival, hosted by the Tompkins Historical Society, has openings for arts, crafts, flea market and garage sale vendors. The space available is 8 ft x 10 ft. and costs $30 for the two-day festival. The 2011 festival is Sept. 17 and 18 at 10138 Tompkins Road. Tools should be regarded carefully by schools I write this week’s column in the hope that you will use these comments to form your opinion on some of the topics discussed. As most of you know, this is my second career. I have seen all kinds of bosses and organizations in both the public and the private sector. I have formed my views on the state of Michigan’s legislation regarding the schools based upon my personal and legislative experiences, but hope you will consider the following information and form your own. For the upcoming school PAW year, K-12 school districts PRINTS must adapt to the following items coming from the Michigan legislature: 1. Funding per pupil that is lower than last year even though there was money available from an earmarked revenue source. The money previously ear- Bill marked for the public DeFrance schools has been appropriated to instead support colleges and community colleges and to allow for lower business taxes. 2. Incentives that are available for addi-
tional funding if your district exhibits solid business practices in its stewardship of running the district. Fortunately for Eaton Rapids Public Schools, we meet the criteria for additional funding as we have been very responsible with the resources entrusted to us. 3. Management tools that remove teacher assignment and evaluation from traditional labor contracts and collective bargaining. 4. State-imposed requirements with respect to the evaluation of teachers, principals, and superintendents. These requirements specify the timing and content of evaluations, which will largely be based on student growth. 5. Little guidance as to how districts are to measure key components like student growth. I am guardedly optimistic about having some of these tools. Too many decisions about student instruction were defined in by complicated, inflexible procedures as part of our teacher contracts. We must be thoughtful about our use of these new tools, however, since they do not contain as many safeguards against arbitrary decisions by district management. Most of the legislative changes we are
seeing out of Lansing are the result of well-intentioned legislators attempting to provide more transparency in the educational system. Based upon the timetable they have given us, we have a couple of years to hone our skills and procedures for tracking our students’ academic growth. It is our hope and our goal to have our students benefit from the changes in the educational landscape by leaving our schools better prepared for the workforce and higher education.
Our goal is that we can manage our way through our precarious funding position (it will take more than one year) and get enthusiastic about the metrics that will be used to measure our performance. We are certainly being asked to do more and more with less and less, but I remain hopeful that brighter days are ahead for our Michigan education business. NOTICE OF RIGHT TO REFERENDUM ON BECOMING A CHARTER TOWNSHIP Official certification has been received from the Michigan Secretary of State that the Township of Aurelius has a population of 2000 or more according to the most recent United States census and is therefore eligible to be incorporated as a charter township under the provi sions of section 3a of the Charter Township Act, 1974 PA 359 (MCL 42.3a). The township board has the right to exercise one of the three options concerning status as a charter township, as follows: 1. Adopt by majority vote a resolution opposed to incorporation as a charter township; 2. Adopt by majority vote a resolution of intent to approve incorporation as a charter township; 3. Adopt by majority vote a resolution to place before the electorate at the next regular or special township election the question of incorporation as a charter township. In the event option 2 is adopted by the Township Board, the citizens of the township have the right to file a "Right to Referendum Petition". This petition must be filed within the 60 days which must lapse between passage of a resolution of the intent to incorporate and final passage of the resolution to incorporate as a charter township.
